The ‘landscape’, ‘bushfire’ or ‘forest-fire’ problem is exemplified by the destruction of homes and human lives by landscape fires raging out of control. The ‘problem’ involves a series of landscapes (e.g. wildland and suburb), a series of systems (e.g. biophysical system and environmental-effects system), and a series of time phases (e.g. planning phase). It is a multi-stakeholder, multi-variable, multi-scale problem. Land uses, like ‘farmland’, imply a set of specific assets and, therefore, particular perceptions of losses. In all land-use designations, at any one point, fire-proneness may be seen as a function of exposure to ignition sources (embers, burning brands or flame radiation and flame contact) and the ease of ignition. The landscape-fire problem has multiple partial ‘solutions’, not just one overall solution, and these involve social governance, land management (public and private), suppression capacity and personal preparedness. The problem needs to be addressed at multiple temporal and spatial scales in an integrated fashion for the outcome to be of maximal benefit. There will always be a residual risk of severe fire occurrence. Minimisation of residual risk requires effective land management, recurrent funding and the perpetual vigilance of all parties.  相似文献

The October 2005 earthquake in northern Pakistan severely affected the livelihoods of 1.5 million people. With the destruction of material assets and communications infrastructure, the quake had a devastating impact on people's way of life in this remote mountainous region. This paper explores livelihood revival interventions undertaken during the earthquake response, and considers how differentiated livelihood outcomes were achieved. In addressing this objective the paper examines livelihood rehabilitation schemes in terms of structural aspects, working strategies, key factors, strengths of interventions and the role of human agency in influencing livelihood trajectories of quake‐affected communities. Primary data for this study was gathered in northern Pakistan between October 2008 and January 2009. The study identifies structural shortcomings and strengths of the programmes attempting to revive the livelihoods of poor and vulnerable households. It identifies how households in two villages made the most of opportunities to improve their lives and move towards favourable outcomes.  相似文献

This research article describes the construction of vulnerability to natural hazards in the Dieng Plateau of Central Java, Indonesia. The Dieng Plateau is a volcanically hazardous landscape, featuring a series of craters with a history of recurrent phreatic eruptions and emission of poisonous gases. Drawing on four months of in-depth fieldwork, this article applies the ‘hazardscape’ as a conceptual lens to describe how economic necessity and political processes frame volcanic risk, and how this influences vulnerability. Vulnerability in Dieng is linked to its history of upland settlement, the unequal spatial distribution of land prices, and the impact of internal state-led territorialisation strategies. Territorialisation strategies are characterised by the spatial designation of certain areas as ‘hazardous’, a process that historically led to the relocation of upland Javanese farmers to the outer islands as part of the politically significant transmigration programme. However, these territorial zones were locally contested, leading to the reoccupation of hazardous land with mixed outcomes for conditions of vulnerability. By unpacking the political construction of risk, through the concepts of territoriality and the hazardscape, this article demonstrates how the utilisation of hazardous land can bring economic opportunity alongside disadvantage in Java’s volcanic landscapes.  相似文献

Darfur farming and pastoralist livelihoods are both adaptations to the environmental variability that characterises the region. This article describes this adaptation and the longer‐term transformation of these specialised livelihoods from the perspective of local communities. Over several decades farmers and herders have experienced a continuous stream of climate, conflict and other shocks, which, combined with wider processes of change, have transformed livelihoods and undermined livelihood institutions. Their well‐rehearsed specialist strategies are now combined with new strategies to cope. These responses help people get by in the short term but risk antagonising not only their specialist strategies but also those of others. A combination of factors has undermined the former integration between farming and pastoralism and their livelihood institutions. Efforts to build resilience in similar contexts must take a long‐term view of livelihood adaptation as a specialisation, and consider the implications of new strategies for the continuity and integration of livelihood specialisations.  相似文献

