基于物质平衡模型,构建了经济系统水平衡模型及部门的水平衡模型,并利用水平衡模型核算A市工业和居民用水、排水的真实状况,评估水价政策的执行效果,以期为我国水价政策的制定、实施和完善提供参考.结果表明,循环用水具有节水和减排的双重效果:工业的用排比和无处理排水量远高于居民,A市工业水用排比是居民的2.9倍,工业无处理排水量是居民的3.6倍;对用水和排水监管不严,导致实际水费收入远低于应征水费收入.在2009年的水价标准下,A市少征收水费11802万元,有效的水价政策必须建立在严格监管的基础之上.  相似文献

Both mitigation of and adaptation to climate change require actions to be taken in many sectors of society, but so far this is hardly happening. This paper suggests possibilities for widening climate change policy by strengthening inter-linkages between climate policies and various relevant policy areas to mainstream climate change concerns. It argues that, if these inter-linkages can be strengthened and policy coherence is improved, the effectiveness of climate policy can be enhanced while also supporting these other policy areas. The contention in this paper is that improved policy coherence and mainstreaming requires climate policies to go beyond the UNFCCC framework to realise its full potential and to better deal with possible trade-offs. The potential benefits in the policy domains of poverty reduction, rural development and agriculture, disaster management, energy security, air quality and trade, and finance are examined, and the institutional and organisations linkages highlighted. Finally, opportunities for mainstreaming are identified to make better use of possible synergies between climate and related policy areas.  相似文献

针对水资源管理系统的不确定性和复杂性,引入区间参数表达系统中的不确定信息,建立了反映水资源管理者和使用者之间层次关系的区间双层规划模型,并以北京市丰台区水资源管理系统为例进行实证研究.同时,基于交互式算法和模糊满意度算法,用Lingo软件编程求解,确定了丰台区水资源的优化配置方案.规划结果表明:丰台区水资源管理系统的供需水量基本达到平衡,75%的供水量来源于本地地表水和南水北调水源;规划期内的系统经济效益预期达到2.22×10~9~5.16×10~9元,COD排放量将达到1.47×10~4~1.89×10~4t.区间结果提高了优化方案的灵活性,系统满意度体现了上层决策者与下层决策者的交互.其次,通过设计4种COD最大允许排放情景,说明了不同的COD排放约束将对规划结果产生重要影响.最后,通过3种模型的对比分析可以为丰台区水资源配置提供不同发展情景下的优化方案.  相似文献

Sustainable mangrove management needs to consider trade-offs between multiple benefits provided by mangrove ecosystems and to balance the conflicting objectives of various stakeholders. The aim of the present study is to assess the sustainability of mangrove management based on the life cycle approach. We examine two mangrove management systems in Thailand, namely, the strict preservation and charcoal production systems. The results show that the strict preservation system has an advantage over the charcoal production system from the environmental perspective (the net amount of CO2 absorbed by mangroves) while the charcoal production is a more favorable system than strict preservation from the social perspective (the amount of employment created in local communities). On the other hand, it is difficult to say that both systems are sustainable from an economic aspect. The charcoal production system needs to develop improved management regimes for commercial charcoal production and requires financial assistance in the period when its net cash flows are negative. As solutions for these problems, the introduction of community forest management and the utilization of a fund for REDD (Reducing Emissions from Deforestation and Degradation in Developing Countries) can be proposed.  相似文献

Prior to independence, Central Asian countries were closely interconnected through the regional management incorporating water, energy, and food sectors. This approach, supported by the central government of Union of Soviet Socialist Republics (USSR), functioned effectively — meeting the needs of both upstream and downstream countries. However, after independence, Central Asian countries started prioritizing their own economic development policies without due account to regional concerns such as joint use of water resources, leading to instability. In this study, the case of Syrdarya basin was investigated to show how such strategies create tension in the region, since primary focus is given to national interests, without consideration for regional problems. To address this issue, an integrated approach to incorporating water, energy, and agriculture is needed. It is suggested that a single sector approach on water alone does not lead to stability, and a multi-sectoral approach is necessary to ensure sustainable development. Countries sharing benefits from the river have to be responsible for costs of operation and maintenance of the water facilities.  相似文献

