The integration of health and well-being into green building rating tools (GBRTs) has been increasingly advocated in recent years, moving beyond an energy efficiency focus. The proposed research responds to this movement by offering a multi-angle analysis of the process of incorporating biophilic strategies into the GBRTs—the Leadership in Energy and Environmental Design (LEED) V4 for Building Design and Construction, LEED V4 for Neighborhood Development, and Green Mark for Non-Residential Buildings (NRB): 2015. Based on a literature review, 42 categories of biophilic strategies are reformatted and reorganized in this paper. Moreover, four influencing factors are identified in this paper, including climate, policy, hydrology, and geography, which enable a correlative comparison through the categories of landscape, ventilation, interaction, mitigation, sense, and mobility. Based on comprehensive analysis, three findings are identified: (1) the correlations and divergences of biophilic strategies among the GBRTs are scrutinized; (2) policy and climate comprise the key influencing factors with high impacts for GM and LEED BD + C, while policy and geography are key factors for LEED ND, as the GBRTs shift from sustainability to well-being; and (3) corresponding to the identified key factors, suggestions are proposed for the stakeholders to support improvements to facilitate biophilic integration with GM and LEED (BD + C, ND).  相似文献

Project-level impact assessment was originally conceived as a snapshot taken in advance of project implementation, contrasting current conditions with a likely future scenario involving a variety of predicted impacts. Current best practice guidance has encouraged a shift towards longitudinal assessments from the pre-project stage through the implementation and operating phases. Experience and study show, however, that assessment of infrastructure-intensive projects rarely endures past the project's construction phase. Negative consequences for environmental, social and health outcomes have been documented. Such consequences clarify the pressing need for longitudinal assessment in each of these domains, with human rights impact assessment (HRIA) as an umbrella over, and critical augmentation of, environmental, social and health assessments. Project impacts on human rights are more closely linked to political, economic and other factors beyond immediate effects of a company's policy and action throughout the project lifecycle. Delineating these processes requires an adequate framework, with strategies for collecting longitudinal data, protocols that provide core information for impact assessment and guidance for adaptive mitigation strategies as project-related effects change over time. This article presents general principles for the design and implementation of sustained, longitudinal HRIA, based on experience assessing and responding to human rights impact in a uranium mining project in Malawi. The case study demonstrates the value of longitudinal assessment both for limiting corporate risk and improving human welfare.  相似文献

Despite the worldwide promotion of the sustainable building (SB) approach, its associated interdependence has seldom been explored. This knowledge gap is significant given the paradigm shift of regarding SBs as complex socio-technical systems embedded with multifaceted interdependence. The aim of this paper is to examine the interdependence of SB through a literature review. The literature review was guided by a framework comprising three dimensions of SB systems, i.e., building performance, methodology and stakeholders, on their theoretical grounds ranged from reductionism to holism. In order to articulate the integration of the three dimensions, this paper examined zero carbon building as a specific case of SB. The findings contribute an innovative approach to examining the interdependence of SB, and should guide the development of strategies for managing the trade-offs in delivering SBs.  相似文献

The specific aim of this study is to investigate popular attitudes toward trees. The paper is involved the understanding of biophilia tendencies with respect to people's views in an urban area. Biophilia is considered as the idea insisting on the dependency of human identity on his relationship with nature. The biophilia fundamental tendencies were explored to establish a biological framework for valuing and affiliating the natural world. Accordingly, the nine tendencies i.e. utilitarian, naturalistic, ecologistic-scientific, aesthetic, symbolic, humanistic, moralistic, dominionistic, and negativistic were investigate to find out how people relate to the nature especially trees. The investigation was based on a quantitative interview which was applied to the public population in the Liverpool urban parks. Data collected from the designed questionnaire was followed by analysis of the data to identify people's attitudes towards trees. The results indicated how important the physical appeal and beauty of trees was for the people and also showed the people's emotional attachments to trees. Furthermore, a decision support model was proposed to evaluate human instincts and preferences in relation to their surrounding areas using the Analytical Hierarchical Process (AHP). The proposed model composed the environmental factors and the biophilia tendencies as the criteria of evaluating environmental-human interactions. A case study was then conducted in Liverpool parks to examine theses interactions. The data gathered was used as the input to the AHP model for the attribute analysis. The AHP model would enable environment managers to compose the relevant information via a link between human feelings about urban trees, and environmental factors for monitoring purposes and performance analysis.  相似文献

