SUMMARY

Over-population in relation to poor land productivity and cultivation in less fertile lands is resulting in land degradation and deforestation in UP hills. Growing demand of more food production and increasing need for more cash in hand have forced the hill people to cultivate all kinds of land, resulting in the denudation of land resources and soil erosion. These changes resulted in out migration of the area's human resource. A new management system for the revival of natural resources and the sustainable utilization of the area's human population and livestock has been proposed, involving active local participation in order to change the existing land-use to a system based on the soil fertility scale.  相似文献

Abstract:  Customary forms of resource management, such as taboos, have received considerable attention as a potential basis for conservation initiatives in the Indo-Pacific. Yet little is known about how socioeconomic factors influence the ability of communities to use customary management practices and whether socioeconomic transformations within communities will weaken conservation initiatives with a customary foundation. We used a comparative approach to examine how socioeconomic factors may influence whether communities use customary fisheries management in Papua New Guinea. We examined levels of material wealth (modernization), dependence on marine resources, population, and distance to market in 15 coastal communities. We compared these socioeconomic conditions in 5 communities that used a customary method of closing their fishing ground with 10 communities that did not use this type of management. There were apparent threshold levels of dependence on marine resources, modernization, distance to markets (<16.5 km), and population (>600 people) beyond which communities did not use customary fisheries closures. Nevertheless, economic inequality, rather than mean modernization levels seemed to influence the use of closures. Our results suggest that customary management institutions are not resilient to factors such as population growth and economic modernization. If customary management is to be used as a basis for modern conservation initiatives, cross-scale institutional arrangements such as networks and bridging organizations may be required to help filter the impacts of socioeconomic transformations.  相似文献

Abstract: Customary management systems (i.e., management systems that limit the use of marine resources), such as rotational fisheries closures, can limit harvest of resources. Nevertheless, the explicit goals of customary management are often to influence fish behavior (in particular flight distance, i.e., distance at which an organism begins to flee an approaching threat), rather than fish abundance. We explored whether the flight distance of reef fishes targeted by local artisanal fishers differed between a customary closure and fished reefs. We also examined whether flight distance of these species affected fishing success and accuracy of underwater visual census (UVC) between customary closed areas and areas open to fishing. Several species demonstrated significant differences in flight distance between areas, indicating that fishing activity may increase flight distance. These relatively long flight distances mean that in fished areas most target species may stay out of the range of spear fishers. In addition, mean flight distances for all species both inside and outside the customary‐closure area were substantially smaller than the observation distance of an observer conducting a belt‐transect UVC (mean [SE]= 8.8 m [0.48]). For targeted species that showed little ability to evade spear fishers, customary closures may be a vital management technique. Our results show that customary closures can have a substantial, positive effect on resource availability and that conventional UVC techniques may be insensitive to changes in flight behavior of fishes associated with fishing. We argue that short, periodic openings of customary closures may allow the health of the fish community to be maintained and local fishers to effectively harvest fishes.  相似文献

Socio-economic development of mankind and well-being depend on the environment and the way in which development influences the environment. Thus, environment and development are interdependent. In fact, economic development is closely linked with the development of resources. These resources can be classified into three categories: public goods, semi-public goods (also known as common property resources) and private goods. In poor countries common property resources make a valuable contribution to the sustainable livelihoods of rural populations. The impact of globalisation on the commons shows various patterns of ownership, control, use and misuse. The commons were subjected to degradation as well as conservation in the process of centralized management in India. After the reform period, the administration of natural resources was given significant attention by specialized departments such as the Forest Department and the Revenue Department. All the land, apart from private land, was regarded as state property and controlled by the state. This paper highlights the need to examine the common property resources sector in the context of wider economic policy reform processes in the Indian economy.  相似文献

Whilst spatial planning has evolved as a tool to manage the development and use of the terrestrial environment over decades, the development of spatial planning systems for the marine environment are in their infancy. This paper focuses on the integration of land and marine based spatial planning systems. This is informed by a brief overview of the regional development of the lands and seas of Europe which underlie spatial planning systems and by a discussion of respective spatial planning systems in terms of economic sectors, land use, and sea use. The integration of spatial planning systems is then considered, followed by evaluation of relationships between spatial planning, and the wider field of environmental management. This includes consideration of organisational and geographical scales, technical management including legal aspects, policy, strategic planning and time scales of decision-making. The paper identifies the significant factors which must be considered in the integration of marine and terrestrial planning systems over the coming decades.  相似文献

