Sustainable development of the aquatic environment depends upon routine and defensible cumulative effects assessment (CEA). CEA is the process of predicting the consequences of development relative to an assessment of existing environmental quality. Theoretically, it provides an on-going mechanism to evaluate if levels of development exceed the environment's assimilative capacity; i.e., its ability to sustain itself. In practice, the link between CEA and sustainable development has not been realized because CEA concepts and methods have developed along two dichotomous tracks. One track views CEA as an extension of the environmental assessment (EA) process for project developments. Under this track, stressor-based (S-B) methods have been developed where the emphasis is on local, project-related stressors, their link with aquatic indicators, and the potential for environmental effects through stressor-indicator interactions. S-B methods focus on the proposed development and prediction of project-related effects. They lack a mechanism to quantify existing aquatic quality especially at scales broader than an isolated development. This limitation results in the prediction of potential effects relative to a poorly defined baseline state. The other track views CEA as a broader, regional assessment tool where effects-based (E-B) methods specialize in quantification of existing aquatic effects over broad spatial scales. However, the predictive capabilities of E-B methods are limited because they are retrospective, i.e., the stressor causing the effect is identified after the effect has been measured. When used in isolation, S-B and E-B methods do not address CEA in the context necessary for sustainable development. However, if the strengths of these approaches were integrated into a holistic framework for CEA, an operational mechanism would exist to better monitor and assess sustainable development of our aquatic resources. This paper reviews the existing conceptual basis of CEA in Canada including existing methodologies, limitations and strengths. A conceptual framework for integrating project-based and regional-based CEA is presented.  相似文献

In Canada, Environmental Effects Monitoring (EEM) programs exist within two regulations: the Pulp and Paper Effluent Regulations and the newMetal Mining Effluent Regulations under the Canadian Fisheries Act. EEM provides a biological, effects-based feedback loop to assess the effectiveness of technology-based regulations in protecting receiving environments. The promulgation of the Pulp and Paper Effluent Regulations, in 1992, represented a significant step forward in the Canadian regulatory approach by incorporating directly into a regulation a requirement to assess the effects of effluent discharges on receiving environments using proven scientific monitoring methodologies. Similarly, an assessment of the aquatic impacts of mines resulted in recommendations to amend the Metal Mining Effluent Regulations, recently promulgated in 2002, and includes an EEM program as a science-based feedback loop. As such, these regulations recognize the possibility that national, technology-based standards may not necessarily protect all receiving environments because of the diversity and variability of both discharges and receiving sites across the country. Since that time, EEM has improved its flexibility by considering both advances in science and the uniqueness of monitoring sites across Canada to allow the most appropriate and cost-effective monitoring approaches at each site while maintaining national consistency. This paper discusses the use of monitoring under two Canadian regulations to assess effects on aquatic ecosystems. As well, the National EEM approach to maintaining up-to-date scientific practices in a national regulatory program is discussed using examples.  相似文献

流域水生态完整性评价是指通过对水生态系统中不同水生态指标(生物和非生物)的监测以及由数学方法综合形成的综合评价指数,来反映水生态系统完整性状况。近年来,世界各国水环境管理政策发生了变化,开始强调生态保护,重视水体的生态质量。中国现行的常规理化监测指标(如COD、氨氮、BOD5)很难满足水环境管理的需求,难以全面准确地反映水环境质量变化的趋势。因此,在借鉴欧美发达国家流域水生态完整性评价方法的基础上,结合中国目前监测现状以及流域水环境管理需求,构建了包括物理生境指标、理化指标、水生生物指标在内的流域水生态完整性监测与评价方法,以期为中国流域水质目标管理技术体系的业务化运行提供可资借鉴的技术支撑,实现从单一的化学指标监测转向综合的水生态系统监测,实现流域水生态完整性的监测与评价。  相似文献

在介绍河流水环境健康风险评价的研究进展上,探讨了河流水环境健康风险监测与评价系统的设计.对系统结构和功能进行了剖析,进行了模型设计,对河流水环境健康风险预测预警进行分析和设计,并采用3S技术、通讯技术和软件开发技术结合进行该系统的集成和应用,以达到监测、评价、预测和预警的基本功能,一旦污染发生或进入预警状态时及时在界面上以图形网络或警戒色报警,并向有关责任人发送信息,并以可视化的交互模式传递给决策管理层,以减少风险带来的损失.  相似文献

