Landfills have been the dominant alternative for disposal of solid waste and there are tens of thousands of closed landfills throughout the world that require a long-term management strategy. In contrast to approaches based on time or target values, this paper describes a performance-based methodology for evaluation of post-closure care (PCC). Using the methodology, critical components of PCC at a landfill, including leachate and gas management, groundwater monitoring and cover integrity, are considered to determine whether a landfill meets defined conditions for functional stability and can transition from regulated PCC to a post-regulatory custodial care program representing de minimus care activities only. The methodology is predicated on understanding the biological, chemical, and physical behavior of a landfill and the presence of sufficient data to verify expected trends in landfill behavior. If an evaluation suggests that a change can be made to PCC, the landfill owner must perform confirmation monitoring and then surveillance monitoring at a decreasing frequency to verify that the change is protective of human health and the environment. A hypothetical case study showed that using the methodology to evaluate site-specific PCC requirements could result in increased environmental protection at comparable cost by spending available funds where they are most needed.  相似文献

Goal and scopeThe life cycle inventory of landfill emissions is a key point in Life Cycle Assessment (LCA) of waste management options and is highly subject to discussion. Result sensitivity to data inventory is accounted for through the implementation of scenarios that help examine how waste landfilling should be modeled in LCA.MethodFour landfill biogas management options are environmentally evaluated in a Life Cycle Assessment perspective: (1) no biogas management (open dump), conventional landfill with (2) flaring, (3) combined heat and power (CHP) production in an internal combustion engine and (4) biogas upgrading for use as a fuel in buses. Average, maximum and minimum literature values are considered both for combustion emission factors in flares and engines and for trace pollutant concentrations in biogas.ResultsBiogas upgrading for use as a fuel in buses appears as the most relevant option with respect to most non-toxic impact categories and ecotoxicity, when considering average values for trace gas concentrations and combustion emission factors. Biogas combustion in an engine for CHP production shows the best performances in terms of climate change, but generates significantly higher photochemical oxidant formation and marine eutrophication impact potentials than flaring or biogas upgrading for use as a fuel in buses.Interpretation and discussionHowever the calculated environmental impact potentials of landfill biogas management options depend largely on the trace gas concentrations implemented in the model. The use of average or extreme values reported in the literature significantly modifies the impact potential of a given scenario (up to two orders of magnitude for open dumps with respect to human toxicity). This should be taken into account when comparing landfilling with other waste management options. Also, the actual performances of a landfill top cover (in terms of oxidation rates) and combustion technology (in terms of emission factors) appear as key parameters affecting the ranking of biogas management options.  相似文献

Within the scope of an investigation for the German Federal Environment Agency (“Umweltbundesamt”), the basics for the estimation of the methane emissions from the landfilling of mechanically and biologically treated waste (MBT) were developed. For this purpose, topical research including monitoring results regarding the gas balance at MBT landfills was evaluated.For waste treated to the required German standards, a methane formation potential of approximately 18–24 m3 CH4/t of total dry solids may be expected. Monitoring results from MBT landfills show that a three-phase model with differentiated half-lives describes the degradation kinetics in the best way. This is due to the fact that during the first years of disposal, the anaerobic degradation processes still proceed relatively intensively. In addition in the long term (decades), a residual gas production at a low level is still to be expected.Most of the soils used in recultivation layer systems at German landfills show a relatively high methane oxidation capacity up to 5 l CH4/(m2 h). However, measurements at MBT disposal sites indicate that the majority of the landfill gas (in particular at non-covered areas), leaves the landfill body via preferred gas emission zones (hot spots) without significant methane oxidation. Therefore, rather low methane oxidation factors are recommended for open and temporarily covered MBT landfills. Higher methane oxidation rates can be achieved when the soil/recultivation layer is adequately designed and operated.Based on the elaborated default values, the First Order Decay (FOD) model of the IPCC Guidelines for National Greenhouse Gas Inventories, 2006, was used to estimate the methane emissions from MBT landfills. Due to the calculation made by the authors emissions in the range of 60,000–135,000 t CO2-eq./a for all German MBT landfills can be expected. This wide range shows the uncertainties when the here used procedure and the limited available data are applied. It is therefore necessary to generate more data in the future in order to calculate more precise methane emission rates from MBT landfills. This is important for the overall calculation of the climate gas production in Germany which is required once a year by the German Government.  相似文献

