There is no comprehensive system of describing threats and disturbances currently used in Australia, despite the widespread impacts of human activities on natural ecosystems. Yet a detailed categorization would facilitate the collation of threatening process information into information systems; enable standardized collection and availability of data; and enable comparative analyses of ecosystem condition between stakeholders, agencies, states, and nations, particularly for environmental reporting and evaluation mechanisms such as State of the Environment. As part of the Queensland Wetlands Programme (QWP), a threat and disturbance framework was developed, focused on the pressure and impacts components of the DPSIR (driver-pressure-state-impacts-response) framework. A wetland inventory database was developed also that included a detailed threat and disturbance categorization using the QWP framework. The categorization encompasses a broad range of anthropogenic and natural processes, and is hierarchical to accommodate varying levels of detail or knowledge. By incorporating detailed qualitative and quantitative information, a comprehensive threats and disturbances categorization can contribute to conceptual or spatially explicit knowledge and management assessments. The application of the framework and categorization to several threatening processes is demonstrated, and its relationship to current natural resource condition indicators is discussed. Threat evaluation is an essential component of ecological assessment and environmental management, and a standardized categorization enables consistency in attributing processes, impacts and their short- to long-term consequences. Such a systematic framework and categorization demonstrates the importance and usefulness of comprehensive approaches, and this approach can be readily adapted to management, monitoring and evaluation of other target ecosystems and biota.  相似文献

ABSTRACT

Collaborative governance processes have become a popular mechanism for addressing complex environmental problems. Their success is premised, in part, on the assumption that they promote learning among diverse participants, who are then better equipped to develop creative, consensus-oriented environmental management actions. Significant gaps remain, however, in our understanding of how collaborative governance processes foster learning and what impact increased learning has on policymaking outputs. To investigate these relationships, this study provides one of the first empirical applications of Heikkila and Gerlak's collective learning framework. Key framework concepts are operationalized via interview data and existing literature and then measured via survey data collected from participants in a collaborative environmental governance process in Colorado, U.S. Findings indicate that both internal and exogenous contextual factors affect how much an individual learns within a collective context. Additionally, participants who report more learning also more strongly agree that the process produced favorable outputs and outcomes. These findings advance theories of learning in collaborative contexts and inform process design to maximize learning.  相似文献

This article explores individual and community action taken in response to perceived environmental risks by investigating the determinants of environmental action across a range of action types. A conceptual framework is first presented, which provides a foundation for investigating the role of local compositional (i.e., individual characteristics), contextual (i.e., neighborhood environment), and collective (i.e., social networks) factors in environmental action. To test the utility of the conceptual framework, a quantitative survey was administered to a random sample of households (n = 512) in Hamilton, Canada. The results suggest that the predictors of environmental action vary by action type (i.e., personal change, individual civic action, and cooperative civic action), and that factors related to perceived environmental exposure and social capital generally play a stronger, more consistent role in civic environmental action than sociodemographic or neighborhood factors. The results underscore the role of social connection in responses to perceived environmental risks.  相似文献

近年来我国环境邻避形势严峻,人民群众日益增长的对美好生态环境的需求、公众参与环境保护的意愿、维护自身权益的意识和当前纠纷解决机制不平衡不充分的矛盾突出。为了有效化解冲突,环境邻避纠纷解决机制先后经历了萌发期、探索期,并逐步进入多元化发展阶段。现阶段环境邻避纠纷非诉讼解决方式存在制度局限,诉讼解决方式在实际应用中面临诉讼积极性不高、立案难、举证难、审理难等问题。为此,结合环境邻避纠纷的特点,本文提出了环境邻避纠纷解决机制完善建议:一是预防为主,建立贯穿项目建设始终的公众参与法律制度体系,增强公众意见反馈的强制性;二是分类化解,建立和完善适应不同需求的纠纷解决程序,加强多元化纠纷解决机制的衔接。希望通过建立"预防为主,分类化解"的精细化纠纷解决机制来推动环境邻避冲突的有序解决。  相似文献

