The cost-effectiveness of biodiversity management of heather, herb-rich grassland and wetland habitats is compared between different farm types in the context of the Environmentally Sensitive Area (ESA) scheme in Scotland. Biodiversity is measured at two spatial levels. Costs to the public exchequer of habitat management are compared with private costs to the farmer. Biodiversity and cost are combined in cost-effectiveness ratios. Biodiversity, cost and cost-effectiveness differentials are found between farm types for all three habitats. Farms incur negligible opportunity costs in the management of all three habitats, implying farmer retention of compensating ESA management payments. It is concluded that greater account of biodiversity and cost characteristics of entrants to agri-environmental schemes would increase the costeffectiveness and transparency of schemes, and assist towards scheme assessment at the individual farm level.  相似文献

Nine hectares (23 acres) of a degraded section of Patuxent Research Refuge in Laurel, Maryland, USA, were converted to wetland habitat by the Baltimore Gas and Electric Company in 1994. The wetlands were created as mitigation for 5.7 ha (14 acres) of wetlands that were impacted as part of the construction of an 8.5-km (5.3-mile) 500-kV overhead transmission line on the refuge. The area consists of a created forested wetland of 5.5 ha (13.5 acres), a seasonally inundated green-tree reservoir of 7.6 ha (6.5 acres), and an impounded pond wetland of 1.2 ha (3 acres). Construction included the planting of 6131 trees, 4276 shrubs, and 15,102 emergent plants. Part of the site has been studied intensively since completion and survival of trees and shrubs after two years was 88%. Measurements of these transplants have shown growth greater than on other created sites in Maryland. Grasses and other herbaceous vegetation were dominant plants in the meter-square plots in the first two years of sampling of the created forested wetland. Wildlife surveys for birds, mammals, amphibians, and reptiles have revealed diverse communities. Although these communities represent species consistent with open habitat, more typical forest species should colonize the area as it undergoes succession into a more mature forested wetland. The creation, management, and research of this mitigation site represents an excellent example of a partnership between a private electric power company and a federal wildlife refuge. This partnership has increased local biodiversity and improved regional water quality of the Patuxent River and the Chesapeake Bay.  相似文献

The lower Roanoke River in North Carolina, USA, has been regulated by a series of dams since the 1950s. This river and its floodplain have been identified by The Nature Conservancy, the US Fish and Wildlife Service, and the State of North Carolina as critical resources for the conservation of bottomland hardwoods and other riparian and in-stream biota and communities. Upstream dams are causing extended floods in the growing season for bottomland hardwood forests, threatening their survival. A coalition of stakeholders including public agencies and private organizations is cooperating with the dam managers to establish an active adaptive management program to reduce the negative impacts of flow regulation, especially extended growing season inundation, on these conservation targets. We introduce the lower Roanoke River, describe the regulatory context for negotiating towards an active adaptive management program, present our conservation objective for bottomland hardwoods, and describe investigations in which we successfully employed a series of models to develop testable management hypotheses. We propose adaptive management strategies that we believe will enable the bottomland hardwoods to regenerate and support their associated biota and that are reasonable, flexible, and economically sustainable.  相似文献

Like many governmental actors in recent decades, the U.S. National Park Service (NPS) has operated increasingly through partnerships with other state and federal agencies, non-governmental organizations (NGOs), community groups, and private sector corporations. Perhaps the most salient example of this trend toward partnerships is the rapid growth and development of national heritage areas (NHAs). Since the first NHA received congressional designation in 1984, NHAs have become an increasingly popular strategy for protecting and managing landscapes. To date, congressional designation has been granted to 49 NHAs, making them one of the fastest growing initiatives involving the NPS. Despite this growth, no prior research has examined the efficacy or effectiveness of the NHA model. This article introduces the NHA concept, while reviewing the literature on evaluation research and its application to protected area management. We then offer an NHA program theory model for evaluating NHAs. The model was developed using a theory-based, process evaluation approach, along with 90 qualitative interviews conducted at three study sites: Blackstone River Valley National Heritage Corridor, MA-RI (BLAC); Delaware and Lehigh National Heritage Corridor, PA (DELE); and Cane River National Heritage Area, LA (CANE). We conclude by discussing the key challenges and implications associated with developing a long-term research agenda for evaluating NHAs.  相似文献

