Risk estimation and risk evaluation in society are often done separately for pollutants in ambient air, water, food and industrial air. The need for evaluating total exposure is pointed out. Ongoing international programs are referred to. Biological monitoring in combination with environmental monitoring constitutes a promising step towards an integrated exposure monitoring for health risk assessment. The rationale for such an approach is discussed. The need of monitoring not only single substances but a combination of substances is exemplified. A strengthening of the basic research in related fields will widely increase future possibilities for health-related surveillance.  相似文献

环境监测是水生态健康监测与评估的重要环节,基于物理、化学监测的传统水质监测通常仅能提供独立的数据信息,不能全面、直观地反映水环境状况。基于生物等生命体导向的水生态监测通过生物对环境的响应,能够直接反应复杂水体状况,在水环境健康监测与评估中占据重要地位。基于病原微生物、指示生物介绍了生物监测中的常规生物指标,总结了包括藻类、无脊椎动物和鱼类在内的常见指示生物在不同类型污染水体中的环境指示作用。从生物毒性效应出发介绍了常用的毒性效应测试方法、分析了污染物在不同生物学水平的响应,从而指明生物毒性效应在水环境健康评估中的发展优势。再从生态完整性角度阐述了生态完整性评价的一般方法和新兴分子生物学技术在水生态健康评估中的应用。重点指出环境毒理学和分子生物学在水环境监测的优势,以期为更加科学精确地进行水生态健康监测预警提供支撑。  相似文献

Coral reefs worldwide are declining at an alarming rate and are under continuous threat from both natural and anthropogenic environmental stressors. Warmer sea temperatures attributed to global climate change and numerous human activities at local scales place these valuable ecosystems at risk. Reefs provide numerous services, including shoreline protection, fishing, tourism and biological diversity, which are lost through physical damage, overfishing, and pollution. Pollution can be controlled under provisions of the Clean Water Act, but these options have not been fully employed to protect coral reefs. No U.S. jurisdiction has implemented coral reef biocriteria, which are narrative or quantitative water quality standards based on the condition of a biological resource or assemblage. The President’s Ocean Action Plan directs the U.S. Environmental Protection Agency (EPA) to develop biological assessment methods and biological criteria for evaluating and maintaining the health of coral reef ecosystems. EPA has formed the Coral Reef Biocriteria Working Group (CRBWG) to foster development of coral reef biocriteria through focused research, evaluation and communication among Agency partners and U.S. jurisdictions. Ongoing CRBWG activities include development and evaluation of a rapid bioassessment protocol for application in biocriteria programs; development of a survey design and monitoring strategy for the U.S. Virgin Islands; comprehensive reviews of biocriteria approaches proposed by states and territories; and assembly of data from a variety of monitoring programs for additional metrics. Guidance documents are being prepared to assist U.S. jurisdictions in reaching protective and defensible biocriteria.  相似文献

LEONARD ORTOLANO has written a textbook, Environmental Planning and Decision Making, that is ideal for introducing undergraduates to the field of environmental planning. His three chapters on environmental impact assessment (from 16 chapters overall) present a range of impact assessment methods in a helpful decision-making context. Specific techniques for considering biological factors in planning, evaluating the visual qualities of the environment, assessing noise impacts, assessing air quality impacts, and assessing impacts on water resources are also covered in five additional chapters. Professional planners and engineers should find this introduction to the approaches employed by specialists of various kinds helpful. With the permission of the publisher, John Wiley and Sons, we here reprint Chapter 15, “Estimating Air Quality Impacts,” from Ortolano's excellent book. In 1980, the World Health Organization (Regional Office for Europe) invited The Centre for Environmental Management and Planning (CEMP) to organize a two-week training course on Environmental Impact Assessment (EIA) to provide a comprehensive introduction to EIA with emphasis on methods and techniques for impact identification, prediction and assessment. Not suprisingly the topic of environmental health impact assessment was to be a major focus. Since 1980, the course has been held each year at the University of Aberdeen. An analysis of participation in the course during its first five years yields several impressions about the success of this training effort and the ways in which it might be improved.  相似文献

