This paper analyzes livelihood change and livelihood sustainability of households in the upland part of the Lembang subwatershed, West Sumatra, in response to changes in the natural resource management context during the last decade. Using the sustainable livelihood framework (SLF), we measured livelihood changes at two separate points in time, 1996 and 2006, and assessed their environmental, economic, social, and institutional sustainability. We found that people with a low income had less access to capital assets than people from middle- and high-income groups. Our analysis revealed, however, that access to capital assets increased over time, and that poor households experienced economic improvement, indicating an overall increase in economic sustainability. Environmental sustainability, however, is threatened by intensive agricultural practices such as high agrochemical input and intensive soil tillage on steep slopes, leading to pollution and soil erosion. Social sustainability is also a matter of concern: while social exclusion has been reduced, income inequity has increased. Institutional sustainability is likely to remain uncertain, as local institutions for natural resource management are still weak, despite the fact that decentralization has been implemented during the last 8 years. External facilitation is needed to improve the livelihood of upland people while, at the same time, enhancing the sustainability of watershed management. Strengthening local institutions, conserving natural resources, and promoting environmentally sound agricultural practices are the three most important policies to be promoted within the watershed.  相似文献

In this paper we look behind the notion of sustainable transport and highlight the tensions and contradictions between the different ways of achieving this. The paper examines transportation plans for a major UK city and describes how these develop the idea and practice of sustainable transport and demand management along three quite distinct trajectories. By focusing on both the technological and the institutional dimensions of three different routes to sustainable transport, the analysis explicates the different ways in which the urban transport problem is framed, the different socio-technical logics of demand management embodied in the plans and the differing ways in which institutional relationships are (re)constituted. A key finding is that technological and institutional innovations are inversely related so that radical technological innovation often serves to reinforce existing social relations of power and exclusion. The conclusion drawn is that the choice is not just between a sustainable and an unsustainable transport future, but also between different forms of sustainability.  相似文献

ABSTRACT

Disaster management spans actions before, during, and after disaster events. Changes in the roles and functions of local governments before a disaster can influence other stages of disaster management. After a chemical spill in 2012, South Korean hazardous chemical management tasks were returned to the central government and local governments’ roles and functions were reduced. To identify associated issues and enhance the hazardous chemical management system, this study analyzed changes in laws and policies and conducted interviews with stakeholders. While the changes helped with centralization, reinforcement, and specification, some loopholes were discovered. The information and human resource capacities of local governments and intra – and intergovernmental relations issues have hindered their active participation before and during chemical disasters. These loopholes can be addressed through institutional enhancements for local governments, such as including them in monitoring hazardous chemical handling facilities, developing codes articulating the division of tasks among departments within them, and providing adequate incentives for them to increase their personnel. This study provides empirical data that informs ongoing debates about the centralization and devolution of disaster management by linking local governments’ ordinary management systems to their disaster management activities.  相似文献

Sustainability has become a major focus area within forest products industry. The European operational environment and national environmental steering in EU member states highlight the importance of sustainable development and the development of associated new management approaches to promote sustainability. This article reviews some key elements of sustainability management, covering examples of both Finnish forest products industry initiatives and public environmental steering at the European level. An assessment is made of the current situation and an outline of a future outlook for sustainability management, with special emphasis on bridging the gap between industry initiatives and environmental steering in the form of legislation, policies and strategies at the EU level.This study applied a hybrid approach comprising a review of EU sustainability initiatives, a policy and legal review and a questionnaire survey of forest industry actors. The results of the future outlook indicate that energy efficiency is perceived to be the most important focus area in addition to e.g. environmental and waste management and recycling. Less than half of the companies aim at applying sustainability management. Life-cycle management is also considered to be important whereas product-based approaches, climate change and local industrial symbiosis receive very little attention. All responding companies aim to integrate the principles of sustainability into their operations and most companies consider that life-cycle thinking, management and assessment are useful for them. Energy efficiency is identified as the most important focus area with energy and materials efficiency seen as the most crucial factors for the achievement of responsible competitive advantage and building of sustainable value-added. The findings indicate that sustainability and life-cycle management are not receiving enough management focus at the moment and neither is the industry receiving enough guidance at either the EU level or via national steering and regulatory frameworks.  相似文献

Rapid changes are occurring in the rhetoric and practice of transport planning in the UK. Driven by ever increasing road congestion and growing awareness of the impact of road transport on the environment, a consensus is said to be emerging over the implementation of a new approach to UK transport planning centred on managing the demand for road travel rather than catering for it. This paper explores the depth and breadth of the penetration of this new consensus in relation to policy making in central government and in three local case-study areas. The paper charts the factors that have shifted transport policy direction and are contributing to and inhibiting the adoption of a new demand management approach. It concludes by stating that whilst definitive shifts in transport-planning rhetoric and practice have occurred in recent times, shifts toward demand management have been slow due in particular to local cultural and political difficulties. These persist in many localities and in similar policy areas and an awareness of these is useful in highlighting difficulties in the adoption of environmental sustainability agendas in other policy fields.  相似文献