Methane (CH4) diffuse emissions from Municipal Solid Waste (MSW) landfills represent one of the most important anthropogenic sources of greenhouse gas. CH4 is produced by anaerobic biodegradation of organic matter in landfilled MSW and constitutes a major component of landfill gas (LFG). Gas recovery is a suitable method to effectively control CH4 emissions from landfill sites and the quantification of CH4 emissions represents a good tool to evaluate the effectiveness of a gas recovery system in reducing LFG emissions. In particular, LFG emissions can indirectly be evaluated from mass balance equations between LFG production, recovery and oxidation in the landfill, as well as by a direct approach based on LFG emission measurements from the landfill surface. However, up to now few direct measurements of landfill CH4 diffuse emissions have been reported in the technical literature. In the present study, both modeling and direct emission measuring methodologies have been applied to the case study of Bellolampo landfill located in Palermo, Italy. The main aim of the present study was to evaluate CH4 diffuse emissions, based on direct measurements carried out with the flux accumulation chamber (static, non-stationary) method, as well as to obtain the CH4 contoured flux map of the landfill. Such emissions were compared with the estimate achieved by means of CH4 mass balance equations. The results showed that the emissions obtained by applying the flux chamber method are in good agreement with the ones derived by the application of the mass balance equation, and that the evaluated contoured flux maps represent a reliable tool to locate areas with abnormal emissions in order to optimize the gas recovery system efficiency.  相似文献

This paper describes a method developed for quantification of gas emissions from the leachate collection system at landfills and present emission data measured at two Danish landfills with no landfill gas collection systems in place: Fakse landfill and AV Miljø. Landfill top covers are often designed to prevent infiltration of water and thus are made from low permeable materials. At such sites a large part of the gas will often emit through other pathways such as the leachate collection system. These point releases of gaseous constituents from these locations cannot be measured using traditional flux chambers, which are often used to measure gas emissions from landfills. Comparing tracer measurements of methane (CH4) emissions from leachate systems at Fakse landfill and AV Miljø to measurements of total CH4 emissions, it was found that approximately 47% (351 kg CH4 d?1) and 27% (211 kg CH4 d?1), respectively, of the CH4 emitting from the sites occurred from the leachate collection systems. Emission rates observed from individual leachate collection wells at the two landfills ranged from 0.1 to 76 kg CH4 d?1. A strong influence on emission rates caused by rise and fall in atmospheric pressure was observed when continuously measuring emission from a leachate well over a week. Emission of CH4 was one to two orders of magnitude higher during periods of decreasing pressure compared to periods of increasing pressure.  相似文献

The magnitude of annual global emissions of methane from municipal solid waste landfills without landfill gas control systems implies that these landfills are significant contributors to the atmospheric load of greenhouse gases. There have been a number of field studies undertaken internationally to measure actual fluxes of methane and carbon dioxide from landfills, with a view to corroborating modelled predictions of the contribution of landfills to the global greenhouse gas budget. The vast majority of these studies have been undertaken in more temperate climates and in developed countries. This paper reports a study of landfill gas emissions from four large landfills located in the semi-arid interior of South Africa. A static accumulation chamber was used and measurements were made at each site over a period of two to three days. The results were analysed by three different methods, all of them leading to the same general conclusion that landfill gas emission rates were lower than expected. A common conclusion based on results from all four sites was that capping of landfills in semi-arid climates with low permeability covers would probably significantly retard the already low rate of waste degradation and thus gas generation. While this may be regarded as advantageous in the short term, it cannot be relied upon in perpetuity as clayey landfill covers will inevitably desiccate and crack in a semiarid environment. In addition, reasonable after-care periods for such landfills are likely to extend well beyond the currently stipulated 30-year period, and efforts to encourage energy recovery from landfills may be hampered because gas generation rates decrease as the waste dries out under conditions of minimal recharge from precipitation. A landfill cover that allows small amounts of percolation of rainfall into the waste may therefore in fact be beneficial in semiarid climates, although care would need to be taken to carefully regulate this infiltration.  相似文献

