The challenges for reversing course in our stewardship of the earth's ecosystems has never been greater. Biodiversity is in decline on an unprecedented scale and it is tempting to use this as an indicator of the health of the earth's ecosystems. In fact it is one of a number of indicators that collectively provides information on trends in the condition of ecosystems. But the larger problem is the lack of integration between the social and natural sciences. Mainstream scientists continue to reject the notion that solving environmental problems requires an integration of values and processes. A conceptual model shows how these facets may be brought together. A holistic vision requires the integration of natural, social and health sciences. From this perspective the linkage between biodiversity, ecosystem resilience and management options is more clearly articulated.  相似文献

Environmental impact assessment (EIA) processes are grounded on the assumption that producing information about environmental impacts will yield better environmental decisions. Despite the ubiquity of EIA as a policy tool, there is scant evidence of its environmental, social, or economic impacts. Focusing on Environmental Impact Statements (EIS) prepared for water and energy-related projects under the US National Environmental Policy Act, this analysis addresses two questions: (1) What is the balance of environmental impacts associated with infrastructure decisions?; and (2) How does the content of stakeholder feedback received during the review phase differ from draft EIS content, and does this correspond to any changes in the final EIS? We demonstrate the use of automated text mining approaches to identify the distribution of impacts, measure the content of public comments, and observe whether values reflected in comments are associated with a shift in emphases between the draft and final EIS. EISs are shown to convey evenly distributed focus across multiple impact areas. However, we observe no substantive change in focal emphasis between draft and final issuances. This calls into question assumptions about the role that public participation plays in bringing new information to light or changing the course of action.  相似文献

Polluting mine accidents and widespread environmental contamination associated with historic mining in Europe and elsewhere has triggered the improvement of related environmental legislation and of the environmental assessment and management methods for the mining industry. Mining has some unique features such as natural background pollution associated with natural mineral deposits, industrial activities and contamination located in the three-dimensional sub-surface space, the problem of long-term remediation after mine closure, problem of secondary contaminated areas around mine sites and abandoned mines in historic regions like Europe. These mining-specific problems require special tools to address the complexity of the environmental problems of mining-related contamination. The objective of this paper is to review and evaluate some of the decision support methods that have been developed and applied to mining contamination. In this paper, only those methods that are both efficient decision support tools and provide a ‘holistic’ approach to the complex problem as well are considered. These tools are (1) landscape ecology, (2) industrial ecology, (3) landscape geochemistry, (4) geo-environmental models, (5) environmental impact assessment, (6) environmental risk assessment, (7) material flow analysis and (8) life cycle assessment. This unique inter-disciplinary study should enable both the researcher and the practitioner to obtain broad view on the state-of-the-art of decision support methods for the environmental assessment of contamination at mine sites. This paper provides a comparison of ecosystem management (EM) to the traditional regulatory management approach and outlines the characteristics of EM from a policy perspective, defining the conditions under which this management tool can be successfully implemented. Ecosystem management is a collaborative and integrative tool focused on balancing societal needs, economic growth, and environmental protection to ensure the long-term ecological integrity of a particular ecosystem. The characteristics of this particular tool include: (1) its holistic approach to environmental problems; (2) its integration of values (economic, social, and environmental) through a collaborative, multi-partner, decision making structure; (3) its reliance on science to guide decisions and set boundaries; and (4) its ability to learn from the implementation of decisions (adaptive management). Examples are draw from Environment Canada's various regional ecosystem initiatives.  相似文献

Community-based ecosystem monitoring activities in Canada are increasing in response to a number of factors including: (i) the needs of decision-makers for timely information on local environmental changes; (ii) limited use of government monitoring data and information by decision makers; (iii) government cuts to monitoring programs; (iv) the increasingly recognized need to include stakeholders in planning and management processes; and (v) the desire of citizens to contribute to environmental protection. To date there has been no network coordination of community based monitoring in Canada. This paper reports on the establishment of the Canadian Community Monitoring Network by Environment Canada's Ecological Monitoring and Assessment Network Coordinating Office and the Canadian Nature Federation. Information on research prepared in support of network establishment is presented along with a discussion of the potential of the network.  相似文献