基于566户调研数据,对湖南省开展的政策性种植业保险做了深入分析,以期对农业保险的开展和相关政策实施提供有益的参考。调查结果显示:水稻和棉花保险保障程度有限,低于基本物化成本;对相关政策的不理解以及担心得不到赔偿是限制农户购买农业保险的主要原因;农户愿意支付的水稻与棉花的保险费率平均在2.6%~3.0%。建议加强农村基础设施建设,提高农业生产设防水平;结合农民需求和支付意愿,设计合理丰富的保险产品;增加农民收入,加强保险知识教育;加大农业保险宣传,保证基层政府和保险公司良好的公信度。  相似文献

Worldwide, recognition of the growing risk faced by communities in many countries from natural hazard events has stimulated interest in promoting people's capacity to co-exist with often beneficial, but occasionally hazardous, natural processes by encouraging the adoption of preparedness measures. Starting from recognition that levels of hazard preparedness are generally low, this paper examines how people's decisions about hazard mitigation derive from how they interpret the hazards, their relationship with the hazards and the sources of information about hazards. It describes how interpretive processes at the person (outcome expectancy), community (community participation and collective efficacy) and societal (empowerment and trust) level interact to predict levels of hazard preparedness. The data support the argument that the effectiveness of public hazard education strategies community preparedness can be increased by integrating risk management activities with community development strategies. The cross-cultural validity of the model is discussed using data from communities in New Zealand, Indonesia and Japan. Testing the model across countries and hazards (e.g. earthquakes, volcanic hazards) supports its all-hazards and cross-cultural applicability. The theoretical (e.g. identifying the degree to which the processes that underpin how people respond to hazard threats are culturally equivalent) and practical (e.g. providing a common basis for collaborative learning and research between countries and providing risk management agencies in different cultures with access to a wider range of risk management options) implications of the cross-cultural equivalence of the model are discussed.  相似文献

This article explores the relationship between microcredit and vulnerability reduction for women-headed households in'multiple disasters'. Here multiple disasters are understood as disasters that occur in one specific place and cause severe devastation. The case study covers the super-cyclone in 1999, floods in 2001 and 2003, and drought in 2002 in Orissa, India. The study entailed eight months fieldwork and interviews with several governmental and non-governmental officials and 12 women-headed households from different social castes. The findings suggest that microcredit is a useful tool to replace women's livelihood assets that have been lost in multiple disasters. But inefficient microcredit delivery can cause microdebts and exacerbate caste, class and gender inequalities. It is posited that microcredit delivery cannot achieve vulnerability reduction for women in multiple disasters unless it is complemented by effective financial services, integrated policy planning and disaster management between government, non-governmental organisations and the community.  相似文献

Floods frequently cause substantial economic and human losses, particularly in developing countries. For the development of sound flood risk management schemes that reduce flood consequences, detailed insights into the different components of the flood risk management cycle, such as preparedness, response, flood impact analyses and recovery, are needed. However, such detailed insights are often lacking: commonly, only (aggregated) data on direct flood damage are available. Other damage categories such as losses owing to the disruption of production processes are usually not considered, resulting in incomplete risk assessments and possibly inappropriate recommendations for risk management. In this paper, data from 858 face‐to‐face interviews among flood‐prone households and small businesses in Can Tho city in the Vietnamese Mekong Delta are presented to gain better insights into the damage caused by the 2011 flood event and its management by households and businesses.  相似文献

Populations affected by violent conflicts often withstand threats to their security as well as threats to their livelihoods. Their response to the former threats nontrivially affects their response to the latter threats, and vice versa. This paper examines the interplay between protection and livelihood strategies using a sample of households selected from the Anuradhapura district of Sri Lanka. The fieldwork for this study was completed in 2008, producing evidence that the protection and livelihood strategies employed by households affected by the protracted conflict in Sri Lanka are interlaced. In addition, the research discovered that Muslim and Sinhalese households largely responded to the protracted conflict in ways that are unique to their ethnic group. Certain vulnerabilities that impinge on protection and certain opportunities that support livelihoods are shown to be ethnicised. Hence, the final livelihood outcome, which is defined narrowly here as the household's income, also appears to be ethnicised.  相似文献