Participatory modeling is increasingly recognized as an effective way to assist collective decision-making processes in the domain of natural resource management. This article introduces a framework for evaluating projects that have adopted a participatory modeling approach. This evaluation framework—known as the “Protocol of Canberra”—was developed through a collaboration between French and Australian researchers engaged in participatory modeling and evaluation research. The framework seeks to assess the extent to which different participatory modeling initiatives not only modify perceptions among and interactions between participants, but also contribute to collective decision-making. The article discusses the development of the framework and it’s application to three case-studies, two from Australia and one from the Pacific Island of the Republic of Kiribati. The article concludes with some comments for future use of the framework in a range of participatory modeling contexts.  相似文献

Environmental scientists are continually discovering new and emerging environmental problems. There have been many studies of how a particular environmental problem has occurred, its costs to society, and its (potential) resolution. However, to date there have been few studies of the rate at which new environmental problems are generated by human technological innovations. In this note, I present a conceptual framework that will help quantify how many now-unknown problems we may expect to occur in a given sector. Two brief case studies illustrate the difficulty of finding appropriate dataset for fitting the full model, however. Policy implications of the conceptual framework are discussed, with different kinds of economic sectors requiring different approaches.  相似文献

Rural-amenity migration is changing the social and ecological compositions of landscapes globally. The in-migration of new landholders is contributing to significant biophysical changes to rural landscapes, as well as the weakening of collective awareness, knowledge and skills needed to manage natural resources. This is leading to the proliferation of environmental harm. This paper focuses on invasive plants as one such harm, detailing how collective action is developed and challenged in a rural landscape undergoing increasing property turnover and diversifying management priorities. Focusing on the role of a Landcare group, located in southern New South Wales, Australia, I explore how social capital – with a particular focus on trust and social norms – is mobilised to recruit newly arrived residents and maintain commitment among landholders to manage invasive plants. This research provides insights into how policy can better steer management interventions, particularly how to develop and maintain collective action in diversifying rural landscapes.  相似文献

Even though “sustainable development” seems to have emerged as the development paradigm of the 1990s, a great deal of vagueness still surrounds the meaning, definition, and theoretical underpinnings of the concept. There is also a general lack of emphasis on the spatial dimension of sustainable development when developing relevant conceptual or environmental accounting frameworks. In clarifying the concept, this article proposes a definition that explicitly incorporates the temporal as well as the spatial dimension of sustainability. It also develops a logically consistent conceptual framework for the analysis and evaluation of sustainable development, following a spatial systems approach. Five interconnected aspatial subsystems or subsets of a spatial system are identified and their respective operational dimensions discussed. A proposed composite index calleddegree of stainable development (DSD) and its five component indicators are also outlined. The difficulties involved in operationalizing the DSD measure and the conceptual framework are noted, and the various tasks that need to be undertaken in this regard are specified. It is concluded that future research utilizing the proposed conceptual framework should not only foster the development of appropriate methodologies for the comparative evaluation of sustainable development at global, national, or regional scales, but also offer insights to appropriate decision makers at various levels regarding available options and alternative actions for the healthy development of their respective societies.  相似文献

There have been increasing concerns about the adverse impacts on the environment caused by cargo movement in international trade. Different stakeholders ranging from shippers and carriers to government bodies and international communities have expressed worries about the environmental impacts brought by shipping related activities. The pollution and waste created in the shipping processes have imposed environmental burdens and accelerated resource depletion. The situation is set to worsen in the face of intensifying trade globalization, which has contributed to sustained growth in international shipping activities. To help protect the environment, many shipping firms have taken the initiative to find ways to lessen the environmental damage of their operations while enhancing their performance. The objective of this study is to examine the environmental awareness and the environmental measures taken in the shipping industry. We propose a conceptual framework for evaluating green shipping practices and develop several propositions stating the conditions under which shipping firms would behave in an environmentally responsible manner. We conclude with managerial and policy implications of the conceptual framework to promote green shipping practices in the shipping industry.  相似文献

