This article enters the debate on shifting cultivation and tropical forests, and the role of the State forest departments in managing these regions. The article focuses on the adivasi (indigenous) people and their use of forests in the Bastar region of Madhya Pradesh in Central India. It examines the different landscapes, resulting from human interaction, in order to observe the vegetative changes and progressions in their characteristics; in particular, the author challenges the view that adivasi forest use has been detrimental to the ecology of the forest. A botanical comparison is made between three sites that allow us to note specific characteristics of a fallow, a secondary forest and a primary sal (Shorea robusta) forest. The wider aspects of the adivasi manner of forest use are also discussed.
A major portion of the Bastar region is legally under the authority of the Madhya Pradesh State Forest Department. However, the official policies and laws, pertaining to the conservation of forests and the generation of revenue, are often insensitive to the adivasi perceptions and use of the various vegetative zones within the forest. The effect of a standardised form of demarcation, coupled with the State legislation, has overlooked the adivasi people's needs and their ecologically sound way of relating to the forest. Forest certification is a mechanism involving the regulation of trade of forest products in order to protect forest resources and improve forest management. Although China had a late start in adopting this process, the country has made good progress in recent years. As of July 31, 2009, 17 forest management enterprises and more than one million hectares of forests in China have been certified by the Forest Stewardship Council (FSC). Several major factors affect forest certification in China. The first set is institutional in nature. Forest management in China is based on centralized national plans and therefore lacks flexibility. A second factor is public awareness. The importance and value of forest certification are not widely understood and thus consumers do not make informed choices regarding certified forest products. The third major factor is the cost of certification. Together these factors have constrained the development of China’s forest certification efforts. However, the process does have great potential. According to preliminary calculations, if 50% of China’s commercial forests were certified, the economic cost of forest certification would range from US$0.66–86.63 million while the economic benefits for the forestry business sector could exceed US$0.66–86.63 million while the economic benefits for the forestry business sector could exceed US150 million. With continuing progress in forest management practices and the development of international trade in forest products, it becomes important to improve the forest certification process in China. This can be achieved by improving the forest management system, constructing and perfecting market access mechanisms for certificated forest products, and increasing public awareness of environmental protection, forest certification, and their interrelationship.  相似文献

Forest Ecosystem Services and Eco-Compensation Mechanisms in China   总被引:1,自引:0,他引:1  
Forests are a major terrestrial ecosystem providing multiple ecosystem services. However, the importance of forests is frequently underestimated from an economic perspective because of the externalities and public good properties of these services. Forest eco-compensation is a transfer mechanism that serves to internalize the externalities of forest ecosystem services by compensating individuals or companies for the losses or costs resulting from the provision of these services. China’s current forest eco-compensation system is centered mainly on noncommercial forest. The primary measures associated with ecosystem services are (1) a charge on destructive activities, such as indiscriminate logging, and (2) compensation for individual or local activities and investments in forest conservation. The Compensation Fund System for Forest Ecological Benefits was first listed in the Forest Law of the People’s Republic of China in 1998. In 2004, the Central Government Financial Compensation Fund, an important source for the Compensation Fund for Forest Ecological Benefits, was formally established. To improve the forest eco-compensation system, it is crucial to design and establish compensation criteria for noncommercial forests. These criteria should take both theoretical and practical concerns into account, and they should be based on the quantitative valuation of ecosystem services. Although some initial headway has been made on this task, the implementation of an effective forest eco-compensation system in China still has deficiencies and still faces problems. Implementing classification-based and dynamic management for key noncommercial forests and establishing an eco-compensation mechanism with multiple funding sources in the market economy are the key measures needed to conquer these problems and improve the forest eco-compensation system and China’s forestry development in sequence.  相似文献