Assessment of environmental and occupational exposure to chemicals can be performed with environmental monitoring (EM) and biological monitoring (BM). Biological monitoring was for a long time considered as a method complementary to environmental monitoring. At present this attitude is changing and in certain areas biological monitoring is applied as the method of choice for exposure and health-risk assessment. This paper examines advantages and disadvantages of those two approaches. In occupational settings environmental monitoring of exposure to VOCs seems to be superior to biological monitoring (possibility of simultaneous determination of components of mixtures, simple interpretation, possibility of evaluation of short-term exposure to local irritants). In the case of this group of compounds BM can be useful in selected cases such as evaluation of dermal absorption or efficiency of protective measures. In the case of metals both forms of monitoring can be used depending on the available methods for interpretation of results. BM of exposure may be considered as superior for evaluating the effects of exposure to lead, cadmium and mercury. However, quantitative evaluation of cancer risk after exposure to arsenic or chromium is possible only on the basis of determination in the air and the use of unit risk values. Both environmental and biological monitoring are useful for evaluation of occupational and environmental exposure to polycyclic aromatic hydrocarbons (PAHs). In certain areas such as evaluation of exposure to external tobacco smoking, cytostatic drugs, and pesticides, biological monitoring is the method of choice used for individual exposure assessment or tracing the trends of environmental exposure.  相似文献

In recent years, several monitoring programs have been established as a consequence of EU Directives which include requirements for monitoring the quality of water resources (drinking water, groundwater and surface water). Plant protection products (PPPs) are an obvious target for monitoring activities, since they are directly released into the environment. In Italy, the National Environmental Protection Agency (ISPRA ex APAT) has recently published two reports containing the results of the National Plans for Control of Environmental Effects of PPP. These documents contain the collection of monitoring data related to the presence of PPP residues in surface water and groundwater. The first objective of this work was to critically analyze the results of monitoring campaigns on pesticide residues in surface waters in Italy. In particular, the paper focuses on whether and how the Italian approach satisfies the requirements of the Water Framework Directive, whether they are representative of the whole national territory, and how the utilized approach is appropriate for the characterization of risk to surface water. Starting from this analysis, some considerations about the limits of environmental monitoring as a tool for managing risk were highlighted.  相似文献

This study was conducted to evaluate the usefulness of various biological parameters for monitoring of workers exposed to methyl ethyl ketone (MEK). Fifty male workers from a large magnetic videotape factory participated in this study. Personal air samples were collected using 3M organic vapor monitors and analysed for MEK by gas chromatography with flame ionisation detector (FID). 10 mL of urine; blood (1 mL) and exhaled air were also collected at the end of an 8-hour workshift. The headspace GC method was applied for measurement of urinary and blood MEK. MEK in expired air was analysed directly by using a GC/FID.The correlation coefficients (r) between environmental MEK and all other biological parameters measured show significant positive relationships. The r for environmental MEK and urine MEK was 0.84; for blood 0.73 and for breath 0.64. The correlation coefficients between blood and urine was 0.72; blood and breath was 0.88 and urine and breath 0.60. These findings suggest that measurements of unmetabolised MEK in blood, exhaled air and urine can be used for biological monitoring of MEK exposure. Nevertheless, laboratory methodological assessment is in favour of measuring urinary MEK as it is non-invasive and does not have to be analysed immediately after collection.  相似文献

Environmental benchmarks are widely used in Canadian environmental assessment as a standard against which to monitor air or water quality in response to human activities in the environment. Recent work in Canada has developed the concept of ecological benchmarks as a complement to environmental benchmarks. However, implementation of ecological benchmarks may be challenging. This paper presents an analogy between ecological benchmarks and the more commonly used environmental benchmarks, as an attempt to increase understanding and use of ecological benchmarks in resource management, assessment, and monitoring. Ecological benchmarks, and their corresponding indicators, will be challenging to identify and use. However, through the use of the principles of adaptive management, effective ecological indicators and benchmarks can be established. Although it is essential that ecological benchmarks are site-specific, the analogy and general principles outlined here are applicable to assessment and monitoring in any part of the world.  相似文献

A National Swedish Environmental Monitoring Programme, the PMK, has been designed for regular and permanent recording of environmental conditions and long-term changes in background regions, and for keeping track of the flux of pollutants in and between various media. Many of the projects involved deal with integrated monitoring of terrestrial and limnic ecosystems. This work is carried out in or near some 20 small watersheds, usually selected in national parks or nature reserves. The environmental factors monitored in these areas include concentrations of chemical substances in precipitation, soil, groundwater, surface water, and organisms, as well as biological parameters—such as the population size and reproductive capacity of certain species—that may indicate effects of environmental disturbances. The data from this programme can be used as a reference to environmental data acquired near pollution sources, and as a basis for measures against e.g. acid rain, heavy-metal pollution, and use of pesticides. The biological parameters may also reveal effects of yet unknown pollutants or other disturbances.  相似文献

