认为生态环境危机的出现,归根结蒂,在于人类社会的价值观存在着重大的错误以及由此而采取的经济发展模式存在着重大的错误;要缓解生态环境危机,人类社会必须改变价值观,改变经济发展模式,实现传统经济向生态经济的转变,走可持续发展的道路;为了实现这种转变,人类在经济活动中,必须遵循生态经济规律,建立企业生态经济管理模式,合理利用资源,优化产业结构,重视经济效益、社会效益和生态效益的协调和统一。文章还认为,为了实现这种转变,从联合国到个人,各国政府、各种组织、各行各业,都必须行动起来,参与生态经济建设。最后提出和讨论了生态经济学今后应该加强研究的几个问题。  相似文献

Abstract: There has been a dramatic increase in the number of conservation organizations worldwide. It is now common for multiple organizations to operate in the same landscape in pursuit of different conservation goals. New objectives, such as maintenance of ecosystem services, will attract additional funding and new organizations to conservation. Systematic conservation planning helps in the design of spatially explicit management actions that optimally conserve multiple landscape features (e.g., species, ecosystems, or ecosystem services). But the methods used in its application implicitly assume that a single actor implements the optimal plan. We investigated how organizational behavior and conservation outcomes are affected by the presence of autonomous implementing organizations with different objectives. We used simulation models and game theory to explore how alternative behaviors (e.g., organizations acting independently or explicitly cooperating) affected an organization's ability to protect their feature of interest, and investigated how the distribution of features in the landscape influenced organizations’ attitudes toward cooperation. Features with highly correlated spatial distributions, although typically considered an opportunity for mutually beneficial conservation planning, can lead to organizational interactions that result in lower levels of protection. These detrimental outcomes can be avoided by organizations that cooperate when acquiring land. Nevertheless, for cooperative purchases to benefit both organizations’ objectives, each must forgo the protection of land parcels that they would consider to be of high conservation value. Transaction costs incurred during cooperation and the sources of conservation funding could facilitate or hinder cooperative behavior.  相似文献

The World Bank has shifted its accountability over the past two decades away from borrowing countries towards external groups, such as advocacy non-governmental organizations (NGOs). One conduit for this external accountability is the environmental impact assessment (EM) process. EIA has both theoretical and practical challenges when applied in developing countries, but is bound by Bank guidelines designed in developed countries. Using the Bujagali Falls Hydropower Project, Uganda as a case study, this paper will demonstrate that the increase in external accountability at the World Bank via EIA has a negative effect on governments and civil society in the South and on global governance.  相似文献

以香港上水屠宰场的EIA为例,阐述了EIA过程须结合“清洁工艺”、“环境管理系统”、“持续生的本底监测”和“开放的公众咨询”四个重要单元,互动灵活,以增强环保效益、省时及经济。传统的EIA较为被动,如果项目“倡议人”缺乏环保意识,就会妨碍了它的实质功能。通行的末期性公众咨询,很容易激发冲突,与西方冗长的公众参与同样妨碍进度。文章探讨互动式EIA的优点,论证它对改善环评工序和可持续发展的重要性。  相似文献