Urbanization pressure increases the demand on remaining open spaces to deliver food and biomass, as well as other ecosystem services, but it is often paired with a reduced capacity to deliver these services. This calls for an integrated and innovative use of the remaining space.However, current spatial planning paradigms are not always adapted to face these new challenges. In many regions, an important aspect of spatial planning in relation to agriculture is still the pragmatic and monofunctional allocation of land use between vocal stakeholders. This is rarely paired with a regional view on the effective or desired quantity of services provided by this open space. Since land use policies increasingly need to strive for resilience on top of diversification of services, assessments of the servicing capacity and sustainability of land uses are needed.This paper presents a framework to assess all ecosystem services (i.e. marketable and non-marketable ES) delivered by conventional as well as innovative land uses. The framework is then used to assess land use strategies at the scale of an unconventional case farm in Flanders, Belgium. The analysis combines spatial and economic analysis of land use alternatives and illustrates some shortcomings of usual ecosystem valuation tools. Our findings illustrate that land use evaluation might be biased against unconventional land management alternatives. The proposed framework provides land planners with a way to assess and arbitrate between land sharing and land sparring options more accurately. The approach can help to optimize land use from the societal perspective, and allows for benchmarking farm-level land use alternatives by comparing the services they deliver.  相似文献

A new modeling effort exploring the opportunities, constraints, and interactions between mitigation and adaptation at regional scale is utilizing stakeholder engagement in an innovative approach to guide model development and demonstration, including uncertainty characterization, to effectively inform regional decision making. This project, the integrated Regional Earth System Model (iRESM), employs structured stakeholder interactions and literature reviews to identify the most relevant adaptation and mitigation alternatives and decision criteria for each regional application of the framework. The information is used to identify important model capabilities and to provide a focus for numerical experiments. This paper presents the stakeholder research results from the first iRESM pilot region. The pilot region includes the Great Lakes Basin in the Midwest portion of the United States as well as other contiguous states. This geographic area (14 states in total) permits cohesive modeling of hydrologic systems while also providing strong gradients in climate, demography, land cover/land use, and energy supply and demand. The results from the stakeholder research indicate that, for this region, iRESM should prioritize addressing adaptation alternatives in the water resources, urban infrastructure, and agriculture sectors, including water conservation, expanded water quality monitoring, altered reservoir releases, lowered water intakes, urban infrastructure upgrades, increased electric power reserves in urban areas, and land use management/crop selection changes. For mitigation in this region, the stakeholder research implies that iRESM should focus on policies affecting the penetration of renewable energy technologies, and the costs and effectiveness of energy efficiency, bioenergy production, wind energy, and carbon capture and sequestration.  相似文献

As nations develop policies for low-carbon transitions, conflicts with existing policies and planning tools are leading to competing demands for land and other resources. This raises fundamental questions over how multiple demands can best be managed. Taking the UK as an empirical example, this paper critiques current policies and practices to explore the interdependencies at the water-energy-food nexus. It considers how current land uses and related policies affect the UK’s resilience to climate change, setting out an agenda for research and practice relevant to stakeholders in land-use management, policy and modelling. Despite recent progress in recognising such nexus challenges, most UK land-related policies and associated science continue to be compartmentalised by both scale and sector and seldom acknowledge nexus interconnections. On a temporal level, the absence of an over-arching strategy leaves inter-generational trade-offs poorly considered. Given the system lock-in and the lengthy policy-making process, it is essential to develop alternative ways of providing dynamic, flexible, practical and scientifically robust decision support for policy-makers. A range of ecosystem services need to be valued and integrated into a resilient land-use strategy, including the introduction of non-monetary, physical-unit constraints on the use of particular services.  相似文献

根据对华北地区水资源短缺最严重的滏阳河流域的实证研究表明,随着部门和上下游用水者之间用水竞争程度的加剧,流域从开放向闭合的转变,地下水位的逐年下降及引致的环境问题,节水的空间也变得十分有限。解决未来水资源短缺的问题很大程度上将依赖于如何运用政策、制度和经济措施实现水资源的优化配置和综合管理,提高灌区的运行绩效和实现有效的产权制度创新。  相似文献

