It is the contention of this paper that some progress in alleviating the social and environmental problems which are beginning to face Papua New Guinea can be achieved by supporting traditional Melanesian values through maintaining the customary system of communal land tenure. In accordance with this aim, I will proceed to contrast certain Western attitudes towards individual freedom, selfinterested behaviour, individual and communal interests and private ownership with attitudes and values expressed in the traditional Melanesian approach. In order to demonstrate the latter, I will briefly touch upon the phenomenon of wantokism and indicate how the Melanesian values associated with this concept find their locus in the system of customary communal ownership. Subsequently, I will describe how the emergence of a cash economy and the attachment to Western gadgetry and products have effected injury to the environment and undermined values which have previously maintained Melanesian social cohesion. While admitting that little can be done to eradicate the desire for cash and the products it can buy, I suggest that Melanesian communities and the environment itself would receive more protection if future development in Papua New Guinea embraced a system which incorporated certain of the traditional Melanesian values through the preservation of the communal form of land tenure. Ultimately, I suggest a way in which customary communal land tenure can be integrated into the established Anglo-Australian legal system.  相似文献

In this paper, we divide the communities in Central China into four groups, namely ecological high-poverty communities, non-ecological high-poverty communities, sustainable communities and non-ecological low-poverty communities. We use 2000 and 2006 data for 498 counties to conduct analysis and comparison between sustainable and unsustainable communities in order to define determinants of the development pathways to sustainable communities. The comparison of the variable means between the groups of ecological high-poverty communities and non-ecological high-poverty communities in 2006 indicates that there is no significant difference in the dimensions related to economy, society and environment, with the exception of average output value per industrial enterprise.

The non-ecological low-poverty communities are more likely to have a higher proportion of secondary industry, higher total industrial output value, higher average output value per industrial enterprise and higher intensity of infrastructure construction, compared to the sustainable communities. The factors that determine whether the communities will choose the pathway to sustainable communities are found to be landscape, social conditions of secondary industry and agriculture and economic development level. Hence, the policies that aim at promoting sustainability for the unsustainable communities will have to focus on different strategies and actions for non-ecological high-poverty and non-ecological low-poverty communities.  相似文献

Brazil is a vast country and there are several scientific studies reporting sustainable behavior in its different regions. Since methodologies used in these studies differ from one another, it is hard to compare them. This paper aims to identify whether differences in sustainable behavior occur in different Brazilian regions and what differences can be identified. Through a web survey, we analyzed data from 1,489 participants, from four different regions. We identified two factors (behavior and search for information), and analyzed the differences through multivariate analysis of variance. The Northeast region had a higher score for “search for information”, while Southern regions performed better on “behavior.” The Midwest region had the worst performance for both factors. The reasons for such differences may be greatly influenced by the social/cultural context of each region. The results also show that consumers still do not use their power of choice to pressure companies to become more sustainable.  相似文献

There has been increased interest in the role of community-based action in promoting sustainable lifestyles in recent years, but relatively limited evidence on the effects of such activity on participants' behaviours. In this paper, I present an evaluation of the effects of community-based action for sustainability on participants' lifestyles. I draw on extensive qualitative research to assess how much change participants of community sustainability projects report, what kinds of participants these projects attract and how the circumstances of these projects affect the changes that participants make. The main findings are that these initiatives have different effects on different people. Those who are new to sustainability and who are actively involved in cohesive groups, which are specifically targeting their lifestyles, are more likely to report substantial changes. I present a model to explain what change occurs, for which types of participants, in what circumstances as a result of community-based action.  相似文献

TIM: Assessing the sustainability of agricultural land management   总被引:1,自引:0,他引:1
TIM (Threat Identification Model) is a framework for the ex ante assessment of agricultural land management sustainability at the land unit scale that identifies sources of unsustainability within agricultural land management systems. The model explicitly links defined hazards to land productivity and environmental integrity, land resource data and information, and land management practice options using expert and local knowledge on land management and its potential effects. The model was tested in the Crystal Creek Subcatchment, a narrow coastal strip of land situated in north Queensland, Australia. This area was chosen due to the expansion of the sugar industry onto increasingly marginal land in the area, which represents a threat to sustainable land use and a requirement for careful land-use planning and land management.TIM may be used in a relational database as a stand alone decision support system for land-management planning. Its usefulness in land-use planning is greatest when it is linked to a Geographic Information System (GIS) as shown in this paper. GIS allows TIM outputs, such as constraints to agriculture and site-specific best-management practices, to be identified in a spatially explicit manner. The main advantages of TIM are that it can be done ex ante, it removes the need to define sustainability assessment criteria and indicators, it utilises current understanding of the causes and effects of land degradation and how different land-management practices influence these, and links this knowledge to definite land-management options.  相似文献

Over the last decade, promotion of competitiveness represents one of the central goals of economic policy of most of the countries. Moreover, in recent years, the promotion of competitiveness has been seen as a way of achieving desirable changes in economy and society. While there is no unity of views in the theory regarding the conceptual definition of the phenomenon of competitiveness, it is becoming less arguable that in strictly economic terms, competitiveness is a synonym for productivity. However, it should be noted that productivity growth that is accompanied by increasing social imbalance (for example, inequality in income distribution), on the one hand, and environmental pollution, on the other hand, cannot be a guarantee of improving the competitiveness of countries in the long run. Acknowledging precisely this fact and using the data from World Economic Forum on Global Competitiveness 2013, this paper elaborates on the phenomenon of sustainable competitiveness and tests the hypothesis about the positive impact of its social and environmental dimension on the economic dimension of sustainable competitiveness that is represented by the value of the Global Competitiveness Index. The survey of 34 countries confirmed the indisputable positive impact of the social dimension of sustainability, but also variable direction of the impact of the environmental dimension of sustainability (depending on the level of GDP per capita) on the economic dimension of sustainable competitiveness of European countries in 2013.  相似文献

Evidence on income as a crucial driver of renewable energy consumption in Africa is mixed. But hydropower accounts for over 90% of renewable energy in sub-Sahara Africa alone. Yet, empirical evidence suggests that hydropower may not be as environmentally sustainable as believed and, as a legacy source of energy in Africa, may not accurately reflect attitudes on renewable energy motivated by environmental concerns. This paper examines the role played by economic performance in the rising sustainable energy consumption in Africa, focusing on the renewable energy sources that are compatible with sustainable development. The difference generalized method of moments, fully modified ordinary least squares, and dynamic ordinary least squares are employed to estimate the statistical significance of income, environmental sustainability proxy, and prices as important drivers of sustainable energy consumption in a panel of 10 African countries for the period 2000–2011—a time frame characterized by a rapid rise in renewables as a priority in environmental policy. With timing and measurement considerations on sources of renewables, results indicate that in contrast to recent literature, the rise in sustainable energy consumption in Africa is strongly driven by rising domestic incomes. In line with literature, however, there is a generally positive, albeit statistically insignificant relationship between sustainable energy consumption and levels of carbon emissions. Oil prices in real terms also correlate with sustainable energy consumption. Available data also show that countries with low energy security also coincidentally tend to have high small hydropower capacity, providing potential for sustainably reducing energy insecurity.  相似文献
