In this study we describe the development of an alternative methodology for hazard characterization of waste materials. Such an alternative methodology for hazard assessment of complex waste materials is urgently needed, because the lack of a validated instrument leads to arbitrary hazard classification of such complex waste materials. False classification can lead to human and environmental health risks and also has important financial consequences for the waste owner. The Hazardous Waste Directive (HWD) describes the methodology for hazard classification of waste materials. For mirror entries the HWD classification is based upon the hazardous properties (H1–15) of the waste which can be assessed from the hazardous properties of individual identified waste compounds or – if not all compounds are identified – from test results of hazard assessment tests performed on the waste material itself. For the latter the HWD recommends toxicity tests that were initially designed for risk assessment of chemicals in consumer products (pharmaceuticals, cosmetics, biocides, food, etc.). These tests (often using mammals) are not designed nor suitable for the hazard characterization of waste materials. With the present study we want to contribute to the development of an alternative and transparent test strategy for hazard assessment of complex wastes that is in line with the HWD principles for waste classification. It is necessary to cope with this important shortcoming in hazardous waste classification and to demonstrate that alternative methods are available that can be used for hazard assessment of waste materials. Next, by describing the pros and cons of the available methods, and by identifying the needs for additional or further development of test methods, we hope to stimulate research efforts and development in this direction. In this paper we describe promising techniques and argument on the test selection for the pilot study that we have performed on different types of waste materials. Test results are presented in a second paper.As the application of many of the proposed test methods is new in the field of waste management, the principles of the tests are described. The selected tests tackle important hazardous properties but refinement of the test battery is needed to fulfil the a priori conditions.  相似文献

Hazard classification of waste is a necessity, but the hazard properties (named “H” and soon “HP”) are still not all defined in a practical and operational manner at EU level. Following discussion of subsequent draft proposals from the Commission there is still no final decision. Methods to implement the proposals have recently been proposed: tests methods for physical risks, test batteries for aquatic and terrestrial ecotoxicity, an analytical package for exhaustive determination of organic substances and mineral elements, surrogate methods for the speciation of mineral elements in mineral substances in waste, and calculation methods for human toxicity and ecotoxicity with M factors.In this paper the different proposed methods have been applied to a large assortment of solid and liquid wastes (>1 0 0).Data for 45 wastes – documented with extensive chemical analysis and flammability test – were assessed in terms of the different HP criteria and results were compared to LoW for lack of an independent classification. For most waste streams the classification matches with the designation provided in the LoW. This indicates that the criteria used by LoW are similar to the HP limit values.This data set showed HP 14 ‘Ecotoxic chronic’ is the most discriminating HP. All wastes classified as acute ecotoxic are also chronic ecotoxic and the assessment of acute ecotoxicity separately is therefore not needed. The high number of HP 14 classified wastes is due to the very low limit values when stringent M factors are applied to total concentrations (worst case method). With M factor set to 1 the classification method is not sufficiently discriminating between hazardous and non-hazardous materials. The second most frequent hazard is HP 7 ‘Carcinogenic’. The third most frequent hazard is HP 10 ‘Toxic for reproduction’ and the fourth most frequent hazard is HP 4 “Irritant – skin irritation and eye damage”. In a stepwise approach, it seems relevant to assess HP 14 first, then, if the waste is not classified as hazardous, to assess subsequently HP 7, HP 10 and HP 4, and then if still not classified as hazardous, to assess the remaining properties.The elements triggering the HP 14 classification in order of importance are Zn, Cu, Pb, Cr, Cd and Hg. Progress in the speciation of Zn and Cu is essential for HP 14. Organics were quantified by the proposed method (AFNOR XP X30-489) and need no speciation. Organics can contribute significantly to intrinsic toxicity in many waste materials, but they are only of minor importance for the assessment of HP 14 as the metal concentrations are the main HP 14 classifiers. Organic compounds are however responsible for other toxicological characteristics (hormone disturbance, genotoxicity, reprotoxicity…) and shall be taken into account when the waste is not HP 14 classified.  相似文献

