Environmental Management Systems (EMS) are being trialed for Australian agricultural industries as society becomes more concerned about agricultures environmental performance. EMS is a structured approach used by farm businesses to assess, monitor, and improve environmental performance. Use of EMS in conjunction with other policy tools (such as financial incentives and regulation) in agriculture could enhance management of both on-farm and off-farm environmental issues. Based on the international standard ISO14001, EMS was designed to be applied at the individual business level. However, governments in Australia are exploring its potential to be applied at a catchment scale, among other things, for the purpose of linking farm-level actions to catchment targets. In Australia, governments and catchment management bodies are using Integrated Catchment Management (ICM) as the framework to try to achieve environmental targets set out in catchment plans. In this article, we compare aspects of the EMS and ICM frameworks and comment on the potential of using EMS to achieve catchment-scale environmental outcomes. We conclude that EMS could be a useful policy tool to improve farm management and to contribute, in part, to better off-site outcomes at the catchment/landscape scale. Recommendations on the use of EMS at the catchment scale are discussed. These include using an educational approach for EMS delivery, linking the EMS process to catchment targets, and ensuring catchment targets are realistic and achievable.  相似文献

This paper focuses on impediments to environmentally sound management practices and how these might be overcome, with an emphasis on the role of environmental management systems, supply chains and civil society. It argues that: Farmers are under increased pressure to cut costs and improve production but with little opportunity to increase prices. Commonly short-term economic interest has damaging environmental implications. Current government policy, in Australia and in many other jurisdictions, relies heavily on voluntary arrangements, education and information, as the main policy instruments through which to persuade farmers to adopt better environmental farm management - e.g. the recent push to encourage the use of voluntary environmental management systems. However, there is good evidence to suggest that these can only make a valuable contribution when combined with a range of other policy instruments, including positive and negative incentives, intervention by third parties and in some cases, an underpinning of regulation. Arguably, what is needed is a strategy that builds on the strengths of voluntary environmental management arrangements while compensating for their weaknesses by combining them with other, complementary policy instruments. If so, we must engage with a range of questions that have not so far figured substantially in the policy debate. Although the principal focus has been on the role of government in bringing about on-farm change in management practices, supply chain pressure (at least in respect of agricultural chemicals and practices which threaten food safety) and civil society action are also potentially powerful mechanisms for bringing about change. Government can and should play a role in harnessing such forces in the interests of improved environmental on-farm practices.  相似文献

It presents an environmentally oriented extension to the EU typology of farms currently used for assessing the situation of farming within the European Union. The extended typology is tested in relation to emerging policy issues such as environmental sustainability and rural viability by analysing some of the farm management indicators suggested in Andersen et al., [(2004a). Abstract: An integrated economic and environmental modeling system was developed for evaluating agro‐environmental policies and practices implemented on large scales. The modeling system, the Comprehensive Economic and Environmental Optimization Tool‐Macro Modeling System (CEEOT‐MMS), integrates the Farm‐level Economic Model (FEM) and the Agricultural Policy Environmental eXtender (APEX) model, as well as national databases and clustering and aggregation algorithms. Using micro simulations of statistically derived representative farms and subsequent aggregation of farm‐level results, a wide range of agricultural best management practices can be investigated within CEEOT‐MMS. In the present study, CEEOT‐MMS was used to evaluate the economic and water quality impacts of nitrogen (N) and phosphorus (P) based manure application rates when implemented on all animal feeding operations in the State of Texas. Results of the study indicate that edge‐of‐field total P losses can be reduced by about 0.8 kg/ha/year or 14% when manure applications are calibrated to supply all of the recommended crop P requirements from manure total P sources only, when compared to manure applications at the recommended crop N agronomic rate. Corresponding economic impacts are projected to average a US$4,800 annual cost increase per farm. Results are also presented by ecological subregion, farm type, and farm size categories.  相似文献