Cumulative impact assessment (CIA) is the process of systematically assessing a proposed action's cumulative environmental effects in the context of past, present, and future actions, regardless of who undertakes such actions. Previous studies have examined CIA efforts at the federal level but little is known about how states assess the cumulative impacts of nonfederal projects. By examining state environmental review statutes, administrative rules, agency-prepared materials, and a national survey of the administrators of state environmental review programs, this study identifies the legal and administrative frameworks for CIA. It examines current CIA practice, discusses the relationship between CIA policy and its implementation, and explores the opportunities for improvement. The results of the study show that twenty-nine state environmental review programs across twenty-six states required the assessment of cumulative environmental impacts. More than half of these programs have adopted specific procedures for implementing their policies. Some programs assessed cumulative impacts using a standard review document, and others have created their own documentations incorporated into applications for state permits or funding. The majority of programs have adopted various scales, baselines, significance criteria, and coordination practices in their CIA processes. Mixed methods were generally used for data collection and analysis; qualitative methods were more prevalent than quantitative methods. The results also suggest that a program with comprehensive and consistent environmental review policies and procedures does not always imply extensive CIA requirements and practices. Finally, this study discusses the potential for improving existing CIA processes and promoting CIA efforts in states without established environmental review programs.  相似文献

生物监测可以系统反映污染物对生物生长的影响及其在生物体内的转化和迁移,在水环境监测与生态健康管理中的重要性日益突出。伴随着工业化的快速发展,中国水环境污染问题依然严峻,工业废水治理和排放问题仍旧突出。为进一步保障工业废水出水及受纳水体水质安全,迫切需要在工业废水监测中引入生物监测技术。对传统微生物群落监测法、水生生物毒性监测法和基于分子生物学技术的微生群落监测法等在工业废水监测领域的研究及应用进行了综述,并对存在的问题进行了总结。建议后续进一步完善工业废水生物监测体系时,参考国外成熟经验,制定出符合国内需求及特征的工业废水生物监测方法与评价标准,以便更好地掌握工业区整体环境健康及污染状况。  相似文献

Environmental benchmarks are widely used in Canadian environmental assessment as a standard against which to monitor air or water quality in response to human activities in the environment. Recent work in Canada has developed the concept of ecological benchmarks as a complement to environmental benchmarks. However, implementation of ecological benchmarks may be challenging. This paper presents an analogy between ecological benchmarks and the more commonly used environmental benchmarks, as an attempt to increase understanding and use of ecological benchmarks in resource management, assessment, and monitoring. Ecological benchmarks, and their corresponding indicators, will be challenging to identify and use. However, through the use of the principles of adaptive management, effective ecological indicators and benchmarks can be established. Although it is essential that ecological benchmarks are site-specific, the analogy and general principles outlined here are applicable to assessment and monitoring in any part of the world.  相似文献

为支撑国家地下水环境管理与污染防治,在系统梳理我国地下水环境监测发展历程的基础上,分析了当前地下水环境监测的技术特点,从支撑国家地下水环境质量考核的角度出发,研究构建了涵盖点位布设、监测指标选取、样品采集与保存、样品分析测试、质量保证与质量控制、质量评价等全流程的监测技术体系和质量管理体系,建立了"十四五"国家地下水环境质量考核监测网络建设及业务运行模式。基于覆盖全国所有地级及以上城市、主要水文地质单元、典型规模以上地下水型饮用水水源地与重点污染源的考核监测网络,建立了完善的地下水环境监测技术与质量管理体系,有效支撑了国家地下水环境质量考核,有助于各级管理部门掌握地下水环境质量状况,有针对性地开展地下水污染防治,为逐步改善地下水环境质量提供基础保障。  相似文献

