In the past 10 years, both the Wenchuan earthquake (2008, Magnitude?=?8.0) and the Lushan earthquake (2013, Magnitude?=?7.0) struck in the Longmen Shan Fault area, causing extraordinary human and economic losses. After the Wenchuan earthquake, the Chinese government began promoting the Community for Disaster Prevention and Mitigation (CDPM) project nationwide to enhance community-level disaster-resistance capacities. Due to post-earthquake demand, CDPM construction in the Longmen Shan Fault area involved many diverse organisations, each of which had different organisational leadership models, which greatly influenced the CDPM characteristics and mechanisms. From long-term field research in 23 CDPM organisations in Longmen Shan Fault area, four types of CDPM organisations were found, including eight Government-oriented CDPM, six Resident-oriented CDPM, seven NGO-oriented CDPM and two Enterprise-oriented CDPM, forming a multiple organisation-oriented CDPM (M-CDPM) model. As there was only 85?km between the Wenchuan earthquake and the Lushan earthquake epicentres, many of the hardest-hit regions were the same; therefore, most CDPM organisations examined in this study were established after the Wenchuan earthquake and their effectiveness was tested in the Lushan earthquake. Therefore, research on the M-CDPM gives valuable information and provides a practical perspective for community-level disaster risk reduction.  相似文献

In April 2013, a 7.0 magnitude earthquake struck along the Longmen Shan fault in the city of Ya'an, Sichuan province, China, causing 200 deaths, 11,470 injuries and 21 people to go missing. As no scientific disaster management studies have been done on medical staff dynamic behavior in the Longmen Shan fault area, this paper develops a system dynamics (SD) model to simulate the relief activities in the area after the 2008 Sichuan Earthquake shook Wenchuan County. Based on this SD model, the simulation showed that the results regarding the cumulative number of deaths and the final death toll fit the reality well for the 2008 Sichuan Earthquake in the Longmen Shan fault area. Findings from the simulation confirmed the best ratio of medical staff to rescue workers. After implementing the findings for the medical relief work at the 2013 Sichuan Lushan Earthquake, reasonable earthquake rescue policies were developed for the Longmen Shan fault area. The SD model demonstrated that it was possible to predict the optimum number of medical staff and that medical staff need to be trained to improve their treatment abilities. Furthermore, it is suggested that search and rescue workers should also assist in restoring road transport during any medical relief activities in the Longmen Shan fault area. These policies can be generalized to other earthquake relief activities in the Longmen Shan fault area as well as being a valuable reference for similar mountainous earthquake areas.  相似文献

While multi-stakeholder collaboration is critical for effective community post-disaster reconstruction (CPDR), it is often very difficult in practice. The Longmen Shan Fault active seismic zone in China has experienced several recent earthquakes with the 2008 Wenchuan earthquake and 2013 Lushan earthquake, both of which caused extensive and widespread damage to many communities, presenting unprecedented challenges for post-disaster reconstruction. This paper develops a multi-cycle field research method that involves three interconnected cycles: internet research, field visits, and extensive surveys: to examine multi-stakeholder collaboration for the CPDR following the Wenchuan earthquake. It was found that there were 12 types of active stakeholders engaged across four main areas: infrastructure rebuilding, psychological recovery, socio-economic rehabilitation, and ecological restoration. Specifically, local community participation and effective collaboration between the community and the external stakeholders were found to be the most crucial elements for successful reconstruction. Multi-stage field research after the Lushan earthquake verified that CPDR was effective and that multi-stakeholder collaboration had improved from the lessons learnt from the Wenchuan earthquake reconstruction experience. Some advantages and limitations of this research are also given.  相似文献

In April 2013, a 7.0?Mw earthquake struck in Lushan County, Sichuan Province, China, causing serious housing damage. Housing reconstruction is a crucial part of disaster recovery, and resident participation has been recognized as a key part of reconstruction success. This paper examined housing reconstruction resident participation in the post-Lushan earthquake period as a multi-stage problem based on multi-stakeholder collaborative perspectives, which covered emergency shelter, temporary housing and permanent housing stages. Multi-stage field research was conducted in the affected areas, and the residents were found to be fully involved in the reconstruction with a ‘high – medium – high' distribution across the three stages. Resident participation experiences were summarized in terms of previous earthquake education, NGO participation and community-based organization functions, and the reasons discussed, such as civic awareness and civic rights. Problems regarding improper reconstruction and cultural conflicts were also examined and valuable suggestions given.  相似文献