In the Mississippi River Basin (MRB), practices that enhance drainage (e.g., channelization, tile drainage) are necessary management tools in order to maintain optimal agricultural production in modern farming systems. However, these practices facilitate, and may speed the delivery of excess nutrients and sediments to downstream water bodies via agricultural streams and ditches. These nonpoint sources contribute to elevated nutrient loading in the Gulf of Mexico, which has been linked to widespread hypoxia and associated ecological and economic problems. Research suggests agricultural drainage ditches are important links between farm fields and downstream ecosystems, and application of new management practices may play an important role in the mitigation of water quality impairments from agricultural watersheds. In this article, we describe how researchers and producers in the MRB are implementing and validating novel best management practices (BMPs) that if used in tandem could provide producers with continued cropping success combined with improved environmental protection. We discuss three BMPs — low‐grade weirs, slotted inlet pipes, and the two‐stage ditch. While these new BMPs have improved the quality of water leaving agricultural landscapes, they have been validated solely in isolation, at opposite ends of the MRB. These BMPs have similar function and would greatly benefit from stacked incorporation across the MRB to the benefit of the basin as a whole.  相似文献

The efficacy of government-supported programs to encourage improved management of land and water systems associated with agricultural land in Australia has been mixed. The broad approach of Australian governments is reviewed briefly. Evidence is presented from case assessments of a program to promote adoption of environmental management systems (EMSs) to improve environmental outcomes from agricultural practices. EMSs are systems implemented to manage the environmental impacts and ameliorate environmental risk associated with business activity. Data are presented on reported EMS activity and experience of four selected groups of farmers in Victoria, south-eastern Australia, representing broad-acre cropping, beef and dairy farming. The pro-environmental behaviours of farmers were mediated through voluntary adoption of government and industry sponsored EMSs, often with financial incentives and other support. Findings from the study were that adoption of EMS practices with sufficient public benefits is unlikely to occur at sufficient scale for significant environmental impact. Farmers more readily adopted practices which were financially beneficial than those which had a positive environmental impact. Although the focus on voluntary market-based instrument (MBI) type programs is popular in western countries, enforcing regulation is an important, but usually politically unpopular, component of land use policy. The comparative advantage of EMSs differed for the industries studied, but overall there were insufficient market drivers for widespread EMS adoption in Australia. Environmental outcomes could be more effectively achieved by directly funding land management practices which have highest public net benefits. Having a clear and unambiguous management objective for a particular land management policy is more likely to achieve outcomes than having multiple objectives as occurs in a number of international programs currently.  相似文献

There are relatively few Federal environmental regulations that influence agricultural production in the US. However, many local and state environmental rules may influence the management practices on US farms as might interactions between urban population centers and agricultural producers. Detailed analysis of corn farms gives insight into these relationships and suggests that stringent environmental regulations could increase the likelihood of adoption of certain conservation practices, all else being constant, but that the interaction between urban populations has less of an effect on the adoption decisions.  相似文献

This paper reports on a nationwide survey of environmental farm plan programmes and plan characteristics, towards determining New Zealand's (NZ's) capability and eligibility for reporting on the Organisation for Economic Cooperation and Development's (OECD) environmental whole farm management plan agri-environmental indicator. Considerations regarding the validity of the indicator are discussed. Environmental farm planning in NZ is widespread, fragmented, and diverse. Nine of NZ's 16 regional authorities have environmental farm plan programmes involving 20 different types of environmental farm plans. Potentially half of NZ's total area of farmland is included, but this is reduced by limited and selective use of environmental farm plans as policy instruments. Three authorities are capable of readily reporting the number and coverage of their environmental farm plans; six would need to manually compile the information. Compliance monitoring is mostly informal, but necessary for checking the implementation of plan works and actions. Eligibility of NZ environmental farm plans cannot be determined until the OECD define acceptance standards. A contemporary definition of environmental farm plans is proposed, along with additional criteria necessary to ensure such plans are credible indicators of issue ownership, adoption of best management practice, and landscape changes intended to improve environmental quality.  相似文献

