Because of its serious large-scale effects on ecosystems and its transboundary nature, acid rain received for a few decades at the end of the last century wide scientific and public interest, leading to coordinated policy actions in Europe and North America. Through these actions, in particular those under the UNECE Convention on Long-range Transboundary Air Pollution, air emissions were substantially reduced, and ecosystem impacts decreased. Widespread scientific research, long-term monitoring, and integrated assessment modelling formed the basis for the policy agreements. In this paper, which is based on an international symposium organised to commemorate 50 years of successful integration of air pollution research and policy, we briefly describe the scientific findings that provided the foundation for the policy development. We also discuss important characteristics of the science–policy interactions, such as the critical loads concept and the large-scale ecosystem field studies. Finally, acid rain and air pollution are set in the context of future societal developments and needs, e.g. the UN’s Sustainable Development Goals. We also highlight the need to maintain and develop supporting scientific infrastructures.

A review of air pollution control activities since 1881, and the current needs to change from a smoke abatement to an air resource management program are presented. The rapid and dynamic transition made by the City of Chicago since 1962 in its air pollution control activities are explored in terms of organizational changes, training of professional and nonprofessional personnel, ambient air quality measurements, emission inventory of commercial and industrial operations directed toward issuance of certificates of operation, evaluation of health effects and materials damage, modifications to the municipal code, and the interrelationship of air pollution control activities with urban planning and the regional complex. The multidiscipline Public Health Service, Division of Air Pollution, Technical Assistance program initiated in October 1962, and planned for a period of five years, is discussed. The achievements, particularly since 1962, in the many faceted Chicago air resource management program together with some of its longrange plans are delineated.  相似文献

Based on the current status of research on tradable emission rights futures, this paper introduces basic market-related assumptions for China’s interprovincial air pollution control problem. The authors construct an interprovincial air pollution control model based on futures prices: the model calculated the spot price of emission rights using a classic futures pricing formula, and determined the identities of buyers and sellers for various provinces according to a partitioning criterion, thereby revealing five trading markets. To ensure interprovincial cooperation, a rational allocation result for the benefits from this model was achieved using the Shapley value method to construct an optimal reduction program and to determine the optimal annual decisions for each province. Finally, the Beijing–Tianjin–Hebei region was used as a case study, as this region has recently experienced serious pollution. It was found that the model reduced the overall cost of reducing SO2 pollution. Moreover, each province can lower its cost for air pollution reduction, resulting in a win–win solution. Adopting the model would therefore enhance regional cooperation and promote the control of China’s air pollution.
Implications: The authors construct an interprovincial air pollution control model based on futures prices. The Shapley value method is used to rationally allocate the cooperation benefit. Interprovincial pollution control reduces the overall reduction cost of SO2. Each province can lower its cost for air pollution reduction by cooperation.  相似文献

Air quality standards have existed in California for almost six years. They have become an important part of the State’s air pollution control program.

The two principal uses of the standards have been to establish the goals for controlling motor vehicle emissions and to provide a basis for evaluating air quality throughout the State. The standards have also proved to be valuable as a means of communicating on air pollution problems with legislators, administrators, the press, the public, and dischargers of pollutants.

Lack of adequate data on the effects of varying concentrations of contaminants of concern in air pollution is a serious limitation in any effort to establish air quality standards.It is important that this data be obtained.

The concept of employing air quality standards as administrative goals is not unique to the air pollution field but is part of a broad trend to utilize standards for insuring a satisfactory environment. Those engaged in the air pollution field can expect to see increasing emphasis on such standards.

Air quality standards do not provide a magic formula for eliminating air pollution; they are but one element in a comprehensive program. They have limitations and are no better than the data upon which they are based. The standards, however, can play an important role in preserving satisfactory air quality and protecting man’s health.

