We propose a framework to facilitate the evaluation of the impacts of shale gas infrastructures (well pads, roads, and pipelines) on land cover features, especially with regards to forest fragmentation. We used a geographic information system and realistic development scenarios largely inspired by the PA (United States) experience, but adapted to a region of QC (Canada) with an already fragmented forest cover and a high gas potential. The scenario with the greatest impact results from development limited by regulatory constraints only, with no access to private roads for connecting well pads to the public road network. The scenario with the lowest impact additionally integrates ecological constraints (deer yards, maple woodlots, and wetlands). Overall the differences between these two scenarios are relatively minor, with <1 % of the forest cover lost in each case. However, large areas of core forests would be lost in both scenarios and the number of forest patches would increase by 13–21 % due to fragmentation. The pipeline network would have a much greater footprint on the land cover than access roads. Using data acquired since the beginning of the shale gas industry, we show that it is possible, within a reasonable time frame, to produce a robust assessment of the impacts of shale gas extraction. The framework we propose could easily be applied to other contexts or jurisdictions.  相似文献

This article inserts itself into the ongoing debate over the changing role of State Forest Departments from the traditional task of obtaining revenue for the State through extracting timber and sale of minor forest products, to the emerging identity of protector of wildlife and biodiversity of the forest environment. The article focusses on the adivasi (indigenous) people in the Bastar region of Madhya Pradesh in Central India. It highlights how market forces, regional politics and official conservation policies adversely affect the adivasi people, who inhabit these forests and gain their livelihood from them. Ironically, efforts intended to conserve and protect in many instances instead contribute to increased pressure on the forest.
Major portions of the forests in the region are officially under the authority of the State Forest Department, and many of the adivasi traditional activities, necessary to their livelihood, have been curtailed by law. The article discusses the various areas of conflict/dialogue between the adivasi and the authorities, and the different perceptions of forest space versus land rights. The vegetation of the area and local usage of non-timber forest products are central themes of the article .  相似文献

Future global megatrends project a population increase of 2 billion people between 2019 and 2050 and at least 1–2 billion people added to the global middle class between 2016 and 2030. In addition, 68% of the world's population is projected to be living in urban areas by 2050. With these projected large population increases and shifts, demand for food, water, and energy is projected to grow by approximately 35, 40, and 50%, respectively, between 2010 and 2030. In addition, between 1970 and 2014 there was an estimated 60% reduction in the number of wildlife in the world and an estimated net loss of 2.9 billion birds, or 29%, in North America between 1970 and 2018. Loss of species populations and number of species is interconnected with reduced health of biodiversity and ecosystems. Human activity has been the main catalyst for these substantial declines primarily through impacts on habitats. These losses are accelerating. Since a company's supply chain environmental impacts are often as great or greater than its own direct environmental impacts, it may be prudent for companies to engage with their supply chains to protect and enhance habitats and biodiversity and protect rare, threatened, and endangered species. As one example, companies may have opportunities and strategic reasons to include requirements in their supplier codes of conduct and supplier standards for suppliers to protect biodiversity and rare, threatened, and endangered species, as well as additional requirements to expand or enhance habitats and ecosystems to increase biodiversity. This article follows one pathway that companies could pursue further and with greater speed—to engage with their supply chains to strengthen supplier codes of conduct to protect biodiversity and rare, threatened, and endangered species. The importance of forests, private land, and landscape partnerships is discussed as means to protect much more of the planet's biodiversity and rare, threatened, and endangered species. Lastly, the article identifies examples of opportunities for companies to more formally incorporate biodiversity into their business, supply chain, and sustainability strategies.  相似文献

Many authors have suggested that Indigenous communities are especially vulnerable to the direct and indirect impacts of climate change, yet there remains a paucity of fine-grained geographic data on the particular impacts of climate change on specific places and on local communities, especially Australian Indigenous communities. While there are some recent studies being undertaken with Australia's Torres Strait Island people, our research takes up the issues of vulnerability and resilience with two Indigenous communities from different environments on the mainland in North Queensland. They are the Aboriginal peoples of the rainforest and reef environments of the Wet Tropics and the Aboriginal people of the discontiguous rainforest, grasslands, dry forests and marine environments of Cape York. The results demonstrate variability in their understandings of climate change and in their capacities to anticipate and manage its impacts, while at the same time illustrating some common held themes about environmental and cultural values, observed environmental change, attributions of cause and effect, and of climate in general.  相似文献

