Women need access to energy resources in order to meet their basic needs for food, shelter, clean water, health care and employment and to improve their family's living conditions. Due to population growth and economic development the demand for the main energy sources in low-income rural areas, biomass, is far greater than the supply, and women have no choice but to overexploit the increasingly scarce resources just to survive. Improvements in energy efficiency and an increased use of renewable energy sources could help women to balance their immediate livelihood needs and the long-term ecological needs. However, women generally lack access to these improved energy technologies. This article explores the causes of women's limited access to improved energy technologies and why energy polices and programmes often fail to address women's specific needs and concerns. Strategies of the United Nations Development Fund for Women (UNIFEM) are outlined as examples of approaches aiming at improving women's access to information and sustainable technologies and promoting women's full participation in environmental decision and policy making.  相似文献

The past few years have seen a phenomenal rise in the production and consumption of biofuels and biodiesel at the global level. This development is of special significance to Africa, where about 550 million people (75% of the total population in Sub‐Saharan Africa) depend on traditional biomass (wood, charcoal, cow dung, etc.) and lack access to electricity or any kind of modern energy service. Derived from plants and agricultural crops, biofuels and biodiesel represent modern forms of bioenergy and more efficient use of biomass energy. Beyond efficiency, modern bioenergy offers tremendous opportunities to meet growing household energy demands, increase income, reduce poverty, and mitigate environmental degradation. In the African setting, energy and livelihoods security are indeed inseparable. This paper argues economic, social, and environmental benefits of modern bioenergy can be realized through a strategy that centres on smallholder production and processing schemes and pursuit of a livelihood approach to energy development. Such a scheme opens up new domestic markets, generates new cash incomes, improves social wellbeing, enhances new technology adoption, and lays the ground for rural economic transformation and sustainable land use. The paper concludes by underlining the vital importance of considering sound property rights and strategic planning of sustainable development as tools for sustainable energy and livelihoods security.  相似文献

The United Nations ground water exploration and development programme during 15 years of active life, has resulted in substantial socio-economic benefits to 57 developing countries through some 100 ground water projects. Systematic study, development and use of this important resource have contributed to intensification of agricultural production through supplemental irrigation from ground water; alleviation of water shortages in urban and industrial areas through construction of supply wells; improvement and stabilization of pastoral and rural economies, thereby counteracting in some measure adverse demographic trends of migration to the cities; and other related benefits in training, institutional development, and development of national water policies and plans.  相似文献

Participatory irrigation management (PIM) was adopted in Thailand in 2004 to encourage the sustainable use of water in the agricultural sector. The research presented in this paper sought to understand the relationships between public participation, learning, and the implementation of more sustainable water practices through PIM in Thailand. Data was collected through document reviews, observation, informal meetings, and a total of 55 semi‐structured face‐to‐face interviews of local irrigators from two case study regions around the Krasiew Reservoir. Results showed that participating in PIM activities facilitated both instrumental (e.g., water supply and demand data, benefits of on‐time water delivery) and communicative (e.g., reasons for past PIM failure, expectations of fellow farmers) learning among PIM participants. Findings also revealed that social action is fostered through the recognition of human dignity and compassionate communication that instils a sense of ownership and solidarity among irrigators. Sustainable water practices among local farmers were spurred further through learning that the reservoir is a finite water source.  相似文献

This paper presents a qualitative assessment of the participatory water management strategies implemented at the community level in rural Mali through a water supply project — The West Africa Water Initiative (WAWI) — coordinated by World Vision International, a non‐governmental and humanitarian organization. Data for the study were generated through a combination of primary and secondary sources in three villages. Results of the study indicate that while community‐based rural water supply is a positive step in responding to the needs of rural Malians, the installation of boreholes with hand pumps informed merely by consultative participatory approaches and limited extension involvement will not necessarily proffer sustainable rural water supply in the region. A “platform” approach to rural water supply management that can mobilize the assets and insights of different social actors to influence decision making at all stages, including the design and choice‐of‐technology stages, in water supply interventions is instead advocated.  相似文献

The thesis in this article is that both women's work and its invisibility are essential to development, and at two levels: to the economy of rural households and to the wider development process. For rural households, the case of Pakistan suggests that the veils that conceal women's work shield a portion of household production from the risks and extractions inherent in their involvement with development. This shielded production depends on off-farm natural resources of which the use is also veiled. For States and other development interests, the author suggests that women's work constitutes a subsidy which is intentionally invisible. The subsidy of women's labour is linked to a forest-to-farm subsidy. Women's invisible work, in other words, is not invisible because it is not seen, but because the process of economic development—for both rural households and States and other development actors—requires that it be hidden.  相似文献

