For more than two decades a number of frameworks for scientific knowledge production are being proposed by science and technology researchers. They all advocate an extended involvement of non-specialists, in particular when it comes to knowledge production applicable to practical societal problems. We look to what extent these new frameworks have taken ground within a particular research community: the ACCENT Network of Excellence which coordinates European atmospheric chemistry and physics research applicable to air pollution and climate change. We did so by stimulating a debate through a “blog”, a survey and in-depth interviews with ACCENT scientists about the interaction between science, policy making and civil society, to which a great deal of ACCENT member contributed in writing or verbally. Most of them had interactions with policy makers and/or the general public, and they generally believe that interactions with spheres other than the scientific are needed. While such interactions give personal insight and satisfaction, they seem to have little impact on the goals and the practice of the scientific work itself. Extended frameworks of science production that go beyond the disciplinary mode seem to emerge at the level of individual scientists, yet they still need to find their way to the level of scientific project management. In this paper we discuss the justifications and barriers to implement a higher degree of extended knowledge integration in applied science projects such as ACCENT. It is felt that the community of atmospheric chemists and physicists is mature for such an implementation and recommendations are given to help and make this happen.  相似文献

This article discusses the use of Integrated Assessment Models for supporting the decision-making process in environmental issues. In particular, we discuss the case of sulphur emissions and the RAINS model, used in the process of negotiation of the Oslo Protocol (signed in June 1994), in relation to new targets for sulphur emissions reductions. To illustrate how scientific tools are not simply 'neutral' we discuss the particular case of Spain during the international negotiations leading to the final Protocol. The use of models as providers of scientific inputs for policy processes has grown during recent years. They are an aid to the policy-makers who may not know in depth all the issues on which they have the responsibility of taking decisions. We argue that these tools may indeed be helpful in their technical contribution but they can also have unrecognized consequences, depending on the way in which they are used in the policy-making process. They can also be used as a means to export cultural and technological patterns to late-comers from pioneer countries in the field of environmental policy. We conclude by proposing the post-normal science approach to deal with the complexity of environmental issues and to design more effective methods for policy formation.  相似文献

Conservation scientists must meet the sometimes conflicting demands of policy and science, but not necessarily at the same time. We analysed the policy and intra-scientific orientations of research projects on effects of stump extraction on biodiversity, and found shifts over time associated with these demands. Our results indicate that uncertainties related to both factual issues and human decisions are often ignored in policy-oriented reports and syntheses, which could give misleading indications of the reliability or feasibility of any conclusions. The policy versus intra-scientific orientation of the scientific papers generated from the surveyed projects varied substantially, although we argue that in applied research, societal relevance is generally more important than intra-scientific relevance. To make conservation science more socially relevant, there is a need for giving societal relevance higher priority, paying attention to uncertainties and increasing the awareness of the value of cross-disciplinary research considering human decisions and values.  相似文献

The scientific and policy worlds have different goals, which can lead to different standards for what constitutes "proof" of a change or phenomena, and different approaches for characterizing and conveying uncertainty and risk. These differences can compromise effective communication among scientists, policymakers, and the public, and constrain the types of socially compelling questions scientists are willing to address. In this paper, we review a set of approaches for dealing with uncertainty, and illustrate some of the errors that arise when science and policy fail to coordinate correctly. We offer a set of recommendations, including restructuring of science curricula and establishment of science-policy forums populated by leaders in both arenas, and specifically constituted to address problems of uncertainty.  相似文献

An adequate distribution of responsibilities between scientists and policy-makers requires that a distinction be made between theoretical rationality (what to believe) and practical rationality (what to do). In chemical risk management, it is often necessary to base decisions on indications of risk that do not amount to full scientific proof. Guidelines are offered for how this can be done without infringing upon the integrity of science. Furthermore, it is shown that the application of standard decision theory to chemical risks yields conclusions very much in agreement with the precautionary principle.  相似文献

The synthesis of the BONUS+ research is introduced. The HELCOM Baltic Sea Action Plan is examined as a case to illustrate the potentials and challenges in building the science–policymaking interface on a macroregional level. The projects address environmental challenges in the Baltic Sea as defined by the Baltic Sea Action Plan, or consider the environmental governance and decision making within the Baltic Sea context in general. Eutrophication, biodiversity, hazardous substances, maritime activities, and the environment governance are addressed, as are crosscutting issues, such as the impact of climate change, maritime spatial planning and impacts of future development on ecosystem services. The projects contributed to relevant policy developments: 37 consultations carried out at EU level, 49 modifications to policy documents and action plans, 153 suggestions for the efficacy of pertinent public policies and governance, and in 570 occasions, scientists working in BONUS+ projects served as members or observers in scientific and stakeholder committees.  相似文献

