Drawing on the wide social scientific literature on emotions and affects, we highlight the value and potential contribution of the affect theory for understanding public engagement in environmental policy and planning. We suggest that such theorization complements political ontologies that envision concerned publics to arise as citizens are attached to objects and other beings in their everyday life. Focus on emotions and affects enables in-depth exploration of the corporeality of these attachments, increasing understanding about how affected publics get driven for action and how new sensibilities and horizons for action are created. Based on the discussion of affect theory and case examples, we argue that emotions and affects should be treated as crucial carriers of knowledge about transformation of political subjects and their concerns. They also direct analytic gaze beyond public participation procedures and encourage the development of novel, more inclusive settings for public engagement.  相似文献

Summary Our environmental situation continues to decline faster than ever. This is demonstrated by, the growing spread of pollution of both the water and atmospheric systems, erosion of topsoil, tropical deforestation, desertification, mass extinction of species, depletion of the ozone layer, and climatic dislocations. Compounding the impact of these problems is growth in human numbers in developing countries, together with the associated factor of extensive poverty. The author asks why our environmental situation should continue to decline, despite a remarkable outburst of awareness on the part of the general public and its political leaders since the time of the Stockholm Conference on the Human Environment. The author concludes that the problem does not lie with inadequate effort, rather with misdirected effort: we persist in tackling the symptoms of problems, rather than the problems themselves, let alone the sources of the problems. The paper broaches these issues within a context of fast-growing interdependence among the community of nations — both economic and ecological interdependence — which presents yet more problems, but also raises many opportunities for creative action.Professor Norman Myers is a consultant in environment and development. He has worked since 1970 on the general subject area of environment and natural resources, with emphasis on species, gene reservoirs and tropical forests. He was undertaken this consultancy work for the Rockefeller Brothers Fund, US National Academy of Sciences, the World Bank, OECD, the Smithsonian Institution, UN agencies, World Resources Institute, US National Research Council and IUCN, among other organizations. 针对上海某水厂的水源现状,开展了水质受常规有机物污染以及模拟突发性有毒有害物质污染等条件下投加粉末活性炭应急处理的研究。结果表明,煤质粉末炭即可发挥净化功能,在吸水井投加20~30mg/L既能取得最佳的吸附效果,又经济可行;粉末活性炭在低投加量时有促进混凝沉淀的作用,投加量达到50mg/L,沉后水的颗粒物数量增加30%左右,可能不利于后续过滤;投加粉末活性炭对原水预氯化有一定影响。  相似文献

This paper reports on European public perceptions of carbon capture and storage (CCS) as determined through six focus groups, one held in each of the UK, the Netherlands, Poland, Germany, Belgium and Spain. The development of opinion and the emergence of concerns were observed via phased exposure to a specially commissioned film providing an overview of CCS technology, its rationale and associated debates, supplemented by additional information on national energy mixes. In general there was a high level of commonality in opinion and concerns across the six countries, with only minor differences. The concerns that emerged were not allayed by the information provided. On the contrary, there was evidence of a shift from initial uncertainty about CCS to negative positions. CCS was generally perceived as an uncertain, end-of-pipe technology that will perpetuate fossil-fuel dependence. Noting the political context to CCS, we conclude that advocates will likely find the European public opinion context a challenging one in which to achieve deployment, particularly for onshore storage, except where local communities perceive real economic or other benefits to CCS.  相似文献