Summary There has been a paucity of reliable data on the contribution of Nigerian women in rural development, particularly with respect to water projects. From a detailed survey of many rural settings, and an evaluation of the availability of sources of water and the existing methods of purification, it was discovered that rural women, especially those of younger years, were heavily involved in water collection. The time and energy involved in water fetching and purification could sometimes be so high that other economic and domestic activities were adversely affected. The participation of Nigerian women in water development and quality improvement is hindered by problems, such as their standard of education, low level of awareness of the benefits of a good water source, lack of funds and organisational constraints. In general, this study has recognised an urgent need for more imaginative, better funded and better co-ordinated water development projects for the enhancement of the quality of life, especially for women in rural settings.  相似文献

This paper presents the relationship between an environmental protection scheme, established in Ireland in 1994 under EU Regulation No. 2078/92, and the livelihoods of Irish farm households. It explores this relationship within the framework of the new policy environment for EU agriculture and rural areas as set out in Agenda 2000. At the centre of this new policy environment is the European model for agriculture, embodying the concept of multifunctionality, which recognizes the pivotal position of an evolving agricultural sector in enhancing the viability of rural areas through broadening the assets of farm families. Research undertaken with farm households in the west of Ireland indicates a positive relationship between the Rural Environmental Protection Scheme and the economic and natural assets upon which they build their livelihoods. The case of a small-scale dairy farm household is presented, showing clearly the positive impact of the scheme, while also highlighting the vulnerability of these improvements. A major challenge facing policy-makers is the extent to which acceptable levels of income and an enhanced natural environment on such farms can be sustained. The position of advisory and research institutions in strengthening human capacities on farms is highlighted and their enhanced role is suggested in order to give meaning to multifunctional and sustainable agriculture within the context of rural area viability. 在当前水资源浪费、用水效率较低的背景下,仍然有许多地区继续实行低水价政策,本文认为这是供水企业与用水企业以及政府水务部门相互博弈的结果。通过构建一个供水企业与用水企业的博弈模型,并采用演化博弈分析方法分析动态演化的结果,本文发现当前采用低水价的主要原因在于:供水企业制定水价时要同时考虑私人收益与公共节水收益,而高水价对经济产生的冲击成本不足以弥补高水价产生的公共节水收益与私人收益,从而导致有些地区供水企业不敢提高水价,一直采用低水价策略。进一步地,本文采用不完全信息动态博弈方法分析供水企业与政府关于水价的议定过程,发现提高水价对经济的冲击越大,且节水技术投入成本越大而节水的公共收益越小时,政府水务部门同意低水价的概率越大;反之,则同意高水价的概率越大。从博弈论的角度系统地分析了低水价产生的决策过程,可对提高水价、促进节约用水具有一定的指导意义。  相似文献

This article attempts to delineate women's roles in natural resource management by highlighting their roles in management of water, agriculture, livestock, forestry and fishery. The article is based on the findings of case studies in rural areas of India and Nepal done during 2003 and 2004 by the author as well as by other researchers. Taking women as primary respondents, empirical work used participatory techniques, such as in‐depth surveys, focus group discussions and participant observation. Findings suggest that women clearly outdo men in terms of their involvement in use and management of all the studied sectors, i.e., water, agriculture, livestock, forestry and fishery. Yet, they face categorical exclusion and denial of equal sharing of benefits from natural resources. In order to ensure sustainable use of these resources, the article recommends that policy makers, planners and development workers must have a better understanding of the relative and often shifting roles of men and women in natural resource management, including division of labour, access to resources, decision‐making and traditional knowledge and practices. Though a recent phenomenon, land grabs have generated considerable debate that remains highly polarized. In this debate, one view presents land deals as a path to sustainable and transformative rural development through capital accumulation, infrastructural development, technology transfer, and job creation while the alternative view sees land grabs as a new wave of neo-colonization, exploitation, and domination. The underlying argument, at least theoretically, is that international land deals unlock the much needed capital to accelerate the achievement of sustainable and transformative rural development in developing countries. It is against this backdrop that this paper examines the contribution of large scale land deals in Malawi to rural development by employing the political economy perspective using the Limphasa Sugar Corporation as a case study with particular focus on the nature and interest of the actors involved; the legal framework supporting large scale land deals; major individual and community benefits; and the extent to which these large land deals can indeed bring about sustainable and transformative rural development. The findings of this article demonstrate that large scale land deals present short term benefits to local communities such as capital for rural development; technology transfer and job creation in exchange for the priceless economic and social capital that local people depend upon; destruction of local social systems; deepening of local communities’ vulnerability to economic shocks; and the entrenchment of community dependence that may in the long run result in social and political unrest.  相似文献