In using air quality standards, one should keep in mind the comments of H. W. Streeter5 on water quality standards—“Let us devise them, try them, revise them, and apply them, but also remember that they are but ’feeble instruments of the human will’ and like all other such tools are made to be discarded for better ones when they become worn out.“  相似文献

The air pollution potential of any area is directly related to its population and economic development. In New York State, this pollution potential ranges from that existing in the sparsely inhabited recreational zones to that prevailing in the densely populated and/or heavily industrialized areas. No one set of air quality standards or objectives can be developed which can reasonably be applied on a statewide basis. A classifications-air quality objectives system has been adopted by the State Air Pollution Control Board for application in New York State. In accordance with this system, specific areas can be classified in one of 16 categories. Air quality objectives, in keeping with each classification, are designed to protect health and to promote the maximum comfort and enjoyment and use of property consistent with the needs of the area concerned. The system was developed by the staff with the assistance of a council of technical advisors. Units of measurement related to the most important effect of specific contaminants are utilized. Methods of sampling and analysis are specified. The details of the classifications-objectives system, the place of the system in the state’s air resource management plan, the manner in which each segment of the state after study will be classified, and how attainment will be evaluated are described.  相似文献

Two applications of the newly devised process evaluation criterion are described: (7) the transformation of process data concerning the air pollution sources into machine language so that it may be correlated with Chicago’s Emission Inventory; and, (2) the application of its principles to the administration of the permit system. The objective of the study is to examine the long-run and causal relationship between climate change (i.e., greenhouse gas emissions, hydrofluorocarbons, per fluorocarbons, and sulfur hexafluoride), air pollution (i.e., methane emissions, nitrous oxide emissions, and carbon dioxide emissions), and tourism development indicators (i.e., international tourism receipts, international tourism expenditures, natural resource depletion, and net forest depletion) in the World’s largest regions. The aggregate data is used for robust analysis in the South Asia, the Middle East and North Africa, sub-Saharan Africa, and East Asia and the Pacific regions, over a period of 1975–2012. The results show that climatic factors and air pollution have a negative impact on tourism indicators in the form of deforestation and natural resource depletion. The impact is evident, as we have seen the systematic eroding of tourism industry, due to severe changes in climate and increasing strain of air pollution. There are several channels of cause–effect relationship between the climatic factors, air pollution, and tourism indicators in the World’s region. The study confirms the unidirectional, bidirectional, and causality independent relationship between climatic factors, air pollution, and tourism indicators in the World. It is conclusive that tourism industry is facing all time bigger challenges of reduce investment, less resources, and minor importance from the government agencies because of the two broad challenges, i.e., climate change and air pollution, putting them in a dismal state.  相似文献

The Pennsylvania Air Pollution Commission has developed a regulatory program based upon the control of local air pollution problems and reduction of pollutant levels in air basins. The geographical boundaries of 10 air basins have been established. The Commission’s air basin regulations will provide for the reduction of over-all pollutant levels and for emergency procedures in the event of adverse meteorological conditions. The paper discusses the format and objectives of the program.

In order to effectively enforce the air basin regulations and maintain the necessary surveillance of the state’s air quality, a "computerized real time on-line integrated air monitoring-data handling system" has been designed. The system will incorporate a network to constantly monitor the air in each air basin.The primary objectives of the system are: 1. Constant surveillance of air pollution in the air basins.

2. Provide information on air pollution potential alerts.

3. Aid in further development of air quality criteria and regulations.

The air monitoring network is estimated to include approximately 25 remote stations. Each remote will contain air pollution and meteorological sampling equipment and hardware to telemeter to a central station. The data will be transmitted over leased telephone lines. The central station in Harrisburg will contain the necessary hardware to receive and process data, calculate and display results and permit supervisory control of the network. Output options will include immediate display of edited data, command and alarm information, and presentation of statistical results.

Although the air monitoring system is one of the principle ingredients of the program, the air basin concept encompasses other component systems designed to knit together the entire air pollution control program in Pennsylvania.  相似文献

