Despite a broad literature addressing the human dimensions of wildfire, current approaches often compartmentalize results according to disciplinary boundaries. Further, relatively few studies have focused on the public’s evolving perceptions of wildfire as communities change over time. This paper responds to these gaps by exploring perceptions of landscape dynamics and wildfire between 2003 and 2007 using a typological framework of intersecting ecological, social, and cultural processes. Designed as a restudy, and using key informant interviews, this research allowed us to observe risk perception as they are related to community challenges and opportunities in the Kenai Peninsula, Alaska. Risk perceptions were examined as an integral part of community and landscape change. Wildfire was a concern among informants in 2003 and remained a concern in 2007, although informants were less likely to discuss it as a major threat compared to the original study. Informants in the western part of the peninsula tended to express more concern about wildfire than their eastern counterparts largely due to their experiences with recent fires. Other important factors residents considered included changing forest fuels, the expanding wildland urban interface, and contrasting values of new residents. Underscoring the localized nature of risk perceptions, informants had difficulty describing the probability of a wildfire event in a geographical context broader than the community scale. This paper demonstrates how a holistic approach can help wildfire and natural resource professionals, community members, and other stakeholders understand the social and physical complexities influencing collective actions or inactions to address the threat of wildfire.  相似文献

Fire management agencies in Canada are mandated with protecting multiple forest values from wildfire. Deciding where to reduce fire hazard and how to allocate resources and fire suppression efforts requires an understanding of the values-at-risk from wildfire. The protection of recreation infrastructure is often assumed to provide adequate protection of recreation values. We use an expert judgment approach to provide a spatial distribution of recreation values-at-risk in the forested eastern slopes of the Rocky Mountain region of Alberta, Canada. Data were collected in 2004 from 11 land managers responsible for public lands management and wildfire prevention in the region. Expert assessments showed that recreation values were not confined to areas with publicly funded infrastructure. Exploratory spatial analysis of the ratings identified hotspots and cold spots of recreation activity. Maps resulting from these efforts will provide guidance to fire managers in the prioritization of fire management activities.  相似文献

Wildland fire and associated management efforts are dominant topics in natural resource fields. Smoke from fires can be a nuisance and pose serious health risks and aggravate pre-existing health conditions. When it results in reduced visibility near roadways, smoke can also pose hazardous driving conditions and reduce the scenic value of vistas. Communicating about smoke, whether in the preparation phases before a planned burn or during a wildfire event, can enable those at risk to make informed decisions to minimize their exposure to smoke or choose alternate activities that mitigate smoke completely. To date, very little research has been completed on the social aspects of smoke, such as communication or public perceptions. Here, we present findings from an exploratory study that examined challenges and opportunities related to communication (within agencies or to the public) for management of smoke from wildland fires. Interviews were conducted in California, Oregon, Montana, and South Carolina among a purposive sample of individuals, who are involved in fire or smoke management. Findings indicate that smoke poses several challenges to management agencies. Findings also provide insight into potential strategies to address such challenges by improving communication in both inter- and intra-agency situations as well as with members of the public. In particular, prioritizing fire and smoke-related communication within agencies, allocating agency resources specifically for training in communication and outreach endeavors, taking advantage of existing resources including informal social networks among the public, and building long-term relationships both between agencies and with the public were viewed as effective.  相似文献

This study utilizes remote sensing derived forest aboveground biomass (AGB) estimates and ownership information obtained from the Protected Areas Database (PAD), combining landscape analyses and GIS techniques to demonstrate how different ownerships (public, regulated private, and other private) relate to the spatial distribution of AGB in New England states of the USA. “Regulated private” lands were dominated by lands in Maine covered by a Land Use Regulatory Commission. The AGB means between all pairs of the identified ownership categories were significantly different (P < 0.05). Mean AGB observed in public lands (156 Mg/ha) was 43% higher than that in regulated private lands (109 Mg/ha), or 30% higher than that of private lands as a whole. Seventy-seven percent of the regional forests (or about 9,300 km2) with AGB >200 Mg/ha were located outside the area designated in the PAD and concentrated in western MA, southern VT, southwestern NH, and northwestern CT. While relatively unfragmented and high-AGB forests (>200 Mg/ha) accounted for about 8% of total forested land, they were unevenly proportioned among the three major ownership groups across the region: 19.6% of the public land, 0.8% of the regulated private land, and 11.0% of the other private land. Mean disturbance rates (in absolute value) between 1992 and 2001 were 16, 66, and 19 percent, respectively, on public, regulated private, and other private land. This indicates that management practices from different ownerships have a strong impact on dynamic changes of landscape structures and AGB distributions. Our results may provide insight information for policy makers on issues regarding forest carbon management, conservation biology, and biodiversity studies at regional level.  相似文献