Although collective efforts are common in both animal and human societies, many human and probably animal social dilemmas have no obvious cooperative solution, which is a challenge for evolutionary biologists. In public goods games, i.e. the experimental paradigm for studying the sustainability of a public resource with human subjects, initial cooperation usually declines quickly. Recently, it has been shown that the interaction with another social game in which good reputation attracts help, can maintain a high level of cooperation in the public goods game. Here we show experimentally that humans use different strategies in the public goods game conditional on whether the player knows that his decisions will be either known or unknown in another social game. The knowledge of being recognized as the same individual in both scenarios motivates players to invest in their reputation and thus sustain the public resource. However, cooperation declines immediately when individual identities switch from being recognizable to being unrecognizable between the two interacting games.Communicated by M. Group living is thought to be advantageous for animals, though it also creates opportunities for exploitation. Using food discovered by others can be described as a producer-scrounger, frequency-dependent game. In the game, scroungers (parasitic individuals) do better than producers (food finders) when scroungers are rare in the group, but they do worse when scroungers are common. When the individuals' payoffs do not depend on their phenotype (i.e. a symmetric game), this strong negative frequency dependence leads to a mixed stable solution where both alternatives obtain equal payoffs. Here, we address the question of how differences in social status in a dominance hierarchy influence the individuals' decision to play producer or scrounger in small foraging groups. We model explicitly the food intake rate of each individual in a dominance-structured foraging group, then calculate the Nash equilibrium for them. Our model predicts that only strong differences in competitive ability will influence the use of producing or scrounging tactics in small foraging groups; dominants will mainly play scrounger and subordinates will mostly use producer. Since the differences in competitive ability of different-ranking individuals likely depend on the economic defendability of food, our model provides a step towards the integration of social foraging and resource defence theories. Abstract: A commonly held belief is that if people can benefit financially from enterprises that depend on nearby forests, reefs, and other natural habitats, then they will take action to conserve and sustainably use them. The Biodiversity Conservation Network brought together conservation and development organizations and local communities to systematically test this hypothesis across 39 conservation project sites in Asia and the Pacific. Each project implemented one or more community-based enterprises such as setting up an ecotourism lodge, distilling essential oils from wild plant roots, producing jams and jellies from forest fruits, harvesting timber, or collecting marine samples to test for pharmaceutical compounds. Each project team collected the biological, enterprise, and social data necessary to test the network's hypothesis. We present the results of this test. We found that a community-based enterprise strategy can lead to conservation, but only under limited conditions and never on its own. We summarize the specific conditions under which an enterprise strategy will and will not work in a decision chart that can be used by project managers to determine whether this strategy might make sense at their site. We also found that an enterprise strategy can be subsidized and still create a net gain that pays for conservation. Based on our experiences, we recommend developing "learning portfolios" that combine action and research to test other conservation strategies.  相似文献

The paper explores the objectives, strategies and barriers to cleaner production (CP) implementation in China. Successful demonstration projects in China have shown that CP is a strategy for reducing pollution and costs, increasing competitiveness and achieving an integrated balance between economic and environmental benefits. As such, it is an inevitable choice and important contribution to sustainable development. However, it has not progressed enough as a strategy for continuous improvement since its effects are limited to industrial sectors or regions. CP implementation can be assisted by further popularization, policy system improvement, perception and awareness raising and technology innovation. These dimensions are the key tasks and incentives for all levels of government, enterprises and social organizations in moving toward sustainability.  相似文献

When Agendas Collide: Human Welfare and Biological Conservation   总被引:3,自引:0,他引:3  
Abstract:  Conservation should benefit ecosystems, nonhuman organisms, and current and future human beings. Nevertheless, tension among these goals engenders potential ethical conflicts: conservationists' true motivations may differ from the justifications they offer for their activities, and conservation projects have the potential to disempower and oppress people. We reviewed the promise and deficiencies of integrating social, economic, and biological concerns into conservation, focusing on research in ecosystem services and efforts in community-based conservation. Despite much progress, neither paradigm provides a silver bullet for conservation's most pressing problems, and both require additional thought and modification to become maximally effective. We conclude that the following strategies are needed to make conservation more effective in our human-dominated world. (1) Conservation research needs to integrate with social scholarship in a more sophisticated manner. (2) Conservation must be informed by a detailed understanding of the spatial, temporal, and social distributions of costs and benefits of conservation efforts. Strategies should reflect this understanding, particularly by equitably distributing conservation's costs. (3) We must better acknowledge the social concerns that accompany biodiversity conservation; accordingly, sometimes we must argue for conservation for biodiversity's sake, not for its direct human benefits.  相似文献

