India being a developing economy dependent on climate-sensitive sector like agriculture is highly vulnerable to impacts of global climate change. Vulnerability to climate change, however, differs spatially within the country owing to regional differences in exposure, sensitivity, and adaptive capacity. The study uses the Hadley Centre Global Environment Model version 2-Earth System (HadGEM-ES) climate projections to assess the dynamics in vulnerability across four climate change exposure scenarios developed using Representative Concentration Pathways (RCPs). The analysis was carried out at subnational (district) level; the results were interpreted and reported for their corresponding agro-ecological zones. Vulnerability of each district was quantified using indicators capturing climatic variability, ecological and demographic sensitivity, and socio-economic capacity. Our analysis further assigns probabilities to vulnerability classes of all the 579 districts falling under different agro-ecological zones. The results of the vulnerability profile show that Western plains, Northern plains, and central highlands of the arid and semi-arid agro-ecological zones are the most vulnerable regions in the current scenario (1950–2000). In the future scenario (2050), it extends along districts falling within Deccan plateau and Central (Malwa) highlands, lying in the arid and semi-arid zones, along with regions vulnerable in the current scenario, recording the highest vulnerability score across all exposure scenarios. These regions exhibit highest degree of variation in climatic parameters, ecological fragility, socio-economic marginality, and limited accessibility to resources, generating conditions of high vulnerability. The study emphasizes on the priority to take up adaptive management actions in the identified vulnerable districts to not only reduce risks of climate change, but also enhance their inherent capacity to withstand any future changes in climate. It provides a systematic approach to explicitly identify vulnerable regions, where regional planners and policy makers can build on existing adaptation decision-making by utilizing an interdisciplinary approach in the context of global change scenario.  相似文献

We applied two methods to assess vulnerability to climate change in Mexico’s agricultural sector. The first one was a principal component analysis (PCA) that weighted each variable separately. For the second one, we integrated the variables in a linear array in which all variables were weighted equally, and then, we used the arithmetic sum of the sub-indices of exposure and sensitivity minus the adaptive capacity to obtain the vulnerability index. We discuss the similarities and differences between two methods with respect to municipal-level maps as the outputs. The application of the method for the agricultural sector in Mexico gave us the spatial distribution of the high- and very-high vulnerability categories, which we propose as a tool for policy. The methods agreed that the very-high vulnerability category is present in 39 municipalities. Also we found that 16 % of the total population in the country is located in high-exposure areas. In addition, 41 % lives in municipalities identified as highly-sensitive. In terms of adaptive capacity, 20 % of the population lives in 1273 municipalities with low-adaptive capacity. Finally, we discuss the need for information regarding vulnerability at the national level to guide policies aimed at reducing exposure and sensitivity and increasing adaptive capacity.  相似文献

In the first paper in this series [Nelson, R., Kokic, P., Crimp, S., Martin, P., Meinke, H., Howden, S.M. (2010, this issue)], we concluded that hazard/impact modelling needs to be integrated with holistic measures of adaptive capacity in order to provide policy-relevant insights into the multiple and emergent dimensions of vulnerability. In this paper, we combine hazard/impact modelling with an holistic measure of adaptive capacity to analyse the vulnerability of Australian rural communities to climate variability and change. Bioeconomic modelling was used to model the exposure and sensitivity of Australian rural communities to climate variability and change. Rural livelihoods analysis was used as a conceptual framework to construct a composite index of adaptive capacity using farm survey data. We then show how this integrated measure of vulnerability provides policy-relevant insights into the constraints and options for building adaptive capacity in rural communities. In the process, we show that relying on hazard/impact modelling alone can lead to entirely erroneous conclusions about the vulnerability of rural communities, with potential to significantly misdirect policy intervention. We provide a preliminary assessment of which Australian rural communities are vulnerable to climate variability and change, and reveal a complex set of interacting environmental, economic and social factors contributing to vulnerability.  相似文献

