Air pollution and health studies in China--policy implications   总被引:1,自引:0,他引:1  
During the rapid economic development in China, ambient air pollutants in major cities, including PM10 (particulate matter with aerodynamic diameter < or =10 microm) and SO2 have been reduced due to various measures taken to reduce or control sources of emissions, whereas NO2 is stable or slightly increased. However, air pollution levels in China are still at the higher end of the world level. Less information is available regarding changes in national levels of other pollutants such as PM2.5 and ozone. The Chinese Ministry of Environmental Protection (MOEP) set an index for "controlling/reducing total SO2 emissions" to evaluate the efficacy of air pollution control strategy in the country. Total SO2 emissions declined for the first time in 2007. Chinese epidemiologic studies evidenced adverse health effects of ambient air pollution similar to those reported from developed countries, though risk estimates on mortality/morbidity per unit increase of air pollutant are somewhat smaller than those reported in developed countries. Disease burden on health attributable to air pollution is relatively greater in China because of higher pollution levels. Improving ambient air quality has substantial and measurable public health benefits in China. It is recommended that the current Chinese air quality standards be updated/revised and the target for "controlling/reducing total SO2 emissions" be maintained and another target for "reducing total NO2 emissions" be added in view of rapid increase in motor vehicles. Continuous and persistent efforts should be taken to improve ambient air quality.  相似文献

Abstract

The ambient air quality standards (AAQS) of twenty-one nations for eight commonly regulated substances are presented. Many countries are adding a receptor-based component to their air quality management, which traditionally have been emission oriented. Automation of air quality monitoring stations has meant that local air quality evaluation can now be more easily achieved. However, a majority of countries have no active air quality standards (emission or receptor-based) or ambient air quality monitoring. One possible monitoring procedure is outlined and the variation in international standards is discussed.  相似文献

Background and purpose

China's environmental problems and pollution control have global implications. China??s water pollution has been increasing with its urbanization and industrialization. Although great efforts have been taken to keep its wastewater discharge standards in pace with the water pollution development and technological advances, many challenges remain. A summary of the past achievements and lessons as well as the current problems in water pollution may provide a basis for future improvements in China and a reference for other countries.

Methods

Statistical data are summarized to reveal the evolution of China??s population, wastewater discharge and corresponding discharge standards over the past four decades. In particular, the specific control indexes and number of controlled items are discussed in details. The present water pollution situation is clearly illustrated by the water pollution map and the water quality distribution diagram. A comparison between China??s present wastewater discharge standards and those in the USA and the EU are also presented to find the possibilities for future improvement.

Results

The historical origins, major challenges and future perspectives of China??s wastewater discharge standards are overviewed. The barriers and ongoing efforts for standards formulation and implementation are highlighted. Some suggestions for future endeavors are given.

Conclusions

China??s wastewater discharge standard system has seen significant improvement over the past decades, but it still has many defects and limitations. Nonetheless, unprecedented great efforts are underway to address all these challenges. More stringent standards and subsequently a cleaner water environment in China can be expected in the near future.  相似文献

The Chinese government at the highest levels continues to stress the importance of environmental protection. The environmental consequences of rapid industrialisation and a burgeoning population are now unavoidable to citizens and government ministers alike. Among the major challenges for environmental protection and health and safety regulations in China are improving the transparency of government bodies and statistics, encouraging horizontal and vertical coordination on regulation and projects between and within ministries, ensuring economic viability of both municipal and commercial sector environmental protection projects, and enforcing ever-strengthening regulations. Government officials at all levels will no doubt feel pressure to advance new legislation while maintaining a high level of GDP growth, which invariably will place a priority on development and not on environmental, health and safety issues. Given the increasingly precarious economic conditions and ongoing reform of state-owned enterprises, it may be difficult for the Chinese government to follow through on high-minded efforts. This paper discusses the changing regulatory framework, likely enforcement inequities and implications for multinationals seeking to comply.  相似文献