A hazardous waste assessment has been completed on ash samples obtained from seven sewage sludge incinerators operating in the UK, using the methods recommended in the EU Hazardous Waste Directive. Using these methods, the assumed speciation of zinc (Zn) ultimately determines if the samples are hazardous due to ecotoxicity hazard. Leaching test results showed that two of the seven sewage sludge ash samples would require disposal in a hazardous waste landfill because they exceed EU landfill waste acceptance criteria for stabilised non-reactive hazardous waste cells for soluble selenium (Se). Because Zn cannot be proven to exist predominantly as a phosphate or oxide in the ashes, it is recommended they be considered as non-hazardous waste. However leaching test results demonstrate that these ashes cannot be considered as inert waste, and this has significant implications for the management, disposal and re-use of sewage sludge ash.  相似文献

Hazardous waste incinerators (HWIs) differ substantially from thermal power facilities, since instead of maximizing energy production with the minimum amount of fuel, they aim at maximizing throughput. Variations in quantity or composition of received waste loads may significantly diminish HWI throughput (the decisive profit factor), from its nominal design value. A novel formulation of combustion balance is presented, based on linear operators, which isolates the wastefeed vector from the invariant combustion stoichiometry kernel. Explicit expressions for the throughput are obtained, in terms of incinerator temperature, fluegas heat recuperation ratio and design parameters, for an arbitrary number of wastes, based on fundamental principles (mass and enthalpy balances). The impact of waste variations, of recuperation ratio and of furnace temperature is explicitly determined. It is shown that in the presence of waste uncertainty, the throughput may be a decreasing or increasing function of incinerator temperature and recuperation ratio, depending on the sign of a dimensionless parameter related only to the uncertain wastes. The dimensionless parameter is proposed as a sharp a’ priori waste ‘fingerprint’, determining the necessary increase or decrease of manipulated variables (recuperation ratio, excess air, auxiliary fuel feed rate, auxiliary air flow) in order to balance the HWI and maximize throughput under uncertainty in received wastes. A 10-step procedure is proposed for direct application subject to process capacity constraints. The results may be useful for efficient HWI operation and for preparing hazardous waste blends.  相似文献

Extensive investigations of leachates and solid waste samples for organic sum parameters and environmentally relevant organic compounds were carried out at the hazardous waste landfill of Raindorf, which is operated in accordance with German Technical Instructions on Waste (TI Waste). The measurements showed that the majority of the waste samples contained only minor amounts of phenols, highly volatile chlorinated organic compounds (VCHC), benzene, toluene, ethylbenzene and xylene (BTEX), polychlorinated biphenyls (PCB) and polycyclic aromatic hydrocarbons (PAH). The concentrations ranged from less than 100μg/kg−1up to 1000μg/kg−1of dry substance. Only hydrocarbons were detected in higher concentrations (mg to g kg−1of dry substance). In most leachate and gas samples taken at the landfill, the concentrations of the abovementioned parameters were close to or even below the detection limit. The measurement of organic single compounds underlined the usefulness of the sum parameters, adsorbable organic halogen compounds and phenol index, for the estimation of the total amount of these substances. A comparison of organic sum parameter concentrations measured in leachates from landfills of differing ages indicates that the application of TI Waste leads to a reduction of the organic load in the leachate.  相似文献

This study was undertaken to evaluate in-situ soil bioremediation processes, including degradation and detoxification, for two types of wood preserving wastes and two types of petroleum refining wastes at high concentrations in an unacclimated soil. The soil solid phase, water soluble fractions of the soil, and column leachates were evaluated. Two bioassays, a mutagenic potential asay (Ames assay) and an aqueous toxicity assay (Microtox assay) were used to evaluate detoxification; high performance liquid chromatography was used to evaluate chemical concentration and degradation for eight polynuclear aromatic hydrocarbons (PAHs). The group of non-carcinogenic PAHs studied demonstrated greater degradation, ranging from 54–90% of mass added for the four wastes; the carcinogenic group of PAHs studied exhibited degradation ranging from 24–53% of mass added. Although no mutagenicity was observed in waste/soil mixtures after one year of treatment, Microtox toxicity was observed in water soluble fractions and in leachate samples. An integration of information concerning degradation of hazardous constituents with bioassay information represents an approach for designing treatability studies and for evaluating the effectiveness of in-situ bioremediation of contaminated soil/waste systems. When combined with information from waste, site and soil characterization studies, the data generated in treatability studies may be used in predictive mathematical models to: (1) evaluate the effectiveness of use of on-site bioremediation for treatment of wastes in soil systems; (2) develop appropriate containment structures to prevent unacceptable waste transport from the treatment zone; and (3) design performance monitoring strategies.  相似文献