This article develops a model of cost and financing strategies for rural and peri-urban water supply and sanitation. It suggests that significant progress towards the World Summit for Children's goal of universal access to water supply and sanitation can be made if a combination of strategies is adopted. On the cost side, significant cost reductions should be possible through efficiency in resource use and reduction of system management costs. On the financing side, it suggests restructuring the financing of the sector with improved efficiency and greater cost recovery in urban services; full recovery of operation and maintenance costs; cost sharing through community contributions in kind such as local labour and financially in rural and peri-urban water supply for basic levels of service depending on willingness and ability to pay and full cost recovery for higher levels of service; a high degree of cost recovery in rural and peri-urban sanitation; development of institutional structures for both collection and management of revenues; development of alternate financing mechanisms such as rural credit schemes and revolving funds, adapted in specific country contexts, including the required institutional mechanisms; and additional allocations from governments and external support agencies. Additional government or external financing alone, while critical, will not of itself lead to effectiveness in the use of resources. Equally, cost recovery alone cannot lead to universal access and sustainable solutions. A composite set of actions is needed within which building capacities of institutions and people is necessary for sustainability .  相似文献

ABSTRACT: In addition to offsetting water supply shortages, water conservation is recognized as serving many purposes, ranging from reduced energy consumption to lower capital costs. Since the discussion of these benefits has been a recent development and has generally excluded local water supply managers, a question arises as to whether supply managers are implementing conservation programs to exploit these benefits. A survey of the managers at 35 Maryland water utilities provides insight into the prevailing attitude toward conservation in a water rich eastern state. The results indicate that most managers continue to view conservation only as a short term response to temporary supply shortages. Only 12 Maryland utilities have undertaken any form of water conservation activity and just two systems have ongoing, comprehensive conservation programs. Institutional, perceptual, economic, political, and time constraints all contribute to the managers’attitudes and general inaction. If water conservation is to be widely practiced, these issues must be addressed and the benefits attributed to conservation must be better documented and articulated to supply managers.  相似文献

Rapid urbanization and industrialization in southern Jiangsu Province have consumed a huge amount of arable land. Through comparative analysis of land cover maps derived from TM images in 1990, 2000 and 2006, we identified the trend of arable land loss. It is found that most arable land is lost to urbanization and rural settlements development. Urban settlements, rural settlements, and industrial park-mine-transport land increased, respectively, by 87 997 ha (174.65%), 81 041 ha (104.52%), and 12 692 ha (397.99%) from 1990 to 2006. Most of the source (e.g., change from) land covers are rice paddy fields and dryland. These two covers contributed to newly urbanized areas by 37.12% and 73.52% during 1990–2000, and 46.39% and 38.86% during 2000–2006. However, the loss of arable land is weakly correlated with ecological service value, per capita net income of farmers, but positively with grain yield for some counties. Most areas in the study site have a low arable land depletion rate and a high potential for sustainable development. More attention should be directed at those counties that have a high depletion rate but a low potential for sustainable development. Rural settlements should be controlled and rationalized through legislative measures to achieve harmonious development between urban and rural areas, and sustainable development for rural areas with a minimal impact on the ecoenvironment.  相似文献

ABSTRACT: The use of artificial recharge in Saskatchewan and the rest of Canada to improve rural community and farmstead domestic water supply has great potential. Approximately 75 percent of the people in rural Saskatchewan and 26 percent of all the people in Canada are dependent on ground water for their domestic water supply. Typically, this water is highly mineralized and is often unpalatable due to odor and taste. A source of readily available, high quality water to eliminate expensive chemical treatment of available water and long distance hauling would be of significant value to rural residents. Storage of high quality water in aquifers by injection through wells has been documented and has been shown to depend on the use of a surface water catchment system to provide the high quality water. Since air entrainment or formation clogging can occur in poorly operated recharge schemes, development of proper design and operation of recharging procedure is required. This can be accomplished by using an injection response computer model and a properly designed injection system. Small scale artificial recharge projects will provide a valuable commodity to rural water users and will promote sustainable and conjunctive use of surface and ground water resources.  相似文献

ABSTRACT: Public investments in water resource development projects are continually under scrutiny in terms of economic, environmental, and social impacts. Results of an analysis of a water development project that supplies irrigation water in Idaho are discussed in terms of the impact on income distribution and income growth 44 to 64 years after the project was initiated. Gini ratios for the rural farm population of these counties were consistently lower than they were for the United States as a whole and for the state of Idaho. In addition, income distributions tended to become more equitable over time in the water project counties. Rural farm population income growth rates were found to be similar to those for the nation as a whole. Some of the reasons for these results may be related to the tendency for income distribution to become more equitable as income increases, and the fact that average farm size is relatively small.  相似文献

