In the United States public involvement in the Environmental Impact Statement (EIS) process is required by Council on Environmental Quality (CEQ) Guidelines, Executive mandates, and agency guidelines. Public participation after the initial Environmental Impact Assessment (EIA) and throughout the preparation of the Draft Environmental Impact Statement (DEIS) is desirable for it permits contributions from:
  1. those who are directly affected by a proposed project.
  2. individuals with expertise in environmental fields that may be affected by government action.
Early public participation can be useful in identifying environmental problems and potential sources of controversy. A systematic approach should be applied by government agencies to solicit public opinion throughout the preparation of the DEIS. Early, active, and meaningful participation particularly by those government and public segments most affected by the proposed project is a positive step towards effectively using the EIS as a management tool for mitigating impacts to the human environment. Here we discuss the role of public participation in the EIS process and develop an approach for initiating early and expressive public participation.  相似文献

Hydrogen fuel cell vehicles pose hazards different from conventional vehicles. This paper performs a risk assessment on road collision vehicle fires with hydrogen-fueled tank of 70 MPa. The high voltage battery fire caused by road collision can lead to onboard hydrogen release or explosion. Events progressions are analyzed and typical hydrogen consequences are evaluated quantitatively, including hydrogen jet fires and tank catastrophic rupture. Perimeters around the accident scene are proposed for the safety of general public and first responders, respectively. Risks of fatalities, injuries, and damages are all quantified in financial terms to make it possible to combine and compare.  相似文献

A wildland fire is a serious threat for forest ecosystems in Southern Europe affecting severely and irreversibly regions of significant ecological value as well as human communities. To support decision makers during large-scale forest fire incidents, a multidisciplinary system has been developed that provides rational and quantitative information based on the site-specific circumstances and the possible consequences. The systems architecture consists of several distinct supplementary modules of near real-time satellite monitoring and fire forecast using an integrated framework of satellite Remote Sensing, GIS, and RDBMS technologies equipped with interactive communication capabilities. The system may handle multiple fire ignitions and support decisions regarding dispatching of utilities, equipment, and personnel that would appropriately attack the fire front. The operational system was developed for the region of Penteli Mountain in Attika, Greece, one of the mountain areas in the country most hit by fires. Starting from a real fire incident in August 2000, a scenario is presented to illustrate the effectiveness of the proposed approach.  相似文献

Fire occurrences and their sources were monitored in Emas National Park, Brazil (17°49′–18°28′S; 52°39′–53°10′W) from June 1995 to May 1999. The extent of burned area and weather conditions were registered. Forty-five fires were recorded and mapped on a GIS during this study. Four fires occurred in the dry winter season (June–August; 7,942 ha burned), all caused by humans; 10 fires occurred in the seasonally transitional months (May and September) (33,386 ha burned); 31 fires occurred in the wet season, of which 30 were caused by lightning inside the park (29,326 ha burned), and one started outside the park (866 ha burned). Wet season lightning fires started in the open vegetation (wet field or grassy savanna) at a flat plateau, an area that showed significantly higher fire incidence. On average, winter fires burned larger areas and spread more quickly, compared to lightning fires, and fire suppression was necessary to extinguish them. Most lightning fires were patchy and extinguished primarily by rain. Lightning fires in the wet season, previously considered unimportant episodes, were shown to be very frequent and probably represent the natural fire pattern in the region. Lightning fires should be regarded as ecologically beneficial, as they create natural barriers to the spread of winter fires. The present fire management in the park is based on the burning of preventive firebreaks in the dry season and exclusion of any other fire. This policy does not take advantage of the beneficial effects of the natural fire regime and may in fact reduce biodiversity. The results presented here stress the need for reevaluating present policies and management procedures concerning fire in cerrado conservation areas.  相似文献

Government agencies in cities across Asia recognise that municipalities must take steps to adapt to projected climate changes if people and places are to be kept above water. This paper focuses on planning for climate change in Bangkok because it ranks among the top 10 port cities vulnerable to climate change related flooding. It is also understood that the most devastating impacts of climate change will be suffered by the city's most vulnerable residents: the poor. Not only do impoverished people occupy physically vulnerable space, such as riverbanks, but they are also the least equipped to recover from the disruption of their livelihoods.

