Predicting environmental impacts is essential when performing an environmental assessment on urban transport planning. System dynamics (SD) is usually used to solve complex nonlinear problems. In this study, we utilized system dynamics (SD) to evaluate the environmental impacts associated with urban transport planning in Jilin City, China with respect to the local economy, society, transport, the environment and resources. To accomplish this, we generated simulation models comprising interrelated subsystems designed to utilize changes in the economy, society, road construction, changes in the number of vehicles, the capacity of the road network capacity, nitrogen oxides emission, traffic noise, land used for road construction and fuel consumption associated with traffic to estimate dynamic trends in the environmental impacts associated with Jilin's transport planning. Two simulation scenarios were then analyzed comparatively. The results of this study indicated that implementation of Jilin transport planning would improve the current urban traffic conditions and boost the local economy and development while benefiting the environment in Jilin City. In addition, comparative analysis of the two scenarios provided additional information that can be used to aid in scientific decision-making regarding which aspects of the transport planning to implement in Jilin City. This study demonstrates that our application of the SD method, which is referred to as the Strategic Environmental Assessment (SEA), is feasible for use in urban transport planning.  相似文献

Actors in the built environment are progressively considering environmental and social issues alongside functional and economic aspects of development projects. Infrastructure projects represent major investment and construction initiatives with attendant environmental, economic and societal impacts across multiple scales. To date, while sustainability strategies and frameworks have focused on wider national aspirations and strategic objectives, they are noticeably weak in addressing micro-level integrated decision making in the built environment, particularly for infrastructure projects. The proposed approach of this paper is based on the principal that early intervention is the most cost-effective and efficient means of mitigating the environmental effects of development projects, particularly macro infrastructure developments. A strategic overview of the various project alternatives, taking account for stakeholder and expert input, could effectively reduce project impacts/risks at low cost to the project developers but provide significant benefit to wider communities, including communities of future stakeholders. This paper is the first exploratory step in developing a more systematic framework for evaluating strategic alternatives for major metropolitan infrastructure projects, based on key sustainability principles. The developed Strategic Project Appraisal (SPA) framework, grounded in the theory of Strategic Environmental Assessment (SEA), provides a means of practically appraising project impacts and alternatives in terms of quantified ecological limits; addresses the neglected topic of metropolitan infrastructure as a means of delivering sustainability outcomes in the urban context and more broadly, seeks to open a debate on the potential for SEA methodology to be more extensively applied to address sustainability challenges in the built environment. Practically applied and timed appropriately, the SPA framework can enable better decision-making and more efficient resource allocation ensuring low impact infrastructure development.  相似文献

探讨了大气环境监测点位的布设方法,在区域规划环境影响评价布设大气监测点位时,应综合考虑开发区的功能区划分、区内产业分布及环境敏感点分布等情况;结合规划区内外现状及规划实施后重点污染源的位置及排放高度,根据区域污染气象条件,采用Gauss模式预测最大浓度落地点,并以此作为区域大气环境监测点的布设依据.对某区域开发规划案例进行了大气环境监测点位布设研究,通过实践,该布设方法不仅可以反映区域大气环境质量现状的空间分布特征,而且可以为区域大气环境预测提供良好的数据支持,为优化区域规划提供依据;同时,对规划后的污染源最大浓度落地点的监测,可以为单个项目的环境预测提供背景值,起到简化入区建设项目环评的作用.  相似文献

Land take due to urbanization triggers a series of negative environmental impacts with direct effects on quality of life for people living in cities. Changes in ecosystem services are associated with land take, among which is the immediate C loss due to land use conversion. Land use change monitoring represents the first step in quantifying land take and its drivers and impacts. To this end, we propose an innovative methodology for monitoring land take and its effects on ecosystem services (in particular, C loss) under multi-scale contexts. The devised approach was tested in two areas with similar sizes, but different land take levels during the time-span 1990–2008 in Central Italy (the Province of Rome and the Molise Region). The estimates of total coverage of built up areas were calculated using point sampling. The area of the urban patches including each sampling point classified as built up areas in the year 1990 and/or in the year 2008 is used to estimate total abundance and average area of built up areas. Biophysical and economic values for carbon loss associated with land take were calculated using InVEST.Although land take was 7–8 times higher in the Province of Rome (from 15.1% in 1990 to 20.4% in 2008) than in Molise region, our findings show that its relative impact on C storage is higher in the latter, where the urban growth consistently affects not only croplands but also semi-natural land uses such as grasslands and other wooded lands. The total C loss due to land take has been estimated in 1.6 million Mg C, corresponding to almost 355 million €.Finally, the paper discusses the main characteristics of urban growth and their ecological impact leading to risks and challenges for future urban planning and land use policies.  相似文献