This article is based on a multimethod study designed to clarify influences on wildfire hazard vulnerability in Arizona’s White Mountains, USA. Findings reveal that multiple factors operating across scales generate socially unequal wildfire risks. At the household scale, conflicting environmental values, reliance on fire insurance and firefighting institutions, a lack of place dependency, and social vulnerability (e.g., a lack of financial, physical, and/or legal capacity to reduce risks) were found to be important influences on wildfire risk. At the regional-scale, the shift from a resource extraction to environmental amenity-based economy has transformed ecological communities, produced unequal social distributions of risks and resources, and shaped people’s social and environmental interactions in everyday life. While working-class locals are more socially vulnerable than amenity migrants to wildfire hazards, they have also been more active in attempting to reduce risks in the aftermath of the disastrous 2002 Rodeo-Chediski fire. Social tensions between locals and amenity migrants temporarily dissolved immediately following the disaster, only to be exacerbated by the heightened perception of risk and the differential commitment to hazard mitigation displayed by these groups over a 2-year study period. Findings suggest that to enhance wildfire safety, environmental managers should acknowledge the environmental benefits associated with hazardous landscapes, the incentives created by risk management programs, and the specific constraints to action for relevant social groups in changing human-environmental context.  相似文献

ABSTRACT

The impacts of extreme weather events, causing severe storms and wildfires, cascade across administrative borders within a country, challenging the steering capacity of governance networks at different political scales. This paper examines how accountability and risk were constructed and negotiated in the aftermath of Sweden’s largest wildfire. It draws on results from an interview study with executives of organizations and landowners involved, and an analysis of government reports about the wildfire’s cause and consequences. Although the fire was human-caused, public administrative bodies paid considerable attention to the local emergency services and their poor handling of the wildfire, caused by lack of knowledge of forest fire behavior. The study confirms many of the challenges associated with governance networks. It finds that issues about who to hold accountable, in what forum and for what issue are not fully addressed, being overwhelmed by demands for better knowledge of forest fire prevention and improved coordination and collaboration. To conclude, the paper calls for a better-informed public administration, forest sector and interrelated networks that take responsibility for their actions or lack thereof.  相似文献

Ecosystem management and sustainable forestry on mixed ownership landscapes will require some level of cross-boundary coordination or management. Oregon's experiment with local, voluntary, collaborative forums, called watershed councils, is one mechanism to foster cross-boundary management. Fifty qualitative, in-depth interviews in three study areas were conducted with nonindustrial private forest (NIPF) landowners, watershed council members, and agency employees to learn how and why landowners participate (or not) on watershed councils. Study areas were located in three different areas of the state to reflect different ecological and organizational settings. Our case study identified three themes—stewardship ethic, property rights amid uncertainty, and action orientation—that were most salient among landowners when deciding to participate in their local watershed council. Other factors related to competing opportunities were also identified. Our results relate to the social psychological antecedents to cooperation of perceived consensus, group identity, and legitimacy of authority as well as to applied situations where cross-boundary coordination and management are goals.  相似文献

