ABSTRACT: Social scientists were included in the planning and design for an integrated, trans-basin water resource project. Within this complex project, a socioeconomic impact assessment (SIA) concentrated on identifying the social, political, and economic issues and potential impacts inherent in developing a city's water rights. Before the SIA began, some of the development alternatives had already generated widespread hostility and organized opposition from communities within the watershed. The SIA involved residents of affected communities in the study design and project planning. The study found a number of components that constituted the concerns, beliefs, and expectations about perceived, potential impacts that might result from the different alternatives. In most cases these issues constituted threats to valued environmental resources, valued community resources, the social environment, the economic base, and a secure future. The social science component was a key factor in the ultimate decision to pursue a particular alternative which was sensitive to the social and political issues, minimized environmental and socioeconomic impacts, and ultimately had support among the communities potentially affected. The experience from this case study suggests that the approach used can be applied successfully in the planning of other water development projects and result in cooperation from the wide range of interest groups that often present costly obstacles to such projects. 相似文献

Community Capacity for Implementing Clean Development Mechanism Projects Within Community Forests in Cameroon 总被引:1,自引:0,他引:1
There is a growing assumption that payments for environmental services including carbon sequestration and greenhouse gas emission
reduction provide an opportunity for poverty reduction and the enhancement of sustainable development within integrated natural
resource management approaches. Yet in experiential terms, community-based natural resource management implementation falls
short of expectations in many cases. In this paper, we investigate the asymmetry between community capacity and the Land Use
Land Use Change Forestry (LULUCF) provisions of the Clean Development Mechanism within community forests in Cameroon. We use
relevant aspects of the Clean Development Mechanism criteria and notions of “community capacity” to elucidate determinants
of community capacity needed for CDM implementation within community forests. The main requirements are for community capacity
to handle issues of additionality, acceptability, externalities, certification, and community organisation. These community
capacity requirements are further used to interpret empirically derived insights on two community forestry cases in Cameroon.
While local variations were observed for capacity requirements in each case, community capacity was generally found to be
insufficient for meaningful uptake and implementation of Clean Development Mechanism projects. Implications for understanding
factors that could inhibit or enhance community capacity for project development are discussed. We also include recommendations
for the wider Clean Development Mechanism/Kyoto capacity building framework. 相似文献

They are also caused by pervasive activities, and not solely due to individual, identifiable, large-scale development projects. We are witnessing a growing concern with the global dimension of many environmental issues, reflected in the increase in the number and significance of international environmental organizations. Yet there is no internationally applicable strategy for environmental research which is management oriented. A new type of research policy, which integrates ideas derived from environmental and human ecology, is required in order to deal with cultural and ecological diversity and their interactions as reflected in the ecology of landscapes. The newly defined concept of environmental health is proposed to fill this gap. This concept integrates the latest developments in landscape evolutionary ecology and environmental health, bringing out a conflict between making the environment conducive to human health and increasing the available options for supporting the essential biological and ecological processes of the environment. Lessons derived from the evolution of human environments are used in order to illustrate how health may become un umbrella for developing an environmental research policy, which could also serve as a catalyst for international environmental projects. 相似文献

Integrated catchment management represents an approach to managing the resources of a catchment by integrating environmental,
economic, and social issues. It is aimed at deriving sustainable benefits for future generations, while protecting natural
resources, particularly water, and minimizing possible adverse social, economic, and environmental consequences. Indicators
of sustainable development, which summarize information for use in decision-making, are invaluable when trying to assess the
diverse, interacting components of catchment processes and resource management actions. The Driving-Forces–Pressure–State–Impact–Response
(DPSIR) indicator framework is useful for identifying and developing indicators of sustainable development for catchment management.
Driving forces have been identified as the natural conditions occurring in a catchment and the level of development and economic
activity. Pressures include the natural and anthropogenic supply of water, water demand, and water pollution. State indicators
can be split into those of quantity and those of quality. Impacts include those that affect the ecosystems directly and those
that impact the use value of the resource. It core indicators are identified within each of the categories given in the framework,
most major catchment-based management issues can be evaluated. This framework is applied to identify key issues in catchment
management in South Africa, and develop a set of indicators for evaluating catchments throughout the country. 相似文献

Companies that have the most effective environmental programs are those that have integrated environmental management into the business process. In order to take an environmental program to a higher level, we must determine a way to get business leaders to acknowledge the business benefit of environmental programs. Business integration becomes more likely when you speak the language of management and present tools that they regularly use. Most companies use business plans, therefore the use of an environmental quality business plan is a segue into the business. To catch management's attention, we must present cost improvement projects that will be part of the environmental quality business plan that affect the bottom line. Examples of the types of projects that could potentially save the company millions of dollars are reducing the cost of remediation, or pollution-prevention projects such as minimizing packaging and the elimination of chemical use and waste. Once we catch management's attention, we can get them involved in developing an environmental quality business plan and thus get more business integration and support. 相似文献

