Background and purpose

China's environmental problems and pollution control have global implications. China??s water pollution has been increasing with its urbanization and industrialization. Although great efforts have been taken to keep its wastewater discharge standards in pace with the water pollution development and technological advances, many challenges remain. A summary of the past achievements and lessons as well as the current problems in water pollution may provide a basis for future improvements in China and a reference for other countries.

Methods

Statistical data are summarized to reveal the evolution of China??s population, wastewater discharge and corresponding discharge standards over the past four decades. In particular, the specific control indexes and number of controlled items are discussed in details. The present water pollution situation is clearly illustrated by the water pollution map and the water quality distribution diagram. A comparison between China??s present wastewater discharge standards and those in the USA and the EU are also presented to find the possibilities for future improvement.

Results

The historical origins, major challenges and future perspectives of China??s wastewater discharge standards are overviewed. The barriers and ongoing efforts for standards formulation and implementation are highlighted. Some suggestions for future endeavors are given.

Conclusions

China??s wastewater discharge standard system has seen significant improvement over the past decades, but it still has many defects and limitations. Nonetheless, unprecedented great efforts are underway to address all these challenges. More stringent standards and subsequently a cleaner water environment in China can be expected in the near future.  相似文献

Liberia is endowed with an impressive stock of mineral reserves and has traditionally relied on mining, namely iron ore, gold, and diamonds, as a major source of income. The recent growth in the mining sector has the potential to contribute significantly to employment, income generation, and infrastructure development. However, the development of these mineral resources has significant environmental impacts that often go unnoticed. This paper presents an overview of the Liberian mining sector from historical, current development, and economic perspectives. The efforts made by government to address issues of environmental management and sustainable development expressed in national and international frameworks, as well as some of the environmental challenges in the mining sector are analyzed. A case study was conducted on one of the iron ore mines (China Union Bong Mines Investment) to analyze the effects of the water quality on the local water environment. The results show that the analyzed water sample concentrations were all above the WHO and Liberia water standard Class I guidelines for drinking water. Finally the paper examines the application of water footprint from a life cycle perspective in the Liberian mining sector and suggests some policy options for water resources management.  相似文献

Since China has the largest population in the world, the available water resources per capita in China are very limited. With the rapid economic development that is currently occurring, the shortage of water resources at the national level has become extremely critical. How to solve the problems due to water scarcity and water pollution has received increasing attention from the Chinese government and various communities. In order to provide a sustainable development environment for 1.6 billion people in the future, the whole country has started to reform urban water resources management systems in terms of related policies, regulations, methodologies, and technologies focusing on improving the efficiency and effectiveness in water use. Urban water quota management has now become a core strategy in developing a water resources governance model for water demand management aiming at establishing a water-saving society. This paper introduces the main stages and the processes of implementing water quota management in China, analyzes the basic principles, and expounds the elements, information foundation, core module and operational model of the urban water quota management system. It has been demonstrated that urban water quota management has made some remarkable contribution not only in transforming the pattern of water mode and strengthening water management enforcement but also in integrating various management methods in saving water and preventing pollution.  相似文献

As China’s economy began transitioning from one focused on high-speed growth to one focusing on high-quality development, sustainable green development has become the main goal pursued by the government. This study empirically measures the marginal impact of per capita GDP, technological innovation level, industrial structure, openness, fiscal decentralization, and urbanization level on per capita wastewater discharge in 11 provinces (cities) along the Yangtze River Economic Belt (YREB) from 2008 to 2018 using a quantile model. The key findings were as follows: (1) factors such as the per capita GDP, industrial structure, foreign direct investment, and urbanization in the YREB significantly increased water resource pollution; (2) the quantile model regression results showed that the relationship between economic growth and ecological pollution followed the so-called environmental Kuznets inverted U-curve. Wastewater discharge per capita was low in areas with low per capita GDP, meaning that the ecological environment in these areas was more fragile and that the environmental pollution costs due to economic growth were therefore relatively much higher in these areas; (3) fiscal decentralization significantly reduced water resource pollution in relatively developed areas although the effects in the relatively developing areas were not significant; and (4) the effects of technological innovation on reducing water resource pollution in the YREB were positive but not very significant. The results also confirmed that traditional patterns of economic growth increased water pollution in the YREB. For this reason, the government needs to urgently improve policies—for example, upgrading economic structures, preventing over-urbanization, speeding up technological innovation, introducing environmentally friendly foreign investment, and providing more rewards to best practitioners of environmental governance—that is conducive to the achievement of green ecological development.

As the world gets ready to begin the second decade of the twenty-first century, global climate change has been recognized as a real threat to civilization as we know it. The rapid and successful economic growth of developing nations, particularly China and India, is contributing to climate change. The route to initial economic success in China followed that of the developed nations through the development of industries. Unfortunately, China's environmental protection efforts have not been the same as in developed countries because China is vastly different culturally, socially, economically and, especially, politically from developed nations. When China started to deal with environmental concerns in the late 1970s, it took advantage of the experiences of other countries in establishing environmental standards and regulations, but it did not have a model to follow when it came to implementing these standards and regulations because of the abovementioned differences. Economically, China is transitioning from an agricultural base into an industrial base; however, even now, 60% of the population remains farmers. China has been and still is heavily dependent upon coal for energy, resulting in serious atmospheric particulate pollution. While growing efforts have been expended on the environment, at this juncture of its economic development, China would be well served to revisit the traditional “develop first and clean up later” approach and to find a balance between development and protecting the environment. Against this backdrop, a reflective look of the effort to manage air quality from 1949–2008 (with an emphasis on the past 30 years) in China is presented in this paper. The environmental component of the 2008 Olympic Games is examined as a special example to illustrate the current measures being used to improve air quality in China.  相似文献
