The introduction of anthropogenic sounds into the marine environment can impact some marine mammals. Impacts can be greatly reduced if appropriate mitigation measures and monitoring are implemented. This paper concerns such measures undertaken by Exxon Neftegas Limited, as operator of the Sakhalin-1 Consortium, during the Odoptu 3-D seismic survey conducted during 17 August–9 September 2001. The key environmental issue was protection of the critically endangered western gray whale (Eschrichtius robustus), which feeds in summer and fall primarily in the Piltun feeding area off northeast Sakhalin Island. Existing mitigation and monitoring practices for seismic surveys in other jurisdictions were evaluated to identify best practices for reducing impacts on feeding activity by western gray whales. Two buffer zones were established to protect whales from physical injury or undue disturbance during feeding. A 1 km buffer protected all whales from exposure to levels of sound energy potentially capable of producing physical injury. A 4–5 km buffer was established to avoid displacing western gray whales from feeding areas. Trained Marine Mammal Observers (MMOs) on the seismic ship Nordic Explorer had the authority to shut down the air guns if whales were sighted within these buffers. Additional mitigation measures were also incorporated: Temporal mitigation was provided by rescheduling the program from June–August to August–September to avoid interference with spring arrival of migrating gray whales. The survey area was reduced by 19% to avoid certain waters <20 m deep where feeding whales concentrated and where seismic acquisition was a lower priority. The number of air guns and total volume of the air guns were reduced by about half (from 28 to 14 air guns and from 3,390 in3 to 1,640 in3) relative to initial plans. “Ramp-up” (=“soft-start”) procedures were implemented. Monitoring activities were conducted as needed to implement some mitigation measures, and to assess residual impacts. Aerial and vessel-based surveys determined the distribution of whales before, during and after the seismic survey. Daily aerial reconnaissance helped verify whale-free areas and select the sequence of seismic lines to be surveyed. A scout vessel with MMOs aboard was positioned 4 km shoreward of the active seismic vessel to provide better visual coverage of the 4–5 km buffer and to help define the inshore edge of the 4–5 km buffer. A second scout vessel remained near the seismic vessel. Shore-based observers determined whale numbers, distribution, and behavior during and after the seismic survey. Acoustic monitoring documented received sound levels near and in the main whale feeding area. Statistical analyses of aerial survey data indicated that about 5–10 gray whales moved away from waters near (inshore of) the seismic survey during seismic operations. They shifted into the core gray whale feeding area farther south, and the proportion of gray whales observed feeding did not change over the study period. Five shutdowns of the air guns were invoked for gray whales seen within or near the buffer. A previously unknown gray whale feeding area (the Offshore feeding area) was discovered south and offshore from the nearshore Piltun feeding area. The Offshore area has subsequently been shown to be used by feeding gray whales during several years when no anthropogenic activity occurred near the Piltun feeding area. Shore-based counts indicated that whales continued to feed inshore of the Odoptu block throughout the seismic survey, with no significant correlation between gray whale abundance and seismic activity. Average values of most behavioral parameters were similar to those without seismic surveys. Univariate analysis showed no correlation between seismic sound levels and any behavioral parameter. Multiple regression analyses indicated that, after allowance for environmental covariates, 5 of 11 behavioral parameters were statistically correlated with estimated seismic survey-related variables; 6 of 11 behavioral parameters were not statistically correlated with seismic survey-related variables. Behavioral parameters that were correlated with seismic variables were transient and within the range of variation attributable to environmental effects. Acoustic monitoring determined that the 4–5 km buffer zone, in conjunction with reduction of the air gun array to 14 guns and 1,640 in3, was effective in limiting sound exposure. Within the Piltun feeding area, these mitigation measures were designed to insure that western gray whales were not exposed to received levels exceeding the 163 dB re 1 μPa (rms) threshold. This was among the most complex and intensive mitigation programs ever conducted for any marine mammal. It provided valuable new information about underwater sounds and gray whale responses during a nearshore seismic program that will be useful in planning future work. Overall, the efforts in 2001 were successful in reducing impacts to levels tolerable by western gray whales. Exxon Neftegas Limited, operator of the Sakhalin-1 consortium, is developing oil and gas reserves on the continental shelf off northeast Sakhalin Island, Russia. DalMorNefteGeofizika (DMNG), on behalf of the Sakhalin-1 consortium, conducted a 3-D seismic survey of the Odoptu license area during 17 August–9 September 2001. A portion of the primary known feeding area of the endangered western gray whale (Eschrichtius robustus) is located adjacent to the seismic block. The data presented here were collected as part of daily monitoring to determine if there was any measurable effect of the seismic survey on the distribution and abundance of western gray whales. Mitigation and monitoring program included aerial surveys conducted between 19 July and 19 November using the methodology outlined by the Southern California High Energy Seismic Survey team (HESS). These surveys provided documentation of the distribution, abundance and bottom feeding activity of western gray whales in relation to seismic survey sounds. From an operations perspective, the aerial surveys provided near real-time data on the location of whales in and outside the feeding area, and documented whether whales were displaced out of an area normally used as feeding habitat. The objectives of this study were to assess (a) temporal changes in the distribution and abundance of gray whales in relation to seismic survey, and (b) the influence of seismic survey, environmental factors, and other variables on the distribution and abundance of gray whales within their preferred feeding area adjacent to Piltun Bay. Multiple regression analysis revealed a limited redistribution of gray whales southward within the Piltun feeding area when the seismic survey was fully operational. A total of five environmental and other variables unrelated to seismic survey (date and proxies of depth, sea state and visibility) and one seismic survey-related variable (seg3d, i.e., received sound energy accumulated over 3 days) had statistically significant effects on the distribution and abundance of gray whales. The distribution of two to four gray whales observed on the surface (i.e., about five to ten whales in total) has likely been affected by the seismic survey. The mitigation and monitoring program associated with the seismic survey included aerial surveys during 19 July–19 November 2001. These aerial surveys documented the local and regional distribution, abundance, and bottom feeding activity of western gray whales. Data on gray whale feeding activity before, during and after the seismic survey were collected, with the whales assumed to be feeding on the benthos if mud plumes were observed on the surface. The data were used to assess the influence of seismic survey and other factors (including environmental) on feeding activity of western gray whales. A stepwise multiple regression analysis failed to find a statistically significant effect (α = 0.05) of the seismic survey on frequency of occurrence of mud plumes of western gray whales used as a proxy to evaluate bottom feeding activity in Piltun feeding area. The regression indicated that transect number (a proxy for water depth, related to distance from shore) and swell height (a proxy for sea state) were the only variables that had a significant effect on frequency of whale mud plumes. A 3D marine seismic survey of the Odoptu license area off northeastern Sakhalin Island, Russia, was conducted by DalMorNefteGeofizika (DMNG) on behalf of Exxon Neftegas Limited and the Sakhalin-1 consortium during mid-August through early September 2001. The key environmental issue identified in an environmental impact assessment was protection of the critically endangered western gray whale (Eschrichtius robustus), which spends the summer–fall open water period feeding off northeast Sakhalin Island in close proximity to the seismic survey area. Seismic mitigation and monitoring guidelines and recommendations were developed and implemented to reduce impacts on the feeding activity of western gray whales. Results of the acoustic monitoring program indicated that the noise monitoring and mitigation program was successful in reducing exposure of feeding western gray whales to seismic noise.  相似文献

