In particulate air pollution mortality time series studies, the particulate air pollution exposure measure used is typically the current day's or the previous day's air pollution concentration or a multi-day moving average air pollution concentration. Distributed lag models (DLMs) that allow for differential air pollution effects that are spread over multiple days are seen as an improvement over using a single- or multi-day moving average air pollution exposure measure. However, at the current time, the statistical properties of DLMs as a measure of air pollution exposure have not been investigated. In this paper, a simulation study is used to investigate the performance of DLMs as a measure of air pollution exposure in comparison with single- and multi-day moving average air pollution exposure measures under various forms for the true effect of air pollution on mortality. The simulation study shows that DLMs offer a more robust measure of the effect of air pollution on mortality and avoid the potential for a large negative bias compared with single- or multi-day moving average air pollution exposure measures. This is important information. In many U.S. cities, particulate air pollution concentrations are observed only once every six days, meaning it is often only possible to use single-day particulate air pollution exposure measures. The results from this paper will help quantify the magnitude of the negative bias that can result from using single-day exposure measures. The implications of this work for future air pollution mortality time series studies are discussed. The data used in this paper are concurrent daily time series of mortality, weather, and particulate air pollution from Cook County, IL, for the period 1987-1994.  相似文献

The Pennsylvania Air Pollution Commission has developed a regulatory program based upon the control of local air pollution problems and reduction of pollutant levels in air basins. The geographical boundaries of 10 air basins have been established. The Commission’s air basin regulations will provide for the reduction of over-all pollutant levels and for emergency procedures in the event of adverse meteorological conditions. The paper discusses the format and objectives of the program.

In order to effectively enforce the air basin regulations and maintain the necessary surveillance of the state’s air quality, a "computerized real time on-line integrated air monitoring-data handling system" has been designed. The system will incorporate a network to constantly monitor the air in each air basin.The primary objectives of the system are: 1. Constant surveillance of air pollution in the air basins.

2. Provide information on air pollution potential alerts.

3. Aid in further development of air quality criteria and regulations.

The air monitoring network is estimated to include approximately 25 remote stations. Each remote will contain air pollution and meteorological sampling equipment and hardware to telemeter to a central station. The data will be transmitted over leased telephone lines. The central station in Harrisburg will contain the necessary hardware to receive and process data, calculate and display results and permit supervisory control of the network. Output options will include immediate display of edited data, command and alarm information, and presentation of statistical results.

Although the air monitoring system is one of the principle ingredients of the program, the air basin concept encompasses other component systems designed to knit together the entire air pollution control program in Pennsylvania.  相似文献

Subway systems are considered as main public transportation facility in developed countries. Time spent by people in indoors, such as underground spaces, subway stations, and indoor buildings, has gradually increased in the recent past. Especially, operators or old persons who stay in indoor environments more than 15 hr per day usually influenced a greater extent by indoor air pollutants. Hence, regulations on indoor air pollutants are needed to ensure good health of people. Therefore, in this study, a new cumulative calculation method for the estimation of total amounts of indoor air pollutants emitted inside the subway station is proposed by taking cumulative amounts of indoor air pollutants based on integration concept. Minimum concentration of individual air pollutants which naturally exist in indoor space is referred as base concentration of air pollutants and can be found from the data collected. After subtracting the value of base concentration from data point of each data set of indoor air pollutant, the primary quantity of emitted air pollutant is calculated. After integration is carried out with these values, adding the base concentration to the integration quantity gives the total amount of indoor air pollutant emitted. Moreover the values of new index for cumulative indoor air quality obtained for 1 day are calculated using the values of cumulative air quality index (CAI). Cumulative comprehensive indoor air quality index (CCIAI) is also proposed to compare the values of cumulative concentrations of indoor air pollutants. From the results, it is clear that the cumulative assessment approach of indoor air quality (IAQ) is useful for monitoring the values of total amounts of indoor air pollutants emitted, in case of exposure to indoor air pollutants for a long time. Also, the values of CCIAI are influenced more by the values of concentration of NO2, which is released due to the use of air conditioners and combustion of the fuel. The results obtained in this study confirm that the proposed method can be applied to monitor total amounts of indoor air pollutants emitted, inside apartments and hospitals as well. An adequate supply of dissolved oxygen is important in natural rivers and in some water treatment processes. The dissolved oxygen concentration can be enhanced by entraining air bubbles in a receiving pool. When a water jet impinges a receiving pool at rest, air bubbles may be entrained and carried away below the pool free surface. This process is called plunging water jet entrainment and aeration. This paper describes an experimental study of the air entrainment rate and oxygen transfer efficiency of circular nozzles with and without air holes. In particular, the effect of varying the number, positions, and open/close status of the air holes is investigated. A negative pressure occurred depending on the air holes opened on the circular nozzles. This phenomenon affected the water jet expansion, water jet shape, air entrainment, and bubble penetration depth and, hence, the oxygen transfer efficiency. It was demonstrated that the air entrainment rate and the oxygen transfer efficiency of the circular nozzles with air holes were better than those of the circular nozzles without air holes. Therefore, adding air holes to a simple, circular nozzle could lead to a significantly increased air entrainment rate and oxygen transfer efficiency.  相似文献