通过对2003年7月21日和10月16日分别发生6.2和6.1级地震的云南省大姚县居民的问卷调查,分析了地震灾害对中困农村居民的影响,了解了我国农村居民尤其是地震多发区农村居民对地震灾害的风险意识以及在地震灾害中的反应.调查结果表明:中国农村居民是地震灾害的最大受害者和风险承担者.虽然他们会在地震灾害中汲取经验教训,增强风险防范意识,但是由于经济水平、自然环境等客观条件的影响,他们只能被动地承受地震灾害,而不能从根本上改变承灾体的脆弱性.中国农村地震减灾、防灾能力的加强需要政府管理部门的积极参与.  相似文献

On 17 August 1999 Turkey was hit by a massive earthquake. Over 17,000 lives were lost and there was extensive damage to Turkey's heartland. This paper examines how various public and private institutions, including state and civil society institutions such as NGOs and the media responded to the needs of earthquake survivors. It documents the extensive involvement of NGOs in the relief efforts immediately after the disaster and examines the impact of such participation on state-civil society relations in the country. The data show that state response to the disaster went through several phases from a period of ineptitude to effective management. The paper credits the media and the NGOs for acting as advocates for survivors and forcing changes at the state level. The paper argues that an ideal response system, which fully addresses the needs of victims, can only be based on state-civil society relations that are both collaborative and adversarial.  相似文献

The number of communities affected by disasters has been rising. As a result, non‐governmental organisations (NGOs) that attend community post‐disaster reconstruction are often unable to deliver all requirements and have to develop cooperative approaches. However, this collaboration can cause problems because of the complex environments, the fight for limited resources and uncoordinated management, all of which result in poor service delivery to the communities, adding to their woes. From extensive field research and case studies conducted in the post‐Wenchuan earthquake‐stricken communities, this paper introduces an integrated collaboration framework for community post‐disaster reconstruction with the focus on three types of NGOs: international, government organised and civil. The proposed collaboration framework examines the three interrelated components of organisational structure, operational processes and reconstruction goals/implementation areas. Of great significance in better promoting collaborative participation between NGOs are the crucial concepts of participatory reconstruction, double‐layer collaborative networks, and circular review and revision.  相似文献

在分析了地震地质、物探、卫片等新的资料的基础上,认为在菏泽地震区地下隐伏着一条北东向深大断裂带。地震区内的解元集—小留集断裂与北面向的成武—定陶断裂构成共轭破裂导致菏泽5.9级地震发生,北东向断裂是其主要的发震构造。由菏泽5.9级地震前沿发震断层的ML≥3.0级地震震中迁移、震源深度的变化及跨断层形变测量资料表明,发震断层在区域构造应力场的作用下逐步克服障碍,使断层贯通,与此同时在发震构造断层面上,断层上盘向上逆冲,使应力最后集中在两条断层的交汇部位致5.9级地震发生。  相似文献

ABSTRACT

Developing countries, which often have emerging or fledgling civil societies, are vulnerable to disasters, and especially devastating earthquakes. The long-term influence of devastating earthquakes on civil societies in developing countries is a critical research topic while receives relatively little attention. From a comprehensive literature review, this study identified four key areas of the civil society: civic participation, voluntary organizations, social capital, and democratic governance, and then examined four devastating earthquakes in India, Iran, Pakistan and China in the first decade of the twenty-first century as case studies, to identify the effects these earthquakes had on these four areas. It was found that from a long-term perspective, while the earthquakes strengthened the civil society, they had beneficial but limited effects. We argue that by promoting local community participation, facilitating extensive non-government organization (NGO) cooperation, and streamlining state-civil society relationships, an enabling environment can be developed to further sustain the advances made by a civil society after a disaster.  相似文献

通过对鲁甸5.1、5.0级两次地震后112个居民点的震害调查,分别给出了5.1级地震等烈度分布图及5.1、5.0级地震等烈度综合分布图;分析了场地条件及其震害、各类房屋的震害特征、典型结构房屋的震害原因以及生命线工程震害。结果表明,两次地震形成较大范围的7度破坏区和少数调查点有8度破坏现象的主要原因是:震源浅,地表振动强烈;盆地区广泛分布有煤层、膨胀土、淤泥土和松散的粉砂、粉土等不良影响地层,且埋藏浅;震区建筑结构简易,抗震能力极差;两次地震震害叠加。最后对灾区恢复重建提出了4条建议。  相似文献

