IntroductionOHS management audits are one means of obtaining data that may serve as leading indicators. The measurement properties of such data are therefore important. This study used data from Workwell audit program in Ontario, a Canadian province. The audit instrument consisted of 122 items related to 17 OHS management elements. The study sought answers regarding (a) the ability of audit-based scores to predict workers' compensation claims outcomes, (b) structural characteristics of the data in relation to the organization of the audit instrument, and (c) internal consistency of items within audit elements.MethodThe sample consisted of audit and claims data from 1240 unique firms that had completed one or two OHS management audits during 2007–2010. Predictors derived from the audit results were used in multivariable negative binomial regression modeling of workers' compensation claims outcomes. Confirmatory factor analyses were used to examine the instrument's structural characteristics. Kuder–Richardson coefficients of internal consistency were calculated for each audit element.ResultsThe ability of audit scores to predict subsequent claims data could not be established. Factor analysis supported the audit instrument's element-based structure. KR-20 values were high (≥ 0.83).ConclusionsThe Workwell audit data display structural validity and high internal consistency, but not, to date, construct validity, since the audit scores are generally not predictive of subsequent firm claim experience. Audit scores should not be treated as leading indicators of workplace OHS performance without supporting empirical data.Practical applicationsAnalyses of the measurement properties of audit data can inform decisionmakers about the operation of an audit program, possible future directions in audit instrument development, and the appropriate use of audit data. In particular, decision-makers should be cautious in their use of audit scores as leading indicators, in the absence of supporting empirical data.  相似文献

South Australian organizations assess their OHSMS through audits as evidence of risk control and to help make workplaces healthy and safe. Auditing is an evaluative process regarded as an important step in the cycle of continuous improvement in OHS. Auditing began with financial audits conducted for reasons of corporate governance: for accountability, to inform management decisions and to provide market confidence. Society expects audits to be a tool of regulation, governance and accountability, but celebrated failures of audits to warn of impending financial collapse in organizations in recent years appears to have led to an increased fervour for auditing, rather than a decline. Social audits, including auditing of OHSMS, are intended to determine that an organization is meeting its corporate social responsibilities; but what is audited is often contested and requires subjective analysis. Financial and social audits are subject to failure: unintentional errors, deliberate fraud, financial interests causing undue influence, and undue influence from personal relationships between the auditor and client. We identify five further categories of failure: lack of worker participation; paperwork for the sake of the audit; goal displacement of audit scoring; confusion of audit criteria; and lack of auditor independence and skill. There has been a shift in focus: the current demand and preparation for auditing distracts organizations from the primary goal of making the workplace healthy and safe. We argue that auditing OHSMS has become a ritual rather than a means of improving workplace health and safety and should at least be treated with caution.  相似文献

This article focuses on employee direct participation in occupational health and safety (OHS) management. The article explains what determines employee opportunities to participate in OHS management. The explanatory framework focuses on safety culture and safety management at workplaces. The framework is empirically tested using Estonian cross-sectional, multilevel data of organizations and their employees. The analysis indicates that differences in employee participation in OHS management in the Estonian case could be explained by differences in OHS management practices rather than differences in safety culture. This indicates that throughout the institutional change and shift to the European model of employment relations system, change in management practices has preceded changes in safety culture which according to theoretical argument is supposed to follow culture change.  相似文献

Problem: Workplace health and safety remains an important international socioeconomic issue, but the progressive declines in reported incidents may be slowing. The British Government has responded by launching a new policy initiative aimed at “Revitalizing Health and Safety” by establishing targets for improvement, strategies, and a series of action points, mainly targeting employers and organizational issues. This paper critically assesses the realities of implementing this policy with respect to the scientific base for each of the strategies. Method: Literature meta-analysis; analysis of policy. Results: Empirically proven determinants of workplace health and safety provide baselines for compensation and conditions of work, workforce characteristics, workplace characteristics, health and safety environment, political and economic factors, and industry characteristics. Support for different policy elements is varied and there are some significant gaps. Summary: An impressive body of research was found that offers a firm foundation for future developments. However, the need for work that is interdisciplinary, ordered, and collaborative is pressing. The need to move away from elegant but simplistic pictures of occupational health and safety (OHS) management practice, and to reflect true complexity is imperative. The reality of health and safety at work is that it is an issue that is taken lightly by those who do not practice or research safe and healthy working, and a serious issue for victims or relatives of victims of shoddy management. It remains one of the bastions of inequality of work worldwide. Impact on industry: The intent of governments in attempting to reinvigorate the suppression of workplace injury and illness is motivated by both social and economic imperatives. Motivation for organizations is not fully understood as there is no obvious business imperative. If organizations can further understand and provide a scientific justification for investment in OHS management, then governments' task will be made easier. By proving the value of OHS to management, we will demonstrate that organizations continue to present considerable hazards to their employees.  相似文献