Carbon sequestration from reforestation can play a large role in mitigating global climate change. However, resulting interception of rainfall runoff may impose high irrigation, water supply and/or environmental flow costs. This article presents an assessment of water trade policy to manage fresh water supply, carbon sequestration trade-offs for the Murray-Darling Basin. A linked Australian high spatial resolution land use and global integrated assessment framework evaluated plausible and internally-consistent global scenarios to 2050 involving significant carbon planting incentive. Substantial flow loss from increased interception was estimated absent policy to balance carbon water trade-offs. Absent policy to address the trade-off, irrigation opportunity costs was estimated to substantially exceed carbon sequestration economic value in futures with significant carbon sequestration incentive. The value of integrating interception from new carbon plantings into the existing water trade system was estimated at $3.3 billion and $2.0 billion (2050 annual value) for our strong and moderately strong global climate action outlooks with our reference case assumptions. The conclusion that trade provision in policy to cap interception impacts can produce significant benefits in scenarios with significant carbon sequestration incentive remained robust over a very broad set of sensitivities tested with benefit estimated at over $1 billion annually at 2050 even for very conservative assumptions.  相似文献

能源和水资源之间存在紧密的耦合关系。以往的资源管理政策往往只关注单一资源,忽略了两者的关联性。为促进能源和水资源综合管理,有必要开展能源-水耦合关系和协同管理研究。从社会经济网络视角出发,论文综合运用系统投入产出和生态网络分析方法,构建了湖北省2007和2012年能源-水耦合网络核算框架。结果表明:1)2012年湖北体现能源最终消费量为14 304.93万tce,体现水资源最终消费量为346.66亿m3,相比2007年分别增长52.26%和7.89%,其中,体现在最终使用中能源与水资源流有近50%来自制造业;2)2007年湖北省水资源网络和能源网络的循环率都约为2.71%,与2007年相比,2012年水资源网络循环率显著增长至4.23%~4.40%,而能源网络循环率则变化较小;3)能源网络和水资源网络的系统鲁棒性都偏向于冗余度更高、效率更低的一侧;4)由于能源-水耦合网络的引入,2007—2012年间,在能源和水资源网络中,电力、热力生产和供应部门对于大多数部门的控制都呈现不同程度的增强趋势。研究辨识了能源与水资源协同管理的关键部门和路径,为湖北省能源和水资源可持续利用提供了理论与数据支撑。  相似文献

In river basins transformation from traditions of reactive flood defense to more adaptive management regimes is difficult. How regime components reinforce each other to set its development path may induce inertia and path dependency. Transformation may require profound shifts in the institutions, technologies, and personnel as well as the ecological, economic and social processes they influence in setting the basin's trajectory. Regime change has become an issue in Hungary following repeated failures of conventional management policies to handle a series of floods on the Tisza river starting in 1997. Increasing public participation pushed water policy debate toward more experimentation with alternatives, but implementation appears stalled. In this paper we review hypotheses about what factors are bridges or barriers to transformation and then use the Management Transition Framework to examine how the interactions linking action situations, operational outcomes, knowledge and institutions influenced the river management policy debate in Hungary from 1997 to 2009. Specifically we examined which factors characteristic of conventional Control vs. progressive Adaptive management regimes influenced these interactions in ways that contributed to or hindered transformation. We found that governance and social learning issues predominated, with lesser roles played by factors related to integration of sectors and different levels in the science and policy of river management.  相似文献