Increased market internationalization with more and stricter environmental regulations in different countries has caused manufacturers to extend their environmental management practices to cover their supply chain partners. Thus, environmental supply chain management (ESCM) has become an important competitive and environmental strategy for manufacturers to pursue. China, as a global manufacturer, is also facing this balance of economic development with environmental protection. The literature remains unclear on whether internationalization is beneficial or costly when it comes to environmental management practices such as ESCM within China. Further insight into this issue will be useful for organizations in developing and emergent economies to more effectively prepare for internationalizing their operations and markets. Using internationalization drivers that propel the implementation of environmental management practices in the Chinese manufacturing industry, we applied cluster analysis to group a sample of 377 Chinese manufacturers surveyed in 2007 into three clusters: mature internationalization, emergent internationalization, and domestic-focused. Institutional theory within an internationalization context sets the theoretical foundation for evidence that the international environmentally oriented institutional drivers encountered are positively associated with the adoption of ESCM practices by Chinese manufacturers. We also find significant differences in the environmental, economic and operational performance outcomes across the three manufacturer clusters. We conclude that manufacturing organizations experiencing internationalization with a greater extent of adopting ESCM practices tend to perform better.  相似文献

The Common Agricultural Policy (CAP) was fundamentally reformed in 2003. From 2005, farmers will receive decoupled income support payments instead of production premiums if basic standards for environment, food safety, animal health and welfare are met. Farmers are likely to adjust production and management practices to the new policy framework. We describe how this reform fits into the EU strategy of making agricultural production more environmentally friendly by concentrating on the financial aspects of the reforms. Using an agricultural sector model for Austria, we show that the reform will further decrease agricultural outputs, reduce farm inputs, lessen nitrogen surpluses and make environmentally friendly management practices more attractive for farmers.  相似文献

Tillage has been and will always be integral to crop production. Tillage can result in the degradation of soil, water, and air quality. Of all farm management practices, tillage may have the greatest impact on the environment. A wide variety of tillage equipment, practices and systems are available to farmers, providing opportunities to enhance environmental performance. These opportunities have made tillage a popular focus of environmental policies and programs such as environmental indicators for agriculture. This paper provides a very brief examination of the role of tillage in crop production, its effect on biophysical processes and, therefore, its impact on the environment. Models of biophysical processes are briefly examined to demonstrate the importance of tillage relative to other farm management practices and to demonstrate the detail of tillage data that these models can demand. The focus of this paper is an examination of the use of information on tillage in Canada's agri-environmental indicators initiative, National Agri-environmental Health Analysis and Reporting Program (NAHARP). Information on tillage is required for several of the indicators in NAHARP. The type of data used, its source, and its quality are discussed. Recommendations regarding the collection of tillage data and use of tillage information are presented.  相似文献

Agri-environment schemes (AESs) have been implemented across EU member states in an attempt to reconcile agricultural production methods with protection of the environment and maintenance of the countryside. To determine the extent to which such policy objectives are being fulfilled, participating countries are obliged to monitor and evaluate the environmental, agricultural and socio-economic impacts of their AESs. However, few evaluations measure precise environmental outcomes and critically, there are no agreed methodologies to evaluate the benefits of particular agri-environmental measures, or to track the environmental consequences of changing agricultural practices. In response to these issues, the Agri-Environmental Footprint project developed a common methodology for assessing the environmental impact of European AES. The Agri-Environmental Footprint Index (AFI) is a farm-level, adaptable methodology that aggregates measurements of agri-environmental indicators based on Multi-Criteria Analysis (MCA) techniques. The method was developed specifically to allow assessment of differences in the environmental performance of farms according to participation in agri-environment schemes. The AFI methodology is constructed so that high values represent good environmental performance. This paper explores the use of the AFI methodology in combination with Farm Business Survey data collected in England for the Farm Accountancy Data Network (FADN), to test whether its use could be extended for the routine surveillance of environmental performance of farming systems using established data sources. Overall, the aim was to measure the environmental impact of three different types of agriculture (arable, lowland livestock and upland livestock) in England and to identify differences in AFI due to participation in agri-environment schemes. However, because farm size, farmer age, level of education and region are also likely to influence the environmental performance of a holding, these factors were also considered. Application of the methodology revealed that only arable holdings participating in agri-environment schemes had a greater environmental performance, although responses differed between regions. Of the other explanatory variables explored, the key factors determining the environmental performance for lowland livestock holdings were farm size, farmer age and level of education. In contrast, the AFI value of upland livestock holdings differed only between regions. The paper demonstrates that the AFI methodology can be used readily with English FADN data and therefore has the potential to be applied more widely to similar data sources routinely collected across the EU-27 in a standardised manner.  相似文献

