One of the most controversial planning issues internationally is the siting of waste disposal infrastructure in local communities. Compensation is viewed as a possible solution to siting difficulties in many countries. However, existing empirical evidence is conflicting as to whether or not compensation-based siting has reduced opposition to such developments. Thus, before compensation policy can be considered as the solution for recognising social costs and introducing equity into the waste planning system, it is important to understand why people reject waste disposal infrastructure developments and if this rejection continues over the lifetime of facility operations. This paper utilises information gathered through surveys to examine the effects of distance, local authority consultation efforts, experience and other factors, on attitudes towards non-hazardous solid waste landfill developments in two examples of a potential and actual host communities. Our findings suggest distance proxies expectations of environmental risk in communities with no experience of living with landfill infrastructure. Community consultations by authorities are consistently important, even after a landfill has been in operation for a number of years. This suggests to policy makers to consult thoroughly and adequately before pursuing compensation policies.  相似文献

Local governments in Australia, especially in large urban areas, have faced a challenge of the growing quantity of waste generated and the diminishing space for waste disposal in recent years. The central government has demonstrated the importance of developing strategies to make full environmental costs and impacts of waste disposal and material recovery accountable for waste management decision-making. However, research into this field is limited. This paper investigates environmental accounting practices in local government waste management. From a survey conducted with local government authorities in New South Wales (NSW) Australia, it is found that overall the level of direct waste flow and activity accounting is higher than the level of hidden and external environmental cost accounting, though local governments tend to identify and use more physical information associated with waste flows and activities than relevant monetary information. External environmental impacts of waste disposal are often overlooked and show the lowest level of practices. The survey results also indicate that urban local governments have taken more environmental information into account than rural local governments, but such difference is not significant between local governments of different sizes. The complexity of waste technical services and operations is confirmed to have a positive and significant effect on the level of environmental accounting for waste management across local governments surveyed.  相似文献

Life cycle assessment (LCA) and life cycle costing (LCC) are well-established methods used for many years in many countries for system analysis of waste management. According to standard LCA procedure the assessment should include improvement analysis, in many cases this is performed by simple sensitivity analyses. An obstacle to perform more thorough sensitivity analyses is that it is hard to distinguish input data important to the results, i.e. key parameters. This paper further elaborates sensitivity analyses performed in an environmental system analysis for a hypothetical Swedish municipality. In this paper, the method to identify and test input data that can be categorised as potential key parameters is described. The method and the results from computer simulations of the identified parameters are presented, and some conclusions are drawn regarding the robustness of the results for environmental impact from municipal solid waste management. The major conclusion is that the results are robust. Changes in results, when changing the preconditions, are often small and the changes observed do not lead to new conclusions; i.e., a change of ranking order between treatment options.  相似文献

The recent Green Paper ‘War on Waste’ urges local authorities to organize the recovery and re-use of waste materials in their areas. It is ambiguous, however, on the question of whether recovery should be regarded primarily as a commercial venture or a social service. In this article some of the factors to be considered before embarking on a recovery programme are discussed, and the authors identify some of the arguments for and against the view that recovery is properly a local authority service. Questions considered include the costs and savings associated with a recovery scheme, the impact of the activities of opportunists and the role of the private contractor and voluntary organizations.  相似文献

It is widely agreed that public support is vital to the success of most recycling schemes; the actions of householders are paramount to the success of sustainable waste policies. However, the success of recycling schemes is not just dependent on public participation; it is also dependent on careful planning, effective design and tailoring to local needs. This study has evaluated a kerbside recycling scheme in the north-west of England by comparing the recycling performance of those on alternate collections of residual waste and recyclates with those on weekly residual collections and fortnightly recyclate collections. Three data collection methodologies were adopted: postal questionnaires, set-out rate monitoring, and personal interviews with policy writers. The results demonstrated that alternate collections produce higher recycling set-out rates, suggesting that alternate collections will also generate higher recycling rates. The research showed that if designed and complemented by other services, then an alternate collection system is a realistic waste management approach. However, the local authority and the public appear to use different indicators of success for the scheme. The local authority uses governmental performance indicators (such as best value performance indicators—BVPIs) to measure success, whereas the public's indicators of success tend to focus more on issues such as required changes to established behaviours, convenience and personal preferences.A key recommendation from this study is that all local authorities should carry out local opinion surveys on an annual basis to supplement the BVPIs required by statute. This should help them to fill the information gaps in order to provide a comprehensive, up-to-date and user-responsive waste management service to the public.  相似文献