Tourism and hunting both generate substantial revenues for communities and private operators in Africa, but few studies have quantitatively examined the trade‐offs and synergies that may result from these two activities. We evaluated financial and in‐kind benefit streams from tourism and hunting on 77 communal conservancies in Namibia from 1998 to 2013, where community‐based wildlife conservation has been promoted as a land‐use that complements traditional subsistence agriculture. We used data collected annually for all communal conservancies to characterize whether benefits were derived from hunting or tourism. We classified these benefits into 3 broad classes and examined how benefits flowed to stakeholders within communities under the status quo and under a simulated ban on hunting. Across all conservancies, total benefits from hunting and tourism increased at roughly the same rate, although conservancies typically started generating benefits from hunting within 3 years of formation as opposed to after 6 years for tourism. Disaggregation of data revealed that the main benefits from hunting were income for conservancy management and food in the form of meat for the community at large. The majority of tourism benefits were salaried jobs at lodges. A simulated ban on trophy hunting significantly reduced the number of conservancies that could cover their operating costs, whereas eliminating income from tourism did not have as severe an effect. Given that the benefits generated from hunting and tourism typically begin at different times in a conservancy's life‐span (earlier vs. later, respectively) and flow to different segments of local communities, these 2 activities together may provide the greatest incentives for conservation on communal lands in Namibia. A singular focus on either hunting or tourism would reduce the value of wildlife as a competitive land‐use option and have grave repercussions for the viability of community‐based conservation efforts in Namibia, and possibly other parts of Africa.  相似文献

Use-Values of Tree Species in a Communal Forest Reserve in Northeast Peru   总被引:3,自引:0,他引:3  
Abstract: Several rural villages in the department of Loreto, in northeast Peru, have sought to protect local control over access to natural resources by establishing communal reserves. Most of Loreto's villages have heterogeneous populations of detribalized Indians and mestizos, called ribereños (people of the riverbanks). The communal reserves of ribereño villages currently have no legal status, but are regulated by written communal rules and are actively guarded by community members.
An inventory of trees greater than 10 cm in diameter was conducted in one ribereño communal reserve, a fifty-year-old secondary forest. A doubly random sampling procedure was used producing a total sample size of 7.5 ha Tree species utilized by community members were found to comprise 60% of the total number of species sampled. Uses were divided into six categories: food construction, crafts remedy, commerce, and other "use-values" were assigned to each species, based on an ordinal system developed by Prance et al. (1987). The presence or absence of markets for specific forest products was found to be a major determinant of that species' overall use-value to ribereño populations. Neither the existing markets nor the lack of firm land or resource tenure for ribereño communal reserves encourages sustained management of forest resources.  相似文献

Abstract: Indigenous people inhabit approximately 85% of areas designated for biodiversity conservation worldwide. They also continue to struggle for recognition and preservation of cultural identities, lifestyles, and livelihoods—a struggle contingent on control and protection of traditional lands and associated natural resources (hereafter, self‐determination). Indigenous lands and the biodiversity they support are increasingly threatened because of human population growth and per capita consumption. Application of the Endangered Species Act (ESA) to tribal lands in the United States provides a rich example of the articulation between biodiversity conservation and indigenous peoples' struggle for self‐determination. We found a paradoxical relationship whereby tribal governments are simultaneously and contradictorily sovereign nations; yet their communities depend on the U.S. government for protection through the federal‐trust doctrine. The unique legal status of tribal lands, their importance for conserving federally protected species, and federal environmental regulations' failure to define applicability to tribal lands creates conflict between tribal sovereignty, self‐determination, and constitutional authority. We reviewed Secretarial Order 3206, the U.S. policy on “American Indian tribal rights, federal–tribal trust responsibilities, and the ESA,” and evaluated how it influences ESA implementation on tribal lands. We found improved biodiversity conservation and tribal self‐determination requires revision of the fiduciary relationship between the federal government and the tribes to establish clear, legal definitions regarding land rights, applicability of environmental laws, and financial responsibilities. Such actions will allow provision of adequate funding and training to tribal leaders and resource managers, government agency personnel responsible for biodiversity conservation and land management, and environmental policy makers. Increased capacity, cooperation, and knowledge transfer among tribes and conservationists will improve biodiversity conservation and indigenous self‐determination.  相似文献