Waste management strategies in mining projects will depend to a large extent on the characteristics of the operational process, the type of ore and prevailing socio-environmental conditions, amongst other issues. The expenditures required by the management scheme and the implementation of remediation programs will be determined by the extent that the above issues were considered in the planning phase of the project. Several works have been published in the literature concerning the analysis of waste management programs and environmental impacts associated with uranium projects around the world. However, the vast majority do not report a comprehensive assessment integrating the various relationships among operational process, environmental impact, remediation strategy and costs. This study, divided into two papers, presents a detailed critical analysis of the waste management strategies adopted in two uranium production centres in Brazil, i.e., the Poços de Caldas Project (Part I) and the Caetité Project (Part II). The operational processes are described and the environmental impacts of the generated wastes as well as the adopted management strategies and costs are examined. Also, in Part II, a comparison between both production centres is made emphasizing the impacts of environmental and social-economical issues on the overall assessment. 相似文献

Ecosystems, though impacted by global environmental change, can also contribute to the adaptation and mitigation of such large
scale changes. Therefore, sustainable ecosystem management is crucial in reaching a sustainable future for the biosphere.
Based on the published literature and publicly accessible data, this paper discussed the status and trends of forest, grassland,
and wetland ecosystems in China that play important roles in the ecological integrity and human welfare of the nation. Ecological
degradation has been observed in these ecosystems at various levels and geographic locations. Biophysical (e.g., climate change)
and socioeconomic factors (e.g., intensive human use) are the main reasons for ecosystem degradation with the latter factors
serving as the dominant driving forces. The three broad categories of ecosystems in China have partially recovered from degradation
thanks to large scale ecological restoration projects implemented in the last few decades. China, as the largest and most
populated developing nation, still faces huge challenges regarding ecosystem management in a changing and globalizing world.
To further improve ecosystem management in China, four recommendations were proposed, including: (1) advance ecosystem management
towards an application-oriented, multidisciplinary science; (2) establish a well-functioning national ecological monitoring
and data sharing mechanism; (3) develop impact and effectiveness assessment approaches for policies, plans, and ecological
restoration projects; and (4) promote legal and institutional innovations to balance the intrinsic needs of ecological and
socioeconomic systems. Any change in China’s ecosystem management approach towards a more sustainable one will benefit the
whole world. Therefore, international collaborations on ecological and environmental issues need to be expanded. 相似文献

Unlike the United States and the European Union, developing countries do not have sufficiently structured legal and institutional systems to apply certain environmental management tools such as ecological risk assessment. However, it is important for countries with valuable environmental and ecological resources to have appropriate tools and to strengthen their environmental management capabilities and capacities for the sake of those resources. The case study described in this paper attempts to be a case study towards developing environmental management plans, especially in developing countries. The problem formulation step of Ecological Risk Assessment applied in this study contributed to the basic elements of an environmental management plan including the following: the partnership-building process, prioritization of the problems and issues of the ecosystem, and development of the action plan. Based on the information provided by participants from a series of workshops held to develop an environmental management plan for Uluabat Lake, ecosystem risks were ranked and an action plan was formed. The results obtained with the aid of fuzzy set theory provided a base for identification of the action steps by allowing scientific information to be included in the process. The degree to which Uluabat Lakes problem formulation fits into the existing legal framework of Turkey is also analyzed in this paper. 相似文献

Ecological regions are areas of similar climate, landform, soil, potential natural vegetation, hydrology, or other ecologically relevant variables. The makeup of aquatic biological assemblages (e.g., fish, macroinvertebrates, algae, riparian birds, etc.) varies dramatically over the landscape, as do the environmental stresses that affect the condition of those assemblages. Ecoregions delineate areas where similar assemblages are likely to occur and, therefore, where similar expectations can be established. For this reason, ecological regions have proven to be an important tool for use in the process of ecological assessment. This article describes four examples of the use of ecological regions in important aspects of environmental monitoring and assessment: (1) design of monitoring networks; (2) estimating expected conditions (criteria development); (3) reporting of results; (4) setting priorities for future monitoring and restoration. By delineating geographic areas with similar characteristics, ecological regions provide a framework for developing relevant indicators, setting expectations through the use of regional reference sites, establishing ecoregion-specific criteria and/or standards, presenting results, focusing models based on relationships between landscape and surface water metrics, and setting regional priorities for management and restoration. The Environmental Protection Agency and many state environmental departments currently use ecoregions to aid the development of environmental criteria, to illustrate current environmental condition, and to guide efforts to maintain and restore physical, chemical and biological integrity in lakes, streams, and rivers. 相似文献