The effectiveness of different conservation policies is debated, but the policies are rarely evaluated quantitatively. A voluntary or 'soft' policy based mainly on education provides information about ecosystems and effects of land use, to encourage conservation action. Swedish forestry relies mainly on soft policy, with substantial resources for education and advice to more than 200,000 forest owners, while legal regulation is weak. Increased retention of broadleaved trees at clear-cutting, with environmental benefits in the conifer-dominated forestry, is important in the policy. We used the Swedish National Forest Inventory to analyse this policy for young forests in southern Sweden. Between 1983-1987 and 1998-2002 the policy had no positive effect on saplings (1.3m tall to 4.9 cm dbh) of birch, oak, beech and other species that mostly decreased in density, due to planting of conifers and browsing by ungulates. However, broadleaved conservation trees (>or=15 cm dbh) increased in density, e.g. to about one oak and six birches per ha in young coniferous forest in 1998-2002. The relative increase in density was higher for large (>or=20 cm dbh) than for small trees (15-20 cm dbh). The density of conservation trees was higher on forestland of high than of low productivity. Thus, the soft conservation policy did not influence regeneration of saplings in this type of forestry system, but large broadleaved trees were increasingly saved at 'clear-cuttings'. Advice and educational programmes probably contributed to this result. A continued increase in conservation trees at harvest may require economical support to forest owners.  相似文献

This article explores the expression of three forest value orientations that emerged from an analysis of Australian news media discourse about the management of Australian native forests from August 1, 1997 through December 31, 2004. Computer-coded content analysis was used to measure and track the relative importance of commodity, ecological and moral/spiritual/aesthetic forest value orientations. The number of expressions of these forest value orientations followed major events in forest management and policy, with peaks corresponding to finalization of Regional Forest Agreements and conflicts over forest management. Over the time period analyzed, the relative share of commodity value orientation decreased and the shares of the ecological and moral/spiritual/aesthetic value orientations increased. The shifts in forest value orientations highlight the need for native forests to be managed for multiple values and the need for continued monitoring of forest values. The challenge of sustainable forest management is to integrate diverse and sometimes conflicting management objectives. In order to achieve this goal, we need a better understanding of the aspects influencing the preferences of diverse groups and how these groups make trade-offs between different attributes of SFM. We compare the SFM preferences of interest groups in regions with different forest use histories based on the reasoning that the condition of the forest reflects the forest use history of the area. The condition of the forest also shapes an individual’s forest values and attitudes. These held values and attitudes are thought to influence SFM preferences. We tested whether the SFM preferences vary amongst the different interest groups within and across regions. We collected data from 252 persons using a choice experiment approach, where participants chose multiple times among different options described by a combination of attributes that are assigned different levels. The novelty of our approach was the use of choice experiments in the assessment of regional preference differences. Given the complexity of inter-regional comparison and the small sample size, this was an exploratory study based on a purposive rather than random sample. Nevertheless, our results suggest that the aggregation of preferences of all individuals within a region does not reveal all information necessary for forest management planning since opposing viewpoints could cancel each other out and lead to an interpretation that does not reflect possibly polarised views. Although based on a small sample size, the preferences of interest groups within a region are generally statistically significantly different from each other; however preferences of interest groups across regions are also significantly different. This illustrates the potential importance of assessing heterogeneity by region and by group.  相似文献

In biologically mega-diverse countries that are undergoing rapid human landscape transformation, it is important to understand and model the patterns of land cover change. This problem is particularly acute in Colombia, where lowland forests are being rapidly cleared for cropping and ranching. We apply a conceptual model with a nested set of a priori predictions to analyse the spatial and temporal patterns of land cover change for six 50-100 km(2) case study areas in lowland ecosystems of Colombia. Our analysis included soil fertility, a cost-distance function, and neighbourhood of forest and secondary vegetation cover as independent variables. Deforestation and forest regrowth are tested using logistic regression analysis and an information criterion approach to rank the models and predictor variables. The results show that: (a) overall the process of deforestation is better predicted by the full model containing all variables, while for regrowth the model containing only the auto-correlated neighbourhood terms is a better predictor; (b) overall consistent patterns emerge, although there are variations across regions and time; and (c) during the transformation process, both the order of importance and significance of the drivers change. Forest cover follows a consistent logistic decline pattern across regions, with introduced pastures being the major replacement land cover type. Forest stabilizes at 2-10% of the original cover, with an average patch size of 15.4 (+/-9.2)ha. We discuss the implications of the observed patterns and rates of land cover change for conservation planning in countries with high rates of deforestation.  相似文献

