In this study, we explored the use of selected visual techniques (e.g. video, photography, diagramming) in facilitating learning among Indigenous communities living in remote protected areas at sites in Vietnam and Australia. The techniques were employed during interviews and workshops aimed at accessing and enhancing local peoples' perspectives on their landscape and on specific natural resource management issues. The effectiveness of the different techniques for enabling learning varied markedly with the context, highlighting the need for facilitator skill and flexibility in application of techniques. Visual techniques helped to engage participants; encourage unrestrained and lateral thinking; provide opportunities for self-expression and reflection; and to expose participants to perspectives of other community members. Valuable insights emerged on broad aspects of learning and these were incorporated into a simple model that highlights three types of conceptualisation found to be important in these processes.  相似文献

ABSTRACT: To quantify and model the natural ground water recharge process, six sites located in the midwest and eastern United States where previous water balance observations had been made were compared to computerized techniques to estimate: (1) base flow and (2) ground water recharge. Results from an existing automated digital filter technique for separating baseflow from daily streamflow records were compared to baseflow estimates made in the six water balance studies. Previous validation of automated baseflow separation techniques consisted only of comparisons with manual techniques. In this study, the automated digital filter technique was found to compare well with measured field estimates yielding a monthly coefficient of determination of 0.86. The recharge algorithm developed in this study is an automated derivation of the Rorabaugh hydrograph recession curve displacement method that utilizes daily streamflow. Comparison of annual recharge from field water balance measurements to those computed with the automated recession curve displacement method had coefficients of determination of 0.76 and predictive efficiencies of 71 percent. Monthly estimates showed more variation and are not advocated for use with this method. These techniques appear to be fast, reproducible methods for estimating baseflow and annual recharge and should be useful in regional modeling efforts and as a quick check on mass balance techniques for shallow water table aquifers.  相似文献

ABSTRACT: Recent developments in multiple objective decision making methods presented in the upcoming sequence of research papers are evaluated and compared with respect to their usefulness in addressing challenging problems in water resources management. Because many of the decision making techniques originated in the field of operational research, the historical evolution of this field is outlined and the current need for developing a wide range of techniques for employment in strategic decision making is pointed out. Informative attributes for classifying decision making techniques are given to allow a practitioner to select decision aids that can best model the key characteristics of the particular problems under study. By systematically applying a wide variety of multiple objective decision making techniques to many different kinds of water resources problems, the authors of the papers clearly demonstrate the effectiveness of utilizing these methods for assisting in making both tactical and strategic decisions in water resources management.  相似文献

Incorporating environmental and natural resource impacts into the benefit-cost analysis of projects in the developing world now relies on a solid body of theory and recommended techniques, but there remain concerns with how this is done in practice. One aspect arises when time and resource constraints make highly sophisticated analysis difficult or impossible. This paper discusses situations where analyses can be improved using relatively simple ‘short cut’ techniques that substitute for more formal analysis that cannot be undertaken realistically or provide an added perspective on project viability. Case studies are employed to illustrate the techniques, based upon the author's experience with appraisals at the World Bank, Food and Agriculture Organization (FAO) and the International Fund for Agricultural Development (IFAD). It is shown that short cut techniques can dramatically alter the outcome of an appraisal at relatively little cost. However, caution is advised since such techniques can be misused, so that the development of suitable protocols is desirable.  相似文献

ABSTRACT: The growing demands by the public for a more active role in planning have recently generated considerable interest among researchers and planners in the subject of public involvement techniques. Numerous surveys have found that standard public participation techniques (e.g., public hearings) by themselves are considered inadequate. Several techniques that have potential for overcoming some of the limitations of standard public involvement techniques have recently been developed. The emphasis upon comprehensive regional water resources planning in the past decade has encouraged the hydrologic engineer to take advantage of improvements in technology to develop new hydrologic engineering techniques for use in regional planning studies. The new techniques are necessary because the traditional hydro-logic engineering techniques are not always consistent with the increased scope and diversified objectives of regional planning studies. The Hydrologic Engineering Center has been involved in aiding in the development of some of these new techniques as the result of studies that have been made in cooperation with other Corps of Engineers offices. Most of the new techniques being developed emphasize computational procedures developed specifically for use with electronic computers. Applications of new techniques range from framework studies to planning of day-to-day operation criteria. Studies recently completed or in progress include: (1) development of a regional flood control site screening plan for the North Atlantic Region study; (2) use of streamflow simulation for planning and operation of the Missouri River mainstem projects; (3) development of an operation plan for the Arkansas-White-Red Rivers Reservoir System; (4) standard project flood and flood frequency estimates for the Colorado River Basin Framework Study; and several other projects which are described in more detail in the following paragraphs. One of the initial efforts in regional analysis was the formulation of procedures for determining standard project flood estimates for southern California coastal streams using generalized criteria. Techniques were developed that were readily adaptable to the computer and which would determine representative unit hydrographs, losses and standard project precipitation for any location in the study area. The resulting standard project flood estimates were consistent with the accuracy required for framework studies; however, they could be refined easily for design studies. As a result of the recent drought in the Northeastern United States, a study was made to evaluate both present and future water supply reservoirs in that region. The study consisted of computerized studies of the hypothetical operation of a large number of reservoirs as a system. The reservoirs were on many different streams throughout the region and had varying constraints, depending upon the stream and the state in which the reservoir was located. Since only preliminary data was available on the proposed reservoirs, it was not possible to refine the studies to a large degree. However, the models of each system can be easily refined as more accurate design data become available. The development of a computer-aided screening procedure for use in evaluating several hundred potential reservoir sites for the Missouri River Basin Comprehensive Framework Study is a third example of regional analysis. The adopted procedures used available physical, hydrologic, and climatologic data in estimating reservoir storage requirements throughout the basin. Because the procedure is based upon the techniques often used in more refined studies, it is expected that the results of the screening study will be very useful in future planning and design work. Shortcomings of some of the traditional techniques have helped in the development of new techniques. For maximum usefulness the new techniques should: (1) be consistent with the scope, objectives, and requirements of the overall study; (2) use all available physical, hydrologic, and climatologic data without requiring extensive data which may not be available; (3) take full advantage of the capabilities of the computer and associated data processing systems; and (4) produce results which form a firm basis for future, more detailed, planning and design studies instead of being limited in usefulness largely to the study at hand.  相似文献