In 2001–2003, >60,000 km of aerial surveys and 7,700 km of vessel surveys were conducted during June to November when critically endangered Korean–Okhotsk or western gray whales (Eschrichtius robustus) were present off the northeast coast of Sakhalin Island, Russia. Results of surveys in all years indicated gray whales occurred in predominantly two areas, (1) adjacent to Piltun Bay, and (2) offshore from Chayvo Bay, hereafter referred to as the Piltun and offshore feeding areas. In the Piltun feeding area, the majority of whales were observed in waters shallower than 20 m and were distributed from several hundred meters to ∼ 5 km from the shoreline. In the offshore feeding area during all years, the distribution of gray whales extended from southwest to northeast in waters 30–65 m in depth. During all years, the distribution and abundance of whales changed in both the Piltun and offshore feeding areas, and both north–south and inshore–offshore movements were documented within and between feeding seasons. The discovery of a significant number of whales feeding in the offshore area each year was a substantial finding of this study and raises questions regarding western gray whale abundance and population levels, feeding behavior and ecology, and individual site-fidelity. Fluctuations in the number of whales observed within the Piltun and offshore feeding areas and few sightings outside of these two areas indicate that gray whales move between the Piltun and offshore feeding areas during their summer–fall feeding season. Seasonal shifts in the distribution and abundance of gray whales between and within both the Piltun and offshore feeding areas are thought, in part, to be a response to seasonal changes in the distribution and abundance of prey. The aim of the paper is to estimate and assess residents' willingness to pay to improve air quality in the urban area of Beijing using the Contingent Valuation Method (CVM). The mean willingness to pay (WTP) for a 50% reduction of harmful substances in the air was 143 CNY per household per year, and the total WTP of the residents in the study area was 336 million CNY per year. As a proportion of household annual income, the mean WTP amounted to 0.7%. Four socio-economic variables were found to have significant impacts on residents' willingness to pay. The analysis results illustrated that WTP increases with income and education level, and decreases with household population and age. The willingness was larger for residents in the urban districts than those in the suburban districts. It was found that most of the protest bids lay on interviewees' incomplete perception of the values of environmental amenity. The influence of household income on people's willingness to pay illustrated in this study reflects a causal force of Beijing's transition to market economy that households created to have disposable income are more likely to care about environmental quality. The results of this study strike an optimistic note on the possibility of measuring the total economic value of environmental quality improvement by using the CVM in China. Suggestions on implication of the CVM for both academics and policy makers are provided in the paper.  相似文献