针对城市水资源与水环境系统中存在的不确定性与复杂性,提出了模糊环境下基于可信性理论的CFCCP模型(可信性模糊机会约束规划模型),并将其应用于衡水市水资源优化配置模型的研究中. CFCCP模型以衡水市经济、社会与环境效益最大化为目标,以供需水量、区域协调发展等为不确定性约束,以各水源在各子区不同部门间的分配为决策变量,并且设计了基于模糊模拟的猴群算法进行求解. CFCCP模型可反映不确定性因素对系统收益的影响,计算了各规划水平年置信水平为08时的水资源配置风险-收益权衡方案,得到2015年和2025年的区域经济效益分别为198 36530×104和266 22730×104元,缺水量分别为25 29936×104和20 99096×104 m3,污染物排放量分别为12 80847和13 00044 t. 同时,通过与传统优化算法的比较,证明了基于模糊模拟的猴群算法在求解多维优化问题时的有效性.   相似文献

几乎所有的水资源系统都是以多目标、多水源和多用户等为特征,因此其开发与管理过程中的各种决策也都必须坚持这些原则。本文利用现代专家系统技术建立了一种水资源系统管理的专家系统决策模型。该水资源系统包含一个地面水库供水系统、两个城镇市政供水系统、3个农区灌溉系统以及一个沼泽生态系统。它最早源于英国70年代初所提出的灌溉系统对策仿真的设想,后经国外其他学者的不断完善,最后形成一种接近于现实的简单而综合的水资源系统管理原型,并以对策仿真的形式建立了其LOTUS模拟模型。该对策仿真模拟模型中的对策者是地面水源管理者(WAM)、市政供水管理者(PWSM)以及三组不同农户(FARMERS)。为了使该系统更趋完善且更符合我国国情,本文又另外引入了一个称之为系统总管的对策者(MANAGER)。他主要负责该系统的全面运行,解决系统中各对策者之间的矛盾冲突,监控全系统的环境质量,尽可能使整个系统获得最佳的社会、经济与环境效益。这种对策仿真模拟模型的主要目的是培养参加对策仿真的各位对策者,或者说水资源系统中的有关各方,即不同角色,更加熟悉一般水资源系统运行与管理过程中的各个方面。本文利用应用于微机的VP-专家系统外壳建立了这种对策仿  相似文献

This article aims to evaluate municipal solid waste (MSW) management schemes in order to promote sustainability and eco-efficiency, core elements in global mitigation strategies in both public and private policies. A discrete event simulation (DES) approach was used to integrate the economic, environmental, and social aspects related to aseptic carton packages (ACP) in Itajuba, Brazil. The simulated scenarios consider three alternatives for disposing ACP: landfills, recycling, and incineration with energy recovery. According to our findings, incineration alternatives are preferred from an eco-efficiency perspective, given the potential greenhouse gas (GHG) emissions reductions and due to the possibility of energy recover, which reinforces the contribution of this technology to promote sustainability as largely found in the international literature. Given the context of MSW management in Brazil, this represents a significant opportunity to increase the effectiveness of mitigation strategies adopted in the country. Taking into account that this is by far the least applied technology, the authors strongly advocate that global strategies for mitigation consider different approaches to integrate carbon dioxide (CO2) emission reductions related to the entire MSW management system and its alternatives, thus advancing from a waste disposal-oriented system to a life cycle–oriented system.

The need for and the benefits of a more sustainable approach to business management have been widely discussed in the literature. Many organizations have engaged in environmental management initiatives to improve their environmental performance and have found other benefits to the process, such as financial savings and reduced risk of liability. However, many constraints can inhibit the transformation to an environmentally conscious and responsible organization. These constraints include issues related to organizational culture and change management. To overcome these constraints and succeed in implementing a successful environmental management initiative, the literature suggests the importance for members of the organization of understanding the environmental impacts and policies of the organization through participation in environmental awareness training efforts that produces enduring knowledge and commitment. Armed with this knowledge, employees can then understand how the environment can affect and be affected by their duties and decisions. Various companies have used different approaches to environmental management training. It is important that organizations evaluate the efficiency of their training investment to ensure that the benefits will be generated. A case study of two electricity companies is used to illustrate the importance of evaluating environmental awareness efforts. The results of the study suggest that the training performed did not sufficiently increase employee environmental awareness of the company's environmental impacts despite a considerable time and financial investment in a one-time environmental awareness training program. Results are briefly discussed and recommendations are made to improve the results of the training investment.  相似文献