An important goal of biological inventories is to provide information for environmental assessments of development projects
and biodiversity conservation. Likewise, computer data bases have been proposed for efficient compilation and management of
biological information. However, the attributes of biological inventories and computer data bases have not been examined with
respect to environmental assessments. This article presents a case study in Mexico to analyze the current limitations of biological
inventories for successful environmental assessments and biodiversity conservation in developing countries. Results demonstrate
that, considering the objectives of environmental assessments and information constraints, computerized biological inventories
should be assembled with a minimum of record fields: taxonomic data and georeferenced collection localities. Furthermore,
it is proposed that environmental assessments should become a feedback to biological inventories and an important financial

Worcester Polytechnic Institute's (WPI) unique academic plan enables students to study sustainable development and the environment as part of an international educational experience. As a technological university, WPI requires students to complete an interdisciplinary project on the interaction of science or technology and society. This paper describes the environmental projects completed by WPI students, in Bangkok, Venice and Guayaquil. The lessons from WPI's experience provide a model for environmental education at other institutions. These interdisciplinary projects not only promote environmental awareness among students, but they also provide tangible assistance to regions which are developing strategies for sustainable development. 相似文献

A questionnaire survey was conducted in 2002 on 1365 households in two prefectural-level cities in the Pearl River Delta, Jiangmen and Zhongshan. Three groups of issues are covered in this paper: 1) waste management literacy, concerns, and public participation; 2) waste recycling practices and the potential for waste avoidance; and 3) public environmental literacy. This study confirms findings from previous surveys and provides new information on important issues such as imposing monetary charges on waste and environmental activities, littering, source separation programs (SSPs), and public participation and expectations in local waste management. Saving up recyclable materials for redemption in waste depots is commonly practiced in mainland China regardless of the level of development of a city, although at the household level, high-income families tend to place less value on the revenues to be gained from redemption than lower income groups do. Data from the previous and the present studies indicate that such voluntary but largely economically driven waste recovery behavior diverts at least 10% of the household waste from the waste stream. Although uncompensated SSP is less appealing in the two cities than compensated SSP, it was found that when the median per capita income of a city reaches RMB2000 per month, a high participation rate for uncompensated waste recovery is more likely to occur. Education and income levels are the chief factors affecting littering behavior and the potential for waste avoidance. Contrary to general belief, the local Chinese community is active in microwaste management. The concern, however, is over the inability of the grassroots bureaucracy to deal with rising expectations for waste collection services and neighborhood cleanliness. 相似文献

Micro- and small-scale low-carbon energy generators embedded within villages, towns and cities can provide a valuable income stream for local communities among other potential benefits. There are a range of social, political, technical and environmental factors that may impact upon the success of a planned energy generation project; however, these factors are rarely considered in unison. The aim of this research is to investigate and understand the concerns relating to equity and distributional justice that impact upon local groups interested in developing energy projects and to determine whether a whole systems approach can be used to draw out perceived issues. This has been achieved by working with two small village groups to test a newly developed energy equity assessment tool. This paper reports research findings from two villages in the UK both planning energy projects that intended to benefit their respective villages and examines perceived issues relating to equity and distributional justice associated with the proposed schemes. The research highlights some challenges facing community groups when planning micro- and small-scale energy projects and demonstrates the commitment, tenacity and high levels of personal risk that these groups have to bear in order to bring their projects to fruition and comments as to the type of actions that may be required to more wholly consider equity issues while developing future energy policy. 相似文献

ABSTRACTTo date, research on mine remediation in North America has focused primarily on technical management; relatively less is known about the historical, political and social dimensions of remediation. Remediation, as a continuation of the mining process, alters local landscapes and economies and can be both dangerous and beneficial for surrounding communities. Because remediation projects tend to focus on the technical aspects of clean-up, such projects risk overlooking the environmental injustices associated with past development and obscuring blame or responsibility from industry and government for environmental degradation. Insofar as it is understood as cleaning up or repairing environmental damage, remediation is generally seen as “doing the good” and is less amenable to political or ethical challenges based on community concerns or values. This paper argues that greater attention needs to be paid to public participation and justice concerns associated with cleaning up mine sites. Drawing from the literatures on ecological restoration, environmental justice, reconciliation, discard studies, and matters of care, we highlight critical, yet overlooked issues in the remediation of post-mining landscapes. We argue that remediation projects present a unique opportunity for the negotiation and articulation of morals, values, histories, and physical experiences associated with mine sites and we seek to re-frame remediation as an ongoing, creative process of community healing. 相似文献
