Every year, Taiwan endures typhoons and earthquakes; these natural hazards often induce landslides and debris flows. Therefore, watershed management strategies must consider the environmental vulnerabilities of local basins. Because many factors affect basin ecosystems, this study applied multiple criteria analysis and the analytical hierarchy process (AHP) to evaluate seven criteria in three phases (geographic phase, hydrologic phase, and societal phase). This study focused on five major basins in Taiwan: the Tan-Shui River Basin, the Ta-Chia River Basin, the Cho-Shui River Basin, the Tseng-Wen River Basin, and the Kao-Ping River Basin. The objectives were a comprehensive examination of the environmental characteristics of these basins and a comprehensive assessment of their environmental vulnerabilities. The results of a survey and AHP analysis showed that landslide area is the most important factor for basin environmental vulnerability. Of all these basins, the Cho-Shui River Basin in central Taiwan has the greatest environmental vulnerability.  相似文献

The effects of landscape characteristics on surface water quality were evaluated in terms of land-use condition, soil type and slope. The case area, the Chichiawan stream in the Wulin catchment in Taiwan, is Formosan landlocked salmon's natural habitat. Due to the agriculture behavior and mankind's activities, the water and environmental quality has gradually worsened. This study applied WinVAST model to predict hydrological responses and non-point source pollution (NPSP) exports in the Wulin catchment. The land-use condition and the slope of land surface in a catchment are major effect factors for watershed responses, including flows and pollutant exports. This work discussed the possible variation of watershed responses induced by the change of land-use condition, soil type and slope, etc. The results show that hydrological responses are highly relative to the value of Curve Number (CN); Pollutant exports have large relation to the average slope of the land surface in the Wulin catchment.  相似文献

Swine Concentrated Animal Feeding Operations (CAFOs) have received much attention in recent years. As a result, a watershed-based screening tool, the Cumulative Risk Index Analysis (CRIA), was developed to assess the cumulative impacts of multiple CAFO facilities in a watershedsubunit. The CRIA formula calculates an index number based on: 1) the area of one or more facilities compared to the area of the watershed subunit, 2) the average of the environmental vulnerability criteria, and 3) the average of the industry-specific impact criteria. Each vulnerability or impact criterion is ranked on a 1 to 5 scale, with a low rank indicating low environmental vulnerability or impact and a high rank indicating high environmental vulnerability or impact. The individual criterion ranks, as well as the total CRIA score, can be used to focus the environmental analysis and facilitate discussions with industry, public, and other stakeholders in the Agency decision-making process.  相似文献

Environmental management of an area describes a policy for its systematic and sustainable environmental protection. In the present study, regional environmental vulnerability assessment in Hirakud command area of Odisha, India is envisaged based on Grey Analytic Hierarchy Process method (Grey–AHP) using integrated remote sensing (RS) and geographic information system (GIS) techniques. Grey–AHP combines the advantages of classical analytic hierarchy process (AHP) and grey clustering method for accurate estimation of weight coefficients. It is a new method for environmental vulnerability assessment. Environmental vulnerability index (EVI) uses natural, environmental and human impact related factors, e.g., soil, geology, elevation, slope, rainfall, temperature, wind speed, normalized difference vegetation index, drainage density, crop intensity, agricultural DRASTIC value, population density and road density. EVI map has been classified into four environmental vulnerability zones (EVZs) namely: ‘low’, ‘moderate’ ‘high’, and ‘extreme’ encompassing 17.87%, 44.44%, 27.81% and 9.88% of the study area, respectively. EVI map indicates that the northern part of the study area is more vulnerable from an environmental point of view. EVI map shows close correlation with elevation. Effectiveness of the zone classification is evaluated by using grey clustering method. General effectiveness is in between “better” and “common classes”. This analysis demonstrates the potential applicability of the methodology.  相似文献