Established under the European Union (EU) Birds and Habitats Directives, Natura 2000 is one of the largest international networks of protected areas. With the spatial designation of sites by the EU member states almost finalized, the biggest challenge still lying ahead is the appropriate management of the sites. To evaluate the cross‐scale functioning of Natura 2000 implementation, we analyzed 242 questionnaires completed by conservation scientists involved in the implementation of Natura 2000 in 24 EU member states. Respondents identified 7 key drivers of the quality of Natura 2000 implementation. Ordered in decreasing evaluation score, these drivers included: network design, use of external resources, legal frame, scientific input, procedural frame, social input, and national or local policy. Overall, conservation scientists were moderately satisfied with the implementation of Natura 2000. Tree modeling revealed that poor application of results of environmental impact assessments (EIA) was considered a major constraint. The main strengths of the network included the substantial increase of scientific knowledge of the sites, the contribution of nongovernmental organizations, the adequate network design in terms of area and representativeness, and the adequacy of the EU legal frame. The main weaknesses of Natura 2000 were the lack of political will from local and national governments toward effective implementation; the negative attitude of local stakeholders; the lack of background knowledge of local stakeholders, which prevented well‐informed policy decisions; and the understaffing of Natura 2000 management authorities. Top suggestions to improve Natura 2000 implementation were increase public awareness, provide environmental education to local communities, involve high‐quality conservation experts, strengthen quality control of EIA studies, and establish a specific Natura 2000 fund. Controlling invasive species presents a public-good dilemma. Although environmental, social, and economic benefits of control accrue to society, costs are borne by only a few individuals and organizations. For decades, policy makers have used incentives and sanctions to encourage or coerce individual actors to contribute to the public good, with limited success. Diverse, subnational efforts to collectively manage invasive plants, insects, and animals provide effective alternatives to traditional command-and-control approaches. Despite this work, there has been little systematic evaluation of collective efforts to determine whether there are consistent principles underpinning success. We reviewed 32 studies to identify the extent to which collective-action theories from related agricultural and environmental fields explain collaborative invasive species management approaches; describe and differentiate emergent invasive species collective-action efforts; and provide guidance on how to enable more collaborative approaches to invasive species management. We identified 4 types of collective action aimed at invasive species—externally led, community led, comanaged, and organizational coalitions—that provide blueprints for future invasive species management. Existing collective-action theories could explain the importance attributed to developing shared knowledge of the social-ecological system and the need for social capital. Yet, collection action on invasive species requires different types of monitoring, sanctions, and boundary definitions. We argue that future government policies can benefit from establishing flexible boundaries that encourage social learning and enable colocated individuals and organizations to identify common goals, pool resources, and coordinate efforts.  相似文献

Restoration scientists and practitioners have recently begun to include economic and social aspects in the design and investment decisions for restoration projects. With few exceptions, ecological restoration studies that include economics focus solely on evaluating costs of restoration projects. However, economic principles, tools, and instruments can be applied to a range of other factors that affect project success. We considered the relevance of applying economics to address 4 key challenges of ecological restoration: assessing social and economic benefits, estimating overall costs, project prioritization and selection, and long‐term financing of restoration programs. We found it is uncommon to consider all types of benefits (such as nonmarket values) and costs (such as transaction costs) in restoration programs. Total benefit of a restoration project can be estimated using market prices and various nonmarket valuation techniques. Total cost of a project can be estimated using methods based on property or land‐sale prices, such as hedonic pricing method and organizational surveys. Securing continuous (or long‐term) funding is also vital to accomplishing restoration goals and can be achieved by establishing synergy with existing programs, public–private partnerships, and financing through taxation.  相似文献

We model the optimal design of programs requiring heterogeneous firms to disclose harmful emissions when disclosure yields both direct and indirect benefits. The indirect benefit arises from the internalization of social costs and resulting reduction in emissions. The direct benefit results from the disclosure of previously private information which is valuable to potentially harmed parties. Previous theoretical and empirical analyses of such programs restrict attention to the former benefit while the stated motivation for such programs highlights the latter benefit. When disclosure yields both direct and indirect benefits, policymakers face a tradeoff between inducing truthful self-reporting and deterring emissions. Internalizing the social costs of emissions, such as through an emissions tax, will deter emissions, but may also reduce incentives for firms to truthfully report their emissions.  相似文献