Recently, roofed landfills have been gaining popularity in Japan. Roofed landfills have several advantages over non-roofed landfills such as eliminating the visibility of waste and reducing the spread of offensive odours. This study examined the moisture balance and aeration conditions, which promote waste stabilisation, in a roofed landfill that included organic waste such as food waste. Moisture balance was estimated using waste characterization and the total amount of landfilled waste. Internal conditions were estimated based on the composition, flux, and temperature of the landfill gas. Finally, in situ aeration was performed to determine the integrity of the semi-aerobic structure of the landfill.With the effects of rainfall excluded, only 15% of the moisture held by the waste was discharged as leachate. The majority of the moisture remained in the waste layer, but was less than the optimal moisture level for biodegradation, indicating that an appropriate water spray should be administered. To assess waste degradation in this semi-aerobic landfill, the concentration and flow rate of landfill gas were measured and an in situ aeration test was performed. The results revealed that aerobic biodegradation had not occurred because of the unsatisfactory design and operation of the landfill.  相似文献

An increasing number of landfills are operated to accelerate waste decomposition through liquids addition (e.g., leachate recirculation) as a wet landfill. Landfill design and regulation often depend on utilizing landfill gas production models that require an estimate of a first-order gas generation rate constant, k. Consequently, several studies have estimated k using collected gas volumes from operating wet landfills. Research was conducted to examine an alternative approach in which k is estimated not from collected landfill gas but from solid waste samples collected over time and analyzed for remaining gas yield. To achieve this goal, waste samples were collected from 1990 through 2007 at two full-scale landfills in Florida that practiced liquids addition. Methane yields were measured from waste samples collected over time, including periods before and after leachate recirculation, and the results were applied to a first-order decay model to estimate rate constants for each of the sites. An initial, intensive processing step was conducted to exclude non-biodegradable components from the methane yield testing procedure. The resulting rate constants for the two landfills examined were 0.47 yr(-1) and 0.21 yr(-1). These results expectedly exceeded the United States Environmental Protection Agency's rate constants for dry and conventional landfills (0.02-0.05 yr(-1)), but they are comparable to wet landfill rate constants derived using landfill gas data (0.1-0.3 yr(-1)).  相似文献

Municipal solid waste disposal sites in arid countries such as Kuwait receive various types of waste materials like sewage sludge, chemical waste and other debris. Large amounts of leachate are expected to be generated due to the improper disposal of industrial wastewater, sewage sludge and chemical wastes with municipal solid waste at landfill sites even though the rainwater is scarce. Almost 95% of all solid waste generated in Kuwait during the last 10 years was dumped in five unlined landfills. The sites accepting liquid waste consist of old sand quarries that do not follow any specific engineering guidelines. With the current practice, contamination of the ground water table is possible due to the close location of the water table beneath the bottom of the waste disposal sites. This study determined the percentage of industrial liquid waste and sludge of the total waste dumped at the landfill sites, analyzed the chemical characteristics of liquid waste stream and contaminated water at disposal sites, and finally evaluated the possible risk posed by the continuous dumping of such wastes at the unlined landfills. Statistical analysis has been performed on the disposal and characterization of industrial wastewater and sludge at five active landfill sites. The chemical analysis shows that all the industrial wastes and sludge have high concentrations of COD, suspended solids, and heavy metals. Results show that from 1993 to 2000, 5.14+/-1.13 million t of total wastes were disposed per year in all active landfill sites in Kuwait. The share of industrial liquid and sludge waste was 1.85+/-0.19 million t representing 37.22+/-6.85% of total waste disposed in all landfill sites. Such wastes contribute to landfill leachate which pollutes groundwater and may enter the food chain causing adverse health effects. Lined evaporation ponds are suggested as an economical and safe solution for industrial wastewater and sludge disposal in the arid climate of Kuwait.  相似文献

