ABSTRACT: Forces driving the initiation of watershed management activities in Alabama have ranged from top-down, agency-led initiatives to bottom-up, citizen-led initiatives. A number of watershed projects in Alabama were examined including three NPS projects funded by U.S. EPA grants and a more comprehensive locally-initiated watershed management authority. Watershed projects were categorized into four different models. Factors which produced significant differences in the development and utilization of social capital and local capacities for watershed management were investigated. The success of watershed management initiatives was examined qualitatively and appears to correlate with a number of social factors. These factors include the extent of stakeholder involvement, the availability of social capital in the watershed, and the presence of a real or perceived water resource concern or problem. Both short term project success and the longer term prognosis for continued watershed management activities seems to depend most upon the amount of social capital in the watershed. Two major changes in resource management programs and organizations could lead to increased focus on and support for local watershed management initiatives. These are reorganization of resource management agencies around watershed units, and assignment of at least one staff person in each watershed unit to watershed management.  相似文献

ABSTRACT: Integrated watershed management in the Lower Mississippi Alluvial Plain (Delta) requires blending federal, state, and local authority. The federal government has preeminent authority over interstate navigable waters. Conversely, state and local governments have authority vital for comprehensive watershed management. In the Delta, integrating three broad legal and administrative regimes: (1) flood control, (2) agricultural watershed management, and (3) natural resources and environmental management, is vital for comprehensive intrastate watershed, and interstate river basin management. Federal Mississippi River flood control projects incorporated previous state and local efforts. Similarly, federal agricultural programs in the River's tributary headwaters adopted watershed management and were integrated into flood control efforts. These legal and administrative regimes implement national policy largely in cooperation with and through technical and financial assistance to local agencies such as levee commissions and soil and water conservation districts. This administrative infrastructure could address new national concerns such as nonpoint source pollution which require a watershed scale management approach. However, the natural resources and environmental management regime lacks a local administrative infrastructure. Many governmental and non governmental coordinating organizations have recently formed to address this shortcoming in the Delta. With federal and state leadership and support, these organizations could provide mechanisms to better integrate natural resources and environmental issues into the Delta's existing local administrative infrastructure.  相似文献

One of the most significant junctures in natural resource planning and management in recent years has been the emergence of community-based natural resource management (CBNRM). The central focus of CBNRM is the environment, of course. However, it explicitly considers the local economy and community as well. It is a highly participatory approach to local, place-based projects, programs and policies aimed simultaneously at environmental and community health. This paper is an attempt to shed light on what happens in the local economy and community as a result of pursuing a CBNRM strategy. Oregon has been in the vanguard in putting CBNRM into operation. A key example is the state's experience with local watershed councils and the state agency that supports them, the Oregon Watershed Enhancement Board (OWEB). Drawing from a larger study of Oregon's watershed councils, we ask and answer the questions: ‘What direct contribution do watershed councils make to the local economies of Oregon?’; ‘Do watershed councils contribute to ‘civic engagement’ in Oregon?’ and ‘Do they enhance individuals' and communities’ capacity to engage in public issues beyond watershed council activities?’  相似文献

ABSTRACT: Recent Federal and some State legislation has enlarged the scope of permitted or required actions of local units of government in water resources management and protection. Much of the legislation encourages local units of government to introduce water resources planning measures which will be preventive instead of corrective. Extensive public works measures, environmental destruction and the threat to human life can thus be eliminated or reduced. Research has developed and tested a method for identifying the elements of a water resources protection program for small urbanizing watersheds which was technically adequate and socially acceptable to the communities implementing such programs. Research results suggest that deliberate efforts will be necessary to inform and educate local units of government as to the usefulness of the legislation; and that the program must reflect local natural resource conditions and local preferences for the method of accomplishing the protection. Successful implementation could be restrained by inertia of local units of government, a lack of tradition in such programs, and hostile existing agencies.  相似文献

ABSTRACT: The Truckee River is a vitally important water source for eastern California and western Nevada. It runs 100 miles from Lake Tahoe to Pyramid Lake in the Nevada desert and serves urban populations in greater Reno-Sparks and agricultural users in three Nevada counties. In the 1980s and 1990s, a number of state and local groups initiated projects which, taken collectively, have accomplished much to improve watershed management on the Truckee River. However, the task of writing a management plan for the entire watershed has not yet been undertaken. Key players in state, federal and local government agencies have instead chosen to focus specific improvement efforts on more manageable, achievable goals. The projects currently underway include a new agreement on reservoir operation, restoration of high priority sub-watersheds, public education and involvement, water conservation education, and water resource planning for the major urban population centers. The approach which has been adopted on the Truckee River continues to evolve as more and more people take an interest in the river's future. The many positive projects underway on the watershed are evaluated in terms of how well they meet the definition of the ambitious water resources strategy, “integrated watershed management.”  相似文献