Abstract: Conservation development projects combine real‐estate development with conservation of land and other natural resources. Thousands of such projects have been conducted in the United States and other countries through the involvement of private developers, landowners, land trusts, and government agencies. Previous research has demonstrated the potential value of conservation development for conserving species, ecological functions, and other resource values on private lands, especially when traditional sources of conservation funding are not available. Nevertheless, the aggregate extent and effects of conservation development were previously unknown. To address this gap, we estimated the extent and trends of conservation development in the United States and characterized its key attributes to understand its aggregate contribution to land‐conservation and growth‐management objectives. We interviewed representatives from land trusts, planning agencies, and development companies, searched the Internet for conservation development projects and programs, and compiled existing databases of conservation development projects. We collected data on 3884 projects encompassing 1.38 million ha. About 43% of the projects targeted the conservation of specific plant or animal species or ecological communities of conservation concern; 84% targeted the protection of native ecosystems representative of the project area; and 42% provided buffers to existing protected areas. The percentage of protected land in conservation development projects ranged from <40% to >99%, and the effects of these projects on natural resources differed widely. We estimate that conservation development projects have protected roughly 4 million ha of land in the United States and account for about 25% of private‐land conservation activity nationwide.  相似文献

Eco-efficiency has been pursued over the last two decades in different industries and branches. But, despite the fact that the culture and economic advantage in this direction have improved considerably, this paradigm must be considered a limitation if related to the necessity of greatly increasing resource productivity (at least by ten times), within sustainability. As a consequence of this, the new paradigm of co-effectiveness must be introduced and spread within all economies, in order to modify the type of development. This concept is outlined and discussed here, by taking as reference the 'ideal state', consisting of the use of zero resources (energy, materials, water, etc.) in all economic systems. Since this target cannot be achieved, it may be defined as 'state of bliss' and, in each different situation (branch of industry, services, whole economy), it is only possible to measure the 'distance' between a real situation and the 'ideal state', through a specific formula that is here reported. The distance can be obtained by using the energy and the material intensity at micro and macro levels. This formula permits both the obtaining of absolute figures and the comparison of different situations in the same branch of industry at different times and/or in different countries, and between different countries as a whole.  相似文献

We systematically reviewed the literature on the tragedy of the commons and common‐property resources. We segregated studies by legal management regimes (de jure regimes) and management that develops in practice (de facto regimes) to understand how the structure of regime formation affects the outcome of community management on sustainability of resource use. De facto regimes, developed within the community, are more likely to have positive impacts on the resource. However, de facto regimes are fragile and not resilient in the face of increased population pressure and unregulated markets, and de facto management regimes are less successful where physical exclusion of external agents from resources is more difficult. Yet, formalization or imposition of de jure management regimes can have complicated impacts on sustainability. The imposition of de jure regimes usually has a negative outcome when existing de facto regimes operate at larger scales than the imposed de jure regime. In contrast, de jure regimes have largely positive impacts when the de facto regimes operate at scales smaller than the overlying de jure regimes. Formalization may also be counterproductive because of elite capture and the resulting de facto privatization (that allows elites to effectively exclude others) or de facto open access (where the disenfranchised may resort to theft and elites cannot effectively exclude them). This underscores that although the global movement to formalize community‐management regimes may address some forms of inequity and may produce better outcomes, it does not ensure resource sustainability and may lead to greater marginalization of users. Comparison of governance systems that differentiate between initiatives that legitimize existing de facto regimes and systems that create new de facto regimes, investigations of new top‐down de jure regimes, and studies that further examine different approaches to changing de jure regimes to de facto regimes are avenues for further inquiry.  相似文献

Abstract: Evaluation is important for judiciously allocating limited conservation resources and for improving conservation success through learning and strategy adjustment. We evaluated the application of systematic conservation planning goals and conservation gains from incentive‐based stewardship interventions on private land in the Cape Lowlands and Cape Floristic Region, South Africa. We collected spatial and nonspatial data (2003–2007) to determine the number of hectares of vegetation protected through voluntary contractual and legally nonbinding (informal) agreements with landowners; resources spent on these interventions; contribution of the agreements to 5‐ and 20‐year conservation goals for representation and persistence in the Cape Lowlands of species and ecosystems; and time and staff required to meet these goals. Conservation gains on private lands across the Cape Floristic Region were relatively high. In 5 years, 22,078 ha (27,800 ha of land) and 46,526 ha (90,000 ha of land) of native vegetation were protected through contracts and informal agreements, respectively. Informal agreements often were opportunity driven and cheaper and faster to execute than contracts. All contractual agreements in the Cape Lowlands were within areas of high conservation priority (identified through systematic conservation planning), which demonstrated the conservation plan's practical application and a high level of overlap between resource investment (approximately R1.14 million/year in the lowlands) and priority conservation areas. Nevertheless, conservation agreements met only 11% of 5‐year and 9% of 20‐year conservation goals for Cape Lowlands and have made only a moderate contribution to regional persistence of flora to date. Meeting the plan's conservation goals will take three to five times longer and many more staff members to maintain agreements than initially envisaged.  相似文献

