A systematic review of literature on community resilience measurement published between 2005 and 2014 revealed that the profound lack of clarity on risk and resilience is one of the main reasons why confusion about terms such as adaptive capacity, resilience, and vulnerability persists, despite the effort spared to operationalise these concepts. Resilience is measured in isolation in some cases, where a shock is perceived to arise external to the system of interest. Problematically, this contradicts the way in which the climate change and disaster communities perceive risk as manifesting itself endogenously as a function of exposure, hazard, and vulnerability. The common conceptualisation of resilience as predominantly positive is problematic as well when, in reality, many undesirable properties of a system are resilient. Consequently, this paper presents an integrative framework that highlights the interactions between risk drivers and coping, adaptive, and transformative capacities, providing an improved conceptual basis for resilience measurement.  相似文献

Human emissions of greenhouse gases are already changing our climate. This paper provides an overview of the relation between climate change and weather extremes, and examines three specific cases where recent acute events have stimulated debate on the potential role of climate change: the European heatwave of 2003; the risk of inland flooding, such as recently in Central Europe and Great Britain; and the harsh Atlantic hurricane seasons of 2004 and 2005. Furthermore, it briefly assesses the relation between climate change and El Ni?o, and the potential of abrupt climate change. Several trends in weather extremes are sufficiently clear to inform risk reduction efforts. In many instances, however, the potential increases in extreme events due to climate change come on top of alarming rises in vulnerability. Hence, the additional risks due to climate change should not be analysed or treated in isolation, but instead integrated into broader efforts to reduce the risk of natural disasters.  相似文献

How do disasters shape local government legitimacy in relation to managing climate‐ and disaster‐related risks? This paper looks at how local authorities in Central Vietnam perceive their social contract for risk reduction, including the partial merging of responsibilities for disaster risk management with new plans for and investments in climate change adaptation and broader socioeconomic development. The findings indicate that extreme floods and storms constitute critical junctures that stimulate genuine institutional change. Local officials are proud of their strengthened role in disaster response and they are eager to boost investment in infrastructure. They have struggled to reinforce their legitimacy among their constituents, but given the shifting roles of the state, private sector, and civil society, and the undiminished emphasis on high‐risk development models, their responsibilities for responding to emerging climate change scenarios are increasingly nebulous. The past basis for legitimacy is no longer valid, but tomorrow's social contract is not yet defined.  相似文献

The intimate connections between disaster recovery by and the resilience of affected communities have become common features of disaster risk reduction programmes since the adoption of The Hyogo Framework for Action 2005-2015. Increasing attention is now paid to the capacity of disaster-affected communities to 'bounce back' or to recover with little or no external assistance following a disaster. This highlights the need for a change in the disaster risk reduction work culture, with stronger emphasis being put on resilience rather than just need or vulnerability. However, varied conceptualisations of resilience pose new philosophical challenges. Yet achieving a consensus on the concept remains a test for disaster research and scholarship. This paper reviews the concept in terms of definitional issues, the role of vulnerability in resilience discourse and its meaning, and the differences between vulnerability and resilience. It concludes with some of the more immediately apparent implications of resilience thinking for the way we view and prepare for disasters.  相似文献

We created a measure to help comprehend population vulnerability to potential flooding and excessive heat events using health, built environment and social factors. Through principal component analysis (PCA), we created non‐weighted sum index scores of literature‐reviewed social and built environment characteristics. We created baseline poor health measures using 1999–2005 age‐adjusted cardiovascular and combined diabetes and hypertension mortality rates to correspond with social–built environment indices. We mapped US Census block groups by linked age‐adjusted mortality and a PCA‐created social–built environment index. The goal was to measure flooding and excessive heat event vulnerability as proxies for population vulnerability to climate change for Travis County, Texas. This assessment identified communities where baseline poor health, social marginalisation and built environmental impediments intersected. Such assessments may assist targeted interventions and improve emergency preparedness in identified vulnerable communities, while fostering resilience through the focus of climate change adaptation policies at the local level.  相似文献

韧性理论引入灾害风险管理领域,为世界防灾减灾实践提供了新理念,并在国内外韧性城市社区建设中得到广泛应用,但针对乡村地区,尤其是高脆弱性的贫困村韧性社区建设的研究还较为鲜见。该文以韧性理论为基础,结合乡村振兴战略规划,通过对贫困村社会生态系统特征的分析,探讨了新时期我国贫困村灾后恢复重建与灾害风险管理发展方向及特点。研究发现:贫困村不仅产业经济落后,而且还具有自然环境复杂、基础设建设滞后、社会公益设施匮乏、教育水平较低、自然灾害频发等特点。这类灾害多发区与贫困人口聚集区在空间上的叠加,成为我国社会生态系统高脆弱性地区,面临着严峻的防灾减灾与扶贫开发的双重挑战;基于韧性理论视角,通过构建贫困村适灾韧性系统,开展贫困村社区韧性综合评价,调整贫困村灾后恢复重建规划编制理念等,以推动贫困村灾后恢复重建的转型;在此基础上,结合贫困村社会生态系统特点,以建立健全贫困村灾害风险管理机制、探究提升贫困村适灾韧性社区建设的新途径、协同灾害管理与乡村振兴发展目标、开展灾区恢复重建动态监测与后效评价等政策举措为抓手,深化贫困村灾害风险管理实践,提升贫困地区可持续发展能力。  相似文献