Behavioural changes of medaka (Oryzias latipes) treated with an anticholinesterase insecticide, diazinon (0.1 mg L- 1), were continuously observed for 4 days in semi-natural conditions. Although variations occurred in individual specimens, the movement tracks appeared differently with typical short-range movement with irregular turns and shaking after the treatments. Eight movement patterns frequently observed before and after the treatments were selected, and the variables characterising the movement patterns were compared quantitatively. The variables were clearly differentiated when the movement patterns were correspondingly matched before and after the treatments (e.g., vertical movements, horizontal movements, etc). Meander and stop duration were highly different among the selected movement patterns. Additionally, different degree of toxic response behaviours could also be detected by quantitative characterisation of the variables. Response behaviour was confirmed with toxicological experiments that show the decrease in the acetylcholine esterase activity in the head and body of specimens. Quantitative investigations on the variables of the movement tracks suggested the usefulness of response behaviour as a monitoring tool for environmental assessment.  相似文献

In environmental monitoring, environmental impact assessments and environmental audits, topographical maps play an essential role in providing a means by which the locations of sampling sites may be selected, in assisting with the interpretation of physical features, and in indicating the impact or potential impact on an area due to changes in the system being monitored (e.g., spatially changing features such as wetlands). Global Navigation Satellite Systems (GNSS) are hereby presented as a rapid method for monitoring spatial changes to support environmental monitoring decisions and policies. To validate the GNSS-based method, a comparison is made of results from a small-scale topographic survey using radio-based real-time kinematic GNSS (GNSS-RTK) and total station survey methods at Jack Finnery Lake, Perth, Australia. The accuracies achieved by the total station in this study were 2 cm horizontally and 6 cm vertically, while the GNSS-RTK also achieved an accuracy of 2 cm horizontally, but only 28 cm vertically. While the GNSS-RTK measurements were less accurate in the height component compared to those from the total station method, it is still capable of achieving accuracies sufficient for a topographic map at a scale of 1:1,750 that could support environmental monitoring tasks such as identifying spatial changes in small water bodies or wetlands. The time taken to perform the survey using GNSS-RTK, however, was much shorter compared to the total station method, thereby making it quite suitable for monitoring spatial changes within an environmental context, e.g., dynamic mining activities that require rapid surveys and the updating of the monitored data at regular intervals.  相似文献

