Abstract: Strategic environmental assessment (SEA) for offshore oil and gas planning and development is utilized in select international jurisdictions, but the sector has received limited attention in the SEA literature. While the potential benefits of and rationale for SEA are well argued, there have been few empirical studies of SEA processes for the offshore sector. Hence, little is known about the efficacy of SEA offshore, in particular its influence on planning and development decisions. This paper examines SEA practice and influence in three international offshore systems: Norway, Atlantic Canada and the United Kingdom, with the intent to identify the challenges, lessons and opportunities for advancing SEA in offshore planning and impact assessment. Results demonstrate that SEA can help inform and improve the efficacy and efficiency of project-based assessment in the offshore sector, however weak coordination between higher and lower tiers limit SEA's ability to influence planning and development decisions in a broad regional environmental and socioeconomic context.  相似文献

Integration of environmental assessment tools has long been promoted as best practice with the potential to bring environmental benefits. In this research, we set out to evaluate the effectiveness of integration of environmental impact assessment (EIA) and mine closure planning using a simple effectiveness criteria framework, applied to current regulatory provisions and practices in Western Australia. The effectiveness criteria for the integration of EIA and mine closure planning, compiled from existing reviews of integration and effectiveness concepts in the impact assessment literature, considers procedural, transactive, substantive effectiveness and overall process legitimacy. Data analysis consisted of a literature review, examination of regulatory and guidance material and interviews with 12 experienced EIA and/or mine closure practitioners with an industry or regulatory focus. The results provide strong, positive examples of procedural, transactive and substantive effectiveness due to the integrated framework. These include behavioural changes, improved knowledge and learning and better provision for closure at an early stage of mine planning. A trajectory of improvement was noted by everybody interviewed. However, a key driver for effectiveness is the enthusiasm of key facilitations, and tension exists due to the different motivations of the two lead regulatory agencies which poses a challenge for the integrated framework. While it can reasonably be argued that the effectiveness of early mine closure planning cannot yet be realised, due to a paucity of completely closed mines in Australia this study nevertheless demonstrates clear benefits and opportunities result from early stage integration of EIA with mine closure planning.  相似文献

More than 1.5 million people live in the Kathmandu valley. The valley is facing an extreme shortage of water supply. At the same time the demand is escalating rapidly. To address this issue of scarcity of water, the government of Nepal has proposed a project of inter-basin transfer of water from Melamchi River located 40 km north-east of the Kathmandu valley. The project will cover two districts and three municipalities and will potentially have significant impacts on the environment. In accordance with the Environmental Protection Regulation of Nepal (1997), the Melamchi Water Supply Project (MWSP) has undergone an EIA during the feasibility study stage of the proposed project. The recommendations contained in the EIA were integrated into the project design for implementation in 2006. This paper summarizes the background of MWSP, the environmental concerns described in the EIA and the status of Environmental Management Plan (EMP) developed to address environmental compliance and other issues involving participation and support of the local people. This paper also provides some lessons to learn on the modalities of addressing the demands and grievances of the local people concerning environmental management.  相似文献

Current political discussions and developments indicate the importance and urgency of incorporating climate change considerations into EIA processes. The recent revision of the EU Directive 2014/52/EU on Environmental Impact Assessment (EIA) requires changes in the EIA practice of the EU member states. This paper investigates the extent to which the Environmental Impact Assessment (EIA) can contribute to an early consideration of climate change consequences in planning processes. In particular the roles of different actors in order to incorporate climate change impacts and adaptation into project planning subject to EIA at the appropriate levels are a core topic. Semi-structured expert interviews were carried out with representatives of the main infrastructure companies and institutions responsible in these sectors in Austria, which have to carry out EIA regularly. In a second step expert interviews were conducted with EIA assessors and EIA authorities in Austria and Germany, in order to examine the extent to which climate-based changes are already considered in EIA processes. This paper aims to discuss the different perspectives in the current EIA practice with regard to integrating climate change impacts as well as barriers and solutions identified by the groups of actors involved, namely project developers, environmental competent authorities and consultants (EIA assessors/practitioners). The interviews show that different groups of actors consider the topic to different degrees. Downscaling of climate change scenarios is in this context both, a critical issue with regards to availability of data and costs. Furthermore, assistance for the interpretation of relevant impacts, to be deducted from climate change scenarios, on the specific environmental issues in the area is needed. The main barriers identified by the EIA experts therefore include a lack of data as well as general uncertainty as to how far climate change should be considered in the process without reliable data but in the presence of knowledge about possible consequences at an abstract level. A joint strategy on how to cope with uncertain prognoses about main impacts on environmental issues for areas without reliable data requires a discussion and cooperation between EIA consultants and environmental authorities.  相似文献