In the European Waste List (2000/532/EC as amended) the ash of municipal waste incineration is defined as a so called mirror entry. This waste can be classified as hazardous or non-hazardous depending on the content of hazardous substances and other risk properties. For the assignment of waste in mirror entries, 14 criteria are defined. One of the criteria is H14 “ecotoxic”. In the presented study, the ecotoxicological potential of 12 ashes from different incineration plants has been assessed using biological test systems. The test battery included aquatic tests with eluates (algae, daphnids, and luminescent bacteria) and terrestrial tests with solid waste (plants, earthworms and bacteria). The test results revealed a clear ecotoxicological hazard potential for some of the MWI ashes. Despite the fact that fresh ashes were several times more toxic than aged ashes both groups did not differ consistently in terms of toxicity. The results show also that there is no correlation between the biological effects and the analyzed chemical compounds of the ash samples.  相似文献

To harmonize with international standards, the Republic of Korea is in the process of converting its current hazardous waste classification system and setting up regulatory standards for all toxic substances present in hazardous waste. Detailed characterization of each form of hazardous waste belonging to five chemical processes and their correlations were studied. In the present work, the concentrations of 13 heavy metals, F?, CN?, 7 PAH compounds, total PCDD/F and 7 PCB isomers present in the hazardous waste generated among chemical processes such as synthetic rubber (SR), man-made fibers (MF), organic dyes and pigments (DP), pharmaceuticals and cosmetics were analyzed along with their leaching characteristics. Comparing all the processes, most of the heavy metal concentrations were high in SR waste. Naphthalene was the dominant PAH in most of the chemical process waste. PCDD/F concentrations of the samples were in the range of 0.001–0.003 ng I-TEQ/g. PCB isomer-101 and isomer-118 were found to be slightly higher than the permissible limit in the SR filter cake sample. SR process wastes doesn’t show any resemblance with the other process waste in either the heavy metals and PAH trend. Each sample from DP and MF were suitable only for hazardous waste landfill.  相似文献

In order to decrease environmental impacts in waste management the choice of treatment method must be based on the characteristics of the waste. Present sampling procedures do not provide statistically representative samples of solid waste and this provides difficulties in characterization. The objective of this study was to develop a procedure for waste component analysis and sampling of waste after collection and at plant level. A further objective was to characterize the waste delivered to an incineration plant for physical and chemical properties and to determine the amounts of delivered waste that could be classified as biofuels and fossil fuels. The proportions of recyclables and hazardous waste were also examined. Samples were taken randomly from waste trucks and divided by square implementation. Statistical analysis of the results showed that the number of sub-samples could be decreased with only a moderate increase in the confidence interval. This means that future waste composition analyses could be made more efficient and thereby less expensive. The analysis of the waste delivered to the Lidk?ping incineration plant (Central Sweden) showed that 66.4% of the household waste was composed of biofuels and 21.3% of non-renewable combustibles, of which 40.3% were recyclables. In addition, 11.6% of the household waste was non-combustible and 0.6% hazardous waste. The heat value for the biofuels was 18.0-19.7 MJ kg(-1) dry mass (DM) and for the fossil fuels 28.2-33.9 MJ kg(-1) DM. The industrial waste consisted of 35.9% biofuels, 62.0% fossil fuels, 1.6% non-combustible and 0.5% hazardous waste. The heat value was 19.5 MJ kg(-1) DM for the biofuels and 31.4 MJ kg(-1) DM for the fossil fuels.  相似文献

Hospital waste management is an imperative environmental and public safety issue, due to the waste's infectious and hazardous character. This paper examines the existing waste strategy of a typical hospital in Greece with a bed capacity of 400-600. The segregation, collection, packaging, storage, transportation and disposal of waste were monitored and the observed problematic areas documented. The concentrations of BOD, COD and heavy metals were measured in the wastewater the hospital generated. The wastewater's toxicity was also investigated. During the study, omissions and negligence were observed at every stage of the waste management system, particularly with regard to the treatment of infectious waste. Inappropriate collection and transportation procedures for infectious waste, which jeopardized the safety of staff and patients, were recorded. However, inappropriate segregation practices were the dominant problem, which led to increased quantities of generated infectious waste and hence higher costs for their disposal. Infectious waste production was estimated using two different methods: one by weighing the incinerated waste (880 kg day(-1)) and the other by estimating the number of waste bags produced each day (650 kg day(-1)). Furthermore, measurements of the EC(50) parameter in wastewater samples revealed an increased toxicity in all samples. In addition, hazardous organic compounds were detected in wastewater samples using a gas chromatograph/mass spectrograph. Proposals recommending the application of a comprehensive hospital waste management system are presented that will ensure that any potential risks hospital wastes pose to public health and to the environment are minimized.  相似文献