Annoyance caused by air pollution is a matter of public health as it can cause stress and ill-health and affect quality of life, among other burdens. The aim of this study is to apply the multiple correspondence analyses (MCA) technique as a differential tooling to explore relationships between variables that can influence peoples’ behaviour concerning annoyance caused by air pollution. Data were collected through a survey on air pollution, environmental issues and quality of life. Face-to-face survey studies were conducted in two industrialized urban areas (Vitoria in Brazil and Dunkirk in France). These two regions were chosen as their inhabitants often report feeling annoyed by air pollution, and both regions have similar industrial characteristics. The results showed a progressive correspondence between levels of annoyance and other active variables in the “air pollution” factor group: as the levels of annoyance increased, the levels of the other qualitative variables (importance of air quality, perceived exposure to industrial risk, assessment of air quality, perceived air pollution) also increased. Respondents who reported feeling annoyed by air pollution also thought that air quality was very important and were very concerned about exposure to industrial risks. Furthermore, they often assessed air quality as horrible, and they could frequently perceive air pollution by dust, odours and decreased visibility. The results also showed a statistically significant association between occurrence of allergies and high levels of annoyance.

Climate change is forecast to adversely affect air quality through perturbations in meteorological conditions, photochemical reactions, and precursor emissions. To protect the environment and human health from air pollution, there is an increasing recognition of the necessity of developing effective air quality management strategies under the impacts of climate change. This paper presents a framework for developing risk-based air quality management strategies that can help policy makers improve their decision-making processes in response to current and future climate change about 30-50 years from now. Development of air quality management strategies under the impacts of climate change is fundamentally a risk assessment and risk management process involving four steps: (1) assessment of the impacts of climate change and associated uncertainties; (2) determination of air quality targets; (3) selections of potential air quality management options; and (4) identification of preferred air quality management strategies that minimize control costs, maximize benefits, or limit the adverse effects of climate change on air quality when considering the scarcity of resources. The main challenge relates to the level of uncertainties associated with climate change forecasts and advancements in future control measures, since they will significantly affect the risk assessment results and development of effective air quality management plans. The concept presented in this paper can help decision makers make appropriate responses to climate change, since it provides an integrated approach for climate risk assessment and management when developing air quality management strategies. Implications: Development of climate-responsive air quality management strategies is fundamentally a risk assessment and risk management process. The risk assessment process includes quantification of climate change impacts on air quality and associated uncertainties. Risk management for air quality under the impacts of climate change includes determination of air quality targets, selections of potential management options, and identification of effective air quality management strategies through decision-making models. The risk-based decision-making framework can also be applied to develop climate-responsive management strategies for the other environmental dimensions and assess costs and benefits of future environmental management policies.  相似文献

A decision support system has been developed for urban air quality management in the metropolitan area of Istanbul. The system is based on CALMET/CALPUFF dispersion modeling system, digital maps, and related databases to estimate the emissions and spatial distribution of air pollutants with the help of a GIS software. The system estimates ambient air pollution levels at high temporal and spatial resolutions and enables mapping of emissions and air quality levels. Mapping and scenario results can be compared with air quality limits. Impact assessment of air pollution abatement measures can also be carried out.  相似文献

Abstract

The ambient air quality standards (AAQS) of twenty-one nations for eight commonly regulated substances are presented. Many countries are adding a receptor-based component to their air quality management, which traditionally have been emission oriented. Automation of air quality monitoring stations has meant that local air quality evaluation can now be more easily achieved. However, a majority of countries have no active air quality standards (emission or receptor-based) or ambient air quality monitoring. The Federal Clean Air Act (FCAA) framework envisions a federal-state partnership whereby the development of regulations may be at the federal level or state level with federal oversight. The U.S. Environmental Protection Agency (EPA) establishes National Ambient Air Quality Standards to describe “safe” ambient levels of criteria pollutants. For air toxics, the EPA establishes control technology standards for the 187 listed hazardous air pollutants (HAPs) but does not establish ambient standards for HAPs or other air toxics. Thus, states must ensure that ambient concentrations are not at harmful levels. The Texas Clean Air Act authorizes the Texas Commission on Environmental Quality (TCEQ), the Texas state environmental agency, to control air pollution and protect public health and welfare. The TCEQ employs three interactive programs to ensure that concentrations of air toxics do not exceed levels of potential health concern (LOCs): air permitting, ambient air monitoring, and the Air Pollutant Watch List (APWL). Comprehensive air permit reviews involve the application of best available control technology for new and modified equipment and ensure that permits protect public health and welfare. Protectiveness may be demonstrated by a number of means, including a demonstration that the predicted ground-level concentrations for the permitted emissions, evaluated on a case-by-case and chemical-by-chemical basis, do not cause or contribute to a LOC. The TCEQ's ambient air monitoring program is extensive and provides data to help assess the potential for adverse effects from all operational equipment in an area. If air toxics are persistently monitored at a LOC, an APWL area is established. The purpose of the APWL is to reduce ambient air toxic concentrations below LOCs by focusing TCEQ resources and heightening awareness. This paper will discuss examples of decreases in air toxic levels in Houston and Corpus Christi, Texas, resulting from the interactive nature of these programs.

