This paper reports on the potential to apply the choice experiment method to understand the public's preferences for solid waste management programmes in Macao. A random sample survey of 260 respondents in Macao was conducted during the summer in 2004. The survey data was analysed using conditional multinomial logit models. The study results indicate that Macao residents prefer: (1) waste segregation and recycling at source; (2) noise reduction during waste collection and transportation and (3) lower garbage fees. The study concludes that choice experiment is a reliable tool in the analysis of respondents' preferences for developing a suitable solid waste management programme in Macao.  相似文献

Integrated solid waste management (ISWM) based on the 3R approach (reduce, reuse, and recycle) is aimed at optimizing the management of solid waste from all the waste-generating sectors (municipal, construction and demolition, industrial, urban agriculture, and healthcare facilities) and involving all the stakeholders (waste generators, service providers, regulators, government, and community/neighborhoods). This article discusses the concept of solid waste management (SWM). Initially, SWM was aimed at reducing the risks to public health, and later the environmental aspect also became an important focus of SWM. Recently, another dimension is becoming a critical factor for SWM, i.e., resource conservation and resource recovery. Hence, the 3R approach is becoming a guiding factor for SWM. On the one hand, 3R helps to minimize the amount of waste from generation to disposal, thus managing the waste more effectively and minimizing the public health and environmental risks associated with it. On the other hand, resource recovery is maximized at all stages of SWM. Lately, the new concept of ISWM has been introduced to streamline all the stages of waste management, i.e., source separation, collection and transportation, transfer stations and material recovery, treatment and resource recovery, and final disposal. It was originally targeted at municipal solid waste management (MSWM), but now the United Nations Environment Programme (UNEP) is promoting this concept to cover all waste generating sectors to optimize the level of material and resource recovery for recycling as well as to improve the efficiency of waste management services. The ISWM concept is being transformed into ISWM systems to replace conventional SWM systems. This article further discusses the implementation process for ISWM. The process includes a baseline study on the characterization and quantification of waste for all waste generating sectors within a city, assessment of current waste management systems and practices, target setting for ISWM, identification of issues of concern and suggestions from stakeholders, development of a draft ISWM plan, preparation of an implementation strategy, and establishment of a monitoring and feedback system. UNEP is assisting member countries and their cities to develop an ISWM plan covering all the waste generating sectors within a specific geographical or administrative area such as a city or municipality. This umbrella approach is useful to generate sufficient volumes of recycling materials required to make recycling industries feasible. This is also helpful for efficient reallocation of resources for SWM such as collection vehicles, transfer stations, treatment plants, and disposal sites. UNEP is assisting cities to develop and implement ISWM based on the 3R approach. These experiences could be useful for other countries to develop and implement ISWM to achieve improved public health, better environmental protection, and resource conservation and resource recovery.  相似文献

Over the past decades, uncontrolled population growth and rapid urbanization and industrialization have resulted in environmental problems in Corlu Town, Turkey. One of the most important problems is solid waste due to inadequate management practices. Nowadays, increasing public awareness of the environment compels local authorities to define and to adopt new solutions for waste management. This paper presents a general overview of current solid waste management practices in Corlu Town and principles of the recommended municipal solid waste (MSW) management system. In Corlu, 170 tonnes of municipal solid waste are generated each day, or 1.150 kg per capita per day. Approximately one-half of the municipal solid waste generated is organic material and 30% of the MSW consists of recyclable materials. The recommended system deals with maximizing recycling and minimizing landfilling of municipal solid waste, and consists of separation at source, collection, sorting, recycling, composting and sanitary landfilling. This study also analyzed the recommended system with respect to feasibility and economics. To evaluate whether the suggested system is cost effective or not, the operating cost of the recommended system and market prices of recyclable materials were compared, and the results show that the recommended system will reduce required landfill volume up to 27% of compared to the present situation. The profit of the recommended system is estimated to be about 80 million US dollars.  相似文献

Economic potential of recycling business in Lahore, Pakistan   总被引:1,自引:0,他引:1  
The state of household waste recycling in Lahore city, Pakistan with a population of 7.2 million was analyzed. Data on solid waste recycling were gathered from residents of low-, middle- and high-income groups, as well as from scavengers and junkshops. The recycling activities in Lahore exert a significant impact on resource conservation, creation of jobs, provision of economic opportunity and reduction in the magnitude of waste disposal problems. A cost analysis is presented to show the income that can be generated through a well-planned recycling program. It is shown that 21.2% of all recyclable waste in Lahore is recycled, and it generates an amount of Rs. 271 million (US dollars 4.5 million) per year through the informal sector. However, if the recycling practice is owned by the formal sector, it can save an amount of Rs. 65 million by reducing the collection cost. If recycling is adopted as an industry, it can generate revenues of Rs. 530 million (US dollars 8.8 million) per year and can also save enormous amount of energy, as well as the natural resources.  相似文献