基于前期对四川省德阳市民众地震灾害认知与响应特点与规律的问卷调查数据及分析结果,构建了以性别、年龄和受教育程度为核心评价参数的县市社会民众地震灾害响应能力的综合评价模型;然后将该评价模型应用于四川省,实现了对四川省社会民众地震灾害响应能力大小的分县市计算与评价。结果表明,四川省东部县市民众的地震灾害响应能力普遍比西部县市民众大,省会成都市周围的区、县(市)居民的地震灾害响应能力普遍较强,西部三个自治州民众的响应能力普遍较差,其中,成都市青羊区民众的响应能力最强,凉山彝族自治州金阳县民众的能力最弱,全省呈现出以成都市各区县(市)为中心向周围地区递减的总体趋势。  相似文献

以汶川8.0级地震为例,对新《防震减灾法》进行了解读,新《防震减灾法》在旧法的基础上,主要完善了防震减灾规划制度、建设工程抗震设防制度,增加了对学校医院等重要建筑和农村民居、乡村公共设施的抗震设防要求的规定,强化了防震减灾群测群防制度以加强对地震灾害的预防;完善了地震应急救援机制;进一步规范了地震灾后过渡性安置和恢复重建制度;加强了政府在防震减灾工作中的领导和协调作用。同时文中也指出了新《防震减灾法》存在的不足。  相似文献

An evaluation of the socioeconomic consequences of earthquakes is an essential part of the development of risk reduction and disaster management plans. However, these variables are not normally addressed sufficiently after strong earthquakes; researchers and relevant stakeholders focus primarily on the physical damage and casualties. The importance of the socioeconomic consequences of seismic events became clearer in Iran after the Bam earthquake on 26 December 2003, as demonstrated by the formulation and approval of various laws and ordinances. This paper reviews the country's regulatory framework in the light of the socioeconomic aspects of two major and destructive earthquakes: in Manjil–Rudbar in 1990, and in Bam in 2003. The results take the form of recommendations and practical strategies for incorporating the socioeconomic dimensions of earthquakes in disaster risk management planning. The results presented here can be applied in other countries with similar conditions to those of Iran in order to improve public preparedness and risk reduction.  相似文献

在剖析了V.keilia-Borok研究小组近年来提出的强震预报(Time of increasedprobability)方法的基础上,本文简要地介绍了该方法的原理,采用1970-01-01至1991-12-31的全国地震目录,通过两种途径,用Tip方法对云南省和台湾省发生的7级以上(含7级)强震做了检验地震目录,通过表明Tip方法对强震的预报成功率还是较高的.在此基础上,我们又试验将该方法推广应用于云南省发生的6.5级以上(含6.5级)地震,结果表明适当修改地震流函数后,也可以得到较满意的结果.  相似文献

2008年四川汶川8.0级地震造成了惨重的人员伤亡和巨大的经济损失。在震后灾害监测、应急指挥与抢险救援、灾害调查、损失评估、灾民安置、恢复重建以及地震科学研究等工作中,遥感技术发挥了重要作用。《汶川地震建筑物震害遥感解译图集》根据地震后地震现场建筑物震害遥感比对科学考察资料和震害遥感资料分析处理结果,按照科学性、知识性和资料性的编制原则编制而成。主要包括汶川大地震发生的地震地质、地势和社会环境,灾区遥感影像获取、建筑物震害影像特点与实际震害表现、震害遥感定量评估方法、汶川大地震灾区(Ⅷ度及以上地区)震害遥感定量评估模型,以及主要城市和乡镇震害遥感影像和震害评估结果等。  相似文献

2008年5月12日四川汶川8级大地震发生后,笔者随同江苏省地震救援队即赴重灾区北川县城实施救援。在救援期间所获取的现场资料基础上,对该次大震的震害特征和发震断裂运动方式进行了探讨。汶川8级特大地震的极震区地震烈度高达11度;10~11度重灾区主体沿龙门山活动断裂带呈北东方向展布。龙门山断裂带为汶川特大地震的发震断裂,其运动方式为逆冲兼右旋水平错动。由于所处的特殊地震地质环境,地震地质灾害非常严重,致使此次地震的震害更具毁灭性的特征。  相似文献