Climate change will affect those most vulnerable in the developing world, and humanitarian relief and development organizations will need to respond. Using a quantitative survey, the attitudes of World Vision staff towards climate change and its risks for children were examined. Results indicate a very strong awareness of climate change and its risks to the key outcome indicator of the organization (child well-being), but there are significant variations within the organization. Specific groups perceive fewer risks to child well-being and may be less supportive of action on climate change. Internal strategies are needed to build necessary commitments to organizational action.  相似文献

Disasters and environmental degradation create serious problems all around the world. They are inherently linked, but little attention is paid to their interaction, particularly at local levels. The degree of integration of disaster management and risk analysis with environmental management programs in relation to human vulnerability has been examined in Thua Thien Hue Province, Central Viet Nam. Unsustainable agricultural practices, and inappropriate development programs have contributed substantially to the increase of disaster risks. On the other hand, disasters damage natural resources and reduce environmental quality, indirectly contributing to increasing poverty which in turn, adds to the vulnerability of both natural and human systems, so further increasing disaster losses. Notwithstanding, in Viet Nam, there is a big gap between disaster and environment management policies and programs. In order to bridge the gap, an integrated approach in which environment-disaster linkage, rural—urban linkage, and poverty are brought into focus as core aspects of disaster management.  相似文献

This article analyses the role of social protection programmes in contributing to people's resilience to climate risks. Drawing from desk‐based and empirical studies in Ethiopia, Kenya and Uganda, it finds that social transfers make a strong contribution to the capacity of individuals and households to absorb the negative impacts of climate‐related shocks and stresses. They do so through the provision of reliable, national social safety net systems—even when these are not specifically designed to address climate risks. Social protection can also increase the anticipatory capacity of national disaster response systems through scalability mechanisms, or pre‐emptively through linkages to early action and early warning mechanisms. Critical knowledge gaps remain in terms of programmes’ contributions to the adaptive capacity required for long‐term resilience. The findings offer insights beyond social protection on the importance of robust, national administrative systems as a key foundation to support people's resilience to climate risks.  相似文献

This paper examines the extent to which economic development decreases a country's risk of experiencing climate‐related disasters as well as the societal impacts of those events. The paper proceeds from the underlying assumption that disasters are not inherently natural, but arise from the intersection of naturally‐occurring hazards within fragile environments. It uses data from the International Disaster Database (EM‐DAT), 1 representing country‐year‐level observations over the period 1980–2007. The study finds that low‐income countries are significantly more at risk of climate‐related disasters, even after controlling for exposure to climate hazards and other factors that may confound disaster reporting. Following the occurrence of a disaster, higher income generally diminishes a country's social vulnerability to such happenings, resulting in lower levels of mortality and morbidity. This implies that continued economic development may be a powerful tool for lessening social vulnerability to climate change.  相似文献

This paper examines the topic of financing adaptation in future climate change policies. A major question is whether adaptation in developing countries should be financed under the 1992 United Nations Framework Convention on Climate Change (UNFCCC), or whether funding should come from other sources. We present an overview of financial resources and propose the employment of a two-track approach: one track that attempts to secure climate change adaptation funding under the UNFCCC; and a second track that improves mainstreaming of climate risk management in development efforts. Developed countries would need to demonstrate much greater commitment to the funding of adaptation measures if the UNFCCC were to cover a substantial part of the costs. The mainstreaming of climate change adaptation could follow a risk management path, particularly in relation to disaster risk reduction. 'Climate-proofing' of development projects that currently do not consider climate and weather risks could improve their sustainability.  相似文献

The development-disaster risk management agenda has been shaped over the last 25 years by development policies and practices that have isolated lesser developed countries' development agenda from dealing with risk to natural hazards, by intentional actions to create a theory and practice of disaster risk management alongside other cross-cutting issues, by attempting to nurture emergency management in the context of disaster risk management and by fostering competition for resources. Sovereign states, multilateral development banks and the international development community should collaborate in shifting paradigms to: consider all development actions as initiatives to reduce risk; separate emergency management policy and practice from disaster risk management; fold disaster risk management and climate change adaptation into development planning and lending processes so as to address risk to natural hazards; promote hazard, vulnerability and risk information as a public good; and insist on accountability and responsibility to natural hazard risk all along the development continuum.  相似文献