To comprehensively pre-evaluate the damages to both the environment and human health due to construction activities in China, this paper presents an integrated building environmental and health performance (EHP) assessment model based on the Building Environmental Performance Analysis System (BEPAS) and the Building Health Impact Analysis System (BHIAS) models and offers a new inventory data estimation method. The new model follows the life cycle assessment (LCA) framework and the inventory analysis step involves bill of quantity (BOQ) data collection, consumption data formation, and environmental profile transformation. The consumption data are derived from engineering drawings and quotas to conduct the assessment before construction for pre-evaluation. The new model classifies building impacts into three safeguard areas: ecosystems, natural resources and human health. Thus, this model considers environmental impacts as well as damage to human wellbeing. The monetization approach, distance-to-target method and panel method are considered as optional weighting approaches. Finally, nine residential buildings of different structural types are taken as case studies to test the operability of the integrated model through application. The results indicate that the new model can effectively pre-evaluate building EHP and the structure type significantly affects the performance of residential buildings.  相似文献

U.S. EPA Region IX is supporting bioassessment programs in Arizona, California, Hawaii and Nevada using biocriteria program and Regional Environmental Monitoring and Assessment Program (R-EMAP) resources. These programs are designed to improve the state, tribal and regional ability to determine the status of water quality. Biocriteria program funds were used to coordinate with Arizona, California and Hawaii which resulted in these states establishing reference conditions and in developing biological indices. U.S. EPA Region IX has initiated R-EMAP projects in California and Nevada. These U.S. EPA Region IX sponsored programs have provided an opportunity to interact with the States and provide them with technical and management support. In Arizona, several projects are being conducted to develop the State's bioassessment program. These include the development of a rotational random monitoring program; a regional reference approach for macroinvertebrate bioassessments; ecoregion approach to testing and adoption of an alternate regional classification system; and development of warm-water and cold-water indices of biological integrity. The indices are projected to be used in the Arizona Department of Environmental Quality (ADEQ) 2000 water quality assessment report. In California, an Index of Biological Integrity (IBI) has been developed for the Russian River Watershed using resources from U.S. EPA's Non-point Source (NPS) Program grants. A regional IBI is under development for certain water bodies in the San Diego Regional Water Quality Control Board. Resources from the U.S. EPA Biocriteria program are being used to support the California Aquatic Bioassessment Workgroup (CABW) in conjunction with the California Department of Fish & Game (CDFG), and to support the Hawaii Department of Health (DoH) Bioassessment Program to refine biological metrics. In Nevada, R-EMAP resources are being used to create a baseline of aquatic information for the Humboldt River watershed. U.S. EPA Region IX is presently working with the Nevada Division of Environmental Protection (NDEP) to establish a Nevada Aquatic Bioassessment Workgroup. Future R-EMAP studies will occur in the Calleguas Creek watershed in Southern California, and in the Muddy and Virgin River watersheds in southern Nevada, and the Walker River watershed in eastern California and west-central Nevada.  相似文献

As early as 1968, WMO decided to start a programme on atmospheric pollution. Consequently, a Panel of Experts on Meteorological Aspects of Atmospheric Pollution was established. It was also decided to operate a network of background air pollution monitoring stations. With increasing public concern on environmental pollution impacts, a growing number of WMO Members joined the programme. The Environmental Pollution Monitoring and Research Programme, as well as the World Climate Programme launched in the late seventies, will provide information on a possible influence of pollution on climate.When the network of background ait pollution monitoring started, some Members had already proposed to carry out multimedia monitoring at suitable stations. Later on, it became obvious that more information is required on levels and trends of pollutants in media interacting with the atmosphere and a project on integrated monitoring was established, the purpose of which is to define the objectives and uses of integrated monitoring and to establish procedures for routine standardized integrated monitoring of the of the environment.Pilot projects presently being carried out in a few Member countries are meant to provide most of the information required for the implementation of global background integrated environmental monitorting.  相似文献

The CA Department of Pesticide Regulation (CDPR) developed methods to select pesticides and a community to fulfill criteria for an ambient air monitoring study it conducted as part of the CA Environmental Protection Agency's Environmental Justice Action Plan. Using a scoring system, CDPR evaluated 100 pesticides based on statewide-reported pesticide use, volatility, and priority in CDPR's risk assessment process (indicators of exposure and toxicity) to produce a list of pesticides to consider as candidates for monitoring. The CDPR also evaluated and scored 83 communities based on demographics and health factors, availability of cumulative impacts data, and reported pesticide use to create a list of community candidates. The scores provide relative rankings to distinguish more highly impacted communities from less impacted ones and to identify which pesticides might contribute most to potential adverse health effects. These methods use criteria that can be quantified, validated, and verified in order to provide a transparent and fair selection process. Based on public comments and highest scores, CDPR recommended 40 pesticides (including some of their degradation products) and one community for its yearlong monitoring study. The CDPR then further refined its list of pesticides by soliciting input from local and technical advisory groups. The CDPR plans to use these methods to select pesticides and communities in future monitoring activities.  相似文献

