ABSTRACT: Recent federal legislation strengthened nonpoint source pollution regulations and helped to support and standardize pollution control efforts. A comprehensive review of current state and federal programs for forest areas reveals a substantial increase in agency water quality protection activities. These new efforts emphasize monitoring to assess the use and effectiveness of best management practices (BMPs). Recent monitoring reveals that BMP use is increasing and that such use typically maintains water quality within standards. However, information is generally lacking about the cost effectiveness of BMP programs. Carefully designed and executed monitoring is the key to better specification of BMPs and more cost effective water quality protection. ABSTRACT: The Rural Clean Water Program has provided a unique opportunity to study the economics of agricultural nonpoint source pollution control. Several implications for improving the economic efficiency of future agricultural nonpoint source pollution control programs can be drawn from the results. First, individual projects should be targeted towards water bodies that have water quality problems causing economic damages. Considerable variation can exist among areas in the magnitude of economic damages, which may not be proportional to physical impacts. Second, the relative costs and effectiveness of the practices selected to reduce the delivery of pollutants can vary dramatically from one location to another. Early identification and emphasis on cost-effective BMPs can substantially reduce project costs and may make a project economically justifiable that would not otherwise be so. Finally, some projects that do not hive potential economic benefits from water quality improvements exceeding government cost may have on-farm benefits from reduced costs and increased long-term yields that are sufficient to make total benefits (water quality and on-farm) exceed costs.  相似文献

ABSTRACT: A stochastic programming framework is developed to evaluate the economic implications of reliability criteria and multiple effluent controls on nonpoint source pollution. An integrated watershed simulation model is used to generate probability distributions for agricultural effluents in surface and ground water resulting from agricultural practices. Results from the planning model indicate that reliability and multiple effluent constraints significantly increase the cost of nonpoint controls but the effects vary by control alternative. The analysis indicates that an evaluation of multiple water quality objectives can be an important planning tool for designing nonpoint source controls for innovative programs to promote cost-effective water quality regulation.  相似文献

ABSTRACT: Strategies for controlling nonpoint sources of water pollution are discussed in terms of three representative states and eighteen regional agencies. The programs in Virginia, New York, and Wisconsin are seen to exhibit control options which range from voluntary action to strict regulation. Four conclusions are drawn from the analysis. First, nonpoint sources of pollution are a major component of the overall water pollution problem in the three states. Second, technical controls are generally available to solve the problems. Third, existing controls programs are not necessarily technologically sound or cost effective. Finally, existing control programs are capable of instituting solutions to the problems if and only if specified actions take place within the respective states and regions in the future. Critical research needs are identified which will assist states and regions in developing cost effective programs to control nonpoint source pollution.  相似文献

Excessive nutrient loading (considering nitrogen and phosphorus) is a major ongoing threat to water quality and here we review the impact of nutrient discharges from wastewater treatment plants (WWTPs) to United States (U.S.) freshwater systems. While urban and agricultural land uses are significant nonpoint nutrient contributors, effluent from point sources such as WWTPs can overwhelm receiving waters, effectively dominating hydrological characteristics and regulating instream nutrient processes. Population growth, increased wastewater volumes, and sustainability of critical water resources have all been key factors influencing the extent of wastewater treatment. Reducing nutrient concentrations in wastewater is an important aspect of water quality management because excessive nutrient concentrations often prevent water bodies from meeting designated uses. WWTPs employ numerous physical, chemical, and biological methods to improve effluent water quality but nutrient removal requires advanced treatment and infrastructure that may be economically prohibitive. Therefore, effluent nutrient concentrations vary depending on the particular processes used to treat influent wastewater. Increasingly stringent regulations regarding nutrient concentrations in discharged effluent, along with greater freshwater demand in populous areas, have led to the development of extensive water recycling programs within many U.S. regions. Reuse programs provide an opportunity to reduce or eliminate direct nutrient discharges to receiving waters while allowing for the beneficial use of reclaimed water. However, nutrients in reclaimed water can still be a concern for reuse applications, such as agricultural and landscape irrigation.  相似文献