When developing proper waste management strategies, it is essential to characterize the volume and composition of solid waste. The aim of this work was to evaluate the composition of dental waste produced by three dental health services in Belo Horizonte, Minas Gerais State, Brazil. Two universities, one public and one private, and one public dental health service were selected. Waste collection took place from March to November 2007. During this period, three samples were collected from each dental health service. The total amount of dental waste produced in one day of dental work was manually separated into three categories: infectious and potentially infectious waste, accounting for 24.3% of the total waste; non-infectious waste, accounting for 48.1%; and domestic-type waste, accounting for 27.6% (percentages are for mean weights of solid waste). Our results showed that most of the waste considered as biomedical may be misclassified, consequently making the infectious waste amount appear much larger. In addition, our results suggest that the best waste minimization method is recycling, and they help to define an appropriate waste management system in all three of the dental health services involved in this study.  相似文献

Recycling and reusing recyclables is an important way to solve the municipal solid waste (MSW) problem. As the collection of solid waste takes up the largest percentage of MSW management budgets, improving the collection of recyclables is important. Since the decline of government-run waste buying depots in the late 1980s, the collection of recyclables from households and waste deposit sites in China is done by buyers with small informal bases and waste pickers, who are usually unskilled rural people who have come to the cities. Because of this, the current system is seen to have social problems. So, the recyclable collection system has both social as well as economic significance. China is in the process of rapid industrialization and urbanization, and a new mode of community collection system is emerging. It operates by market mechanisms, with waste collection companies that are supported by the municipal government, establishing recycle service sites, and employing workers to buy recyclables door-to-door. This paper is a case study of the new system in the Haidian District, Beijing. It summarizes the system, compares it to experiences in other countries and discusses whether the new approach contributes to resources recycling in China.  相似文献

This paper provides a general overview of solid waste data and management practices employed in Turkey during the last decade. Municipal solid waste statistics and management practices including waste recovery and recycling initiatives have been evaluated. Detailed data on solid waste management practices including collection, recovery and disposal, together with the results of cost analyses, have been presented. Based on these evaluations basic cost estimations on collection and sorting of recyclable solid waste in Turkey have been provided. The results indicate that the household solid waste generation in Turkey, per capita, is around 0.6 kg/year, whereas municipal solid waste generation is close to 1 kg/year. The major constituents of municipal solid waste are organic in nature and approximately 1/4 of municipal solid waste is recyclable. Separate collection programmes for recyclable household waste by more than 60 municipalities, continuing in excess of 3 years, demonstrate solid evidence for public acceptance and continuing support from the citizens. Opinion polls indicate that more than 80% of the population in the project regions is ready and willing to participate in separate collection programmes. The analysis of output data of the Material Recovery Facilities shows that, although paper, including cardboard, is the main constituent, the composition of recyclable waste varies strongly by the source or the type of collection point.  相似文献

This paper analyses the evolution of national solid waste policy in Peru and the increasing relevance of informal recycling. Despite this rise in relevance, source separation and incorporation of informal recyclers within municipal plans is still slow, and collection of mixed waste is being considered. Waste collection and transportation costs represent the main share in municipal budgets and this research calculates cost reductions as a result of informal recycling and waste picking. The city of Chiclayo in Peru is presented as a case study. The paper finds that so far, waste picking has resulted in a reduction of two collection rounds but not a reduction in the number of vehicles collecting waste. Looking to the future, recovery of the remaining materials will not have an effect on collection rounds and number of vehicles. The research concludes that synergy between municipal systems and informal recycling can be maximized if new operational conditions are implemented. It introduces the concepts of “critical work shift,” which is the time of the day when the system requires maximum quantity of resources (i.e. vehicle-hours), and “sensitivity to variations in waste amounts,” and proposes strategies to promote recycling based on these new operational concepts.  相似文献