Mangroves are known for their global environmental and socioeconomic value. Despite their importance, mangrove like other ecosystems is now being threatened by natural and human-induced processes that damage them at alarming rates, thereby diminishing the limited number of existing mangrove vegetation. The development of a spatial vulnerability assessment model that takes into consideration environmental and socioeconomic criteria, in spatial and non-spatial formats has been attempted in this study. According to the model, 11 different input parameters are required in modelling mangrove vulnerability. These parameters and their effects on mangrove vulnerability were selected and weighted by experts in the related fields. Criteria identification and selection were mainly based on effects of environmental and socioeconomic changes associated with mangrove survival. The results obtained revealed the dominance of socioeconomic criteria such as population pressure and deforestation, with high vulnerability index of 0.75. The environmental criteria was broadly dispersed in the study area and represents vulnerability indices ranging from 0.00?C0.75. This category reflects the greater influence of pollutant input from oil wells and pipelines and minimal contribution from climatic factors. This project has integrated spatial management framework for mangrove vulnerability assessment that utilises information technology in conjunction with expert knowledge and multi-criteria analysis to aid planners and policy/ decision makers in the protection of this very fragile ecosystem.  相似文献

By now it has become a widespread, consistent practice in the European Union to consider very carefully and to regard as fundamental the basic needs of man, such as health and safety, in relation to all productive activities which may be regarded as a possible source of environmental deterioration. At the national legislative level, factors and elements regarding the environment (water, atmosphere, soil, subsoil, landscape, etc.) have been pointed out which require the state of quality to be characterised and vulnerability to the pressures caused by man's activities to be evaluated.This has brought about an evolution in the concept itself of environmental quality, which is understood more and more as actual satisfying of man's needs through the proper use of resources and the maintaining of an environmental equilibrium.Environmental quality can be pursued, therefore, by studying the most appropriate usage of the territory and by considering quality no longer as a hindrance, rule or imposition, but as a goal shared by all in improving the quality of life.In this study a few instruments are proposed for evaluating the overall capacity of a given environmental element or group of elements to withstand deterioration caused by outside pressure, which in this specific case is pollution from farming and livestock waste and sewage.Territorial vulnerability can thus be evaluated through a decision support tool (fuzzy logic), which allows different categories of people (researchers, politicians, planning technicians, citizens, etc.) to be involved in the evaluation process.For this study, the vulnerability evaluation was applied to a complex, homogenous territorial system, the Tiber watershed, where there are environmental resources which are particularly sensitive, owing both to their intrinsic characteristics as well as to the pressures stemming from livestock production activities, which is one of the major pollution risks along the regional drainage pattern.The use of GIS software has allowed the method of analysis and prioritising to be applied to environmental factors (weighting) as well as the rapid management of initial territorial data, also of differing types (qualitative and quantitative).The resulting product is a vulnerability map where the territory is classified on the basis of the evaluations of the degree of response to stresses induced by the livestock production activities.  相似文献

The aim of this study was to investigate the spatial distribution of heavy metal in soil and evaluate the dissolution of metal from soil to ponded-surface water, leaching through soil profiles and metal uptake in grass as related to different land-use practices. The data provided a scientific basis for best-management practices for land use in Khli Ti watershed. The watershed has a Pb-contamination problem from the previous operation of a Pb-ore concentrator and abandoned Zn–Pb mine. Sampling sites were selected from a land-use map, with land-use types falling into the following four categories: forest, agricultural land, residential area and road. Soil, ponded-surface water, grass samples and soil profiles were collected. The study related soil characteristics from different land-use practices and locations with observed metal concentrations in ponded-surface water and soil. High enrichment factors of Pb and As in soil were found. Partitioning coefficient, Kd values were in the order: Cr > Pb > Ni > Cu > Cd > Zn. Soil disturbance from land-use activities including tillage and traffic increased leaching of trace metal from soils. Pb in soil was significantly taken up by grass even though the Transfer Factor, TF values were rather low. Agricultural activities in the watershed must be limited. Moreover, land encroachments in the upper and middle part of the watershed which have high potential of Pb must be strictly controlled in order to reduce the Pb contamination from non-point sources.  相似文献