This risk assessment on tetrachloroethylene (PER) was carried out specifically for the marine environment, according to the methodology laid down in the EU risk assessment Regulation (1488/94) and the Guidance Document of the EU New and Existing Substances Regulation (TGD, 1997). The study consists of the collection and evaluation of data on effects and environmental concentrations from analytical monitoring programs in large rivers and estuaries in the North Sea area. The risk is indicated by the ratio of the "predicted environmental concentrations" (PEC) and the "predicted no effect concentrations" (PNEC) for the marine aquatic environment. In total, 18 studies for fish, 13 studies for invertebrates and 8 studies for algae have been evaluated. Both acute and chronic toxicity studies have been taken into account and the appropriate assessment factors have been used to define a PNEC value of 51 µg/l. Most of the available monitoring data apply to rivers and estuary waters and were used to calculate PECs. The most recent data (1991-1995) support a typical PEC of 0.2 µg PER/l water and a worst case PEC of 2.5 µg PER/l water. The calculated PEC/PNEC ratios give a safety margin of 20 to 250 between the predicted no effect concentration and the exposure concentration. Additional evaluation of environmental fate and bioaccumulation characteristics showed that no concern is expected for food chain accumulation.  相似文献

The paper draws results from a review of literature to examine the strengths and weaknesses of the integrated environmental assessment framework in Canada with respect to the inclusion of health impact assessment. Insights include the legislative nature, rigid structure and priority for the natural environment that may restrict progress and the pool of government agencies that need to be convinced of the benefits of health impact assessment that may provide a strong structure for compliance in the long term.  相似文献

A longstanding critique of project-level environmental assessment is that it is weak at addressing cumulative effects, and because of this many argue that cumulative effects are best managed at a regional scale. However, in the absence of regional management it is important that project-level assessment supports cumulative effects management as best as possible. In this paper we present case study socio-economic impact assessments of liquefied natural gas development on Aboriginal groups on Canada's west coast. The case studies use an analytical structure modified from typical Canadian practice including unambiguous and non-arbitrary significance thresholds grounded in stakeholder values to focus baselines, impact assessment, and significance determination on cumulative effects. This approach is found to be more capable of informing decision-makers on cumulative effects as well as more rigorous and transparent than typical assessments. Much of this approach is not conceptually new, but at least in western Canada such an approach is not typically used or meaningfully implemented by practitioners. As such, the case studies serve to illustrate how practice can bolster project-level assessment.  相似文献

Most EIA programs around the world require the consideration of human health impacts. Yet relatively few EIA documents adequately address those impacts. This article examines how, why, and to what extent health impacts are analyzed in environmental impact assessments in the U.S. An empirical study of 42 environmental impact statements found that more than half contained no mention of health impacts. In the others, health impacts were analyzed narrowly, if at all, using risk assessment to quantify the carcinogenic potential of a single substance over a single generation. This analytic focus overlooks other significant morbidity and mortality risks, cumulative and intergenerational effects, and broader determinants of health. This article investigates these problems and provides recommendations to improve human health impact assessment, using strategic environmental assessment, qualitative health data, health outcomes in addition to cancer, and a precautionary approach to risk.  相似文献

环境质量的优劣直接关系到人类的生存和发展,如何对某一区域环境质量进行科学的综合评价对环境管理具有重要的理论和现实意义。根据环境质量评价指标的选择原则,以环境质量监测为基础,通过征求专家意见确定了能反映区域环境质量特性的指标及其权重,建立了区域环境质量的综合评价体系。并用此综合评价体系对四川省6个地区的环境质量进行了评价,计算了区域环境质量综合指数,结果表明,该评价体系简单、方便、适用性强且易于操作,为科学地评价和考核区域环境质量提供研究方法。  相似文献

