Should conservationists use lethal management to control introduced wildlife populations? Should they kill individual animals to protect endangered species? Are trade-offs that prioritize some values at the expense of others morally appropriate? These sorts of ethical questions are common in conservation. In debating such questions, conservationists often seem to presume 1 of 2 possible answers: the act in question is right or it is wrong. But morality in conservation is considerably more complex than this simple binary suggests. A robust conservation ethic requires a vocabulary that gives voice to the uncertainty and unease that arise when what seems to be the best available course of action also seems to involve a measure of wrongdoing. The philosophical literature on moral residue and moral dilemmas supplies this vocabulary. Moral dilemmas arise when one must neglect certain moral requirements to fulfill others. Under such circumstances, even the best possible decision leaves a moral residue, which is experienced emotionally as some form of grief. Examples of conservation scenarios that leave a moral residue include management of introduced rabbits in Australia, trophy hunting in Africa, and forest management trade-offs in the Pacific Northwest. Moral residue is integral to the moral experience of conservationists today, and grief is an appropriate response to many decisions conservationists must make. The role of ethics is becoming an increasingly important feature of biodiversity conservation dialogue and practice. Compassionate conservationists argue for a prohibition of, or at least a strong presumption against, the adoption of conservation policies that intentionally harm animals. They assert that to be compassionate is to care about animals and that it is antithetical to caring for animals to intentionally harm them. Compassionate conservationists thus criticize many existing conservation practices and policies. Two things together challenge the philosophical foundation of compassionate conservation. First, compassionate conservationists ground their theory in virtue ethics, yet virtue ethics permits exceptions to moral rules, so there cannot be an in-principle prohibition on adopting intentional harm-inducing policies and practices. But not all compassionate conservationists advocate for a prohibition on intentionally harming animals, only a strong presumption against it. This leads to the second point: compassion can motivate a person to adopt a harm-inducing conservation policy or practice when doing so is the best available option in a situation in which animals will be harmed no matter what policy or practice is adopted. Combining these insights with the empirical observation that conservationists regularly find themselves in tragic situations, we arrive at the conclusion that conservationists may regularly advocate for harm-inducing policies and practices from a position of compassion. Conservation science is a morally motivated field, with implicit and explicit values built into its practice. As such, conservationists must engage with conservation ethics to interrogate underlying values. We examine cutting-edge ecological science and contemporary ethics to revisit two conservation norms that have become dogmatic in the field: ecological collectives, but not individual animals, are valuable and anthropomorphism should be staunchly avoided. Emerging studies demonstrate that individuals and their intraspecific variation can be instrumentally valuable for conservation science, and there is an emerging consensus within environmental philosophy around the moral worth of individuals. Thus, we suggest conservation science should explicitly recognize the value of individuals. We also argue that avoiding anthropomorphism is detrimental to conservation because critical anthropomorphism enables a more nuanced scientific approach—allowing conservationists to ask enlightened questions with creativity and compassion. We provide evidence that both dogmatic norms are scientifically and morally outdated and propose new normative values to push conservation towards more robust science and ethical practice.  相似文献

Use of Traditional Ecological Knowledge in Marine Conservation   总被引:6,自引:0,他引:6  
Abstract:  Traditional ecological knowledge (TEK) represents multiple bodies of knowledge accumulated through many generations of close interactions between people and the natural world. TEK and its application via customary ecological management plans can be useful in modern conservation programs. I disaggregate the term TEK into its constituent parts and show several ways in which TEK can strengthen research designs by increasing locality-specific knowledge, including environmental linkages occurring in those localities. Examples of the uses of TEK in conservation include folk taxonomy in systematics in Micronesia, species knowledge for conservation in Kiribati, and fishers' knowledge of ecological interactions for reserve design in Belize. When conservationists recognize the utility of TEK, they can engage in an equitable exchange of knowledge and foster shared responsibility with indigenous people. These types of exchanges can also provide an opportunity for indigenous people to develop a scientific infrastructure.  相似文献