The understanding of the regional and local dimensions of vulnerability due to climate change is essential to develop appropriate and targeted adaptation efforts. We assessed the local dimensions of vulnerability in the tropical state of Kerala, India, using a purposely developed vulnerability index, which accounts for both environmental and socio-economic factors. The large extents of coastal wetlands and lagoons and high concentration of mangrove forests make the state environmentally vulnerable. Low human development index, large population of socially deprived groups, which are dependent on the primary sector, and high population density make the state vulnerable from a socio-economic point of view. The present study investigates climate change vulnerability at the district level in the State of Kerala relying on a purposely developed composite vulnerability index that encompasses both socio-economic and environmental factors. The Kerala coast contains the socio-economically and ecologically most vulnerable regions, as demonstrated by a composite vulnerability index.  相似文献

The Chi-Jia-Wan Stream watershed, located in the area of the upstream Da-Chia River in central Taiwan, is famous for slopeland agriculture and the land-locked salmon. Improper agricultural activities have caused apparent ecosystem vulnerability and sensitivity. In this study, a system that combined three watershed-based environmental indicators with multiple-criteria decision-making techniques, the Analytical Hierarchy Process, and the Preference Ranking Organization METHod for Enrichment Evaluations was developed to assess eco-environmental vulnerability. The composite evaluation index system was set up including sediment, runoff, and nutrient factors. Supported by geographic information system and K-means clustering and taking the subwatershed as the evaluation unit, the vulnerability is classified into four levels: potential, low, moderate, and high. The evaluated results show that 8.82% of subwatersheds (six subwatersheds) are in the moderately and highly vulnerable zones. These subwatersheds represent vertical-belt distribution, mainly concentrated in the right side of the studied area and near the riparian zone along the Chi-Jia-Wan Stream. The exploited farmland in the moderately and highly vulnerable zones is about 142.21 ha, occupying 75.38% of the total farmland in the studied watershed. These seriously vulnerable zones that have caused degradation in the quality of the eco-environment should be treated with more best management practices for eco-environmental rehabilitation. Additionally, the proposed model can effectively evaluate the eco-environmental vulnerability grade for reference in policy planning and ecological restoration in this area.  相似文献

Studies of future management and policy options based on different assumptions provide a mechanism to examine possible outcomes and especially their likely benefits and consequences. The San Pedro River in Arizona and Sonora, Mexico is an area that has undergone rapid changes in land use and cover, and subsequently is facing keen environmental crises related to water resources. It is the location of a number of studies that have dealt with change analysis, watershed condition, and most recently, alternative futures analysis. The previous work has dealt primarily with resources of habitat, visual quality, and groundwater related to urban development patterns and preferences. In the present study, previously defined future scenarios, in the form of land-use/land-cover grids, were examined relative to their impact on surface-water conditions (e.g., surface runoff and sediment yield). These hydrological outputs were estimated for the baseline year of 2000 and predicted twenty years in the future as a demonstration of how new geographic information system-based hydrologic modeling tools can be used to evaluate the spatial impacts of urban growth patterns on surface-water hydrology.  相似文献

The concept of vulnerability has been used to describe the susceptibility of physical, biotic, and social systems to harm or hazard. In this sense, it is a tool that reduces the uncertainties of Environmental Impact Assessment (EIA) since it does not depend exclusively on the value assessments of the evaluator, but rather is based on the environmental state indicators of the site where the projects or activities are being carried out. The concept of vulnerability thus reduces the possibility that evaluators will subjectively interpret results, and be influenced by outside interests and pressures during projects. However, up until now, EIA has been hindered by a lack of effective methods. This research study analyzes the concept of vulnerability, defines Vulnerability Importance and proposes its inclusion in qualitative EIA methodology. The method used to quantify Vulnerability Importance is based on a set of environmental factors and indicators that provide a comprehensive overview of the environmental state. The results obtained in Colombia highlight the usefulness and objectivity of this method since there is a direct relation between this value and the environmental state of the departments analyzed.  相似文献

