Mobile phones are the most ubiquitous electronic product on the globe. They have relatively short lifecycles and because of their (perceived) in-built obsolescence, discarded mobile phones represent a significant and growing problem with respect to waste electrical and electronic equipment (WEEE). An emerging and increasingly important issue for industry is the shortage of key metals, especially the types of metals found in mobile phones, and hence the primary aim of this timely study was to assess and evaluate the voluntary mobile phone takeback network in the UK. The study has characterised the information, product and incentives flows in the voluntary UK mobile phone takeback network and reviewed the merits and demerits of the incentives offered. A survey of the activities of the voluntary mobile phone takeback schemes was undertaken in 2008 to: identify and evaluate the takeback schemes operating in the UK; determine the target groups from whom handsets are collected; and assess the collection, promotion and advertising methods used by the schemes. In addition, the survey sought to identify and critically evaluate the incentives offered by the takeback schemes, evaluate their ease and convenience of use; and determine the types, qualities and quantities of mobile phones they collect. The study has established that the UK voluntary mobile phone takeback network can be characterised as three distinctive flows: information flow; product flow (handsets and related accessories); and incentives flow. Over 100 voluntary schemes offering online takeback of mobile phone handsets were identified. The schemes are operated by manufacturers, retailers, mobile phone network service operators, charities and by mobile phone reuse, recycling and refurbishing companies. The latter two scheme categories offer the highest level of convenience and ease of use to their customers. Approximately 83% of the schemes are either for-profit/commercial-oriented and/or operate to raise funds for charities. The voluntary schemes use various methods to collect mobile phones from consumers, including postal services, courier and in-store. The majority of schemes utilise and finance pre-paid postage to collect handsets. Incentives offered by the takeback schemes include monetary payments, donation to charity and entry into prize draws. Consumers from whom handsets and related equipment are collected include individuals, businesses, schools, colleges, universities, charities and clubs with some schemes specialising on collecting handsets from one target group. The majority (84.3%) of voluntary schemes did not provide information on their websites about the quantities of mobile phones they collect. The operations of UK takeback schemes are decentralised in nature. Comparisons are made between the UK’s decentralised collection system versus Australia’s centralised network for collection of mobile phones. The significant principal conclusions from the study are: there has been a significant rise in the number of takeback schemes operating in the UK since the initial scheme was launched in 1997; the majority of returned handsets seem to be of low quality; and there is very little available information on the quantities of mobile phones collected by the various schemes. Irrespective of their financial motives, UK takeback schemes increasingly play an important role in sustainable waste management by diverting EoL mobile phones from landfills and encouraging reuse and recycling. Recommendations for future actions to improve the management of end-of-life mobile phone handsets and related accessories are made.  相似文献

Increased energy costs, social marketing campaigns, public subsidies, and reduced retail prices have dramatically increased the number of compact fluorescent lights (CFLs) installed worldwide. CFLs provide many benefits, but they contain a very small amount of mercury. Given the billions of CFLs in use worldwide, they represent a significant source of mercury unless CFLs are recycled and the mercury recovered in an environmentally sound manner. In the state of Maine (northeast United States), despite mandated recycling of CFLs and availability of free CFL recycling, the household CFL recycling rate is very low. A study was undertaken to identify the primary factors responsible for low recycling. The first step was to survey householders who use CFLs. The 520 survey responses indicated that insufficient knowledge regarding recycling and inconvenience of the collection system are the two primary factors for the low recycling rate. To validate these findings, the second step was an examination of the current collection system to assess (a) the knowledge requirements necessary for recycling and (b) the convenience of the collection system. The results of this examination validated that knowledge requirements were excessively difficult to fulfill and the collection system is not sufficiently convenient. Based on these results, waste managers should focus on increasing convenience and simplifying access to information when designing or improving household collection and recycling of CFLs.  相似文献

Recycling and the related issue of sustainable development are increasing in importance around the world. In Brazil, the new National Policy on Solid Wastes has prompted discussion on the future of electronic waste (e-waste). Over the last 10 years, different e-waste collection systems and recycling processes have been applied globally. This paper presents the systems used in different countries and compares the world situation to the current Brazilian reality. To establish a recycling process, it is necessary to organize efficient collection management. The main difficulty associated with the implementation of e-waste recycling processes in Brazil is the collection system, as its efficiency depends not only on the education and cooperation of the people but also on cooperation among industrial waste generators, distributors and the government. Over half a million waste pickers have been reported in Brazil and they are responsible for the success of metal scrap collection in the country. The country also has close to 2400 companies and cooperatives involved in recycling and scrap trading. On the other hand, the collection and recycling of e-waste is still incipient because e-wastes are not seen as valuable in the informal sector. The Brazilian challenge is therefore to organize a system of e-waste management including the informal sector without neglecting environmentally sound management principles.  相似文献

