Several studies have been carried out over the past 20 or so years to assess the level of visual air quality that is judged to be acceptable in urban settings. Groups of individuals were shown slides or computer-projected scenes under a variety of haze conditions and asked to judge whether each image represented acceptable visual air quality. The goal was to assess the level of haziness found to be acceptable for purposes of setting an urban visibility regulatory standard. More recently, similar studies were carried out in Beijing, China, and the more pristine Grand Canyon National Park and Great Gulf Wilderness. The studies clearly showed that when preference ratings were compared to measures of atmospheric haze such as atmospheric extinction, visual range, or deciview (dv), there was not a single indicator that represented acceptable levels of visual air quality for the varied urban or more remote settings. For instance, using a Washington, D.C., setting, 50% of the observers rated the landscape feature as not having acceptable visual air quality at an extinction of 0.19 km?1 (21 km visual range, 29 dv), while the 50% acceptability point for a Denver, Colorado, setting was 0.075 km?1 (52 km visual range, 20 dv) and for the Grand Canyon it was 0.023 km?1 (170 km visual range, 7 dv). Over the past three or four decades, many scene-specific visibility indices have been put forth as potential indicators of visibility levels as perceived by human observers. They include, but are not limited to, color and achromatic contrast of single landscape features, average and equivalent contrast of the entire image, edge detection algorithms such as the Sobel index, and just-noticeable difference or change indexes. This paper explores various scene-specific visual air quality indices and examines their applicability for use in quantifying visibility preference levels and judgments of visual air quality.

Implications: Visibility acceptability studies clearly show that visibility become more unacceptable as haze increases. However, there are large variations in the preference levels for different scenes when universal haze indicators, such as atmospheric extinction, are used. This variability is significantly reduced when the sky–landscape contrast of the more distant landscape features in the observed scene is used. Analysis suggest that about 50% of individuals would find the visibility unacceptable if at any time the more distant landscape features nearly disappear, that is, they are at the visual range. This common metric could form the basis for setting an urban visibility standard.  相似文献

The role of particulate matter and oxides of sulfur in degradation of the atmospheric environment is discussed. The Federal Air Quality Criteria for these pollutants are analyzed for their conformance with the requirement of the Clean Air Act of 1967 that they reflect the latest scientific knowledge pertinent to the indication of their effects on health and welfare. Visibility reduction by suspended particulate matter is treated and the bases for the criteria issued in the documents “Air Quality Criteria for Particulate Matter” and “Air Quality Criteria for Sulfur Oxides” are examined. The reactions between particulate matter and gaseous pollutants are discussed, along with the Impact of particulate matter on modifications of weather processes. Local effects, such as precipitation, are considered. The relationship between pollution by particulate matter and cloud formation is discussed, as are persistence of fog and the observation that certain sources of particulate pollution are also sources of ice nuclei.  相似文献

Abstract

The U.S. Clean Air Act, amended in 1990, mandated the establishment of the Grand Canyon Visibility Transport Commission (GCVTC). The commission is required to submit a report to the U.S. Environmental Protection Agency addressing visibility issues in the region, including "the establishment of clean air corridors, in which additional restrictions on increases in emissions may be appropriate to protect visibility in affected Class I areas." This paper presents a methodology to identify candidate geographic areas for consideration for Clean Air Corridor (CAC) status for Colorado Plateau Class I areas. The methodology uses thousands of model determined trajectories over a five year period (1988 to 1992) to indicate the paths taken by air that arrives during clean air conditions at Class I areas. These clean air back-trajectories identify upwind areas where pollution emissions could jeopardize currently pristine visibility. Using this methodology, six candidate areas are identified, ranging in size from 75,000 to 506,000 square miles, and permitting varying levels of visibility protection for clean air days at Grand Canyon, Canyonlands, and Petrified Forest National Parks. Assuming effective emissions management of the CAC, the larger the CAC, the greater the visibility protection during clean air conditions.  相似文献