To propose specific adaptation strategies in the agricultural sector based on vulnerability to climate variability and climate change at the local level, we built a vulnerability index using an indicator tool at a fine spatial scale. This index was applied as a case study in the municipality of Guasave, Sinaloa, Mexico, at the basic census area (BCA) level. We used a total of 37 variables organized into three groups with equal weighting: exposure (13), sensitivity (13), and adaptive capacity (11). From the 20 rural BCAs located in the study area, eight were categorized as having very low vulnerability; five had low vulnerability; two had medium vulnerability because of the lack of basic services (sewers, water, and electricity) and a high rural population density; three had high vulnerability due to a high frequency of days with temperatures below 5 °C and the lack of basic services; and two had very high vulnerability, characterized by a high percentage of production units (PUs) with losses due to climate factors, a high rural population density, and a high frequency of days with temperatures below 5 °C. Approximately 50 % of the municipal rural population lives in BCAs vulnerable to climate change. This methodology allowed us to identify the most susceptible agricultural areas at the local level and the variables that require more attention so that we can propose adaptation strategies and minimize vulnerability due to climate change.  相似文献

Local governments and communities have a critical role to play in adapting to climate variability and change. Spatial vulnerability assessment is one tool that can facilitate engagement between researchers and local stakeholders through the visualisation of climate vulnerability and the integration of its biophysical and socio-economic determinants. This has been demonstrated through a case study from Sydney, Australia where a bushfire vulnerability assessment was undertaken as the first-step in a project to investigate local government perceptions of climate vulnerability and adaptive capacity. A series of relevant biophysical and socio-economic indicators was identified that represented the region’s exposure, sensitivity and adaptive capacity with respect to bushfires. These indicators were then combined to develop maps of net landscape vulnerability to bushfire. When presented in a workshop setting, vulnerability maps were successful in capturing the attention of stakeholders while simultaneously conveying information regarding the diversity of drivers that can contribute to current and future vulnerability. However, stakeholders were reluctant to embrace representations of vulnerability that differed from their own understanding of hazard, necessitating the demonstration of agreement between the vulnerability assessment and more conventional hazard assessment tools. This validation opened the door for public dissemination of vulnerability maps, the uptake and use of the assessment in local government risk assessment and adaptation planning, and more focused case-studies on barriers to adaptation.  相似文献

Additional finance for adaptation is an important element of the emerging international climate change framework. This paper discusses how adaptation funding may be allocated among developing countries in a transparent, efficient and equitable way. We propose an approach based on three criteria: the climate change impacts experienced in a country, a country’s adaptive capacity and its implementation capacity. Physical impact and adaptive capacity together determine a country’s vulnerability to climate change. It seems both efficient and fair that countries which are more vulnerable should have a stronger claim on adaptation resources. The third dimension, implementation capacity, introduces a measure of adaptation effectiveness. Rough indicators are proposed for each of the three dimensions. The results are indicative only, but they suggest a strong focus of initial adaptation funding on Africa. African countries are highly vulnerability in part because of the severity of expected impacts, but also because of their very low adaptive capacity. However, their implementation capacity is also limited, suggesting a need for technical assistance in project implementation.  相似文献

干旱脆弱性研究为北方农牧交错带人地系统的“整合”研究提供了新思路与分析框架。论文运用VSD脆弱性评估框架,将系统脆弱性分解为暴露度、敏感性、适应能力3个维度,以北方农牧交错带112个县域为研究单元,以2000、2008、2015年社会经济统计数据、气象数据、遥感影像数据为研究基础,运用模糊层次分析、空间热点探测分析和变异系数分析等方法,对各县域干旱脆弱性时空演变特征进行分析与总结。研究结论:1)研究区干旱脆弱性指数逐步降低,整体呈现东北地区低脆弱、西南地区高脆弱的空间格局。2)研究区暴露度指数先上升、后下降,且由东北向西南逐渐增高;敏感性指数先下降、后上升,呈现空间碎片化特征;适应能力指数逐步提高,呈现中部高度适应、东部中度适应、西部低度适应的格局。3)研究区干旱脆弱性差异度先增大、后减小,且呈现西、南部差异度大,东、北部差异度小的格局。4)研究区干旱脆弱性冷、热点个数增加明显,2000—2008年冷热点个数增加最明显;空间上,热点先由中部向西部蔓延,冷点由东部边界区向西部、南部扩展,形成了东部边界冷点集聚带和中、西部热点集聚区。  相似文献