Sustainable development of the aquatic environment depends upon routine and defensible cumulative effects assessment (CEA). CEA is the process of predicting the consequences of development relative to an assessment of existing environmental quality. Theoretically, it provides an on-going mechanism to evaluate if levels of development exceed the environment's assimilative capacity; i.e., its ability to sustain itself. In practice, the link between CEA and sustainable development has not been realized because CEA concepts and methods have developed along two dichotomous tracks. One track views CEA as an extension of the environmental assessment (EA) process for project developments. Under this track, stressor-based (S-B) methods have been developed where the emphasis is on local, project-related stressors, their link with aquatic indicators, and the potential for environmental effects through stressor-indicator interactions. S-B methods focus on the proposed development and prediction of project-related effects. They lack a mechanism to quantify existing aquatic quality especially at scales broader than an isolated development. This limitation results in the prediction of potential effects relative to a poorly defined baseline state. The other track views CEA as a broader, regional assessment tool where effects-based (E-B) methods specialize in quantification of existing aquatic effects over broad spatial scales. However, the predictive capabilities of E-B methods are limited because they are retrospective, i.e., the stressor causing the effect is identified after the effect has been measured. When used in isolation, S-B and E-B methods do not address CEA in the context necessary for sustainable development. However, if the strengths of these approaches were integrated into a holistic framework for CEA, an operational mechanism would exist to better monitor and assess sustainable development of our aquatic resources. This paper reviews the existing conceptual basis of CEA in Canada including existing methodologies, limitations and strengths. A conceptual framework for integrating project-based and regional-based CEA is presented.  相似文献

Water quality monitoring involves a complex set of steps and a variety of approaches. Its goals include understanding of aquatic habitats, informing management and facilitating decision making, and educating citizens. Environmental nongovernmental organizations (ENGOs) are increasingly engaged in water quality monitoring and act as environmental watchdogs and stewards of water resources. These organizations exhibit different monitoring mandates. As government involvement in water quality monitoring continues to decline, it becomes essential that we understand their modi operandi. By doing so, we can enhance efficacy and encourage data sharing and communication. This research examined Canadian ENGOs that collect their own data on water quality with respect to water quality monitoring activities and information needs. This work had a twofold purpose: (1) to enhance knowledge about the Canadian ENGOs operating in the realm of water quality monitoring and (2) to guide and inform development of web-based geographic information systems (GIS) to support water quality monitoring, particularly using benthic macroinvertebrate protocols. A structured telephone survey was administered across 10 Canadian provinces to 21 ENGOs that undertake water quality monitoring. This generated information about barriers and challenges of data sharing, commonly collected metrics, human resources, and perceptions of volunteer-collected data. Results are presented on an aggregate level and among different groups of respondents. Use of geomatics technology was not consistent among respondents, and we found no noteworthy differences between organizations that did and did not use GIS tools. About one third of respondents did not employ computerized systems (including databases and spreadsheets) to support data management, analysis, and sharing. Despite their advantage as a holistic water quality indicator, benthic macroinvertebrates (BMIs) were not widely employed in stream monitoring. Although BMIs are particularly suitable for the purpose of citizen education, few organizations collected this metric, despite having public education and awareness as part of their mandate.  相似文献

