•Considering evenness provides a more accurate assessment of sustainable development. •Water resource conservation drives industrial transformation. •Synergy between economic development and environmental protection is achieved. •Regional collaboration over water could promote sustainable development in drylands. Water resource availability is the major limiting factor for sustainable development in drylands. Climate change intensifies the conflicting water demands between people and the environment and highlights the importance of effective water resource management for achieving a balance between economic development and environmental protection. In 2008, Inner Mongolia, typical dryland in northern China, proposed strict regulations on water exploitation and utilization aimed at achieving sustainable development. Our study is the first to investigate the effectiveness and performance of these long-standing water conservation regulations. Our analyses found that the regulations drove industrial transformation, evidenced by the decreasing proportion of environmentally harmful industries such as coal and steel, and the increasing proportion of tertiary industries (especially tourism). Following industrial transformation, economic development decoupled from industrial water consumption and subsequently led to reduced negative environmental impacts. Based on these results, adaptive strategies were developed for 12 cities by revealing and integrating their development pathways and relative status in achieving sustainable development. Integration and cooperation between cities were proposed, e.g., a water trade agreement between eastern Inner Mongolia (an economically underdeveloped region with relatively abundant water resources) and central Inner Mongolia (an economically developed region with high water stress). Such an agreement may enable the holistic achievement of sustainable development across regions. By integrating the findings of our research, our study presents a reproducible framework for water-management-based sustainable development strategies in drylands.  相似文献

This paper describes the environmental indicators GIS of the Catalan coast, Spain. The spatial data model is based on vector and raster layers with three main modules: the biodiversity, the general biophysical and the socioeconomic. Presently, the database has a number of pressure and impact indicators that have been used to model the components and structure of the system and are suggested to build ecological resilience. Special interest has been given to the analysis of functional groups of species that are relevant to the dynamics of the coastal system, and preliminary results are presented. This system constitutes a user-oriented analytical and monitoring tool for coastal zone managers and researchers. Although, the system is under development it is expected that resulting spatial indicators of environmental condition can be used to promote more sustainable coastal strategies and actions in the Catalan coast.  相似文献

Rapid socioeconomic development has caused numerous environmental impacts. Human production and consumption activities are the underlying drivers of resource uses, environmental emissions, and associated environmental impacts (e.g., ecosystem quality and human health). Reducing environmental impacts requires an understanding of the complex interactions between socioeconomic system and environmental system. Existing studies have explored the relationships among human society, economic system, and environmental system. However, it is unclear about the research progress in the effects of socioeconomic activities on environmental impacts and the potential directions of future research. This critical review finds that existing studies have identified critical regions, sectors, and transmission pathways for resource uses, environmental emissions, and environmental impacts from supply chain perspectives. Moreover, scholars have characterized the impacts of socioeconomic transitions on resource uses and environmental emissions. However, existing studies overlook the dynamic nature of the interconnections among human society, economic system, and environmental system. In addition, the effects of socioeconomic structural transitions on environmental impacts remain unknown. This review proposes four prospects and possible solutions that will contribute to a better understanding of the complex interactions among human society, economic system, and environmental system. They can help identify more effective solutions to reduce environmental impacts through socioeconomic transitions.  相似文献

This paper examines the problem of measuring sustainable governance in the European Union (EU-27) through the use of duality and the Slutsky equation. The proposed methodology is based on the application of a three-dimensional optimisation model, where the arguments of the objective (sustainable social welfare) function are economic goods that contribute to sustainable economic growth; environmental goods that provide for sustainable environmental protection; and social goods through which sustainable social development is achieved. The dual problem, formulated through this three-dimensional theoretical model, is solved to find the optimal solution, indicating a certain sustainability level. We suggest that this solution can be used for calculating the value of what we define here as the sustainable governmental policy indicator, which is considered to provide quantitative measurement of government policies on sustainable development within the context of ‘good governance’. Furthermore, it is suggested that the Slutsky equation can be used as a reliable method for long-term monitoring and planning of national as well as international good governance with regard to sustainable development policies. In its empirical part, the paper applies the theoretical model in an analysis of the sustainable development indicators (as set out in the Sustainable Development Strategy (SDS) of the EU) in Bulgaria for the period 2000–2010 and compares them to those of the EU-27.  相似文献