A large number of organizations make decisions that directly or indirectly affect tropical forests. The principal constraints that affect these organizations are (1) insufficient funds; (2) insufficient knowledge about the resources and appropriate technologies; (3) institutional, cultural, and political factors; (4) inadequate communication; and (5) contradictory efforts. Opportunities for improving the efficiency and effectiveness of these organizations include (1) increasing cooperation among US government agencies; (2) redirecting international organizations; (3) increasing coordination among organizations; (4) boosting support of nongovernmental organizations and universities; (5) encouraging responsible involvement by private corporations; (6) strengthening existing organizations; and (7) creating new organizations.This article is drawn from US Congress, Office of Technology Assessment (1984), Technologies to Sustain Tropical Forest Resources, chap. 5. Other articles drawn from the OTA report are Hyman (1984a and b) and Hyman and Ross-Sheriff (1984). We propose a biodiversity credit system for trading endangered species habitat designed to minimize and reverse the negative effects of habitat loss and fragmentation, the leading cause of species endangerment in the United States. Given the increasing demand for land, approaches that explicitly balance economic goals against conservation goals are required. The Endangered Species Act balances these conflicts based on the cost to replace habitat. Conservation banking is a means to manage this balance, and we argue for its use to mitigate the effects of habitat fragmentation. Mitigating the effects of land development on biodiversity requires decisions that recognize regional ecological effects resulting from local economic decisions. We propose Landscape Equivalency Analysis (LEA), a landscape-scale approach similar to HEA, as an accounting system to calculate conservation banking credits so that habitat trades do not exacerbate regional ecological effects of local decisions. Credits purchased by public agencies or NGOs for purposes other than mitigating a take create a net investment in natural capital leading to habitat defragmentation. Credits calculated by LEA use metapopulation genetic theory to estimate sustainability criteria against which all trades are judged. The approach is rooted in well-accepted ecological, evolutionary, and economic theory, which helps compensate for the degree of uncertainty regarding the effects of habitat loss and fragmentation on endangered species. LEA requires application of greater scientific rigor than typically applied to endangered species management on private lands but provides an objective, conceptually sound basis for achieving the often conflicting goals of economic efficiency and long-term ecological sustainability.  相似文献

Policies designed to conserve sites of nature conservation importance are an important aspect of city planning in the UK. London has led the way in putting in place a spatial hierarchy of sites of nature conservation importance designed to protect wildlife habitats from development. Some wasteland habitats associated with derelict and vacant land receive protection in this way but development pressure on these so-called 'brownfield sites' is high and is likely to continue. This paper examines how conservation professionals in the private, public and voluntary sectors are responding to the threats of biodiversity loss and opportunities for habitat creation posed by re-development of brownfield sites. The study draws on in-depth interviews conducted with conservation professionals and the practices employed by ecological advisers employed by developers seeking to re-develop wasteland sites. It finds that practitioners are negotiating their role in the re-development process in different ways. Key issues relate to the role of ecological science in codifying wasteland habitats, uncertainties about how best to evaluate the conservation importance of such sites and the strategies and tactics employed by different practitioners as they seek to mobilise a range of knowledges and practices to secure ecologically sensitive proposals. Scientific knowledge about wasteland habitats has not stabilised in ways that can consistently inform conservation policy and practice. As a result biodiversity issues of wasteland sites are often discounted in the re-development process. Investment in studies of the basic ecology of urban wastelands could provide a firmer scientific foundation on which conservation policies could build. At the same time, many conservation professionals involved in urban re-development are struggling to promote a pro-active approach to secure environmentally sensitive development. The knowledge and co-operation networks being mobilised to support this approach are fluid and unstable, and favourable development outcomes as yet are few. Formalising these networks to achieve more effective engagements with developers and the construction industry could consolidate ecological practices designed to conserve and re-create the biodiversity of wasteland habitats.  相似文献

