This article presents an assessment of the effectiveness of national and international energy policies directed toward the objectives of sustainable development contained in Agenda 21. Following a brief overview of energy and transport sector trends over the past ten years, the article discusses whether and to what extent energy policies for sustainable development have impacted on poverty reduction, energy security, equitable access to energy, and transition to a more efficient and environmentally sound energy system.
The impact of policies is assessed considering that such a transition involves appropriate combinations of energy efficient technologies and usage patterns, wider use of renewable energy, and gradual induction of advanced energy technologies. The article then examines the extent to which such policies have been based on integrated assessments of the needs and priorities in economic growth, social development and environmental protection and identifies some of the main constraints and barriers hampering the implementation of energy for sustainable development. The article also examines whether decision-making processes ensure multi-stakeholder participation in policy development and support a fair sharing of commitments, responsibilities and benefits among the participating stakeholders in policy implementation. Selected case studies of policies that have made a tangible difference in promoting energy for sustainable development are outlined.
Finally the article discusses the challenges facing energy for sustainable development and discusses various options to accelerate the implementation of its goals.  相似文献

Climate change and energy security are global challenges requiring concerted attention and action by all of the world’s countries. Under these conditions, energy supplier and exporter countries in the Middle East region are experiencing further challenges, such as increasing domestic energy demand while energy exports have to concurrently be kept at high levels. Middle East countries process the largest proven oil and gas reserves in the world and contribute a large fraction of the world’s CO2 emissions from the use of these as fuels both domestically and internationally. This paper addresses different policies that could dramatically change the future course of the Middle East region toward a zero CO2 emission energy system. To this aim, an integrated energy supply–demand model has been developed to analyze required commitments including renewable energy and energy efficiency targets and the potential of nuclear power, all of which should need to be considered in order to reduce CO2 emissions by 2100. The results indicate that nearly 43% of the global energy of the Middle East region can be supplied from non-fossil fuel resources in 2100.  相似文献

The International Energy Agency Energy Technologies Perspectives (ETP) model is used to assess the prospects for carbon abatement options, including carbon capture and storage, up to 2050. Three main scenarios are considered: a Baseline scenario with current energy policies, an accelerated technology scenario that seeks to return energy-related CO2 emissions in 2050 to their level in 2005, and a scenario for which CO2 emissions are reduced at 50% of current levels by 2050. To reach these emissions reduction targets, annual global CO2 emissions in the year 2050 must be reduced by 35 GtCO2 to 48 GtCO2 compared to the Baseline scenario. The analysis presented here shows that a broad portfolio of emissions reducing technologies will need to be deployed across all economic sectors of the global economy to reach these targets. Carbon dioxide capture and storage (CCS) is one of the suite of technologies employed across the globe to reach these targets. CCS adoption occurs in many aspects of the global economy and accounts for 14–19% of all emissions reductions. The total amount of CO2 captured and stored in deep geologic reservoirs up to 2050 ranges between 5.1 GtCO2 and 10.4 GtCO2 in these two climate policy scenarios. Up to 2030, more than half of total CCS deployment takes place in OECD countries. After 2035, emerging economies account for more than half of total CCS use. This paper also demonstrates that as the climate policy becomes more stringent it will be necessary for CCS to deploy more extensively in many different industries outside of the electric power sector which often receives the most attention in discussions of CCS's role in addressing climate change.  相似文献

Goals and performance targets are commonly used as tools in the policy-implementation process. In Sweden, environmental policy is operationalized through a system of environmental quality objectives that were adopted by the Swedish Riksdag in the late 1990s. The objectives describe what level of environmental quality Sweden should aim for within a generation, and are designed to guide decision making in all sectors of society. However, to guide decision making toward improved environmental quality, these objectives should satisfy a set of rationality (functionality) criteria; they should be precise, evaluable, approachable, motivating and coherent. In this paper, five Swedish environmental quality objectives are investigated through an application of the suggested criteria: (1) a balanced marine environment, flourishing coastal areas and archipelagos; (2) a magnificent mountain landscape; (3) a non-toxic environment; (4) natural acidification only; and (5) a good built environment. The aim of the paper is to bring the rationality of the objectives up for discussion, and to illustrate the range of issues and difficulties that are involved in choosing and assessing environmental policy goals.  相似文献