To comprehensively pre-evaluate the damages to both the environment and human health due to construction activities in China, this paper presents an integrated building environmental and health performance (EHP) assessment model based on the Building Environmental Performance Analysis System (BEPAS) and the Building Health Impact Analysis System (BHIAS) models and offers a new inventory data estimation method. The new model follows the life cycle assessment (LCA) framework and the inventory analysis step involves bill of quantity (BOQ) data collection, consumption data formation, and environmental profile transformation. The consumption data are derived from engineering drawings and quotas to conduct the assessment before construction for pre-evaluation. The new model classifies building impacts into three safeguard areas: ecosystems, natural resources and human health. Thus, this model considers environmental impacts as well as damage to human wellbeing. The monetization approach, distance-to-target method and panel method are considered as optional weighting approaches. Finally, nine residential buildings of different structural types are taken as case studies to test the operability of the integrated model through application. The results indicate that the new model can effectively pre-evaluate building EHP and the structure type significantly affects the performance of residential buildings.  相似文献

Human induced climate change is one of the single most significant indicators that human society is not pursuing a sustainable trajectory. Managing the risks requires a major transformation of the way energy needs are met. Such a transformation includes changes in the production and consumption system and the incentive structure that shapes this system. The major driving force for transformation is the public concern about the environmental impact of the present fossil fuel based energy system. We may expect that energy producers, encouraged by governments, NGOs and consumer preferences will be responding to these concerns and expectations sooner or later. In fact a number of major international energy companies are presently adjusting their strategies to the needs and concerns of the public. A mix of measures including energy efficiency, a switch to natural gas, major investments in low carbon and renewable energy technologies and underground storage of carbon are elements of such new strategies. Consumers in a number of OECD countries have expressed their willingness to pay more for energy, provided it is green and clean. NGOs continue to put pressure on governments to deal with the climate problem. The challenge for governments is to develop an institutional framework that helps the producers and consumers to go through a transformation of the energy system. As different groups in society are likely to support different strategies, this paper suggests that a pluralistic policy approach including efficiency standards, renewable energy portfolio standards, carbon taxes, and the introduction of a system of tradable emission permits is the most promising approach for a transformation towards a low carbon energy economy. Research can support a transformation of the energy system by exploring the various transformation scenarios. Such research should take a multi-disciplinary approach, it should focus on the energy system as a whole, including production, consumption and the incentive structure that shapes the interaction between the two and it should be international in scope. Infrastructure is essential for the activity of a smart city in lighting framework, water conveyance system, smart monitoring infrastructure, and so on. Presently the transport framework is set at the task of such smart city by making smooth portability of the individuals and products, particularly with the probability of managing traffic clog, giving up-dated information and in time data from the open transportation client, creating green methods for transportation (bicycle and vehicle sharing for example), and so on. This paper is highly engaged in keeping up the shrewd vehicle framework model with a streamlined informed approach, which has been planned and created depending on the Smart City segment. This smart model vehicle framework has added to the structure and planning for a smart city by making it increasingly important with a superior utilization of offices, less noisy, free of accidents, progressively conscious of condition with web organized analysis for utilizing data from the clients for adjusting the transportation administrations. This paper presents the results of an analysis of deliberative norms in the framework for Environmental Impact Assessment (EIA) in roads planning in Sweden. The more specific question is how this framework has responded to the shift towards more deliberative approaches to planning and decision making, advocated in planning theory and policy literature over the last decade. The analysis, which compares the current framework and guidance with an earlier iteration, identifies a shift towards deliberation; deliberative norms are present, and even dominate recent guidance. However, an instrumental norm permeates both the former and the current guidance, suggesting that even as a language of consultation is replaced by one of deliberation, the intention remains to secure and legitimise a smooth development pathway. Evidence from interviews with professionals working in the Swedish EIA system highlights the difficulties of navigating these uncertainties in practice. By opening up critical analysis of deliberative norms as they shape the conditions for practice, this study contributes to the continuous development of planning practice, by supporting a more normatively reflexive approach to framework-design.  相似文献

A 5 week monitoring campaign was carried out in Dublin City centre, to establish which site gave a more accurate background city centre estimation: a roof-top or green field site. This background represented a conservative estimate of HC exposure in Dublin City centre, useful for quantifying health effects related to this form of pollution and also for establishing a local background relative to the four surrounding main roads when the wind direction is travelling towards each road with the background receptor upwind. Over the entire monitoring campaign, the lowest concentrations and relative standard deviations were observed at the green field site, regardless of time of day or meteorological effects.  相似文献