As is the case in most developing countries, China relies on command-and-control regulation to control air pollution. While it has instituted a modest air pollution levy system in the past 20 years for emissions in excess of standards, the effect on emission levels has been minimal. This paper focuses on how to use emissions trading as a policy instrument to achieve cost-effective reductions in air pollution in Beijing. Emissions or allowance trading has been widely applied to air pollution control in the USA during the past 25 years. Three of the most recent programmes will be examined, which provide applicable experience for possible SO2 and NOx trading in the Beijing region. A trading strategy for Beijing will be proposed by comparing the economic and political institutional differences between the USA and China, which could eventually facilitate acceptance of an international greenhouse gas trading system.  相似文献

It is now well understood that air pollution produces significant adverse health effects in the general public and over the past 60 years, there have been on-going efforts to reduce the emitted pollutants and their resulting health effects. There are now shifting patterns of industrialization with many heavily polluting industries moving from developed countries with increasingly stringent air quality standards to the developing world. However, even in decreasing concentrations of pollutants, health effects remain important possibly as a result of changes in the nature of the pollutants as new chemicals are produced and as other causes of mortality and morbidity are reduced. In addition, there is now the potential for deliberate introduction of toxic air pollutants by local armed conflicts and terrorists. Thus, there are new challenges to understand the role of the atmospheric environment on public health in this time of changing economic and demographic conditions overlaid with the willingness to indirectly attack governments and other established entities through direct attacks on the general public.  相似文献

It is well recognized that management of wastewater and sludge is a critical environmental issue in many countries. Wastewater treatment and sludge production take place under different technical, economic, and social contexts, thus requiring different approaches and involving different solutions. In most cases, a regular and environmentally safe wastewater treatment and associated sludge management requires the development of realistic and enforceable regulations, as well as treatment systems appropriate to local circumstances. The main objective of this paper is to provide useful information about the current wastewater and sludge treatment, management, regulations, and research in Oman. Based on the review and discussion, the wastewater treatment and sludge management in Oman has been evolving over the years. Further, the land application of sewage sludge should encourage revision of existing standards, regulations, and policies for the management and beneficial use of sewage sludge in Oman.

Implications: Wastewater treatment and sludge management in Oman have been evolving over the years. Sludge utilization has been a challenge due to its association with human waste. Therefore, composting of sewage sludge is the best option in agriculture activities. Sludge and wastewater utilization can add up positively in the economic aspects of the country in terms of creating jobs and improving annual income rate. The number of research projects done on wastewater reuse and other ongoing ones related to the land application of sewage sludge should encourage revision of existing standards, regulations, and policies for the management and beneficial use of sewage sludge in Oman.  相似文献

The study tries to discover the impact of financial and social indicators’ growth towards environmental considerations to understand the drivers of economic growth and carbon dioxide emissions change in G7 countries. The DEA-like composite index has been used to examine the tradeoff between financial and social indicator matters in environmental consideration by using a multi-objective goal programming approach. The data from 2008 to 2018 is collected from G-7 countries. The results from the DEA-like composite index reveals that there is a mixed condition of environmental sustainability in G-7 countries where the USA is performing better and Japan is performing worse among the set of other countries. The further result shows that the energy and fiscal indicators help to decrease the dangerous gas emissions. Divergent to that, the human and financial index positively contributes to greenhouse gas emissions. Fostering sustainable development is essential to successfully reduce emissions, meet established objectives, and ensure steady development. The study provides valuable information for policymakers.

Carbon footprint (CF) research has attained tremendous popularity for improving the climate environment purposes. In particular, current energy use has been identified as the main cause of climate change. CF plays an irreplaceable role in managing energy use, reducing gas emissions, and improving climate change. The objective of this study was to review studies that have developed CF and to perform a bibliometric analysis using two key terms: “climate change” and “energy use”. From bibliometric analysis using CiteSpace and VOSviewer, it was possible to establish a knowledge map of cooperative network structure and research evolution. We are aiming to reveal the main logical chain of CF research leading to climate change, to make up for the lack of current literature, and provide research inspiration for researchers. The research findings mainly focus on four aspects. First, the relevant research began in 2008 and is in a state of continuous rise. Second, due to the law of research development and the prominence of practical problems, related research has experienced a stage from conceptual methods to specific problems. Third, China and the USA assume an important role in which international cooperation is the overall trend. Fourth, related research can be divided into CF algorithm research, ecological environment management research, and specific cross-industry fields. In addition, possible opportunities for change in related research are explored. It is also suggested that the integration of CF with other footprints, when energy use and environmental change are fully considered, may become an important future research trend by providing a more comprehensive environmental impact.