The cell phone market is developing at a rapid speed. Today there are more than 1.6 billion consumers in the world, and the lifetime of a cell phone is less than 2 years. As a consequence, there is an increase in the waste associated to this product, and many alternatives to the disposal of the cell phones are being studied, such as recycling which shows to be the most important. It is crucial to know what materials constitute the cell phone in order to carry out recycling and determine environmental and economical issues. This work presents an evaluation of the cell phone components, characterizing the raw materials and some properties of the recycled materials.  相似文献

The volume of waste electrical and electronic equipment (WEEE) has been rapidly growing in recent years. In the European Union (EU), legislation promoting the collection and recycling of WEEE has been in force since the year 2003. Yet, both current and recently suggested collection targets for WEEE are completely ineffective when it comes to collection and recycling of small WEEE (s-WEEE), with mobile phones as a typical example. Mobile phones are the most sold EEE and at the same time one of appliances with the lowest collection rate. To improve this situation, it is necessary to assess the amount of generated end of life (EoL) mobile phones as precisely as possible. This paper presents a method of assessment of EoL mobile phones generation based on delay model. Within the scope of this paper, the method has been applied on the Czech Republic data. However, this method can be applied also to other EoL appliances in or outside the Czech Republic. Our results show that the average total lifespan of Czech mobile phones is surprisingly long, exactly 7.99 years. We impute long lifespan particularly to a storage time of EoL mobile phones at households, estimated to be 4.35 years. In the years 1990-2000, only 45 thousands of EoL mobile phones were generated in the Czech Republic, while in the years 2000-2010 the number grew to 6.5 million pieces and it is estimated that in the years 2010-2020 about 26.3 million pieces will be generated. Current European legislation sets targets on collection and recycling of WEEE in general, but no specific collection target for EoL mobile phone exists. In the year 2010 only about 3-6% of Czech EoL mobile phones were collected for recovery and recycling. If we make similar estimation using an estimated average EU value, then within the next 10 years about 1.3 billion of EoL mobile phones would be available for recycling in the EU. This amount contains about 31 tonnes of gold and 325 tonnes of silver. Since Europe is dependent on import of many raw materials, efficient recycling of EoL products could help reduce this dependence. To set a working system of collection, it will be necessary to set new and realistic collection targets.  相似文献

Although some of the Gulf Co-operation Council (GCC) member states have placed recycling at the top of their waste management priorities, the low cost of landfill and the availability of land, usually old sand or gravel quarries, make recycling programs infeasible, uneconomical and unachievable. The only comprehensive form of recycling available within the GCC states is recycling of paper and cartons. The majority of the GCC states never set national or regional recycling targets. The cost of recycling in the GCC states region could be moderate to high depending on the collection system selected for the recycling program. Almost all of the cities within the GCC states use mechanised systems for daily collection of municipal solid waste (MSW). Therefore, the same daily collection system used for MSW might well be used for collection of recyclable materials, both on the same day and at the same time, or according to a different timetable. This paper provides strategies for developing an effective recycling marketing program and discusses regional co-ordination options.  相似文献

This paper describes and examines the schemes established in five EU countries for the recycling of packaging waste. The changes in packaging waste management were mainly implemented since the Directive 94/62/EC on packaging and packaging waste entered into force. The analysis of the five systems allowed the authors to identify very different approaches to cope with the same problem: meet the recovery and recycling targets imposed by EU law. Packaging waste is a responsibility of the industry. However, local governments are generally in charge of waste management, particularly in countries with Green Dot schemes or similar extended producer responsibility systems. This leads to the need of establishing a system of financial transfers between the industry and the local governments (particularly regarding the extra costs involved with selective collection and sorting). Using the same methodological approach, the authors also compare the costs and benefits of recycling from the perspective of local public authorities for France, Portugal and Romania. Since the purpose of the current paper is to take note of who is paying for the incremental costs of recycling and whether the industry (i.e. the consumer) is paying for the net financial costs of packaging waste management, environmental impacts are not included in the analysis. The work carried out in this paper highlights some aspects that are prone to be improved and raises several questions that will require further research. In the three countries analyzed more closely in this paper the industry is not paying the net financial cost of packaging waste management. In fact, if the savings attained by diverting packaging waste from other treatment (e.g. landfilling) and the public subsidies to the investment on the “recycling system” are not considered, it seems that the industry should increase the financial support to local authorities (by 125% in France, 50% in Portugal and 170% in Romania). However, in France and Portugal the industry is paying local authorities more than just the incremental costs of recycling (full costs of selective collection and sorting minus the avoided costs). To provide a more definitive judgment on the fairness of the systems it will be necessary to assess the cost efficiency of waste management operators (and judge whether operators are claiming costs or eliciting “prices”).  相似文献