This paper discusses the approach used by the City of Chicago to encourage the implementation of an air resource management program in the metropolitan area. It explores the many facets that were helpful in designing and implementing the City of Chicago’s Five-Year Air Resource Management Program and the progress to date. Also highlighted is the social geography of the metropolitan area and the relationship of population growth and rapid industrial expansion to the area’s air pollution problem. Existing control programs in the Chicago Metropolitan Area are reviewed and are used to document the various elements essential for the success of an air resource management program. These include the Chicago Program, the Cook County Program, the State of Illinois Program and the Interstate Program between Illinois and Indiana. The authors devote considerable discussion to the methodology used to develop an air resource management program, including selection of goals, design of organization, technical development, definition of sources and effects, systems approach, and long- and short-range objectives. The Gulf War brought about to the State of Kuwait some of the worst environmental pollution as a result of oil spill. Since 1995, research programs have been initiated to avoid further damage to the Kuwaiti desert and marine environment and to restore and rehabilitate the polluted land, water, and air ecosystems. During the following 15 years, different bioremediation methods both on laboratory and small field scales were tested and evaluated. The findings of these studies were implemented to establish a bio-park in which ornamental shrubs and trees were grown in bioremediated soil. This review will focus on Kuwait’s experience in rhizoremediation and its positive impacts on oil-contaminated sites.  相似文献

Evaluation of Indoor air pollution problems requires an understanding of the relationship between sources, air movement, and outdoor air exchange. Research is underway to investigate these relationships. A three-phase program is being implemented: 1) Environmental chambers are used to provide source emission factors for specific indoor pollutants; 2) An IAQ (Indoor Air Quality) model has been developed to calculate indoor pollutant concentrations based on chamber emissions data and the air exchange and air movement within the indoor environment; and 3) An IAQ test house is used to conduct experiments to evaluate the model results. Examples are provided to show how this coordinated approach can be used to evaluate specific sources of indoor air pollution. Two sources are examined: 1) para-dichlorobenzene emissions from solid moth repellant; and 2) particle emissions from unvented kerosene heaters.

The evaluation process for both sources followed the three-phase approach discussed above. Para-dichlorobenzene emission factors were determined by small chamber testing at EPA’s Air and Energy Engineering Research Laboratory. Particle emission factors for the kerosene heaters were developed In large chambers at the J. B. Pierce Foundation Laboratory. Both sources were subsequently evaluated in EPA’s IAQ test house. The IAQ model predictions showed good agreement with the test house measurements when appropriate values were provided for source emissions, outside air exchange, in-house air movement, and deposition on “sink” surfaces.  相似文献

Governmental boundaries which divide our states frequently do not coincide with the natural geographic and atmospheric conditions affecting regional air pollution problems. Moreover, the control regulations of one state may vary from those of its neighbors. Such areal synthesis of air pollution control measures might only minimally curb the difficulties.

Continuity of control will require cooperation among contiguous states. In this study the attitudes of incumbent elected officials and air pollution experts (both from within the Philadelphia metropolitan area) toward governmental responsiveness have been investigated. It was hypothesized that politicians would want to demonstrate a status quo approach while experts would advocate the creation of an environmental agency for the Philadelphia region’s pollution problems. However, both sample groups responded to the questionnaire survey affirming that they want government to establish an environmental regional control agency, based upon an interstate compact, that has authority strong enough to be a strict enforcing agent. This regional agency should meet all federal conditions and thus receive maximum federal financial assistance. The policy level officials of this agency should be appointed experts—so as to avoid partisan politics, and to acquire the most qualified personnel.  相似文献

The cross-region water pollution issue has always been the widespread concern around the world. It becomes especially critical for China due to the imbalance relates to environmental costs that have accompanied rapid growth of economy. Though the government makes great efforts to improve it, the potential for water pollution conflict is still great. We consider the problem of determining combined control strategies for China’s cross-region lake pollution based on the environmental green costs. The problem is first formulated as a generalized bilevel mathematical program where the upper level consists in each region that reduces environmental green costs including three parts: the reduction cost, pollution permit trade cost and cost of environment damage, while the lower level is represented by pollution permit equilibrium market. Finally, we take an empirical analysis in Taihu lake. The numerical study shows that the minimum costs of both total and regional are obviously superior to the current processing costs, which provides theoretical basis for the price of emission permits.

Implications: Today, China’s rapid gross domestic product (GDP) growth has come at a very high cost, as real estate prices have skyrocketed, the wealth gap has widened, and environmental pollution has worsened. China’s central government is urged to correct the GDP-oriented performance evaluation system that is used to judge administrative region leaders. The cross-region water pollution issue has become a troubling issue that urgently needs to be resolved in China. This paper will not only actively aid efforts to govern Lake Taihu and other cross-region valleys, but it will also provide a supplement for theoretical research on cross-region pollution issues.  相似文献