Long-term human impacts are considered to be the prime cause of unsustainable forest exploitation in Ethiopia. Yet there exist well-established systems and a wealth of local experience in maintaining and managing forests. This study explores the trends and driving forces of deforestation plus traditional practices regarding sustainable forest use and management in the Chencha and Arbaminch areas, Southern Ethiopia. Satellite image analysis (images from 1972, 1984 and 2006) combined with field surveys were used to detect and map changes in forest cover. Household interviews and group discussions with experienced and knowledgeable persons were also employed. The results show a 23 % decline in forest cover between 1972 and 2006 with the most significant change from 1986 to 2006. Change was greatest in the lowlands and remarkable episodic forest changes also occurred, suggesting nonlinear spatial and temporal forest cover dynamics. According to farmers, the main driver of deforestation is agricultural land expansion in response to local population increases and a decline in agricultural production. Growing local and regional fuel wood demand is another chief cause. Despite these issues, remarkable relicts of natural forests remain and trees on farmland, around homesteads and on fields in every village are basic elements of farm activities and social systems. This demonstrates the effect of cumulative traditional knowledge and long-term local experience with forest management and preservation. Therefore, these practices should be promoted and advanced through the integration of local knowledge and forest management practices in the design and implementation of sustainable environmental planning and management.  相似文献

Value Orientation and Forest Management: The Forest Health Debate   总被引:2,自引:0,他引:2  
Among both forest practitioners and the general public, “forest health” has become an issue of contention. Whereas the debate over which treatments will best achieve healthy forests has been framed largely by the popular media and politicians as a struggle between industry and environmentalists, the views of the general public remain unexplored. Survey results from Oregon and Washington residents were used to assess the relationships between respondents’ self-described environmental or economic priorities and the following two variables: (1) acceptability of forest management practices and (2) perceived threats to forest health. Findings indicate that active management was generally accepted by a majority of respondents regardless of their environmental or economic orientation. Disagreement emerged, however, when the appropriateness of specific management practices within specific forest conditions was examined. Additionally, strong evidence was found for a relationship between self-described environmental or economic orientation and perceived threats to forest health. Those with an environmentally oriented viewpoint tended to perceive human-caused factors as the largest threats, whereas those with an economic orientation saw naturally occurring processes as the greatest threats. These findings suggest that the issue of contention is not active management per se. Rather, the major divisions in the forest health debate are defined by specific contexts and circumstances, as well as the management practices used.  相似文献

Differences in the way local and regional interest groups perceive Sustainable Forest Management in regions with different forest use histories were studied using Southeastern Finland, the Mauricie in Quebec and Central Labrador in Canada as examples of regions with high, medium and low importance of commercial forestry. We present a conceptual model illustrating the cyclic interaction between the forest, cultural models about forests and forest management. We hypothesized that peoples' perceptions would be influenced by their cultural models about forests and would thus vary amongst regions with different forest use histories and among different interest groups. The weightings of the environmental, economic and social components of sustainability as well as themes important for each of the interest groups were elicited using individual listing of SFM indicators and group work aimed at developing a consensus opinion on a common indicator list. In Southeastern Finland the views of the different groups were polarized along the environment-economy axis, whereas in Central Labrador all groups were environmentally oriented. The social dimension was low overall except among the Metis and the Innu in Labrador. Only environmental groups were similar in all three research regions, the largest differences between regions were found among the forestry professionals in their weightings concerning economy and nature. As the importance of commercial forestry increased, a greater importance of economic issues was expressed whereas the opposite trend was observed for issues regarding nature. Also inter-group differences grew as the importance of commercial forestry increased in the region. Forest management and forest use can be seen as factors strongly influencing peoples' cultural models on forests.  相似文献

Abstract: The relationship between forests and streamflows has long been an important research interest in China. The purpose of this paper is to summarize progress and lessons learned from the forest‐streamflow studies over the past four decades in China. To better measure the research gaps between China and other parts of the world, a brief global review on the findings from paired watershed studies over the past 100 years was also provided. In China, forest management shifted in the later 1990s from timber harvesting to forest restoration. Forest‐streamflow research was accordingly changed from assessing harvesting impacts to evaluating both harvesting and forestation effects. Over the past four decades, Chinese forest hydrology research has grown substantially. Significant progress has been made on measuring individual processes, but little solid, long‐term data were available to assess the relationship between forest changes and streamflows because of an absence of standard paired watersheds. In addition, misuse of statistical analyses was often found in the literature. A unique opportunity exists in China to study the forestation effects on streamflow as several large‐scale forestation programs are being implemented. Such an opportunity should include a robust paired watershed design under an integrated watershed ecosystem framework to avoid repeating the lessons already learned. Recommendations on future forest‐streamflow research directions in China are provided.  相似文献