Although contract sugarcane farming is the most dominant and popular land use among farmers in Nzoia Sugarbelt, results from a 2007 study suggests that the intended goal of increasing farmers’ incomes seems to have failed. With a mean monthly income of Kenya Shillings 723 (US $ 10) from an average cane acreage of 0.38 hectares, it would be difficult for a household of eight family members to meet their basic needs and lead a decent life. Analysis of farmer statements showed that up to 86% of the changes in net income were significantly determined by six cost variables as a group (i.e., acreage, tillage costs, seedcane costs, transport costs, yield, and farmer’s education level). Area under sugarcane had the greatest influence on net income whereby an increase in one hectare under cane would result in an increase of Kenya Shillings 110,427 in net income (per crop cycle of 21 months), holding other variables constant. This translates into Kenya shillings 5,258 per month (or 175 per day per household, or for a family of eight people—KES 22 or US $ 10) from an average cane acreage of 0.38 hectares, it would be difficult for a household of eight family members to meet their basic needs and lead a decent life. To bridge income gaps between the company and farmers in favor of sustainable community livelihoods, this paper argues strongly for the need to institutionalize Corporate Social Responsibility within the daily operations of the company particularly to address net-income depressors. Ten key building blocks for such a policy for Nzoia Sugar Company are suggested, based on farmers’ responses and ethical considerations.  相似文献

This paper uses the concept of sustainable development to examine the utilisation of wildlife resources at Moremi Game Reserve (MGR) and Khwai community area (NG 18/19) in the Okavango Delta, Botswana. Using both secondary and primary data sources, results show that the establishment of MGR in 1963 led to the displacement of Khwai residents from their land; affected Basarwa's hunting and gathering economy; marked the beginning of resource conflicts between Khwai residents and wildlife managers; and, led to the development of negative attitudes of Khwai residents towards wildlife conservation. Since the late 1980s, a predominantly foreign owned tourism industry developed in and around MGR, however, Khwai residents derive insignificant benefits from it and hence resource conflicts increased. In an attempt to address problems of resource conflicts and promote sustainable wildlife utilisation, the Botswana Government adopted the Community-Based Natural Resource Management (CBNRM) programme, which started operating at Khwai village in 2000. The CBNRM programme promotes local participation in natural resource management and rural development through tourism. It is beginning to have benefits to Khwai residents such as income generation, employment opportunities and local participation in wildlife management. These benefits from CBNRM are thus having an impact in the development of positive attitudes of Khwai residents towards wildlife conservation and tourism development. This paper argues that if extended to MGR, CBNRM has the potential of minimising wildlife conflicts between Khwai residents and the wildlife-tourism sectors. This approach may in the process promote the sustainable wildlife use in and around MGR.  相似文献

Mining has grown rapidly and is expected to continue to develop solidly in the future with the economic development in China. Based on this trend, how an increase in the outputs of mining sectors affects household income and poverty alleviation is an issue worthy of study. A multiplier decomposition method within a social accounting matrix (SAM) framework shows the linkages through which a mining sector's output contributes to household income growth and poverty alleviation. The decomposition applied to China reveals that mining development has more significantly positive impacts on the high and middle income household than low income household. Moreover, the decomposition incorporated with the Foster, Greer and Thoerbecke (FGT) poverty measure shows that the ‘coal’ sector contributes most to poverty alleviation and the low income household group, which has the biggest poverty rate, is the smallest beneficiary from the mining development. Thus, the policy implication is proposed that the government should give appropriate adjustment on the distribution of income between rich and poor households and help the unskilled human capital from the household group at a low income level to handle advanced technology of mining through education and training to reduce poverty more effectively.  相似文献

River networks have both ecological and social benefits for urban development. However, river networks have suffered extensive destruction as a result of urbanization and industrialization, especially in China. River restoration is a growth business but suffers poor efficiency due to a lack of social understanding. Assessing the benefits of river system restoration and recognizing public preferences are critical for effective river ecosystem restoration and sustainable river management. This study used a choice experiment with a multinomial logit model and a random parameter logit model to assess respondents’ cognitive preferences regarding attributes of river networks, and their possible sources of heterogeneity. Results showed that riverfront condition was the attribute most preferred by respondents, while stream morphology was the least preferred. Results also illustrated that the current status of each of three river network attributes was not desirable, and respondents would prefer a river network with a “branch pattern,” that is “limpid with no odor,” and “accessible with vegetation.” Estimated willingness to pay was mainly affected by household monthly income, residential location, and whether respondents had household members engaged in a water protection career. The assessment results can provide guidance and a reference for managers, sponsors, and researchers.  相似文献