Several scholars have identified “institutional traps” that prevent the Thai government from successfully aiding poor and marginalised flood victims in the past. These include poor coordination, lack of monitoring and evaluation, rigidity, crisis management and elite capture. Lebel, Manuta, and Garden (2011, 56) Lebel, L., J.B. Manuta, and P. In this paper, we begin to address this question through examining emergent methods of “community based adaptation” and reviewing case studies of adaptation action from other vulnerable communities in the Global South. These lessons – such as overcoming institutional rigidity and avoiding elite capture – are important for Bangkok and other cities in the Global South that face many different challenges by global environmental change.  相似文献

Fire management agencies in Canada are mandated with protecting multiple forest values from wildfire. Deciding where to reduce fire hazard and how to allocate resources and fire suppression efforts requires an understanding of the values-at-risk from wildfire. The protection of recreation infrastructure is often assumed to provide adequate protection of recreation values. We use an expert judgment approach to provide a spatial distribution of recreation values-at-risk in the forested eastern slopes of the Rocky Mountain region of Alberta, Canada. Data were collected in 2004 from 11 land managers responsible for public lands management and wildfire prevention in the region. Expert assessments showed that recreation values were not confined to areas with publicly funded infrastructure. Exploratory spatial analysis of the ratings identified hotspots and cold spots of recreation activity. Maps resulting from these efforts will provide guidance to fire managers in the prioritization of fire management activities.  相似文献

Prescribed burning is now a widely accepted bushfire hazard management strategy. While evidence points to reduced levels of public health harm compared to severe bushfire, smoke created by planned burns remains a community concern with need for evidence-based public health management. Findings are presented from an Australian study of community experiences of prescribed burns, associated smoke, and public health communications. We find that “place” influences how information is received and used for the management of the effects of planned burns; and that this is significant for human agency and community resilience. Wildland fire affects both public and private resources throughout the United States. A century of fire suppression has contributed to changing ecological conditions and accumulated fuel loads. Managers have used a variety of approaches to address these conditions and reduce the likelihood of wildland fires that may result in adverse ecological impacts and threaten communities. Public acceptance is a critical component of developing and implementing successful management programs. This study examines the factors that influence citizen support for agency fuel reduction treatments over time—particularly prescribed fire and mechanical vegetation removal. This paper presents findings from a longitudinal study examining resident beliefs and attitudes regarding fire management and fuels treatments in seven states: Arizona, Colorado, Oregon, Utah, Michigan, Minnesota, and Wisconsin. The study was implemented in two phases over a 6-year period using mail surveys to residents of communities adjacent to federal lands in each location. Questions replicated measures from the original project as well as some new items to allow a more in-depth analysis of key concepts. The study design enables comparisons over time as well as between locations. We also assess the factors that influence acceptance of both prescribed fire and mechanical vegetation removal. Findings demonstrate a relative stability of attitudes toward fuels management approaches over time and suggest that this acceptance is strongly influenced by confidence in resource managers and beliefs that the treatments would result in positive outcomes.  相似文献

/ Implementing the concept of sustainability through integrated approaches to natural resource management poses enormous challenges for both the rural communities and government agencies concerned. This paper reviews the underlying rhetoric of sustainable agricultural systems and the integrated resource management paradigm and identifies some of the challenges being experienced in translating this rhetoric into practice. A relatively recently implemented community-based integrated catchment management (ICM) process in a rural community in northeast Australia is examined in terms of some of the lessons learned that may be relevant to other similar integrated resource management (IRM) processes. It reveals a pragmatic, opportunistic, and evolving implementation process based on adaptive learning rather than a more traditional "rational" planning approach. Some essential characteristics of a community-based IRM process are identified, including fostering communication; providing a structure that fosters cooperation and facilities coordination among community, industry, and government agencies; the integration of IRM principles into local government planning schemes; and an emergent strategic approach to IRM program implementation. We conclude by identifying some essential characteristics of an IRM process that can assist a community to adapt to, and manage change for, sustainable resource use.  相似文献

Public concern over the consequences of forest fire to wildland interface communities has led to increased resources devoted to fire suppression, fuel treatment, and management of fire events. The social consequences of the decisions involved in these and other fire-related actions are largely unknown, except in an anecdotal sense, but do occur at a variety of temporal and social organizational scales. These consequences are not limited to the fire event itself. Preparation for the possibility of a fire, actions that suppression agencies take during a fire, and postfire decisions all have consequences, if unknown currently. This article presents an "event-based" approach that can be useful for constructing and systematic discussion about the consequences of wildland fire to human communities. For each of the three major periods within this approach, agencies, communities, and individuals make decisions and take actions that have consequences. The article presents an integrated, temporally based process for examining these consequences, which is similar to others developed in the natural hazards and disaster management literature.  相似文献

Colorado, USA, developed the Joint Review Process (CJRP) in 1978 to coordinate the application and review of permits required for major development projects. Since then, the state has used the process on over 20 projects. This study examined whether the CJRP has achieved its primary goals—enhanced coordination of agencies, enhanced public participation, and strengthened communication between agencies and project sponsors— and several related secondary goals. The success of the process was measured through a survey of 54 key people who had been directly involved with the process. Those surveyed included federal and state agency staff, local agency managers, corporate officers, private consultants, and environmental leaders. All groups, with one exception, agreed that the process achieved its primary goals and that it should be retained. Environmental leaders were neutral about whether the process enhanced public participation and about retaining the process. The report concludes with a review of recommended improvements to and applications of the CJRP.  相似文献