Policy-makers and public participation analysts face the question of who should be involved in environmental decision-making. Participants are often representatives of organized groups who share similar demographic and other characteristics. This raises concerns about the degree to which the interests and opinions of others are represented. The research presented here investigates the nature and degree of differences in environmental attitudes, specifically those toward water resource management efforts, among people who do and do not participate in place-based groups in metropolitan Portland, Oregon. Neighborhood associations and a watershed council were the focus of this research due to their involvement in land-use planning and resource activities. Thirty-four individual attitudinal judgments were evaluated, along with four indices representing attitudes toward resource protection goals, government, regulations, and economic measures. Survey findings revealed watershed council participants were more supportive of resource protection compared to others on all attitudinal dimensions except anthropocentric goals. In contrast, neighborhood association participants are relatively representative of non-participants except for heightened support for economic strategies. Participants in both groups exhibited higher socioeconomic status than non-participants. Written survey comments highlighted the perceived value of on-the-ground projects incorporating local input and feedback while interviews provided insights on how to expand participation in place-based groups and resource protection efforts.  相似文献

ABSTRACT: In the last decade, watershed groups (WG) established through government initiatives have become an important part of the natural resource management landscape in developed economies. In this paper, the authors reflect upon their research and experience with Landcare in Victoria, and to a lesser extent with Watershed Councils in Oregon, to identify the principles that appear fundamental to sustaining effective WG. In the first instance, these groups must be established at a local scale using social as well as biophysical boundaries. It is also critical that WG are embedded within a supportive institutional framework that identifies realistic roles for private landowners, local organizations such as WG, and regional planning bodies. Without broad stakeholder representation, the perceived benefits of participation are quickly forfeited. It is simply unrealistic to expect an effective network of WG to be sustained without substantial investment by government to provide for program management, group coordination, and cost sharing for on‐ground work. There must also be the commitment and skills within a program to establish processes that build trust and competency amongst citizens and agencies. These principles should also provide a foundation for the critical evaluation of WG programs.  相似文献

Watershed-based resource management organizations around the world are becoming more involved in groundwater management. This reflects, among other considerations, growing awareness of the critical role that these local agencies can and should play in the management of groundwater resources. Ontario's conservation authorities (CAs) are an important example. CAs are taking on new responsibilities for groundwater data collection, monitoring and planning. Unfortunately, not all local organizations are equally capable of participating effectively in groundwater management. This certainly is the case among Ontario's 38 CAs, which have highly variable levels of financial and staff resources. Local capacity for water management can be explored from the perspective of the institutional environment, the watershed community, and the financial, technical and staff resources of the organizations. This paper presents an evaluation of the groundwater management capacity of Ontario's conservation authorities, drawing on two detailed case studies (the Upper Thames River CA and the Ganaraska Region CA), and additional data gathered from all 38 CAs. Institutional issues, such as the clarity of management roles and senior government commitment to local management, as well as resourcing concerns, local working relationships, and public support, largely determine the capacity of CAs to expand their involvement in groundwater management. Strengthening the capacity of watershed-based agencies to participate in groundwater management is an important challenge in all jurisdictions, as these agencies are well placed to reinforce municipal groundwater management by identifying local needs and trends, facilitating communication and cooperation, and promoting best management practices.  相似文献

ABSTRACT: Since the 1970s, there has been extensive experimentation with new approaches to water and land resources management at the state and local levels. There is a critical need to document, assess, and synthesize lessons learned from the nation's recent experience with subnational institutional changes in environmental management. This paper examines institutional changes aimed at more integrated water and related resources management at the substate level of government. We describe innovative institutional changes in a case study of Dane County, Wisconsin, and assess the implementation and preliminary consequences of these changes. Dissatisfaction with watershed and lake management results and perceptions of institutional inadequacy led to significant changes in the structure and rules for county resources management. A new entity was created to focus watershed management responsibilities. The scope of authority and powers were expanded. However, these changes all occurred within the framework of a general purpose unit of government. The new institutional arrangements have achieved a number of milestones, although it is premature to fully assess resource outcomes. The substantive changes, implementation tactics, and overall experience in Dane County's reforms - especially with regard to addressing intergovernmental tensions and decentralized management, limited authorities and funding, and public and constituency support - have useful implications for other substate efforts at more comprehensive and integrated water resources management.  相似文献