In recent decades, noise pollution caused by industrialization and increased motorization has become a major concern around the world because of its adverse effects on human well-being. Therefore, transportation agencies have been implementing noise abatement measures in order to reduce road traffic noise. However, limited attention is given to noise in environmental assessment of road transportation systems. This paper presents a framework for a health impact assessment model for road transportation noise emissions. The model allows noise impacts to be addressed with the health effects of air pollutant and greenhouse gas emissions from road transportation. The health damages assessed in the model include annoyance, sleep disturbance, and cardiovascular disease in terms of acute myocardial infarction. The model was applied in a case study in Istanbul in order to evaluate the change in health risks from the implementation of noise abatement strategies. The noise abatement strategies evaluated include altering pavement surfaces in order to absorb noise and introducing speed limits. It was shown that significant improvements in health risks can be achieved using open graded pavement surfaces and introducing speed limits on highways.  相似文献

A Health Index/Risk Evaluation Tool (HIRET) has been developed for the integration of risk assessment and spatial planning using GIS capabilities. The method is meant to assist decision makers and site owners in the evaluation of potential human health risk with respect to land use. Human health risk defined as the potential adverse effects on human life or health is generally accepted as the most important aspect for site assessment and planning of remediation strategies. It concerns polluted sites that endanger human health on one hand and derelict land that does not cause the immediate risk on the other hand. In current state-of-the-art risk-assessment, long-term spatial and temporal changes of risks, in relation to changes in contamination patterns and land use functions, are not taken into account. The aim of this paper is to demonstrate the methodology developed for human health risk assessment in aspect of spatial and temporal domain. HIRET was developed as an extension for ESRI software ArcView 3.2 and allows performing dynamic human health risk assessment in long-term period, which is relevant for land use planning. The paper illustrates how such methodology can assist in environmental decision-making to enhance the efficiency of contaminated land management. A case study of contaminated site is given showing how data can be used within a GIS framework to produce maps indicating areas of potential human health risk.  相似文献

This paper reveals the non-technical elements that affect construction project costs, known as soft cost elements (SCEs). These elusive elements have received little attention although they are significant in influencing management decisions of a project. There is much interest in the mitigation of cost for green projects, but the focus is generally leaning towards hard cost aspects. Information about SCEs remains obscure. Qualitative approach is adopted in this research using face-to-face unstructured interviews with 12 respondents consisting of green building project experts who have been involved in many projects certified by the Malaysia Green Building Index (GBI). A total of 4 project cost datasheets were also analysed to confirm the SCEs in the project budget and to enable a clear definition of the SCEs term. The results show that SCEs are tangible and not hidden in nature. Although they constitute smaller percentage in the project cost, the implications of SCEs are far-reaching and can influence critical management decisions. There are 8 SCEs identified which are divided into 3 main categories: 1) Design Influence (project brief preparation, consultant fees and green certification); 2) Authority Requirement (pre-development charges and contribution charges); and 3) Development Provision (marketing, project overheads and security of funding). This study is practical and relevant for both green and conventional construction project, with an additional of ‘green certification’ element for green projects. The paper provides new insight into the understated elements that drive project cost from a managerial perspective and indicates key areas for future studies on project cost.  相似文献

Major urban infrastructure projects are intended to alter the built, human ecology for the better. Even when they are not labelled as health projects, arguably they should produce public health benefits that are commensurate with their scale, particularly when they are publicly funded. Health impact assessment (HIA) is an established method of evaluating major infrastructure projects using a determinants of health equity lens. HIA explicitly puts health front and centre to ask, ‘How should the proposed infrastructure project be altered to improve the determinants of health equity?’ There are well-established HIA protocols, but few provide a framework for scoping possible impacts. Given interest in the concept of liveability we introduce an exhaustive, evidence-based framework of 11 liveability domains for HIA. We then test the framework by scoping the impacts of the Upfield Level Crossing Removal (LXR) project in Melbourne, Australia to hypothesise its impacts on health. Scoping this case study suggests that many domains will be affected in complex ways, some positively and some negatively, exemplifying the potential for the framework to detect major infrastructures' pervasive impacts on determinants of health. The paper includes a plan to validate the liveability framework with empirical research in the HIA assessment stage. The paper concludes with a discussion of the contribution and usefulness of the liveability domains as a framework for structuring HIA and for building its profile, thus advancing the discipline, and helping to ensure that all major infrastructures constitute a prudent investment in public health.  相似文献

For the health and safety of the public, it is essential to measure spatiotemporal distribution of air pollution in a region and thus monitor air quality in a fine-grain manner. While most of the sensing-based commercial applications available until today have been using fixed environmental sensors, the use of personal devices such as smartphones, smartwatches, and other wearable devices has not been explored in depth. These kinds of devices have an advantage of being with the user continuously, thus providing an ability to generate accurate and well-distributed spatiotemporal air pollution data. In this paper, we review the studies (especially in the last decade) done by various researchers using different kinds of environmental sensors highlighting related techniques and issues. We also present important studies of measuring impact and emission of air pollution on human beings and also discuss models using which air pollution inhalation can be associated to humans by quantifying personal exposure with the use of human activity detection. The overarching aim of this review is to provide novel and key ideas that have the potential to drive pervasive and individual centric and yet accurate pollution monitoring techniques which can scale up to the future needs.  相似文献