The Waste Framework Directive (WFD; 2008/98/EG) describes how waste materials are to be classified as hazardous or not. For complex waste materials chemical analyses are often not conclusive and the WFD provides the possibility to assess the hazardous properties by testing on the waste materials directly. As a methodology WFD refers to the protocols described in the CLP regulation (regulation on Classification, Labeling and Packaging of chemicals) but the toxicity tests on mammals are not acceptable for waste materials. The DISCRISET project was initiated to investigate the suitability of alternative toxicity tests that are already in use in pharmaceutical applications, for the toxicological hazard assessment of complex waste materials. Results indicated that Microtox was a good candidate as a first screening test in a tiered approached hazard assessment. This is now further validated in the present study. The toxic responses measured in Microtox were compared to biological responses in other bioassays for both organic and inorganic fractions of the wastes. Both fractions contribute to the toxic load of waste samples. Results show that the Microtox test is indeed a good and practical screening tool for the organic fraction. A screening threshold (ST) of 5 geq/l as the EC50 value in Microtox is proposed as this ST allows to recognize highly toxic samples in the screening test. The data presented here show that the Microtox toxicity response at this ST is not only predictive for acute toxicity in other organisms but also for sub lethal toxic effects of the organic fraction. This limit value has to be further validated. For the inorganic fraction no specific biotest can be recommended as a screening test, but the use of direct toxicity assessment is also preferable for this fraction as metal speciation is an important issue to define the toxic load of elutriate fractions. A battery of 3 tests (Microtox, Daphnia and Algae) for direct toxicity assessment of this fraction is recommended in literature, but including tests for mechanistic toxicity might be useful.  相似文献

The identification and quantitation of non-method-specific target analytes have greater importance with respect to EPA's current combustion strategy. The risk associated with combustion process emissions must now be characterized. EPA has recently released draft guidance on procedures for the collection of emissions data to support and augment site-specific risk assessments (SSRAs) as part of the hazardous waste incineration permitting process. This guidance includes methodology for quantifying total organic (TO) emissions as a function of compound volatility. The ultimate intent is to compare the amount of organic material identified and quantified by target analyte-specific methodologies to organic emissions quantified by the TO methodology. The greater the amount accounted for by the target analyte-specific methodologies, the less uncertainty may be associated with the SSRAs. A limitation of this approach is that the target analyte-specific methodologies do not routinely quantify compounds of low toxicological interest; nor do they target products of incomplete combustion (PICs). Thus, the analysis can miss both toxic and non-toxic compounds. As a result, it is unknown whether the uncharacterized fraction of the TO emission possesses toxic properties. The hypothesis that we propose to test is that organic emissions and organics extracted from particulate matter (PM) are more complex than standard GC-MS-based instrumentation can currently measure. This complexity can affect quantitation for toxic compounds, thereby potentially affecting risk assessments. There is a pressing need to better characterize these organic emissions from hazardous waste incinerators and PM extracts from various other combustion sources. We will demonstrate that multidimensional gas chromatography-mass spectrometry (MDGC-MS) procedures significantly improve chromatographic separation for complex environmental samples. Sequential repetitive heart-cutting MDGC, with coupled mass spectrometry will be shown to be a complete analysis technique. The ability of this technique to disengage components from complex mixtures taken from hazardous and municipal waste incinerators will be shown.  相似文献