一种新的城市群大气环境承载力评价方法及应用   总被引:2,自引:2,他引:0  
针对中国国土资源环境承载力评价研究理论与方法存在不足的情况,以全国主体功能区中处于优化开发区域的5个城市群为例,用一种新的方法评价城市大气环境纳污承载力。以城市大气污染防治标准为基础,根据不同级别城市空气污染指数所对应的天数占全年监测天数的比例,确定5个城市群的城市大气环境纳污承载力底限水平得分。评价结果表明,快速增长的经济给大城市的大气环境带来巨大压力,处于优化开发区的珠三角城市群的大气环境纳污承载力得分87.13,为较高承载级别。其他城市群得分从高到低依次为辽中南(78.73)、京津冀(77.92)、长三角(77.23)、山东半岛(76.32),均为中承载级别。要使这些城市群保持良好的空气环境,必须加大污染防治力度,优化国土规划空间布局,在大力发展经济的同时,兼顾其对环境的负面影响。  相似文献

This paper introduces a new approach to prioritize urban planning projects according to their environmental pressure in an efficient and reliable way. It is based on the combination of three procedures: (i) the use of environmental pressure indicators, (ii) the aggregation of the indicators in an Environmental Pressure Index by means of the Analytic Network Process method (ANP) and (iii) the interpretation of the information obtained from the experts during the decision-making process.The method has been applied to a proposal for urban development of La Carlota airport in Caracas (Venezuela). There are three options which are currently under evaluation. They include a Health Club, a Residential Area and a Theme Park. After a selection process the experts chose the following environmental pressure indicators as ANP criteria for the project life cycle: used land area, population density, energy consumption, water consumption and waste generation. By using goal-oriented questionnaires designed by the authors, the experts determined the importance of the criteria, the relationships among criteria, and the relationships between the criteria and the urban development alternatives.The resulting data showed that water consumption is the most important environmental pressure factor, and the Theme Park project is by far the urban development alternative which exerts the least environmental pressure on the area. The participating experts coincided in appreciating the technique proposed in this paper is useful and, for ranking ordering these alternatives, an improvement from traditional techniques such as environmental impact studies, life-cycle analysis, etc.  相似文献

This study has aided an understanding of how the built environment impacts multiple facets of sustainability from perspective of job access that potentially assist in environmental protection, economic development, and social justice. However, the latter two contributions entail tradeoffs that are little-discussed in empirical research. We elaborate upon the manner in which job access affects economic and social sustainability and focus on tradeoffs between the two. We measure and characterize the impact of job access on housing prices and the spatial distribution of disadvantaged populations across New York City, using census data. Results document not only that there are significant positive effects of job access on housing but also that higher housing prices screen out disadvantaged populations and undermine social equity. Findings highlight the paradox in sustainable development that job access seldom exhibits simultaneous positive effects on economic and social equity. We propose that urban built environment might have sigificantimpact on and might be a solution to the tension between economic benefits and social loss regarding job accessibility. That is, appropriate spatial land use planning and public policies could maximize individual welfare and sustainability for future cities-a new perspective of achieving urban sustainability. The major challenge is finding a workable balance between economic and social sustainability that is theoretically sound and empirically feasible.  相似文献

This study applies a process of detailed assessment to summarize the potential impact of a proposed construction or other activity on the environment before implementation of an investment plan. The aim of the study was to develop a general methodology for analysis and evaluation of environmental issues connected with planned activities and proposed projects (especially buildings and engineering constructions, required implementation of environmental impact assessment process) using a risk analysis method, thus enabling the best option among the proposed activities to be chosen. The methodology was developed for conditions in Slovakia but could be arranged for any other country considering national conditions, requirements, standards and legislative. Application of the developed methodology in environmental impact assessment could create preconditions for more effective implementation of the EIA process. This paper provides a framework for the risk analysis component of the scoping phase within the EIA process. The process outlined in this paper will assist with determination of an estimation of risks to environmental and health of proposed activities.  相似文献