Based on the sociotechnical systems approach, an understanding of safety culture as deeply rooted assumptions about the interplay of people, technology, and organization in their relation to safety is presented. As a complement to audit methods aimed at assessing formal safety management, a questionnaire was developed which allows some indications of these assumptions to be captured by providing data on perceptions regarding operational safety, safety and design strategies, and personal job needs. Analyzing response patterns of different occupational, hierarchical, and organizational groups within a company in combination with formal audit results and the communicative validation of both in a feedback meeting can help the auditors as well as the members of the company to gain a deeper understanding of safety management and safety culture in that company. Results from seven audits in petrochemical plants are presented and discussed with respect to the validity and practicability of the chosen approach.  相似文献

This article reports the results of a study investigating the nature and extent of small manufacturing business owners’ knowledge of Occupational Health and Safety (OHS) issues. Interviews were conducted with 33 owners of small manufacturing businesses in Sydney, Australia. Results showed that whereas the majority of owners had basic awareness of the existence of OHS legislation, they were often unaware about the extent of their legal OHS responsibilities. Owners were found to have minimal OHS training and practical OHS expertise. Lack of appropriate industry specific OHS information was found to be a major factor that inhibited the owners’ ability to deal with OHS issues effectively.  相似文献

Auditing the health and safety performance of organisations is now recognised as an essential ingredient of successful health and safety management systems. The audit protocol — the question sets—is, however, only one of a number of factors which determine the end value of auditing. The competence of auditors, their insights into the organisations subject to scrutiny, their independence and the feedback and decision making processes that help organisations to review and change the way they operate are equally important. Much of the process of auditing needs to be systematic, methodical and scientific. However the art of the informed analysis and inspired interpretation can also add value to the total management process. Auditing alone will not prevent accidents and injuries. Health and safety management systems do that. Auditing seeks to assess the efficiency effectiveness of the systems. Informed management action must then follow, to maintain and improve them. This paper outlines five essential components of health and safety management; policy making, organising, planning, performance measurement and review which provide the environment in which effective auditing systems operate. It is derived from the work of HSE's Accident Prevention Advisory Unit and the advice published in “Successful Health and Safety Management” in 1991.  相似文献

IntroductionSafety management in construction is complicated due to the complex “nature” of the construction industry. The aim of this research was to identify safety management factors (e.g., risk management and site management), contextual factors (e.g., organisational complexity) and combinations of such factors connected to safety performance. Method: Twelve construction projects were selected to compare their safety management and safety performance. An analytical framework was developed based on previous research, regulations, and standards where each management factor was defined. We employed qualitative comparative analysis (QCA) to produce case knowledge, compare the cases, and identify connections between the factors and safety performance. The material collected and analyzed included, for example, construction planning documents, reports from OHS-inspections, safety indicators, and interviews with project leaders and OHS experts. Results and conclusions: The research showed that: (a) the average score on 12 safety management factors was higher among projects with high safety performance compared to projects with low safety performance; (b) high safety performance can be achieved with both high and low construction complexity and organizational complexity, but these factors complicate coordination of actors and operations; (c) it is possible to achieve high safety performance despite relatively poor performance on many safety management factors; (d) eight safety management factors were found to be “necessary” for high safety performance, namely roles and responsibilities, project management, OHS management and integration, safety climate, learning, site management, staff management, and operative risk management. Site management, operative risk management, and staff management were the three factors most strongly connected to safety performance. Practical implications: Construction stakeholders should understand that the ability to achieve high safety performance in construction projects is connected to key safety management factors, contextual factors, and combinations of such factors.  相似文献