In this perspective, we present how three initial landmark papers on urban sustainability research contributed to the larger sustainability science scholarship and paved the way for the continued development of urban sustainability research. Based on this, we propose three conceptual innovation pathways to trace the progression of urban sustainability science: First, urban sustainability from a system’s perspective, meaning that urban sustainability requires integrative solutions to work in the tripled social-ecological-technological system setting. Second, urban sustainability from a (people and place) relational perspective, meaning urban sustainability is a contested and dynamic social-ecological contract of cities. As a governance mission, urban sustainability requires evidence from research that can inform coordinated action to bridge people, places, meanings, visions and ecosystems. Third, urban sustainability from a transformative science perspective, meaning that for urban sustainability to be achieved and progressed, deep transformations are required in systems, relations, policies and governance approaches. Our proposal for the future of urban sustainability science centres on emphasizing the relevance and policy applicability of systems’ thinking, value and place thinking and transitions/transformations thinking as fundamental to how knowledge is co-produced by research science, policy and society and becomes actionable.  相似文献

This article reviews interactions and health impacts of physical, chemical, and biological weather. Interactions and synergistic effects between the three types of weather call for integrated assessment, forecasting, and communication of air quality. Today’s air quality legislation falls short of addressing air quality degradation by biological weather, despite increasing evidence for the feasibility of both mitigation and adaptation policy options. In comparison with the existing capabilities for physical and chemical weather, the monitoring of biological weather is lacking stable operational agreements and resources. Furthermore, integrated effects of physical, chemical, and biological weather suggest a critical review of air quality management practices. Additional research is required to improve the coupled modeling of physical, chemical, and biological weather as well as the assessment and communication of integrated air quality. Findings from several recent COST Actions underline the importance of an increased dialog between scientists from the fields of meteorology, air quality, aerobiology, health, and policy makers.  相似文献

In this policy perspective, we outline several conditions to support effective science–policy interaction, with a particular emphasis on improving water governance in transboundary basins. Key conditions include (1) recognizing that science is a crucial but bounded input into water resource decision-making processes; (2) establishing conditions for collaboration and shared commitment among actors; (3) understanding that social or group-learning processes linked to science–policy interaction are enhanced through greater collaboration; (4) accepting that the collaborative production of knowledge about hydrological issues and associated socioeconomic change and institutional responses is essential to build legitimate decision-making processes; and (5) engaging boundary organizations and informal networks of scientists, policy makers, and civil society. We elaborate on these conditions with a diverse set of international examples drawn from a synthesis of our collective experiences in assessing the opportunities and constraints (including the role of power relations) related to governance for water in transboundary settings.  相似文献

A literature review and a survey of professionals whose work deals with climate change indicate that more is known and considered certain by the natural science community concerning responses of natural systems to climate change. There is less of a consensus among social scientists that social systems are directly responding to climate change. The emphasis in the literature on policy and mitigation is corroborated by the survey results, which revealed only social variables that are tightly linked to climate or natural systems. Identifying variables of both natural and social systems that respond to climate change is imperative for a better understanding of the implications of climate change.  相似文献

An inevitable external effect of economic growth, especially for countries in the early stages of growth, is air pollution. The Taiwan experience is a case in point. To control the pollution, Taiwan created the Environmental Protection Administration. This paper assesses the impact of the administration's abatement policy on a primary component of air pollution, carbon monoxide. Using recent advances in time series analysis, we fail to find evidence of a successful policy. If carbon monoxide is to be significantly reduced, it appears that the Administration needs to adopt more stringent standards and innovative approaches.  相似文献

A novel aspect of the 8th International PCB Workshop at Woods Hole, MA, was the interaction between scientists and activists. While earlier workshops in this series had mentioned policy making, this Workshop focused on the problem of PCBs in schools. Focus on a problem brought an activist to give a plenary talk and facilitated a 1-day registration for other non-scientists to attend. The workshop was cohosted by the Superfund Research Programs at University of Iowa and Boston University and included active participation of each Program’s Research Translation and Community Engagement Cores. A mandate of each National Institute of Environmental Health Science (NIEHS)-funded Superfund Research Program is bidirectional communication between scientists and community groups. The authors describe the events leading up to community involvement in the Workshop and the substance of the community engagement aspects of the workshop, in particular the participation by a parent-teacher group, Malibu Unites. The authors also discuss the value of such communication in terms of making important research accessible to those who are most affected by the results and poised to use it and the value of making scientists aware of the important role they play in society in addressing difficult questions that originate in community settings.  相似文献

Because of its serious large-scale effects on ecosystems and its transboundary nature, acid rain received for a few decades at the end of the last century wide scientific and public interest, leading to coordinated policy actions in Europe and North America. Through these actions, in particular those under the UNECE Convention on Long-range Transboundary Air Pollution, air emissions were substantially reduced, and ecosystem impacts decreased. Widespread scientific research, long-term monitoring, and integrated assessment modelling formed the basis for the policy agreements. In this paper, which is based on an international symposium organised to commemorate 50 years of successful integration of air pollution research and policy, we briefly describe the scientific findings that provided the foundation for the policy development. We also discuss important characteristics of the science–policy interactions, such as the critical loads concept and the large-scale ecosystem field studies. Finally, acid rain and air pollution are set in the context of future societal developments and needs, e.g. the UN’s Sustainable Development Goals. We also highlight the need to maintain and develop supporting scientific infrastructures.