All municipal solid waste (MSW) management systems—even “high quality systems” or those employing “best practices”—face multiple challenges, e.g., decreasing prices of secondary raw materials recovered by municipalities, increasing complexity of waste composition, technological lock-ins. Policy-making involves translating these challenges into goals that are generic in nature and implementing them on MSW fractions thanks to tailor-made policy tools, e.g., anticipated disposal fees. Anticipating the impacts of policies can provide valuable insights into the adequacy of policy tools with respect to economic, political, and social contexts of MSW. The goal of this paper is to construct consistent, future scenarios of Swiss waste glass-packaging disposal based on literature and stakeholder knowledge, including the allocation of waste to different disposal routes. These scenarios are future states to which the current system could transit to due to alternative policies in line with waste policy goals and varying societal constraints (e.g., commodity prices). Results of scenario construction show that policy has a limited effect on waste glass-packaging disposal because of economic constraints, preventing goals from consistently being achieved. For instance, increases in energy prices can impede a policy favoring recycling over downcycling to foam glass, an energy-saving product. The procedure applied to construct possible scenarios suits well the ambition of considering uncertain future developments affecting MSW management as it integrates qualitative and quantitative knowledge of various sources and disciplines.  相似文献

This inquiry summarizes global water resources and patterns of use, applies indicators of water sustainability in order to identify areas of water stress, and examines prospects for water sustainability in the list century. A long-range conventional development scenario is introduced based on a vision of the future in which the values, consumption patterns and dynamics of the Western industrial society will be progressively played out on a global scale. The scenario is driven by commonly cited projections of population and economic growth, assumes no major changes in water policy and, following historic trends, incorporates progressive improvements in the efficiency of water use. The scenario helps clarify the constraints of a conventional picture of water development, and provides a useful point of departure for examining alternative long-range scenarios and their implications for water and development policy. In the conventional development scenario, there is growing pressure on water resources, particularly in developing regions. Abstract

Although intrinsically a global environmental concern, the climate change issue has a number of implications for local authorities. Within the European Union (EU), the remit of local authorities in—‐for abatement policies—the crucial areas of energy and transport policy varies considerably, as does their commitment to environmental action more generally. This paper examines the role of local authorities in climate protection within a framework of global, EU and national action, through examples of local strategies from Germany, Italy, Spain, Sweden and the UK. The paper finds positive instances of action in all countries, but points to unsympathetic policy frameworks both at national and EU level, such as budget constraints imposed on local authorities, the pursuit of low energy prices combined with a resistance to impose carbon taxes, a lack of energy efficiency standards and insufficient support for public transport.  相似文献

Successful biodiversity conservation does not depend on ecologic knowledge alone. Good conservation policies and policy implementation tools are equally important. Moreover, the knowledge, skills, and attitudes of local actors, directly in charge of operations in the field, are a key to successful policy implementation. The connections between policy objectives and their implementation as well as the involvement of local actors’ efforts in implementing policy objectives largely depend on the governance model in use. This article assesses the knowledge of local actors in relation to the biodiversity conservation objectives and tools in Lithuanian forest management. As a main framework for this study, the needs assessment approach was applied. The study used both in-depth open-ended interviews and follow-up telephone interviews. Two state forest enterprises in Lithuania were selected as the study sites. The findings indicate that policy objectives in the field of forest biodiversity conservation and the related tools are well known but not well understood by those in charge of forest biodiversity policy implementation. To improve the situation, a transition toward adaptive learning and participatory governance as a means of facilitating conservation efforts is proposed.  相似文献

We observe a paradigm shift toward collaborative, multi‐level (from local to global) water management and suggestions for scale‐related design principles in the literature. Decision‐support tools are needed that can help achieve scale design principles. Mediated modeling (MM) refers to model building with people, rather than for people. This tool belongs to a family of participatory, systems oriented tools. This article explores their suitability for addressing challenges and principles that arise at multiple‐scales. MM can promote the understanding of cross‐level and cross‐scale links, creating salient, credible, and legitimate knowledge and encouraging boundary functions. Prerequisites for successful MM processes include an openness and willingness to collaborative learning. As new “meso‐level” institutions emerge to address complex challenges in water management collaboratively, tools like MM may play an important role in structuring dialogues, developing adaptive management capacity and advance an ecosystem services approach.  相似文献

The central message of this paper is that natural forests have multiple uses and multiple users. The paper describes the crisis in Asian forestry and four failures which lie behind the crisis. The first failure is related to economic policy which has consistently underpriced timber, not accounting for the true cost of replacing the felled trees or the value of non-timber goods and services (including environmental services). The second failure stems from the lack of community involvement in managing forests. The third failure is that of forestry institutions which have not been able to adapt to changes required to meet new challenges — away from timber extraction towards environmental services and social forestry. The fourth failure arises from technological constraints, including difficulties in carrying out long-term research (to cover the 20–40 year time horizon in the forestry sector) and ineffective application of research results. A number of specific suggestions for moving toward sustained yield management in Asia are presented. The sustainable management of forests in Asia is crucial not only for indigenous peoples, the environment and economies of the countries of Asia, but also for the biodiversity and health of the global environment.  相似文献