A methodology for estimating the methane emissions from waste landfills in Hanoi, Vietnam, as part of a case study on Asian cities, was derived based on a survey of documents and statistics related to waste management, interviews with persons in charge, and field investigations at landfill sites. The waste management system in Hanoi was analyzed to evaluate the methane emissions from waste landfill sites. The quantity of waste deposited into the landfill was evaluated from an investigation of the waste stream. The composition of municipal waste was surveyed in several districts in the Hanoi city area, and the quantities of degradable organic waste that had been deposited into landfill for the past 15 years were estimated. Field surveys on methane emissions from landfills of different ages (0.5, 2, and 8 years) were conducted and their methane emissions were estimated to be 120, 22.5, and 4.38 ml/min/m2, respectively. The first-order reaction rate of methane generation was obtained as 0.51/year. Methane emissions from waste landfills were calculated by a first-order decay model using this emission factor and the amount of landfilled degradable waste. The estimates of methane emissions using the model accorded well with the estimates of the field survey. These results revealed that methane emissions from waste landfills estimated by regional-specific and precise information on the waste stream are essential for accurately determining the behavior of methane emissions from waste landfills in the past, present, and future.  相似文献

Municipal solid waste landfills represent the dominant option for waste disposal in many parts of the world. While some countries have greatly reduced their reliance on landfills, there remain thousands of landfills that require aftercare. The development of cost-effective strategies for landfill aftercare is in society’s interest to protect human health and the environment and to prevent the emergence of landfills with exhausted aftercare funding. The Evaluation of Post-Closure Care (EPCC) methodology is a performance-based approach in which landfill performance is assessed in four modules including leachate, gas, groundwater, and final cover. In the methodology, the objective is to evaluate landfill performance to determine when aftercare monitoring and maintenance can be reduced or possibly eliminated. This study presents an improved gas module for the methodology. While the original version of the module focused narrowly on regulatory requirements for control of methane migration, the improved gas module also considers best available control technology for landfill gas in terms of greenhouse gas emissions, air quality, and emissions of odoriferous compounds. The improved module emphasizes the reduction or elimination of fugitive methane by considering the methane oxidation capacity of the cover system. The module also allows for the installation of biologically active covers or other features designed to enhance methane oxidation. A methane emissions model, CALMIM, was used to assist with an assessment of the methane oxidation capacity of landfill covers.  相似文献

This article is intended to provide background information on leachate management in closed landfill sites based on a comparison of two landfill sites and the identification of leachate characteristics depending on the final cover and the season. Site S is older and has no final cover, while site J is younger and has final capping. The results of leachate analysis from the two landfills show that the biological oxygen demand to chemical oxygen demand ratio decreases below 0.1 to the range 0.05–0.07 for site S, whereas the ratio at site J was in the range 0.08–0.55. The inorganic nitrogen concentration was in the range 169.9–386.1 mg/l with an average of 265.2 mg/l at site S. Ammonia nitrogen accounted for 98.9% of the total nitrogen. The absence of a final cover on closed landfill sites may contribute to the stabilization of such landfills due to flushing. The nitrogen content at landfill S dropped in the summer, whereas it decreased in the fall at site J. A higher fluctuation in the pollutant levels of organic matters and nitrogen at the younger landfill site was observed, compared to the older site, even though the younger site had final capping. Therefore, intensive leachate management should be arranged at the early stages after closing for proper treatment. Specifically, nitrogen management of leachate is a critical factor in treatment operations.  相似文献

The first-order decay (FOD) model is widely used to estimate landfill gas generation for emissions inventories, life cycle assessments, and regulation. The FOD model has inherent uncertainty due to underlying uncertainty in model parameters and a lack of opportunities to validate it with complete field-scale landfill data sets. The objectives of this paper were to estimate methane generation, fugitive methane emissions, and aggregated collection efficiency for landfills through a mass balance approach using the FOD model for gas generation coupled with literature values for cover-specific collection efficiency and methane oxidation. This study is unique and valuable because actual field data were used in comparison with modeled data. The magnitude and variation of emissions were estimated for three landfills using site-specific model parameters and gas collection data, and compared to vertical radial plume mapping emissions measurements. For the three landfills, the modeling approach slightly under-predicted measured emissions and over-estimated aggregated collection efficiency, but the two approaches yielded statistically equivalent uncertainties expressed as coefficients of variation. Sources of uncertainty include challenges in large-scale field measurement of emissions and spatial and temporal fluctuations in methane flow balance components (generated, collected, oxidized, and emitted methane). Additional publication of sets of field-scale measurement data and methane flow balance components will reduce the uncertainty in future estimates of fugitive emissions.  相似文献