Third-party certification of forest management practices is being touted as a means of promoting more sustainable forestry globally. Certification occurs when a forest owner voluntarily requests an independent certification body to inspect their lands and practices relative to standards and criteria set forth by the certifying body. The Forest Stewardship Council (FSC) has emerged in recent years as the global leader in third-party forest certification, and to date approximately 22 million hectares of forests have been certified globally by FSC-accredited certifiers. The future success of forest certification efforts will depend in large part on continued growth in the area under certification, and one key area of concern in this regard has been the slow pace of certification of non-industrial private forest (NIPF) lands. This paper assesses the prospects for and barriers to forest certification of NIPF lands in north-western Pennsylvania, an area characterised by high-value hardwood forests and high rates of NIPF ownership. La ceritificación de terceros de practicas del manejo forestal esta siendo solicitada como una medida de promover mas la silvicultura sostenible globalmente. La certificación ocurre cuando el dueño de un bosque voluntariamente pide a un organísmo de certificación independiente inspeccionar su tierra y sus practicas relativas a los estandares y criterios establecidos por el organísmo certificador. El Concejo Administrativo Forestal (FSC) ha surgido en los últimos años como el líder global en la certificación forestal de terceros, y hasta la fecha aproximadamente 22 millones de hectáreas de bosque han sido globalmente certificadas por el FSC-certificadores acreditados. El éxito futuro de los esfuerzos para la certificación forestal dependerán en gran parte del continuo crecimiento del área bajo certificación, y un área clave de preocupación con respecto a esto ha sido el ritmo lento de certificación de las tierras de bosques privados no industriales (NIPF). Wildland fire management is subject to manifold sources of uncertainty. Beyond the unpredictability of wildfire behavior, uncertainty stems from inaccurate/missing data, limited resource value measures to guide prioritization across fires and resources at risk, and an incomplete scientific understanding of ecological response to fire, of fire behavior response to treatments, and of spatiotemporal dynamics involving disturbance regimes and climate change. This work attempts to systematically align sources of uncertainty with the most appropriate decision support methodologies, in order to facilitate cost-effective, risk-based wildfire planning efforts. We review the state of wildfire risk assessment and management, with a specific focus on uncertainties challenging implementation of integrated risk assessments that consider a suite of human and ecological values. Recent advances in wildfire simulation and geospatial mapping of highly valued resources have enabled robust risk-based analyses to inform planning across a variety of scales, although improvements are needed in fire behavior and ignition occurrence models. A key remaining challenge is a better characterization of non-market resources at risk, both in terms of their response to fire and how society values those resources. Our findings echo earlier literature identifying wildfire effects analysis and value uncertainty as the primary challenges to integrated wildfire risk assessment and wildfire management. We stress the importance of identifying and characterizing uncertainties in order to better quantify and manage them. Leveraging the most appropriate decision support tools can facilitate wildfire risk assessment and ideally improve decision-making.  相似文献

"Working landscapes" is the concept of fostering effective ecosystem stewardship and conservation through active human presence and management and integrating livestock, crop, and timber production with the provision of a broad range of ecosystem services at the landscape scale. Based on a statewide survey of private landowners of "working" forests and rangelands in California, we investigated whether owners who are engaged in commercial livestock or timber production appreciate and manage biodiversity and ecosystem services on their land in different ways than purely residential owners. Both specific uses and management practices, as well as underlying attitudes and motivations toward biodiversity and ecosystem services, were assessed. Correlation analysis showed one bundle of ecosystem goods and services (e.g., livestock, timber, crops, and housing) that is supported by some landowners at the community level. Another closely correlated bundle of biodiversity and ecosystem services includes recreation, hunting/fishing, wildlife habitat, and fire prevention. Producers were more likely to ally with the first bundle and residential owners with the second. The survey further confirmed that cultural ecosystem services and quality-of-life aspects are among the primary amenities that motivate forest and rangeland ownership regardless of ownership type. To live near natural beauty was the most important motive for both landowner groups. Producers were much more active in management for habitat improvement and other environmental goals than residential owners. As the number of production-oriented owners decreases, developing strategies for encouraging environment-positive management by all types of landowners is crucial.  相似文献

Approximately 37% of forestlands in the conterminous United States are publicly owned; they represent a substantial area of potential carbon sequestration in US forests and in forest products. However, large areas of public forestlands traditionally have been less intensively inventoried than privately owned forests. Thus, less information is available about their role as carbon sinks. We present estimates of carbon budgets on public forestlands of the 48 conterminous states, along with a discussion of the assumptions necessary to make such estimates. The forest carbon budget simulation model, FORCARB2, makes estimates for US forests primarily based on inventory data. We discuss methods to develop consistent carbon budget estimates from inventory data at varying levels of detail. Total carbon stored on public forestlands in the conterminous US increased from 16.3 Gt in 1953 to the present total of 19.5 Gt, while area increased from 87.1 million hactares to 92.1 million hactares. At the same time the proportion of carbon on public forestlands relative to all forests increased from 35% to 37%. We examined the effect that value orientation to forests and wildland fire management has on an individual’s decision to create defensible space around his or her residence in the wildland–urban interface. Using data from a mail-back questionnaire, respondents in north central Minnesota were clustered by basic value–laden beliefs toward forest and wildland fire management and compared across a number of perceptions and behaviors related to creating defensible space around residences. Value orientation groups differed in attitudes, subjective norms, and perceived behavior control toward creating defensible space. In addition, relative effects of these perceptions on intention to create defensible space differed across groups. Implications lie in (a) understanding differences in motivations and reasons for support of strategies for managing fires near the wildland–urban interface, (b) developing information designed to address the perspectives of different groups related to creating defensible space, and (c) contributing to an improved integration of land management and public concerns and interests.  相似文献