After studying the recycling collection system of polyethylene terephthalate (PET) bottles worldwide, the authors conducted an intercept survey in Beijing. Two separate questionnaires were issued, one questionnaire to PET bottle consumers and one to PET bottle recyclers. In this study, consumers are defined as people that consume PET-bottled beverages in their daily life. Recyclers were defined as those involved in the collection and recycling of PET bottles. These include scavengers, itinerant waste buyers, small community waste-buying depots, medium/large redemption depots, and recycling companies. In total, 580 surveys were completed, including 461 by consumers and 119 by recyclers. The authors found that consumption of PET bottles in Beijing was nearly 100,000 tonnes in 2012. Age, occupation, gender, and education were identified as significant factors linked to PET-bottled beverage consumption, while income was not a significant factor. 90% Of post-consumed PET bottles were collected by informal collectors (i.e., scavengers and itinerant waste buyers). The survey also found that nearly all PET bottles were reprocessed by small factories that were not designed with pollution control equipment, which allows them to offer higher prices for waste recyclable bottles. As Beijing is trying to build a formal recycling collection system for recyclables, subsidies should be given to the formal recycling sector rather than being charged land use fees, and attention should also be given to informal recyclers that make their living from the collection of recyclables. Informal and formal sectors may work together by employing the scavengers and itinerant waste buyers for the formal sectors. In addition to the recycling of PET bottles, concern should also be allocated to reduce consumption, especially among young people, as they, compared to other groups, have a stronger demand for PET-bottled beverages and will be the main body of society.  相似文献

This paper analyses the evolution of national solid waste policy in Peru and the increasing relevance of informal recycling. Despite this rise in relevance, source separation and incorporation of informal recyclers within municipal plans is still slow, and collection of mixed waste is being considered. Waste collection and transportation costs represent the main share in municipal budgets and this research calculates cost reductions as a result of informal recycling and waste picking. The city of Chiclayo in Peru is presented as a case study. The paper finds that so far, waste picking has resulted in a reduction of two collection rounds but not a reduction in the number of vehicles collecting waste. Looking to the future, recovery of the remaining materials will not have an effect on collection rounds and number of vehicles. The research concludes that synergy between municipal systems and informal recycling can be maximized if new operational conditions are implemented. It introduces the concepts of “critical work shift,” which is the time of the day when the system requires maximum quantity of resources (i.e. vehicle-hours), and “sensitivity to variations in waste amounts,” and proposes strategies to promote recycling based on these new operational concepts.  相似文献

Financial analytical models of waste management systems have often found that recycling costs exceed direct benefits, and in order to economically justify recycling activities, externalities such as household expenses or environmental impacts must be invoked. Certain more empirically based studies have also found that recycling is more expensive than disposal. Other work, both through models and surveys, have found differently. Here we present an empirical systems model, largely drawn from a suburban Long Island municipality. The model accounts for changes in distribution of effort as recycling tonnages displace disposal tonnages, and the seven different cases examined all show that curbside collection programs that manage up to between 31% and 37% of the waste stream should result in overall system savings. These savings accrue partially because of assumed cost differences in tip fees for recyclables and disposed wastes, and also because recycling can result in a more efficient, cost-effective collection program. These results imply that increases in recycling are justifiable due to cost-savings alone, not on more difficult to measure factors that may not impact program budgets.  相似文献

This research focuses on recycling in developing countries as one form of sustainable municipal solid waste management (MSWM). Twenty-three case studies provided municipal solid waste (MSW) generation and recovery rates and composition for compilation and assessment. The average MSW generation rate was 0.77 kg/person/day, with recovery rates from 5-40%. The waste streams of 19 of these case studies consisted of 0-70% recyclables and 17-80% organics. Qualitative analysis of all 23 case studies identified barriers or incentives to recycling, which resulted in the development of factors influencing recycling of MSW in developing countries. The factors are government policy, government finances, waste characterization, waste collection and segregation, household education, household economics, MSWM (municipal solid waste management) administration, MSWM personnel education, MSWM plan, local recycled-material market, technological and human resources, and land availability. Necessary and beneficial relationships drawn among these factors revealed the collaborative nature of sustainable MSWM. The functionality of the factor relationships greatly influenced the success of sustainable MSWM. A correlation existed between stakeholder involvement and the three dimensions of sustainability: environment, society, and economy. The only factors driven by all three dimensions (waste collection and segregation, MSWM plan, and local recycled-material market) were those requiring the greatest collaboration with other factors.  相似文献