The ability of private conservation organizations to remain financially viable is a key factor influencing their effectiveness. One‐third of financially motivated private‐land conservation areas (PLCAs) surveyed in South Africa are unprofitable, raising questions about landowners’ abilities to effectively adapt their business models to the socioeconomic environment. In any complex system, options for later adaptation can be constrained by starting conditions (path dependence). We tested 3 hypothesized drivers of path dependence in PLCA ecotourism and hunting business models: (H1) the initial size of a PLCA limits the number of mammalian game and thereby predators that can be sustained; (H2) initial investments in infrastructure limit the ability to introduce predators; and (H3) rainfall limits game and predator abundance. We further assessed how managing for financial stability (optimized game stocking) or ecological sustainability (allowing game to fluctuate with environmental conditions) influenced the ability to overcome path dependence. A mechanistic PLCA model based on simple ecological and financial rules was run for different initial conditions and management strategies, simulating landowner options for adapting their business model annually. Despite attempts by simulated landowners to increase profits, adopted business models after 13 years were differentiated by initial land and infrastructural assets, supporting H1 and H2. A conservation organization's initial assets can cause it to become locked into a financially vulnerable business model. In our 50‐year simulation, path dependence was overcome by fewer of the landowners who facilitated natural ecological variability than those who maintained constant hunting rates and predator numbers, but the latter experienced unsustainably high game densities in low rainfall years. Management for natural variability supported long‐term ecological sustainability but not shorter term socioeconomic sustainability for PLCAs. Our findings highlight trade‐offs between ecological and economic sustainability and suggest a role for governmental support of the private conservation industry.  相似文献

Compassionate conservation is based on the ethical position that actions taken to protect biodiversity should be guided by compassion for all sentient beings. Critics argue that there are 3 core reasons harming animals is acceptable in conservation programs: the primary purpose of conservation is biodiversity protection; conservation is already compassionate to animals; and conservation should prioritize compassion to humans. We used argument analysis to clarify the values and logics underlying the debate around compassionate conservation. We found that objections to compassionate conservation are expressions of human exceptionalism, the view that humans are of a categorically separate and higher moral status than all other species. In contrast, compassionate conservationists believe that conservation should expand its moral community by recognizing all sentient beings as persons. Personhood, in an ethical sense, implies the individual is owed respect and should not be treated merely as a means to other ends. On scientific and ethical grounds, there are good reasons to extend personhood to sentient animals, particularly in conservation. The moral exclusion or subordination of members of other species legitimates the ongoing manipulation and exploitation of the living worlds, the very reason conservation was needed in the first place. Embracing compassion can help dismantle human exceptionalism, recognize nonhuman personhood, and navigate a more expansive moral space.  相似文献

Conservation conflicts are gaining importance in contemporary conservation scholarship such that conservation may have entered a conflict hype. We attempted to uncover and deconstruct the normative assumptions behind such studies by raising several questions: what are conservation conflicts, what justifies the attention they receive, do conservation-conflict studies limit wildlife conservation, is scientific knowledge stacked against wildlife in conservation conflicts, do conservation-conflict studies adopt a specific view of democracy, can laws be used to force conservation outcomes, why is flexibility needed in managing conservation conflicts, can conservation conflicts be managed by promoting tolerance, and who needs to compromise in conservation conflicts? We suggest that many of the intellectual premises in the field may defang conservation and prevent it from truly addressing the current conservation crisis as it accelerates. By framing conservation conflicts as conflicts between people about wildlife or nature, the field insidiously transfers guilt, whereby human activities are no longer blamed for causing species decline and extinctions but conservation is instead blamed for causing social conflicts. When the focus is on mitigating social conflicts without limiting in any powerful way human activities damaging to nature, conservation-conflict studies risk keeping conservation within the limits of human activities, instead of keeping human activities within the limits of nature. For conservation to successfully stop the biodiversity crisis, we suggest the alternative goal of recognizing nature's right to existence to maintenance of ecological functions and evolutionary processes. Nature being a rights bearer or legal person would imply its needs must be explicitly taken into account in conflict adjudication. If, even in conservation, nature's interests come second to human interests, it may be no surprise that conservation cannot succeed.  相似文献

Abstract: Habitat corridors can be essential for persistence of wildlife populations in fragmented landscapes. Although much research has focused on identifying species and places critical for conservation action, the conservation literature contains surprisingly few examples of corridors that actually have been protected and so provides little guidance for moving from planning through implementation. We examined a case study from southern California that combines monitoring of radio‐collared mountain lions (Puma concolor) with an assessment of land‐protection efforts to illustrate lessons learned while attempting to maintain ecological connectivity in a rapidly urbanizing landscape. As in many places, conservation scientists have provided science‐based maps of where conservation efforts should focus. But implementing corridors is a business decision based not solely on ecological information but also on cost, opportunity cost, investment risk, and other feasibility considerations. Here, the type and pattern of development is such that key connections will be lost unless they are explicitly protected. Keeping pace with conversion, however, has been difficult, especially because conservation efforts have been limited to traditional parcel‐by‐parcel land‐protection techniques. The challenges of and trade‐offs in implementation make it clear that in southern California, connectivity cannot be bought one parcel at a time. Effective land‐use plans and policies that incorporate conservation principles, such as California's Natural Communities Conservation Planning program, are needed to support the retention of landscape permeability. Lessons from this study have broad application, especially as a precautionary tale for places where such extensive and intensive development has not yet occurred. Given how limiting resources are for biodiversity conservation, conservationists must be disciplined about where and how they attempt corridor protection: in rapidly fragmenting landscapes, the opportunity for success can be surprisingly fleeting.  相似文献