During the last 50 years, the Common Agricultural Policy (CAP) has impacted the evolution of European agricultural landscapes by driving changes in land use and farming practices. We propose a typology characterising the scales relevant for agricultural landscapes management and argue that action is required on three scales: (1) a landscape oriented management at the farm level; (2) the coordination of land managers’ actions at the landscape level; and (3) the conservation of the diversity of agricultural landscapes in the EU. We provide evidence that until now the CAP has mainly focused on the first scale. We also illustrate how agricultural policy could encourage coordinated actions at the landscape- and EU-scales. In particular, we propose policy instruments to coordinate actions of individual land owners (e.g. collective bonus in agro-environmental contracts or support to environmental cooperatives (scale 2)). We also analyse how the recognition and transposition of the European Landscape Convention could promote trans-frontier landscape cooperation in order, not only to conserve high-quality rural landscapes, but also to ensure the conservation of the diversity of EU landscapes (scale 3). This paper provides a knowledge base to support an integrated CAP design in the direction of improved landscape management, as an important component of the EU project towards more sustainable agriculture.  相似文献

Excessive input of phosphorus into natural water bodies as a result of anthropogenic processes is an escalating factor that leads to eutrophication. Hence, quantifying the pathway of phosphorus throughout the socioeconomic system is essential for the selection of appropriate measures to mitigate phosphorus discharge. The study develops an analytical model of anthropogenic phosphorus flows within a socioeconomic system based on substance flow analysis. The model consists of five major subsystems: the phosphorous chemical industry, agriculture, animal feeding, human consumption, and waste management. The results show that the total input and output of phosphorus in Chaohu City over 2008 are 8517.70 ton (t) and 4682.76 t, respectively. The estimation of phosphorus discharged into local surface water is 544.22 t, which primarily comes from agriculture (391.99 t, 72.03%), followed by large-scale farming (55.70 t, 10.23%), rural consumption (56.81 t, 10.44%), urban consumption (30.42 t, 5.59%), and waste management (9.30 t, 1.71%). Intensive input of fertilizers in agricultural practices was identified as the most important source of phosphorus load on local surface water. Hence, we propose that the eutrophication of local water bodies could be addressed by optimizing local industrial structure, developing ecological and organic-based agriculture, and improving waste collection and disposal practices.  相似文献

This paper analyses farmers' strategies on management practices for the reduction of nutrient releases, within a Swedish catchment. The main objective of the European Union water framework directive is to obtain good ecological water quality, and the approach is specifically stipulated to be catchment-based. Eutrophication is generally stated as the main environmental problem in water management and agricultural production is the major cause of nutrient leakage. The analysis concentrates on current agricultural management practices to reduce nutrient leakage. Farmers are beginning to experience a new awareness about nutrient use and see manure as a resource instead of a waste product. Further, those factors that are decisive for decision making are investigated, including information sources. The farm economy, the level of ecological knowledge and regulations illustrate the main obstacles linked to decision making. Professional magazines and informal discussions are considered the most esteemed information sources. Farmers' disposition to change, and co-operation, are also discussed, both of which are of vital importance for the development of new official administrative procedures.  相似文献

/ The paper investigates how the Canadian nonferrous sector is tackling the challenge of sustainable development. Although there is no consensus as to what sustainable development means in practice for management in the sector, at least three dimensions must be taken into account: (1) metals are recyclable, the availability of this resource is not a concern for the foreseeable future; (2) the need to minimize environmental impacts of metals exploration, extraction, transformation, consumption, and recycling; and (3) production activities should not be socially or culturally disruptive. The nonferrous mining industry faces several environmental problems. Some of the most significant are acid mine drainage, sulfur emissions, recycling, and metals toxicity. The industry has developed a number of responses to address these specific concerns as well as other more general challenges. Six strategies are described and analyzed: (1) research and development, (2) an effort of consensus building among stakeholders known as the Whitehorse Mining Initiative, (3) international networking, (4) active involvement in the development of environmental management standards, (5) management reorganization and (6) voluntary agreements. The importance of external factors in the shaping of corporate environmental management practices is discussed, in particular the role of government. Progress has been achieved in three areas: (1) managerial practices and organization, (2) reducing the impacts of ongoing operations and (3) minimizing future liabilities, but two significant fields of conflict remain, namely mining in wilderness areas and projects on aboriginal lands.KEY WORDS: Canada; Environmental management; Minerals industry; Nonferrous metals; Sustainable development; Whitehorse Mining Initiative  相似文献

