可持续发展是我国现代化建设中的重要发展战略。清洁生产体现了可持续发展的内核,是实现生态文明,建设资源节约型、环境友好型社会的有效途径。清洁生产法律制度尚未成为环境保护法基本法律制度之要义,相关法律规范呈现倡导性法律规范特质,强制性不足,清洁生产较难落实。宜将该制度上升至环境保护法基本法律制度之高度,将清洁生产规范调整为强制性规范,完善强制审核规范,强化政府和企业法律责任。 相似文献

京津冀及周边地区以燃煤为主的农户冬季采暖方式是影响区域大气环境质量的重要原因之一,大规模推进清洁取暖改造是优化区域能源结构、改善大气环境质量的重要举措.本文以京津冀大气污染传输通道城市("2+26"城市)为重点,全面梳理了京津冀及周边地区清洁取暖政策特别是补贴政策的实施情况和主要问题,对近期区域清洁取暖改造补贴投资进行测算,提出未来农村清洁取暖补贴政策的优化建议.结果表明,在现行补贴标准下,补贴资金投入额的差异主要来源于清洁取暖技术路径及农居建筑节能性能的差异,使用热泵类设备并进行建筑节能改造对降低补贴资金投入有积极影响;中央财政的清洁取暖试点城市奖补资金只能覆盖2019年改造补贴所需投资总额的20%左右,地方政府财政压力巨大.未来京津冀及周边地区农村清洁取暖补贴政策应继续充分发挥中央财政支持作用,充分利用市场建立多元化投融资机制,已大规模推进农村清洁取暖改造并已制定清洁取暖补贴政策的地区应继续制定新的补贴政策,尚未大规模改造的地区建议通过试点补贴方式逐步引导推广,清洁取暖补贴标准的制定和调整应在农户可接受、政府可承担的前提下逐步实现退坡. 相似文献

我国《能源发展战略行动计划(2014—2020年)》指出,加快构建清洁、高效、安全、可持续的现代能源体系,重点实施"绿色低碳"等四种能源发展战略,因此"以电代煤"将成为我国未来能源战略中的一项重要选择。本文运用技术经济分析法和排放系数法,计算了八大主要用能部门以电代煤的经济成本和环境价值。计算结果表明:各部门用电设备的初始投资和电力消费等经济成本是燃煤设备的初始投资及燃煤消费等经济成本的1.8~2.8倍,但是,以用电设备替代燃煤设备的环境价值非常可观。在考虑了环境外部性成本后,居民生活行业,商业,非金属矿物制品业,石油加工、炼焦和核燃料加工业,化学原料和化学制品制造业,以及非高耗能工业六个部门进行"以电代煤"在目前的情况下具有经济可行性,而有色金属冶炼和压延工业,以及黑色金属冶炼和压延工业"以电代煤"暂时不具有经济可行性。最后,提出了相关政策建议。 相似文献

The UK government has recognised the vital contribution that the construction industry has to play in contributing towards sustainable development. While the issue of hardened concrete waste has received considerable attention, process waste arising from the manufacture of ready-mixed concrete is relatively unexplored. It is apparent that initiatives such as the landfill tax have encouraged UK ready-mixed concrete manufacturers to reduce substantially the amount of waste they produce. 文章从现有杆管清洁设备的基本结构、工作原理、应用效果入手,分析了井下、井口、井场、车间4个环节15种杆管清洁生产技术的优缺点和适应性,同时引入技术成熟完备性指标,对每种杆管清洁生产技术作了定量评价,认为在施工中应综合考虑地层、井史、油田所处环境敏感性等影响因素,将其集成或组合使用,形成适合于不同类型油井的杆管清洁模式。建议继续加强井下泄油、油管内壁清洗、内防喷、井口防喷防溅等关键设备研发与完善,提高清洁生产技术的适应性、可靠性,以降低劳动强度,提高工作效率。 相似文献

Since the early 1990s, waste minimisation clubs have been important sources of information for industry in the UK on clean technology and sustainable waste management practice. Despite this contribution, concern has grown about the declining number of clubs, their performance and the likelihood that they will continue to play a key role in national policy.This paper examines the evidence available and provides estimates of how the numbers varied in England since the first clubs were formed. The results presented indicate that, after initial expansion, numbers went into decline. The paper then explores, using economic theory, why this pattern should have developed and suggests it to be a function of how clubs were designed and managed. The results of the analysis are used to propose alterations in how future clubs could be designed so that they continue to contribute effectively to the development of sustainable waste management in UK industry. These lessons are of value to policy in both the UK and other countries considering the development of this important tool of waste strategy. 有关清洁电力是否有效降低二氧化碳排放,有两种不同观点,本文分析了产生争议的原因,并基于机理分析,选取1998—2018年中国30个省份的相关数据,利用空间面板杜宾模型研究清洁电力发展对区域二氧化碳排放的影响。回归结果显示:①二氧化碳排放在省域之间具有显著的正向空间溢出效应。②清洁电力发展与二氧化碳排放之间呈倒U形关系并通过了一系列稳健性检验。③进一步地通过效应分解发现,清洁电力发展无论是直接效应还是间接效应,均需要达到一定的门槛值之后才会对区域二氧化碳排放产生促减效用。最后,通过中介效应模型检验发现,清洁电力发展带来的能源消费结构调整和能源利用效率改变是影响二氧化碳排放的作用机制。 相似文献

Deep within the earth there exist immense reservoirs of energy in the form of heat-commonly referred to as geothermal resources. Unfortunately, most of these resources are at such depths that it is unlikely they will be recoverable in the foreseeable future. Nevertheless, the lure of seemingly inexhaustible amounts of relatively clean energy continues to hold a fascination for man. In certain limited situations man has already been able to tap these reservoirs and harness the energy to his own uses. More of this activity can be expected in the future. While geothermal energy will chiefly be used to produce electric power, persons responsible for water resources management must concern themselves with geothermal resources for water, and water law concepts will continue to play an important role in the development of this resource. 相似文献

This paper synthesizes the English literature on current issues, policies and practices, and their effects on environmental and resource sustainability in China's ongoing urbanization. Aspects of urban sustainability reviewed include air, water, solid waste, energy efficiency, transportation and land use. It shows that Chinese cities have been and probably will continue to be struggling with issues such as air pollution, scarcity of clean water, solid waste and greenhouse gas emissions. But there are many opportunities for improvement. It suggests shortages of existing policies and major gaps in knowledge and practice, which can be helpful to policy makers, planners and researchers in China and other developing countries. 相似文献