The West Nile virus (WNV) may post a significant health risk for mammals, including humans and insects. This study examines the spatial–temporal effects of environmental factors on WNV dissemination with a case study of ten counties in the southern California, where the epidemic was recently most prevalent within the USA. WNV surveillance data were obtained from the California Vectorborne Disease Surveillance System and Centers for Disease Control and Prevention. Remote sensing and Geographic Information Systems (GIS) techniques were combined to derive environmental variables. Principal component analysis was performed to select the most relevant environmental variables. Two ecological zones were identified based on the selected variables. Identification of risk areas for WNV was limited to a zone with 95% mosquitoes surveillance records. Three time windows, the epidemiological weeks?18–26, 27–35, and 36–44 in each year of 2007–2009, were examined in details with risk area mapping. It is found that the southern part of San Joaquin Valley in Kern County and Los Angeles County (especially its southern part) were the most vulnerable locations for WNV outbreak. Main factors contributing to the WNV propagation included summer mean temperature, annual mean deviation from the mean temperature, land surface temperature, elevation, landscape complexity, landscape diversity, and vegetation water content. The result of this study improves understanding of WNV ecology and provides tools for detecting, tracking, and predicting the epidemic. The holistic approach developed for this study, which integrated remotely sensed, GIS-based, and in situ-measured environmental data with landscape metrics, may be applied to studies of other vector-borne diseases.  相似文献

A demonstration project in Oregon examined the feasibility of combining Federal environmental monitoring surveys. An integrated approach should remove duplication of effort and reduce the possibility of providing apparently conflicting information to policy makers and the public. Data collection teams made photo interpretation measurements and on-site soil/vegetation/animal observations at locations that were selected from the Forest Inventory and Analysis (FIA), National Forest System (NFS) Region 6, and National Resource Inventory (NRI) surveys in a six-county area in Northern Oregon. The project demonstrated the feasibility of conducting a combined FIA/NFS/NRI survey and suggests an approach that will preserve the utility of the critical historical information from these surveys. We suggest a framework for estimating the extent of forest and range land that explains FIA/NRI differences and provides a common basis for both surveys. We suggest indicator and protocol criteria that will allow consistent national and regional estimates over all vegetation types, and stress the importance of including measurement repeatability in the design of the combined survey.  相似文献

I developed a fish-based index of biotic integrity (IBI) to assess environmental quality in intermittent headwater streams in Wisconsin, USA. Backpack electrofishing and habitat surveys were conducted four times on 102 small (watershed area 1.7–41.5 km2), cool or warmwater (maximum daily mean water temperature ≥22 C), headwater streams in spring and late summer/fall 2000 and 2001. Despite seasonal and annual changes in stream flow and habitat volume, there were few significant temporal trends in fish attributes. Analysis of 36 least-impacted streams indicated that fish were too scarce to calculate an IBI at stations with watershed areas less than 4 km2 or at stations with watershed areas from 4–10 km2 if stream gradient exceeded 10 m/km (1% slope). For streams with sufficient fish, potential fish attributes (metrics) were not related to watershed size or gradient. Seven metrics distinguished among streams with low, agricultural, and urban human impacts: numbers of native, minnow (Cyprinidae), headwater-specialist, and intolerant (to environmental degradation) species; catches of all fish excluding species tolerant of environmental degradation and of brook stickleback (Culaea inconstans) per 100 m stream length; and percentage of total individuals with deformities, eroded fins, lesions, or tumors. These metrics were used in the final IBI, which ranged from 0 (worst) to 100 (best). The IBI accurately assessed the environmental quality of 16 randomly chosen streams not used in index development. Temporal variation in IBI scores in the absence of changes in environmental quality was not related to season, year, or type of human impact and was similar in magnitude to variation reported for other IBI's.  相似文献

With increasing cascading effects of climate change on the marine environment, as well as pollution and anthropogenic utilization of the seafloor, there is increasing interest in tracking changes to benthic communities. Macrofaunal surveys are traditionally conducted as part of pre-incident environmental assessment studies and post-incident monitoring studies when there is a potential impact to the seafloor. These surveys usually characterize the structure and/or spatiotemporal distribution of macrofaunal assemblages collected with sediment cores; however, many different sampling protocols have been used. An assessment of the comparability of past and current survey methods was in need to facilitate future surveys and comparisons. This was the aim of the present study, conducted off the Oregon coast in waters 25–35 m deep. Our results show that the use of a sieve with a 1.0-mm mesh size gives results for community structure comparable to results obtained from a 0.5-mm mesh size, which allows reliable comparisons of recent and past spatiotemporal surveys of macroinfauna. In addition to our primary objective of comparing methods, we also found interacting effects of seasons and depths of collection. Seasonal differences (summer and fall) were seen in infaunal assemblages in the wave-induced sediment motion zone but not deeper. Thus, studies where wave-induced sediment motion can structure the benthic communities, especially during the winter months, should consider this effect when making temporal comparisons. In addition, some macrofauna taxa-like polychaetes and amphipods show high interannual variabilities, so spatiotemporal studies should make sure to cover several years before drawing any conclusions.  相似文献