This research covers the current status of occupational health and safety (OHS)-related practices in the informal construction segment of Pakistan. Data were collected, through interviews, from 316 construction sites employing 3577 workers. The results of the study reveal that both employers and workers lack knowledge of OHS laws/standards and no practices of this nature are enacted at these construction sites. Alarmingly, work-related accidents, whenever they happen, are not given due attention and there is no formal injury-report system. The informal construction industry employs a huge portion of the informal workforce, and lack of OHS happens at tremendous human cost. These research findings may thus play their role in strengthening the case for reforms in the sector. This study, if properly utilized, may also enable employers of the sector by increasing their knowledge about OHS practices and, as a result, trying to offer safer environments for their workers.  相似文献

为了解和掌握国内外职业健康与安全(OHS)风险认知的研究进展,检索截至2017年12月31日美国工程索引(EI)、Web of Science数据库、中国知网、万方数据资源系统、维普中文科技期刊全文数据库收录的职业健康与安全风险认知研究论文。研究结果表明:国外OHS风险认知研究较成熟,相关研究成果涉及各行各业;我国OHS风险认知研究起步较晚、成果较少,仅涉及建筑、采矿、化工等行业领域。进一步对956篇文献开展深入分析,总结OHS风险认知的测量、OHS风险认知的影响因素、OHS风险认知的影响结果、OHS风险认知的差异4个主题研究进展。在分析结果基础上,结合行业实际情况,对今后OHS风险认知发展提出4点建议,并进一步讨论OHS风险认知研究的未来发展方向。  相似文献

The education of safety professionals shows a high variety in their level of approved qualifications, ranging from a technician level up to university master courses, and more recently, doctoral programs. In European countries, it seems that there are some differences in what regards the characteristics of the courses. These may be due to national particularities and legal issues, but also to the nature of the institutions and people ‘behind’ the courses.This paper presents the results of a survey carried out in the scope of an European research project and it aims to provide a basic understanding of the range and diversity of the OHS post-graduation courses. With an estimated average answer rate of 50%, the survey has only included courses with more than 120 teaching hours, from a post-graduation level, and with complete programs. Results are presented for 90 courses, from 18 countries, mainly (84.4%) from universities.It is possible to highlight the fact that, as expected, the majority of the courses (59%) are Masters (or equivalent), and are organised primarily by Engineering, Applied Sciences and Management schools/faculties, which together accounted for nearly 65% of the courses. In what regards the adopted quality systems reported by respondents, there is a predominance (65.8%) of the use of “internal” tools, such as the students and teachers evaluations and internal audits.One of the main conclusions is that there is a large variability amongst the analysed courses. However, it should be emphasised that these results are not representative of the situation all around Europe, as it was not possible to obtain information from all OHS courses. Considering the identified differences within all the European countries, the harmonisation of post-graduation courses on OHS, if it is to occur, has a long way to go.  相似文献

The code of occupational health and safety (OHS) is an influential regulation to improve the on-the-job safety of employees. A number of factors influence the planning and implementation of OHS management systems (OHSMS). The evaluation of OHSMS practice is the most important component when forming a health and safety environmental policy for employees. The objective of this research is to develop an intelligent data analysis (IDA) in which possibilistic regression being endowed with a convex hull approach is used to support the analysis of essential factors that influence OHSMS. Given such subjective terms, the obtained samples can be conveniently regarded as fuzzy input/output data represented by membership functions. The study offers this vehicle of intelligent data analysis as an alternative to evaluate the influential factors in a successful implementation of OHS policies and in this way decrease an overall computational effort. The obtained results show that several related OHSMS influential factors need to be carefully considered to facilitate a successful implementation of the OHSMS procedure.  相似文献