Based on the thermodynamic concept of exergy as a unified measure for environmental resources and economic products, a framework for systems assessment is presented for ecological economies. With a typical systems diagram devised for a general ecological economy with four arm fluxes for free local natural resources, purchased economic investment, environmental impact and economic yield, system indices of the renewability index, exergy yield ratio, exergy investment ratio, environmental resource to yield ratio, system transformity and environmental stress index are defined for a congregated systems ecological assessment with essential implications to sustainability. As a detailed case study to the Chinese agriculture from 1980 to 2000 with cropping, forestry, stockbreeding and fishery sectors, extensive exergy account and systems assessment are carried out with emphasis on annual and structural variations against social political transitions. For the overall agriculture as a congregated ecological stage, the value of the system transformity is found around 10, the typical value for the general ecological hierarchy as well devised by Odum associated with Lindeman's Tenth Law.  相似文献

Abstract: Declines in economic activity and associated changes in human livelihood strategies can increase threats of species overexploitation. This is exemplified by the effects of economic crises, which often drive intensification of subsistence poaching and greater reliance on natural resources. Whereas development theory links natural resource use to social‐economic conditions, few empirical studies of the effect of economic downturns on wild animal species have been conducted. I assessed the relations between African elephant (Loxodonta africana) mortality and human‐caused wounds in Samburu, Kenya and (1) livestock and maize prices (measures of local economic conditions), (2) change in national and regional gross domestic product (GDP) (measures of macroeconomic conditions), and (3) the normalized difference vegetation index (NDVI) (a correlate of primary productivity). In addition, I analyzed household survey data to determine the attitudes of local people toward protected areas and wild animals in the area. When cattle prices in the pastoralist study region were low, human‐caused wounds to and adult mortality of elephants increased. The NDVI was negatively correlated with juvenile mortality, but not correlated with adult mortality. Changes in Kenyan and East Asian (primary market for ivory) GDP did not explain significant variation in mortality. Increased human wounding of elephants and elephant mortality during periods of low livestock prices (local economic downturns) likely reflect an economically driven increase in ivory poaching. Local but not macroeconomic indices explained significant variation in mortality, likely due to the dominance of the subsistence economy in the study area and its political and economic isolation. My results suggest economic metrics can serve as effective indicators of changes in human use of and resulting effects on natural resources. Such information can help focus management approaches (e.g., antipoaching effort or proffering of alternative occupational opportunities) that address variation in local activities that threaten plant and animal populations.  相似文献

Technical product harvesting (TEPHA) is a newly developing interdisciplinary approach in which bio-based production is investigated from a technical and ecological perspective. Society‘s demand for ecologically produced and sustainably operable goods is a key driver for the substitution of conventional materials like metals or plastics through bio-based alternatives. Technical product harvesting of near net shape grown components describes the use of suitable biomass for the production of technical products through influencing the natural shape of plants during their growth period. The use of natural materials may show positive effects on the amount of non-renewable resource consumption. This also increases the product recyclability at the end of its life cycle. Furthermore, through the near net shape growth of biomass, production steps can be reduced. As a consequence such approaches may save energy and the needed resources like crude oil, coal or gas. The derived near net shape grown components are not only considered beneficial from an environmental point of view. They can also have mechanical advantages through an intrinsic topology optimization in contrast to common natural materials, which are influenced in their shape after harvesting. In order to prove these benefits a comprehensive, interdisciplinary scientific strategy is needed. Here, both mechanical investigations and life cycle assessment as a method of environmental evaluation are used.  相似文献