气候变化与人类活动对水循环及水资源安全的影响是近代水科学面临的主要科学问题。以西辽河支流老哈河流域为研究区,探索了一种水文模型耦合方法(SWAT-WEAP),以水短缺量为指标,同等考虑水资源供给端与需求端,对气候变化与不同人类利用情景下水资源系统脆弱性进行定量分析,结果表明:①暖干化气候情景比暖湿化气候情景明显加剧了老哈河流域水资源系统的脆弱性,降水减少10%导致的水短缺量比降水导致10%所缓解的短缺量要多31.17%;②气候变化对流域农业灌溉用水影响最大,对城乡生活用水和工业用水影响相对很小;③老哈河流域水资源系统脆弱性的主要驱动力之一源自农业不合理灌溉,发展畜牧业、 改变种植结构与高效节水灌溉是缓解水短缺、 降低水资源系统脆弱性最为有效的措施,也是应对气候变化最为有效的方式;④基于供水端的措施(如水库)在暖干化气候时由于水资源供给来源受限,其缓解作用有所减弱。  相似文献

中国县域单元生态脆弱性时空变化研究   总被引:5,自引:0,他引:5  
以中国2853个县(市、旗、区)为研究单元,以1980、1990、2000和2010年全国1 km格网土地利用数据和中国县级行政单元社会经济统计数据为基础,通过VSD模型,构建了基于自然和人为共同作用下的生态系统影响力指数和社会经济适应力指数,用以综合表达生态脆弱性空间分异,在此基础上对中国县域单元的生态脆弱性进行定量评价.结果表明:中国县域生态系统影响力指数持续降低,2000年之前呈现由"东北到西南"逐渐降低的趋势,2000年之后,基本呈现"中东部及新疆北部高、西南低"的格局.适应力指数空间分布差异十分明显,表现出东南沿海高于中部,中部又高于西部的格局.从生态系统脆弱性空间分布格局来看,东南部比西部地区更脆弱,从时间变化来看,中国生态脆弱度整体好转,局部恶化;从数量变化来看,1983个县域单元处于高度脆弱区和极度脆弱区,仅有327个县域单元于处于轻度和微度脆弱区.处于极度脆弱区和高度脆弱区的县域单元未来要合理规划土地利用,加强土地利用管理,调整用地布局并严格控制城镇规模扩张;对于轻度和微度脆弱区则应坚持以生态建设和环境保护为主,禁止污染型产业发展,有序引导人口转移,发展生态旅游业和高技术产业.  相似文献

Vulnerability is a term frequently used to describe the potential threat to rural communities posed by climate variability and change. Despite growing use of the term, analytical measures of vulnerability that are useful for prioritising and evaluating policy responses are yet to evolve. Demand for research capable of prioritising adaptation responses has evolved rapidly with an increasing awareness of climate change and its potential impacts on rural communities. Research into the climate-related vulnerability of Australian rural communities is only just beginning to emerge. Current research is dominated by hazard/impact modelling, drawing on a heritage of managing the risks posed by seasonal climate variability. There is a natural tendency to use the same risk management approach to understand the emergent nature of vulnerability. In this paper, we explore the consequences for policy advice of imperfectly examining vulnerability through the lens of an impact/hazard modelling approach to risk management. In a second paper in this series, we show how hazard/impact modelling can be complemented with more holistic measures of adaptive capacity to provide quantitative insights into the vulnerability of Australian rural communities to climate variability and change.  相似文献

Societal Vulnerability to Climate Change and Variability   总被引:1,自引:0,他引:1  
Institutions in many wealthy industrialised countries are robust and their societies appear to be relatively well insulated against the impacts of climate variability, economic problems elsewhere and so on. However, many countries are not in this position, and there is a growing group of humanity which is not benefiting from the apparent global adaptive trends. Worst case scenarios reinforce the impact of this uneven distribution of adaptive capacity, both between and within countries. Nevertheless, at the broad global scale human societies are strongly adaptive and not threatened by climate change for many decades. At the local level the picture is quite different and the survival of some populations at their present locations is in doubt. In the absence of abatement, the longer term outlook is highly uncertain. Adaptation research needs to begin with an understanding of social and economic vulnerability. It requires a different approach to the traditional IPCC impacts assessment, as human behaviour, institutional capacity and culture are more important than biophysical impacts. This is consistent with the intellectual history of the IPCC which has gradually embraced an increasing range of disciplines.  相似文献