A Sensitivity Analysis of Nitrogen Losses from Dairy Farms   总被引:2,自引:0,他引:2  
International attention has focused on agricultural production systems as non-point sources of pollution affecting the quality of streams, estuaries and ground water resources. The objective of the current study was to develop a model of nitrogen management on the dairy farm, and to perform sensitivity analyses in order to determine the relative importance of manipulating herd nutrition, manure management and crop selection in reducing nitrogen (N) losses from the farm. The importance of the method of N input to the farm (purchased feed, legume fixation, inorganic fertilizer, imported manure) was investigated, and the potential to reduce N losses from dairy farms was evaluated. Nitrogen balance equations were derived, and related efficiency coefficients were set to reference values representing common management practices. Total farm N efficiency (animal product N per N input), and N losses per product N were determined for different situations by solving the set of simultaneous equations. Improvements in animal diet and management that increase the conversion of feed N to animal product by 50% would increase total farm N efficiency by 48% and reduce N losses per product by 36 to 40%. In contrast, reducing losses from manure collection, storage and application to improve the percentage of manure N that becomes available in soil by 100% would only improve total farm N efficiency by 13% and reduce total N losses by 14%. Selecting crops and management that can use soil nutrients 50% more efficiently would improve total farm efficiency by up to 59% and reduce N losses by up to 41% depending on the predominant nitrogen sources to the farm. Legume production would reduce N losses per product compared with non-legumes. There was more than a five fold difference in N losses per animal product N between the most extreme scenarios suggesting considerable opportunity to reduce N losses from dairy farms.  相似文献

Global increases in consumption of chemical nutrients, application of pesticides, and water withdrawal to enhance agricultural yield have resulted in degraded water quality and reduced water availability. Efforts to safeguard or improve environmental conditions of agroecosystems have usually focused on managing on-farm activities to reduce materials loss and conserve habitat. Another management measure for improving environmental quality is adoption of environmental performance standards (also called outcome-based standards). This special collection of six papers presents the results of four years of research to devise scientifically credible approaches for setting environmental performance standards to protect water quantity and quality in Canadian agriculturally dominated watersheds. The research, conducted as part of Canada's National Agri-Environmental Standards Initiative, aimed to identify Ideal Performance Standards (the desired environmental state needed to maintain ecosystem health) and Achievable Performance Standards (the environmental conditions achievable using currently available and recommended best available processes and technologies). Overviews of the papers, gaps in knowledge, and future research directions are presented. As humans, livestock, and wildlife (both terrestrial and aquatic) experience greater pressures to share the same limited water resources, innovative research is needed that incorporates a landscape perspective, economics, farm practices, and ecology to advance the development and application of tools for protecting water resources in agricultural watersheds.  相似文献

Lake Taihu is the third largest freshwater lake in China. It serves many social, economic, and ecological purposes in the drainage basin. Unfortunately, the water has been heavily polluted due to rapid industrialization and urbanization during the last two decades. Notwithstanding great efforts made so far to improve the water quality, the environmental situation is still far from being optimistic. The basin and the lake are facing a range of severe environmental challenges: rapid socio-economic development continues to place great pressures on the environment, current pollution control projects have many problems from the viewpoint of effectiveness and efficiency of their implementations, and the non-point sources of pollution such as agricultural fields, for which control is more difficult than for industrial point sources, have become the main contributors to serious eutrophication of the lake. Considering the characteristics of the environmental challenges and problems confronting the basin and the lake, we focus on integrated environmental management (IEM) as a promising and effective approach to overcome these predicaments. Current practices and problems of environmental management in the basin are examined, and potential future developments are discussed. Three aspects of the IEM are emphasized: institutional cooperation, public participation, and internalization of environmental externalities. We think these are the most critical for not only the basin but also for the whole of China to achieve a sustainable society.  相似文献