The important role that non-motorised transport plays in urban sustainability is discussed with particular reference to the developing world and to the links between environmental and poverty issues. The significance of non-motorised transport in terms of reduced pollution, income maintenance for the poor and providing transport for vulnerable groups is stressed and placed within the general context of sustainable development. More specifically, evidence is presented for rickshaws in Calcutta, which demonstrates the vital role that non-motorised transport must play if sustainable development objectives are to be met. This evidence indicates that if rickshaws were to disappear from Calcutta's streets there would not only be significant increases in air pollution but also a substantial increase in the numbers of people living in poverty.  相似文献

We use recent data on transport costs in West Africa, including the added burden of bribes and enforced delays, to show how such costs represent a deterrent to investment in — and therefore the sustainability of — agricultural assets. We focus on data for two important tree crops in West Africa, cashew and shea. We also have data for the transport of onions between Niger and the urban market in Accra, Ghana. Our data allow us to predict plausible increases in farm‐gate prices from a reduction in transport costs and bribes. A 10% reduction in the total transport costs (actual costs plus corruption costs) of onions from Niger could result in a 12‐13% price increase to onion farmers. Similar elasticities are 2% for cashew in Ghana and 7% for shea in Mali. These feasible price increases would encourage farmers to improve onion production, and to protect and improve production from cashew and shea trees, thereby enhancing the sustainability of agro‐forestry in West Africa. ABSTRACT

When communities experience disaster, emergency response and recovery are led internally, based on local-level policy decisions and priorities. Decisions about how or whether to rebuild are made by local governments. Higher governmental authorities such as states and provinces may institute their own disaster recovery processes and policies in addition to or in competition with local governments. Greater intergovernmental engagement could increase resources and knowledge, which would yield higher levels of learning and result in superior disaster recovery policy outcomes. The role of higher authorities, then, can have important implications for policy processes and outcomes. The learning literature includes a dearth of studies that analyze the relationships between state and local governments during disaster recovery. We move the learning literature forward by analyzing intergovernmental relationships during disaster recovery. We find that learning within local governments is associated with higher levels of resource flows from state agencies as well as more collaborative intergovernmental relationships. We also find that state governments can improve processes for disaster recovery assistance and bring together disaster-affected local governments to promote learning during the recovery process. While this study focused on relationships constrained by U.S. federal dynamics, the lessons are useful to other multilevel governance systems.  相似文献

The management of urban transportation systems represents one of the most formidable challenges for local government that generates several problems related to the well-being and the comfort of the public that commute and travel in their daily life. Improvements to various policies and practical measures can move us closer to the ideal of sustainable urban areas with sustainable urban transportation systems. Nevertheless, these aspirations in no way ensure unanimity over the most effective actions to take and the extent of their benefits. In response, a mathematical model has been developed for decision-taking purposes using multi-criteria analysis adapted to urban transportation systems. This model not only takes account of environmental parameters, but also examines economic, social and urban models, the characteristics and condition of the transport fleet and freight distribution vehicles, in order to generate a sustainability index value for the transportation system of urban areas.  相似文献

The ecosystems of South Florida are unique in the world. The defining features of the natural Everglades (large spatial scale, temporal patterns of water storage and sheetflow, and low nutrient levels) historically allowed a mosaic of habitats with characteristic animals. Massive hydrological alterations have halved the Everglades, and ecological sustainability requires fundamental changes in management.The US Man and the Biosphere Human-Dominated Systems Directorate is conducting a case study of South Florida using ecosystem management as a framework for exploring options for mutually dependent sustainability of society and the environment. A new methodology was developed to specify sustainability goals, characterize human factors affecting the ecosystem, and conduct scenario/consequence analyses to examine ecological and societal implications. South Florida has sufficient water for urban, agricultural, and ecological needs, but most water drains to the sea through the system of canals; thus, the issue is not competition for resources but storage and management of water. The goal is to reestablish the natural system for water quantity, timing, and distribution over a sufficient area to restore the essence of the Everglades.The societal sustainability in the Everglades Agricultural Area (EAA) is at risk because of soil degradation, vulnerability of sugar price supports, policies affecting Cuban sugar imports, and political/economic forces aligned against sugar production. One scenario suggested using the EAA for water storage while under private sugar production, thereby linking sustainability of the ecological system with societal sustainability. Further analyses are needed, but the US MAB project suggests achieving ecological sustainability consistent with societal sustainability may be feasible.  相似文献