Climate variability and change mitigation and adaptation policies need to prioritize land users needs at local level because it is at this level that impact is felt most. In order to address the challenge of socio-economic and unique regional geographical setting, a customized methodological framework was developed for application in assessment of climate change vulnerability perception and adaptation options around the East African region. Indicators of climate change and variability most appropriate for the region were derived from focused discussions involving key informants in various sectors of the economy drawn from three East African countries. Using these indicators, a structured questionnaire was developed from which surveys and interviews were done on selected sample of target population of farming communities in the Mt. Kenya region. The key highlights of the questionnaire were vulnerability and adaptation. Data obtained from respondents was standardized and subjected to multivariate and ANOVA analysis. Based on principle component analysis (PCA), two main vulnerability categories were identified namely the social and the bio-physical vulnerability indicators. Analysis of variance using Kruskal-Wallis test showed significant statistical variation (P ≤ 0.05) in the perceived vulnerability across the spatial distribution of the 198 respondents. Three insights were distinguished and were discernible by agro-ecological zones. Different vulnerability profiles and adaptive capacity profiles were generated demonstrating the need for prioritizing adaptation and mitigation efforts at local level. There was a high correlation between the bio-physical and social factor/livelihood variables that were assessed.  相似文献

Vulnerability to the health impacts of climate change will be shaped by the existing burden of ill- health and is expected to be highest in poor and socio-economically marginalized populations. Sub-Saharan Africa, in particular, is considered a highly vulnerable region. This paper analyses the vulnerability and adaptive capacity of rural Bakiga communities in southwestern Uganda to climate-sensitive health risks. The objectives were threefold: i) identify key climate-sensitive, community-identified health priorities; ii) describe and characterize determinants of sensitivity to these health priorities at the individual, community and regional levels; and iii) assess the adaptive capacity of Bakiga. Data collection employed a combination of individual and key informant interviews, biographies, future storylines, and Photovoice. Three key health risks were identified by the study communities (malaria, food insecurity, and gastrointestinal illnesses) – all affected by local climatic and environmental conditions, livelihoods, land use changes, and socio-economic conditions. Adaptation within these communities is dependent on their capacity to reduce sensitivities to identified health challenges among the potential of increasing exposures. Crop diversification, reducing deforestation, expanding of livestock rearing, transfer of traditional knowledge, and access to affordable health services are among potential strategies identified. We demonstrate significant existing vulnerabilities to present day climate-related health risks and highlight the importance of non-climatic processes and local conditions in creating sensitivity to health risks. Our place-based understanding is useful to inform interventions or policies aimed to reduce exposure and sensitivity and support adaptive capacity as the conditions these communities face are consistent with many other sub-Saharan African countries.  相似文献

Lessons learned from more than 150 years of public health research and intervention can provide insights to guide public health professionals and institutions as they design and implement specific strategies, policies, and measures to increase resilience to climate variability and change. This paper identifies both some modifications to public health systems that may enhance adaptive capacity, and lessons drawn from the history of managing environmental and other threats in the public health sector that may have relevance for other sectors as they design approaches to increase their adaptive capacity to more effectively cope with climate variability and change. The climate change problem calls for a continuously responding society. This raises the question: Do our institutions allow and encourage society to continuously adapt to climate change? This paper uses the Adaptive Capacity Wheel (ACW) to assess the adaptive capacity of formal and informal institutions in four sectors in the Netherlands: spatial planning, water, agriculture and nature. Formal institutions are examined through an assessment of 11 key policy documents and informal institutions are analysed through four case studies covering each sector. Based on these ACW analyses, both sector-specific and more general strengths and weaknesses of the adaptive capacity of institutions in the Netherlands are identified. The paper concludes that the most important challenge for increasing institutional adaptive capacity lies in combining decentralized, participatory approaches with more top-down methods that generate leadership (visions, goals) standards, instruments, resources and monitoring.  相似文献

This paper describes a comparative study of four different cases on vulnerability, hazards and adaptive capacity to climate threats in coastal areas and communities in four developing countries: Bangladesh, Brazil, Cameroon and Uruguay. Coastal areas are vulnerable to sea-level rise (SLR), storm surges and flooding due to their (i) exposure, (ii) concentration of settlements, many of which occupied by less advantaged groups and (iii) the concentration of assets and services seen in these areas. The objective of the paper is twofold: (i) to evaluate current evidence of coastal vulnerability and adaptive capacity and (ii) to compare adaptation strategies being implemented in a sample of developing countries, focusing on successful ones. The followed approach for the case evaluation is based on (i) documenting observed threats and damages, (ii) using indicators of physical and socioeconomic vulnerability and adaptive capacity status and (iii) selecting examples of successful responses. Major conclusions based on cross-case comparison are (a) the studied countries show different vulnerability, adaptive capacity and implementation of responses, (b) innovative community-based (CBA) and ecosystem-based adaptation (EbA) and (c) early warning systems are key approaches and tools to foster climate resilience. A recommendation to foster the resilience of coastal communities and services is that efforts in innovative adaptation strategies to sea-level rise should be intensified and integrated with climate risk management within the national adaption plans (NAPAs) in order to reduce the impacts of hazards.  相似文献