Recent debates around the meaning and implications of compassionate conservation suggest that some conservationists consider emotion a false and misleading basis for moral judgment and decision making. We trace these beliefs to a long-standing, gendered sociocultural convention and argue that the disparagement of emotion as a source of moral understanding is both empirically and morally problematic. According to the current scientific and philosophical understanding, reason and emotion are better understood as partners, rather than opposites. Nonetheless, the two have historically been seen as separate, with reason elevated in association with masculinity and emotion (especially nurturing emotion) dismissed or delegitimated in association with femininity. These associations can be situated in a broader, dualistic, and hierarchical logic used to maintain power for a dominant male (White, able-bodied, upper class, heterosexual) human class. We argue that emotion should be affirmed by conservationists for the novel and essential insights it contributes to conservation ethics. We consider the specific example of compassion and characterize it as an emotional experience of interdependence and shared vulnerability. This experience highlights conservationists’ responsibilities to individual beings, enhancing established and widely accepted beliefs that conservationists have a duty to protect populations, species, and ecosystems (or biodiversity). We argue compassion, thus understood, should be embraced as a core virtue of conservation.  相似文献

Abstract:  Among the conservation voices today who seek a sensible "middle ground" in remedying land-use problems are those who propose a tend-the-garden ethic in which humans would merely need to view the earth as a garden and labor to make it productive and beautiful in order to solve conservation challenges. This line of reasoning is exemplified by Michael Pollan's highly praised book, Second Nature , which supports conservation values but harshly criticizes contemporary environmental efforts, including the work of such organizations as The Nature Conservancy. Pollan's portrayal of the gardener as model conservationist is usefully compared with an important essay by Aldo Leopold from a half-century ago, "The Farmer as a Conservationist," which similarly uses a model land tender as exemplar of where conservation needs to head. Comparing the two writings reveals profound flaws in the contemporary tend-the-garden line of thought. In doing so, it usefully reveals to scientists why their efforts are so often misunderstood and resisted. The popularity of tend-the-garden reasoning illustrates how successful the environmental backlash has been in misportraying the motives and aims of serious conservationists, particularly those who seek to protect wildlife and natural habitat. In doing so, it highlights the need for conservationists to take their own ideas more seriously and to do a far better job of presenting those ideas, in coherent form, to broad audiences.  相似文献

Rethinking Tropical Forest Conservation: Perils in Parks   总被引:12,自引:0,他引:12  
Abstract: According to some conservationists, large, pristine, uninhabited parks are the defining criterion of success in conserving tropical forests. They argue that human residents in tropical forests inevitably deplete populations of large animals through hunting, which triggers a chain reaction of ecological events that greatly diminish the conservation value of these forests. Hence, they believe that removal of people from tropical forests is an essential step in the creation of successful parks and in the conservation of nature in the tropics. This approach can lead to undesirable consequences, however. Forest residents—and rural people generally—are potent political actors in tropical forest regions and an essential component of the environmental political constituencies that are necessary for the long-term conservation of tropical forests. In Amazonia and elsewhere, rural people are defending far bigger areas of tropical forest from unfettered deforestation and logging than are parks, thereby conserving the ecological services provided by these forests and the majority of their component plant and animal species. Moreover, the data are too sparse to judge the effects of forest peoples on populations of large forest animals. The establishment of pristine, tropical forest parks is an important conservation goal, but the exclusive pursuit of this goal undermines the broader objectives of conservation when it identifies forest residents and other rural people as the enemies of nature.  相似文献

A divergence of values has become apparent in recent debates between conservationists who focus on ecosystem services that can improve human well‐being and those who focus on avoiding the extinction of species. These divergent points of view fall along a continuum from anthropocentric to biocentric values, but most conservationists are relatively closer to each other than to the ends of the spectrum. We have some concerns with both positions but emphasize that conservation for both people and all other species will be most effective if conservationists focus on articulating the values they all share, being respectful of divergent values, and collaborating on common interests. The conservation arena is large enough to accommodate many people and organizations whose diverse values lead them to different niches that can, with good will and foresight, be far more complementary than competitive. Climate change will require novel conservation strategies. One such tactic is a coarse‐filter approach that focuses on conserving nature's stage (CNS) rather than the actors (individual species). However, there is a temporal mismatch between the long‐term goals of conservation and the short‐term nature of most ecological studies, which leaves many assumptions untested. Paleoecology provides a valuable perspective on coarse‐filter strategies by marshaling the natural experiments of the past to contextualize extinction risk due to the emerging impacts of climate change and anthropogenic threats. We reviewed examples from the paleoecological record that highlight the strengths, opportunities, and caveats of a CNS approach. We focused on the near‐time geological past of the Quaternary, during which species were subjected to widespread changes in climate and concomitant changes in the physical environment in general. Species experienced a range of individualistic responses to these changes, including community turnover and novel associations, extinction and speciation, range shifts, changes in local richness and evenness, and both equilibrium and disequilibrium responses. Due to the dynamic nature of species responses to Quaternary climate change, a coarse‐filter strategy may be appropriate for many taxa because it can accommodate dynamic processes. However, conservationists should also consider that the persistence of landforms varies across space and time, which could have potential long‐term consequences for geodiversity and thus biodiversity.  相似文献