Since the inception of sustainable development (SD), there has been a somewhat ignored contradiction between paradigms that are ecosystem‐based and paradigms that are human‐based or purely economic. We suggest that this contradiction can be unified through a balance of the two. The Chinese Yin‐Yang philosophy is applied as a tool or approach to seeking balance between these ecocentric and anthropocentric paradigms. Priority education policy design for the merging of ecology and health are projected through an Ecohealth lens in response to increasing SD challenges and the intention of the international Ecohealth organization to contribute to SD goals. Meeting SD goals along the nexus of health and environment is further considered through early‐careerist cultural assessments and projections. The groups considered for their professional image of the future are: members of the Ecohealth Association Student Section and Chinese early‐careerists participating in a related conference. In response to SD goals, a problem‐based learning design is suggested as an education policy priority. Rather than approaching SD as a boolean concept, for example, by either focusing on ecosystem sustainability or economic development, we suggest education policy for programmes and curriculums that will help emerging professionals balance these paradigms, so as to best address national and global challenges.  相似文献

Scenario‐based and scenario‐neutral impacts assessment approaches provide complementary information about how climate change‐driven effects on streamflow may change the operational performance of multipurpose dams. Examining a case study of Cougar Dam in Oregon, United States, we simulated current reservoir operations under scenarios of plausible future hydrology. Streamflow projections from the CGCM3.1 general circulation model for the A1B emission scenario were used to generate stochastic reservoir inflows that were then further perturbed to simulate a potentially drier future. These were then used to drive a simple reservoir model. In the scenario‐based analysis, we found reservoir operations are vulnerable to climate change. Increases in fall and winter inflow could lead to more frequent flood storage, reducing flexibility to store incoming flood flows. Uncertainty in spring inflow volume complicates projection of future filling performance. The reservoir may fill more or less often, depending on whether springs are wetter or drier. In the summer, drawdown may occur earlier to meet conservation objectives. From the scenario‐neutral analysis, we identified thresholds of streamflow magnitude that can predict climate change impacts for a wide range of scenarios. Our results highlight projected operational challenges for Cougar Dam and provide an example of how scenario‐based and scenario‐neutral approaches may be applied concurrently to assess climate change impacts.  相似文献

In contemporary governance situations, varying, but often similar, ecological, economic, cultural and social challenges are experienced by differing stakeholder groups in a variety of policy sectors. To meet such challenges requires attention both to policy agendas and to policy processes, the ways in which policy is developed. This paper sets out some principles for policy making that can help to meet these challenges while acknowledging the inevitable limits to policy success. Such principles have particular pertinence in relation to environmental issues that often suffer from being divorced from mainstream institutional structures and often lack policy communities with a specific remit to champion their concern. The authors suggest that to maximize success and minimize failure, policy processes must be deliberative rather than solely technocratic and should attempt as far as possible to: articulate their message clearly; frame activity in the policy sector and as far as possible help guide strategies and programmes in other relevant sectors; help co-ordinate policy interventions through links to other policy communities operating across differing spatial scales; be legitimized through working with a broad range of stakeholder groups; and mobilize stakeholders toward implementing programme goals.  相似文献

International forestry governance is an integral part of the global policy debates on how to prevent deforestation, illicit extraction, and unsustainable timber practices. Africa is an important producer of timber, yet the region is beset by a lack of capacity and other governance challenges in the management of its forestry sector. We employ a network governance analysis to examine the extent to which the evolution and operation of the Forest Stewardship Council (FSC) and la Commission des Forêts d'Afrique Centrale (COMIFAC) have addressed governance challenges. We assess the strengths and weaknesses of these two leading examples of international forestry governance by introducing recent evidence and insights from Africa. We conclude with a policy‐relevant discussion of how the FSC and COMIFAC might enhance authority, legitimacy, and effectiveness and improve forestry governance in Africa and other parts of the world.  相似文献