Considerable research indicates that a wide range of socio-economic factors influence attitudes and perceptions about environmental hazards and risks, and that social trust in those who manage a hazard is strongly correlated to judgements about risks and benefits. We suggest that there are three steps that lead to environmental risk perceptions: acquisition of information, interpretation and synthesis of different pieces of information, and understanding of that information in light of previous knowledge, perceptions, or attitudes. In this study we presented 211 college students in the sciences and non-sciences with ecological and exposure information using text, tables and maps to examine the factors that affect information acquisition and interpretation concerning ecological issues at a fictitious hazardous waste site. Students were allowed about an hour to read the materials and answer questions. The percent of students answering each question correctly varied from 4 to 82%, indicating that some questions were extremely difficult to answer. We attributed these differences to variations in the number of places information was presented (in text, tables, maps, or a combination) and the complexity of the information (how many pieces of information were required to answer the question correctly). The correlation between the number of students answering each question correctly and these combined measures (frequency, complexity) was −0.72. Thus, although there were differences in accuracy concerning ecological information as presented in this study, the major differences were accounted for by how the information was presented, and how much information was required. This suggests that risk communicators should carefully determine which ecological information is critical for the target audience, and ensure that it is presented several times (in different forms). That a lower percentage of people correctly answered questions that required synthesizing several pieces of information suggests that this complexity should be reduced where possible, or that the pieces of information should be tied clearly to the conclusion. Self-declaration of effort and perceptions of safety of the site did not markedly influence the relationship between accuracy, difficulty of finding information, and complexity of information. Other possible confounding variables (i.e., science vs non-science major) only accounted for about 27% of the variation in student’s overall score on ecological questions; age, ethnicity, and gender did not enter as significant variables. We cannot manage environmental hazards with appropriate stakeholder input unless we understand how to present environmental information to achieve a full understanding. Protection of human health and the environment requires that people understand ecological and exposure information, particularly on buffer lands.  相似文献

The development of a broader, more holistic approach to aquaticecosystem management has been called for in recent years. Physical and chemical objectives alone are no longer consideredsufficient for the protection of aquatic ecosystems and shouldbe supplemented with biological objectives. The ubiquitousand sedentary nature of macroinvertebrates, combined with theirmeasurable response to environmental conditions, favour their use as important indicators in environmental policies. To establish biological objectives, there is a need for a regionalframework to limit the variability between ecosystems. Past studies have demonstrated that an a posteriori regionalisationapproach may be more useful than an a priori approach in explaining single component (e.g. macroinvertebrates) patternsacross ecosystems. This is particularly important as aquaticresource management agencies often focus on one or twocomponents of the ecosystem to assess environmental health. This study uses an a posteriori method to delineate and describebiological regions based on edge and riffle macroinvertebrate data. The regionalisation will provide a framework for settingbiological objectives, based on the range of reference conditionsmeasured within each separate region. The objectives will includeregional checklists for taxa and biotic indices. Predictive modelling in the style of RIVPACS or AUSRIVAS will also be usedwithin each region to develop objectives, incorporating local, regional and systematic features as predictor variables.  相似文献

Air quality impact assessment (AQIA) is an important technique for determining the relative contribution to ground level pollutant concentrations of specific current or future source emissions at receptor sites. The principal activities in AQIA are air quality modelling and monitoring techniques. The choice of techniques which are applicable to a particular situation is intimately related to the problem to be assessed. A review of relevant modelling techniques has been presented, with emphasis placed on Gaussian plume models because of their ease of use and broad applicability. Alternative modelling techniques have been suggested when departures from the Gaussian form in the atmosphere occurs or when more detailed information on atmospheric chemistry, deposition or long range transport is required. The objectives and techniques of ambient air quality monitoring have been examined and the siting of instruments, duration and frequency of sampling, choice of monitoring rationale (fixed or mobile), minimization of sampling errors, data storage and analysis are discussed. Modelling and monitoring are essential to successful AQIA. An orderly approach to the principles and procedures involved in performing AQIA studies, using these two techniques in conjunction, has been presented.  相似文献

The mid-Atlantic region of the United States has a wide diversity of natural resources. Human pressures on these natural resources are intense. These factors have resulted in the collection of substantial amounts of environmental information about the region by EPA (both Regional and Research Offices), other governmental agencies, industry, and environmental groups. EPA Regional Offices comprehend first hand the importance of environmental data and are extremely supportive of investments in these data. Environmental data are used prominently in a variety of strategic planning and resource management initiatives. In EPA Region 3, the use of scientifically-sound environmental data is, in fact, one of our strategic programmatic goals. Environmental information is captured and assessed continuously by Regional staff, sometimes working in partnership with other Federal and State agencies, to derive relevant resource management conclusions. The restoration goals for the Chesapeake Bay are based on environmental indicators and resulting data. Attainment of the water quality objectives for streams and coastal estuaries are predicted on monitoring data. Our initiative in the Mid-Atlantic Highlands area uses environmental indicators to measure the condition of forests and streams. Landscape-level indicators will provide unique opportunities for the use of data in planning and management activities in support of the principles of community-based activism and sustainable development. Significant value is added to these data during their use by Regional managers. Regional programs, such as the Chesapeake Bay Program and several National Estuary Programs, are founded in environmental data. Environmental information is used by the Regional program managers to ascertain whether programs are accomplishing their intended objectives. Finally, Regional programs provide a crucial means for disseminating this information to broad segments of the public, so that a better informed and educated client base for effective environmental protection will develop.  相似文献