SUMMARY

This paper presents a comprehensive assessment of the contribution of communal resources to households in Bokong and Tsehlanyane in Lesotho. It argues that communal resources are an extremely important element in the livelihoods of people in the study area. It uses households as units of analysis in order to gain an understanding of the role that communal resources play at the micro level before any extrapolations are made to the regional and national levels. A household survey, guided by a detailed semistructured questionnaire, was used. Ten newly constructed houses and vegetable garden enclosures were sampled to categorize and count all poles used to build them. The amount of thatch grass used in building those houses was also estimated. The results indicated that communal resources play a central role in the livelihoods of people in the area with firewood ($1492), crops ($1363) and wild vegetables ($774) recording the highest annual use values per household?1 yr?1. The total present value was estimated at $3899 household?1 yr?1 with firewood, crops and wild vegetables constituting 93% of that value. The study further demonstrated that communal resources are used across the entire income spread in the area, thereby negating the general belief that they are a preserve of the poor. Finally, the results demonstrated that very little value is derived through trading of resources both within and outside the area but through direct consumption within households invariably escaping national economic accounting. With declining employment rates in Lesotho due to continued retrenchments in the South African mining industry, communal resources in the country remain an indispensable resource that must be carefully managed for the common good.  相似文献

Abstract: Increasing migration into urbanized centers in the Solomon Islands poses a great threat to adjacent coral reef fisheries because of negative effects on the fisheries and because it further erodes customary management systems. Parrotfish fisheries are of particular importance because the feeding habits of parrotfish (scrape and excavate coral) are thought to be critical to the resilience of coral reefs and to maintaining coral reef health within marine protected areas. We investigated the ecological impact of localized subsistence and artisanal fishing pressure on parrotfish fisheries in Gizo Town, Western Solomon Islands, by analyzing the density and size distribution of parrotfish with an underwater visual census (UVC), recall diary (i.e., interviews with fishers), and creel surveys to independently assess changes in abundance and catch‐per‐unit‐effort (CPUE) over 2 years. We then compared parrotfish data from Gizo Town with equivalent data from sites open to and closed to fishing in Kida and Nusa Hope villages, which have different customary management regimes. Results indicated a gradient of customary management effectiveness. Parrotfish abundance was greater in customary management areas closed to fishing, especially with regard to larger fish sizes, than in areas open to fishing. The decline in parrotfish abundance from 2004 to 2005 in Gizo was roughly the same magnitude as the difference in abundance decline between inside and outside customary management marine reserves. Our results highlight how weak forms of customary management can result in the rapid decline of vulnerable fisheries around urbanized regions, and we present examples in which working customary management systems (Kinda and Nusa Hope) can positively affect the conservation of parrotfish—and reef fisheries in general—in the highly biodiverse Coral Triangle region.  相似文献

Wildlife hunting is essential to livelihoods and food security in many parts of the world, yet present rates of extraction may threaten ecosystems and human communities. Thus, governing sustainable wildlife use is a major social dilemma and conservation challenge. Commons scholarship is well positioned to contribute theoretical insights and analytic tools to better understand the interface of social and ecological dimensions of wildlife governance, yet the intersection of wildlife studies and commons scholarship is not well studied. We reviewed existing wildlife-hunting scholarship, drawing on a database of 1,410 references, to examine the current overlap with commons scholarship through multiple methods, including social network analysis and deductive coding. We found that a very small proportion of wildlife scholarship incorporated commons theories and frameworks. The social network of wildlife scholarship was densely interconnected with several major publication clusters, whereas the wildlife commons scholarship was sparse and isolated. Despite the overarching gap between wildlife and commons scholarship, a few scholars are studying wildlife commons. The small body of scholarship that bridges these disconnected literatures provides valuable insights into the understudied relational dimensions of wildlife and other overlapping common-pool resources. We suggest increased engagement among wildlife and commons scholars and practitioners to improve the state of knowledge and practice of wildlife governance across regions, particularly for bushmeat hunting in the tropics, which is presently understudied through a common-pool resource lens. Our case study of the Republic of Congo showed how the historical context and interrelationships between hunting and forest rights are essential to understanding the current state of wildlife governance and potential for future interventions. A better understanding of the interconnections between wildlife and overlapping common-pool resource systems may be key to understanding present wildlife governance challenges and advancing the common-pool resource research agenda.  相似文献