On the face of it, the 1990s have marked the transformation of the UK's waste management policy. A commitment to waste minimisation and recycling, within the terms of the internationally accepted waste hierarchy, have replaced an almost complacent defence of landfill. However, aside from the dramatic transformation of the vocabulary, the reality of local authority waste disposal has, with a few notable exceptions, been characterised more by continuity than revolution. This article suggests that the modesty of local authority recycling is best explained through an appreciation of what can be described as recycling practice. Recycling in the UK has taken a distinctive form comprising: environmentalism, entrepreneurialism and policy advocacy. The components of this practice explain both the successes and failures of local authority recycling. Despite its oppositional roots, the Conservative Government found 'recycling practice' conducive to their reliance upon a mix of aspirational targets and market-based instruments (MBIs). Advice circulated as guidance to local authorities emphasised viability as the principal criterion of scheme assessment and in such a way sustained the limited scale and ambitions of recycling practice.  相似文献

A questionnaire survey was conducted in 2002 on 1365 households in two prefectural-level cities in the Pearl River Delta, Jiangmen and Zhongshan. Three groups of issues are covered in this paper: 1) waste management literacy, concerns, and public participation; 2) waste recycling practices and the potential for waste avoidance; and 3) public environmental literacy. This study confirms findings from previous surveys and provides new information on important issues such as imposing monetary charges on waste and environmental activities, littering, source separation programs (SSPs), and public participation and expectations in local waste management. Saving up recyclable materials for redemption in waste depots is commonly practiced in mainland China regardless of the level of development of a city, although at the household level, high-income families tend to place less value on the revenues to be gained from redemption than lower income groups do. Data from the previous and the present studies indicate that such voluntary but largely economically driven waste recovery behavior diverts at least 10% of the household waste from the waste stream. Although uncompensated SSP is less appealing in the two cities than compensated SSP, it was found that when the median per capita income of a city reaches RMB2000 per month, a high participation rate for uncompensated waste recovery is more likely to occur. Education and income levels are the chief factors affecting littering behavior and the potential for waste avoidance. Contrary to general belief, the local Chinese community is active in microwaste management. The concern, however, is over the inability of the grassroots bureaucracy to deal with rising expectations for waste collection services and neighborhood cleanliness.  相似文献

This paper considers technical measures and policy initiatives needed to improve environmental management in the Portovelo-Zaruma mining district of southern Ecuador. In this area, gold is mined by a large number of small-scale and artisanal operators, and discharges of cyanide and metal-laden tailings have had a severe impact on the shared Ecuadorian-Peruvian Puyango river system. It is shown to be technically possible to confine mining waste and tailings at a reasonable cost. However, the complex topography of the mining district forces tailings management to be communal, where all operators are connected to one central tailings impoundment. This, in turn, implies two things: (i) that a large number of operators must agree to pool resources to bring such a facility into reality; and (ii) that miners must move away from rudimentary operations that survive on a day-to-day basis, towards bigger, mechanized and longer-term sustainable operations that are based on proven ore reserves. It is deemed unlikely that existing environmental regulations and the provision of technical solutions will be sufficient to resolve the environmental problems. Important impediments relate to the limited financial resources available to each individual miner and the problems of pooling these resources, and to the fact that the main impacts of pollution are suffered downstream of the mining district and, hence, do not affect the miners themselves. Three policy measures are therefore suggested. First, the enforcement of existing regulations must be improved, and this may be achieved by the strengthening of the central authority charged with supervision and control of mining activities. Second, local government involvement and local public participation in environmental management needs to be promoted. Third, a clear policy should be defined which promotes the reorganisation of small operations into larger units that are strong enough to sustain rational exploration and environmental obligations. The case study suggests that mining policy in lesser-developed countries should develop to enable small-scale and artisanal miners to form entities that are of a sufficiently large scale to allow adequate and cost-effective environmental protection.  相似文献

Local authorities are generally in charge of household packaging waste management operations, particularly in countries with Green Dot schemes or similar extended producer responsibility systems. This leads to the need of establishing a system of financial transfers between the packaging industry and the local authorities (regarding the costs involved in selective collection and sorting). In the present study, the costs and benefits of recycling, from the perspective of local authorities, are compared for Portugal, Belgium and Italy (in Lombardia region), adopting the same economic–financial methodology. The results show that the industry is not paying the net cost of packaging waste management. If the savings attained by diverting packaging waste from other treatment operations are not considered, it seems that the industry should increase the financial support to local authorities. However, if the avoided costs with other treatments are considered as a benefit for local authorities, the costs are generally outweighed by the benefits, and the financial support could, therefore, be reduced.  相似文献