Nonpoint source pollution remains as the primary reason for the designation of many of the Nation's streams as “water quality limited.” This means that even with the application of technology-based effluent limitations on point sources, ambient water quality standards will not be met. This paper explores several of the reasons why nonpoint sources are so difficult to come to grips with. These reasons include: (1) the inability to expand the definition of nonpoint sources to encompass nonengineering attributes, (2) the relatively primitive state of characterizing nonpoint sources, (3) the lack of prior success in conducting programs to study and alleviate nonpoint problems, and (4) an uncertain approach to providing incentives for control practices.  相似文献

DOI: 10.1111/j.1752‐1688.2010.00454.x Abstract: Water quality trading between point and nonpoint sources is of great interest as an alternative to strict command and control regulations on point sources for achieving water quality goals. The expectation is that trading will reduce the costs of water quality protection, and may speed compliance. The United States Environmental Protection Agency has issued guidance to the States on developing point‐nonpoint trading programs, and United States Department of Agriculture is encouraging farmer participation. However, existing point‐nonpoint trading programs have resulted in very few trades. Supply side and demand side impediments seem to be preventing trades from occurring in most trading programs. These include uncertainty over the number of discharge allowances different management practices can produce, high transactions costs of identifying trading partners, baseline requirements that eliminate low‐cost credits, the reluctance of point sources to trade with unfamiliar agents, and the perception of some farmers that entering contracts with regulated point sources leads to greater scrutiny and potential future regulation. ABSTRACT: While significant nonpoint source (NIPS) pollution control progress has been made since passage of Section 319 in the 1987 Water Quality Act, existing federal legislation does not provide for the most timely and cost-effective NIPS pollution reduction. In this paper, we use findings from the Rural Clean Water Program and other nationwide agricultural NIPS pollution control programs, building on legislative history to recommend a coordinated and efficient direction for agricultural water quality legislation. A collaborative framework should be established to accomplish the goals of the Clean Water Act (CWA), Coastal Zone Management Act (CZMA), and the Conservation Title of the Farm Bill. Valuable elements of the 1990 CZMA amendments that created a coastal NIPS program should be subsumed into the CWA. The CWA should reemphasize use of receiving water quality criteria and standards and should allow states flexibility to tailor basin-scale NPS program implementation to local needs. Implementation should involve targeting of NIPS pollution control efforts to critical land treatment areas and use of systems of best management practices to address these targeted water quality problems. The 1995 Farm Bill should reorient production incentives toward water quality to support the collaborative framework, implementing ecologically sound source reduction principles. The Farm Bill and the CWA should contain interrelated provisions for voluntary, incentive-assisted producer participation and fallback regulatory measures. Such coordinated national water quality and Farm Bill legislation that recognizes the need for flexibility in state implementation is supported as the most rational and cost-effective means of attaining water quality goals.  相似文献

A promising program to address water contamination from nutrients is water quality trading (WQT), whereby entities with high abatement costs purchase credits from entities with lower abatement costs. The concept has found some success with point source water pollution, but very few trades have occurred in over 50 programs in the United States (U.S.) that have focused on nonpoint sources (NPSs). To understand why success has been slow, we identified three environments needed for programs to succeed: physical, economic, and institutional. We estimate that only 5% of watersheds in the U.S. currently listed as nutrient impaired provide a viable physical environment for trading nitrogen; 13% are suitable for phosphorus. Economic and institutional challenges would shrink that domain even further. Therefore, we find places with the ideal physical, economic, and institutional environments necessary for feasible WQT programs are virtual policy utopias — rare places with ideal environments. Fortunately, a growing literature provides the tools necessary to identify where these policy utopias are and to expand that domain through a better understanding about how to manage WQT programs more effectively.  相似文献

ABSTRACT: Watershed management strategies generally involve controlling nonpoint source pollution by implementing various best management practices (BMPs). Currently, stormwater management programs in most states use a performance‐based approach to implement onsite BMPs. This approach fails to link the onsite BMP performance directly to receiving water quality benefits, and it does not take into account the combined treatment effects of all the stormwater management practices within a watershed. To address these issues, this paper proposes a water quality‐based BMP planning approach for effective nonpoint source pollution control at a watershed scale. A coupled modeling system consisting of a watershed model (HSPF) and a receiving water quality model (CE‐QUAL‐W2) was developed to establish the linkage between BMP performance and receiving water quality targets. A Monte Carlo simulation approach was utilized to develop alternative BMP strategies at a watershed level. The developed methodology was applied to the Swift Creek Reservoir watershed in Virginia, and the results show that the proposed approach allows for the development of BMP strategies that lead to full compliance with water quality requirements.  相似文献

