Integrated coastal zone management (ICZM) has evolved as a key mechanism for the delivery of sustainable development objectives within coastal regions. Yet, despite significant advancements in ICZM application over recent years, one of the most noticeable weaknesses of ICZM performance has been a failure to adequately account for the existence of socio‐economic concerns. This information deficiency is particularly apparent in Scotland. Despite significant progress in the promotion of ICZM, Scottish experiences have been characterized by a focus upon sectoral policy co‐ordination and environmental dimensions of sustainability. This paper provides an evaluation of both socio‐economic conditions and processes which impact upon coastal communities in Scotland and considers how such issues can be accounted for within future coastal management debates.  相似文献

Genetic differences in the Posidonia oceanica meadow of Monterosso al Mare (NW Mediterranean, Marine Protected Areas (MPAs) "Cinque Terre") were compared in three stations, at an increasing distance from a source of impact (beach nourishment) in the recent decade. Random amplified polymorphic DNA analysis showed a higher genetic variability (>20?%) in the area directly subjected to the stress, increasing with time. Clone integration, confirmed by phenotypic analysis, showed increases both in shoot density and leaf length connected to genetic differences observed in DNA fingerprints of new shoots. Analysis of molecular variance (AMOVA) showed 45?% individual differences within populations and 54?% among the populations. The fixation index (F (ST)?=?0.54), of the genetic differentiation, showed a marked difference between the populations at different temporal scales. Over a decade AMOVA indicated genetic variations from 28?% (1998) to 54?% (2009). These results make it clear that in the P. oceanica population examined the environment had, in ten years, selected those clones which were more resistant to the anthropogenic impact, despite being subjected to the effects of the resuspension of fine sediments. These findings could help to explain both the survival of the regressed Mediterranean P. oceanica meadows in areas subjected to moderate impacts and the extreme variability in success of revegetation experiments. Management of the ecological disturbance here described indicates also the timescale in population response to stress and its increased resilience in MPAs.  相似文献

Capacity building is widely recognised as a central feature of Integrated Coastal Zone Management (ICZM). Yet, although increased community capacity can potentially empower local communities with the ability to tackle the impacts of socio-economic change, an evaluation of ICZM performance reveals a limited interest in advancing community development initiatives. This weakness is particularly apparent in Scotland. Whilst coastal communities in Scotland have been found to suffer from a range of significant socio-economic problems, Scottish approaches to ICZM have failed to improve local development trajectories. In response, this paper considers the degree to which community based partnerships can assist in the delivery of sustainable development benefits.  相似文献

Integrated coastal zone management (ICZM) addresses the interconnections, complexities, and conflicts between many users of the coastal area with different goals. It requires setting managerial boundaries that capture many elements of human and natural systems. Experience teaches us that without a directed effort managerial rules and laws are not likely to coincide with the physical sensitivity of units that reflect different environmental characteristics of the coastal zone. Hence the aim of this study is to explore why coastal managerial boundaries are set arbitrarily and whether and how it is possible to address the problems this poses. We examine what influences the decisions of a new coastal management authority in Israel to determine how this body overcomes the limits of arbitrary boundary demarcation. The study found that real life management succeeded to both address areas outside the arbitrary boundaries and also to respect some of the different socio-economic needs and physical constraints of the coastal sub-units. Israel’s Coastal Environment Protection Law allows and, in fact, encourages the regulator to use discretion and to employ various criteria to balance development and conservation. This implies that policy makers are cognizant of a need to balance ecologically-sensitive boundaries that consider the homogeneity of the coast with politically feasible boundaries that are set arbitrarily.  相似文献

A preliminary investigation was performed to estimate the effect of the degree of treatment in Sewage Treatment Plants (STPs) on the status of pollution along the coastlines of the Mediterranean Sea. Data from questionnaires and the literature were collected and processed (a) to identify 18 approximate 1D surface coastal currents, (b) to estimate their prevailing direction and average flow velocity and (c) to estimate the water pollution loads and identify their locations of discharge. Then, a simplified 1D water quality model was formulated and applied for the existing conditions and two hypothetical scenarios: (1) all coastal cities have STPs with secondary treatment and (2) all coastal cities have STPs with tertiary treatment to determine BOD(5), TN and TP concentrations in the 18 surface coastal currents. Calculated concentrations were compared and discussed. A main conclusion is that, to reduce pollution in the Mediterranean Sea measures should be adopted for upgrading the water quality of the rivers discharging into the Mediterranean Sea, along with the construction of STPs for all the coastal cities.  相似文献