Streams represent an essential component of functional ecosystems and serve as sensitive indicators of disturbance. Accurate mapping and monitoring of these features is therefore critical, and this study explored the potential to characterize aquatic habitat with remotely sensed data. High spatial resolution, hyperspectral imagery of the Lamar River, Wyoming, USA, was used to examine the relationship between spectrally defined classes and field-mapped habitats. Advantages of this approach included enhanced depiction of fine-scale heterogeneity and improved portrayal of gradational zones between adjacent features. Certain habitat types delineated in the field were strongly associated with specific image classes, but most included areas of diverse spectral character; spatially buffering the field map polygons strengthened this association. Canonical discriminant analysis (CDA) indicated that the ratio of the variability among groups to that within a group was an order of magnitude greater for spectrally defined image classes (20.84) than for field-mapped habitat types (1.82), suggesting that unsupervised image classification might more effectively categorize the fluvial environment. CDA results also suggested that shortwave-infrared wavelengths were valuable for distinguishing various in-stream habitats. Although hyperspectral stream classification seemed capable of identifying more features than previously recognized, the technique also suggested that the intrinsic complexity of the Lamar River would preclude its subdivision into a discrete number of classes. Establishing physically based linkages between observed spectral patterns and ecologically relevant channel characteristics will require additional research, but hyperspectral stream classification could provide novel insight into fluvial systems while emerging as a potentially powerful tool for resource management.  相似文献

To achieve a sustainable development, impacts on biodiversity of urbanisation, new infrastructure projects and other land use changes must be considered on landscape and regional scales. This requires that important decisions are made after a systematic evaluation of environmental impacts. Landscape ecology can provide a conceptual framework for the assessment of consequences of long-term development processes like urbanisation on biodiversity components, and for evaluating and visualising the impacts of alternative planning scenarios. The aim of this paper was to develop methods for integrating biodiversity issues in planning and strategic environmental assessment in an urbanising environment, on landscape and regional levels. In order to test developed methods, a case study was conducted in the region of Stockholm, the capital of Sweden, and the study area embraced the city centre, suburbs and peri-urban areas. Focal species were tested as indicators of habitat quality, quantity and connectivity in the landscape. Predictive modelling of habitat distribution in geographic information systems involved the modelling of focal species occurrences based on empirical data, incorporated in a landscape ecological decision support system. When habitat models were retrieved, they were applied on future planning scenarios in order to predict and assess the impacts on focal species. The scenario involving a diffuse exploitation pattern had the greatest negative impacts on the habitat networks of focal species. The scenarios with concentrated exploitation also had negative impacts, although they were possible to mitigate quite easily. The predictions of the impacts on habitats networks of focal species made it possible to quantify, integrate and visualise the effects of urbanisation scenarios on aspects of biodiversity on a landscape level.  相似文献

The Pinelands National Reserve was created in 1978 when private interests and federal, state, and local governments allied to protect 378,000 ha (935,000 acres) of New Jersey's Pine Barrens from encroaching development. An intergovernmental authority, the Pinelands Commission, manages the reserve by implementing a regional plan to guide development away from environmentally sensitive areas and into designated growth centers. Through transferable development rights, financial gains from development in growth centers are used to compensate owners and localities in the reserve who might otherwise have developed their lands. The national reserve strategy contrasts with other federal strategies for preserving unique environments in which the federal government exercises exclusive control (e.g., national parks, monuments, and recreation areas). This article describes the strategy applied in the Pinelands and discusses the conditions in which it may be more or less effective than other strategies used to protect unique or valued landscapes. It then compares the Pinelands model with the strategies and conditions of california's Redwood National Park and Point Reyes National Seashore to develop propositions about the circumstances in which one or another strategy is more likely to be viable. Finally, it applies these propositions to the possibilities for future forest preservation in New England.  相似文献

Successful biodiversity conservation requires high quality monitoring data and analyses to ensure scientifically defensible policy, legislation, and management. Although monitoring is a critical component in assessing population status and trends, many governmental and non-governmental organizations struggle to develop and implement effective sampling protocols and statistical analyses because of the magnitude and diversity of species in conservation concern. In this article we describe a practical and sophisticated data collection and analysis framework for developing a comprehensive wildlife monitoring program that includes multi-species inventory techniques and community-level hierarchical modeling. Compared to monitoring many species individually, the multi-species approach allows for improved estimates of individual species occurrences, including rare species, and an increased understanding of the aggregated response of a community to landscape and habitat heterogeneity. We demonstrate the benefits and practicality of this approach to address challenges associated with monitoring in the context of US state agencies that are legislatively required to monitor and protect species in greatest conservation need. We believe this approach will be useful to regional, national, and international organizations interested in assessing the status of both common and rare species.  相似文献