The main objective of this paper is to analyse the present status of solid waste management in Tehran, and subsequently, to draw up a policy regarding their generation, collection, on-site handling, storage, processing, recycling, transportation and safe disposal. Through a detailed survey, all functional elements of the present solid waste management system in Tehran were studied. Factors affecting the important management issues in the operation of Tehran's solid waste management system are discussed. Key design data and other useful information selected from a variety of reliable sources are presented. Rapid economic growth, increasing population and change in living standards contribute to increasing the generation rate of municipal solid waste (MSW) in Denizli city, like other Turkish cities. The improper and poor MSW management system (old system) in Denizli caused environmental problems originating from the uncontrolled release of methane and leachate. In addition, the disposal of recyclable materials in unsanitary landfills is responsible for the consumption and destruction of natural sources. This paper presents a general overview of old and new MSW management practices in Denizli. Detailed data on MSW management practices including collection, transportation, disposal and recycling have been presented. The amount of solid waste generated in Denizli over the last decade has increased steadily over the years, from 108,500 tons in 1995 to 179,495 tons in 2006. The average MSW generation rate was found to be 1.23kg/day per capita. The major constituent of MSW in Denizli is food waste, but the percentage of recyclable waste has increased significantly recently. Except for metal wastes, the percentages of recyclable waste materials in Denizli are higher than in all neighborhood cities. The objective of this study is to compare the old and new MSW management systems in Denizli city. The MSW management system has been changed entirely last five years. A dumpsite was closed and a sanitary landfill with a composting facility was constructed. In addition, source separated collection has been carried out since 2002. The quantity of recyclable waste collected increased from 195 to 1549 tons. The amount of recyclable waste will continue to be increased by expanding the source separation collection system to all the districts of the city and preventing scavenging. Thus, revenue from recyclable waste ($7227 in 2006) is expected to increase. In addition, the capacity of the composting facility will be increased. Most importantly, information to increase public participation and awareness in municipal recovery programs has to be provided.  相似文献

The main purpose of this study was to carry out a retrospective analysis of solid waste generation in Kaunas city from 1994 to 2003 and to calculate the theoretical waste generation in the future. This paper also presents measurements of the annual variations of waste amounts and calculations on a theoretical waste incineration facility. Two waste treatment scenarios were considered. Scenario A: waste deposit at the landfill with 'implementation of domestic waste separation and recycling'. Scenario B: waste removal to a landfill with 'multi-treatment: household separation, recycling and energetic recovery'. Three levels of waste treatment were proposed. The first level was implementation of the recycling system, which included household waste separation. The next step involved mechanical-biological treatment. The third level was the construction and operation of a new waste incineration plant in Kaunas. Two sites in Kaunas city were proposed; however, more detailed analysis, including the economic factors, will need to be done.  相似文献

Mexico is currently facing a crisis in the waste management field. Some efforts have just commenced in urban and in rural settlements, e.g., conversion of open dumps into landfills, a relatively small composting culture, and implementation of source separation and plastic recycling strategies. Nonetheless, the high heterogeneity of components in the waste, many of these with hazardous properties, present the municipal collection services with serious problems, due to the risks to the health of the workers and to the impacts to the environment as a result of the inadequate disposition of these wastes. A generation study in the domestic sector was undertaken with the aim of finding out the composition and the generation rate of household hazardous waste (HHW) produced at residences. Simultaneously to the generation study, a socioeconomic survey was applied to determine the influence of income level on the production of HHW. Results from the solid waste generation analysis indicated that approximately 1.6% of the waste stream consists of HHW. Correspondingly, it was estimated that in Morelia, a total amount of 442ton/day of domestic waste are produced, including 7.1ton of HHW per day. Furthermore, the overall amount of HHW is not directly related to income level, although particular byproducts do correlate. However, an important difference was observed, as the brands and the presentation sizes of goods and products used in each socioeconomic stratum varied.  相似文献