Environmental impact assessment (EIA) is a policy tool used for evaluating a project proposal from physical and socioeconomic environmental perspectives. Its aim is to reduce the impact of development on environment, hence, ensuring environmental sustainability. It is mandatory to submit an Environmental Impact Statement before starting a mega project as required by Environmental Protection Act of 1997 and Environmental Policy of Pakistan. Public consultation plays a key role in an EIA system, identifying the likely aspects and impacts of a development activity. This aspect has been ignored in effective enactment of environmental legislation in Pakistan. Sufficient legislative instruments are there to support EIA system in the country but the agencies responsible for the enforcement of environmental regulations have failed to do so. The current research gives an insight into the actual status of EIA system in Pakistan along with the feedback of EIA specialists and university teachers of the concerned departments. A new index has been devised on the basis of questionnaire response to work out the overall performance of EIA system in Pakistan or any other country. The weaknesses and deficiencies of each EIA stage have been worked out for Pakistan and elaborated with the help of the controversial Zero point Interchange Project in the capital city of Pakistan.  相似文献

Considerable attention has been given to the effectiveness of environmental impact assessment (EIA) since the 1970s. Relatively few research studies, however, have approached EIA as an instrument of environmental governance, and have explored the mechanisms through which EIA influences the behaviour of actors involved in planning processes. Consequently, theory in this area is underspecified. In this paper we contribute to theory-building by analysing the effectiveness of a unique EIA system: the Danish system. In this system the competent authority, instead of the project proponent, undertakes EIA reporting. Additionally, the public, rather than experts, play a central role in quality control and the Danish EIA community is relatively small which influences community dynamics in particular ways. A nation-wide survey and expert interviews were undertaken in order to examine the views of actors involved in EIA on the effectiveness of this anomalous system. The empirical data are compared with similar studies on governance mechanisms in other countries, especially the United Kingdom and the Netherlands, as well as with earlier evaluations of EIA effectiveness in Denmark. The results indicate that the more extensive role attributed to the competent authority may lead to higher EIA effectiveness when this aligns with their interests; the influence of the public is amplified by a powerful complaints system; and, the size of the EIA community appears to have no substantial influence on EIA effectiveness. We discuss how the research findings might enhance our theoretical understanding of the operation and effectiveness of governance mechanisms in EIA.  相似文献

Environmental impact assessment (EIA) has been, and remains for the time being, a very important tool of environmental management — though not always for the reasons one would expect. Major achievements of EIA have been through indirect benefits that have had little recognition to date, particularly the achievements of its stimulative and educative roles. However, EIA is evolving as a planning tool and will continue to do so, and we argue that, in time, we will be able to go beyond EIA as a separate stand alone process. We indicate the requirements for its eventual absorption into project planning and design, and the concomitant need to fully incorporate environmental issues in land use planning to address those matters that cannot be addressed on a project-by-project basis.  相似文献

The effectiveness of EIA for evaluating transport planning projects is increasingly being questioned by practitioners, institutions and scholars. The academic literature has traditionally focused more on solving content-related problems with EIA (i.e. the measurement of environmental effects) than on process-related issues (i.e. the role of EIA in the planning process and the interaction between key actors). Focusing only on technical improvements is not sufficient for rectifying the effectiveness problems of EIA. In order to address this knowledge gap, the paper explores how EIA is experienced in the Spanish planning context and offers in-depth insight into EIA process-related issues in the field of urban transport planning. From the multitude of involved actors, the research focuses on exploring the perceptions of the two main professional groups: EIA developers and transport planners. Through a web-based survey we assess the importance of process-related barriers to the effective use of EIA in urban transport planning. Ecological monitoring is a complementary component of the overall environmental management and monitoring program of any Environmental Impact Assessment (EIA) report. The monitoring method should be developed for each project phase and allow for periodic reporting and assessment of compliance with the environmental conditions and requirements of the EIA. Also, this method should incorporate a variance request program since site-specific conditions can affect construction on a daily basis and require time-critical application of alternative construction scenarios or environmental management methods integrated with alternative mitigation measures. Finally, taking full advantage of the latest information and communication technologies can enhance the quality of, and public involvement in, the environmental management program. In this paper, a landscape-scale ecological monitoring method for major construction projects is described using, as a basis, 20 months of experience on the Baku-Tbilisi-Ceyhan (BTC) Crude Oil Pipeline Project, covering Turkish Sections Lot B and Lot C. The use of economic valuation methods to assess environmental impacts of projects and policies has grown considerably in recent years. However, environmental valuation appears to have developed independently of regulations and practice of environmental impact assessment (EIA), despite its potential benefits to the EIA process. Environmental valuation may be useful in judging significance of impacts, determining mitigation level, comparing alternatives and generally enabling a more objective analysis of tradeoffs. In China, laws and regulations require the use of environmental valuation in EIA, but current practice lags far behind. This paper assesses the problems and prospects of introducing environmental valuation into the EIA process in China. We conduct four case studies of environmental economic impact assessment (EEIA), three of which are based on environmental impact statements of construction projects (a power plant, a wastewater treatment plant and a road construction project) and one for a regional pollution problem (wastewater irrigation). The paper demonstrates the potential usefulness of environmental valuation but also discusses several challenges to the introduction and wider use of EEIA, many of which are likely to be of relevance far beyond the Chinese context. The paper closes with suggesting some initial core elements of an EEIA guideline.  相似文献