Visual‐based rapid assessment techniques provide an efficient method for characterizing the restoration potential of streams, with many focusing on channel stability and instream habitat features. Few studies, however, have compared these techniques to see if they result in differing restoration priorities. Three rapid assessment techniques were contrasted at three wild trout streams in western New York with different amounts of channel disturbance. Two methods focused only on geomorphic stability, whereas the third addressed physical habitat condition. Habitat assessment scores were not correlated with scores for either geomorphic assessment method and they varied more between channels with different degrees of disturbance. A model based on dynamic equilibrium concepts best explains the variation among the streams and techniques because it accounts for a stream's capacity to maintain ecological integrity despite some inherent instability. Geomorphic indices can serve as effective proxies for biological indices in highly disturbed systems. Yet, this may not be the case in less disturbed systems, where geomorphic indices cannot differentiate channel adjustments that impact biota from those that do not. Dynamically stable streams can include both stable and unstable reaches locally as characterized by geomorphic methods and translating these results into restoration priorities may not be appropriate if interpretations are limited to the reach scale.  相似文献

Identification of electricity energy consumption on individual household appliances used in a smart house is the first important step for making the use and conservation of electricity energy more efficient. In the past, Non-Intrusive Load Monitoring (NILM) techniques, which are part of smart grid techniques realized to improve electricity energy usage efficiency, have been developed to identify individual appliances with avoiding installing many smart meters for appliances in a field. In this paper, a new NILM technique that integrates an efficient Genetic Programming (GP)-based feature optimizer with pattern recognition techniques is proposed to identify which appliance is being turned on or off. The proposed GP-based feature optimizer with Fisher criterion is used to generate a more efficient feature than original potential transient features extracted from captured transient response of household appliances through analysis of NILM. The new feature generated by GP is used by pattern recognition techniques as load identifiers for load identification. The load identifiers used and compared in this paper include k-Nearest-Neighbor Rule, Back-Propagation Artificial Neural Network, and Learning Vector Quantization. Experiments are conducted under different single-load and multiple-load operation circumstances at different actual experimental environments with small disturbances. As shown from the experimental results, the proposed is confirmed to be feasible and usable.  相似文献

For the past 20 years, the European context has been policy-driven by several directives to reduce pollution, one of the most important for industries being the industrial emissions directive (IED). The IED's objective is to minimise pollution from various industrial sources throughout the European Union. One means of attaining the objective is to implement techniques which have at least the same performance as reference techniques called best available techniques (BAT) given at European level. The study of existing methodologies on performance assessment of proven or emerging techniques has made it apparent that there are none taking into account the 12 criteria proposed by the Annex III of the IED to evaluate technique performances. Even if innovative techniques are not considered by the IED, support to (public or private) researchers in their development in terms of assessment methodology must be proposed. This is what we present in this article.The methodology based on a tree-structured information system (objectives, criteria, indicators) and a qualitative assessment of indicators (environmental, technical, economic and social) is an initial approach to an innovative technique assessment method considering BAT on laboratory or industrial scales. In an aim to adapt the criteria and indicators to a specific process, assessment methodologies must be adaptable. Our method allows for choosing indicators to comply perfectly with the process studied. Only the first level of the tree is fixed. The other branches could be adapted to the case studied. Performance assessment is based on a five-level scale coupled with a simple multi-criteria analysis (MCA) method. Three different applications (sludge valorisation, urban wastewater treatment, soil remediation) were carried out to validate the methodology, two of them are presented. Applications of this methodology show its usefulness in the validation of techniques for specific process and local application of the BAT concept and the performance assessment regarding BAT definition. It can then be used to detect innovative and emerging techniques to be proposed for the reviewing of the European BREF documents.  相似文献