The objective of this work was to determine the composition and production rate of dental solid waste, produced by dental practices in the Prefecture of Xanthi, a multicultural area in Northeast Greece with a population of 102,000. For the study, 22 private dental practices and 1 public dental practice were selected of the 48 private and 5 public dental practices in operation. The 22 private dental practices included 16 owned by Christian Greek-born dentists, 3 by Moslem dentists and 3 by Christian dentists repatriated from the former Soviet Union. Differentiation on the basis of religion is directly related to the countries from which dentists received their training, e.g., Greece-European Union, Turkey and former Soviet Union. Thus, including the one public dental practice, 4 study groups were considered. Waste collection took place for 22 working days, from 20 May to 27 June 2002. This period was considered to be a representative one for a semi-rural area, such as Xanthi. Dentists were instructed to collect the total amount of waste they produced. A total of 260 kg dental solid waste was collected during the study period and was manually separated. Dental solid waste was classified in three main categories: (1) Infectious and potentially infectious waste, accounting for 94.7% by weight. (2) Non-infectious waste accounting for 2.0%. (3) Domestic-type waste, accounting for 3.3% by weight. The category of infectious waste is classified as hazardous and includes components containing metal (8.51%), components without metal (91.18%) and amalgam (0.33%). Using the weight data, the production rate of dental solid waste for the study period in the Prefecture of Xanthi was determined to be 513 g/practice/day and of infectious and potentially infectious waste 486 g/practice/day. The latter includes the production rate of sharps (9.8 g/practice/day), non-sharps (31.6), infectious waste without metal (443) and amalgam (1.6 g/practice/day). Since dental solid waste is currently disposed of in landfills together with the municipal solid waste, the results of the study were used to suggest an appropriate management scheme. The results were also used to compare the composition and production rates of dental solid waste produced by the 4 study groups.  相似文献

The success of a recycling programme depends on the active and sustained participation of citizens in the correct separation and collection of recyclable waste. An effective study of strategies aimed at augmenting people's involvement in recycling involves understanding which factors influence the decision to co-operate with a recycling programme. This research investigates the influence of attitudes, incentives, presence of children in household and information through direct media, on households' participation in recycling. The results suggest that positive attitudes toward recycling and information are important factors in explaining recycling participation. Some guidelines that may be considered in future communication and intervention strategies designed to promote recycling participation are discussed.  相似文献

Recycling and the related issue of sustainable development are increasing in importance around the world. In Brazil, the new National Policy on Solid Wastes has prompted discussion on the future of electronic waste (e-waste). Over the last 10 years, different e-waste collection systems and recycling processes have been applied globally. This paper presents the systems used in different countries and compares the world situation to the current Brazilian reality. To establish a recycling process, it is necessary to organize efficient collection management. The main difficulty associated with the implementation of e-waste recycling processes in Brazil is the collection system, as its efficiency depends not only on the education and cooperation of the people but also on cooperation among industrial waste generators, distributors and the government. Over half a million waste pickers have been reported in Brazil and they are responsible for the success of metal scrap collection in the country. The country also has close to 2400 companies and cooperatives involved in recycling and scrap trading. On the other hand, the collection and recycling of e-waste is still incipient because e-wastes are not seen as valuable in the informal sector. The Brazilian challenge is therefore to organize a system of e-waste management including the informal sector without neglecting environmentally sound management principles.  相似文献

Municipal solid waste management is a multidisciplinary activity that includes generation, source separation, storage, collection, transfer and transport, processing and recovery, and, last but not least, disposal. The optimization of waste collection, through source separation, is compulsory where a landfill based management must be overcome. In this paper, a few aspects related to the implementation of a Web-GIS based system are analyzed. This approach is critically analyzed referring to the experience of two Italian case studies and two additional extra-European case studies. The first case is one of the best examples of selective collection optimization in Italy. The obtained efficiency is very high: 80% of waste is source separated for recycling purposes. In the second reference case, the local administration is going to be faced with the optimization of waste collection through Web-GIS oriented technologies for the first time. The starting scenario is far from an optimized management of municipal solid waste. The last two case studies concern pilot experiences in China and Malaysia. Each step of the Web-GIS oriented strategy is comparatively discussed referring to typical scenarios of developed and transient economies. The main result is that transient economies are ready to move toward Web oriented tools for MSW management, but this opportunity is not yet well exploited in the sector.  相似文献

Solid waste collection and hauling account for the greater part of the total cost in modern solid waste management systems. In a recent initiative, 3300 Swedish recycling containers have been fitted with level sensors and wireless communication equipment, thereby giving waste collection operators access to real-time information on the status of each container. In this study, analytical modeling and discrete-event simulation have been used to evaluate different scheduling and routing policies utilizing the real-time data. In addition to the general models developed, an empirical simulation study has been performed on the downtown recycling station system in Malmoe, Sweden. From the study, it can be concluded that dynamic scheduling and routing policies exist that have lower operating costs, shorter collection and hauling distances, and reduced labor hours compared to the static policy with fixed routes and pre-determined pick-up frequencies employed by many waste collection operators today. The results of the analytical model and the simulation models are coherent, and consistent with experiences of the waste collection operators.  相似文献