The present paper aims to make the energy saving potential provided by waste recycling in Brazil evident by pointing out more specifically the benefits regarding climate change mitigation. In this case, based on the energy saved due to the recycling process of an exogenous amount of waste, we have built two scenarios in order to show the potential for indirectly avoiding CO2 emissions in the country as a result of the recycling process. According to the scenario, 1 Mt and 3.5 Mt of CO2, respectively, would be avoided per year due to solid waste recycling. The international context for greenhouse gas emissions reduction, such as the United Nations Framework Convention on Climate Change and its Kyoto Protocol has been taken into account.  相似文献

There are very few construction and demolition (C&D) waste recycling centres in Brazil. To encourage the building and operation of new units, data were collected and analysed relating to C&D waste management and recycling in Brazil. Based on the results of this analysis, a conceptual model is presented for conducting viability studies of future C&D waste recycling centres. Applying this model to verify the viability of private recycling centres, the results show that under current market conditions in Brazil, C&D waste recycling centres are not financially feasible based solely on revenue from the sale of processed products. Nevertheless, under the same market conditions, the recycling centres could be economically viable for public authorities depending on the particular circumstances of each municipality. The feasibility, however, depends on continuity and the production volume reached. The conceptual model, the results of its applications and the discussions about the experiences of existing centres can strongly support public authorities and private initiatives in their decision-making about investments in Brazil and in other developing countries.  相似文献

The success of a recycling programme depends on the active and sustained participation of citizens in the correct separation and collection of recyclable waste. An effective study of strategies aimed at augmenting people's involvement in recycling involves understanding which factors influence the decision to co-operate with a recycling programme. This research investigates the influence of attitudes, incentives, presence of children in household and information through direct media, on households' participation in recycling. The results suggest that positive attitudes toward recycling and information are important factors in explaining recycling participation. Some guidelines that may be considered in future communication and intervention strategies designed to promote recycling participation are discussed.  相似文献

Beneficial use of waste relies on efficient systems for collection and separation. In Sweden, a bring system involving recycling centres for collection of bulky, electr(on)ic and hazardous waste has been introduced. A significant share of this waste is incorrectly sorted, causing downstream environmental implications. At present, however, there is a lack of affordable and accurate monitoring methods for providing the recycling centres with the necessary facts for improving the sorting of waste. The aim of this study was therefore to evaluate the usability of a simplified and potentially more suitable waste monitoring method for recycling centres. This method is based on standardised observations where the occurrence of incorrect sorting is monitored by taking digital pictures of the waste which then are analysed according to certain guidelines. The results show that the developed monitoring method could offer a resource-efficient and useful tool for proactive quality work at recycling centres, involving continuous efforts in developing and evaluating measures for improved sorting of waste. More research is however needed in order to determine to what extent the obtained results from the monitoring method are reliable.  相似文献

Recycling and reusing recyclables is an important way to solve the municipal solid waste (MSW) problem. As the collection of solid waste takes up the largest percentage of MSW management budgets, improving the collection of recyclables is important. Since the decline of government-run waste buying depots in the late 1980s, the collection of recyclables from households and waste deposit sites in China is done by buyers with small informal bases and waste pickers, who are usually unskilled rural people who have come to the cities. Because of this, the current system is seen to have social problems. So, the recyclable collection system has both social as well as economic significance. China is in the process of rapid industrialization and urbanization, and a new mode of community collection system is emerging. It operates by market mechanisms, with waste collection companies that are supported by the municipal government, establishing recycle service sites, and employing workers to buy recyclables door-to-door. This paper is a case study of the new system in the Haidian District, Beijing. It summarizes the system, compares it to experiences in other countries and discusses whether the new approach contributes to resources recycling in China.  相似文献

Source-separated collection system of household food waste has been implemented national wide in South Korea. Food waste recycling rate that means conversion rate to recycle is over 90 % in present. However, over the value of 90 %, we need to enhance the efficiency of food waste recycling process. We analyzed material flow of 24 food waste recycling facilities and calculated solid recovery rate to key-process. We found that 3–13 % of the solids from food waste outflows with foreign materials and 27–33 % of the solids outflow with wastewater. As a result, solid recovery rates are 65.3, 60.9, and 56.3 % in wet feed facility, dry feed facility, and composting facility, respectively. Alternative ways to recovery solid from wastewater or collection tools to exclude plastic bags, salt, and moisture content are required to make food waste recycling more efficient.  相似文献
