Within-city green infrastructure can offer opportunities and new contexts for people to become stewards of ecosystem services. We analyze cities as social–ecological systems, synthesize the literature, and provide examples from more than 15 years of research in the Stockholm urban region, Sweden. The social–ecological approach spans from investigating ecosystem properties to the social frameworks and personal values that drive and shape human interactions with nature. Key findings demonstrate that urban ecosystem services are generated by social–ecological systems and that local stewards are critically important. However, land-use planning and management seldom account for their role in the generation of urban ecosystem services. While the small scale patchwork of land uses in cities stimulates intense interactions across borders much focus is still on individual patches. The results highlight the importance and complexity of stewardship of urban biodiversity and ecosystem services and of the planning and governance of urban green infrastructure.  相似文献

Policies at multiple levels pronounce the need to encompass both social and ecological systems in governance and management of natural capital in terms of resources and ecosystems. One approach to knowledge production and learning about landscapes as social–ecological systems is to compare multiple case studies consisting of large spaces and places. We first review the landscape concepts’ biophysical, anthropogenic, and intangible dimensions. Second, we exemplify how the different landscape concepts can be used to derive measurable variables for different sustainability indicators. Third, we review gradients in the three dimensions of the term landscape on the European continent, and propose to use them for the stratification of multiple case studies of social–ecological systems. We stress the benefits of the landscape concepts to measure sustainability, and how this can improve collaborative learning about development toward sustainability in social–ecological systems. Finally, analyses of multiple landscapes improve the understanding of context for governance and management.  相似文献

This study examines which kinds of social benefits derived from forests are emphasised by Swedish stakeholders and what governance modes and management tools they accept. Our study shows that there exists a great variety among stakeholders’ perceptions of forests’ social values, where tourism and recreation is the most common reference. There are also differences in preferred governance modes and management where biomass and bioenergy sectors advocate business as usual (i.e. framework regulations and voluntarism) and other stakeholders demand rigid tools (i.e. coercion and targeting) and improved landscape planning. This divide will have implications for future policy orientations and require deliberative policy processes and improved dialogue among stakeholders and authorities. We suggest that there is a potential for these improvements, since actors from almost all stakeholder groups support local influence on governance and management, acknowledged and maintained either by the authorities, i.e. targeting, or by the stakeholders themselves, i.e. voluntarism.  相似文献

Understanding how governance structures align to ecological processes in a landscape is critical for effective management of ecological resources. Ecological resources are not independent from each other, instead they are interconnected, and their well-being is often critically dependent on upholding ecological connectivity, especially in times of change and disturbances. Coordination and collaboration among managing actors, each managing their own piece of the puzzle, is therefore essentially a requirement for effective management. We present a conceptual model that includes ecological resources, managing and coordinating actors, along with an explicit representation on how all these entities are connected to each other. We apply this model to 25 municipalities that manage 408 wetlands in central Sweden. The study shows a good social and ecological alignment, however with a high prevalence for coordination through third parties. We discuss this pattern emergence, its potential implications, and examine which municipalities adopt these coordinating functions.  相似文献

Halting forest loss and achieving sustainable development in an equitable manner require state, non-state actors, and entire societies in the Global North and South to tackle deeply established patterns of inequality and power relations embedded in forest frontiers. Forest and climate governance in the Global South can provide an avenue for the transformational change needed—yet, does it? We analyse the politics and power in four cases of mitigation, adaptation, and development arenas. We use a political economy lens to explore the transformations taking place when climate policy meets specific forest frontiers in the Global South, where international, national and local institutions, interests, ideas, and information are at play. We argue that lasting and equitable outcomes will require a strong discursive shift within dominant institutions and among policy actors to redress policies that place responsibilities and burdens on local people in the Global South, while benefits from deforestation and maladaptation are taken elsewhere. In Latin America and the Caribbean, river restoration projects are increasing, but many lack strategic planning and monitoring. We tested the applicability of a rapid visual social–ecological stream assessment method for restoration planning, complemented by a citizen survey on perceptions and uses of blue and green infrastructure. We applied the method at three urban streams in Jarabacoa (Dominican Republic) to identify and prioritize preferred areas for nature-based solutions. The method provides spatially explicit information for strategic river restoration planning, and its efficiency makes it suitable for use in data-poor contexts. It identifies well-preserved, moderately altered, and critically impaired areas regarding their hydromorphological and socio-cultural conditions, as well as demands on green and blue infrastructure. The transferability of the method can be improved by defining reference states for assessing the hydromorphology of tropical rivers, refining socio-cultural parameters to better address river services and widespread urban challenges, and balancing trade-offs between ecological and social restoration goals.Supplementary InformationThe online version contains supplementary material available at 10.1007/s13280-021-01565-3.  相似文献

