Accidents in chemical industrial parks always cause fateful damage which can be reduced greatly by providing emergency resources sufficiently and timely. One effective way to enhance the emergency response capacity and agility is by pre-positioning of emergency resources for the potential accidents. The Yangtze River Delta of China is a large region where a large number of chemical industrial parks are concentrated. According to the distributing characteristics of demand points in this region, a mathematical model of hierarchical pre-positioning of emergency resources is proposed to ensure that accidents in all chemical industrial parks in this region can be responded timely and effectively. Considering accident domino effect and minimizing the total cost, the model gives optimal decisions of pre-positioning emergency resources, including the location and inventory of depots. The innovative hierarchical pre-positioning method greatly reduces the total cost in the premise of sufficient preparation for supplying emergency resources. Finally, in a visual graph of the Yangtze River Delta, the model is applied and the result shows its applicability.  相似文献

A successful emergency management for chemical industrial parks (CIPs) accidents includes the route and shelter selection. Both of them are based on the collection of chemicals, atmosphere, geographic and population databases of CIPs. This decision process can be considered as a kind of transportation-location problem (TLP). In this paper, a conceptual model of emergency decision system for TLP of CIPs has been reported and a new multi-objective TLP model of pedestrian evacuation has also been proposed. The model includes sub-criteria, and the affected areas are categorized into a priority hierarchy based on human vulnerability model (HVM). The model can be used to design shelter places and guide the evacuation of the affected people. Besides, it can maximize the total time satisfaction level of evacuees combined with the routes passable probabilities. Finally, a case study shows that this model is flexible and applicable to various scenarios and risk measures.  相似文献

Accidents in chemical industrial parks can result in mass casualties and the risk usually escalates due to domino effects. However, most of the existing models of emergency logistics do not account for domino effect and may be unsuitable for emergency response to accidents in chemical industrial parks. This paper presents a mathematical model proposed for optimal assignments of allocating and scheduling emergency resources for rescuing victims and preventing accident spreading simultaneously. The detailed characteristics of accident scenarios and emergency resources are taken into account. Based on this, the efficiency of emergency response is evaluated by the total number of fatalities and the amount of losses caused by domino effects which are the optimal objectives of the model. A numerical case study was conducted by solving the model using a designed heuristic algorithm. The results showed the applicability and reliability of the proposed model for making optimal assignments for emergency response to accidents in chemical industrial parks.  相似文献

Coronavirus disease (COVID-19) is an infectious disease that has dramatically spread worldwide. Regarding the safety issues of industries, there is a requirement of dealing with the emergency risk in the period of urgent situations. In this work, we proposed a systems-theoretic approach of the two-stage emergency risk analysis (ERA) based on the systems theory, that is the System-Theoretic Accident Model and Processes (STAMP). The two-stage ERA includes the normal to emergency risk analysis (N2E-RA) and emergency to normal risk analysis (E2N-RA). Besides N2E-RA, we advocate that E2N-RA is also an important and indispensable part of ERA. We elaborated the characteristics of N2E-RA and E2N-RA, separately. Eventually, based on our analysis, we provided recommendations for decision makers in preventing and controlling industrial accidents in the period of COVID-19.  相似文献

本文采用诱导矩阵的方法对层次分析法进行改进,并将整个计算过程计算机程序化。再利用改进的层次分析法计算出化工园区应急能力各因素的权重。最后根据各因素权重以及各因素的打分情况得到园区的应急能力等级。结果表明:对改进的层次分析法程序化会提高分析速度和精度,并且通过各因素权重分析,对园区的应急能力的改善提出针对性建议。  相似文献

为建立科学、合理的化工园区应急避难点,通过对园区企业、园区空间布局等方面调研分析,从安全性、可达性、适宜性3个方面构建化工园区应急避难点选址评估指标体系;结合AHP和熵值法的组合赋权法,对指标权重进行赋权,并基于博弈论思想对权重实现差异最小化处理,计算出各指标贡献率;将模型应用于广东省某化工园区避难所的选址问题,并对该化工园区应急避难点选址进行综合评估,提出针对性的园区避难点选址措施。  相似文献