Road transport produces significant amounts of emissions by using crude oil as the primary energy source. A reduction of emissions can be achieved by implementing alternative fuel chains. The objective of this study is to carry out an economic, environmental and energy (EEE) life cycle study on natural gas-based automotive fuels with conventional gasoline in an abundant region of China. A set of indices of four fuels/vehicle systems on the basis of life cycle are assessed in terms of impact of EEE, in which natural gas produces compressed natural gas (CNG), methanol, dimethylether (DME) and Fischer Tropsch diesel (FTD). The study included fuel production, vehicle production, vehicle operation, infrastructure and vehicle end of life as a system for each fuel/vehicle system. A generic gasoline fueled car is used as a baseline. Data have been reviewed and modified based on the best knowledge available to Chongqing local sources. Results indicated that when we could not change electric and hydrogen fuel cell vehicles into commercial vehicles on a large scale, direct use of CNG in a dedicated or bi-fuel vehicle is an economical choice for the region which is most energy efficient and more environmental friendly. The study can be used to support decisions on how natural gas resources can best be utilized as a fuel/energy resource for automobiles, and what issues need to be resolved in Chongqing. The models and approaches for this study can be applied to other regions of China as long as all the assumptions are well defined and modified to find a substitute automotive energy source and establish an energy policy in a specific region.  相似文献

This paper investigates privately and socially optimal patterns of economic development in a two-sector endogenous growth model with clean and dirty goods. We consider a second-best fiscal policy framework in which distortionary taxes jointly influence economic growth and environmental quality. In this policy setting, three conditions produce an Environmental Kuznets Curve (EKC): (i) dirty output is bounded; (ii) clean output grows endogenously; and (iii) growth in the dirty sector reduces growth in the clean sector. These conditions do not arise with a consumption externality, but can emerge with a production externality. Endogenous labor supply implications are also investigated. Although not necessary for producing an EKC, endogenous labor supply provides additional linkages that produce an EKC under circumstances in which it would otherwise not appear.  相似文献

This study reports an overview of the economic, social and environmental performance of the main South American countries (SAC) as measured by the Sustainable Society Index. This is a well-known composite indicator, composed of 21 indicators, grouped in seven categories, covering environmental, social and economic wellbeing dimensions. Thirteen European countries recently incorporated into the European Union (NEUC) are considered as a reference. The study covers the period 2006–2016. The South American Region features significant natural resources and plays an important role in the global economy. However, there is concern about the long-term sustainability of social and economic development, given the high rate of economic growth based on the production of low added-value primary products. Sustainable development requires reasonable balance between economic, social and environmental performance, as well as a sustained and balanced increase in performance associated with those fundamental dimensions. Moreover, it is important to agree on minimum performance levels for all performance indicators, taking into account particular social, economic and environmental realities. SAC feature a clear imbalance in some categories affecting the economic, social and environmental wellbeing dimensions, showing either stagnation or significant decrease in recent years. It can be concluded that in the light of findings reported here, South American countries are far from being on the pathway towards sustainable development.  相似文献

An important element of resource management and conservation is an understanding of the tradeoffs between marketed products, such as timber, and measures of environmental quality, such as biodiversity. In this paper, we develop an integrated economic-ecological spatial optimization model that we then apply to evaluate alternate forest policies on a 560,000 km2 study region of managed boreal forest in Alberta and British Columbia, Canada. The integrated model incorporates dynamic forest sector harvesting, current levels of oil and gas sector development, coarse-filter or habitat-based old forest indicators, a set of empirical forest bird abundance models, and statistical models of the natural and current fire regimes. Using our integrated model, economic tradeoff curves, or production possibility frontiers, are developed to illustrate the cost of achieving coarse-filter targets by a set time (50 years) within a 100-year time horizon. We found levels of ecological indicators and economic returns from the timber industry could both be increased if spatial constraints imposed by the current policy environment were relaxed; other factors being equal, this implies current policy should be revised. We explore the production possibility frontier's relationship to the range of natural variation of old forest habitat, and show how this range can be used to guide choices of preferred locations along the frontier. We also show that coarse-filter constraints on the abundance of certain habitat elements are sufficient to satisfy some fine-filter objectives, expressed as the predicted abundances of various species of songbirds.  相似文献