Visibility is a good indicator of air quality because it reflects the combined influences of atmospheric pollutants and synoptic processes. Trends in visibility and relationships with various factors in Chengdu and Chongqing, two megacities in southwest China, were analyzed using daily data from National Climatic Data Center and the Air Pollution Index (API) of the Ministry of Environmental Protection of China. Average annual visibility during the period of 1973–2010 was 8.1 ± 3.9 in Chengdu and 6.2 ± 4.3 km in Chongqing. PM10 dominates the reported primary pollutants in both cities, although concentrations have decreased from a high of 127.9 and 150 µg m3 before 2005 to 100.4 and 93.5 µg m?3 in Chengdu and Chongqing, respectively. Low average visibility and extremely high levels of PM10 were observed in winter, whereas relative humidity had irregular and weak seasonal variations. Visibility in both cities has deteriorated in comparison to the 1960s and 1970s, mostly due to the elevation of optical depth caused by anthropogenic pollution.

Correlations and principal component analysis (PCA) were undertaken to determine the key factors affecting visibility. Visibility was only moderately correlated with PM10. In Chengdu, visibility displayed weak correlations with various factors, whereas visibility in Chongqing was most strongly related to relative humidity due to the atmospheric particulates in the region containing more hygroscopic components. PCA results further confirmed that high relative humidity and low wind speed increased the occurrence of low visibility events under high PM10 concentrations. Temperature and pressure, as indicators of weather systems, also played important roles in affecting visibility. Mathematical models of visibility prediction indicated that wind speed had the largest coefficients among all meteorological factors, and reductions in PM10 concentration only led to minor improvements in visibility.

Implications: Long-term data indicates that visibility in Chengdu and Chongqing has been lower than 10 km since the 1970s, and the poor visibility primarily results from anthropogenic pollution. Although PM10 concentrations have decreased consistently to around 100 μg m?3, trends of visibility have shown no improvement but much fluctuation. Correlation and principal component analysis demonstrate that low visibility in Chengdu is influenced by high relative humidity, while in Chongqing the degrading visibility is related with high relative humidity and pressure and low wind speed under a stable weather system. The results are important to understand the widespread haze event in the two megacities of southwest China.  相似文献

Visibility degradation, one of the most noticeable indicators of poor air quality, can occur despite relatively low levels of particulate matter when the risk to human health is low. The availability of timely and reliable visibility forecasts can provide a more comprehensive understanding of the anticipated air quality conditions to better inform local jurisdictions and the public. This paper describes the development of a visibility forecasting modeling framework, which leverages the existing air quality and meteorological forecasts from Canada’s operational Regional Air Quality Deterministic Prediction System (RAQDPS) for the Lower Fraser Valley of British Columbia. A baseline model (GM-IMPROVE) was constructed using the revised IMPROVE algorithm based on unprocessed forecasts from the RAQDPS. Three additional prototypes (UMOS-HYB, GM-MLR, GM-RF) were also developed and assessed for forecast performance of up to 48 hr lead time during various air quality and meteorological conditions. Forecast performance was assessed by examining their ability to provide both numerical and categorical forecasts in the form of 1-hr total extinction and Visual Air Quality Ratings (VAQR), respectively. While GM-IMPROVE generally overestimated extinction more than twofold, it had skill in forecasting the relative species contribution to visibility impairment, including ammonium sulfate and ammonium nitrate. Both statistical prototypes, GM-MLR and GM-RF, performed well in forecasting 1-hr extinction during daylight hours, with correlation coefficients (R) ranging from 0.59 to 0.77. UMOS-HYB, a prototype based on postprocessed air quality forecasts without additional statistical modeling, provided reasonable forecasts during most daylight hours. In terms of categorical forecasts, the best prototype was approximately 75 to 87% correct, when forecasting for a condensed three-category VAQR. A case study, focusing on a poor visual air quality yet low Air Quality Health Index episode, illustrated that the statistical prototypes were able to provide timely and skillful visibility forecasts with lead time up to 48 hr.