Environmental Impact Assessments (EIAs) that are applied in the planning phases of large land-use and construction projects are aimed at aiding decision-making and mitigating significant environmental impacts. In light of the global biodiversity crisis, conducting high-quality biodiversity impact assessments is important, as biodiversity information, among other factors, has the potential to influence how projects will be implemented in the end. We investigated the biodiversity and bird surveys conducted and the number of bird species of conservation concern in peat extraction and wind farm projects to which an EIA was applied to in 1995–2016 in Finland and compared whether these factors differed between the project types and between implemented and unimplemented projects. We also studied the availability of follow-up monitoring data of biodiversity impacts within the two project types. The number of nationally threatened breeding birds was significantly lower in implemented than in unimplemented peat extraction projects. The overall probability of being implemented was significantly negatively associated with the year the EIA began for both project types. All permitted peat extraction projects and 22% of wind farm projects conducted post-construction biodiversity monitoring; however, only some projects enabled before-after comparisons. Our results are in line with earlier findings that demonstrate the difficulty of showing the direct impacts of biodiversity information on EIA decision-making and to what extent it is related to project approval or rejection. The role of follow-up monitoring in the EIA and project development could also be strengthened.  相似文献

The oil and gas sector is a key driver of the offshore economy. Yet, it is also associated with a number of unwanted environmental impacts which potentially threaten the long term economic and environmental viability of marine ecosystems. Environmental Impact Assessment (EIA) can potentially make a significant contribution to the identification and management of adverse impacts through the promotion of evidence based decision making. However, the extent to which EIA has been embraced by key stakeholders is poorly understood. On this basis, this paper provides an initial evaluation of EIA performance within the oil and gas sector. The methodology adopted for the paper consisted of the structured review of 35 Environmental Statements (ESs) along with interviews with regulators, operators, consultants and advisory bodies. The findings reveal a mixed picture of EIA performance with a significant number of ESs falling short of satisfactory quality and a tendency for the process to be driven by compliance rather than best practice.  相似文献

An environmental impact assessment (EIA) system was established in 1979 in China. Although EIA was designed as a tool for pollution prevention, in practice it has been based on end-of-pipe (EOP) treatment control since it was first introduced. This approach has ensured an overwhelming focus by enterprises on the use of EOP treatment, rather than pollution prevention, to meet environmental standards, and it has produced a low rate of operation for EOP facilities. The low operation rate for EOP facilities can be traced to the traditional EIA system: it leads project proponents to develop large EOP treatment facilities, but once the main production lines are put into operation, proponents rarely have sufficient funds to operate the treatment facilities. This paper analyzes problems that exist in the EIA system in China, and it describes the Cleaner Production Index and Evaluation System, which is being proposed by environmental authorities in China to evaluate EIA projects based on cleaner production criteria. The paper also suggests how cleaner production analysis can be integrated into the EIA system to improve it.  相似文献

Environmental Impact Assessment (EIA) incorporates environmental aspects into decision-making, but sometimes it is not effective in rejecting projects with dubious justification, significant impacts and little social utility, especially when they have political support. EIA is expected to achieve sustainable development, but without calling development into question; however, it should be able to ask the question of whether development is really necessary. Although EIA is political, as a part of the decision-making process, politicization must be limited to prevent it from becoming a mere instrument for giving an “environmental veneer” to development. Some measures thar can help avoid unjustified projects are: adopting administrative justice approach to EIA; minimising politicization of EIA agencies; improving transparency in decision-making and proportionality of EIA procedures; carrying out pre-feasibility studies; increasing the scope of SEA; allowing more than one SEA or EIA procedure for the same development throughout the planning process; strengthening the justification of the project in EIA documents; or making the scoping phase mandatory at least for major projects.  相似文献