Beyond the death toll, the tsunami of 26 December 2004 crippled many of the livelihood assets (human, social, physical, financial and natural) available to assist those directly affected. Drawing on surveys of three villages in three districts in the south of Sri Lanka, this paper describes the livelihood asset building capacity of the fishing communities. Assessments are also made of the impact of the tsunami on coastal communities and the impact of government policy on rebuilding. A livelihood asset score was calculated for each village by comparing their strengths in capacity building. In all aspects of capital building, including human, social, financial, physical and natural capital, the fishing community in Tangalle was significantly ahead of the fishing communities in Hikkaduwa and Weligama. Experienced fishermen with better educational backgrounds had a significant influence on the capacity building of livelihood assets. Relocation and resettlement plans brought persistent uncertainty to fishermen in Hikkaduwa and Weligama and threatened to disrupt their community bonds and social networks.  相似文献

This paper examines smallholder farmers' perceptions of the implementation of climate change disaster preparedness strategies in Mpigi district in Central Uganda. Furthermore, existing community early actions against climate change disasters were investigated. Data were collected through semi-structured interviews and focus group discussions at the community level. Using the Statistical Package for Social Sciences version 16, data obtained through semi-structured interviews were subjected to quantitative analysis to generate percentages for several variables and cross-tabulation analyses between selected variables. Farmers perceived prolonged droughts, increased pests and diseases outbreaks in crops and livestock as a consequence of climate change as the major climate change disasters. They considered the implementation of climate change disaster preparedness at community and village level as inadequate. This triggered implementation of various early actions by farmers as responses to climate change disasters. These actions constitute an informal community-based early warning system against climate change disasters.  相似文献

This paper examines the vulnerability of households to disasters, using an asset vulnerability framework to represent livelihoods. Such frameworks are widely employed to analyse household poverty and focus on living conditions and well-being rather than money-metric measures of consumption and income. The conceptualisation of household vulnerability is a challenge in current studies on coping with disasters. The paper considers whether a capital assets framework is useful in identifying and assessing household vulnerability in the context of the Wenchuan earthquake in China in 2008. The framework has five categories of assets (financial, human, natural, physical, and social capital) and attempts to measure the resilience and vulnerability of households. When applied to a major disaster, asset-based methods face the problem of heterogeneity of the population, such as with regard to livelihood type or residence. Moreover, the effect of external interventions, such as the provision of relief assistance, must be taken into account.  相似文献

The most important theoretical argument concerning decentralised participatory governance is that it can make a government more accountable for the needs of the governed. Key to this process are participatory spaces that act as mechanisms for dialogue between citizens and local government. However, within Cochabamba, a city in the centre of Bolivia, South America, ‘at‐risk’ citizens engage minimally with disaster risk issues in participatory spaces, despite high levels of civic participation. This is because ‘at‐risk’ populations view disasters as a private/household problem that is symptomatic of household error, rather than seeing them as a broader public problem due to wider structural inequalities. Consequently, they redistribute responsibility for disaster risk reduction towards households, which (re)produces the absolution of government authorities as guarantors of disaster risk reduction. This paper challenges the normative assumption that participatory spaces facilitate democratic deliberation of disaster risk reduction and the downward accountability of local government for disaster risk reduction.  相似文献

Over the last several decades, the scientific community has replaced the ‘acts of god’ explanations for disasters with a view that disasters are actually ‘acts of nature,’ and more recently, ‘acts of human behavior and decision making.’ Despite the secular orientation of contemporary disaster research, religious beliefs still govern people’s interpretations of natural events across many continents and cultures. Using a case study of a rural Sherpa community in Nepal, this paper responds to the challenge of linking religion and disaster risk in the context of a climate change-induced glacial lake outburst flood hazard. Data collection employed ethnographic techniques including participant observation and 53 interviews with community members. Results indicate that the case study community’s religious belief system influences how they interpret and respond to the glacial lake hazard, although their beliefs co-exist with more scientific interpretations of risk. Rather than being immobilised by their belief system, we found that religious aspects like rituals and prayer can enhance social cohesion and contribute to capacities for coping with fear and uncertainty in this community. We assert that religion can yield valuable resources to glacial lake risk reduction strategies, which will benefit from incorporating social-cultural factors more profoundly.  相似文献