Implications: This study describes the development of a visibility forecasting modeling framework, which leverages the existing air quality and meteorological forecasts from Canada’s operational Regional Air Quality Deterministic Prediction System. The main applications include tourism and recreation planning, input into air quality management programs, and educational outreach. Visibility forecasts, when supplemented with the existing air quality and health based forecasts, can assist jurisdictions to anticipate the visual air quality impacts as perceived by the public, which can potentially assist in formulating the appropriate air quality bulletins and recommendations.  相似文献

A novel methodology combining digital imaging, conventional fixed visibility monitors, and solar radiation monitors has been developed to characterize the visual air quality of the El Paso and Ciudad Juarez urban vista. The authors have found that the digital image quality is reproducible and useful for quantitative analysis of visibility conditions. Regions of interest were selected in images along view paths of interest and values for a contrast variable of interest, typically the coefficient of variation or contrast ratio (CR) for discrete targets, were computed. Both of these indices are bounded at 0 and 1 and are scaled to the "clean day" maxima for a given date, time, and selected view paths. This produces a relative visibility index for various view paths. With the siting of a Belfort (6230A) visibility monitor at a central location, it has been possible to initiate contrast analysis of various targets in current and archived camera images obtained near this monitor. For uniformly "clean" days, as indicated by fine particulate matter observations and visual inspection, the authors have been able to use the extinction coefficient (Bext) derived from the 6230A to put the relative visibility index, based on CR, on an absolute basis in terms of an ideal target located at a given distance. This permits the generation of contrast extinction, Bext/C, for each view path that is independent of the actual target intrinsic contrast (within limits) and allows the comparison of Bext/C along different view paths with other air quality indices. Multiple linear regression was used to derive a relationship between the CR-based Bext/C value and air quality parameters. Visibility attenuation because of sulfate particles was found to have the highest correlation with Bext/C. In addition, solar radiation was observed to be a significant predictor of visibility in the urban region.  相似文献

Visibility data collected from Kaohsiung City, Taiwan, for the past two decades indicated that the air pollutants have significantly degraded visibility in recent years. During our study period, the seasonal mean visibilities in spring, summer, fall, and winter were only 5.4, 9.1, 8.2, and 3.4 km, respectively. To ascertain how urban aerosols influence the visibility, we conducted concurrent visibility monitoring and aerosol sampling in 1999 to identify the principal causes of visibility impairments in the region. In this study, ambient aerosols were sampled and analyzed for 11 constituents, including water-soluble ions and carbon materials, to investigate the chemical composition of Kaohsiung aerosols. Stepwise regression method was used to correlate the impact of aerosol species on visibility impairments. Both seasonal and diurnal variation patterns were found from the monitoring of visibility. Our results showed that light scattering was attributed primarily to aerosols with sizes that range from 0.26 to 0.90 pm, corresponding with the wavelength region of visible light, which accounted for approximately 72% of the light scattering coefficient. Sulfate was a dominant component that affected both the light scattering coefficient and the visibility in the region. On average, (NH4)2SO4, NH4NO3, total carbon, and fine particulate matter (PM2.5)-remainder contributed 53%, 17%, 16%, and 14% to total light scattering, respectively. An empirical regression model of visibility based on sulfate, elemental carbon, and humidity was developed, and the comparison indicated that visibility in an urban area could be properly simulated by the equation derived herein.  相似文献

Improving urban air quality in China: Beijing case study   总被引:14,自引:0,他引:14
China is undergoing rapid urbanization because of unprecedented economic growth. As a result, many cities suffer from air pollution. Two-thirds of China's cities have not attained the ambient air quality standards applicable to urban residential areas (Grade II). Particulate matter (PM), rather than sulfur dioxide (SO2), is the major pollutant reflecting the shift from coal burning to mixed source pollution. In 2002, 63.2 and 22.4% of the monitored cities have PM and SO2 concentrations exceeding the Grade II standard, respectively. Nitrogen oxides (NOx) concentration kept a relatively stable level near the Grade II standard in the last decade and had an increasing potential in recent years because of the rapid motorization. In general, the air pollutants emission did not increase as quickly as the economic growth and energy consumption, and air quality in Chinese cities has improved to some extent. Beijing, a typical representative of rapidly developing cities, is an example to illustrate the possible options for urban air pollution control. Beijing's case provides hope that the challenges associated with improving air quality can be met during a period of explosive development and motorization.  相似文献