Intellectual concern with the National Forest Management Act of 1976 has followed a course emphasizing the planning aspects of the legislation associated with the development of forest plans. Once approved, however, forest plans must be implemented. Due to the complex nature of the ecological systems of interest, and the multiple and often conflicting desires of user clientele groups, the feasibility and costs of implementing forest plans require immediate investigation. For one timber sale on the Coconino National Forest in Arizona, forest plan constraints were applied and resulting resource outputs predicted using the terrestrial ecosystem analysis and modeling system (TEAMS), a computer-based decision support system developed at the School of Forestry, Northern Arizona University, With forest plan constraints for wildlife habitat, visual diversity, riparian area protection, and soil and slope harvesting restrictions, the maximum timber harvest obtainable was reduced 58% from the maximum obtainable without plan constraints.Former Graduate Student at Northern Arizona University.  相似文献

We examined the changes in forest status and people's livelihoods through building future scenarios for Chilimo Forest in Central Ethiopia where participatory forest management (PFM) is being implemented. Participatory methods were employed to collect data, and a dynamic modeling technique was applied to explore trends over time. By integrating the more quantitative model outputs with qualitative insights, information on forests and livelihoods was summarized and returned to users, both to inform them and get feedback. A scenario of open access without PFM provides higher income benefits in the short term but not over the longer term, as compared to a scenario with PFM. Follow up meetings were organized with national decision makers to explore the possibility of new provisions in the national forest proclamation related to joint community-state ownership of forests. Project implementers must constantly work towards improving short term incentives from PFM, as these may be insufficient to garner support for PFM. Other necessary elements for PFM to succeed include: ensuring active participation of the communities in the process; and, clarifying and harmonizing the rules and regulations at different levels.  相似文献

This paper uses the concept of ‘governance’ and the related notion of ‘multi-layered’ forest management decision making as an overarching framework for analysis of conflict between different stakeholder groups with contrasting perceptions about ‘appropriate’ use of indigenous forests in a New Zealand case study. In New Zealand, recent institutional reforms inspired by neo-liberal policy agendas have led to substantial conflicts between segments of society over the ‘appropriate’ governance of remnant indigenous forests. This study focuses on the West Coast Forest Accord (WCFA) as an illustration of the attempt to change governance structures of indigenous forest management by re-regulating the indigenous forest industry. It is argued that by seeking to accommodate multiple stakeholder interests, in particular industry, community and environmental groups, the WCFA was doomed to fail, as multiple, and often conflicting, stakeholder agendas focused on the goal of ‘sustainable management’ of indigenous forests could no longer be reconciled. Notwithstanding the shift in emphasis from government towards governance in the recent literature, the study findings confirm a continuing strong role by the state as an actor in the forestry sector in New Zealand.  相似文献

/ Spatially explicit models that combine remote sensing with geographic information systems (GIS) offer great promise to land managers because they consider the arrangement of landscape elements in time and space. Their visual and geographic nature facilitate the comparison of alternative landscape designs. Among various activities associated with forest management, none cause greater concern than the impacts of timber harvesting on the composition, structure, and function of landscape ecosystems. A timber harvest allocation model (HARVEST) was used to simulate different intensities of timber harvest on 23,592-ha hypothetical landscapes with varying sizes of timber production areas and different initial stand age distributions. Our objectives were to: (1) determine the relative effects of the size of timber production areas, harvest intensity, method used to extract timber, and past timber harvest activity on the production of forest interior and edge; and (2) evaluate how past management (in the form of different initial stand age distributions) constrains future timber production options. Our simulations indicated that the total area of forest interior and the amount of forest edge were primarily influenced by the intensity of timber harvest and the size of openings created by harvest. The size of the largest block of interior forest was influenced most by the size of timber harvests, but the intensity of harvest was also significant, and the size of nontimber production areas was important when harvests were numerous and widely dispersed within timber management areas, as is often the case in managed forests. In this article, several findings on socio-economic conditions derived from national reports and a web-based questionnaire are discussed and related to the changing role of forestry and the future forest policy development. A number of Central and South-eastern European countries taking part in a SEE-ERA-NET project ReForMan project (www.reforman.de) participated in data acquisition: Austria, Bosnia and Herzegovina, Croatia, Germany, Serbia and Slovenia. The aim of the research was to illustrate the present structure of forestry sector, as well as investigate newly emerging topics in forestry of Central and South-eastern Europe. The results indicated certain patterns in attitudes and perceptions among stakeholders that can be related to socio-economic conditions defined for each country. Clear differences between member and non-member countries exist only in level of implementation of EU legislation. Results showed consensus on main threats to the forests among all countries, but also some country specifics in perceptions of factors influencing forestry, their importance and professional competencies. These results could be additionally explained by influence of historical conditions which shaped development of forest sector in SEE region especially in its organizational dimension as well as in perceived role of forestry expressed through recognition of main forest functions. The influence of European forest policy processes in the region is evident through adaptation of EU legislation and perceived implications of international processes on national levels. Based on this observation, two possible options for future development of the forestry sector can be foreseen: (i) focusing on the productive function of forests and fostering its' sustainable use; or (ii) putting an emphasis on environmental and social issues. In both cases supporting public participation in decision-making processes is recommendable. Another conclusion based on perceived medium to low professional competencies to cope with new topics, that there is lack of confidence and need for professional support in decisionmaking processes.  相似文献