This paper investigates farmers’ crop adaptation processes in response to three recent devastating floods in Islampur, a case-study area in rural Bangladesh. The paper reports a multi-method research project which comprised a questionnaire survey, focus-group discussions and interviews with agricultural block supervisors. The author analyses three recent severe floods in Bangladesh, occurring in 1988, 1995 and 1998, and reviews the adaptation techniques and strategies embraced by the same group of farmers in order to survive the more devastating inundations that occur from time to time. The study concluded that vulnerable farmers are highly resilient and, with appropriate support, their adjustments can be sustainable. This enquiry showed that in the face of climate change both the inclusion of autonomous adaptations into planning and policy-making and the enhancement and support of community-based adaptation can be effective in ensuring the survival of riverine farming systems. This case study can be considered as a key reference case in regard to vulnerable locations in the Ganges–Brahmaputra–Meghna mega-delta basin, particularly in respect to Bangladesh.  相似文献

Flood risk has increased in France in the last 20 years and is projected to increase further in the future due to climate change and increase in exposure. Since 1982, France has had a natural disasters insurance system (‘CatNat’) in place that covers flood damage. This insurance system has been combined with what are called ‘Risk Prevention Plans’ (PPRs) in order to stimulate the undertaking of flood risk mitigation measures by communities and households. However, these schemes do not provide optimal incentives for flood damage reduction. This is confirmed by the results from a survey about flood preparedness of 885 households who live in flood-prone areas in France, which are presented in this paper. Moreover, this study provides suggestions for improvement, which are assessed on their potential economic, social and political implications. Among these suggestions are increasing the effectiveness of PPRs and increasing the incentives to apply and implement PPRs; improving the monitoring of the implementation of damage mitigation measures; and the possibility to differentiate premiums and deductibles according to flood risk.  相似文献

Members of impoverished households in Greater Khartoum, who have been displaced from their homelands by famine and civil war, gain a livelihood by utilising a wide variety of subsistence activities and sources. These include moonlighting, income diversification and pooling, exchange relations, scavenging, relief supplies from aid agencies and remittances from relatives working in other areas. This finding challenges the widely held view of the displaced as dependent and parasitic on the wider urban community. Several public policies are identified which have a detrimental effect on the livelihood of the displaced.  相似文献

Post‐disaster development policies, such as resettlement, can have major impacts on communities. This paper examines how and why people's livelihoods change as a result of resettlement, and relocated people's views of such changes, in the context of natural disasters. It presents two historically‐grounded, comparative case studies of post‐flood resettlement in rural Mozambique. The studies demonstrate a movement away from rain‐fed subsistence agriculture towards commercial agriculture and non‐agricultural activities. The ability to secure a viable livelihood was a key determinant of whether resettlers remained in their new locations or returned to the river valleys despite the risks posed by floods. The findings suggest that more research is required to understand i) why resettlers choose to stay in or abandon designated resettlement areas, ii) what is meant by ‘voluntary’ and ‘involuntary’ resettlement in the realm of post‐disaster reconstruction, and iii) the policy drivers of resettlement in developing countries.  相似文献

This issue of Disasters explores the roles of NGOs and other actors in disaster mitigation and preparedness and also reviews broad international trends in risk management and disaster prevention. The need to address risk, and with that the motivation to improve disaster mitigation and preparedness, has tended to fall between the cracks of grander frameworks of development co-operation and humanitarian assistance. Despite the seemingly glaring need to reduce the horrific impact of floods, droughts and wars, disaster mitigation and preparedness have neither the allure of directly 'saving lives', nor of providing an 'escape from poverty'. There are, however, signs that risk management is becoming a mainstream concern. Factors such as the need to address factors that do not fit into traditional slots on the relief-development continuum, the rising economic costs of disasters and a growing acknowledgement that aid will never cover more than a small fraction of the costs of disasters are all leading to new approaches, priorities and institutional configurations. A realisation that dealing with risk and insecurity is a central part of how poor people develop their livelihood strategies has begun to position disaster mitigation and preparedness within many poverty alleviation agendas. A number of long-standing challenges remain; most of all, the complexities of maintaining the political will that is needed to ensure that risk management becomes more than a passing fad.  相似文献