Implications: Texas recognized through the collection of ambient monitoring data that additional measures beyond federal regulations must be taken to ensure that public health is protected. Texas integrates comprehensive air permitting, extensive ambient air monitoring, and the Air Pollutant Watch List (APWL) to protect the public from hazardous air toxics. Texas issues air permits that are protective of public health and also assesses ambient air to verify that concentrations remain below levels of concern in heavily industrialized areas. Texas developed the APWL to improve air quality in those areas where monitoring indicates a potential concern. This paper illustrates how Texas engaged its three interactive programs to successfully address elevated air toxic levels in Houston and Corpus Christi.  相似文献

The performance of gaseous air cleaners for commercial and residential buildings has typically been evaluated using test protocols developed for a controlled laboratory chamber or a test duct. It is currently unknown how laboratory measurements relate to the actual performance of an air cleaner installed in a real building. However, to date, there are no air cleaner field test protocols available, thereby limiting the existing field data. The National Institute of Standards and Technology (NIST) has conducted a series of experiments to support test procedure development for evaluating the installed performance of gaseous air cleaning equipment, as well as metrics for characterizing field performance. To date, over 100 experiments have been completed, of which 23 portable air cleaner experiments and 6 in-duct air cleaner experiments are described in this paper. Tests were conducted in a finished three-bedroom/two-bathroom manufactured house equipped with several gas chromatographs to semi-continuously measure air change rates and volatile organic compound concentrations. Experimental variables included air cleaner location, isolation of zones by closing doors, and contaminant source location. For each experiment, air cleaner removal of decane was directly measured using the air cleaner inlet and outlet concentrations, as well as with mass balance analyses using measured room concentrations. With a verified mass balance model, a field performance metric was developed to compare installed whole-building performance to the performance predicted by a laboratory result. The results provide insight into the protocols and metrics that might prove useful for characterizing the field performance of air cleaners as well as the impact of air cleaner removal on zonal concentration levels in a variety of situations.  相似文献

Measurements of urban air quality at monitoring stations in developed countries have frequently involved the criteria gaseous pollutants, particulates, hazardous air pollutants, perceived air quality and relevant meteorological conditions. Large numbers of indicators have therefore been established to quantify emissions, concentrations and environmental and human health impacts of each of these groups of substances. To simplify the data for management, several indicators have been grouped together to form urban air quality indices but the weightings of individual variables is contentious. In industrialising and developing countries, data may be limited and traditional air pollutant indicators cannot often be constructed. The emphasis therefore has to be placed on the development of policy-relevant indicators, such as Response Indicators that reflect different policy principles for regulating air pollutant emissions. Indices that quantify the air quality management capabilities and capacities at the city level provide further useful decision-relevant tools. Four sets of indices, namely, 1. air quality measurement capacity, 2. data assessment and availability, 3. emissions estimates, and 4. management enabling capabilities, and a composite index to evaluate air quality management capability, were constructed and applied to 80 cities. The indices revealed that management capability varied widely between the cities. In some of the cities, existing national knowledge on urban air quality could have been more effectively used for management. It was concluded that for effective urban air quality management, a greater emphasis should be given, not just to monitoring and data capture programmes, but to the development of indicators and indices that empower decision-makers to initiate management response strategies. Over-reliance on restricted, predetermined sets of traditional air quality indicators should be avoided.  相似文献

This paper considers the evolution of attempts to control and manage air pollution, principally but not exclusively focussing upon the challenge of managing air pollution in urban environments. The development and implementation of a range of air pollution control measures are considered. Initially the measures implemented primarily addressed point sources, a small number of fuel types and a limited number of pollutants. The adequacy of such a source-control approach is assessed within the context of a changing and challenging air pollution climate. An assessment of air quality management in the United Kingdom over a 50-year timeframe exemplifies the range of issues and challenges in contemporary air quality management. The need for new approaches is explored and the development and implementation of an effects-based, risk management system for air quality regulation is evaluated.  相似文献