Comparison of forest protection between regions in Europe is extremely difficult, because there is such wide variation of strategies, procedures and constraints; the way forests have been used historically and their present closeness to nature also varies, and furthermore so does the definition of what constitutes a forest. For the European Ministerial Conference on the Protection of Forests in Europe (MCPFE) in 2003, forest protection has been harmonised into three categories for the sake of comparison: protection to safeguard biodiversity, protection of landscape and specific natural features, and protective forest functions.There is no single, uniform and universal model and no internationally agreed target with respect to the percentage of forests which should be protected. What is more important than a fixed percentage level of forested area (e.g. 5 or 10%) is that the protection network should be biogeographically and ecologically representative and accordingly distributed on a regional basis. Long-term practical experience and research have proved that conservation of different species of organisms can be assured by appropriate silvicultural management of multifunctional production forests. Consequently, the focus of debate in Europe appears to shift more and more from total protection in segregated areas to 'precision protection' and to combining protection and timber production in the holistic, integrated concept of modern management of forest areas.Advances in regional ecological planning and the growing adoption of naturalistic forest management practices have slowed the decline of the biological diversity in the multifunctional production forests. However, this fact is not yet widely and sufficiently acknowledged and appreciated. There is consequently a political and scientific need for continued study of the effects of naturalistic silvicultural management on the biodiversity of forests. Information from such research is crucially needed before new and additional protection networks and schemes are set up on a large-scale. Protection by voluntary contracts between parties is a workable model concept for European forestry based on private forest ownership. In small private forests, patches of forest worth protecting are often small and located within production forests.Forest certification can contribute to the efforts of maintaining biodiversity in multifunctional production forests and offers an instrument of independently monitoring and verifying that forests are managed according to the agreed criteria. Forest certification is not an alternative or a means of increasing forest protection, because as a voluntary process it cannot guarantee the permanence of protected areas or deal with issues of finance and compensation.  相似文献

This study examines the common ground between lay people and scientists regarding forest values and definitions of forest health. With the forest at Pinery Provincial Park, Ontario, as a case study, the authors compared six ecological indicators to determine which were sensitive to the multiple impacts of visitor use, deer browsing and fire suppression. Plant cover and proportion native species were sensitive to these impacts. Sapling height was greater in low deer density areas. The authors also conducted focused discussions with local interest groups, followed by qualitative data analysis. Overall, there was good convergence between scientific and public views of forests and forest health, although this may partly be due to the groups' interest in nature and the Pinery. Subjects saw a connection between their health and the state of the global and local environment, including forests. There is a need for increased awareness in the public to the necessity of managing high deer populations in parks to protect other forest components such as biodiversity. Forest managers must consider that people greatly value forests near them for mental well being. Group responses suggested that messages explicitly linking forest benefits to human health and well being may motivate people to protect forests.  相似文献