This article introduces a management tool for salmon farming, with a scope in the local sustainability of salmon aquaculture of the Aysen Fjord, Chilean Patagonia. Based on Integrated Coastal Zone Management (ICZM) principles, the tool combines a large 3-level nested hydrodynamic model, a particle tracking module and a GIS application into an assessment tool for particulate waste dispersal of salmon farming activities. The model offers an open source alternative to particulate waste modeling and evaluation, contributing with valuable information for local decision makers in the process of locating new facilities and monitoring stations.  相似文献

The need for ICZM arises often due to inadequate or inappropriate landuse planning practices and policies, especially in urban coastal zones which are more complex due to the larger number of components, their critical dimensions, attributes and interactions. A survey of literature shows that there is no holistic metric for assessing the impacts of landuse planning on the health of a coastal zone. Thus there is a need to define such a metric. The proposed metric, CHI (Coastal zone Health Indicator), developed on the basis of coastal system sustainability, attempts to gauge the health status of any coastal zone. It is formulated and modeled through an expert survey and pertains to the characteristic components of coastal zones, their critical dimensions, and relevant attributes. The proposed metric is applied to two urban coastal zones and validated. It can be used for more coast friendly and sustainable landuse planning/masterplan preparation and thereby for the better management of landuse impacts on coastal zones.  相似文献

A tsunami, triggered by a massive undersea earthquake off Sumatra in Indonesia, greatly devastated the lives, property and infrastructure of coastal communities in the coastal states of India, Andaman and Nicobar Islands, Indonesia, Sri Lanka, Malaysia and Thailand. This event attracted the attention of environmental managers at all levels, local, national, regional and global. It also shifted the focus from the impact of human activities on the environment to the impacts of natural hazards. Recovery/reconstruction of these areas is highly challenging. A clear understanding of the complex dynamics of the coast and the types of challenges faced by the several stakeholders of the coast is required. Issues such as sustainability, equity and community participation assume importance. The concept of ICZM (integrated coastal zone management) has been effectively used in most parts of the world. This concept emphasizes the holistic assessment of the coast and a multidisciplinary analysis using participatory processes. It integrates anthropocentric and eco-centric approaches. This paper documents several issues involved in the recovery of tsunami-affected areas and recommends the application of the ICZM concept to the reconstruction efforts.  相似文献

Although the coastal ecosystem of Bangladesh contains a highly functional and structurally diverse ecology, this ecology is gradually being degraded. As a consequence, the quality of life of a large section of the coastal community is in economic decline. This poses a daunting challenge to the sectoral coastal management programmes, active since the 1960s, aiming at simultaneously ameliorating people's livelihood and supporting the ecosystem. These programmes have been reasonably successful in managing the ecosystem, but in many cases, the situation has become worse. The limitations of these programmes include the tendency to adopt an exclusionist approach, a narrowly departmentalized administration and weak management. Currently, the integrated coastal zone management (ICZM) approach is espoused as the main strategy. With the adoption of Bangladesh's Coastal Zone Policy of 2005, the foundation for integrated management was laid. The next realistic target will be to bring about changes in culture and mandate among coastal institutions in favour of integrated management.  相似文献

The objective of this article is to propose a program for the integrated coastal zone management that is required to stimulate and guide sustainable development of the Mediterranean coastal zone of Turkey. Improved data collection, quality control, analysis, and data management will provide a firm basis for future scientific understanding of the East Mediterranean coast of Turkey and will support long-term management. Various innovative procedures were proposed for a promising ecosystem-based approach to manage coastal wetlands in the Mediterranean: remote data acquisition with new technologies; environmental quality monitoring program that will provide a baseline for monitoring; linking a Geographic Information System (GIS) with natural resource management decision routines in the context of operational wetlands, fisheries, tourism management system; environmental sensitivity analysis to ensure that permitted developments are environmentally sustainable; and use of natural species to restore the wetlands and coastal dunes and sustain the system processes. The proposed management scheme will benefit the scientific community in the Mediterranean and the management/planning community in Eastern Turkey.  相似文献

In the last decades, due to climate changes, soil deterioration, and Land Use/Land Cover Changes (LULCCs), land degradation risk has become one of the most important ecological issues at the global level. Land degradation involves two interlocking systems: the natural ecosystem and the socio-economic system. The complexity of land degradation processes should be addressed using a multidisciplinary approach. Therefore, the aim of this work is to assess diachronically land degradation dynamics under changing land covers. This paper analyzes LULCCs and the parallel increase in the level of land sensitivity to degradation along the coastal belt of Sardinia (Italy), a typical Mediterranean region where human pressure affects the landscape characteristics through fires, intensive agricultural practices, land abandonment, urban sprawl, and tourism concentration. Results reveal that two factors mainly affect the level of land sensitivity to degradation in the study area: (i) land abandonment and (ii) unsustainable use of rural and peri-urban areas. Taken together, these factors represent the primary cause of the LULCCs observed in coastal Sardinia. By linking the structural features of the Mediterranean landscape with its functional land degradation dynamics over time, these results contribute to orienting policies for sustainable land management in Mediterranean coastal areas.  相似文献