Hydrological responses and pollutant exports are always highly related to rainfall characteristics. Many studies have demonstrated that the influence of moving rainstorm on flows and mass transport process in hydrologic systems cannot be ignored. Best management practices (BMPs) are popularly applied for controlling water quantity and water quality in a watershed. Since the movements of rainstorm can influence watershed responses, BMP placement strategies should be suitably adjusted in different moving rainstorms. This study designed an intermediate rainfall pattern with varied movement behavior and tried to find the optimal BMP placement strategies, which cannot only satisfy environmental standards but also improve economic benefits, for the rainfall events. The result shows that the control efficiency of pollutant and runoff can highly improve when the BMPs are set near the outlet of a watershed. Since the economic efficiency is always regarded as an important factor, the BMP placement strategy is significant for watershed conservation and management.  相似文献

Soil is an important component of a watershed. Understanding soils and their interactions with the other components are, thus, considered to be critical and essential for conservation of resources and management of the watershed. Development of soil sampling and analysis programs are crucial for these purposes. Site-specific soil data are needed to identify current soil characteristics, as well as to validate datasets gathered for watershed-scale modelling of non-point sources (NPS) of pollutants arising from various land-use activities, hydrodynamics and water quality. The Koycegiz Lake–Dalyan Lagoon watershed, located in the southwest of Turkey along the Mediterranean Sea Coast, was selected as the study area for watershed modelling purposes. Development of soil sampling plans, their practical optimization, soil analyses and interpretation are presented in this article. The soil analyses conducted include physical, chemical and specific soil characteristics. Within the framework of this study, soil fertility parameters are presented and evaluated. Such an approach used is recommended for especially developing countries where up-to-date data sets are not fully available and/or centrally publicized.  相似文献

西南涌流域底泥重金属污染特征及潜在生态危害评价   总被引:2,自引:2,他引:0  
西南涌流域近年来受到比较严重的污染,为了解受重金属污染状况,对该流域底泥重金属污染水平与特征进行了调查与分析,并在此基础上采用地累积指数法和潜在生态危害指数法对西南涌流域底泥重金属污染程度与生态危害进行了评价。结果表明,西南涌流域底泥已不同程度受到重金属Cu、Zn、Pb、Cd、Cr的污染,与珠三角土壤背景值相比,西南涌流域底泥重金属Cu、Zn、Pb、Cd、Cr分别超标11.38、3.32、1.81、19.45、3.20倍;底泥中的Cu、Zn、Cr、Cd之间呈极显著正相关(r=0.615~0.964)。通过地累积指数法评价表明,西南涌流域底泥中的Cd为偏重污染,Cu、Zn为偏中度污染,Pb为轻度污染,Cr为无污染;潜在生态危害指数法评价结果表明,西南涌流域底泥重金属的潜在生态危害程度总体属中等,主要是由Cd的含量过高引起。  相似文献

Air pollution is one of the major environmental problems in India, affecting health of thousands of 'urban' residents residing in mega cities. The need of the day is to evolve an 'effective' and 'efficient' air quality management plan (AQMP) encompassing the essential 'key players' and 'stakeholders.' This paper describes the formulation of an AQMP for mega cities like Delhi in India taking into account the aforementioned key 'inputs.' The AQMP formulation methodology is based on past studies of Longhurst et al., (Atmospheric Environment, 30, 3975-3985, 1996); Longhurst & Elsom, ((1997). Air Pollution-II, Vol. 2 (pp. 525-532)) and Beatti et al., (Atmospheric Environment, 35, 1479-1490, 2001). Further, the vulnerability analysis (VA) has been carried out to evaluate the stresses due to air pollution in the study area. The VA has given the vulnerability index (VI) of 'medium to high' and 'low' at urban roadways/intersections and residential areas, respectively.  相似文献

水质评价是目前水环境质量管理的重要支撑,水质综合评价方法已经逐渐由断面评价向流域综合评价进行转变与突破。该文对目前的断面水质评价方法进行了归类综述,并且对流域水质综合评价方法及其在各个国家流域的应用进行了重点评述。分析认为中国在流域评价中所使用的"断面比例法"不够准确,缺乏污染物时空分析以及生物评价等问题,并据此提出了未来的研究方向,为未来地表水质评价方法的提升以及水环境管理的完善提供科学的参考依据和建议。  相似文献