Managers can improve conservation of lotic systems over large geographies if they have tools to assess total watershed conditions for individual stream segments and can identify segments where conservation practices are most likely to be successful (i.e., primary management capacity). The goal of this research was to develop a suite of threat indices to help agriculture resource management agencies select and prioritize watersheds across Missouri River basin in which to implement agriculture conservation practices. We quantified watershed percentages or densities of 17 threat metrics that represent major sources of ecological stress to stream communities into five threat indices: agriculture, urban, point-source pollution, infrastructure, and all non-agriculture threats. We identified stream segments where agriculture management agencies had primary management capacity. Agriculture watershed condition differed by ecoregion and considerable local variation was observed among stream segments in ecoregions of high agriculture threats. Stream segments with high non-agriculture threats were most concentrated near urban areas, but showed high local variability. 60 % of stream segments in the basin were classified as under U.S. Department of Agriculture’s Natural Resources Conservation Service (NRCS) primary management capacity and most segments were in regions of high agricultural threats. NRCS primary management capacity was locally variable which highlights the importance of assessing total watershed condition for multiple threats. Our threat indices can be used by agriculture resource management agencies to prioritize conservation actions and investments based on: (a) relative severity of all threats, (b) relative severity of agricultural threats, and (c) and degree of primary management capacity.  相似文献

Contributing to the debate on the causes of Himalayan environmental degradation, the status and management of four watersheds in the Upper Pokhara Valley were studied using information available from land use analysis, household surveys conducted in 1989 and 1992, deliberations held with villagers, and field observations. Accordingly, areas under forests and grazing lands were found being depleted at relatively high rates between 1957 and 1978 due mainly to the government policy of increasing national revenue by expansion of agricultural lands, nationalization of forests, steadily growing population, and dwindling household economy. Despite the steady growth of population, this process had remarkably slackened since 1978, owing primarily to remaining forests being located in very, steep slopes and implementation of the community forestry program. Forests with relatively sparase tree density, however, and grazing lands in the vicinity of settlements have been undergoing degradation due to fuelwood and fodder collection and livestock grazing. In many instances, this is aggravated by weak resource management institutions. Being particularly aware of the economic implication of land degradation, farmers have adopted assorted land management practices. Still a substantial proportion ofbari lands in the hill slopes is vulnerable to accelerating degradation, as the arable cropping system is being practiced there as well. The perpetuation of the local subsistence economy is certain to lead, to a further deterioration of the socioeconomic and environmental conditions of watersheds. To facilitate environmental conservation and ecorestructuring for sustainable development, a broad watershed management strategy is outlined with focus on alleviating pressure on natural resources.  相似文献

ABSTRACT: In an effort to adopt more holistic ecosystem approaches to resource assessment and management, many state and federal agencies have begun using watershed or ecoregion frameworks. Although few would question the need to make this move from dealing with problems and issues on a case by case or point-type basis to broader regional contexts, misunderstanding of each of the frameworks has resulted in inconsistency in their use and ultimate effectiveness. The focus of this paper is on the clarification of both frameworks. We stress that the issue is not whether to use watersheds (or basins or hydrologic units) or ecoregions for needs such as developing ecosystem management and non-point source pollution strategies or structuring water quality regulatory programs, but how to correctly use the frameworks together. Definitions, uses, and misuses of each of the frameworks are discussed as well as ways watersheds and ecoregions can be and have been used together effectively to meet resource management needs.  相似文献

Recognizing the steady depletion of natural resources in developing countries, this study analyses its causes by focusing on the ownership of such resources. Resource degradation was found associated with an array of individual, socioeconomic, politicoeconomic and institutional factors. In the pursuit of sustainable regional resources management and conservation, it is necessary to analyse and incorporate these multifarious factors into the design of a comprehensive strategy. While local government should be responsible for devising management strategies, their implementation requires the interfacing of field agencies with local communities that are to be assisted in the short term and instructed in depth; their performance should be closely monitored over the long term.  相似文献

Recent findings in the Umpqua River Basin in southwestern Oregon illustrate a tension in the rise of both community-based and watershed-based approaches to aquatic resource management. While community-based institutions such as watershed councils offer relief from the government control landowners dislike, community-based approaches impinge on landowners' strong belief in independence and private property rights. Watershed councils do offer the local control landowners advocate; however, institutional success hinges on watershed councils' ability to reduce bureaucracy, foster productive discussion and understanding among stakeholders, and provide financial, technical, and coordination support. Yet, to accomplish these tasks current watershed councils rely on the fiscal and technical capital of the very governmental entities that landowners distrust. Adaptive management provides a basis for addressing the apparent tension by incorporating landowners' belief in environmental resilience and acceptance of experimentation that rejects “one size fits all solutions.” Therefore community-based adaptive watershed management provides watershed councils a framework that balances landowners' independence and fear of government intrusion, acknowledges the benefits of community cooperation through watershed councils, and enables ecological assessment of landowner-preferred practices. Community-based adaptive management integrates social and ecological suitability to achieve conservation outcomes by providing landowners the flexibility to use a diverse set of conservation practices to achieve desired ecological outcomes, instead of imposing regulations or specific practices.  相似文献