Understanding the relationship between human disturbance and ecological response is essential to the process of indicator development. For large-scale observational studies, sites should be selected across gradients of anthropogenic stress, but such gradients are often unknown for a population of sites prior to site selection. Stress data available from public sources can be used in a geographic information system (GIS) to partially characterize environmental conditions for large geographic areas without visiting the sites. We divided the U.S. Great Lakes coastal region into 762 units consisting of a shoreline reach and drainage-shed and then summarized over 200 environmental variables in seven categories for the units using a GIS. Redundancy within the categories of environmental variables was reduced using principal components analysis. Environmental strata were generated from cluster analysis using principal component scores as input. To protect against site selection bias, sites were selected in random order from clusters. The site selection process allowed us to exclude sites that were inaccessible and was shown to successfully distribute sites across the range of environmental variation in our GIS data. This design has broad applicability when the goal is to develop ecological indicators using observational data from large-scale surveys.  相似文献

The purpose of this study was to design and test a monitoring protocol for marine waterfowl in the central Alaskan Beaufort Sea. The study provides an important case-study of how a long-term monitoring program may be affected by unanticipated human disturbances.Because of its overwhelming and widespread abundance, relatively sedentary behavior, ease in counting, and the extensive historical database, the long-tailed duck (Clangula hyemalis) was selected as the focal species. Two null hypotheses were formulated concerning potential changes in the numbers and distribution of long-tailed ducks in relation to disturbance in an industrial study area, compared to a reference study area located about 50 km to the east.A 9-year historical database (1977–1984, 1989) of long-tailed duck densities and other important data recorded during systematic aerial surveys was analyzed retrospectively using multiple regression techniques. The retrospective analyses determined which of several predictor variables recorded were significantly related to long-tailed duck density. Separate analyses were conducted for two periods: (1) the overall period when long-tailed ducks were present in the lagoon study areas, and (2) the shorter adult male molt period. The results of the two analyses indicated that 57% and 68%, respectively, of the total variation in long-tailed duck density during the two periods could be explained by variables recorded during the surveys. Predictor variables representing habitat, day of the year, time of day, amount of ice, and wave height recorded on-transect during surveys were most closely associated with long-tailed duck density. Measurement error during the surveys, and influences outside the study area such as nesting success in tundra habitats and mortality during migration and in over-wintering areas likely also had strong influences on the results, but these factors were not measurable in our study.Based on results of the retrospective analyses, a long-term monitoring protocol consisting of a program of systematic aerial surveys and an analyses of variance and covariance (ANOVA and ANCOVA) statistical procedure was designed and initially tested in 1990 and 1991. This 2-year testing phase resulted in several revisions to the monitoring protocol. Refinements were made to the original sampling procedures, to the survey schedule, and to the recommended statistical analysis procedures. Results of the ANOVA and ANCOVA indicated that there was no evidence of a change in long-tailed duck densities that could be attributable to disturbance (from any source) in the industrial study area relative to a reference area with no industrial development. Other analyses indicated that the sampling and analysis procedures would be adequate to detect long-term trends in long-tailed duck density and localized disturbance effects, but that the monitoring program should be continued well beyond two years to detect statistically significant changes. As a result, additional aerial surveys of both study areas were conducted again during 1999–2001.Results of the revised ANOVA and ANCOVA of the 1990–1991 and 1999–2001 survey data indicated that the density of long-tailed ducks had significantly declined in coastal lagoons along the central Alaskan Beaufort Sea coast during the study period. In addition, disturbances throughout the barrier island-lagoon systems used by these ducks, including both the industrial and the reference study areas, had significantly increased over the same period. However, because unanticipated disturbances from a variety of anthropogenic sources, and not just industry sources, increased in both study areas, the reference study area was not an effective statistical control. As a result, the decline in long-tailed duck density in both study areas was not attributable to industry-related activities. Although the monitoring protocol described here is an effective method to detect statistically significant changes in long-tailed duck distribution and abundance in the nearshore Alaskan Beaufort Sea, many more years of sampling would be necessary to attribute observed changes to industry-related disturbances.  相似文献