针对目前我国海上平台事故应急演练缺乏有效评估体系的现状,结合海上平台事故应急演练典型示例,运用“事故应急指挥系统(ICS)”基本理念,对整个应急演练过程进行系统分析,从人员安全、资产保护、环境保护、企业声誉等4个方面搭建应急演练评估框架。采用层次分析法构建计算模型,合理设置评估指标权重,最终建立了1套具有海洋石油行业特点的应急演练评估指标体系,并选取国内1个海上平台事故应急演练进行了应用分析。研究结果表明:构建的演练评估指标体系及评估方法能较好地应用于海上平台事故应急演练过程,进而在演练评估结果的基础上,实现应急演练的持续改进。  相似文献

为确定有毒易燃气体道路运输泄漏事故应急救援的应急疏散范围,降低人员伤亡程度,在对泄漏事故及后续次生灾害演化模式分析的基础上,提出了基于多事故模式的应急疏散范围综合确定方法,分析了多事故模式后果预测的相关理论,明确了应急疏散区域综合确定的步骤和流程。以道路运输氨气泄漏事故为例,采用MATLAB软件对不同时间下的中毒和蒸气云爆炸事故伤害范围分别进行了数值模拟研究。结果表明:相较于单一事故模式,基于多事故模式的应急疏散范围综合确定方法更为科学、合理和准确,能为有毒易燃气体道路运输泄漏事故的应急疏散提供更加精确和可靠的决策依据。  相似文献

Human urge of exploiting earth resources has resulted into unprecedented industrial development in the last century resulting into production of large quantities of hazardous chemicals. Chemical, petrochemical, nuclear, biomedical and pharmaceutical industrial accidents release large quantities of hazardous chemicals into the atmosphere. The accidental discharge during production or storage or transportation have subjected the population to be exposed to exceptionally high concentration levels of hazardous chemicals, taking them by surprise, unprepared with fatal consequences. An emergency planning organization has to be trained to combat this situation in the shortest possible time to minimize the number of causalities. The present paper focuses on computation of dispersion model, using emission source, accident location and online metrological data near to the sources, to provide necessary and accurate results swiftly. The predicted ground level concentrations with the hazardous nature of the chemical, speed and direction of plume, the emergency team will be supplied with all the information in graphical easy to grasp form, superimposed over a GIS map or the latest satellite image of the area.

The emergency team has to be trained for all past scenarios and their preparedness, response and actions must be practiced regularly to be able to abate chemical releases accidentally or intentionally.

Accidental releases of chlorine and ammonia gases in residential and industrial areas are simulated. The predicted ground level concentrations in the effected areas are shown after different time intervals. For low vapor pressure chemical, the dispersion time is large and concentration levels are low but persist for prolonged time while for volatile chemical, the concentrations are high in short time and recovering to safe environment is quick.  相似文献

For serious accidents such as toxic/flammable release, fire and explosion in chemicals-concentrated areas, one primary issue is to evacuate on-site workers from potential affected zones. In this paper, based on corresponding reports, photos and videos, some accidents involving emergency evacuation are firstly investigated to present important and interesting problems to be considered in practice. These problems are summarized into three kinds of aspects including the poor efficiency of emergency plans, the low accuracy and high time-consuming calculation for evacuation route planning, and the neglection of evacuee's behavior and decision-making. Two main factors influencing the behavior and decision-making of evacuees are concluded as potential risk and impact from hazard sources, and the visibility at different locations. Then, the literature with respect to the emergency evacuation under toxic gas leakage, fire and visibility-limited conditions are reviewed. The key problems are related to ignoring the time-consuming requirement in emergency activities and domino effects of accidents, and the oversimplification of corresponding models. At last, from the famous cellular automata (CA) for emergency evacuation and atmospheric dispersion, a new general research framework for evacuation in chemicals-concentrated areas is proposed. It relies strongly on the quantitative assessment of risk, the establishment of individual visibility field, the use of CA coupled with artificial neural networks, and the optimal route planning. This paper could be useful for realistic problems on emergency evacuation in chemicals-concentrated areas.  相似文献

煤矿企业应急能力的建设是煤矿企业安全管理的关键内容,为了提高煤矿企业应急能力水平,选取并设计了煤矿企业应急能力的评价指标体系,基于多级模糊综合评价法提出了煤矿企业应急能力的评价方法。采用层次分析法确定煤炭企业应急能力评价指标的权重,利用模糊数学方法对煤矿企业应急能力进行多级模糊综合评价。应用构建的煤矿企业应急能力评价指标体系对淮南市某煤矿企业进行综合评价,确定该企业的应急能力等级。研究结果对提升煤矿企业应急能力具有一定的参考价值。  相似文献