According to EC regulations the deliberate release of genetically modified (GM) crops into the agro-environment needs to be accompanied by environmental monitoring to detect potential adverse effects, e.g.unacceptable levels of gene flow from GM to non-GM crops, or adverse effects on single species or species groups thus reducing biodiversity. There is, however, considerable scientific and public debate on how GM crops should be monitored with sufficient accuracy, discussing questions of potential adverse effects, agro-environmental variables or indicators to be monitored and respective detection methods; Another basic component, the appropriate number and location of monitoring sites, is hardly considered. Currently, no consistent GM crop monitoring approach combines these components systematically. This study focuses on and integrates spatial agro-environmental aspects at a landscape level in order to design monitoring networks. Based on examples of environmental variables associated with the cropping of Bt-Maize (Zea maize L.), herbicide-tolerant (HT) winter oilseed rape (Brassica napus L.), HT sugar beet (Beta vulgaris L.), and starch-modified potato (Solanum tuberosum L.), we develop a transferable framework and assessment scheme that comprises anticipated adverse environmental effects, variables to be measured and monitoring methods.These we integrate with a rule-based GIS (geographic information system) analysis, applying widely available spatial area and point information from existing environmental networks. Since the field of environmental assessment tools for buildings is vast, the aim of this study is to clarify that field by analysing and categorising existing tools. The differences between the tools are discussed and the current situation within the tools is critically analysed. However, the comparison of the tools is difficult, if not impossible. For example, the tools are designed for assessing different types of buildings, and they emphasise different phases of the life cycle. In addition to environmental aspects, sustainable building includes economic and social aspects. The shift from green building to sustainable building and the future requirements are challenging for building environmental assessment tools. Furthermore, the benefits of using the tools should be analysed — how the tools and their results have affected decision making?  相似文献

Using the reproductive capacity of fish appears to be a suitable approach for risk assessment in the aquatic environment since fish are a typical representative thereof and in addition they are of considerable societal value. Generally the early embryonic stages are considered to be one of the most sensitive parts of a fish's life cycle. A method has been developed to use the state of health of live, naturally spawned fish embryos from plankton samples for biological effects monitoring. During the years 1985–1987 in the southern North Sea and in 1991–1992 in the whole of the North Sea fish eggs were sampled from surface waters and examined for developmental abnormalities. Elevated embryo malformation rates were detected in the plume of the major rivers Elbe and Rhine as well as along the eastern coast of England. Occurring malformations are thought to be pollution-related and may be used to define areas of environmental deterioration. The method is discussed in view of its suitability for biological effects monitoring using malformations in fish embryos as biomarkers.  相似文献

State water quality agencies are custodians of water quality management programs under the Clean Water Act of which the protection and restoration of biological integrity in surface waters is an integral goal. However, an inappropriate reliance on chemical/physical stressor and exposure data or administrative indicators in place of the direct measurement of ecological response has led to an incomplete foundation for water resource management. As point sources have declined in significance, the consequences of this flawed foundation for dealing with the major limitations to biological integrity (nonpoint sources, habitat degradation) have become more apparent. The use of biocriteria in Ohio, for example, resulted in the identification of 50% more impairment than a water chemistry approach alone and other inconsistencies of a flawed monitoring foundation are illustrated in the national 305(b) report statistics on waters monitored, aquatic life use attainment, and habitat degradation. Biological criteria (biocriteria) incorporates the broader concept of water resource integrity to supplement the roles of chemical and toxicological approaches and reduces the likelihood of making overly optimistic estimates of aquatic life condition. A carefully conceived ambient monitoring approach comprised of biological, chemical, and physical measures ensures all relevant stressors to water resource integrity are identified and that the efficacy of administrative actions can be directly measured with environmental results. New multimetric indices, such as the IBI, ICI, and BIBI represent a significant advancement in aquatic resource characterization that have allowed the inclusion of biological information into many States water quality management programs. Ohio adopted numerical biocriteria in the Ohio water quality standards regulations in May 1990 and, through multiple aquatic life uses that reflect a continuum of biological condition, represents a tiered approach to water resource management. Biocriteria provide the impetus and opportunity to recognize and account for natural, ecological variability in the environment, something which previously was been lacking in state water quality management programs. The upper Great Miami River in Ohio illustrates a case study where bioassessment data documented the efficacy of efforts to permit, fund, and construct municipal treatment systems in restoring aquatic life. In contrast, in the Mahoning River similar administrative actions were inadequate to restore aquatic life in an environment with severe sediment contamination and impacts from combined sewer overflows. A biocriteria-based goal of restoring 75% of aquatic life uses by the year 2000 in Ohio has led to the use of biological data to identify trends and forecast the status and the causes and sources of impairment to Ohio streams, an effort that should affect the strategic focus of our water resource management efforts. A biocriteria-based approach has profoundly influenced strategic planning and priority setting, water quality based permitting, water quality standards, basic monitoring and reporting, nonpoint source assessment, and problem discovery within Ohio EPA.  相似文献