In September 2015, the Sustainable Development Goals (SDGs) were endorsed by the United Nations and adopted by all 193 Member States. The SDGs integrate the 5P’s: People, Planet, Prosperity, Peace, and Partnership and clearly stress the need for all stakeholders to collaborate to create a sustainable world. Most importantly, the SDGs appeal to the central and diverse role that the business sector can play to deliver on the SDGs. This paper provides an analysis of inclusive business (IB) models as market-based solutions to contribute to the achievement of the SDGs and benefit those at the Base of the Pyramid (BoP). We investigate the IB models and their social impact in 20 organizations from emerging economies across five different sectors. The findings should help increase the uptake and scale of quality IB models and practices among the private sector, development communities, and governments to promote inclusive economic growth and social impact.  相似文献

产业转移是经济发展过程中常见现象;产业生产与资源环境之间密不可分的关系决定了产业转移必然引起资源环境状况的变化。为评价产业转移对改善区域整体环境状况的作用,构建了以环境经济损益分析定量评价产业转移的环境效应的方法框架,并以广东省陶瓷行业转移为例,研究了基于人体健康的污染产业转移的环境效应。研究结果显示,一般而言,由于污染排放变化,产业迁出地将产生环境效益,同时承接地将发生环境损失。当产业转移产生环境净效益时,意味着整体区域环境的改善。这种改善主要得益于产业迁出地和承接地之间存在的社会经济特征差异、具有经济技术可行性的污染控制技术的推广以及环境自净能力的合理利用等因素的综合作用。为促进区域协调发展,区域内产业转移过程中,应采取优化产业转移目录、加强环境管理、建立环境信息公开和公众参与制度和统筹协调区域内的污染控制责任和环境利益等环境治理措施。  相似文献

Citizen science (CS) is gaining recognition as a valuable approach to meet data needs for environmental projects while fostering collaboration between scientists and members of the public. Despite increasing implementation of CS by natural resource entities, organizations’ motivations for engaging in CS remain poorly understood. We examined the utility of the theory of planned behavior (TPB) and social exchange theory (SET) in identifying factors influencing support of CS by scientific organizations. To test predictions of the TPB and SET theories, we surveyed (quantitative, web based) state wildlife agency staff in the United States on their perceptions of organizational engagement in CS. We divided questions that measured TPB items into individual and organizational components to address the influence of personal- and organization-level decision-making on staff perceptions and attitudes. We used structural equation modeling to identify key constructs that influence staff support of CS in state wildlife agencies. The survey yielded 627 responses across 44 states. Both TPB and SET constructs accurately predicted staff support of CS; however, measures from SET (e.g., public engagement benefits and costs of CS to scientific credibility) were most influential (i.e., TPB constructs had less impact). Our findings indicate that organizational support for CS is primarily influenced by assessment of trade-offs among perceived costs and benefits. Indicators of support for CS were further elucidated by including measures from the TPB model. Based on our results, we suggest that natural resource entities give careful consideration to CS project design, develop thorough communication and data management plans, and practice iterative evaluation of CS project productivity.  相似文献

This study develops a differential game to examine the effects of trade liberalization on transboundary water pollution. Water pollution is due to wastewater emissions from countries in a shared waterway along the U.S.–Mexico border with available data of pollution abatement costs, public health damages, and trade benefits. Noncooperative and cooperative games are examined with changes in trade policy and public health damages. Results show trade liberalization leads Mexico to curtail pollution in both games. Cooperation and trade liberalization limit emissions from both countries and curtail strategic behavior of the United States from Mexico's pollution control efforts in the noncooperative game.  相似文献

During economic crises, governments often increase fiscal spending to stimulate the economy. While the fiscal spending surge may be temporary, spending composition is often altered in favor of expenditures on social programs and other public goods which may persist over time. We model and measure the impact of fiscal spending patterns on the environment. The model predicts that a reallocation of government spending composition towards social and public goods reduces pollution. However, increasing total government spending without altering its composition does not reduce pollution. We empirically test these predictions for air and water pollutants showing that they are fully supported.  相似文献