Biodiversity, soil, water, air, climate, landscape and other components are typically analyzed in Environmental Impact Assessment (EIA) when looking for the effects of a given project on the biological and ecological components of the environment. Strategic Environmental Assessment (SEA) tends to follow the same general pattern, when looking for the environmental effects of plans and programs. In both cases, ecosystem services are often not explicitly considered. We developed a framework to analyze environmental assessment (EA) practice and infer about ecosystem services based on existing evidence from EIA and SEA reports and supporting information. Our framework addresses the relations between ecosystem services and the environmental factors assessed in EIA and SEA, considering the relevant conceptual frameworks such as the ES cascade model and the DPSIR framework applied to ES provision. We base our proposals on results from a preliminary meta-analysis of recent EIA and SEA reports from several types of plans and projects in Portugal, in which implicit assessments of ES were clearly predominant. We discuss the implications of those results and the opportunities to infer about ecosystem services, and conclude on the need for more dedicated and explicit efforts to ecosystem services assessment in EIA and SEA.  相似文献

Social Impact Assessment (SIA) has traditionally been practiced as a predictive study for the regulatory approval of major projects, however, in recent years the drivers and domain of focus for SIA have shifted. This paper details the emergence of Social Impact Management Plans (SIMPs) and undertakes an analysis of innovations in corporate and public policy that have put in place ongoing processes – assessment, management and monitoring – to better identify the nature and scope of the social impacts that might occur during implementation and to proactively respond to change across the lifecycle of developments. Four leading practice examples are analyzed. The International Finance Corporation (IFC) Performance Standards require the preparation of Environmental and Social Management Plans for all projects financed by the IFC identified as having significant environmental and social risks. Anglo American, a major resources company, has introduced a Socio-Economic Assessment Toolbox, which requires mine sites to undertake regular assessments and link these assessments with their internal management systems, monitoring activities and a Social Management Plan. In South Africa, Social and Labour Plans are submitted with an application for a mining or production right. In Queensland, Australia, Social Impact Management Plans were developed as part of an Environmental Impact Statement, which included assessment of social impacts. Collectively these initiatives, and others, are a practical realization of theoretical conceptions of SIA that include management and monitoring as core components of SIA. The paper concludes with an analysis of the implications for the practice of impact assessment including a summary of key criteria for the design and implementation of effective SIMPs.  相似文献

Ecological monitoring is a complementary component of the overall environmental management and monitoring program of any Environmental Impact Assessment (EIA) report. The monitoring method should be developed for each project phase and allow for periodic reporting and assessment of compliance with the environmental conditions and requirements of the EIA. Also, this method should incorporate a variance request program since site-specific conditions can affect construction on a daily basis and require time-critical application of alternative construction scenarios or environmental management methods integrated with alternative mitigation measures. Finally, taking full advantage of the latest information and communication technologies can enhance the quality of, and public involvement in, the environmental management program. In this paper, a landscape-scale ecological monitoring method for major construction projects is described using, as a basis, 20 months of experience on the Baku-Tbilisi-Ceyhan (BTC) Crude Oil Pipeline Project, covering Turkish Sections Lot B and Lot C. This analysis presents suggestions for improving ecological monitoring for major construction activities.  相似文献

This article brings forth recommendations from a workshop sponsored by the U.S. Environmental Protection Agency's Science to Achieve Results (STAR) and Environmental Monitoring and Assessment (EMAP) Programs and by the Council of State Governments, held during May 2002 in Kansas City, Kansas. The workshop assembled microbial ecologists and environmental scientists to determine what research and science is needed to bring existing molecular biological approaches and newer technologies arising from microbial genomic research into environmental monitoring and water quality assessments. Development of genomics and proteomics technologies for environmental science is a very new area having potential to improve environmental water quality assessments. The workshop participants noted that microbial ecologists are already using molecular biological methods well suited for monitoring and water quality assessments and anticipate that genomics-enabled technologies could be made available for monitoring within a decade. Recommendations arising from the workshop include needs for (i) identification of informative microbial gene sequences, (ii) improved understandings of linkages between indicator taxa, gene expression and environmental condition, (iii) technological advancements towards field application, and (iv) development of the appropriate databases.