The US National Environmental Policy Act (NEPA) requires agencies to consider environmental impacts in the early stages of planning and decision-making. Despite this mandate, agencies typically conduct EIA for projects, rather than for earlier and more strategic decisions, such as plans. This research investigated the extent to which a large federal agency, the US Army, has integrated NEPA analyses with master planning for their installations. Using in-depth case studies of 16 installations, we investigated how and why EIA was (or was not) integrated with planning, and identified the factors that promote or impede integration. Typically, integration has been regarded as concurrence, meaning that the EIA and planning processes are conducted together. Results of this research show, however, that integration can occur, even if the NEPA documents and master plans are not concurrently prepared. In this sense, integration can be viewed as the influence of the EIA process on agency planning and decision-making. Results also indicate that regulations are only one factor, and that several other factors influence the extent of integration, such as agency leadership and organizational incentives. Lessons from this study can help improve both the integration and the substantive implementation of EIA.  相似文献

There is increased awareness of the need to balance multiple societal values in land use and development planning. Best practice has promoted the use of landscape-level conservation planning and application of the ‘mitigation hierarchy’, which focuses on avoiding, minimizing or compensating for impacts of development projects. However, environmental impact assessments (EIA) typically focus in a reactive way on single project footprints with an emphasis on environmental values and specifically biodiversity. This separation may miss opportunities to jointly plan for and manage impacts to both environmental and social values. Integrated approaches may have particular benefit in northern Australia, where Indigenous people have native title to as much as 60% of the land area and cultural values are closely linked with natural values. Here, we present a novel framework for integrating biodiversity and cultural values to facilitate use in EIA processes, using the Nyikina Mangala Native Title Determination Area in the Kimberley, Western Australia, as a case study. We demonstrate 1) how social and cultural values can be organized and analyzed spatially to support mitigation planning, 2) how social, cultural, and biodiversity values may reinforce each other to deliver better conservation outcomes and minimize conflict, and 3) how this information, in the hands of Indigenous communities, provides capacity to proactively assess development proposals and negotiate mitigation measures to conserve social, cultural, and biodiversity values following the mitigation hierarchy. Based on values defined through a Healthy Country Planning process, we developed spatial datasets to represent cultural/heritage sites, freshwater features, common native animals and plants represented by biophysical habitat types, and legally-protected threatened and migratory species represented by potential habitat models. Both cultural/heritage sites and threatened species habitat show a strong thematic and spatial link with freshwater features, particularly the Fitzroy River wetlands. We outline some of the challenges and opportunities of this process and its implications for the Northern Australia development agenda.  相似文献

The Environmental Impact Assessment (EIA) System, which embodies the ??prevention principle?? of the environmental law, is an important tool for environmental protection. This tool has a private importance for Turkey since it is a developing country, and it entered the Turkish law in 1983 with the Environmental Law. Besides, the EIA Regulation, which shows the application principles, became effective in 1993. Because Turkey is a candidate for European Union (EU), the EIA Regulation has been changed due to the EU compliance procedure, and its latest version became valid in 2008. This study aims to emphasize The EIA system in Turkey to supervise the efficiency of this procedure and point the success level. In the introduction part, general EIA concept, its importance, and some notations are mentioned. Following that, the legislation, which builds the EIA system, has been analyzed starting from the 1982 Turkish Constitution. Then, the legislation rules are explained due to the basic steps of the EIA procedure. In order to shed light upon the application, the EIA final decisions given until today, the results, and their distributions to the industries are assessed. In the final part of the study, a SWOT analysis is made to mention the weaknesses, strengths, opportunities, and threats of the EIA system in Turkey.  相似文献

This study applies a process of detailed assessment to summarize the potential impact of a proposed construction or other activity on the environment before implementation of an investment plan. The aim of the study was to develop a general methodology for analysis and evaluation of environmental issues connected with planned activities and proposed projects (especially buildings and engineering constructions, required implementation of environmental impact assessment process) using a risk analysis method, thus enabling the best option among the proposed activities to be chosen. The methodology was developed for conditions in Slovakia but could be arranged for any other country considering national conditions, requirements, standards and legislative. Application of the developed methodology in environmental impact assessment could create preconditions for more effective implementation of the EIA process. This paper provides a framework for the risk analysis component of the scoping phase within the EIA process. The process outlined in this paper will assist with determination of an estimation of risks to environmental and health of proposed activities.  相似文献

The negative impacts of expressway construction projects (ECPs) on ecosystems have raised serious concerns globally. While ECP contractors are selective in implementing sustainable construction, they have rarely been informed of making reasonable efforts to address the concerns. This study aims to map out a quantitative analysis approach to aid contractors in determining ecological protection efforts. Four latent variables are included: project features, project perceptions, ecological impact evaluation, and ecological protection decision-making. It is revealed that project perceptions serve as a foundation for effort determination. The determination is built on the relationship between ecological impacts and the intensity of construction activities. Furthermore, the main effort decision is resource consumption. This study addresses decision-making issues pertained to the uptake of sustainability principles in the ECP sector and contributes a three-step framework for anticipating ecological protection efforts in the area of environmental studies.  相似文献