ABSTRACT: A method for selecting a most appropriate multicritenon decision making (MCDM) technique for watershed resources management is modeled as a multicriterion problem. The procedure consists of identifying a set of feasible MCDM techniques, and evaluating them with respect to four sets of choice criteria, namely (1) problem related, (2) decision-maker (DM)/analyst related, (3) technique-related, and (4) solution-related criteria. Altogether 15 techniques are evaluated in terms of 24 criteria, forming an evaluation matrix of criteria versus alternative MCDM techniques. The evaluation matrix is then analyzed by means by a composite programming algorithm resulting in a preference ranking of the alternatives. Application of the techniques to a watershed resources management problem illustrates the method throughout the paper. Public participatory techniques have been the focus of a large and growing body of environmental literature. There is some consensus among those who study these techniques that there is a need to develop and implement new techniques that meet certain criteria. These include that the techniques be comfortable, convenient, and satisfying to participants. Authors have also frequently called for the use of deliberative techniques, which allow participants to express and listen to a variety of perspectives regarding the issue at hand. However, the literature on public participation lacks a set of widely applicable evaluation methods to determine whether participants in techniques find them comfortable, convenient, satisfying, or deliberative. This paper reports on the implementation of two different techniques that participants scored fairly high on all of these factors, as well as the scale-based survey questions developed to measure these factors.  相似文献

One of the problems which often arises in engineering hydrology is to estimate data at a given site because either the data are missing or the site is ungaged. Such estimates can be made by spatial interpolation of data available at other sites. A number of spatial interpolation techniques are available today with varying degrees of complexity. It is the intent of this paper to compare the applicability of various proposed interpolation techniques for estimating annual precipitation at selected sites. The interpolation techniques analyzed include the commonly used Thiessen polygon, the classical polynomial interpolation by least-squares or Lagrange approach, the inverse distance technique, the multiquadric interpolation, the optimal interpolation and the Kriging technique. Thirty years of annual precipitation data at 29 stations located in the Region II of the North Central continental United States have been used for this study. The comparison is based on the error of estimates obtained at five selected sites. Results indicate that the Kriging and optimal interpolation techniques are superior to the other techniques. However, the multiquadric technique is almost as good as those two. The inverse distance interpolation and the Thiessen polygon gave fairly satisfactory results while the polynomial interpolation did not produce good results.  相似文献

Freshwater management requires balancing and tradingoff multiple objectives, many of which may be competing. Ecological needs for freshwater are often described in terms of environmental flow recommendations (e.g., minimum flows), and there are many techniques for developing these recommendations, which range from hydrologic rules to multidisciplinary analyses supported by large teams of subject matter experts. Although hydrologic rules are well acknowledged as overly simplified, these techniques remain the state‐of‐the‐practice in many locations. This article seeks to add complexity to the application of these techniques by studying the emergent properties of hydrologic environmental flow methodologies. Two hydrologic rules are applied: minimum flow criteria and sustainability boundaries. Objectives and metrics associated with withdrawal rate and similarity to natural flow regimes are used to tradeoff economic and environmental needs, respectively, over a range of flow thresholds and value judgments. A case study of hypothetical water withdrawals on the Middle Oconee River near Athens, Georgia is applied to demonstrate these techniques. For this case study, sustainability boundaries emerge as preferable relative to both environmental and economic outcomes. Methods applied here provide a mechanism for examining the role of stakeholder values and tradeoffs in application of hydrologic rules for environmental flows.  相似文献

Using data related to stream order and the morphological characteristics associated with streams of different discharge rates, an estimate of the river resources of the United States is made. The national totals are: 3,200,000 miles total length of rivers; 15,000 square miles of river surface; and 29 cubic miles of water stored in river channels. Using the same techniques, more exact estimates may be made for individual river basins. Suggestions are given for application of the techniques and river data in the management of water resources.  相似文献

The article examines whether agricultural training boosted technology adoption and productivity was a key issue that was concerned by policymakers and researchers. Thus, impacts of fertilizer application training programs on the adoption of formula fertilization techniques and agricultural productivity were analyzed by using the survey data of 691 apple growers. The results indicated that: (i) compared with farmers who did not participate in fertilizer application training programs, the probability of the adoption of formula fertilization techniques was significantly increased by 256.1% for farmers who participated in fertilizer application training programs; (ii) fertilizer application training programs boosted the adoption of formula fertilization techniques via influencing farmers' cognition and willingness; (iii) yield was significantly increased by 14.3% at the 5% level through participating in fertilizer application training programs, and fertilizer application training programs improved agricultural productivity by means of enhancing the adoption of formula fertilization techniques. This study was conducive to evaluating the effectiveness of agricultural training and boosting agricultural sustainable development.  相似文献