Air pollution is now fully acknowledged to be a public health problem and a social issue. Particulate matter (PM) concentration has been linked with several clinical manifestations of pulmonary and cardiovascular diseases and is associated with morbidity and mortality induced by respiratory diseases both in human and animals. Current research on airborne particle-induced health effects investigates the critical characteristics of particulate matter that determine their biological effects. Scientific evidence assessed that the size of the airborne particles and their surface area determine the potential to elicit inflammatory injury, oxidative damage, and other biological effects. Thus, the present review paper aims to summarize the current evidences and findings on the effect of air pollution on lung function in both humans and animals.  相似文献

Abstract

The goal of the Regional Haze Rule (RHR) is to return visibility in class I areas (CIAs) to natural levels, excluding weather-related events, by 2064. Whereas visibility, the seeing of scenic vistas, is a near instantaneous and sight-path-dependent phenomenon, reasonable progress toward the RHR goal is assessed by tracking the incremental changes in 5-yr average visibility. Visibility is assessed using a haze metric estimated from 24-hr average aerosol measurements that are made at one location representative of the CIA. It is assumed that, over the 5-yr average, the aerosol loadings and relative humidity along all of the site paths are the same and can be estimated from the 24-hr measurements. It is further assumed that any time a site path may be obscured by weather (e.g., clouds and precipitation), there are other site paths within the CIA that are not. Therefore, when calculating the haze metric, sampling days are not filtered for weather conditions. This assumption was tested by examining precipitation data from multiple monitors for four CIAs. It is shown that, in general, precipitation did not concurrently occur at all monitors for a CIA, and precipitation typically occurred 3-8 hr or less in a day. In a recent paper in this journal, Ryan asserts that the haze metric should include contributions from precipitation and conducted a quantitative assessment incorrectly based on the assumption that the Optec NGN-2 nephelometer measurements include the effects of precipitation. However, these instruments are programmed to shut down during rain events, and any data logged are in error. He further assumes that precipitation occurs as often on the haziest days as the clearest days and that precipitation light scattering (bprecip) is independent of geographic location and applied an average bprecip derived for Great Smoky Mountains to diverse locations including the Grand Canyon. Both of these assumptions are shown to be in error.  相似文献

Mexico City frequently experiences high levels of air pollution. This is due mainly to its topography and meteorology that suppress pollutant diffusion and dispersion. The atmospheric mixing is extremely poor, especially during the dry winter months. The levels of certain pollutants, such as particulate matter, are of concern since they have severe effects on public health. Visibility deterioration is one of the most noticeable effects in large cities. Biological effects of particulate matter on man and animals, ranging from mild eye irritation to death, have been reported. The effects depend on the size of the particles, their solubility, and toxicity. The main objective of this paper is to present the results of a chemical mass balance receptor model applied to a well-characterized data set of particulate matter collected in the Mexico City Metropolitan Area (MCMA). Samples of particulate matter were collected using a denuder and a Hi-Vol system for the respi-rable fraction and total suspended particles, respectively. In this paper the analysis of a database consisting of the chemical composition of 33 samples of respirable particulate matter (aerosols with diameter less than 2.5 µm) is presented. The 12-hour samples were acquired during day and night periods in a typical medium-income neighborhood from December 19, 1989 through February 5, 1990.  相似文献

Annoyance caused by air pollution is a matter of public health as it can cause stress and ill-health and affect quality of life, among other burdens. The aim of this study is to apply the multiple correspondence analyses (MCA) technique as a differential tooling to explore relationships between variables that can influence peoples’ behaviour concerning annoyance caused by air pollution. Data were collected through a survey on air pollution, environmental issues and quality of life. Face-to-face survey studies were conducted in two industrialized urban areas (Vitoria in Brazil and Dunkirk in France). These two regions were chosen as their inhabitants often report feeling annoyed by air pollution, and both regions have similar industrial characteristics. The results showed a progressive correspondence between levels of annoyance and other active variables in the “air pollution” factor group: as the levels of annoyance increased, the levels of the other qualitative variables (importance of air quality, perceived exposure to industrial risk, assessment of air quality, perceived air pollution) also increased. Respondents who reported feeling annoyed by air pollution also thought that air quality was very important and were very concerned about exposure to industrial risks. Furthermore, they often assessed air quality as horrible, and they could frequently perceive air pollution by dust, odours and decreased visibility. The results also showed a statistically significant association between occurrence of allergies and high levels of annoyance.