This paper uses the Edmonds-Reilly model to explore an alternative approach for using energy-economic-environmental models when analyzing future CO2 emissions. This approach – conducting probabilistic policy experiments – can be used to investigate the effectiveness of various policy options in the context of uncertainty. The analysis builds on work by Nordhaus and Yohe (1983) and Edmonds et al. (1986). A key feature of using a probabilistic approach is that it offers both analysts and policy-makers an opportunity to move away from arguing about which scenario is the 'right', best-guess scenario, and towards a discussion of which strategies are effective across a wide range of possible futures. This paper both develops a methodology for conducting probabilistic policy experiments and presents the results of five preliminary experiments using this approach.  相似文献

Science-policy integration is one of the many complex challenges that scientific and policy-making communities are facing. It involves knowledge sharing and exchanges among a wide range of disciplines and actors. In many instances, the lack of proper communication and of a coordination mechanism leads to research outputs not being used or simply known by policy-makers, and to policy research needs not being communicated to the scientific communities in a timely fashion. This paper discusses the integration of scientific and technological progress into the policy-making and implementation process, with emphasis on water policies. It highlights the need and complexity of developing a knowledge-based approach which would enable to lead to an operational science-policy interface linked to WISE (Water Information System for Europe), including the newly developed WISERTD webportal (). Particulate/gas separation techniques have been the subject of much research in recent years. From this research have come new concepts and methods, such as the use of acoustics, high gradient magnetic fields, and electrostatic filtration in particulate/gas separation. Some of the results of the work in the field were discussed by scientists in a workshop held at the University of Notre Dame in April 1977. This paper reviews the uses of particulate exposure estimates for science and policy. We propose a set of normative factors to guide the selection and application of various approaches for exposure assessment. For exposure estimates intended for use in support of the development or air pollution regulations or selection of control strategies, the proposed criteria include--compatibility with policy scope and scale, cost-effectiveness, characterization of uncertainty, political and institutional feasibility, and sensitivity to framing. For exposure assessment in support of epidemiological research, key criteria are-compatability with the specific hypothesis being tested, and compatibility with the temporal and spatial scale of analysis. The various major approaches for estimation of exposure--direct and indirect measurement, empirical and physical modeling--are catalogued and compared with these proposed criteria.  相似文献

Producing an adequate quantity of healthy food without polluting the environment is a serious challenge for future agriculture around the world. The Food 21 research program in Sweden has researched all aspects--economic, environmental, and social--of sustainable farming systems. This paper presents some of the research from that and other relevant international research programs that have focused on better nutrient-use efficiency, especially for nitrogen and phosphorus. It shows that a range of sustainable solutions to nutrient-use efficiency exists, some of which are complex but some very simple. Government policies, including subsidies; research and technology; and public acceptance of farming practices all combine to create these solutions. Participatory approaches to knowledge transfer are needed, in which scientists, policy makers, farmers, advisers, and consumers exchange information and together build sustainable farming systems.  相似文献

The ubiquity in effects and complexity of modern environmental issues requires careful consideration of focused research to insure that answers to key policy oriented questions are obtained. Broad-based, unstructured research programs have proven to be inefficient instruments for characterizing risks from environmental stress. Both the expense and the importance of timeliness of information preclude a traditional “bottom-up” approach to research. Instead, a more “top-down” organized approach that links the natural and socioeconomic sciences has advantages to support environmental risk assessment and research prioritization of climate alteration. Early examples of analysis using an integrating framework for risk assessment focus on the need for research on human interactions and the environmental damage function in addition to the basic earth sciences. Nonlinearities in environmental impact of climate change, and uncertainties in the extent of growth of energy efficiencies, are seen to be key unknowns in the risk assessment of climate alternatives. To date, earth science research has not been structured well for environmental risk assessment of the climate change question. The U.S. national research program aimed at risk assessment of climate alteration is examined as an example. The examination suggests that the present conceptual plan falls short of an optimum structure derived from exploitation of an integrating framework, even though it is rich in scientific strength and diversity. To strengthen its public value and accessibility, the research program could account in its planning for prioritized needs defined by an integrating analysis for risk assessment and management.  相似文献