Nature-based tourism in protected areas has increased and diversified dramatically during the last decades. Different recreational activities have a range of impacts on natural environments. This paper reports results from a comparison of the impacts of hiking, cross-country skiing and horse riding on trail characteristics and vegetation in northern Finland. Widths and depths of existing trails, and vegetation on trails and in the neighbouring forests were monitored in two research sites during 2001 and 2002. Trail characteristics and vegetation were clearly related to the recreational activity, research site and forest type. Horse trails were as deep as hiking trails, even though the annual number of users was 150-fold higher on the hiking trails. Simultaneously, cross-country skiing had the least effect on trails due to the protective snow cover during winter. Hiking trail plots had little or no vegetation cover, horse riding trail plots had lower vegetation cover than forest plots, while skiing had no impact on total vegetation cover. On the other hand, on horse riding trails there were more forbs and grasses, many of which did not grow naturally in the forest. These species that were limited to riding trails may change the structure of adjacent plant communities in the long run. Therefore, the type of activities undertaken and the sensitivity of habitats to these activities should be a major consideration in the planning and management of nature-based tourism. Establishment of artificial structures, such as stairs, duckboards and trail cover, or complete closure of the site, may be the only way to protect the most sensitive or deteriorated sites.  相似文献

ABSTRACT: The purpose of this paper is to examine the correlates of attitudes toward alternative uses which could have been made of public resources employed to construct a multipurpose reservoir. A sample of 303 adult residents of a rural community impacted by lake construction was asked to evaluate several alternative development options which could have been implemented in lieu of the lake project. The alternative options evaluated were: rural industrialization, keeping land in agriculture and forests, improving public services, building a state or national park, drilling water wells for urban water supply, aid to small business, helping poor people, building several smaller impoundments, and private recreation development. The findings revealed the local people preferred the lake project to every option except keeping the land in agriculture and forest. Even this option was not strongly supported when compared with the lake project. Socio-demographic, attitude, and cost assessment factors were investigated using a “vested interest” perspective for hypotheses development. These findings demonstrated that costs and benefits were relatively good predictors of attitudes toward alternative development options and were supportive of the theoretical perspective advanced in this paper.  相似文献

Although historically abundant, the riparian poplar forests of the western prairies are now endangered as a result of the damming and diversion of rivers in this region. Recent reports have described substantial declines of riparian poplar forests downstream from dams in Alberta, Canada; Montana, North Dakota, Wyoming, Colorado, and Arizona, USA. The present report analyzes the forest and hydrological conditions reported previously in order to clarify the causes of the downstream forest decline. Dams were found to contribute to forest failure by (1) reducing downstream flows and/or (2) altering flow patterns to attenuate spring flooding and/or stabilize summer flows. Reduced flows are reported to induce drought stress, which is particularly lethal to seedlings and very old poplars. The artificial moderation of spring flooding may inhibit the formation of seedbeds essential for seedling replenishment. Increased river valley development involving cattle grazing, agricultural clearing, and direct harvesting of trees also contributes to forest failure. Potential methods for mitigating the impacts of dams on downstream forests include downstream flow schedules that (1) retain occasional spring flooding, (2) taper off rather than abruptly drop downstream flow, and (3) provide adequate flows throughout the summer. Poplar forest stabilization and recovery can be further promoted by fencing to protect trees from livestock grazing and trampling, or artificial site preparation such as cultivation or scarification to encourage poplar regeneration.  相似文献

Ecological disturbances of forests by insects have a complex array of associated human dimensions presenting complications for natural resource decision making and relationships between stakeholders and managers. This article discusses the human context of forest disturbances by insects by reviewing four cases of bark beetle forest disturbance from British Columbia in Canada, Bavarian Forest National Park in Germany, the Kenai Peninsula in Alaska, and the north central region of Colorado. Findings and lessons learned from these studies are outlined along with their implications for managing forest disturbances by insects in general. Conclusions focus on the need to assess the broad array of impacts and risks perceived by local residents and the capacity for local action and involvement in managing forest disturbances. Communication and interaction between resource managers and local stakeholders can facilitate the identification of management priorities and potentially reduce some of the risks associated with forest disturbances by insects.  相似文献