Traditionally, environmental decision analysis in subsurface contamination scenarios is performed using cost–benefit analysis. In this paper, we discuss some of the limitations associated with cost–benefit analysis, especially its definition of risk, its definition of cost of risk, and its poor ability to communicate risk-related information. This paper presents an integrated approach for management of contaminated ground water resources using health risk assessment and economic analysis through a multi-criteria decision analysis framework. The methodology introduces several important concepts and definitions in decision analysis related to subsurface contamination. These are the trade-off between population risk and individual risk, the trade-off between the residual risk and the cost of risk reduction, and cost-effectiveness as a justification for remediation. The proposed decision analysis framework integrates probabilistic health risk assessment into a comprehensive, yet simple, cost-based multi-criteria decision analysis framework. The methodology focuses on developing decision criteria that provide insight into the common questions of the decision-maker that involve a number of remedial alternatives. The paper then explores three potential approaches for alternative ranking, a structured explicit decision analysis, a heuristic approach of importance of the order of criteria, and a fuzzy logic approach based on fuzzy dominance and similarity analysis. Using formal alternative ranking procedures, the methodology seeks to present a structured decision analysis framework that can be applied consistently across many different and complex remediation settings. A simple numerical example is presented to demonstrate the proposed methodology. The results showed the importance of using an integrated approach for decision-making considering both costs and risks. Future work should focus on the application of the methodology to a variety of complex field conditions to better evaluate the proposed methodology.  相似文献

Since the field of environmental assessment tools for buildings is vast, the aim of this study is to clarify that field by analysing and categorising existing tools. The differences between the tools are discussed and the current situation within the tools is critically analysed. However, the comparison of the tools is difficult, if not impossible. For example, the tools are designed for assessing different types of buildings, and they emphasise different phases of the life cycle. In addition to environmental aspects, sustainable building includes economic and social aspects. The shift from green building to sustainable building and the future requirements are challenging for building environmental assessment tools. Furthermore, the benefits of using the tools should be analysed — how the tools and their results have affected decision making?  相似文献

Within the CLEAR project a new approach to integrated assessment modelling has been developed for the participatory integrated assessment of regional climate change involving citizens' focus groups. The climate change decision problem was structured by focusing separately on climate impacts and mitigation options. The attempt was made to link the different scales of the problem from the individual to the global level. The abstract topic of climate change was related to options on the level of a citizen's individual lifestyle. The option of a low energy society was emphasised in order to embed the climate change decision problem in a wider range of societal concerns. Special emphasis was given to the characterisation and communication of uncertainties. The chosen approach allows different kinds of uncertainties in one framework to be addressed. The paper concludes with a summary of the experience made, and recommendations for the use of models in participatory integrated assessments. Integrating human health into prospective impact assessments is known to be challenging. This is true for both approaches: dedicated health impact assessments (HIA) as well as inclusion of health into more general impact assessments. Acknowledging the full range of participatory, qualitative, and quantitative approaches, this study focuses on the latter, especially on computational tools for quantitative health modelling. We conducted a survey among tool developers concerning the status quo of development and availability of such tools; experiences made with model usage in real-life situations; and priorities for further development. Responding toolmaker groups described 17 such tools, most of them being maintained and reported as ready for use and covering a wide range of topics, including risk & protective factors, exposures, policies, and health outcomes. In recent years, existing models have been improved and were applied in new ways, and completely new models emerged. There was high agreement among respondents on the need to further develop methods for assessment of inequalities and uncertainty. The contribution of quantitative modeling to health foresight would benefit from building joint strategies of further tool development, improving the visibility of quantitative tools and methods, and engaging continuously with actual and potential users.  相似文献

The use of health impact assessment (HIA) has expanded rapidly and there are increasing demands for it to demonstrate its effectiveness. This paper presents a conceptual framework for evaluating HIA and describes its development through (i) a review of the literature, (ii) a review of work undertaken as part of a major HIA capacity building project and (iii) an in-depth study of seven completed HIAs. The framework emphasises context, process and impacts as key domains in understanding and evaluating the effectiveness of an HIA. This new framework builds upon the existing approaches to evaluating HIA and extends them to reflect the broad range of factors that comprise and influence the effectiveness of HIAs. It may be of use in evaluating completed HIAs and in planning HIAs that are yet to be undertaken.  相似文献