Air quality in cities is the result of a complex interaction between natural and anthropogenic environmental conditions. Air pollution in cities is a serious environmental problem – especially in the developing countries. The air pollution path of the urban atmosphere consists of emission and transmission of air pollutants resulting in the ambient air pollution. Each part of the path is influenced by different factors. Emissions from motor traffic are a very important source group throughout the world. During transmission, air pollutants are dispersed, diluted and subjected to photochemical reactions. Ambient air pollution shows temporal and spatial variability. As an example of the temporal variability of urban air pollutants caused by motor traffic, typical average annual, weekly and diurnal cycles of NO, NO2, O3 and Ox are presented for an official urban air-quality station in Stuttgart, southern Germany. They are supplemented by weekly and diurnal cycles of selected percentile values of NO, NO2, and O3. Time series of these air pollutants give information on their trends. Results are discussed with regard to air pollution conditions in other cities. Possibilities for the assessment of air pollution in cities are shown. In addition, a qualitative overview of the air quality of the world's megacities is given.  相似文献

Air pollution and health studies in China--policy implications   总被引:1,自引:0,他引:1
During the rapid economic development in China, ambient air pollutants in major cities, including PM10 (particulate matter with aerodynamic diameter < or =10 microm) and SO2 have been reduced due to various measures taken to reduce or control sources of emissions, whereas NO2 is stable or slightly increased. However, air pollution levels in China are still at the higher end of the world level. Less information is available regarding changes in national levels of other pollutants such as PM2.5 and ozone. The Chinese Ministry of Environmental Protection (MOEP) set an index for "controlling/reducing total SO2 emissions" to evaluate the efficacy of air pollution control strategy in the country. Total SO2 emissions declined for the first time in 2007. Chinese epidemiologic studies evidenced adverse health effects of ambient air pollution similar to those reported from developed countries, though risk estimates on mortality/morbidity per unit increase of air pollutant are somewhat smaller than those reported in developed countries. Disease burden on health attributable to air pollution is relatively greater in China because of higher pollution levels. Improving ambient air quality has substantial and measurable public health benefits in China. It is recommended that the current Chinese air quality standards be updated/revised and the target for "controlling/reducing total SO2 emissions" be maintained and another target for "reducing total NO2 emissions" be added in view of rapid increase in motor vehicles. Continuous and persistent efforts should be taken to improve ambient air quality.  相似文献

Particulate matter (PM) and aerosols have became a critical pollutant and object of several research applications, due to their increasing levels, especially in urban areas, causing air pollution problems and thus effects on human health. The main purpose of this study is to perform a first long-term air quality assessment for Portugal, regarding aerosols and PM pollution. The CHIMERE chemistry-transport model, forced by the MM5 meteorological fields, was applied over Portugal for 2001 year, with 10 km horizontal resolution, using an emission inventory obtained from a spatial top-down disaggregation of the 2001 national inventory database. The evaluation model exercise shows a model trend to overestimate particulate pollution episodes (peaks) at urban sites, especially in winter season. This could be due to an underprediction of the winter model vertical mixing and also to an overestimation of PM emissions. Simulated inorganic components (ammonium and sulfate) and secondary organic aerosols (SOA) were compared to measurements taken at Aveiro (northwest coast of Portugal). An underestimation of the three components was verified. However, the model is able to predict their seasonal variation. Nevertheless, as a first approach, and despite the complex topography and coastal location of Portugal affected by sea salt natural aerosols emissions, the results obtained show that the model reproduces the PM levels, temporal evolution, and spatial patterns. The concentration maps reveal that the areas with high PM values are covered by the air quality monitoring network.  相似文献