The uncertainty of modeling input will increase the simulation error, and this situation always happens in a model without user-friendly interface. WinVAST model, developed by the University of Virginia in 2003, treats an entire multi-catchment by a tree-view structure. Its extra computer programs can connect geographic information system (GIS). Model users can prepare all the necessary information in ArcGIS. Extracting information from GIS interface can not only decrease the inconvenience of data input, but also lower the uncertainty due to data preparation. The Daiyuku Creek and Qupoliao Creek in the Fei-tsui reservoir watershed in Northern Taiwan provided the setting for the case study reported herein. The required information, including slope, stream length, subbasin area, soil type and land-use condition, for WinVAST model should be prepared in a Microsoft Access database, which is the project file of WinVAST with extension mdb. In ArcGIS interface, when the soil layer, land-use layer, and Digital Elevation Model (DEM) map are prepared, all the watershed information can be created as well. This study compared the simulation results from automatically generated input and manual input. The results show that the relative simulation error resulting from the rough process of data input can be around 30% in runoff simulation, and even reach 70% in non-point source pollution (NPSP) simulation. It could conclude that GIS technology is significant for predicting watershed responses by WinVAST model, because it can efficiently reduce the uncertainty induced by input errors.  相似文献

This study explores ecological vulnerability to land-use change in the U.S. Mid-Atlantic Region by spatially extrapolating land and economic development, and overlaying these projections with maps of sensitive ecological resources. As individual extrapolations have a high degree of uncertainty, five methods with different theoretical bases are employed. Confidence in projections is increased for counties targeted by two or more projection methods. A county is considered at risk if it currently supports three or more sensitive resources, and is projected to experience significant growth by the year 2010 by two or more methods. Analysis designated 19 counties and two cities as at risk, highlighting within a large region the priority areas where state and regional efforts would contribute the most to integrating environmental considerations into the process of land development. The study also found that potentially severe ecological effects of future land-use change are not limited to the outskirts of major urban areas. Recreational demands on smaller communities with mountain and coastal resources are also significant, as are initiatives to promote economic development in rural areas of high ecological quality. This approach provides a comprehensive overview of potential regional development, leading to an objective prioritization of high-risk areas. The intent is to inform local planning and decision-making so that regional and cumulative ecological degradation are minimized.  相似文献

It is significant to arrange suitable design and placement of best management practices (BMPs) for reaching the aim that can not only satisfy environmental quality standards, but also decrease the total cost of BMPs. This study applied WinVAST model to predict watershed responses. The objective of this work was to discuss both the economic costs and benefits of BMPs and the control efficiency of discharge and pollutant exports, and to create some suitable standards for the optimal BMPs placement strategies. It is significant to find an optimal number and location of BMPs. In the case study herein, the number of BMPs including a detention pond and a grassy swale would be better to be given by four. The number of BMPs should also be determined by the environmental standards. Moreover, the result shows that the optimal location of BMPs placement is in the downstream area near the outlet and on the mainstream of the catchment. When the BMPs are set in these regions, it cannot only reduce the peak flow and peak pollutant exports, but also have slow time to peak watershed responses.  相似文献

Economic development and the search for competitiveness have become key issues in regions' economic success. However, despite the direct relationship between economic and environmental management, few land-use plans consider the latter aspect, and city managers delegate the responsibility for environmental impacts to state legislation and private initiatives. This myopic search for competitiveness has meant that a holistic view of environmental issues is often not integrated into municipal decision-making processes. Therefore, this study's objective was to determine the relevant direct and indirect relationships of land management and budgetary procedures of municipalities with overall production levels of hazardous waste. To this end, a primary tourist region, Málaga, was examined in terms of how this waste's environmental impacts can affect the region's vital tourism sector. This research used principal component analysis, regression by ordinary least squares, cluster analysis in two stages and a means test to compare the data for the Province of Malaga's subregions.The results confirm a positive relationship between municipal expenditure and waste production and highlight the environmental benefits of land use involving environmentally non-aggressive crops. The results also reveal a negative relationship between waste production and financial assets and a direct relationship between unproductive land and the production of hazardous waste. The findings also highlight the necessity of raising awareness about the need for collaboration between different agents, especially in the development of inter-municipal strategies.  相似文献