The measurement of vulnerability—defined here as the asymmetric response of disaster occurrences to hazardous events—signifies a key step towards effective disaster risk reduction and the promotion of a culture of disaster resilience. One of the reasons for not being able to do the same in a wider context is related to conceptual, definitional, and operational issues. This paper presents an operationally feasible framework for conducting this task and measures revealed macro vulnerability as a function of disaster risk and hazard probability. The probabilities of hazard and its perceived disaster risk were obtained from past data and from probability distributions. In this paper, the corresponding analytical framework is constructed using the case study of floods in Assam, India. The proposed indicator will help policymakers to draw on available macro‐level data to identify the regions that are vulnerable to disasters, where micro‐level disaster vulnerability assessments could be performed in greater detail.  相似文献

Building resilience to disasters is indispensable in cities, like Chennai, India, which are challenged by emerging urban disaster risks caused by impacts of urbanization and higher probability of future disasters due to climate change. In this paper, an action-oriented resilience assessment (AoRA), consisting of 63 actions, divided into 21 parameters and 5 dimensions (physical, social, economic, institutional and natural), is defined which has the objective to enhance the resilience of communities of Chennai to climate-related disasters. On the basis of responses from the selected target group, community leaders (councillors) in the 155 wards, the local government of Chennai is the key stakeholder to implement the proposed actions in the AoRA. However, further findings underpin that a multi-stakeholder approach, involving communities, academia, private organizations and NGOs, is needed to create disaster resilient communities.  相似文献

More than a decade after the 1997 Red River Flood, vulnerability to future flooding exists due to a lack of risk communication. This study identifies risk communication gaps and discusses the creation of strategies to enhance information-sharing, bottom-up activity and partnership development. The objectives were achieved using mixed methods, including interviews, a floodplain-wide survey, and a decision-makers' risk management workshop. The results highlight a number of external pressures exerted by regional floodplain policies and procedures that restrict risk communication and affect social vulnerability in the rural floodplain. The failures of a top-down approach to floodplain management have impacted on communities' abilities to address floodplain risks, have amplified local risks, and have decreased community cooperation in floodplain management initiatives since the 1997 'Flood of the Century'. Recommended policies promote the establishment of community standards to compensate for gaps in risk communication and the development of partnerships between floodplain communities.  相似文献

Resilience is widely seen as a desirable system property in environmental management. This paper explores the concept of resilience to natural hazards, using weather-related hazards in coastal megacities as an example. The paper draws on the wide literature on megacities, coastal hazards, hazard risk reduction strategies, and resilience within environmental management. Some analysts define resilience as a system attribute, whilst others use it as an umbrella concept for a range of system attributes deemed desirable. These umbrella concepts have not been made operational to support planning or management. It is recommended that resilience only be used in a restricted sense to describe specific system attributes concerning (i) the amount of disturbance a system can absorb and still remain within the same state or domain of attraction and (ii) the degree to which the system is capable of self-organisation. The concept of adaptive capacity, which has emerged in the context of climate change, can then be adopted as the umbrella concept, where resilience will be one factor influencing adaptive capacity. This improvement to conceptual clarity would foster much-needed communication between the natural hazards and the climate change communities and, more importantly, offers greater potential in application, especially when attempting to move away from disaster recovery to hazard prediction, disaster prevention, and preparedness.  相似文献

This article outlines a methodology to help agencies better determine whether or not relief seed is needed by farmers affected by disaster. A brief review of current seed needs assessment procedures in southern Somalia and Mozambique illustrates problems of knowing which crops and households are affected, the importance of seed access (not just availability) and the need to plan interventions earlier than at present. The development of a Seed Systems Profile (SSP) is proposed to understand better both the socio-economic and agro-ecological aspects of farmers' seed systems. A five-step framework for assessing seed systems in disaster situations is also presented. These tools are currently being tested and further refined in Mozambique. A better understanding of farmers' seed systems will allow for the development of relief and rehabilitation interventions that effectively enhance the resilience and reduce the vulnerability of these systems.  相似文献

灾害损失评估是灾害风险管理、科学防灾减灾规划的基础。除了直接经济损失外,间接经济损失是反映灾害影响强度及社会经济系统脆弱性的重要指标。经济越发达,经济系统关联程度越高,经济系统的脆弱性就越大,灾害间接经济影响也越大。已有研究表明,灾害间接经济损失往往与直接经济损失为同一量级,甚至是直接经济损失的数倍。间接经济损失评估是科学评价灾害影响不可或缺的组成部分,其中,产业部门间接经济损失和灾后恢复重建期的评估,可以为灾后恢复重建决策和防灾减灾规划提供有效的决策工具。政府决策者、学术界应重视灾害,特别是重大灾害(或巨灾)对地区经济长期可持续发展可能造成的影响,从而为减轻灾害的影响做好充分准备。  相似文献