More than half a decade has passed since the December 26th 2004 tsunami hit the Indian coast leaving a trail of ecological, economic and human destruction in its wake. We reviewed the coastal ecological research carried out in India in the light of the tsunami. In addition, we also briefly reviewed the ecological research in other tsunami affected countries in Asia namely Sri Lanka, Indonesia, Thailand and Maldives in order to provide a broader perspective of ecological research after tsunami. A basic search in ISI Web of Knowledge using keywords “tsunami” and “India” resulted in 127 peer reviewed journal articles, of which 39 articles were pertaining to ecological sciences. In comparison, Sri Lanka, Indonesia, Thailand and Maldives had, respectively, eight, four, 21 and two articles pertaining to ecology. In India, bioshields received the major share of scientific interest (14 out of 39) while only one study (each) was dedicated to corals, seagrasses, seaweeds and meiofauna, pointing to the paucity of research attention dedicated to these critical ecosystems. We noted that very few interdisciplinary studies looked at linkages between pure/applied sciences and the social sciences in India. In addition, there appears to be little correlation between the limited research that was done and its influence on policy in India. This review points to gap areas in ecological research in India and highlights the lessons learnt from research in other tsunami-affected countries. It also provides guidance on the links between science and policy that are required for effective coastal zone management.  相似文献

The thermal degradation characteristics of Posidonia Oceanica (PO), a marine biomass abundantly available on the coastal zone of the Mediterranean Basin, were investigated using thermogravimetric analysis under inert and oxidative atmospheres. The kinetic parameters of the both thermal degradations conditions were determined using n-reaction order model. Coats–Redfern and Phadnis–Deshpande methods were used to discuss the probable degradation mechanisms. Results showed that PO is an attractive alternative for energy production owing to its elevated heating value. Moreover, PO thermal degradation follows the usual shape of biomass decomposition. Hence, under inert atmosphere, its thermal degradation had two different stages after moisture release. The first stage corresponded to the volatiles release while the second stage corresponded to the char formation. The solid-state decomposition mechanisms followed by the devolatilization step of PO were two or three dimensional diffusion controlled reaction. However, the decomposition mechanism during PO char formation corresponded to a nucleation and growth mechanism. Under oxidative atmosphere, two stages were also observed corresponding to volatiles release and char combustion, respectively. The solid-state mechanism of volatiles release followed three dimensional diffusion controlled reaction while the char combustion mechanism corresponded to a contracting area phase boundary controlled reaction.  相似文献

Salt marshes dominated by Spartina alterniflora and the associated networks of tidal creeks that drain them are characteristic geographical features of southeastern estuaries, important nursery habitat areas, and preferred sites for residential development. As the size of the coastal population increases, so has the number of requests for dock permits. With each new request for a dock permit, public concerns about the cumulative environmental impacts of dock proliferation on the coastal environment have increased. The objective of this particular study was to evaluate the impacts of shading by dock structures on stem densities of S. alterniflora in South Carolina coastal marshes. Shading impacts under individual docks were extrapolated to the tidal creek (local), county, and statewide scales. Dock structures were sampled both under and next to the walkway in the Charleston Harbor area of South Carolina. The density of S. alterniflora under docks was significantly lower than that which occurred next to the docks (i.e., 5 m away) for the short-form, tall-form, and both forms combined. We estimated that shading effects from dock structures in South Carolina decreased the stem density of S. alterniflora by 71%. Dock shading effects were small when evaluated from the perspective of the amount of marsh that occurs within specific tidal creeks (0.03–0.72%), in coastal counties at a maximum dock length (0.01–0.98%), or statewide (0.01–0.13%) at a maximum dock length. Located on the northeast Brazilian coast, Olinda is one of UNESCO’s World Heritage Sites, which is economically dependent on tourism, commerce, industry, and the informal economy. Despite its environmental and socioeconomic importance, the city of Olinda (understanding the coast as part of it) has suffered several environmental and human disturbances over the last decades. This work describes the environmental and social status of Olinda’s beaches and makes recommendations concerning the development of an Integrated Coastal Management Plan for this coastal zone of the Brazilian littoral. The methodology adopted in this study is based on field campaigns (social, physical, chemical, and biological data collection), local observations, and the collection of sea contention building project data from city hall. The results showed that along the seven studied beaches, the main problems were related to the: (i) building of coastal protections, (ii) inefficient sewage disposal systems, (iii) inefficient urban management, and (iv) natural events (equinoctial spring tides and precipitation/evaporation rates). Casa Caiada beach showed the best hydrologic conditions as a consequence of its morphology and it presents facilities that attract housing and recreation investments (by private and public sectors) valuing and improving local use conditions. The obtained data showed that the studied beaches need an urgent action plan to minimize the environmental degradation of Olinda’s littoral and to promote sustainable development of the local coastal environments.  相似文献