There are multiple challenges regarding use and governance of landscapes’ goods, functions and intangible values for ecosystem health and human well-being. One group of challenges is to measure and assess principal sustainability dimensions through performance targets, so stakeholders have transparent information about states and trends. Another group is to develop adaptive governance at multiple levels, and management of larger geographical areas across scales. Addressing these challenges, we present a framework for transdisciplinary research using multiple landscapes as place-based case studies that integrates multiple research disciplines and non-academic actors: (1) identify a suite of landscapes, and for each (2) review landscape history, (3) map stakeholders, use and non-use values, products and land use, (4) analyze institutions, policies and the system of governance, (5) measure ecological, economic, social and cultural sustainability, (6) assess sustainability dimensions and governance, and finally (7) make comparisons and synthesize. Collaboration, communication and dissemination are additional core features. We discuss barriers bridges and bridges for applying this approach.  相似文献

Analysing the drivers of deforestation and forest degradation in conservation landscapes can provide crucial information for conservation management. While rates of forest loss can be measured through remote sensing, on the ground information is needed to confirm the commodities and actors behind deforestation. We administered a questionnaire to Wildlife Conservation Society’s landscape managers to assess the deforestation drivers in 28 tropical conservation landscapes. Commercial and subsistence agriculture were the main drivers of deforestation, followed by settlement expansion and infrastructure development. Rice, rubber, cassava and maize were the crops most frequently cited as drivers of deforestation in these emblematic conservation landscapes. Open space areas protected by local communities may augment larger scale preservation efforts and may offer overlooked benefits to biodiversity conservation provided they are in suitable ecological condition. We examine protected areas established by local communities through ballot initiatives, a form of direct democracy, in California, USA. We compare ecological conditions of wooded habitats on local ballot protected sites and on sites protected by a state-level conservation agency. Collectively, we found few differences in ecological conditions on each protected area type. Ballot sites had greater invasive understory cover and larger trees. Community dissimilarity patterns suggested ballot sites protect a complementary set of tree species to those on state lands. Overall, geographic characteristics influenced onsite conditions more than details of how sites were protected. Aquaculture has been seen as a solution to food/protein availability in rural populations of poor countries. It is mainly based on exotic species, that produce changes in host system dynamics once introduced. Aquaculture not only changes the ecology of freshwater systems, but can also lead to modification of social relations. Until now, aquaculture programs have not been adequately analyzed no questioned enough. We evaluate both ecological effects and local social benefits of common carp aquaculture programs in shallow ponds of rural areas, using a municipality in Central Mexico as a case study. Using an "environmental entitlements" approach, our findings suggest that: i) carp aquaculture increases water turbidity and depletes native species reducing the poor people's access to them; ii) aquaculture mainly benefits pond owners rather than poor peasants. This mainly results from changes in fishing rights. We conclude that aquaculture policy goals and assumptions of benefits should be reviewed, if the negative ecological effects are to be decreased and conditions for people in rural areas are to be improved.  相似文献

The ecosystem service concept is recognized as a useful tool to support sustainability in decision-making. In this study, we collaborated with actors in the Helge å catchment, southern Sweden, in an iterative participatory ecosystem service assessment. Through workshops and interviews, we jointly decided which ecosystem services to assess and indicators to use in order to achieve a sense of ownership and a higher legitimacy of the assessment. Subsequently, we explored the landscape-level interactions between the 15 assessed services, and found that the area can be described using three distinct ecosystem service bundles. The iterative, participatory process strengthened our analysis and created a shared understanding and overview of the multifunctional landscape around Helge å among participants. Importantly, this allowed for the generated knowledge to impact local strategic sustainability planning. To implement policies about sustainable landscapes and rural development necessitates social learning about states and trends of sustainability indicators, norms that define sustainability, and adaptive multi-level governance. We evaluate the extent to which social learning at multiple governance levels for sustainable landscapes occur in 18 local development initiatives in the network of Sustainable Bergslagen in Sweden. We mapped activities over time, and interviewed key actors in the network about social learning. While activities resulted in exchange of experiences and some local solutions, a major challenge was to secure systematic social learning and make new knowledge explicit at multiple levels. None of the development initiatives used a systematic approach to secure social learning, and sustainability assessments were not made systematically. We discuss how social learning can be improved, and how a learning network of development initiatives could be realized.  相似文献

Inclusively delivering the sustainable development goals (SDGs) remains challenging, particularly in urban areas, where some of the most pressing concerns exist. To achieve the transformative SDG agenda, new methods are required to overcome current deficits in engagement around inclusion and equitable outcomes. Evaluating against theories of governance and inclusion, we test a mixture of digital and physical creative methods abilities to deliver co-designed solutions that influence mobility and road safety planning outcomes in East African cities. Greater inclusion led to improved interactions of citizens with decision makers, and the identification of novel, practical solutions, delivering some elements of transformation. Risks include creative methods being used to co-opt communities to official agendas, and institutional planning norms needing to adapt to respond to a wider range of stakeholders. Poverty reduction decorates all development agendas, but the complexity of the poverty issue is too often hidden behind simplistic indicators and development goals. Here, a closer look is taken at the concepts of "deprivation" and "vulnerability" as outcomes of poverty. Deprivation leads typically to social exclusion and marginalization; such groups are particularly weak in getting themselves out of poverty by "self-help," and economic growth does not trickle down to these people. When looking at the connections between poverty reduction and economic growth, special emphasis should be put on the differences between modern and more traditional sectors: development of the modern sector should not marginalize and exclude those dependent on more traditional livelihoods. Two case studies--The Tonle Sap area, Cambodia, and the Mekong Delta, Vietnam--reveal that investment in education, empowerment of small-scale entrepreneurship and other means of microeconomic environment, along with good governance, infrastructure, and income distribution can ensure that economic growth includes the poorer echelons of society.  相似文献