Environmental protection and sustainable development are connected. Such connection is considered highly important for Venezuela, where fossil fuel abundance has created economic and environmental challenges. Surprisingly, only limited attention has been directed to identifying policy options for charting the path to sustainable development in the economy. Contributing to filling this gap in the literature, this study examines whether financial development, de facto and de jure conditions in trade and financial integration can trigger long‐term economic shifts that will change the trajectory of carbon dioxide (CO2) emissions in the economy using a novel estimation approach—dynamic simulations of autoregressive distributed lag (ARDL) models. The empirical modelling framework incorporates the impact of population, economic growth, energy intensity and government consumption expenditure. ARDL‐bounds test provides evidence that the variables are cointegrated. Long‐run estimates from the dynamic ARDL analysis show that de facto and de jure conditions in trade and financial components of economic integration offer varied policy options for carbon mitigation in Venezuela. Population size, energy intensity, government consumption expenditure and de facto condition in financial integration have increasing impact on CO2 emissions, exacerbating suitability challenges in the economy. On the other hand, positive shocks in financial development, de facto condition in trade integration and de jure condition in financial integration have a mitigation effect on CO2 emissions. Overall, financial development, trade integration and the control of cross‐border financial flows are needed economic conditions that can accelerate a quick transition to a low‐carbon develpoment in Venezuela.  相似文献

We used Life Cycle Assessment to scenario model the potential reductions in cumulative energy demand (both fossil and renewable) and global warming, acidifying, and ozone-depleting emissions associated with a hypothetical national transition from conventional to organic production of four major field crops [canola (Brassica rapa), corn (Zea mays), soy (Glycine max), and wheat (Triticum aestivum)] in Canada. Models of these systems were constructed using a combination of census data, published values, and the requirements for organic production described in the Canadian National Organic Standards in order to be broadly representative of the similarities and differences that characterize these disparate production technologies. Our results indicate that organic crop production would consume, on average, 39% as much energy and generate 77% of the global warming emissions, 17% of the ozone-depleting emissions, and 96% of the acidifying emissions associated with current national production of these crops. These differences were almost exclusively due to the differences in fertilizers used in conventional and organic farming and were most strongly influenced by the higher cumulative energy demand and emissions associated with producing conventional nitrogen fertilizers compared to the green manure production used for biological nitrogen fixation in organic agriculture. Overall, we estimate that a total transition to organic production of these crops in Canada would reduce national energy consumption by 0.8%, global warming emissions by 0.6%, and acidifying emissions by 1.0% but have a negligible influence on reducing ozone-depleting emissions.  相似文献

As one of the most ambitious national energy transition initiatives worldwide, the German Energiewende is attracting a huge amount of attention globally in both policy and research circles. The paper explores the implementation of Germany's energy transition through the lens of organisation and ownership in urban and regional contexts. Following a summary of the principal institutional challenges of the Energiewende at local and regional levels the paper develops a novel way of conceptualising the institutional to urban and regional energy transitions in terms of agency and power, ideas and discourse, and commons and ownership. This analytical heuristic is applied to a two-tier empirical study of the Berlin–Brandenburg region. The first tier involves a survey of the organisational landscape of energy infrastructures and services in cities, towns and villages in Brandenburg. The second tier comprises a case study of current, competing initiatives for (re-)gaining ownership of the power grid and utility in Berlin. The paper draws conclusions on the diverse and dynamic organisational responses to the Energiewende at the local level, what these tell us about urban and regional energy governance and how they are inspired by – or in opposition to – new forms of collective ownership resonant of recent debates on reclaiming the commons. It concludes with observations on how relational approaches to institutional research and the notion of the commons can guide and inspire future research on socio-technical transitions in general, and urban energy transitions in particular.  相似文献

Better insight in the possible range of future N?O emissions can help to construct mitigation and adaptation strategies and to adapt land use planning and management to climate objectives. The Dutch fen meadow landscape is a hotspot of N?O emission due to high nitrogen inputs combined with moist peat soils due to land use change. Socio-economic developments in the area are expected to have major impacts on N?O emission. The goals of this study are to estimate changes in N?O emissions for the period 2006-2040 under three different scenarios for the Dutch fen meadow landscape (rural production, rural fragmentation, and rural multifunctionality) and to quantify the share of different emission sources. Three scenarios were constructed and quantified based on the Story-And-Simulation approach. The rural production and the rural fragmentation scenarios are characterized by globalization and a market-oriented economy; in the rural production scenario dairy farming has a strong competitive position in the study region, while under the rural fragmentation scenario agriculture is declining. Under the rural multifunctionality scenario, the global context is characterized by regionalization and stronger regulation toward environmental issues. The N?O emission decreased between 2006 and 2040 under all scenarios. Under the rural production scenario, the N?O emission decreased by 7%. Due to measures to limit peat mineralization and policies to reduce agricultural emissions, the rural multifunctionality scenario showed the largest decrease in N?O emissions (44%). Under the rural fragmentation scenario, in which the dairy farming sector is diminished, the emission decreased by 33%. Compared to other uncertainties involved in N?O emission estimates, the uncertainty due to possible future land use change is relatively large and assuming a constant emission with time is therefore not appropriate.  相似文献
