在分析区域经济与资源环境耦合关系的基础上,选取指标体系构建社会经济—水资源—土地资源综合指数,建立系统协调发展度评价模型和经济发展中水土资源消耗的响应函数,以确定和识别辽宁省近十二年来水土资源经济系统的演进态势。结果表明,社会经济—水资源—土地资源系统之间的耦合协调度较低,经济发展与水土资源利用的协调关系需进一步加强。从长期来看,经济发展对水资源的依赖程度减弱,与耕地数量之间的动态效应日趋增加。  相似文献

以甘肃省市域为评价单元,将其分为河西、陇东陇中、陇南和甘南四区,通过构建水土资源匹配测算模型,对该省2000年、2005年、2010年和2015年农业水土资源空间分布和匹配格局进行分析。结果表明:甘肃省水土资源现状为"耕地资源较丰富,水资源短缺,水土资源错位分布";2000—2015年农业水土资源匹配系数逐渐上升,2015年水土资源匹配系数为0.254万m~3/hm~2,低于全国平均水平;空间匹配程度形成"西高东低、北高南低"的特点,有一定的集聚态势,总体格局保持稳定。  相似文献

为衡量土地健康利用与经济发展之间的耦合关系,通过层次分析法(AHP)以及压力—状态—响应框架(PSR)来判断武汉市2000—2010年的土地健康状态以及经济发展状况,并运用动态耦合度模型探讨两者之间的内在关系。研究结果表明:2000—2010年,武汉市经济发展综合指数以30%的年增长率增长,土地健康利用综合指数在曲折中发展,总体健康水平不容乐观。土地健康利用与经济发展之间经历了不协调发展阶段和协调发展阶段,整个协调发展系统即将进入极限发展阶段,土地健康利用危机正进入潜伏期,应注重整合优化利用土地资源。  相似文献

Intensified surface mining, power generation, and smelting operations in the Hunter River lowlands, NSW, Australia have posed numerous new environmental management problems. Legislative controls over water, soils, and land use management have been clearly insufficient and remain so. The complex range of environmental changes is challenging government agencies as well as coal developers. While water demands are increasing in the region the proportionally greatest competitors are power generation and irrigation. Comprehensive regional water quality assessment is inadequate and divided between a number of agencies with fragmentary interests. Coal development inquiries signal further controversy over appropriate management solutions and are an ongoing phenomenon in the region. The early 1980s resource boom has been followed by lower rates of economic growth, which have resulted in disparate agency responses to major ongoing environmental questions. While issue attention cycles are often remarkably short in environmental management, matters of water, land, and air quality require intensive and ongoing monitoring and policy development.  相似文献

The economic decline of traditional dockland areas has released considerable areas of land for redevelopment, much of which is close to the heart of city centres. The property development industry has capitalized upon these assets to the extent that port-related redevelopmentis a common feature throughout North America and Europe. This paper explores the experience of the Mersey Basin in North West England which, under the Mersey Basin Campaign initiative, has sought to explicitly connect improvements in water quality to economic regeneration. A small survey of commercial property valuers was used to explore this relationship and revealed the importance of water in the property development process, through potential increases in value and an enhancement of the marketability of property adjacent to water. Equally, improved water quality is revealed as an important precursor to waterside economic regeneration. Here, investment must, as with the preparation of derelict and contaminated land for redevelopment, be regarded as a public good, nurturing good water quality as an asset for the benefit of future generations and as a part of realizing the full potential of waterfront regeneration.  相似文献

A central problematic for researchers working at the interface of economic and environmental change is the development of research designs and methodologies that can satisfactorily link economic processes of global reach (such as direct investment) to environmental change at local and regional scales. This article reviews recent efforts to couple economic and environmental change and finds that relatively little effort has been made to use the direct investment process as a means of linking industrial restructuring to land use change. The article argues that direct investment, when conceptualised as a political-economic process involving the assemblage of a package of rights (to land, water, pollution permits etc), can be an effective vehicle for tracing through the impacts of industrial restructuring on local environments. To develop this analytical approach, an empirical case of mineral investment in the Gila Valley of eastern Arizona is presented. The case study identifies the acquisition of land and water rights as central strategic issues for mineral firms seeking to make investment, and traces through the impact of these acquisition strategies on existing patterns of land ownership and land use.  相似文献

The objective of this study is to assess the economic and water quality impact of land use change in a small watershed in the Wiregrass region of Alabama. The study compares changes in water quality and revenue from agricultural and timber production due to changes in land use between years 1992 and 2001. The study was completed in two stages. In the first stage, a biophysical model was used to estimate the effect of land use change on nitrogen and phosphorus runoff and sediment deposition in the main channel; in the second stage, farm enterprise budgeting tools were used to estimate the economic returns for the changes in land use condition. Both biophysical and economic results are discussed, and a case for complex optimization to develop a decision support system is presented.  相似文献

Water and land resources in Thailand are increasingly under pressure from development. In particular, there are many resource conflicts associated with agricultural production in northern Thailand. Communities in these areas are significantly constrained in the land and water management decisions they are able to make. This paper describes the application of a data mining approach to describing and simulating farmers' decision rules in a catchment in northern Thailand. This approach is being applied to simulate social, economic and biophysical constraints on farmers' decisions in these areas as part of an integrated water management model.  相似文献

The use of spatial methods to detect and characterize changes in land use has been attracting increasing attention from researchers. The objectives of this article were to formulate the dynamics of land use on the temporal and spatial dimensions from the perspectives of the Change-Pattern-Value (CPV) and driving mechanism, based on multitemporal remote sensing data and socioeconomic data. The Artificial Neural Networks were used to identify the factors driving changes in land use. The Pearl River Delta Region of southeast China, which was experiencing rapid economic growth and widespread land conversion, has been selected as the study region. The results show that from 1985 to 2000 in the study region (1) the most prominent characteristics of change in land use were the expansion of the urban land at the expense of farmland, forests, and grasslands, (2) the land-use pattern was being optimized during this period, (3) in an analysis of value, built-up land can yield a return of more than 30 times that of farmland, water area, and forests lands, and (4) rapid economic development, growth in population, and the development of an infrastructure were major driving factors behind ecological land loss and the nonecological land expansion.  相似文献

Among the world's poor, approximately 75% of those in extreme poverty live and work in rural areas and two‐thirds of them depend mainly on farming or farm labour for their livelihood. Policies to grant the rural poor secure access to land and water for irrigation — and to improve the economic efficiency of small‐scale agriculture — can thus play a critical role in the implementation of rural development strategies, including efforts to combat rural poverty. Since inadequate access to arable land is probably the most important cause of rural poverty, redistributive land reform is increasingly seen as crucial for socio‐economic development and poverty alleviation in many developing countries with substantial amounts of (unused) arable state land or (under‐utilized) large private landholdings. This article argues that market‐based land redistribution schemes, such as the one being implemented in South Africa, can be considered one of the most innovative approaches to land reform that have emerged over the last decade. These schemes thus provide a useful alternative to more conventional, state‐controlled land redistribution programmes. The article concludes, however, that when countries opt for market‐based approaches to land redistribution, the State still has an important role to play, without necessarily deciding which land parcels change hands.  相似文献