A habitat monitoring programme, the Northern Ireland Countryside Survey, carried out by the University of Ulster for the Department of the Environment for Northern Ireland, is described. It was based on a random sample of quarter kilometer grid squares, stratified by multivariate land classification. Estimates of change in habitat area between 1987-1992 and 1998 are presented and used to assess policy-related priorities for biodiversity conservation action in widespread habitats in Northern Ireland (NI). The basis of the assessment is Broad Habitats, a classification developed as part of the United Kingdom (UK) Biodiversity Action Plan. Improved Grassland, Neutral Grassland and Bog Broad Habitats occupy the largest area of NI, which holds a large proportion of the UK Neutral Grassland and Fen Marsh and Swamp Broad Habitat resource. The greatest net area increases with time were in Improved Grassland (33%), Coniferous Woodland (12%) and Broadleaved, Mixed and Yew Woodland (9%). The greatest net area decreases were in Neutral Grassland (-32%), Arable and Horticulture (-25%), Fen, Marsh and Swamp (-19%), Bog (-8%) and Calcareous Grassland (-7%). These changes are a function of agriculture, public and private forestry, building construction and peat cutting for fuel. The Key biodiversity issue is seminatural Broad Habitat loss, in particular, Neutral Grassland and Fen, Marsh and Swamp, highlighting the lack of effective action for protecting biodiversity in the countryside as a whole. The extent to which current land use is shown to be driving change, indicates that biodiversity conservation action through implementing landscape-scale agri-environment measures could deliver major biodiversity gains. The reliable information on recent changes, provided by the Northern Ireland Countryside Survey, has been used to guide conservation planning. Future re-survey will allow the effectiveness of the conservation strategy as it applies to the countryside as a whole, to be determined. As decisions on land use increasingly have a strong European dimension, concerted action for protecting biodiversity in the countryside as a whole is needed. Bald eagle (Haliaeetus leucocephalus) conservation in Arizona, USA, is a prime example of a successful, cooperative environmental management effort. The Salt River Project (SRP) is an active participant in the statewide bald eagle management activities. This paper summarizes the major components of the statewide program and highlights SRP's participation in these efforts. The Southwestern Bald Eagle Management Committee (SWBEMC) was formed as a means of coordinating interagency projects. Chaired by the Arizona Game and Fish Department (AGFD), the SWBEMC is comprised of 15 state, federal, tribal, and private agencies. Together, these agencies sponsor the Nest Watch Program, a unique and effective program dedicated to the study, conservation, and recovery of bald eagles in the southwest. Other significant components of the bald eagle management program include nest monitoring, nest search activities, winter counts, and demography studies.  相似文献

A spatially explicit linear, additive model was developed for quantifying site characteristics of riparian areas of the lower Cedar River, Washington, USA. The spatial complexity and distribution of combined habitat and anthropogenic landscape features were used to define habitat indices that indicate the relative quality of riparian habitats. Patches of contiguous grid cells were measured in terms of their locations, sizes, and relative degree of fragmentation. Additionally, intrapatch heterogeneity was measured to identify unique combinations of habitat and anthropogenic factors for individual grid cells within patches. Model verification indicated that existing floodplain riparian habitats received positive indices more than 90% of the time. Mean patch sizes and fragmentation indices were similar for all positive indices throughout the reaches in the valley floor. Among all reaches, reach 7 had the highest number of positive patches due to a higher degree of meandering in this reach. This procedure and model outputs provide unique screening opportunities for prioritizing management of riparian areas (e.g., conservation, restoration and enhancement).  相似文献