Participatory research in which experts and non-experts are co-researchers in addressing local concerns (also known as participatory action research or community-based research) can be a valuable approach for dealing with the uncertainty of social–ecological systems because it fosters learning among stakeholders and co-production of knowledge. Despite its increased application in the context of natural resources and environmental management, evaluation of participatory research has received little attention. The objectives of this research were to define criteria to evaluate participatory research processes and outcomes, from the literature on participation evaluation, and to apply them in a case study in an artisanal fishery in coastal Uruguay. Process evaluation criteria (e.g., problem to be addressed of key interest to local and additional stakeholders; involvement of interested stakeholder groups in every research stage; collective decision making through deliberation; and adaptability through iterative cycles) should be considered as conditions to promote empowering participatory research. Our research contributes to knowledge on evaluation of participatory research, while also providing evidence of the positive outcomes of this approach, such as co-production of knowledge, learning, strengthened social networks, and conflict resolution.  相似文献

ABSTRACT: In the arid West, the development and implementation of water policy often results in disputes among water users, resource managers, and policy makers. Although significant attempts have been made to improve public involvement and dispute resolution in water resources planning, the traditional planning process has not historically played this role for a variety of reasons. Water resources planning can become a forum for proactively resolving water policy disputes by employing the principles of environmental dispute resolution. The purpose of this article is to explore the role of collaborative, consensus-building planning processes in resolving water policy disputes. The Montana State Water Plan is evaluated as an example of such a process, and a model state water planning process is outlined.  相似文献

A new framework for environmental assessment is needed because no existing framework explicitly includes all types of environmental assessments. We propose a framework that focuses on resolving environmental problems by integrating different types of assessments. Four general types of assessments are included: (1) condition assessments to detect chemical, physical, and biological impairments; (2) causal pathway assessments to determine causes and identify their sources; (3) predictive assessments to estimate environmental, economic, and societal risks, and benefits associated with different possible management actions; and (4) outcome assessments to evaluate the results of the decisions of an integrative assessment. The four types of assessments can be neatly arrayed in a two-by-two matrix based on the direction of analysis of causal relationships (rows) and whether the assessment identifies problems or solves them (columns). We suggest that all assessments have a common structure of planning, analysis, and synthesis, thus simplifying terminology and facilitating communication between types of assessments and environmental programs. The linkage between assessments is based on intermediate decisions that initiate another assessment or a final decision signaling the resolution of the problem. The framework is applied to three cases: management of a biologically impaired river, remediation of a contaminated site, and reregistration of a pesticide. We believe that this framework clarifies the relationships among the various types of assessment processes and their links to specific decisions.  相似文献

In this article a GIS method is presented for riparian environmental buffer generation. It integrates a scientifically tested buffer width delineation model into a GIS framework. Using the generally available data sets, it determines buffer widths in terms of local physical conditions and expected effectiveness. Technical burdens of data management, computation, and result presentation are handled by the GIS. The case study in which the method was used to evaluate the stream buffer regulations in a North Carolina county demonstrates its capability as a decision support tool to facilitate environmental policy formulation and evaluation, and environmental dispute resolution.  相似文献

Evolution and adaptation are characteristics of complex adaptive systems, and a new understanding of sustainable development can be gleaned by using the complex adaptive systems framework. This approach to sustainable development issues implicitly requires proactive involvement by the public. This paper supports that bottom-up participation needs to be nurtured. This paper describes and analyzes the actual and potential contributions of Latin American environmental psychology (EP) to the study of environment–behaviour interactions. Latin America is a richly socoi- and bio-diverse region; the multitude of problems caused by threats to its diversity requires especial conceptual and methodological approaches for studying and solving those problems. Latin American environmental psychologists have contributed ideas and studies according to the specificities (indigenous psychologies) of their nations. These specificities include Latin American traditions of collective participation, holistic worldviews, emotional attachment to places and other individuals, biospheric attitudes and preference for diversity, among others, in addition to the cultural traditions inherited from Europe. These traditions are considered in EP studies conducted by Latin American authors, which are described and commented upon. The importance of formative programs for a professionalizing environmental psychology in the area is discussed. Finally, this paper envisions the future of EP in Latin America. Such a forecast includes our vision of how environmental psychologists in the region could contribute to the general development of a universal environmental psychology.  相似文献