Post-closure care (PCC) activities at landfills include cap maintenance; water quality monitoring; maintenance and monitoring of the gas collection/control system, leachate collection system, groundwater monitoring wells, and surface water management system; and general site maintenance. The objective of this study was to develop an integrated data and knowledge based decision making tool for preliminary estimation of PCC needs at closed landfills. To develop the decision making tool, 11 categories of parameters were identified as critical areas which could affect future PCC needs. Each category was further analyzed by detailed questions which could be answered with limited data and knowledge about the site, its history, location, and site specific characteristics. Depending on the existing knowledge base, a score was assigned to each question (on a scale 1-10, as 1 being the best and 10 being the worst). Each category was also assigned a weight based on its relative importance on the site conditions and PCC needs. The overall landfill score was obtained from the total weighted sum attained. Based on the overall score, landfill conditions could be categorized as critical, acceptable, or good. Critical condition indicates that the landfill may be a threat to the human health and the environment and necessary steps should be taken. Acceptable condition indicates that the landfill is currently stable and the monitoring should be continued. Good condition indicates that the landfill is stable and the monitoring activities can be reduced in the future. The knowledge base algorithm was applied to two case study landfills for preliminary assessment of PCC performance.  相似文献

Large amounts of solid waste are disposed in landfills and the potential of particulate matter (PM) emissions into the atmosphere is significant. Particulate matter emissions in landfills are the result of resuspension from the disposed waste and other activities such as mechanical recycling and composting, waste unloading and sorting, the process of coating residues and waste transport by trucks. Measurements of ambient levels of inhalable particulate matter (PM10) were performed in a landfill site located at Chania (Crete, Greece). Elevated PM10 concentrations were measured in the landfill site during several landfill operations. It was observed that the meteorological conditions (mainly wind velocity and temperature) influence considerably the PM10 concentrations. Comparison between the PM10 concentrations at the landfill and at a PM10 background site indicates the influence of the landfill activities on local concentrations at the landfill. No correlation was observed between the measurements at the landfill and the background sites. Finally, specific preventing measures are proposed to control the PM concentrations in landfills.  相似文献

Landfill aeration by means of low pressure air injection is a promising tool to reduce long term emissions from organic waste fractions through accelerated biological stabilization. Top covers that enhance methane oxidation could provide a simple and economic way to mitigate residual greenhouse gas emissions from in situ aerated landfills, and may replace off-gas extraction and treatment, particularly at smaller and older sites. In this respect the installation of a landfill cover system adjusted to the forced-aerated landfill body is of great significance. Investigations into large scale lysimeters (2 × 2 × 3 m) under field conditions have been carried out using different top covers including compost materials and natural soils as a surrogate to gas extraction during active low pressure aeration. In the present study, the emission behaviour as well as the water balance performance of the lysimeters has been investigated, both prior to and during the first months of in situ aeration. Results reveal that mature sewage sludge compost (SSC) placed in one lysimeter exhibits in principle optimal ambient conditions for methanotrophic bacteria to enhance methane oxidation. Under laboratory conditions the mature compost mitigated CH4 loadings up to 300 l CH4/m2 d. In addition, the compost material provided high air permeability even at 100% water holding capacity (WHC). In contrast, the more cohesive, mineral soil cover was expected to cause a notably uniform distribution of the injected air within the waste layer. Laboratory results also revealed sufficient air permeability of the soil materials (TS-F and SS-Z) placed in lysimeter C. However, at higher compaction density SS-Z became impermeable at 100% WHC.Methane emissions from the reference lysimeter with the smaller substrate cover (12–52 g CH4/m2 d) were significantly higher than fluxes from the other lysimeters (0–19 g CH4/m2 d) during in situ aeration. Regarding water balance, lysimeters covered with compost and compost-sand mixture, showed the lowest leachate rate (18–26% of the precipitation) due to the high water holding capacity and more favourable plant growth conditions compared to the lysimeters with mineral, more cohesive, soil covers (27–45% of the precipitation).On the basis of these results, the authors suggest a layered top cover system using both compost material as well as mineral soil in order to support active low-pressure aeration. Conventional soil materials with lower permeability may be used on top of the landfill body for a more uniform aeration of the waste due to an increased resistance to vertical gas flow. A compost cover may be built on top of the soil cover underlain by a gas distribution layer to improve methane oxidation rates and minimise water infiltration. By planting vegetation with a high transpiration rate, the leachate amount emanating from the landfill could be further minimised. The suggested design may be particularly suitable in combination with intermittent in situ aeration, in the later stage of an aeration measure, or at very small sites and shallow deposits. The top cover system could further regulate water infiltration into the landfill and mitigate residual CH4 emissions, even beyond the time of active aeration.  相似文献