Two decades of uncharacteristically severe wildfires have caused government and private land managers to actively reduce hazardous fuels to lessen wildfire severity in western forests, including riparian areas. Because riparian fuel treatments are a fairly new management strategy, we set out to document their frequency and extent on federal lands in the western U.S. Seventy-four USDA Forest Service Fire Management Officers (FMOs) in 11 states were interviewed to collect information on the number and characteristics of riparian fuel reduction treatments in their management district. Just under half of the FMOs surveyed (43%) indicated that they were conducting fuel reduction treatments in riparian areas. The primary management objective listed for these projects was either fuel reduction (81%) or ecological restoration and habitat improvement (41%), though multiple management goals were common (56%). Most projects were of small extent (93% < 300 acres), occurred in the wildland-urban interface (75%), and were conducted in ways to minimize negative impacts on species and habitats. The results of this survey suggest that managers are proceeding cautiously with treatments. To facilitate project planning and implementation, managers recommended early coordination with resource specialists, such as hydrologists and fish and wildlife biologists. Well-designed monitoring of the consequences of riparian fuel treatments on fuel loads, fire risk, and ecological effects is needed to provide a scientifically-defensible basis for the continued and growing implementation of these treatments.  相似文献

The ignition of low-intensity fires in the dormant season in the pine stands of north-western Portugal seeks to reduce the existing fuel hazard without compromising site quality. The purpose of this study is to characterise this practice and assess its effectiveness, based on information resulting from the normal monitoring process at the management level, and using operational guidelines, fire behaviour models and a newly developed method to classify prescribed fire severity. Although the region's humid climate strongly constrains the activity of prescribed fire, 87% of the fires analysed were undertaken under acceptable meteorological and fuel moisture conditions. In fact, most operations achieved satisfactory results. On average, prescribed fire reduces by 96% the potential intensity of a wildfire occurring under extreme weather conditions, but 36% of the treated sites would still require heavy fire fighting resources to suppress such fire, and 17% would still carry it in the tree canopy. Only 10% of the prescribed burns have an excessive impact on trees or the forest floor, while 89% (normal fire weather) or 59% (extreme fire weather) comply with both ecological integrity maintenance and wildfire protection needs. Improved planning and monitoring procedures are recommended in order to overcome the current deficiencies.  相似文献

Many factors influence forest landowner management decisions. This study examines landowner decisions regarding participation in ecosystem management activities, such as a landscape corridor cutting across their private lands. Landscape corridors are recognized worldwide as an important tool in biodiversity conservation. For ecosystem management activities to occur in areas dominated by a multitude of small private forest landholdings, landowner participation and cooperation is necessary. Data from a survey of landowners combined with an analysis of their land's spatial attributes is used to assess their interest in ecosystem management. Results suggest that spatial attributes are not good predictors of an owner's interest in ecosystem management. Other factors such as attitudes and opinions about the environment are more effective in explaining landowner interest. The results have implications for any land manager using GIS data and implementing ecosystem management activities on private forestland.  相似文献

Forests and forestlands are common inheritance for all Greeks and a piece of the national wealth that must be handed over to the next generations in the best possible condition. After 1974, Greece faces a severe forest fire problem and forest fire forecasting is the process that will enable the Greek ministry of Agriculture to reduce the destruction. This paper describes the basic design principles of an Expert System that performs forest fire forecasting (for the following fire season) and classification of the prefectures of Greece into forest fire risk zones. The Expert system handles uncertainty and uses heuristics in order to produce scenarios based on the presence or absence of various qualitative factors. The initial research focused on the construction of a mathematical model which attempted to describe the annual number of forest fires and burnt area in Greece based on historical data. However this has proven to be impossible using regression analysis and time series. A closer analysis of the fire data revealed that two qualitative factors dramatically affect the number of forest fires and the hectares of burnt areas annually. The first is political stability and national elections and the other is drought cycles. Heuristics were constructed that use political stability and drought cycles, to provide forest fire guidance. Fuzzy logic was applied to produce a fuzzy expected interval for each prefecture of Greece. A fuzzy expected interval is a narrow interval of values that best describes the situation in the country or a part of the country for a certain time period. A successful classification of the prefectures of Greece in forest fire risk zones was done by the system, by comparing the fuzzy expected intervals to each other. The system was tested for the years 1994 and 1995. The testing has clearly shown that the system can predict accurately, the number of forest fires for each prefecture for the following year. The average accuracy was as high as 85.25% for 1995 and 80.89% for 1994. This makes the Expert System a very important tool for forest fire prevention planning.  相似文献