The Environmental Protection Agency is responsible for establishing, reviewing, and revising standards of performance for new stationary sources of air pollution. Since this federal program was authorized in 1970, standards of performance (commonly referred to as new source performance standards or NSPS) have been developed for 34 categories of stationary sources. These regulations have focused primarily on large new sources of particulate matter, NO x , and SO2 emissions. Recently, work has begun on NSPS for a number of source categories that emit volatile organic compounds. Environmental professionals in these industries and in many regulatory agencies have little direct experience with the NSPS program and are unaware of the detailed engineering, cost, and economic information available with each proposed rulemaking. This article, therefore, reviews the purposes, procedures, and benefits of the NSPS program. A summary of the NSPS that have been promulgated through February 1983 are presented in tabular form.  相似文献

Titus Generating Station, owned and operated by the Metropolitan Edison Company, a subsidiary of the General Public Utilities Corporation, is located in the Reading Air Basin as defined in the Pennsylvania State Law applicable to air resources. Titus Station consists of three boilers which provide steam to generate 240 megawatts of electricity. The station consumes about 600,000 tons of western Pennsylvania bituminous coal each year. Because of its location in an air basin, the operation of Titus Station in compliance with visible and SO2 emissions standards has been under close scrutiny since 1972. Since that date, Titus Station has operated under various consent orders, variances, and temporary operating permits as Issued by the Pennsylvania Department of Environmental Resources. During this period, efforts were made in all areas of station operation and maintenance to bring Titus Station emissions into compliance, including; Increase of precipitator collector area, revision of coal specifications, closer scrutiny of coal deliveries, implementation of comprehensive precipitator maintenance practices, revision of boiler operating procedures, installation of stack monitoring equipment, and revision of SO2 emissions regulations. These efforts resulted in continuous compliance with SO2 regulations and nearly complete compliance with opacity regulations.  相似文献

About half of the world's population now lives in urban areas because of the opportunity for a better quality of life. Many of these urban centers are expanding rapidly, leading to the growth of megacities, which are defined as metropolitan areas with populations exceeding 10 million inhabitants. These concentrations of people and activity are exerting increasing stress on the natural environment, with impacts at urban, regional and global levels. In recent decades, air pollution has become one of the most important problems of megacities. Initially, the main air pollutants of concern were sulfur compounds, which were generated mostly by burning coal. Today, photochemical smog--induced primarily from traffic, but also from industrial activities, power generation, and solvents--has become the main source of concern for air quality, while sulfur is still a major problem in many cities of the developing world. Air pollution has serious impacts on public health, causes urban and regional haze, and has the potential to contribute significantly to climate change. Yet, with appropriate planning, megacities can efficiently address their air quality problems through measures such as application of new emission control technologies and development of mass transit systems. This review is focused on nine urban centers, chosen as case studies to assess air quality from distinct perspectives: from cities in the industrialized nations to cities in the developing world. While each city--its problems, resources, and outlook--is unique, the need for a holistic approach to the complex environmental problems is the same. There is no single strategy in reducing air pollution in megacities; a mix of policy measures will be needed to improve air quality. Experience shows that strong political will coupled with public dialog is essential to effectively implement the regulations required to address air quality problems.  相似文献