Vegetation fires have become an increasing problem in tropical environments as a consequence of socioeconomic pressures and subsequent land-use change. In response, fire management systems are being developed. This study set out to determine the relationships between two aspects of the fire problems in western Indonesia and Malaysia, and two components of the Canadian Forest Fire Weather Index System. The study resulted in a new method for calibrating components of fire danger rating systems based on satellite fire detection (hotspot) data. Once the climate was accounted for, a problematic number of fires were related to high levels of the Fine Fuel Moisture Code. The relationship between climate, Fine Fuel Moisture Code, and hotspot occurrence was used to calibrate Fire Occurrence Potential classes where low accounted for 3% of the fires from 1994 to 2000, moderate accounted for 25%, high 26%, and extreme 38%. Further problems arise when there are large clusters of fires burning that may consume valuable land or produce local smoke pollution. Once the climate was taken into account, the hotspot load (number and size of clusters of hotspots) was related to the Fire Weather Index. The relationship between climate, Fire Weather Index, and hotspot load was used to calibrate Fire Load Potential classes. Low Fire Load Potential conditions (75% of an average year) corresponded with 24% of the hotspot clusters, which had an average size of 30% of the largest cluster. In contrast, extreme Fire Load Potential conditions (1% of an average year) corresponded with 30% of the hotspot clusters, which had an average size of 58% of the maximum. Both Fire Occurrence Potential and Fire Load Potential calibrations were successfully validated with data from 2001. This study showed that when ground measurements are not available, fire statistics derived from satellite fire detection archives can be reliably used for calibration. More importantly, as a result of this work, Malaysia and Indonesia have two new sources of information to initiate fire prevention and suppression activities.  相似文献

Different water Acts (e.g., the European Water Framework Directive) and stakeholders involved in aquatic affairs have promoted integrated river basin management over recent decades. However, few studies have provided feedback on these policies. The aim of the current article is to fill this gap by exploring how local newspapers reflect the implementation of a broad public participation within a catchment of France known for its innovation with regard to this domain. The media coverage of a water management strategy in the Drôme watershed from 1981 to 2008 was investigated using a content analysis and a geographic information system. We sought to determine what public participation and decentralized decision-making can be in practice. The results showed that this policy was integrated because of its social perspective, the high number of involved stakeholders, the willingness to handle water issues, and the local scale suitable for participation. We emphasized the prominence of the watershed scale guaranteed by the local water authority. This area was also characterized by compromise, arrangements, and power dynamics on a fine scale. We examined the most politically engaged writings regarding water management, which topics of each group emphasized, and how the groups agreed and disagreed on issues based on their values and context. The temporal pattern of participation implementation was progressive but worked by fits and starts.  相似文献

National fuel-reduction programs aim to reduce the risk of wildland fires to human communities and to restore forest and rangeland ecosystems to resemble their historical structure, function, and diversity. There are a number of factors, such as seed bank dynamics, post-treatment climate, and herbivory, which determine whether this latter goal may be achieved. Here, we examine the short-term (2 years) vegetation response to fuel-reduction treatments (mechanical mastication, broadcast burn, and pile burn) and seeding of native grasses on understory vegetation in an upland piñon–juniper woodland in southeast Utah. We also examine how wildlife herbivory affects the success of fuel-reduction treatments. Herbaceous cover increased in response to fuel-reduction treatments in all seeded treatments, with the broadcast burn and mastication having greater increases (234 and 160 %, respectively) in herbaceous cover than the pile burn (32 %). In the absence of seeding, herbaceous cover only increased in the broadcast burn (32 %). Notably, fuel-reduction treatments, but not seeding, strongly affected herbaceous plant composition. All fuel-reduction treatments increased the relative density of invasive species, especially in the broadcast burn, which shifted the plant community composition from one dominated by perennial graminoids to one dominated by annual forbs. Herbivory by wildlife reduced understory plant cover by over 40 % and altered plant community composition. If the primary management goal is to enhance understory cover while promoting native species abundance, our study suggests that mastication may be the most effective treatment strategy in these upland piñon–juniper woodlands. Seed applications and wildlife exclosures further enhanced herbaceous cover following fuel-reduction treatments.  相似文献