In Iran most of the electricity is generated by thermal power plants. As a result of fuel oil burning in winter time, the air heaters of the boilers have to be washed and cleaned frequently. The wastewater originating from air heater washing is then treated in an effluent treatment plant by chemical precipitation followed by dewatering of the sludge produced. The resulting waste is classified as specific industrial waste that should be characterized in detail under the Waste Management Act of Iran. The quantity of this waste produced in the studied power plant is about 20 tonnes year(-1). In the present investigation, the first to be carried out in Iran, seven composite samples of dewatered sludge from air heater washing wastewater treatment were subjected to investigation of the physical properties, chemical composition and leaching properties. The most likely pollutants that were of concern in this study were heavy and other hazardous metals (Cd, Co, Cr, Mn, Ni, Pb, Zn and V). The results revealed that mean pH, wet and dry density and moisture content of the waste were 6.31, 1532 kg m(-30, 1879 kg m(-3) and 15.35%, respectively. Magnetite, SiO2, P2O5, CaO, Al2O3 and MgO were the main constituents of the waste with a weight percentage order of 68.88, 5.91, 3.39, 2.64, 2.59 and 1.76%, respectively. The toxicity characteristic leaching procedure test results for some heavy and other hazardous metals showed that mean elemental concentrations of Cd, Co, Cr, Mn, Ni, Pb, V and Zn in leachate were 0.06, 1.55, 5.49, 36.32, 209.10, 0.58, 314.06 and 24.84 mg L(-1), respectively. According to the Waste Management Act of Iran this waste should be classified as hazardous and should be disposed of in accordance with hazardous waste disposal regulations.  相似文献

E-waste is a complex waste category containing both hazardous and valuable substances. It demands for a cost-efficient treatment system which simultaneously liberates and refines target fractions in an environmentally sound way. In most developing countries there is a lack of systems covering all steps from disposal until final processing due to limited infrastructure and access to technologies and investment. This paper introduces the ‘Best-of-2-Worlds’ philosophy (Bo2W), which provides a network and pragmatic solution for e-waste treatment in emerging economies. It seeks technical and logistic integration of ‘best’ pre-processing in developing countries to manually dismantle e-waste and ‘best’ end-processing to treat hazardous and complex fractions in international state-of-the-art end-processing facilities. A series of dismantling trials was conducted on waste desktop computers, IT equipment, large and small household appliances, in order to compare the environmental and economic performances of the Bo2W philosophy with other conventional recycling scenarios. The assessment showed that the performance of the Bo2W scenario is more eco-efficient than mechanical separation scenarios and other local treatment solutions. For equipment containing substantial hazardous substances, it demands the assistance from domestic legislation for mandatory removal and safe handling of such fractions together with proper financing to cover the costs. Experience from Bo2W pilot projects in China and India highlighted key societal factors influencing successful implementation. These include market size, informal competitors, availability of national e-waste legislation, formal take-back systems, financing and trust between industrial players. The Bo2W philosophy can serve as a pragmatic and environmentally responsible transition before establishment of end-processing facilities in developing countries is made feasible. The executive models of Bo2W should be flexibly differentiated for various countries by adjusting to local conditions related to operational scale, level of centralized operations, dismantling depth, combination with mechanical processing and optimized logistics to international end-processors.  相似文献

BackgroundHealthcare waste comprises all wastes generated at healthcare facilities, medical research centers and laboratories. Although 75–90% of these wastes are classified as household waste posing no potential risk, 10–25% are deemed to be hazardous, representing a potential threat to healthcare workers, patients, the environment and even the general population, if not disposed of appropriately. If hazardous and non-hazardous waste is mixed and not segregated prior to disposal, costs will increase substantially. Medical waste management is a worldwide issue. In Iran, the majority of problems are associated with an exponential growth in the healthcare sector together with low- or non-compliance with guidelines and recommendations. The aim of this study was to reduce the amounts of infectious waste by clear definition and segregation of waste at the production site in Namazi Hospital in Shiraz, Iran.Materials and methodsNamazi Hospital was selected as a study site with an aim to achieving a significant decrease in infectious waste and implementing a total quality management (TQM) method. Infectious and non-infectious waste was weighed at 29 admission wards over a 1-month period.ResultsBefore the introduction of the new guidelines and the new waste management concept, weight of total waste was 6.67 kg per occupied bed per day (kg/occupied bed/day), of which 73% was infectious and 27% non-infectious waste. After intervention, total waste was reduced to 5.92 kg/occupied bed/day, of which infectious waste represented 61% and non-infectious waste 30%. The implementation of a new waste management concept achieved a 26% reduction in infectious waste.ConclusionA structured waste management concept together with clear definitions and staff training will result in waste reduction, consequently leading to decreased expenditure in healthcare settings.  相似文献