Public values toward forests have changed since the late 1980s, from a commodity-oriented perspective toward a more inclusive (commodity and non-commodity) orientation. This study examines the influence of four indicators of population diversity (age, ethnic background, place of residence, and gender) on amenity values of forests, environmental attitudes, and forest value—attitude correspondence. Four values of public and private forests were assessed, wood production (utilitarian value), clean air (a life support value), scenic beauty (an aesthetic value), and heritage (a spiritual value). Environmental attitudes were measured using a modified version of the New Environmental Paradigm scale. Five hundred and forty-eight randomly selected residents of households in 13 states of the Southern United States participated in a telephone interview. Age and ethnic background were found to moderate the value—attitude relationship, with the strength of the association being dependent upon the type of forest (i.e., public or private) and the forest value (i.e., utilitarian, life support, spiritual, and aesthetic). Females, younger persons (less than 43 years old), and whites reported lower utilitarian values of forests than their respective counterparts. Results are interpreted within the context of an emerging post-material society, in which a biocentric orientation to forests and the natural environment may be favored more by a younger (versus older) generation and increasingly racially diverse U.S. population. Implications for managing forests using a multiple-values (versus multiple-uses) approach are discussed.  相似文献

It is widely recognized that forest and water resources are intricately linked. Globally, changes in forest cover to accommodate agriculture and urban development introduce additional challenges for water management. The U.S. Southeast typifies this global trend as predictions of land-use change and population growth suggest increased pressure on water resources in coming years. Close attention has long been paid to interactions between people and water in arid regions; however, based on information from regions such as the Southeast, it is evident that much greater focus is required to sustain a high-quality water supply in humid areas as well. To that end, we review hydrological, physicochemical, biological, and human and environmental health responses to conversion of forests to agriculture and urban land uses in the Southeast. Commonly, forest removal leads to increased stream sediment and nutrients, more variable flow, altered habitat and stream and riparian communities, and increased risk of human health effects. Although indicators such as the percentage of impervious cover signify overall watershed alteration, the threshold to disturbance, or the point at which effects can been observed in stream and riparian parameters, can be quite low and often varies with physiographic conditions. In addition to current land use, historical practices can greatly influence current water quality. General inferences of this study may extend to many humid regions concerning climate, environmental thresholds, and the causes and nature of effects.  相似文献

Forest Dynamics in the Eastern Ghats of Tamil Nadu,India   总被引:1,自引:0,他引:1  
The primary deciduous forests in the Eastern Ghats (EG) of Tamil Nadu (TN) India have undergone many changes owing to various need-based forest managements, such as timber extraction for industry, railway sleepers, charcoal, and forest clearance for hydroelectric projects and agriculture, during preindependence and postindependence periods (i.e., from 1800 to 1980). The enactment of a forest conservation act during the 1980s changed the perception of forest managers from utilization to conservation. This study was taken up to assess the forests dynamics in the EG of TN spatially between 1990 and 2003 and nonspatially between 1900 and the 1980s. Landsat Thematic Mapper (TM) and Indian Remote Sensing satellite (IRS) 1D Linear Imaging and Self Scanning (LISS III) data were used to assess forests during 1990 and 2003, respectively. Field floristic survey and secondary data (such as published literature, floras, books, and forest working plans) were used to assess the forest dynamics in terms of forest type and species composition among the preindependence period, the postindependence period, and the present (i.e., before and after 1980). The satellite data analysis revealed a considerable amount of changes in all forest types during the 13 years. The comparison of species composition and forest types between the past and present revealed that need-based forest management along with anthropogenic activity have altered the primary deciduous forest in to secondary and postextraction secondary forests such as southern thorn and southern thorn scrub forests in the middle [400–900 m above mean sea level (MSL)] and lower slopes (<400 m MSL). However, the evergreen forests present at the upper slope (>900 m MSL) and plateau seemed not to be much affected by the forest management. The changes estimated by the satellite data processing in the major forest types such as evergreen, deciduous, southern thorn, and southern thorn scrub are really alarming because these changes have occurred after the implementation of a forest conservation act. The dependence of local people on forests for various purposes in this region is also considerably high, which might be a key factor for the changes in the forests. The results of this study not only provide an outlook on the present status of the forests and the change trends but also provide the basis for further studies on forests in the EG of TN.  相似文献