石油化工行业是一个高危行业 ,具有易燃易爆、高温高压、有毒有害的特点 ,发生事故的概率高 ,且后果严重。制定事故应急救援预案是风险控制措施的一个重要组成部分 ,可以有效地防止事故的扩大 ,减轻事故造成的财产和生命损失。笔者主要探讨应急救援管理层面上的问题 ;阐述了我国政府和有关部门在应急救援管理方面的有关规定 ,石化行业的应急救援体系 ;指出了目前事故应急救援预案存在的不完善、不规范 ,应急装备不完备和缺乏社会救援联动机制等问题 ;建议企业和政府联合制定应急预案 :形成企业、地方政府和国家三方事故应急救援联动机制 ,实现统一指挥 ,资源共享 ,协调作战 ,发挥整体应急救援能力。  相似文献

重大事故应急救援法律法规体系作为生产安全应急救援体系建设的重要内容之一 ,在重特大事故多发的今天 ,已显得尤为重要。笔者结合国内外重大事故应急救援立法的现状 ,论述加强我国应急救援法律法规体系建设的必要性 ;提出重大应急救援法律法规体系建设要从法律、行政法规及部门规章、地方性法规及规章3个方面进行 ;同时提出建立联席会议制度、应急预案编制审核和备案制度、报告与信息发布制度、应急救援的分级响应制度、应急救援演习制度、应急救援资金补偿制度、应急救援的奖惩制度等急救援工作制度体系。最后 ,还强调建立重大事故应急救援体系对于提高政府对国家危机的管理能力有着深远的影响和意义。  相似文献

This paper highlights major steps in the procedure for evaluating the consequences of accidents involving dangerous substances, especially during the storage, and loading/unloading activities. The procedure relies on identifying accident scenarios that could be encountered at particular plants, followed by a modelling of these scenarios by means of available modelling systems. Finally, the resultant outcomes are identified, together with their effects on both people and property. The resources needed to perform this procedure are discussed, in order to clarify the roles of plant operators, external experts and other institutions when evaluating any accident consequences. Four examples, all relevant in industrial practice, are given in order to illustrate the procedure: the releasing of liquified petroleum gas, flammable organic solvents, toxic chlorine, and oil fuels. The results of these studies may be used for a quick order-of-magnitude estimation of accidents consequences.  相似文献

When incidents happen and the consequences are not mitigated effectively, one of the indicated failures consists of ineffective emergency planning and response (EPR). EPR is an important aspect of the Process Safety Management (PSM) Standards, and the guidelines are stated in CFR 1910.119 (n) which explains the minimum elements of emergency response and procedures in handling emergency or small releases. Despite its implementation in 1992, CSB finds ineffective EPR system in certain accidents such as the Missouri DPS Enterprise Chlorine Gas Release accident in 2002. DPS EPR failed in planning on location of emergency equipment and accessibility. Many other accidents have occurred throughout the decade and even though organizations have their own EPR system, there are issues in meeting minimum PSM requirements. There also exists the problem of self-regulatory policies practiced by organizations, which might not meet these requirements as well. To help organizations meet these minimum requirements, the purpose of this paper is to present a structured and easy technique to plan and implement EPR as per PSM requirements. A model has been developed based on this technique, and its application has been tested as a case study in a refinery in Malaysia and discussed throughout this report. The results reflected the feasibility of this model as it helped users to track and manage documents efficiently. This technique has the potential to help users to manage EPR better and to reduce adverse impacts to people, environment and assets.  相似文献

突发性环境污染事故会对环境造成较大的伤害,如果不能及时采取措施,就会使污染进一步扩大,不仅带来经济的损失,而且会破坏到生态的平衡。因此,要建立起突发环境污染事故的应急监测,这样才能尽可能的减少突发性环境污染事件的影响。基于此,本文从突发性环境污染事故的特征入手,首先分析其应急监测的意义,然后探究具体的措施,希望可以借此给突发性环境污染应急监测的相关研究提供一定的参考意见。  相似文献