In the trade and environment debate, the relevance of examining the impact of a location's intra-industry trade (IIT) on environmental quality cannot be overemphasized, in part, due to the increasing prominence of such trade and the paucity of related empirical evidence. Although existing studies largely indicate overall trade to be pro-environment, the consequences of IIT may differ owing to greater varieties of intermediate and final goods, easier technology diffusion via trade in similar goods, productivity gains from within-sector reallocations, and increased innovation. However, identification of the causal effect is plagued by the potential endogeneity of IIT attributable to crucial unobservables and measurement error. In this light, utilizing an instrumental variables strategy and data on multiple environmental indicators from roughly 200 countries over 2000-2005, we investigate IIT's impact on the environment. To measure IIT, we rely on two indexes of within-industry specialization based on changes in and levels of sector-level trade. Regardless of the indicator of IIT or environmental performance, across several sets of instruments, we mostly find (i) IIT to benefit the environment, (ii) overall trade to be less pro-environment than IIT, and (iii) concerns over endogeneity to be relevant.  相似文献

In this paper, the European Union's Water Framework Directive 2000/60/EC (WFD) that is intended to foster protection of water resources is examined, focusing on the improvement of ecological and chemical quality of surface and groundwater. The WFD includes the concept of full cost recovery (FCR) in accordance with the Polluter-Pays Principle, as one of the tools of an adequate and sustainable water resource management system. The WFD defines three different costs associated with water: resource costs (RC), financial costs (FC), and environmental costs (ECs).The FCR of water is examined from a biophysical perspective using emergy evaluation to: (1) establish resource values of water from different sources, (2) establish the full economic costs associated with supplying water, and (3) the societal costs of water that is used incorrectly; from which the resource costs, financial costs, and environmental costs, respectively, can be computed. Financial costs are the costs associated with providing water including energy, materials, labor and infrastructure. The emergy based monetary values vary between 0.15 and 1.73 €/m3 depending on technology. The emergy based, global average resource value (from which resource costs can be computed) is derived from two aspects of water: its chemical potential and its geopotential. The chemical potential monetary value of different sources such as rain, groundwater, and surface water derived from global averages of emergy inputs varies from 0.03 to 0.18 €/m3, depending on source, and the geopotential values vary from 0.03 to 2.40 €/m3, depending on location in the watershed. The environmental costs of water were averaged for the county of Spain and were 1.42 €/m3.Time of year and spatial location within the watershed ultimately influence the resource costs (computed from emergy value of chemical potential and geopotential energy) of water. To demonstrate this spatial and temporal variability, a case study is presented using the Foix watershed in northeastern Spain. Throughout the year, the resource value of water varies from 0.21 to 3.17 €/m3, depending on location within the watershed. It is concluded that FCR would benefit from the evaluation of resource costs using spatially and temporally explicit emergy accounting.  相似文献

Within the forest sector, the sustainability concept has evolved from a narrow focus on sustainable wood production to a much broader evaluation of environmental, social, and economic sustainability for whole value chains. A new software tool - ToSIA - has been developed for assessing sustainability impacts of Forest-Wood-Chains (FWCs). In the approach, FWCs are defined as chains of production processes (e.g. harvesting-transport-industrial processing), which are linked with products (e.g. a timber frame house). Sustainability is determined by analysing environmental, economic, and social sustainability indicators for all the production processes along the FWC. The tool calculates sustainability values as products of the relative indicator values (i.e. indicator value expressed per unit of material flow) multiplied with the material flow entering the process. Calculated sustainability values are then aggregated for the segments of the FWC or for the complete chain. The sustainability impact assessment requires carefully specified system boundaries. ToSIA uses a data-oriented approach that is very flexible in the focus of the analysis and the selection of indicators of sustainability. An example of alternative Norway spruce management systems in Southern Germany and their effects on six sustainability indicators is presented. The less intensive management system with natural regeneration and motor-manual harvesting shows higher carbon storage and slightly less energy use. It creates more employment and higher labour costs, but the average rate of accidents is also higher. ToSIA offers a transparent and consistent methodological framework to assess sustainability impacts in the forest-based sector as affected, e.g. by changes in policies, market conditions, or technology. The paper discusses strengths and limitations of the approach and provides an outlook on further development perspectives of the methodology.  相似文献