Delisting (up-front or not) of hazardous waste streams (with or without stabilization or any other form of treatment) can be an effective approach for reducing high sludge disposal costs because a nonhazardous classification of the waste will alleviate the financial burden associated with the disposal costs. Facilities may petition EPA to remove individual waste streams from regulation as listed hazardous wastes under the Resource Conservation and Recovery Act (RCRA). EPA encourages the use of up-front delisting petitions because they have the advantage of allowing the applicant to know what treatment levels for constituents should be sufficient to render specific wastes nonhazardous before investing in new or modified waste treatment systems. Thus, up-front delisting allows new facilities to receive exclusions prior to generating wastes that, without upfront exclusions, would unnecessarily have been considered hazardous. On July 18, 1991, EPA proposed to use the EPA Composite Model for Landfills (EPACML) when considering delisting petitions and evaluating the impact of the petitioned waste on human health and the environment. The use of the EPACML provides consistency in delisting decisions. Further, this new model allows a two-to-three-times higher dilution than the previously used Vertical and Horizontal Spread (VHS) model. This article presents case studies from several industry sectors where stabilization and delisting were used to manage wastes in a reliable, cost-effective, and environmentally sound manner.  相似文献

Particle size may significantly affect the speed and stability of anaerobic digestion, and matching the choice of particle size reduction equipment to digester type can thus determine the success or failure of the process. In the current research the organic fraction of municipal solid waste was processed using a combination of a shear shredder, rotary cutter and wet macerator to produce streams with different particle size distributions. The pre-processed waste was used in trials in semi-continuous ‘wet’ and ‘dry’ digesters at organic loading rate (OLR) up to 6 kg volatile solids (VS) m?3 day?1. The results indicated that while difference in the particle size distribution did not change the specific biogas yield, the digester performance was affected. In the ‘dry’ digesters the finer particle size led to acidification and ultimately to process failure at the highest OLR. In ‘wet’ digestion a fine particle size led to severe foaming and the process could not be operated above 5 kg VS m?3 day?1. Although the trial was not designed as a direct comparison between ‘wet’ and ‘dry’ digestion, the specific biogas yield of the ‘dry’ digesters was 90% of that produced by ‘wet’ digesters fed on the same waste at the same OLR.  相似文献

'Paint waste', a part of the 'household hazardous waste', amounting to approximately 5 tonnes was collected from recycling stations in two Danish cities. Sorting and analyses of the waste showed paint waste comprised approximately 65% of the mass, paint-like waste (cleaners, fillers, etc.) comprised 15-25% and foreign items comprised 10-20%.Water-based paint was the dominant part of the paint waste. The chemical composition of the paint waste and the paint-like waste was characterized by an analysis of 27 substances in seven waste fractions. The content of critical substances was low and the paint waste was less contaminated with heavy metals than was the ordinary household waste. This may suggest that households no longer need to source-segregate their paint if the household waste is incinerated, since the presence of a small quantity of solvent-based paint will not be harmful when incinerated. Allowing household paint waste to be collected with ordinary household waste is expected to reduce the cost of handling household hazardous waste, since paint waste in Denmark comprises the major fraction of household hazardous waste.  相似文献

This article concentrates on the existing situation of hazardous industrial waste management in Vietnam. To realize the importance of the development of a Vietnam national strategy based on the reduce, reuse, recycle (3R) concept to the year 2020, the author summarizes the practice of recycling activities of hazardous industrial waste and discusses the challenges arising from increases in the quantity and types of waste and the level of hazard of the waste generated considering that the technical infrastructure for handling and managing the waste is inadequate and the legal system on environmental protection is lacking. In order to improve the existing situation of hazardous industrial waste management, the Vietnamese Government recently has played an increasing role in promoting regional and international cooperation on environmental protection through ratifying the international conventions on the environment including the Basel Convention on the Control of Trans-boundary Movements of Hazardous Waste and their Disposal and the International Labor Organization Convention on Safety in the Use of Chemicals at Work and by adhering to the concept of the material-cycle society. These steps are key opportunities for applying the principles of 3R to the recovery of value from hazardous waste in the future.  相似文献