This paper analyses the Vancouver Sun's coverage of the Working Forest Initiative, which the provincial government of British Columbia (BC), Canada, introduced in 2002. The Working Forest originally defined forestry as the primary use of all forested Crown land in BC that was not within protected areas. By 2003, this policy initiative was transformed into a largely symbolic recognition of the importance of the forest industry. Through the Sun, the debate over the Working Forest is simplified into a conflict between a discourse of 'certainty and stability' for the forest industry and an oppositional discourse that challenges the conflation of the interests of forestry corporations with a reified 'general interest'. In the Sun, debate over the Working Forest is dominated by sources from government, environmental organizations and the forest industry. Other important news sources are rendered silent, including First Nations and forestry labour voices.  相似文献

In many tropical developing countries, the twin pressures of population and poverty are resulting in substantial fragmentation of forests, increasing the probability of extinction for many species, Forest fragmentation occurs when large contiguous forests are perforated by small holes or broken up into edges and smaller patches to form a nonforested matrix of open spaces. Thus, forest fragmentation refers not only to the area of forest cleared, but also to the pattern of this clearance, the resulting forest’s spatial properties. Both characteristics are important for species survivability. Apart from opening up forests to many abiotic and biotic influences, fragmentation can affect species dispersal and migration through its effects on forest connectivity. Landscape ecology conceptualizes connectivity as a gradient of critical thresholds, ranging from the large intact forest to the small unconnected forest patch. This article reports results from a multiple-scale analysis of forest fragmentation in Jamaica’s Cockpit Country, an area of once contiguous forest now under threat from human encroachment. Spatial forest data derived from classification of ETM+ satellite imagery are used to measure fragmentation patterns representing various degrees of forest connectivity and density. The results suggest that, overall, 81% of the region is in forest. However, fragmentation patterns also suggest that this forest is riven with extensive perforations indicative of an early stage in the decline of contiguity. The results provided by the spatial fragmentation model are a first step in the design of effective conservation and rehabilitation plans for the area. The article concludes with a discussion of possible multiscale management options for the region.  相似文献

After ten years of post-communist transformation, the current Bulgarian Government has only recently initiated the task of wholesale reform of the communist-era structures extant within the forestry sector. This is an unavoidably complex process, involving the reorganisation of tenure over forest resources (restitution to pre-communist era owners), the privatisation and decentralisation of commercial and related activities in the woods, the redefinition of the role of the State in oversight, management and planning, and the development of a supportive institutional context for the growth of small and medium private enterprise throughout the forestry production process. This paper discusses the legal, institutional, economic and environmental implications of forest restitution. The author argues that the particular Bulgarian solution to the reform of forestry tenure structures, based on a mix of private and public ownership, arises out of the crucible of Bulgarian historical geography and the requirements of contemporary neoliberal models of transition. On the basis of the analysis, a number of important implications for Bulgarian, and indeed all post-communist forestry sectors, are raised for major related processes, such as the development of a robust private forestry sector, the limitation of the role of the State to conservation, management and oversight, and the reconfiguration of timber as a resource for local economic development.  相似文献

China’s new Classification-Based Forest Management (CFM) is a two-class system, including Commodity Forest (CoF) and Ecological Welfare Forest (EWF) lands, so named according to differences in their distinct functions and services. The purposes of CFM are to improve forestry economic systems, strengthen resource management in a market economy, ease the conflicts between wood demands and public welfare, and meet the diversified needs for forest services in China. The formative process of China’s CFM has involved a series of trials and revisions. China’s central government accelerated the reform of CFM in the year 2000 and completed the final version in 2003. CFM was implemented at the provincial level with the aid of subsidies from the central government. About a quarter of the forestland in China was approved as National EWF lands by the State Forestry Administration in 2006 and 2007. Logging is prohibited on National EWF lands, and their landowners or managers receive subsidies of about 70 RMB (US$10) per hectare from the central government. CFM represents a new forestry strategy in China and its implementation inevitably faces challenges in promoting the understanding of forest ecological services, generalizing nationwide criteria for identifying EWF and CoF lands, setting up forest-specific compensation mechanisms for ecological benefits, enhancing the knowledge of administrators and the general public about CFM, and sustaining EWF lands under China’s current forestland tenure system. CFM does, however, offer a viable pathway toward sustainable forest management in China.  相似文献