Complexity and uncertainty play important roles in coastal management. Economic development may push the coastal system beyond its resilience thresholds as a result of interactions between environmental and socio-economic processes. The concepts in this paper link processes of system change, natural evolutionary processes observed in coastal zones, to processes of social evolution. An indicator based on calculating an ecological footprint for coastal zones is presented to guide decision-making in spatial and economic planning. The suggested indicator may support a range of methods linking economic valuation and environmental impact analysis.  相似文献

Sustainable development, as a multi-dimensional concept, is difficult to measure. Some efforts using indicators and indices have appeared in recent years, but most were developed on a national scale. Use of sustainability indicators has proven valuable for attaining better management of the environment by minimizing information gaps and maximizing community capabilities in terms of economic, social, environmental, and institutional sustainability dimensions. However, at least in the case of developing countries, the potential exists that national sustainability measures, based on national level indicators, may mask problems in sub-national zones with highly unsustainable conditions. This paper proposes a methodology to evaluate sustainable development at a local level, the use of which could be helpful in comparing different regions within a country or even among different countries. National sustainability indicators should result from a combination (whether additive or proportional) of regional sustainability indicators, as developed in this paper.  相似文献

In a briefly approach, sustainability can be defined as the ability to achieve economic prosperity while protecting the natural systems of the planet, and providing a higher quality of life for its people. Nowadays it is a prime and very active area of research, fundamental for human development. Several concepts based on economics, social and environmental concerns have been considered in the development of sustainability indices. The sustainability concept is, not only but necessarily, dependent on “quantification of the environment health”, necessary to determine its effectiveness in achieving or increasing the environmental capacities of ecosystems, as well as to compare alternative plans and policies, to influence decision-makers.Environmental indices are a very important tool for the analysis of some environmental assessment factors, providing quantitative criteria and synthesizing the available information. A good index should be simple to use, transparent, and expandable across other issues. In particular, environmental indices are a useful tool for several audiences, to aid environmental decision making and to allow the media to keep score of and reduce complex information to a smaller, more easily retained, amount of information [Hardi, P., DeSouza-Huletey, J.A., 2000. Issues in analyzing data and indicators for sustainable development. Ecol. Model. 130, 59–65].The goal of this work is the development of environmental indices, based on stochastically simulated scenarios, using probabilistic approaches. 产业转移是经济发展过程中常见现象;产业生产与资源环境之间密不可分的关系决定了产业转移必然引起资源环境状况的变化。为评价产业转移对改善区域整体环境状况的作用,构建了以环境经济损益分析定量评价产业转移的环境效应的方法框架,并以广东省陶瓷行业转移为例,研究了基于人体健康的污染产业转移的环境效应。研究结果显示,一般而言,由于污染排放变化,产业迁出地将产生环境效益,同时承接地将发生环境损失。当产业转移产生环境净效益时,意味着整体区域环境的改善。这种改善主要得益于产业迁出地和承接地之间存在的社会经济特征差异、具有经济技术可行性的污染控制技术的推广以及环境自净能力的合理利用等因素的综合作用。为促进区域协调发展,区域内产业转移过程中,应采取优化产业转移目录、加强环境管理、建立环境信息公开和公众参与制度和统筹协调区域内的污染控制责任和环境利益等环境治理措施。  相似文献

Conservation and protection of soil and water resources and visual aspects of landscape, as well as the promotion of biodiversity, are some of the central tasks of environmental policy development and social politics in the future. One of the main questions is: ‘which agricultural systems are able to guarantee sustained resource-conserving land use?’ Based on the ecological risk concepts of the 1970s and 1980s, a potential impact model was developed using a universal assessment algorithm derived from fuzzy logic. The model estimated the potential impact of agricultural land use on ecosystem function using a few resource indicators. Intervention intensities of agricultural land-use are set in relation to site conditions and aggregated for each of several defined potential impact categories. The interpretation with respect to risk and the calculation of potential impact values are explained.  相似文献