Balancing agendas for climate mitigation and environmental justice continues to be one of the key challenges in climate change governance mechanisms, such as Reducing Emissions from Deforestation and Degradation (REDD+). In this paper we apply the three-dimensional environmental justice framework as a lens to examine the REDD+ process in the Lao People’s Democratic Republic (Laos) and the REDD+ social safeguards. We focus particularly on challenges to justice faced by marginalized communities living in forest frontier areas under an authoritarian regime. Drawing on policy analysis and open-ended interviews across different policy levels, we explore procedural, distributional, and recognitional justice across the REDD+ policy levels in Laos. We find that REDD+ social safeguards have been applied by both donors and state actors in ways that facilitate external control. We underscore how authoritarian regime control over civil society and ethnic minority groups thwarts justice. We also highlight how this political culture and lack of inclusiveness are used by donors and project managers to implement their projects with little political debate. Further obstacles to justice relate to limitations inherent in the REDD+ instrument, including tight schedules for dealing with highly sensitive socio-political issues under social safeguards. These findings echo other research but go further in questioning the adequacy of safeguards to promote justice under a nationally driven REDD+. Nature-based solutions (NbS) are increasingly recognized as sustainable approaches to address societal challenges. Disaster risk reduction (DRR) has benefited by moving away from purely ‘grey’ infrastructure measures towards NbS. However, this shift also furthers an increasing trend of reliance on public acceptance to plan, implement and manage DRR measures. In this review, we examine how unique NbS characteristics relate to public acceptance through a comparison with grey measures, and we identify influential acceptance factors related to individuals, society, and DRR measures. Based on the review, we introduce the PA-NbS model that highlights the role of risk perception, trust, competing societal interests, and ecosystem services. Efforts to increase acceptance should focus on providing and promoting awareness of benefits combined with effective communication and collaboration. Nature-based solutions (NBS), understood as actions that use ecosystem processes to address societal needs, can play important roles to future-proof river landscape development for people and nature. However, knowledge gaps exist how NBS can be planned and implemented at landscape scales. This Special Issue brings together insights and experiences from studies of assessing, planning, and implementing NBS in river landscapes in Europe and beyond. It addresses three research fields: (i) NBS effects, looking at the effectiveness of NBS to achieve ecological, social, and/or economic outcomes, (ii) NBS planning, focusing on approaches for planning and designing NBS, and (iii) NBS governance, relating to governance and business models for implementation. The twelve contributions deliver evidence on how NBS outperform conventional, rather technical solutions, provide guidance and tools to operationalize the NBS concept into practice, and showcase successful governance models of NBS in different contexts. Ecological restoration and conservation are primary components of sustainable development around the world, particularly during the contemporary era of climate change. However, restoration and conservation are not free; they consume huge amounts of resources that would otherwise support social and economic development. Therefore, excessive conservation creates a risk of creating rather than eliminating poverty. Unfortunately, scientists have largely ignored the balance between these contrasting goals. Here, we discuss the concept of finding the threshold that represents a suitable balance between ecological conservation and economic development, thereby maximizing the benefits for both humans and the environment and promoting sustainable development. To demonstrate the concept, we examined China’s ecological restoration achievements and discussed some of the unforeseen negative consequences that accompanied these achievements to discuss how future policies could better balance ecological and socioeconomic goals.  相似文献

Online crowdfunding can help address the perennial financial shortfalls in environmental conservation and management. Although many online crowdfunding campaigns fail to collect any funds due to not achieving their targets, little is known about what drives success. To address this knowledge gap, we applied a mixed-methods approach to data from 473 successful and failed campaigns hosted on the online crowdfunding platform Readyfor. We found that fundraising performance varied by topic, with campaigns on pet animal management outperforming those focussed on landscape management and sustainable use. We also found that marketing strategies associated with online findability and increased reach through social networks, increased fundraising success. However, the existence of other environmental campaigns running simultaneously, reduced the chance of success, which implies that the selecting popular topics does not always increase the likelihood of success due to increased competition. The purpose of this paper is to integrate the concepts of ecosystem services and disservices when assessing the efficacy of using urban forests for mitigating pollution. A brief review of the literature identifies some pollution mitigation ecosystem services provided by urban forests. Existing ecosystem services definitions and typologies from the economics and ecological literature are adapted and applied to urban forest management and the concepts of ecosystem disservices from natural and semi-natural systems are discussed. Examples of the urban forest ecosystem services of air quality and carbon dioxide sequestration are used to illustrate issues associated with assessing their efficacy in mitigating urban pollution. Development of urban forest management alternatives that mitigate pollution should consider scale, contexts, heterogeneity, management intensities and other social and economic co-benefits, tradeoffs, and costs affecting stakeholders and urban sustainability goals.  相似文献