Many developed countries are using a challenging Zero Waste concept to change current waste management practices to more sustainable methods of managing waste, including household waste. The concept includes waste prevention; high levels of recycling and recovery of all resources from waste; and behavioural change. This research provides a case study on the development of a Zero Waste Strategy (ZWS) for Charnwood Borough Council (CBC), an English Local Authority (LA), which has an established household waste management system. This paper describes the steps taken by the authors, together with CBC to devise and implement a ZWS. A series of focus groups were held involving elected members of the LA and members of the community. The aim was to identify the core aspects of environmental, operational and social demands in order to prioritise actions to be included in a draft ZWS. The draft underwent wider public consultation, which highlighted areas for revision, and following revision has been adopted by the LA. The ZWS takes into account local issues, local policies, alongside national strategies and legislation. Many of the options identified during this research complement each other and if used in combination may see large steps taken towards Zero Waste. This is difficult to achieve without a holistic approach to waste generation, collection, treatment and disposal. Key findings from this research are to switch the focus from recycling to reuse and waste prevention, alongside increasing education and behaviour change programmes for householders. Additionally, the potential value of separately collecting food waste, with a recognised high potential yield, must be explored to ensure meeting targets set in the ZWS and the requirements of the Landfill Directive.  相似文献

Industrial waste is a good resource from the viewpoint of efficient waste management. The vital need for energy utilization and environmental protection mean it is of interest to develop circulating fluidized bed combustion (CFBC) to burn solid wastes with low pollutant emissions. The paper presents some explanatory studies on waste-to-energy in a pilot scale CFCB facility. A series of combustion/incineration tests have been carried out for the industrial wastes: petroleum coke, waste tire and sludge cakes with various moisture contents. It seems that the CFBC has feed flexibility without modifying heat transfer equipments for energy recovery. In addition, the results of experimental tests demonstrate that gas emissions from waste incineration in CFBC can be well controlled under local regulation limits. At normal operation temperature in CFBC (approx. 800°C), the heat transfer coefficient between bulk bed and bed wall is on the order of 102 W/m C, which is useful to estimate the energy recovery of waste combustion by CFBC. A practical and simple guide is proposed to estimate the energy recovery from waste combustion by CFBC, and to find maximum allowable moisture content of waste if there is to be any energy recovery without auxiliary fuel.  相似文献

Municipal waste management in the UK has undergone rapid transformation in recent years in pursuit of greater sustainability. In this paper we explore the environmental justice issues and tensions involved in this shift. After a brief overview of environmental justice debates and how they have been related to issues of waste management, we describe how the policies and processes underlying the transformation from an overwhelming dependence on landfill disposal towards more sustainable methods of management has been driven by European legislation embodying principles premised on fundamental environmental concerns of inter- and intra-generational equity. We analyse the key means through which these principles have been translated to restructure local authority practices and the environmental justice issues arising from the implementation of international policy in regional and local context. Finally, we reflect on the implications of this case study for implementation of policies intended to advance both sustainability and environmental justice.  相似文献

/ Since 1975, the European Union (EU) has developed an impressive body of waste management legislation, although, according to the principle of subsidiarity, responsibilities belong to the most local level at which the tasks can be carried out effectively. Using economic theory, this paper examines several factors that influence the efficient distribution of regulatory authority among the EU and the member states. We specifically analyze the role of harmonization that, in our opinion, will often lead to an overcentralization. Within this context, a second issue is becoming more important, as ongoing discussions show. If no consensus can be reached about harmonization, should member states be allowed to stop cross-border shipments of waste, or should the EU strive for a common market for waste? We take the position that most objections against waste shipments are not convincing, especially if the member states implement minimum standards for landfills and waste processing facilities and common information and control systems. Competition between different national regulations within adequate constraints that, e.g., control transboundary externalities leads to more efficient waste management structures in Europe than national self-sufficiency or centralized decision-making at the EU level. As widely recognised by EU legislation, Life Cycle Thinking (LCT) is a viable approach to support sound waste management choices. In this context, the Institute for Environment and Sustainability (IES) of the European Commission Joint Research Centre (JRC) has lead the development of macro-level, life cycle based waste management indicators to quantify and monitor the potential environmental impacts, benefits, and improvements associated with the management of a number of selected waste streams generated and treated in Europe. The waste management indicators developed make use of a combination of macro statistical waste management data combined with emissions/resource life cycle data for the different elements of the waste treatment chain. Indicators were initially calculated for the entire European Union (EU-27) and for Germany, covering several waste streams and a broad range of environmental impact categories. An indicator developed for a given waste stream captures the potential environmental impact associated with the generation and management of that waste stream. The entire waste management chain is considered, i.e. from generation to final treatment/disposal. Therefore, system boundaries for the selected waste streams include also the treatment or recycling of secondary waste (e.g. bottom ash from the incineration of household waste), and secondary products (e.g. recovered paper), as well as energy recovery. The experiences from the development of these life cycle based waste management indicators suggest that more detailed and quality-assured waste statistics are needed, especially covering the many different treatment operations and options. Also, it would be beneficial if waste statistics had a higher disaggregation level of waste categories, as well as more detailed information about waste composition. A further development of the indicators should include an increased number of waste streams, as well as calculation of the results for all Member States.  相似文献