Concepts of justice are implicit to impact assessment (IA) procedures and policies. A closer examination of the academic literature on environmental justice reveals plural meanings and practices. We present data from a scoping review of the academic literature on IA guided by a trivalent definition of environmental justice encompassing distribution of environmental harms, recognition of diverse ways of knowing, and representation of plural perspectives through democratic procedures. We use this trivalent framework to assess how justice is defined in English language IA journal articles from 2000 to 2019. Findings show an emphasis on distributive and procedural dimensions of justice, with significantly less attention given to issues of recognition and framing. Broad definitions of environmental justice can assist IA scholars in attending to justice-seeking claims across various IA practices and settings, including implications for how IA addresses the concerns of marginalized groups.  相似文献

There is increased awareness of the need to balance multiple societal values in land use and development planning. Best practice has promoted the use of landscape-level conservation planning and application of the ‘mitigation hierarchy’, which focuses on avoiding, minimizing or compensating for impacts of development projects. However, environmental impact assessments (EIA) typically focus in a reactive way on single project footprints with an emphasis on environmental values and specifically biodiversity. This separation may miss opportunities to jointly plan for and manage impacts to both environmental and social values. Integrated approaches may have particular benefit in northern Australia, where Indigenous people have native title to as much as 60% of the land area and cultural values are closely linked with natural values. Here, we present a novel framework for integrating biodiversity and cultural values to facilitate use in EIA processes, using the Nyikina Mangala Native Title Determination Area in the Kimberley, Western Australia, as a case study. We demonstrate 1) how social and cultural values can be organized and analyzed spatially to support mitigation planning, 2) how social, cultural, and biodiversity values may reinforce each other to deliver better conservation outcomes and minimize conflict, and 3) how this information, in the hands of Indigenous communities, provides capacity to proactively assess development proposals and negotiate mitigation measures to conserve social, cultural, and biodiversity values following the mitigation hierarchy. Based on values defined through a Healthy Country Planning process, we developed spatial datasets to represent cultural/heritage sites, freshwater features, common native animals and plants represented by biophysical habitat types, and legally-protected threatened and migratory species represented by potential habitat models. Both cultural/heritage sites and threatened species habitat show a strong thematic and spatial link with freshwater features, particularly the Fitzroy River wetlands. We outline some of the challenges and opportunities of this process and its implications for the Northern Australia development agenda.  相似文献

The GMS countries, supported by the Asian Development Bank, have adopted a holistic, multidimensional approach to strengthen infrastructural linkages and facilitate cross border trade through (i) the establishment of a trans-boundary road connecting two economic nodes across marginalised areas, followed by 2) facilitation of environmentally and socially sound investments in these newly connected areas as a means to develop livelihoods. The North–South Economic Corridor is currently in its second phase of development, with investment opportunities to be laid out in the NSEC Strategy and Action Plan (SAP). It targets the ecologically and culturally sensitive border area between PR China's Yunnan Province, Northern Lao PDR, and Thailand. A trans-boundary, cross-sectoral Strategic Environmental Assessment was conducted to support the respective governments in assessing potential environmental and social impacts, developing alternatives and mitigation options, and feeding the findings back into the SAP writing process. Given the spatial dimension of corridor development—both with regard to opportunities and risks—particular emphasis was put in the application of spatial modelling tools to help geographically locate and quantify impacts as a means to guide interventions and set priorities.  相似文献