/ Environmental impact assessment (EIA) has been identified as an important instrument for facilitating sustainability. However, to do so requires the integration of sustainability into EIA theory and practice. The sustainability concept is a valid and important environmental management perspective. However, many issues and obstacles need to be addressed further if the concept is to be translated into practical strategies. Sustainability can potentially infuse EIA with a clearer sense of direction, an ethical foundation, a mechanism for establishing priorities and assessing choices, and a means of linking EIA to other environmental management instruments. Conceptually, EIA and sustainability can be integrated, but frameworks should be refined, adpated to context, and linked to related initiatives. Sustainability should be explicitly incorporated into EIA legislation, guidelines, and institutional arrangements. An experimental approach to testing, assessing, and sharing experiences is suggested.A framework is first presented that defines and characterizes the sustainability concept. A further framework is then described for integrating sustainability into EIA at the conceptual level. The integration of sustainability and EIA at the regulatory level is next addressed through an overview of sustainability initiatives in EIA requirements in Canada. The Canadian examples include many promising initiatives but these and other experiences will need to be monitored, shared, and integrated into comprehensive environmental management strategies. Procedures that increase the sustainability of agriculture often result in animals being treated more humanely:both livestock in animal and mixed farming and wildlife in arable farming. Equally, procedures ensuring humane treatment of farm animals often increase sustainability, for example in disease control and manure management. This overlap between sustainability and humaneness is not coincidental. Both approaches can be said to be animal centered, to be based on the fact that animal production is primarily a biological process. Proponents of both will gain from recognition of commonality and development of cooperation. Societal and technological development during the last century has enabled Western economies to achieve a high standard of living. Yet this profusion of wealth has led to several outcomes that are undesirable and/or unsustainable. There is thus an imperative need for a fundamental and rapid transition towards more sustainable practices. While broad conceptual frameworks for managing sustainability transitions have been suggested in prior literature, these need to be further developed to suit contexts in which the overall vision is arguably clear, such as in the case of consuming animal-originated foodstuffs. In this article we introduce a novel transition management framework that is based upon the dimensions of sustainability. The suggested transition management process includes the identification of objectives and obstacles, the listing of options and their opportunities and threats as well as the evaluation of the outcomes (the Five O’s). We argue that sustainability transition management should be a process in which the identification of the relevant dimensions of sustainability and related objectives forms the foundation for strategic, tactical and operational governance activities. We illustrate the practical applicability of the framework in the case of transition towards plant-based diets.  相似文献

Policy documents are commonly identified as key outcomes that guide initiatives directed by senior university leaders towards sustainability through plans and policies. Many studies have called for a more integration of sustainability into universities. Nevertheless, the interest in sustainability issues has been more recent in the specific case of Spain. This study analyses the strategic plans developed by Spanish universities in the last decade with two different aims: first, we examine the extent to which Spanish universities are incorporating strategies on sustainability. The second goal evaluates whether the presence of strategies on sustainability in Spanish universities could be associated with coercive and mimetic pressures. Findings indicate the low presence of strategies on sustainability in Spanish universities. Moreover, the results seem to suggest that the presence of strategies on sustainability in Spanish universities could be linked with coercive and mimetic pressures emanating from the State performance funding for universities. The results indicate that universities usually incorporate practices and strategies on sustainability as a response of the pressure exerted by institutional forces, such as the funding systems of higher education institutions.  相似文献

This paper clarifies the competing discourses of sustainability and climate change and examines the manifestation of these discourses in local government planning. Despite the increasingly significant role of sustainability and climate change response in urban governance, it is unclear whether local governments are constructing different discourses that may result in conflicting approaches to policy-making. Using a governmentality approach, this paper dissects the contents of 15 Canadian local governments’ sustainability plans. The findings show that there are synergies and tensions between discourses of sustainability and climate change. Both share discursive space and shape local governance rationalities, though climate change response logics are not necessarily highlighted even where the action could result in greenhouse gas (GHG) emission reductions. In some cases, existing GHG intensive practices are being rebranded as ‘sustainable’. This suggests a tension between discourses of sustainability and climate change that may complicate attempts to address climate change through local sustainability planning.  相似文献

This paper examines the minerals industry's response to sustainable development in the area of waste disposal and argues that leadership and guidance are still needed to forge collective agreement on norms and standards of practise. To encourage further debate, the paper develops a set of sustainable development principles for the disposal of mining and mineral processing wastes, and discusses the implications for current and future practise. In practise, the principles can guide waste disposal decisions through the consideration of what risk and magnitude, in any given local context, a particular management solution poses to their application. The sustainability challenge in the management of tailings and waste rock is to dispose of material, such that it is inert or, if not, stable and contained, to minimise water and energy inputs and the surface footprint of wastes and to move toward finding alternate uses. Future trends in mining and processing may compound the challenges of waste management, as lower ore grades increase the ratio of waste produced for a given unit of resource, and emphasise the urgency and need for the industry to adopt new approaches. New technologies and innovations, such as thickened tailings, dry stacking and paste backfill, have greatly increased the waste disposal methods available to meet the future challenges to sustainable development.  相似文献