A vibrant debate about the future direction of biodiversity conservation centers on the merits of the so‐called new conservation. Proponents of the new conservation advocate a series of positions on key conservation ideas, such as the importance of human‐dominated landscapes and conservation's engagement with capitalism. These have been fiercely contested in a debate dominated by a few high‐profile individuals, and so far there has been no empirical exploration of existing perspectives on these issues among a wider community of conservationists. We used Q methodology to examine empirically perspectives on the new conservation held by attendees at the 2015 International Congress for Conservation Biology (ICCB). Although we identified a consensus on several key issues, 3 distinct positions emerged: in favor of conservation to benefit people but opposed to links with capitalism and corporations, in favor of biocentric approaches but with less emphasis on wilderness protection than prominent opponents of new conservation, and in favor of the published new conservation perspective but with less emphasis on increasing human well‐being as a goal of conservation. Our results revealed differences between the debate on the new conservation in the literature and views held within a wider, but still limited, conservation community and demonstrated the existence of at least one viewpoint (in favor of conservation to benefit people but opposed to links with capitalism and corporations) that is almost absent from the published debate. We hope the fuller understanding we present of the variety of views that exist but have not yet been heard, will improve the quality and tone of debates on the subject.  相似文献

Part I gives an overview on the origin and the development of the term “sustainability” in general and for agriculture in particular. This overview shows that the term “sustainability” is used widely in discussing ecological, social and economic aspects; however, there is no generally accepted definition for this term neither for the different aspects, nor for a concept including all the discussed aspects of “sustainability”. This makes a determination and practical implementation of the term “sustainability” difficult. Therefore a definition for a sustainable crop production from the ecological point of view is elaborated based on the discussion of the development of the term and on the identification of the most important applied aspects. Species hybrids have long been undervalued in conservation and are often perceived as a threat to pure species. Recently, the conservation value of hybrids, especially those of natural origin, has gained recognition; however, hybrid conservation remains controversial. We reviewed hybrid management policies, including laws, regulations, and management protocols, from a variety of organizations, primarily in Canada and the United States. We found that many policies are based on limited ethical and ecological considerations and provide little opportunity for hybrid conservation. In most policies, hybrids are either unrepresented or considered a threat to conservation goals. This is problematic because our review of the hybrid conservation literature identified many ethical and ecological considerations relevant to determining the conservation value of a hybrid, all of which are management‐context specific. We also noted a lack of discussion of the ethical considerations regarding hybrid conservation. Based on these findings, we created a policy framework outlining situations in which hybrids could be eligible for conservation in Canada and the United States. The framework comprises a decision tree that helps users determine whether a hybrid should be eligible for conservation based on multiple ecological and ethical considerations. The framework may be applied to any hybrid and is flexible in that it accommodates context‐specific management by allowing different options if a hybrid is a threat to or could benefit conservation goals. The framework can inform policy makers and conservationists in decision‐making processes regarding hybrid conservation by providing a systematic set of decision criteria and guidance on additional criteria to be considered in cases of uncertainty, and it fills a policy gap that limits current hybrid management.  相似文献

A cap‐and‐trade system for managing whale harvests represents a potentially useful approach to resolve the current gridlock in international whale management. The establishment of whale permit markets, open to both whalers and conservationists, could reveal the strength of conservation demand, about which little is known. This lack of knowledge makes it difficult to predict the outcome of a hypothetical whale permit market. We developed a bioeconomic model to evaluate the influence of economic uncertainty about demand for whale conservation or harvest. We used simulations over a wide range of parameterizations of whaling and conservation demands to examine the potential ecological consequences of the establishment of a whale permit market in Norwegian waters under bounded (but substantial) economic uncertainty. Uncertainty variables were slope of whaling and conservation demand, participation level of conservationists and their willingness to pay for whale conservation, and functional forms of demand, including linear, quadratic, and log‐linear forms. A whale‐conservation market had the potential to yield a wide range of conservation and harvest outcomes, the most likely outcomes were those in which conservationists bought all whale permits.  相似文献