Successful conservation of large terrestrial mammals (wildlife) on private lands requires that landowners be empowered to manage wildlife so that benefits outweigh the costs. Laikipia County, Kenya, is predominantly unfenced, and the land uses in the area allow wide‐ranging wildlife to move freely between different management systems on private land. We used camera traps to sample large mammals associated with 4 different management systems (rhinoceros sanctuaries, no livestock; conservancies, intermediate stocking level; fenced ranches, high stocking level; and group ranches, high stocking level, no fencing, pastoralist clan ownership) to examine whether management and stocking levels affect wildlife. We deployed cameras at 522 locations across 8 properties from January 2008 through October 2010 and used the photographs taken during this period to estimate richness, occupancy, and relative abundance of species. Species richness was highest in conservancies and sanctuaries and lowest on fenced and group ranches. Occupancy estimates were, on average, 2 and 5 times higher in sanctuaries and conservancies as on fenced and group ranches, respectively. Nineteen species on fenced ranches and 25 species on group ranches were considered uncommon (occupancy < 0.1). The relative abundance of most species was highest or second highest in sanctuaries and conservancies. Lack of rights to manage and utilize wildlife and uncertain land tenure dampen many owners’ incentives to tolerate wildlife. We suggest national conservation strategies consider landscape‐level approaches to land‐use planning that aim to increase conserved areas by providing landowners with incentives to tolerate wildlife. Possible incentives include improving access to ecotourism benefits, forging agreements to maintain wildlife habitat and corridors, resolving land‐ownership conflicts, restoring degraded rangelands, expanding opportunities for grazing leases, and allowing direct benefits to landowners through wildlife harvesting. Much of the discussion of the tragedy of the commons focuses on aggregate impacts, often in data-poor developing country settings. Few non-experimental empirical studies shed light on contextual circumstances driving the extent of rent dissipation and overexploitation. We utilize a high-resolution data set to estimate a behavioral model of fishermen's spatial choices. A unique policy setting allows us to measure the degree to which individual fishermen's choices appear aimed at mitigating the tragedy of the commons in a small numbers setting. We find evidence of partial mitigation in excess of what we would expect under pure self-interest but short of what would occur under group-maximizing behavior. We also examine how contextual factors in the fishery shape the degree of cooperation within the fishing season and find evidence that competition for the common pool resource distorts fishermen's implicit cost of distance—creating a form of “common property inertia”.  相似文献

Increase in human settlements at the edge of protected areas (PAs) is perceived as a major threat to conservation of biodiversity. Although it is crucial to integrate the interests of surrounding communities into PA management, key drivers of changes in local populations and the effects of conservation on local livelihoods and perceptions remain poorly understood. We assessed population changes from 1990 to 2010 in 9 villages located between 2 PAs with different management policies (access to natural resources or not). We conducted semi‐directive interviews at the household level (n =217) to document reasons for settlement in the area and villager's attitudes toward the PAs. We examined drivers of these attitudes relative to household typology, feelings about conservation, and concerns for the future with mixed linear models. Population increased by 61% from 2000 to 2010, a period of political and economic crisis in Zimbabwe. Forty‐seven percent of immigrants were attracted by the area; others had been resettled from other villages or were returning to family lands. Attitudes toward PAs were generally positive, but immigrants attracted by the area and who used resources within the PA with fewer restrictions expressed more negative attitudes toward PAs. Household location, losses due to wild animals, and restrictions on access to natural resources were the main drivers of this negative attitude. Profit‐seeking migrants did not expect these constraints and were particularly concerned with local overpopulation and access to natural resources. To avoid socio‐ecological traps near PAs (i.e., unforeseen reduced adaptive capacity) integrated conservation should address mismatches between management policy and local expectations. This requires accounting for endogenous processes, for example, local socio‐ecological dynamics and values that shape the coexistence between humans and wildlife. 认为各级政府是耕地保护的主体,负有建设、管理和保护耕地的责任。十几年来,由于政府耕地保护责任的缺失,全国出现了相关法律法规缺乏协调、政策不连贯、执法力度不够、违法用地现象普遍等问题。今后应进一步落实政府责任制,为耕地保护创造良好的工作机制和条件,管理部门要提高耕地管理水平,公开政务信息,疏通司法审判渠道,切实保障农民的合法权益。  相似文献