The Canadian Department of Fisheries and Oceans conducts annual bottom trawl surveys to monitor changes in the abundance of the major commercially important groundfish populations. Some of these surveys have been in operation for almost 20 yr. The estimates from these surveys often indicate rapid changes in abundance over time beyond that expected from the population dynamics of the fish. Much of this interannual change has been interpreted as variation, the magnitude of which has often made it difficult to measure anything but the most severe effects of fishing, pollution or any other intervention on the population. Recent studies have shown that some of this variation may be attributed to changes in catchability of fish due to the effects of environmental variables on fish distribution. Annual changes in abundance as estimated from such field surveys may be confounded by changes in catchability due to annual changes in environmental conditions. In this study, trawl catches of age 4 Atlantic cod (Gadus morhua) from surveys conducted during March 1979–1988 were compared with concurrent measurements of bottom salinity, temperature and depth. Large catches of age 4 cod are more likely to occur in water characterized as the intermediate cold layer defined by salinities of 32–33.5 and temperatures<5°C. This relationship also appears to be modified by depth. We further show that internnual changes in the estimated abundance from the surveys were, in a number of cases, coincident with changes in the proportion of the bottom water composed of the intermediate cold water layer. The implications that these patterns may have on interpreting trends in the estimates of abundance from trawl surveys are discussed.  相似文献

The Institute of Terrestrial Ecology (ITE) has been studying land use and the effects of land use on ecology for two decades. A series of national field surveys have been undertaken by the Land Use Section of ITE since 1978, the most recent being Countryside Survey 1990 (CS1990). The three-year project brought together field survey and remote sensing data which were analyzed using Geographical Information Systems (GIS). National and regional land-cover patterns were described and changes estimated.The data collected by the field survey part of CS1990 recorded stratified samples based on a land classification. Thematic maps for surveyed 1-km squares covered physiography, agriculture and semi-natural vegetation, forestry, structures and boundaries. The same sites were surveyed in 1984 and 1990 with 14 000 digital maps produced describing both years. Principles of probability survey design were applied to guide large-scale sampling of populations of stony corals and associated benthic taxa in the Florida Keys coral reef ecosystem. The survey employed a two-stage stratified random sampling design that partitioned the 251-km(2) domain by reef habitat types, geographic regions, and management zones. Estimates of the coefficient of variation (ratio of standard error to the mean) for stony coral population density and abundance ranged from 7% to 12% for four of six principal species. These levels of survey precision are among the highest reported for comparable surveys of marine species. Relatively precise estimates were also obtained for octocoral density, sponge frequency of occurrence, and benthic cover of algae and invertebrates. Probabilistic survey design techniques provided a robust framework for estimating population-level metrics and optimizing sampling efficiency.  相似文献

We evaluated the relative performance of electrofishing and visual surveys (snorkeling) for estimating the abundance of combinations of fish species and size classes in rivers. We also assessed the effect of environmental conditions on potential differences between the results obtained using these two sampling methods. Sampling sites were distributed in the Laurentian region of Québec. Both methods were used while sections were blocked. Three snorkelers swam the river sections upstream while identifying and counting fish of each species and size classes. Three-pass electrofishing was performed in the same sites and abundances were estimated with a maximum likelihood depletion model. Greater abundances of fish were observed by snorkeling than by electrofishing at all sites. Snorkeling species richness was higher or equal to electrofishing richness in, respectively, 60 % and 40 % of sampled sites. Differences in the fish communities observed by both sampling methods were not related to environmental conditions. The results of our work are therefore contrary to that of most published studies that suggested the use of electrofishing over visual surveys. This study highlights that conclusions derived from previous work on sampling gear comparisons may not be generalisable; rather survey methods might benefit from being selected based on fish community composition.  相似文献