Previous research on public perceptions of lethal or hazardous events have often cited the media as possible causes of inaccurate judgments of the frequencies with which such events are assumed to occur. No attempts have been made empirically to assess relationships between media usage and these perceptions however. A study is reported in which a representative sample from one region of Britain was asked to estimate the likelihood of personal risk from a number of hazards which were then related to how much television, and in particular, television news and documentaries they watched. Results showed that in the presence of controls for sex, age and socio-economic class, the overall amount of viewing, but not of news or documentary viewing in particular, was related to perceptions of personal risk on just four hazards to life out of a list of twelve. Heavy television viewers more often perceived higher risk from lightning, flooding and terrorist bomb attacks than did light television viewers, and medium viewers most often perceived higher risk from cancer. On this evidence it appears that aspects of television viewing are only sporadically related to public perceptions of hazards to life, and that viewing of news and documentary is unrelated to such perceptions.  相似文献

Three causes have been identified for the spiraling cost of wildfire suppression in the United States: climate change, fuel accumulation from past wildfire suppression, and development in fire-prone areas. Because little is likely to be performed to halt the effects of climate on wildfire risk, and because fuel-management budgets cannot keep pace with fuel accumulation let alone reverse it, changing the behaviors of existing and potential homeowners in fire-prone areas is the most promising approach to decreasing the cost of suppressing wildfires in the wildland–urban interface and increasing the odds of homes surviving wildfire events. Wildfire education efforts encourage homeowners to manage their property to decrease wildfire risk. Such programs may be more effective with a better understanding of the factors related to homeowners’ decisions to undertake wildfire risk–reduction actions. In this study, we measured whether homeowners had implemented 12 wildfire risk–mitigation measures in 2 Colorado Front Range counties. We found that wildfire information received from local volunteer fire departments and county wildfire specialists, as well as talking with neighbors about wildfire, were positively associated with higher levels of mitigation. Firsthand experience in the form of preparing for or undertaking an evacuation was also associated with a higher level of mitigation. Finally, homeowners who perceived higher levels of wildfire risk on their property had undertaken higher levels of wildfire-risk mitigation on their property.  相似文献

Traditional park and reserve selection techniques that rely exclusively on expert assessment can marginalize local knowledge and values in the review process. Using survey data from the Otways region of Victoria, Australia, we present a method that differentiates between public and private lands using locally perceived landscape values. The results are used to assess prospective national park expansion areas. Two data models of mapped landscape values—vector and raster—were analysed using discriminant analysis to classify and predict land status. Results indicate survey respondents hold more indirect and less tangible values for national parks and reserves, and more direct use values for private lands. There was moderate agreement between public and expert-derived national park boundaries. The mapping of local landscape values appears useful in planning and reviewing public land classifications, and when combined with biological assessments, can strengthen protected areas planning and management in Australia and elsewhere.  相似文献

Previous research notes that sense of place may intensify, and that levels of public risk perception may decrease with proximity to an established hazardous or stigmatised site. In addition, the literature suggests that sense of place may act either to mediate or moderate community perceptions of risk in such localities. This study comprised a major household survey (n = 1326) and an interview study (n = 39) and was conducted close to the nuclear power stations at Oldbury and Hinkley Point, both in the UK. It investigated the roles of perceptions of place and hazard proximity in considering (a) perceptions of risk and (b) public attitudes towards the building of a new nuclear power station in the nearby area. In addition, a novel scale was developed to measure the perceived contribution of the nearby nuclear power station to sense of place. The results suggest first, that sense of place mediates (but does not moderate) perceptions of risk in very proximate communities, and second, that public attitudes to new build in communities situated very close to established nuclear sites may be largely dependent on the extent to which the existing facility is perceived to contribute towards sense of place. The implications of these results for existing theory are discussed.  相似文献