ABSTRACT: Public Law 92–00 has mandated the need for evaluating the impact of nonpoint source pollution on receiving water quality, primarily through Section 208 Areawide Planning. The Management of Urban Non-Point Pollution (MUNP) model was developed to estimate the accumulation of eight non-point pollutants on urban streets, their removal by both rainfall and street sweeping operations. The model can simulate the following pollutants: total solids or sediment-like material, volatile solids, five-day biochemical oxygen demand, chemical oxygen demand, Kjeldahl nitrogen, nitrates, phosphates, and total heavy metals. The simulated results can be used for investigation of non-point pollution management alternatives. The model is capable of reflecting variation in such diverse factors as physical and chemical characteristics of accumulated pollutants, land use characteristics, rainfall characteristics, street sweeper characteristics, roadway characteristics, and traffic conditions. By using mean estimates of many input variables for large segments of a city, the MUNP model could be used to quickly assess the magnitude of pollutants annually entering receiving waterways due to nonpoint source pollution alone. If the results indicate that non-point pollution loadings are sizeable and require futher analysis, the MUNP model could be used to define the specific nonpoint source pollution areas within a city. Hypothetical locations and actual rainfall data for Washigton D.C. were used to demonstrate some capabilities of the MUNP model.  相似文献

Environmental planners and managers face unique challenges understanding and documenting the effectiveness of programs that rely on voluntary actions by private landowners. Programs, such as those aimed at reducing nonpoint source pollution or improving habitat, intend to reach those goals by persuading landowners to adopt behaviors and management practices consistent with environmental restoration and protection. Our purpose with this paper is to identify barriers for improving voluntary environmental management programs and ways to overcome them. We first draw upon insights regarding data, learning, and adaptation from the adaptive management and performance management literatures, describing three key issues: overcoming information constraints, structural limitations, and organizational culture. Although these lessons are applicable to a variety of voluntary environmental management programs, we then present the issues in the context of on-going research for nonpoint source water quality pollution. We end the discussion by highlighting important elements for advancing voluntary program efforts.  相似文献

ABSTRACT: This paper summarizes key provisions of the Clinton Administration's proposals for change in the Clean Water Act. Two of the important themes for change are tougher controls for non-point source pollution and the use of market-based instruments. A detailed analysis of market-based abatement suggests limited potential for reducing costs. The keys to nonpoint source pollution control are clearer definition of property rights combined with changes in government programs that encourage polluting activities.  相似文献

ABSTRACT. The limited success of command-and-control policies for reducing nonpoint source (NPS) water pollution mandated under the Federal Water Pollution Control Act (FWPCA) has prompted increased interest in economic incentive policies as an alternative control mechanism. A variety of measures have been proposed ranging from fairly minor modifications of existing policies to substantial revisions including watershed-wide polices that rely on economic incentives. While greater use of economic incentive policies, such as environmental bonds and point/nonpoint source trading is being advocated in the reauthorization of the CWA, the expected effects of individual proposals will be modest. The characteristics of NPS pollution, namely uncertainty and asymmetrical information, underscores that there is no single, ideal policy instrument for controlling the many types of agricultural NPS water pollution. Some of the usual incentive-based policies, such as effluent taxes, are not well suited to the task. Individual incentive policies proposed for the reauthorized CWA, such as pollution trading or deposit/refund systems, are not broadly applicable for heterogeneous pollution situations. Economic incentive policies may be appropriate in some cases, and command-and-control policies will be preferable in others and may in fact complement incentive policies.  相似文献