Australia's Landcare program is advanced as a successful international example of local watershed groups and governments working together to improve natural resource management. One of the aspects considered critical in the success of watershed groups is engaging widespread participation. This paper draws on two regional surveys that explored burnout, or loss of engagement, among Landcare participants in the state of Victoria using the Maslach Burnout Inventory. Survey findings indicated that a large proportion of respondents were experiencing high burnout in terms of low personal accomplishment and suggested that there was potential for burnout to increase. The authors suggest that the expectations of watershed groups must be based around a realistic assessment of the capacity for volunteer groups to deliver improved environmental and social outcomes.  相似文献

The paper focuses on the interplay between policy implementation and heterogeneous everyday social practices that, we argue, finally determine the success of environmental policies. We compare two empirical case studies to show how the targets of international climate policy and the agri-environmental policy of the EU have been achieved in energy production and agriculture in rural Finland. The focus of our analysis is on the power effects of these policies at the level of local natural resource management practices. Our analysis revealed tensions that arose during the implementation of the policies and showed that the policies modified the local actors' capacities to act. Therefore, we claim that policy practices should be analysed and appreciated as sites for the articulation of conflict and difference, as places of social and cultural contestation.  相似文献

Spatial data are playing an increasingly important role in watershed science and management. Large investments have been made by government agencies to provide nationally‐available spatial databases; however, their relevance and suitability for local watershed applications is largely unscrutinized. We investigated how goodness of fit and predictive accuracy of total phosphorus (TP) concentration models developed from nationally‐available spatial data could be improved by including local watershed‐specific data in the East Fork of the Little Miami River, Ohio, a 1,290 km2 watershed. We also determined whether a spatial stream network (SSN) modeling approach improved on multiple linear regression (nonspatial) models. Goodness of fit and predictive accuracy were highest for the SSN model that included local covariates, and lowest for the nonspatial model developed from national data. Septic systems and point source TP loads were significant covariates in the local models. These local data not only improved the models but enabled a more explicit interpretation of the processes affecting TP concentrations than more generic national covariates. The results suggest SSN modeling greatly improves prediction and should be applied when using national covariates. Including local covariates further increases the accuracy of TP predictions throughout the studied watershed; such variables should be included in future national databases, particularly the locations of septic systems.  相似文献

耕地资源关系到国家经济发展、社会稳定和粮食安全。对我国而言,经济飞速增长,人地矛盾十分突出,每寸土地都显得弥足珍贵。在收集我国1997-2005年耕地面积变化的资料,并作相关分析的基础上,研究得出我国耕地资源呈现不断减少的趋势,其中生态退耕和非农建设用地占用耕地是其变化的主要原因。耕地资源的减少引起了粮食总产量和单产量的变化,而耕地复种指数也是影响耕地产量的主要原因之一。在此基础上分析了耕地保护和粮食安全的内在关系,并提出适合我国的耕地资源可持续利用与粮食安全的措施。  相似文献

Increasingly, performance measurement is being used to hold federal agencies accountable, represent environmental progress, and evaluate the effectiveness of environmental programs. The need to track measurable outputs has created a tendency to present programmatic progress solely by quantifiable data, despite the inherent complexity of natural resource management. Wetlands and fire management programs are two specific environmental arenas that have come to overemphasize the tracking of acreage numbers to validate existing policy direction. In both of these arenas, we find the definition and categorization of "countable" acres to be inconsistent and unreliable. We explore this systemic flaw for both wetlands and fire programs and describe its implications for environmental policy and natural resource management more broadly. We conclude with recommendations for improved performance measurement in these arenas.  相似文献

自然资源产权管理和专业监管的分立可充分发挥市场作用,进一步促进简政放权,实现对山水林田湖草的综合管理,克服监管盲点,提升综合保护绩效,促进绿水青山转化为金山银山。设立专门机构开展自然资源资产管理,《生态文明体制改革总体方案》等规定了改革依据;自然资源统一确权登记试点取得积极进展,奠定了工作基础;与自然资源资产负债表、绿色GDP核算、生态文明建设目标评价考核等结合起来,促进改革的系统化和连贯化;建议在国家和省、市成立三级国有自然资源资产管理机构,在部分区域和流域派驻机构。为保障改革的实施,需界定国有自然资源资产的范围及所有权、监管权的角色和权限;改革生态补偿、排污权有偿使用、资源有偿利用等制度;明晰流域与属地的权力(利)关系;明确自然资源资产管理职责和生态环保党政同责的关系;重构环境保护税、资源税和自然资源资产使用费的关系;规定自然资源资产管理的原则、体制、制度和责任;建立自然资源资产清单、权利清单和管理信息平台;厘清各方权利边界和监管边界,建立评价考核和奖惩机制。  相似文献