Urban metabolism components define the energy and material exchanges within a city and, therefore, can provide valuable information on the environmental quality of urban areas. Assessing the potential impact of urban planning alternatives on urban metabolism components (such as energy, water, carbon and pollutants fluxes) can provide a quantitative estimation of their sustainability performance. Urban metabolism impact assessment can, therefore, contribute to the identification of sustainable urban structures with regards, for example, to building types, materials and layout, as well as to location and capacity of transportation and infrastructural developments. In this way, it enables the formulation of planning and policy recommendations to promote efficient use of resources and enhance environmental quality in urban areas.The European FP7 project BRIDGE (sustainaBle uRban plannIng Decision support accountinG for urban mEtabolism) has developed a decision-support system (DSS) that systematically integrates urban metabolism components into impact assessment processes with the aim of accurately quantifying the potential effects of proposed planning interventions. The DSS enables integration of multiple spatial and non-spatial datasets (e.g. physical flows of energy and material with variables of social and economic change) in a systematic manner to obtain spatially defined assessment results and to thus inform planners and decision-makers. This multi-criteria approach also enables incorporation of stakeholders' perceptions in order to prioritise decisive assessment criteria. This paper describes the methodological framework used to develop the DSS and critically examines the results of its practical application in five European cities.  相似文献

The present generation of geographical information systems supports strategic planning processes in several ways. They are able to store, manage and analyse the enormous amount of data needed. Another more output-oriented use is the visualisation of the diversity of locational preferences and perspectives of different interest groups and stakeholders. For the simulation of (more indirect) effects of autonomous or planned developments land use modelling can be applied. A step further is the definition and implementation of a set of indicators that show the impact of land use change on different aspects of space and the environment in order to facilitate the (political) discussions, that are an essential part of strategic planning.This paper focuses on the application of a GIS-based simulation model in the framework of the Fifth National Physical Planning Report in the Netherlands. The simulation model generates future land use in the Netherlands given several growth scenarios and a spatial strategy that comprises both foreseen strategic and autonomous developments. Special attention is paid to residential construction because this is expected to be one of the major driving forces in land use changes. An analysis of residential construction for the period 1980–1995 reveals that residential construction has been relatively concentrated in areas close to existing urban areas. New town policies also played a rather strong role during this period. The presence of natural areas (woods and wetlands) plays a significant though limited role in the choice where to build new dwellings. The simulation results for the year 2020 are used to assess the effects of land use changes for a range of environmental indicators.  相似文献

This study designs a multipurpose urban shallow artificial lake, including water supply, flood detention, and water environment preservation. It is expected to not only preserve a healthy water environment but to also retain water conservation and flood detention. This study adopts system dynamics (SD) to analyze the relationship between different purposes of water resources utilization. Furthermore, different operation strategies effects can be simulated by SD through a proposed urban multipurpose shallow artificial lake system. The results demonstrate the dynamic effects of strategies managers propose such as demand analysis, inflow control, and water quality improvement in this case study for Taiwan. SD aids lake system prediction and understanding temporally in sequential planning for water supply, environmental preservation, and flood detention. The SD model will hopefully serve as a reference to study different features before artificial lakes constructing.  相似文献

生态环境状况评价是资源合理利用、制定社会经济发展规划及生态环境保护对策的重要依据。现以河南省行政区为研究区域,基于遥感影像、水资源及环境统计数据,采用生态环境状况指数(EI)和空间格局分析方法,综合对比分析河南省2014—2018年生态环境状况时空变化及其冷热点空间分布。研究结果表明:(1)2014—2018年河南省EI值变化范围为60.6~63.5,生态环境状况整体呈现稳中趋好态势,除开封市和济源市外,16个省辖市的EI值均有所增加,位于西部山区丘陵地带的三门峡、洛阳和平顶山市EI值增加明显。(2)2014—2018年河南省生态环境的G*i指数的高值区域位于西部地区的三门峡市和洛阳市,且5年内没有发生变化,较为稳定。G*i指数的高、低值区域与EI值的高值和低值区表现出较高的一致性。  相似文献

Urban green spaces play a significant role in management of physical activity, psychological well-being, and public health of urban residents. With the expansion of urban areas in Turkey during the past decades, urban green spaces have been fragmented and dispersed causing impairment and environmental degradation. The purpose of this study is to model urban green space distribution by focusing on the landscape fragmentation in city of Osmaniye using remote sensing and geographic information system technology. Normalized difference vegetation index (NDVI) and urban landscape ratio (ULR) were used to assess the proximity and spatial arrangement of urban green spaces within the neighbor landscapes to quantify the urban land use effect. The geospatial analysis results showed that increase in total built-up area and population has significantly decreased the urban green space cover because of high levels of landscape fragmentation in urban city center. Also, due to high levels of landscape fragmentation, approximately 45% of the Osmaniye city is estimated to become urbanized by 2030. This study demonstrated the benefits of directional vegetation index application with geospatial analyses in characterizing the environmental quality for planning and management of urban green spaces. This approach could be used for determining the future urban land development scenarios correlating with regional planning procedures.  相似文献