Abstract

Tuberculosis (TB) is a public health problem that may pose substantial risks to health care workers and others. TB infection occurs by inhalation of airborne bacteria emitted by persons with active disease. We experimentally evaluated the effectiveness of in-room air filtration systems, specifically portable air filters (PAFs) and ceiling-mounted air filters (CMAFs), in conjunction with dilution ventilation, for controlling TB exposure in high-risk settings. For each experiment, a test aerosol was continuously generated and released into a full-sized room. With the in-room air filter and room ventilation system operating, time-averaged airborne particle concentrations were measured at several points. The effectiveness of in-room air filtration plus ventilation was determined by comparing particle concentrations with and without device operation. The four PAFs and three CMAFs we evaluated reduced room-average particle concentrations, typically by 30% to 90%, relative to a baseline scenario with two air-changes per hour of ventilation (outside air) only. Increasing the rate of air flow recirculating through the filter and/or air flow from the ventilation did not always increase effectiveness. Concentrations were generally higher near the emission source than elsewhere in the room. Both the air flow configuration of the filter and its placement within the room were important, influencing room air flow patterns and the spatial distribution of concentrations. Air filters containing efficient, but non-high efficiency particulate air (HEPA) filter media were as effective as air filters containing HEPA filter media.  相似文献

The regulatory agencies and the industries have the responsibility for assessing the environmental impact from the release of air pollutants, and for protecting environment and public health. The simple exemption formula is often used as a criterion for the purpose of screening air pollutants. That is, the exemption formula is used for air quality review and to determine whether a facility applying for and described in a new, modified, or revised air quality plan is exempted from further air quality review. The Bureau of Ocean Energy Management’s (BOEM) air quality regulations are used to regulate air emissions and air pollutants released from the oil and gas facilities in the Gulf of Mexico. If a facility is not exempt after completing the air quality review, a refined air quality modeling will be required to regulate the air pollutants. However, at present, the scientific basis for BOEM’s exemption formula is not available to the author. Therefore, the purpose of this paper is to provide the theoretical framework and justification for the use of BOEM’s exemption formula. In this paper, several exemption formulas have been derived from the Gaussian and non-Gaussian dispersion models; the Gaussian dispersion model is a special case of non-Gaussian dispersion model. The dispersion parameters obtained from the tracer experiments in the Gulf of Mexico are used in the dispersion models. In this paper, the dispersion parameters used in the dispersion models are also derived from the Monin-Obukhov similarity theory. In particular, it has been shown that the total amount of emissions from the facility for each air pollutant calculated using BOEM’s exemption formula is conservative.

Implications:?The operation of offshore oil and gas facilities under BOEM’s jurisdiction is required to comply with the BOEM’s regulations. BOEM’s air quality regulations are used to regulate air emissions and air pollutants released from the oil and gas facilities in the Gulf of Mexico. The exemption formulas have been used by BOEM and other regulatory agencies as a screening tool to regulate air emissions emitted from the oil and gas and other industries. Because of the BOEM’s regulatory responsibility, it is important to establish the scientific basis and provide the justification for the exemption formulas. The methodology developed here could also be adopted and used by other regulatory agencies.  相似文献

As aircraft operators have sought to substantially reduce propulsion fuel cost by flying at higher altitudes, the energy cost of providing adequate outside air for ventilation has increased. This has lead to a significant decrease in the amount of outside air provided to the passenger cabin, partly compensated for by recirculation of filtered cabin air. The purpose of this review paper is to assemble the available measured air quality data and some calculated estimates of the air quality for aircraft passenger cabins to highlight the trend of the last 25 years. The influence of filter efficiencies on air quality, and a few medically documented and anecdotal cases of illness transmission aboard aircraft are discussed. Cost information has been collected from the perspective of both the airlines and passengers. Suggestions for air quality improvement are given which should help to result in a net, multistakeholder savings and improved passenger comfort.  相似文献

With the rapid development of urbanization and industrialization, many developing countries are suffering from heavy air pollution. Governments and citizens have expressed increasing concern regarding air pollution because it affects human health and sustainable development worldwide. Current air quality prediction methods mainly use shallow models; however, these methods produce unsatisfactory results, which inspired us to investigate methods of predicting air quality based on deep architecture models. In this paper, a novel spatiotemporal deep learning (STDL)-based air quality prediction method that inherently considers spatial and temporal correlations is proposed. A stacked autoencoder (SAE) model is used to extract inherent air quality features, and it is trained in a greedy layer-wise manner. Compared with traditional time series prediction models, our model can predict the air quality of all stations simultaneously and shows the temporal stability in all seasons. Moreover, a comparison with the spatiotemporal artificial neural network (STANN), auto regression moving average (ARMA), and support vector regression (SVR) models demonstrates that the proposed method of performing air quality predictions has a superior performance.  相似文献