Managed forests are a primary land use within the Coastal Plain of the southern United States. These forests are generally managed under standards, guidelines, or regulations to conserve ecosystem functions and services. Economic value of commercial forests provides incentives for landowners to maintain forests rather than convert them to other uses that have substantially reduced environmental benefits. In this review, we describe the historical context of commercial forest management in the southern United States Coastal Plain, describe how working forests are managed today, and examine relationships between commercial forest management and maintenance of functional aquatic and wetland systems and conservation of biological diversity. Significant challenges for the region include increasing human population and urbanization and concomitant changes in forest area and structure, invasive species, and increased interest in forest biomass as an energy feedstock. Research needs include better information about management of rare species and communities and quantification of relationships between ecosystem attributes and forest management, including biomass production and harvest. Incentives and better information may help commercial forest managers in the Coastal Plain more efficiently contribute to landscape-scale conservation goals.  相似文献

This paper presents results from research that identified and analysed barriers to accessing British woodlands and forests. This paper aims to contribute to an understanding of access and accessibility and to inform the design of policy and management interventions to encourage increased access by under-represented social groups. A brief review of policy and academic literature places the issue of inclusive woodland and forest access in the context of contemporary debates surrounding public health, well-being, diversity and the perceived role of public green space. There follows an analysis of quantitative and qualitative research findings, informing the presentation of a working typology of barriers. The typology is structured around the access needs of various social groups, allowing an analysis of the social distribution of barriers. The findings indicate the deep-seated psychological, emotional and socio-cultural nature of some barriers and highlight the need for carefully designed interventions that may lie outside the conventional remit of woodland management. This paper will be of particular interest to decision-makers and practitioners and to those involved in the design and delivery of policies, programmes and projects aimed at encouraging inclusive use of woodlands, forests and other types of green space.  相似文献

ABSTRACT

The impacts of extreme weather events, causing severe storms and wildfires, cascade across administrative borders within a country, challenging the steering capacity of governance networks at different political scales. This paper examines how accountability and risk were constructed and negotiated in the aftermath of Sweden’s largest wildfire. It draws on results from an interview study with executives of organizations and landowners involved, and an analysis of government reports about the wildfire’s cause and consequences. Although the fire was human-caused, public administrative bodies paid considerable attention to the local emergency services and their poor handling of the wildfire, caused by lack of knowledge of forest fire behavior. The study confirms many of the challenges associated with governance networks. It finds that issues about who to hold accountable, in what forum and for what issue are not fully addressed, being overwhelmed by demands for better knowledge of forest fire prevention and improved coordination and collaboration. To conclude, the paper calls for a better-informed public administration, forest sector and interrelated networks that take responsibility for their actions or lack thereof.  相似文献

Outstanding features of Mediterranean forest area are highlighted with a special reference to biodiversity and connections with forest management. The naturally originated and anthropogenic progress of the mosaic-like evolution, as well as the man-induced factors and natural constraints are described. The past and present close linkages between management and biodiversity are then analysed by means of a few, outstanding cases typical of the geographical region. The management shift on increasing economically marginal forest area (abandonment) appears to be the major force currently driving connections with inherent and associated biodiversity. The goals following the new-established environmental roles of forests have shifted towards adaptive management, namely the implementation of locally tailored rules in accordance with prominent forest functions. Key priorities to face up to the new scenarios are then discussed.Economic and policy implications are addressed with reference to multipurpose forestry and the related annual flow of outputs. It is shown the role of water-related services, as well the provision of various non-wood forest products and public goods in addition to wood and other traditional forest outputs. Reference is also made to the dualism between the Northern and the South-Eastern Mediterranean countries due to different level of economic development (and pressure of forest resources) together with very different institutional structures, i.e. public ownership in Southern and South-Eastern Mediterranean countries. Nevertheless, the situation is going to become more harmonious in the medium run by growing economic development, the affirmation of local rights on forest resources, globalisation and, above all, rural out migration and exchanges of peoples confirming the traditional role of the Mediterranean Region at cross road of South-North and Eastern-Western cultures.  相似文献