Ecological risk assessment provides a methodology for evaluating the threats to ecosystem function associated with environmental perturbations or stressors. This report documents the development of a conceptual model for assessing the ecological risk to the water quality function (WQF) of bottomland hardwood riparian ecosystems (BHRE) in the Tifton-Vidalia upland (TVU) ecoregion of Georgia. Previus research has demonstrated that mature BHRE are essential to maintaining water quality in this portion of the coastal plain. The WQF of these ecosystems is considered an assessment endpoit—an ecosystem function or set of functions that society chooses to value as evidenced by laws, regulations, or common usage. Stressors operate on ecosystems at risk through an exposure scenario to produce ecological effects that are linked to loss of the desired function or assessment end point. The WQF of BHRE is at risk because of the ecological and environmental quality effects of a suite of chemical, physical, and biological stressors. The stressors are related to nonpoint source pollution from adjacent land uses, especially agriculture; the conversion of BHRE to other land uses; and the encroachment of domestic animals into BHRE. Potential chemical, physical, and biological stressors to BHRE are identified, and the methodology for evaluating appropriate exposure scenarios is discussed. Field-scale and watershed-scale measurement end points of most use in assessing the effects of stressors on the WQF are identified and discussed. The product of this study is a conceptual model of how risks to the WQF of BHRE are produced and how the risk and associated uncertainties can be quantified.  相似文献

n integrated approach coupling water quality computer simulation modeling with a geographic information system (GIS) was used to delineate critical areas of nonpoint source (NPS) pollution at the watershed level. Two simplified pollutant export models were integrated with the Virginia Geographic Information System (VirGIS) to estimate soil erosion, sediment yield, and phosphorus (P) loading from the Nomini Creek watershed located in Westmoreland County, Virginia. On the basis of selected criteria for soil erosion rate, sediment yield, and P loading, model outputs were used to identily watershed areas which exhibit three categories (low, medium, high) of non-point source pollution potentials. The percentage of the watershed area in each category, and the land area with critical pollution problems were also identified. For the 1505-ha Nomini Creek watershed, about 15, 16, and 21 percent of the watershed area were delineated as sources of critical soil erosion, sediment, and phosphorus pollution problems, respectively. In general, the study demonstrated the usefulness of integrating GIS with simulation modeling for nonpoint source pollution control and planning. Such techniques can facilitate making priorities and targeting nonpoint source pollution control programs.  相似文献

Based on surveys and chemical analyses, we performed a case study of the surface water and groundwater quality in the Wuwei basin, in order to understand the sources of water pollution and the evolution of water quality in Shiyang river. Concentrations of major chemical elements in the surface water were related to the distance downstream from the source of the river, with surface water in the upstream reaches of good quality, but the river from Wuwei city to the Hongya reservoir was seriously polluted, with a synthetic pollution index of 25. Groundwater quality was generally good in the piedmont with dominant bicarbonate and calcium ions, but salinity was high and nitrate pollution occurs in the northern part of the basin. Mineralization of the groundwater has changed rapidly during the past 20 years. There are 23 wastewater outlets that discharge a total of 22.4 x 10(6)m(3)y(-1) into the river from Wuwei city, which, combined with a reduction of inflow water, were found to be the major causes of water pollution. Development of fisheries in the Hongya reservoir since 2000 has also contributed to the pollution. The consumption of water must be decreased until it reaches the sustainable level permitted by the available resources in the whole basin, and discharge of wastes must also be drastically reduced.  相似文献

DOI: 10.1111/j.1752‐1688.2010.00463.x Abstract: Emissions trading in textbook form uses markets to achieve pollution targets cost‐efficiently. This result is accomplished in markets that regulators can implement without knowing pollution abatement costs. The theoretical promise of emissions trading, along with real‐world success stories from air emissions trading, has led to initiatives to use trading for water pollution control. Yet, trading, particularly when it involves nonpoint sources of pollution, requires significant departures from the textbook concept. This paper explores how features of water quality problems affect the design of markets for water pollution control relative to textbook emissions markets. Three fundamental design tasks that regulators must address for pollution trading to achieve an environmental goal at low cost are examined: (1) defining the point and nonpoint commodities to be traded, (2) defining rules governing commodity exchange, and (3) setting caps on the commodity supplies so as to achieve an environmental target. We show that the way in which these tasks are optimally addressed for water quality markets differs significantly from the textbook model and its real‐world analogs. We also show that the fundamental appeal of emissions trading is lost in the case of realistic water quality markets, as market designs that reduce the costs of achieving water quality goals may no longer be implementable without the regulatory authority having information on abatement costs.  相似文献