论文应用水资源动态CGE模型,研究和分析了高耗水工业不同水资源管理政策对经济、社会和水资源利用的影响。文章首先构建了将水资源作为生产要素的CGE模型,并建立了动态机制,然后以2010年为基准年模拟和分析了2010—2020年间高耗水工业用水量控制和水价上涨不同情景下的影响。分析表明:高耗水工业的水量控制比水价调整对宏观经济的影响大,表现为GDP和居民福利的显著下降以及投资的大幅度上升;而高耗水工业水价上升对宏观经济的影响较小,表现为GDP的小幅度上升以及居民福利的小幅度下降和投资的上升;对部门的影响比较复杂,但高耗水工业水量下降和水价上升,都将导致其产出降低。对水资源利用的影响显示,水量控制和水价上升对用水总量的影响较小,但对提高工业用水效率都十分显著。  相似文献

The synergies and trade-offs between the water, energy, and food sectors are represented by the Water-Energy-Food Nexus. The Nexus Approach is an integrated decision making practice that can be used by policy makers to optimize these synergies and manage trade-offs. In this paper, the direction of the Nexus Approach regarding the development of modelling tools is explored. The objective of this paper is to review the existing Nexus modelling tools used for integrated policy making to determine and to help policy makers, practitioners, and agencies trying to implement the Nexus Approach to identify a tool that is most suited to their modelling needs. The predominant capabilities of the current tools lie in the understanding of Nexus complexity, consideration of financial elements in the tools, recognition of the importance of multiple Nexus Approach directions, incorporation of different time scales, and enhanced tool accessibility. The main limitations are the extensive data requirements of current tools, and the poor synergy between tools assessing individual Nexus areas. This enhanced overview of the existing tools allows policy makers to maximize the synergies between the Nexus areas, to avoid consumption dilemmas, and to facilitate sustainable development.  相似文献

Over the last 20 years, climate change has become an increasing concern for scientists, public opinions and policy makers. Due to the pervasive nature of its impacts for many important aspects of human life, climate change is likely to influence and be influenced by the most diverse policy or management choices. This is particularly true for those interventions affecting agriculture and forestry: they are strongly dependent on climate phenomena, but also contribute to climate evolution being sources of and sinks for greenhouse gases (GHG). This paper offers a survey of the existing literature assessing cost-effectiveness and efficiency of greenhouse gas mitigation strategies or the effects of broader economic reforms in the agricultural and forestry sectors. The focus is mainly on European countries. Different methodological approaches, research questions addressed and results are examined. The main findings are that agriculture can potentially provide emissions reduction at a competitive cost, mainly with methane abatement, while carbon sequestration seems more cost-effective with appropriate forest management measures. Afforestation, cropland management and bioenergy are less economically viable measures due to competition with other land use. Mitigation policies should be carefully designed either to balance costs with expected benefits in terms of social welfare. Regional variability is one of the main drawbacks to fully assess the cost-effectiveness of different measures. Integration of models to take into account both social welfare and spatial heterogeneity seems to be the frontier of the next model generation.  相似文献

Forest restoration is the counterforce to deforestation. In many parts of the world it mitigates forest loss and degradation, but success rates vary. Socio-political variables are important predictors of effectiveness of restoration activities, indicating that restoration strategies need to be locally adapted. Yet, contextual assessments of the biophysical, social and political characteristics of forest restoration are rare. Here, we integrate a social-ecological systems framework with systematic decision-making to inform forest restoration planning. We illustrate this approach through a prioritization analysis in a community-based forest restoration context in Paser District, East Kalimantan, Indonesia. We compare the solutions of our integrated framework with those identified on the basis of biophysical criteria alone. We discover that incorporating a socio-political context alters the selection of priority areas. While the social feasibility and political permissibility can be enhanced, ecological benefits are likely to be reduced and/or opportunity costs of alternative land uses are to be increased. Our conceptual framework allows the appraisal of potential trade-offs between social and ecological outcomes of alternative options, and has the potential to evaluate the efficiency of existing policies. Empirical testing in a range of contexts is required to ensure broad applicability and transferability of our conceptual framework.  相似文献