Percolate production and precipitation data for a full-scale landfill in operation measured over a 13-year period were used to evaluate the impact and importance of the hydrological conditions of landfill sections on the percolate production rates. Both active (open) and closed landfill sections were included in the evaluation. A simple top cover model requiring a minimum of input data was used to simulate the percolate production as a function of precipitation and landfill section hydrology. The results showed that changes over time in the hydrology of individual landfill sections (such as section closure or plantation of trees on top of closed sections) can change total landfill percolate production by more than 100%; thus, percolate production at an active landfill can be very different from percolate production at the same landfill after closure. Furthermore, plantation of willow on top of closed sections can increase the evapotranspiration rate thereby reducing percolate production rates by up to 47% compared to a grass cover. This process, however, depends upon the availability of water in the top layer, and so the evaporation rate will be less than optimal during the summer where soil-water contents in the top cover are low.  相似文献

Landfills are some of the major anthropogenic sources of methane emissions worldwide. The installation and operation of gas extraction systems for many landfills in Europe and the US, often including technical installations for energy recovery, significantly reduced these emissions during the last decades. Residual landfill gas, however, is still continuously produced after the energy recovery became economically unattractive, thus resulting in ongoing methane emissions for many years. By landfill in situ aeration these methane emissions can be widely avoided both, during the aeration process as well as in the subsequent aftercare period. Based on model calculations and online monitoring data the amount of avoided CO2-eq. can be determined. For an in situ aerated landfill in northern Germany, acting as a case study, 83–95% (depending on the kind and quality of top cover) of the greenhouse gas emission potential could be reduced under strictly controlled conditions. Recently the United Nations Framework Convention on Climate Change (UNFCCC) has approved a new methodology on the “Avoidance of landfill gas emissions by in situ aeration of landfills” (UNFCCC, 2009). Based on this methodology landfill aeration projects might be considered for generation of Certified Emission Reductions (CERs) in the course of CDM projects. Landfill gas (LFG) receives a great deal of attention due to both negative and positive environmental impacts, global warming and a green energy source, respectively. However, predicting the quantity of LFG generated at a given landfill, whether active or closed is difficult due to the heterogeneities present in waste, and the lack of accurate in situ waste parameters like water content. Accordingly, ground penetrating radar (GPR) was evaluated as a tool for estimating in situ water content. Due to the large degree of subsurface heterogeneity and the electrically conductive clay cap covering landfills, both of which affect the transmission of the electromagnetic pulses, there is much scepticism concerning the use of GPR to quantify in situ water content within a municipal landfill.Two landfills were studied. The first landfill was used to develop the measurement protocols, while the second landfill provided a means of confirming these protocols. GPR measurements were initially completed using the surface GPR approach, but the lack of success led to the use of borehole (BH) GPR. Both zero offset profiling (ZOP) and multiple offset gathers (MOG) modes were tried, with the results indicating that BH GPR using the ZOP mode is the most simple and efficient method to measure in situ water content. The best results were obtained at a separation distance of 2 m, where higher the water content, smaller the effective separation distance. However, an increase in water content did appear to increase the accuracy of the GPR measurements. For the effective separation distance of 2 m at both landfills, the difference between GPR and lab measured water contents were reasonable at 33.9% for the drier landfill and 18.1% for the wetter landfill. Infiltration experiments also showed the potential to measure small increases in water content.  相似文献