Whether to recycle the recyclable fraction in the MSW (municipal solid waste) or to incinerate it for energy recovery is a debating issue. In this paper we present a simple criterion to judge what type of waste components should be recycled or incinerated with energy recovery. According to the R1 formula presented by the waste framework directive (Directive 2008/98/EC of the European Parliament), this paper calculates the energy performances of MSW waste-to-energy plants currently operated in Taiwan firstly. By using the assumed value of energy recovery efficiency and carbon emission costs, we compare the treatment methods between recycling (material recovery) and energy recovery by the cost and benefit analysis, and examine the suitability of recycling for waste fractions of paper, food waste, PET, PVC, and plastic bags/films under a variety of scenarios. The results show that food waste is more appropriate to be treated by recycling while plastic bags/films are suggested to be incinerated with energy recovery.  相似文献

A life cycle inventory model was applied to a range of waste management scenarios in the waste collection authorities of Gloucestershire. The life cycle model and the results of modelling different waste management options are described. Model results were submitted to waste managers in the six authorities and utilization of the information was analysed. Analysis suggests that a range of factors arising from both model implementation and the local policy context affects the form and extent of utilization. Increased levels of environmental knowledge and understanding will be required to make effective use of life cycle analysis in local authority decision making.  相似文献

Here are assembled representative excerpts from a new text in applied chemistry. They illustrate the well-referenced treatment of industrial processes that are here considered with their related emission control problems and solutions. A brief account of general aspects of the industry is followed by surveys of the significance and technical aspects of air and water pollution chemistry. Consideration is given to emission avoidance or containment, waste treatment, and waste disposal options as they relate to both of these environmental areas. Details of salt recovery and the products of brine electrolysis plus environmental aspects of these operations are treated as examples of some of the processes discussed. Also covered are fertilizer constituent preparation, formulation, and use with consideration of the large-scale effects of each of these activities. Detailed reference is made to the chemical technology and emission control aspects of the pulp and paper industry and refinery operations. Throughout, integral process changes and waste recycling practices are directly related to emission control aspects of each process in a way to be useful to the student and professional alike. These excerpts are extracted from one of the first, single volume accounts to take this unified approach to the subject.Extract from the bookModern Chemical Technology and Emission Control by M. B. Hocking, published by Springer-Verlag, Berlin, Heidelberg, New York, Tokyo (1985).  相似文献

Increasing levels of household waste have raced up national, regional and municipal environmental policy agendas around the world, especially as heavy reliance on landfill and incineration is becoming prohibitively expensive and also a high profile source of local voter dissent or vociferous NIMBY behaviour. In an attempt to reduce reliance on these options, UK local authorities have increasingly been forced to turn to recycling. This paper reports on a broad empirical study of household recycling, utilizing national survey-based evidence (drawn from over 31 000 interviews in Scotland). Hitherto, very few published empirical studies have addressed the household recycling decision using national survey data to furnish baseline evidence. For this purpose logit analysis is undertaken, using data extracted from the Scottish Household Surveys of 2000 and 2001. This work also serves as the basis for further detailed modelling of a selection of illustrative household types. After consideration of particular waste streams and the availability of different recycling schemes, the effects on the probability of recycling participation of age, income level, household composition, car ownership and local authority were analysed. While there are clear income effects, the picture regarding the impact of household composition and some other factors is more complex.  相似文献