Land use regulations and air quality standards can be effective tools to control air pollution. Atmospheric transport/chemistry simulation models could be used to develop suitable regulations and standards; however, these models are not as efficient as air quality management models developed from embedding governing equations for atmospheric transport/chemistry into an optimization framework. Formulations of two steady-state air quality management models are presented to facilitate the development or evaluation of land use strategies to protect regional air quality from pollution generated from distributed point or nonpoint sources. Both models are linear programs constructed with equations that describe steady-state atmospheric pollutant fate and transport. The first model determines feasible pollutant loading patterns for multiple land use activities to accommodate the greatest regional population. The second model ascertains patterns of expanded land use which have a minimum impact on air quality. The primary goal of this paper is to explain how air pollution and land use modeling may be coupled to create an effective management tool to aid scientists and engineers with decisions affecting air quality and land use. The secondary goal is to show the types of air quality and regulatory information which could be obtained from these models. This latter goal is attained with general conclusions as consequence of applying ‘duality theory.’  相似文献

The Air Quality Control Program of the Commonwealth of Massachusetts has developed an implementation plan for the Metropolitan Boston Intrastate Air Quality Control Region as required by PL 90-148. An essential part of the plan was a set of control regulations designed to achieve and maintain an air quality compatible with adopted standards. Control strategy modeling was used as a tool in selecting the most appropriate regulations to achieve this goal. The body of information presented in this paper is directed to those state and county air pollution control officials concerned with the formulation and evaluation of regulations.

The paper details the procedures developed and presents a case history of their use in the region. The system is a synthesis of generally-available software and newly-developed computer programs to provide ahighly automated computational structure. It permits rapid simulation of the emissions resulting from the application of various control regulations. Predictions on the changes expected in ambient air quality levels are then made by the use of the Air Quality Display Model (AQDM).

The initial step in the application was a calibration of the system using predicted and measured annual concentrations. This step yielded correlation coefficients of 0.92 for sulfur dioxide and 0.85 for particulates. Subsequently, the system was used to evaluate the baseline case of uncontrolled sulfur in fuel use. Alternative sulfur control strategies were tested for compatibility with air quality standards. The principal strategies tested were: (a) 1% sulfur uniformly throughout the region; (6) 1% sulfur in core area of region, 2.2% sulfur elsewhere; (c) 0.5% sulfur in core area of region, 2.2% sulfur elsewhere; (d) 0.5% sulfur in core area of region, 1.0% sulfur elsewhere.

Strategies (b) and (d) were implemented into a time phased set of control regulations for the region.

Experience with the system has shown it to be a convenient and rapid method for simulating the effects of control regulations. Furthermore, the utility of this initial model warrants expansion of its application to the other air quality control regions in the Commonwealth.  相似文献

The need for proper healthcare waste management has been a crucial issue in many developing countries as it is in Turkey. The regulation regarding healthcare wastes in Turkey was updated in 2005 in accordance with the European Union (EU) waste directives, but it still falls behind meeting the requirements of current waste treatment technologies. Therefore, this study aims to reveal deficiencies, inconsistencies, and improper applications of healthcare waste management in the western part of the Turkish Black Sea Region. In this study, it was revealed that nearly 1 million people live in the region, resulting in 5 million hospital admissions annually. All the healthcare waste produced (1000 tons yr?1) is treated in an autoclave plant. However, treating some categories of healthcare wastes in autoclave units mismatches with the EU waste regulations, as alternative treatment technologies are not technically able to treat all types of healthcare wastes. A proper waste management system, therefore, requires an internal segregation scheme to divert these wastes from the main healthcare waste stream. The existing malpractice in the region could cause serious health problems if no measure is taken urgently. It is expected that healthcare waste management in the region and then all across Turkey will be improved with the significant deficiencies and inconsistencies pointed out in this research.

Implications:?In developed countries, specific rules and regulations have already been implemented along with the recommendations for handling of healthcare waste. However, in Turkey, these wastes are treated in autoclave units, which mismatches with the European Union waste regulations, as alternative treatment technologies are not technically capable to treat all types of healthcare wastes. The existing malpractice could cause serious health problems if no measure is taken urgently. The authors demonstrated the existing status of Turkish waste management and revealed deficiencies, inconsistencies, and improper applications in comparison with developed and developing nations to align Turkish practice to European Union requirements.  相似文献