Sustainable development of coastal zones must balance economic development that encourages human visitation from a larger population with desires that differ from the local residents with the need to maintain opportunities for the local resident society and conserve ecological capital, which may serve as the basis for residents.We present a case study in which the sustainability level of a coastal zone (Riviera del Beigua), located along the Ligurian coast of north-western Italy, was assessed through the lens of systems ecology using emergy synthesis to integrate across economic, social and environmental sub-systems.Our purposes were (1) to quantify the environmental sustainability level of this coastal zone, (2) to evaluate the role of tourism in affecting the economy, society and environment, and (3) to compare emergy synthesis to Butler's Tourism Area Life Cycle model (TALC). Results showed that 81% of the total emergy consumption in the coastal zone was derived from external sources, indicating that this tourist-heavy community was not sustainable. Tourism, as the dominant economic sub-system, consumed 42% of the total emergy budget, while local residents used the remaining 58%. The progressive stages of the TALC model were found to parallel the dynamic changes in the ratio of external emergy inputs to local emergy inputs, suggesting that emergy synthesis could be a useful tool for detecting a tourist region's TALC stage. Use of such a quantitative tool could expedite sustainability assessment to allow administrative managers to understand the complex relationship between a region's economy, environment and resident society so sound policies can be developed to improve overall sustainability.  相似文献

Reed beds of Phragmites australis in the River Amudarya delta near the Aral Sea constitute permanent breeding areas of the Asian Migratory locust, Locusta migratoria migratoria. Every year, thousands of hectares are treated with broad-spectrum insecticides to prevent locust swarms from damaging crops in adjacent areas. To devise efficient locust monitoring and management plans, accurate and updated information about the spatial distribution of reeds is necessary. Given the vast geographic extent of the delta, traditional, ground survey methods are inadequate. Remotely sensed data collected by the MODIS sensor aboard the TERRA satellite provide a useful tool to characterize the spatial distribution of reeds. Multi-temporal MODIS data, collected at different times of the growing season, were used to generate spectral-temporal signatures for reeds and other land cover classes. These spectral-temporal signatures were matched with reed phenology. MODIS information was digitally classified to generate a land cover map with an overall accuracy of 74%. MODIS data captured 87% of the ground-verified reed locations. Estimates derived from MODIS data indicate that 18% of the study area was covered by reeds. However, high commission error resulted from misclassification of reeds mixed with shrubs class and shrubs class as reeds. This could have resulted in overprediction of the area covered by reeds. Additional research is needed to minimize the overlap between reeds and other vegetation classes (shrubs, and reed and shrub mix). Nevertheless, despite its relatively low spatial resolution (250 m), multi-temporal MODIS data were able to adequately capture the distribution of reeds. Instead of blanketing the fragile wetland ecosystem of the Amudarya delta with chemical anti-locust treatments, plant protection specialists can use this information to devise ecologically sound pest management plans aimed at reducing the adverse environmental impact in the zone of the Aral Sea ecological catastrophe. MODIS methodology to identify reed stands can be applicable to the Migratory locust habitats in other geographic areas.  相似文献

Forest management can benefit from decision support tools, including GIS-based multicriteria decision-aiding approach. In the Mediterranean region, Pinus pinaster forests play a very important role in biodiversity conservation and offer many socioeconomic benefits. However, the conservation of this species is affected by the increase in forest fires and the expansion of Matsucoccus feytaudi. This paper proposes a methodology based on commonly available data for assessing the values and risks of P. pinaster forests and to generating maps to aid in decisions pertaining to fire and phytosanitary risk management. The criteria for assessing the values (land cover type, legislative tools for biodiversity conservation, environmental tourist sites and access routes, and timber yield) and the risks (fire and phytosanitation) of P. pinaster forests were obtained directly or by considering specific indicators, and they were subsequently aggregated by means of GIS-based multicriteria analysis. This approach was tested on the island of Corsica (France), and maps to aid in decisions pertaining to fire risk and phytosanitary risk (M. feytaudi) were obtained for P. pinaster forest management. Study results are used by the technical offices of the local administration—Corsican Agricultural and Rural Development Agency (ODARC)—for planning the conservation of P. pinaster forests with regard to fire prevention and safety and phytosanitary risks. The decision maker took part in the evaluation criteria study (weight, normalization, and classification of the values). Most suitable locations are given to target the public intervention. The methodology presented in this paper could be applied to other species and in other Mediterranean regions.  相似文献