长株潭城市群是湖南省的核心增长极,是"资源节约型社会、环境友好型社会"社会建设综合配套改革试验区,但伴随高速的工业化发展和城市化进程,长株潭面临着严峻的资源约束和环境压力。文章从土地利用格局、经济社会发展、环境质量状况、主要污染物排放和资源能源利用等方面入手,综合分析了长株潭城市群的环境压力,主要体现在长株潭城市群城市化与土地需求的矛盾凸显,"摊大饼"的扩张模式带来生态风险;重工业和污染排放集聚,累积性污染突出;环境空气质量和地表水环境质量形势不容乐观;资源能源利用方式粗放等。结合城市群区域规划,提出了长株潭城市群在新型城镇化建设中应采取的生态环境保护措施建议。  相似文献

由于跨界和跨部门等原因导致的流域水环境数据信息标准不一,无法有效共享、综合利用等问题,是目前水环境信息使用过程中的主要问题之一.基于信息资源规划理论,充分调研水环境监测管理、政府规划与决策、科学技术研究和社会公众使用等对水环境监测信息的需求,以太湖流域为例,分析与水环境相关各种数据资源,研究流域水环境信息的数据体系及数据库体系,设计并建立流域水环境数据中心,初步完成太湖流域水环境数据的管理、分析及共享服务平台设计,为流域水环境监测信息综合管理做出了示范.  相似文献

生态环境监测是生态文明建设的重要支撑。在设区市级环境监测监控能力普遍较弱、生态环境保护压力巨大的双重背景下,编制设区市生态环境监测监控规划具有重要意义。在调查了江苏省部分设区市环境监测监控规划的基础上,总结了规划编制在监测监控网络建设、监测监控能力建设、质量管理、大数据应用建设、人才队伍建设等方面的主要内容,针对规划中普遍存在的组织架构不清晰、特色发展定位不明确、环境监测监控融合发展谋划不足、项目建设可行性论证不够等关键问题,提出应理顺组织架构、明确特色发展定位、加强环境监测监控一体化发展谋划、加强项目建设可行性论证等对策建议,以期为今后的规划编制工作提供相关借鉴。  相似文献

LEONARD ORTOLANO has written a textbook, Environmental Planning and Decision Making, that is ideal for introducing undergraduates to the field of environmental planning. His three chapters on environmental impact assessment (from 16 chapters overall) present a range of impact assessment methods in a helpful decision-making context. Specific techniques for considering biological factors in planning, evaluating the visual qualities of the environment, assessing noise impacts, assessing air quality impacts, and assessing impacts on water resources are also covered in five additional chapters. Professional planners and engineers should find this introduction to the approaches employed by specialists of various kinds helpful. With the permission of the publisher, John Wiley and Sons, we here reprint Chapter 15, “Estimating Air Quality Impacts,” from Ortolano's excellent book. 简述了生态环境状况评价指标构成以及新旧规范中生态环境状况指数影响因子的对比分析。通过对2014—2017年山东省市、县两级生态环境状况的评价与影响因子相关性分析,结果表明,新规范实施后,有林地、灌木林地、湖泊(库)、水田、中度侵蚀、重度侵蚀面积增加对EI评价结果的影响以正面影响为主,其它建设用地、盐碱地面积增加均对EI评价结果产生负面影响,以上8个影响因子对县级EI评价结果的影响明显大于对市级EI评价结果的影响;城镇建设用地面积增加对市级和县级EI评价结果的影响不同,但相比旧规范其负面影响均有所减小;相比旧规范,二氧化硫排放量增加对市级EI评价结果的负面影响明显减弱,但对县级EI评价结果的负面影响明显增大。  相似文献

Assessing the linkage between trade development and environmental quality has recently attracted increasing attention because of the rapid advancement of trade globalization along with the severe degradation of the environment. However, neglecting the possible nonlinear relationship between the variables, the existing studies mainly use linear models to explore the trade-environment linkage. To fill this gap, this paper introduces a novel partially linear additive panel model that highlights nonlinear and heterogeneous features to investigate the direct and indirect influences of trade development on environmental performance over the period 2005–2017 in China. The results show that trade has an inverse “U-shaped” direct effect on the environment. In contrast, trade development can indirectly improve environmental quality through economic growth. Nonlinear marginal analysis demonstrates that such an impact not only presents individual differences but also embodies the trait of temporal dynamics. Empirical results further reveal the importance of our model, which can automatically identify the variable nexus and thus reduce the setting error of the parametric models. Model evaluation also confirms the superiority of the used model over existing parametric and nonparametric models. The partially linear additive panel model provides a new evaluation method for environmental impact regarding trade development, and can be applied to other fields where an assessment of the effect of socio-economic factors on the environment is needed.  相似文献