This paper has two main objectives: (1) to discuss the basics of component modeling and its conceptual implications in environmental modeling; and (2) based on this discussion, to present a component-based design to support the simulation of wildlife movements. Components are independently developed, ready-to-use software units that can be assembled together to construct a modeling system. The conceptual implications of component modeling for the representation of environmental phenomena are discussed. A comparison is made between these conceptual implications and those of the more familiar object-oriented approach. A component-based design for supporting the simulation of wildlife movements is presented in this paper in order to illustrate how component modeling can be used to support the spatial representation of ecological phenomena and processes.  相似文献

We present a decision support framework for science-based assessment and multi-stakeholder deliberation. The framework consists of two parts: a DPSIR (Drivers–Pressures–States–Impacts–Responses) analysis to identify the important causal relationships among anthropogenic environmental stressors, processes, and outcomes; and a Decision Landscape analysis to depict the legal, social, and institutional dimensions of environmental decisions. The Decision Landscape incorporates interactions among government agencies, regulated businesses, non-government organizations, and other stakeholders. It also identifies where scientific information regarding environmental processes is collected and transmitted to improve knowledge about elements of the DPSIR and to improve the scientific basis for decisions. Our application of the decision support framework to coral reef protection and restoration in the Florida Keys focusing on anthropogenic stressors, such as wastewater, proved to be successful and offered several insights. Using information from a management plan, it was possible to capture the current state of the science with a DPSIR analysis as well as important decision options, decision makers and applicable laws with a the Decision Landscape analysis. A structured elicitation of values and beliefs conducted at a coral reef management workshop held in Key West, Florida provided a diversity of opinion and also indicated a prioritization of several environmental stressors affecting coral reef health. The integrated DPSIR/Decision landscape framework for the Florida Keys developed based on the elicited opinion and the DPSIR analysis can be used to inform management decisions, to reveal the role that further scientific information and research might play to populate the framework, and to facilitate better-informed agreement among participants.  相似文献

ABSTRACT

Elaborated in publications on transition management, sustainability governance and deliberative environmental governance, ‘reflexive governance’ addresses concerns about social-ecological vulnerabilities, flawed conceptualisations of human-nature relations fragmented governance regimes and conditions for a sustainability transition. Key barriers to reflexive government include unavoidable politics; the influence of broader discursive systems that shape actors’ strategic interests; and structural and deliberate limitations to the range of admitted epistemological understandings, normative perspectives and material practices. Against this background, the contributions to the special issue provide novel conceptual linkages between reflexive governance and boundary objects, intercultural dialogue, conflict management heuristics, discourse linguistics, theories of the policy cycle and reflexive law, network and learning theories, and Lasswell’s ‘developmental constructs’. Based on the contributions, we identify five inherent conceptual tensions of reflexive governance: between the openness of horizontal learning processes and the desired direction towards sustainable development; between reflexive governance as a normative or procedural concept; between expected learning orientations and other, strategic orientations; between governance as a precondition for reflexivity and reflexive learning as a precondition for reorganized governance structures; and between reflexivity as an open-ended, evolutionary process and the need to strategically defend the space for reflexivity against powerful groups with an interest in the status quo.  相似文献

This paper presents a framework for understanding and improving public sector environmental decision making. Within the framework, four interrelated components are discussed: (1) the environmental and cultural context-understanding this context includes understanding what people consider to be environmental problems, the goals and values that they bring to environmental problems and decision processes, specialized and common knowledge about environmental problems, and the institutional settings within which problems are addressed; (2) planning and appraisal activitiesthese activities include forecasting and monitoring exercises, evaluations of past decisions, and decisions that processes ought to be launched to solve specific environmental problems; (3) decision-making modes-these include six typical ways of conducting an environmental problem-solving process, modes which, in the framework, are called emergency action, routine procedures, analysis-centred, elite corps, conflict management and collaborative learning; (4) decision actions-these include five generic steps that are undertaken, formally or intuitively, in virtually any decision-making situation: issue familiarization; criteria setting; option construction; option assessment; and reaching a decision. In the course of describing the framework, we show a decision-making process can be adapted to incorporate sustainability concerns, including fostering sustainable environmental and social systems, meeting obligations to future generations, and searching for robust and reasonable (rather than rigidly optimal) decisions. The framework also helps to illuminate intriguing questions regarding institutional responsibility, decision process complexity and paradigms for environmental decision making.  相似文献