Adaptation to climate change is a major challenge facing the viticulture sector. Temporally, adaptation strategies and policies have to address potential impacts in both the short- and long term, whereas spatially, place-based and context-specific adaptations are essential. To help inform decision-making on climate change adaptation, this study adopted a bottom-up approach to assess local climate vulnerability and winegrowers’ adaptive processes in two regulated wine-producing areas in the Anjou-Saumur wine growing sub-region, France. The data used for this study were collected through individual semi-structured interviews with 30 winegrowers. With a focus on wine quality, climate-related exposure, and sensitivity were dependent on many contextual factors (e.g., northern geographical position, wine regulatory frameworks, local environmental features) interacting with the regional oceanic climate. Climate and other non-climate-related variables brought about important changes in winegrowers’ management practices, varying in time and space. This ongoing process in decision-making enhanced winegrowers’ adaptive responses, which were primarily reactive (e.g., harvesting, winemaking) or anticipatory (e.g., canopy and soil management) to short-term climate conditions. Winegrowers described changing trends in climate- and grapevine (Vitis) -related variables, with the latter attributed to regional climate changes and evolving management practices. Regarding future climate trends, winegrowers’ displayed great uncertainty, placing the most urgent adaptation priority on short-term strategies, while changing grapevine varieties and using irrigation were identified as last resort strategies. The study concluded by discussing the implications of these findings in the context of climate change adaptation in viticulture.  相似文献

Institutions play an important role in the adaptive capacity of a system in responding to climate change. This review paper characterizes the status of the collective institutional response (government, industry, First Nation, community, civil society) to climate change in the forest sector of the Canadian province of Ontario, and highlights the presence and nature of inter-institutional networks as part of the response. Based on a synthesis of the commonalities in the public administration and policy literature on tackling wicked problems, and the resilience literature, inter-institutional networks, which foster exchange of different types of knowledge, are an important aspect of enhancing the adaptive capacity of social–ecological systems such as the forest sector. Based on a content analysis of publicly available documents and insights gained from representatives of government, community members and non-governmental organizations, mitigation and adaptations strategies are described. At the provincial level there have been some new innovations in inter-institutional networks, but expansion of the forest stakeholders involved in such networks would further enhance adaptive capacity. In particular, it is important to network with First Nations and other forest-dependent communities who have a heightened vulnerability to climate change. The presence of a collaborative capacity builder could foster the transfer, receipt and integration of knowledge across the networks, and ultimately build long-term collaborative problem-solving capacity in the Ontario forest sector.

Agriculture is one of the most vulnerable sectors to climate change. The current vulnerability assessments through traditional fragmented sectoral methods are insufficient to capture the effects on complex agricultural systems. Therefore, the traditional methods need to be replaced by integrated approaches. The objective of this study is to propose a holistic vulnerability assessment method for agricultural systems. By aggregating both agro-ecological and socio-economic information, we develop an agricultural systems vulnerability index (ASVI) which allows for (i) a classification of geographical units according to their vulnerability level, (ii) an identification of key determinants of vulnerability for each unit and (iii) an assessment of adaptation policy scenarios considering their effects on the sustainability of the analysed systems. The proposed method is applied in the Khorezm region of Uzbekistan—a representative irrigated agricultural region in the lower Amu Darya river basin. A decision support tool is used to facilitate multi-criteria decision analysis, including the computation of the index and performing sensitivity analysis of the results. The assessment for Khorezm reveals significant spatial differences of vulnerability levels due to a variation of contributing factors, e.g. natural resources, water productivity, rural-urban ratio. It reveals also that feasible land and water management policies could reduce the vulnerability in Khorezm, particularly in the districts with the poorest agro-ecological conditions. Overall, the proposed method could support national and local authorities in the identification of sustainable adaptation policies for the agriculture sector.  相似文献