The organization of work into self-directed work teams (SDWT) has considerably changed the power structure within companies. In addition to carrying out the work, SDWT members make decisions that are traditionally the jurisdiction of first line supervisors. This exploratory research examines the impact of this type of group empowerment on the management of health and safety in twelve factories in Quebec. As expected, the management of health and safety is greatly modified when self-directed work teams are implemented. These teams play a major role in the planning, implementation and monitoring of corrective measures on the shop floor. Staff and management provide support and advice to the work teams, but make fewer and fewer decisions themselves. Peer pressure, when perceived as legitimate, is likely to positively influence the safety attitudes and behaviours of team members. Furthermore, the safety performance of these organizations is actually better than average. However, our respondents were concerned about the growing lack of health and safety leadership displayed by some managers. They worry about the definition of roles, integration of occupational health and safety (OHS) concerns and adoption of OHS measures by less mature work teams. Peer pressure is not always seen as legitimate, thereby causing tension. Finally, our respondents were concerned about the stress and health difficulties that may be related to group decision-making and added responsibilities.  相似文献

Corporate Social Responsibility (CSR) has been defined as the voluntary integration of social and environmental concerns into the firm’s decision-making. The search for a good Occupational Health and Safety (OHS) environment and the promotion of a culture of risk prevention are two of the firm’s main social responsibilities, and consequently an integral part of CSR. This paper discusses how the growing interest in corporate social responsibility can contribute to improving the implementation of adequate systems of prevention. For this purpose, we study to what extent OHS issues are present in the field of CSR, and consequently determine which aspects have received the most attention, and which are less well developed; we offer some proposals as well. INTRODUCTION: This article describes the validation of an instrument designed to conduct an Occupational Health and Safety (OHS) self-diagnosis using workers observations of tangible facts and actions in the workplace. The instrument puts the emphasis on observable factors that make it possible to act proactively before accidents actually occur. METHOD: Three companies were recruited from the printing sector in Québec based on their OHS performance (low, medium, and high), their interest in the project, and their availability. The master sample was composed of 269 people. Partial least squares (PLS) and vanishing tetrad analyses were used to study the behavior of the formative scales developed. RESULTS: The results indicate that partial revision of the instrument will be necessary to reach a fully satisfying level of validity. With regards to the statistical approach adopted, the use of a macro called CTA-SAS 2.0 developed by Bollen and Ting [Bollen, K.A., & Ting, K.-F. (1993). Confirmatory tetrad analysis. In P.V. Marsden (Ed.), Social methodology.Vol.23 (pp.147-176). Cambridge, MA: Blackwell, 23] has proven to be effective in providing a suitable statistical treatment of the latent formative variables on which our instrument's development is based. CONCLUSION: The results suggest that the instrument appears to be relatively robust and appropriate to diagnose OHS leading measures. IMPACT ON INDUSTRY: In the long run, this instrument will make it possible for companies to draw a more refined picture of OHS evolution, even in the absence of occupational injuries.  相似文献

Occupational health and safety (OHS) represents an important field of exploration for the research community: in spite of the growth of technological innovations, the increasing complexity of systems involves critical issues in terms of degradation of the safety levels. In such a situation, new safety management approaches are now mandatory in order to face the safety implications of the current technological evolutions. Along these lines, performing risk-based analysis alone seems not to be enough anymore. The evaluation of robustness, antifragility and resilience of a socio-technical system is now indispensable in order to face unforeseen events. This article will briefly introduce the topics of Safety I and Safety II, resilience engineering and antifragility engineering, explaining correlations, overlapping aspects and synergies. Secondly, the article will discuss the applications of those paradigms to a real accident, highlighting how they can challenge, stimulate and inspire research for improving OHS conditions.  相似文献

This article focuses on individual effects of the transformation from communist to capitalist structures in the system of occupational health and safety (OHS). Despite basic similarities among the communist nations the systems of OHS differed immensely. The political changes during transformation additionally contributed to varying opportunities for the development of OHS systems. Changes affecting the living and working conditions are significant and are demonstrated by the development of new work structures and work biographies. This is reflected in changed attitudes to demands and contents of work. No differences, however, were found between the employed and unemployed when asked about these issues. Conclusions for OHS in postcommunist states are drawn.  相似文献