In recent years there has been a startling rise in the issuance of fish consumption advisories. Unfortunately, compliance by the public is often low. Low compliance can be due to a number of factors, including confusion over the meaning of advisories, conflicting advisories issued by different agencies, controversies involving health benefits versus the risks from consuming fish, and an unwillingness to act on the advisories because of personal beliefs. In some places, such as along the Savannah River, one state (South Carolina) had issued a consumption advisory while the other (Georgia) had not, although at present, both states now issue consumption advisories for the Savannah River. Herein we report on the development of a fish fact sheet to address the confusing and conflicting information available to the public about consuming fish from the Savannah River. The process involved interviewing fishers to ascertain fishing and consumption patterns, evaluating contaminant levels and exposure pathways, discussing common grounds for the provision of information, and consensus-building among different regulatory agencies (US Environmental Protection Agency, South Carolina Department of Health and Environmental Control, Georgia Department of Natural Resources) and the Department of Energy. Consensus, a key ingredient in solving many different types of “commons” problems, was aided by an outside organization, the Consortium for Risk Evaluation with Stakeholder Participation (CRESP). The initial role for CRESP was to offer scientific data as a basis for groups with different assumptions about risks to reach agreement on a regulatory response action. The process was an example of how credible science can be used to implement management and policies and provide a basis for consensus-building on difficult risk communication issues. The paper provides several lessons for improving the risk process from stakeholder conflicts, through risk assessment, to risk management. It also suggests that consensus-building and risk communication are continuing processes that involve assimilation of new information on contaminants and food-chain processes, state and federal law, public policy, and public response.  相似文献

We examined the effect that value orientation to forests and wildland fire management has on an individual’s decision to create defensible space around his or her residence in the wildland–urban interface. Using data from a mail-back questionnaire, respondents in north central Minnesota were clustered by basic value–laden beliefs toward forest and wildland fire management and compared across a number of perceptions and behaviors related to creating defensible space around residences. Value orientation groups differed in attitudes, subjective norms, and perceived behavior control toward creating defensible space. In addition, relative effects of these perceptions on intention to create defensible space differed across groups. Implications lie in (a) understanding differences in motivations and reasons for support of strategies for managing fires near the wildland–urban interface, (b) developing information designed to address the perspectives of different groups related to creating defensible space, and (c) contributing to an improved integration of land management and public concerns and interests.  相似文献

Overview of Contemporary Issues of Forest Research and Management in China   总被引:1,自引:0,他引:1  
With 207 million ha of forest covering 22% of its land area, China ranks fifth in the world in forest area. Rapid economic growth, climate change, and forest disturbances pose new, complex challenges for forest research and management. Progress in meeting these challenges is relevant beyond China, because China’s forests represent 34% of Asia’s forests and 5% of the worlds’ forests. To provide a broader understanding of these management challenges and of research and policies that address them, we organized this special issue on contemporary forest research and management issues in China. At the national level, papers review major forest types and the evolution of sustainable forestry, the development of China’s forest-certification efforts, the establishment of a forest inventory system, and achievements and challenges in insect pest control in China. Papers focused on Northern China address historical, social, and political factors that have shaped the region’s forests; the use of forest landscape models to assess how forest management can achieve multiple objectives; and analysis and modeling of fuels and fire behavior. Papers addressing Central and South China describe the “Grain for Green” program, which converts low productivity cropland to grassland and woodland to address erosion and soil carbon sequestration; the potential effects of climate change on CO2 efflux and soil respiration; and relationships between climate and net primary productivity. China shares many forest management and research issues with other countries, but in other cases China’s capacity to respond to forest management challenges is unique and bears watching by the rest of the world.  相似文献

A qualitative analysis of in-depth interviews with 92 farmers and 42 policy managers in Wuxi County, the Three Gorges Reservoir Region, was conducted to identify stakeholder preferences for alternative best management practices (BMPs) and to determine the factors that affect their acceptance. Policy manager support for most of the practices was relatively stronger than support by farmers, except for the grade stabilization structure (GSS), hillside ditch (HD) and constructed wetland alternative, owing to their perceptions of soil benefits, economic advantages and environmental advantages. Farmers opposed those practices that occupied cultivated lands or changed the conventional planting methods, such as field border, conservation tillage (CT) and contour buffer strips. They tended to accept the BMPs with off-farm pollution reduction, such as GSS, riparian forest buffer and HD, and the BMPs associated with soil benefits, such as nutrient management and Terrace. The result that almost all respondents did not accept CT differed from reports in the existing literature. There is a significant correlation between the acceptance of some BMPs and the townships where the farmers lived (P ≤ 0.05). The environmental conditions and social factors would affect farmer support for BMPs, including local soil conditions, farming methods, economic income, education level and age. The economic advantages of the BMPs were the main motivation for farmers to accept the practices. Furthermore, intensive education efforts, financial incentives or economic subsidies may promote the adoption of the BMPs in our study area.  相似文献