/ Ecological restoration is increasingly invoked as a tool for the maintenance and regeneration of biodiversity. Yet the conceptual foundations and assumptions underlying many restoration management activities are frequently unclear or unstated. Unforeseen, undesirable consequences of restoration activities may emerge as a result. A general conceptual framework for restoration is needed to better accommodate dynamic habitat systems and evolving biota in restoration strategies. A preliminary framework for stream habitat restoration emphasizing stream habitat-biota development is proposed. As developing systems, streams and stream biota exhibit temporal behaviors that change with stream environments. Underlying the dynamic development of streams is potential capacity. Streams express this capacity as an array of habitats over time and across the landscape. Human land uses in the western United States have rapidly altered aquatic habitats and the processes that shape habitat. As a result, the diversity of native fishes and their habitats has been suppressed. Restoration is fundamentally about allowing stream systems to reexpress their capacities. Several steps are provided to guide stream restoration activities. Key tasks include: identification of the historic patterns of habitat development; identification of developmental constraints; relief of those constraints; classification of sensitive, critical, or refuge habitats; protection of the developmental diversity that remains; and monitoring of biotic responses to habitat development. Management of riparian habitats has been recognized for its importance in reducing instream effects of agricultural nonpoint source pollution. By serving as a buffer, well structured riparian habitats can reduce nonpoint source impacts by filtering surface runoff from field to stream. A system has been developed where key characteristics of riparian habitat, vegetation type, height, width, riparian and shoreline bank slope, and land use are classified as discrete categorical units. This classification system recognizes seven riparian vegetation types, which are determined by dominant plant type. Riparian and shoreline bank slope, in addition to riparian width and height, each consist of five categories. Classification by discrete units allows for ready digitizing of information for production of spatial maps using a geographic information system (GIS). The classification system was tested for field efficiency on Tom Beall Creek watershed, an agriculturally impacted third-order stream in the Clearwater River drainage, Nez Perce County, Idaho, USA. The classification system was simple to use during field applications and provided a good inventory of riparian habitat. After successful field tests, spatial maps were produced for each component using the Professional Map Analysis Package (pMAP), a GIS program. With pMAP, a map describing general riparian habitat condition was produced by combining the maps of components of riparian habitat, and the condition map was integrated with a map of soil erosion potential in order to determine areas along the stream that are susceptible to nonpoint source pollution inputs. Integration of spatial maps of riparian classification and watershed characteristics has great potential as a tool for aiding in making management decisions for mitigating off-site impacts of agricultural nonpoint source pollution.  相似文献

Monitoring of the ocean environment in southern California, USA, has been conducted by a diverse array of public and private organizations with different motivations, working on a variety of spatial and temporal scales. To create a basis from which to integrate information from these diverse programs, we conducted an inventory of ocean monitoring activities in the Southern California Bight to address the following questions: (1) How much money is being expended annually on marine monitoring programs? (2) Which organizations are conducting the most monitoring? (3) How are resources allocated among the different types of monitoring programs? This inventory focused on programs existing, or those expected to be in existence, for at least 10 years and that were active at any time between 1994 and 1997. For each program identified for inclusion in this study, information was collected on the number of sites, sampling intensity, parameters measured, and methods used. Levels of effort were translated into cost estimates based upon a market survey of local consulting firms. One hundred fourteen marine monitoring programs, conducted by 65 organizations and costing US $31 million annually, were identified. Most of the effort (81 programs, 65% of samples, 70% of costs) was expended by ocean dischargers as part of their compliance with National Pollutant Discharge Elimination System (NPDES) permit requirements. Federal programs (11 programs, 25% of samples, 10% of total expenditures) expended more than state or local government programs. More than one quarter of monitoring expenditures were conducted to measure concentrations and mass of effluent inputs to the ocean. The largest effort expended on receiving water monitoring was for measuring bacteria, followed by sediments, fish/shellfish, water quality, and intertidal habitats. The large level of expenditures by individual agencies has presented opportunities for integrating small, site-specific ocean monitoring programs into regional- and national-scale monitoring and assessment programs.  相似文献

Watershed-based resource management organizations around the world are becoming more involved in groundwater management. This reflects, among other considerations, growing awareness of the critical role that these local agencies can and should play in the management of groundwater resources. Ontario's conservation authorities (CAs) are an important example. CAs are taking on new responsibilities for groundwater data collection, monitoring and planning. Unfortunately, not all local organizations are equally capable of participating effectively in groundwater management. This certainly is the case among Ontario's 38 CAs, which have highly variable levels of financial and staff resources. Local capacity for water management can be explored from the perspective of the institutional environment, the watershed community, and the financial, technical and staff resources of the organizations. This paper presents an evaluation of the groundwater management capacity of Ontario's conservation authorities, drawing on two detailed case studies (the Upper Thames River CA and the Ganaraska Region CA), and additional data gathered from all 38 CAs. Institutional issues, such as the clarity of management roles and senior government commitment to local management, as well as resourcing concerns, local working relationships, and public support, largely determine the capacity of CAs to expand their involvement in groundwater management. Strengthening the capacity of watershed-based agencies to participate in groundwater management is an important challenge in all jurisdictions, as these agencies are well placed to reinforce municipal groundwater management by identifying local needs and trends, facilitating communication and cooperation, and promoting best management practices.  相似文献
